First Phase Wraps on CMC Revamp

T

he team of Brookfield Properties and Jamison Properties has finished redeveloping the first of three structures at the California Market Center in the Fashion District. The companies announced this month that the first 600,000 square feet phase has finished. That building will house the California Market Center’s showrooms, while the remaining space is converted into creative offices. It’s one of the biggest redevelopment projects in Downtown, comprising three 13-story buildings at 110 W. Ninth St. Overall plans include rooftop amenities decks, floor-to-ceiling windows for ground-floor retail and new sky bridges to link the three structures. The total budget for the renovation is $170 million.

Plans Unveiled for City West Hotel

A

hotel could rise on a lot on the northwest corner of the intersection between Glendale and Beverly boulevards. That’s according to plans filed with the Department of City Planning by the Orange County-based EKN Development Group. Although technically

in City West, developers have dubbed it the “Echo Park Hotel.” The proposed nine-story building at 101 N. Glendale Blvd. would hold 185 rooms on the 0.8-acre site. Crews would have to demolish a two-story building currently on the site. A budget was not revealed, however EKN Development Group anticipates breaking ground this year and wrapping work in fall 2022, per its website.

Council Approves Study of Car-Free Broadway Last week the Los Angeles City Council gave the initial okay for city staff to begin studying a possible car-free future for Downtown’s Broadway. The motion, from 14th District City Councilman Jose Huizar, proposed turning a 1.5-mile stretch of Broadway into a pedestrian and bicycle-focused strip between First and 12th streets. Huizar introduced the motion last month. The City’s Economic Workforce Development Department and partner departments now are launching into the study to test the feasibility of a car-free Broadway.

The initial study proposal came just a month after San Francisco cut the ribbon on a carfree, two-mile stretch of Market Street.

Motion Calls for More Hygiene Services

D

istrict 14 Councilmember Jose Huizar filed a suite of motions last week to address both the expansion of a Downtown

Bridge Housing site, and the funding of more hygiene stations across the Central City. Filed on March 17, the first motion calls for funding for 30 additional hygiene stations across down, with a second motion calling on the Metropolitan Transportation Authority to install hygiene stations at all Metro stations.. A subsequent motion also called on an additional $350,000 in funding to the Downtown Women’s Center 100-bed bridge housing site. The funding will keep the location open from July 1 to June 30, 2021, and provide funding for housing placement and other forms of care.

Old Bank District Building Sells

T

he Farmers and Merchants Bank Building in the Historic Core’s Old Bank District has traded hands for $8.2 million. It was put on the market by Gilmore Associates, and was acquired by a company tied to the entertainment industry, per the selling brokerage team. Originally built in 1905, the Classical Revival-style building at 401 S. Main St. has 16,400 square feet of office space spread across a ground floor and mezzanine space.

As the name suggests, it previously housed Farmers and Merchants Bank. The property was previously intended to be part of Gilmore Associates’ Main Museum project before that plan was scaled back and the museum shuttered. Patrick Barnes and Hayden Eaves with the brokerage firm Avison Young represented the seller. The new owners plan to renovate the property.

Fundraiser to Plead Guilty on Bribery Charges

A

Los Angeles political fundraiser will likely plead guilty to charges of federal bribery this month in the second charge to be filed in a sweeping federal probe in Los Angeles City Hall. Justin Jangwoo Kim, 53, in a plea agreement filed on Thursday, March 19, that he would admit to a count of federal program bribery for trying to clear a path for a large development project. The Los Angeles Times first reported the news. According to court filings, Kim helped someone identified as “Developer C,” obtain assistance appealing a Planning and Land Use Committee decision to block the previously mentioned project. According to court filings, an aid for the “Councilmember A” informed Kim that he would not help “for free” and required a financial benefit before taking action. The councilmember and the developer allegedly negotiated a $500,000 payment for his help.

Kim is expected to make a court appearance on March 31 and is facing up to 10 years in prison. However, due to the nature of the plea agreement, prosecutors will likely seek a lesser sentence for his cooperation in the matter. It’s the second charge to be filed in as many weeks. Former Councilman Mitch Englander was indicted on charges that he attempted to cover up payments and gifts he is charged with receiving while on the city council. He pleaded not guilty to the charges earlier this month.

Second L.A. County Resident Dies as Coronavirus Continues to Spread Stay-at-Home Order Enacted as Moratoriums Announced for Commercial and Residential Evictions

By Nicholas Slayton return to normal life in the next few weeks seems unlikely as the state, county and city all announced stay-athome orders on Thursday, March 19, calling on people to avoid public or private gatherings of 10 or more people, to remain inside, and for non-essential businesses to shut down.

“I want to be clear about this, that the only time you should leave your home is for essential activities and need,” Los Angeles Mayor Eric Garcetti said in Thursday’s press conference, adding that those activities include caring for a relative or child, getting food, or getting medical care.

The announcement came after Dr. Barbara Ferrer, the county’s health director, announced on Thursday that a second L.A. County resident had succumbed to the COVID-19 novel coronavirus.

The individual, described by Ferrer as “relatively young,” had an underlying medical condition and was between the ages of 30 and 50 years old, and lived near Pasadena. Ferrer continued to urge people to limit gatherings, to regularly wash hands, and to practice social distancing.

“This is not the time to have a party at your house,” Ferrer said in announcing the second death. “This is not the time to go hang out with a whole crowd of people at the beach. This is not the time to be crowd-

ing up on our trails in our beautiful parks.

This is absolutely the time for everyone to practice social distancing.”

Ferrer said that it’s likely that the County will see an increase in the number of positive cases over the next four-to-twelve weeks.

“We implore you to take seriously everyone’s obligation to limit their exposure to others and limit others to being exposed to you, this is the one way we can all be serious about what it means to slow down the increasing number of cases in the county,” she said.

As evidence of that escalation, between the March 18 and 19 updates by the County, 40 individuals tested positive for the virus. As of Wednesday, 1,700 people have been tested in the county, with 13% testing positive from local exposure and not from travel.

As the number of confirmed COVID-19 coronavirus cases in Los Angeles County rises, officials are implementing a series of orders and financial responses to protect businesses from a crippling drop in business.

Local government is also working to provide direct and indirect support to Los Angeles residents and businesses. City government approved an $11 million economic relief package, in the form of no-fee micro-loans to small businesses.

Garcetti also issued a pair of moratoriums for both commercial and residential evictions. The moratorium is in effect through

March 31. Per the Mayor’s Office, landlords shall not evict any commercial and residential tenants who are unable to pay rent due to complications caused by the pandemic.

The Los Angeles City Council voted on related measures to build upon Garcetti’s efforts.

“Angelenos who own businesses in our city deserve peace of mind,” Garcetti in a statement on Tuesday, March 17 when issuing the moratorium on commercial evictions. “The moratorium will help ease some of the deepest concerns while we get through this crisis together.”

The city is also working on a series of policies meant to protect Los Angeles’ unhoused population. That includes new emergency shelters at city recreation centers and altering city ordinance on when people can have tents set up (story on page page 7).

On a state level, Gov. Gavin Newsom is advising seniors 65 years and older to stay at home for their own protection. Newsom also noted that most schools in the state will likely remain closed for the remainder of the school year.

“I would plan and assume it is unlikely that many of these schools, few if any, will open before the summer break,” Newsom said during an online news conference on Tuesday, March 17.

Los Angeles Unified School District is currently closed, but offering free at-home edu-

cation tools for parents.

In addition, the federal government is working on its own economic stimulus packages, for individuals and corporations.

Newsom also issued an executive order for the state to start using hotels to get California’s unhoused into shelter in a response to state analysis that found that California could be short 20,000 hospital beds. In addition, Newsom has put the state’s National Guard on alert.

Downtown is home to a number of hospitals, urgent care centers and clinics, including City West’s Good Samaritan Hospital and the Dignity Health’s California Hospital Medical Center in South Park. The latter said in a statement that it is prepared to test and treat anyone who might have come down with the coronavirus.

“California Hospital has the supplies and equipment needed to effectively manage the care of any suspected or confirmed COVID-19 patients,” Dignity Health said in a statement. “We are in contact with local and state health officials, as well as the Centers for Disease Control and Prevention (CDC), and our staff is following the latest guidance from these public health agencies.”

hese are admittedly worrisome times.

As the death toll and infection rate in the United States and abroad continues to tick upward, the COV ID-19 coronavirus pandemic has effectively shut down much of California life.

The COVID-19 outbreak is serious. It is cutting across race, class and borders and while it’s not a portent of apocalyptic doom, it is still imperative that every Angeleno follows the city’s new Safer at Home initiative and follows health officials’ recommendations.

Announced last Thursday, the mandate requires all non-essential businesses to remain closed, and asks everyone to limit their outside interactions to essential trips. Gov. Gavin Newsom issued a similar mandate statewide around the same time.

Bars, venues and other “non-essential” businesses were already forced off work the weekend prior. The new mandate tightens these restrictions, sending more employees either home to work, or to await the end of this crippling stoppage.

We all have a role in aiding our healthcare workers on the front lines of this epidemic by following the advice that health officials are putting forward. Wash your hands regularly and avoid touching your face. Avoid large gatherings and please try to keep a distance from other people. It can be tedious and tough, but enduring this hardship now helps protect the health of your neighbors who might not be as well equipped to deal with the illness, if infected.

Remember, people can carry and spread the disease without showing symptoms themselves. It will also make sure that longer, more intense lockdowns are not needed.

Other parts of the world, like in Italy which has seen an escalating and rapid spread of the illness, have shown how bad things can get when everyone doesn’t do their part to flatten the curve. Italy last week earned the grim distinction of the county with the most COVID-19 infections, surpassing China, where the disease was first detected. Experts have noted that if preventative measures issued by the Italian government were taken more seriously, the rate of infection might have been greatly mitigated.

However it is not the time for panic. It must be reiterated that people should not hoard food or panic buy and that there is no food shortage, only shortages caused by rush purchases. Grocery stores remain open and while markets can and will be able to restock, massively buying up items deprives access to others, and makes fellow shoppers have to repeatedly leave isolation to get what they need.

It’s also a rough time for the Downtown community, with many people out of work due to the health-focused closures. Elsewhere in this issue Los Angeles Downtown News documents how the virus is hurting local businesses. If you have the means and want to support local businesses and workers, do so; contribute to fundraising campaigns for staffers or buy giftcards.

This editorial page urges readers to take the precautions to heart, calmly but with seriousness. Doing what you can now not only protects you, it protects the rest of the community.

What a surprise. Not.

Dick Lane on KTLA was the perfect announcer for Wrestling and Roller Derby from the Olympic Auditorium. He added to the excitement. Those 2 sports and how it was presented by Dick really allowed the fans in the arena as well as on TV to feel like they were a part of the event drew the large interest every week.

I will also never forget the phone number that Dick repeated at least 10 times during the telecast for fans to get tickets for the next big olympic wrestling or roller derby event: Call Richmond 9-5171.

Public Transit Commuters Voice Concerns Amidst Coronavirus Outbreak As Covid-19 Continues to Spread, Some Riders Fear Reduction of Service

By Sean P. Thomas ike every weekday for the past five years Armando Garcia woke up from his Pasadena home and rode his bicycle to the Fillmore Gold Line Station, where he jumped on a train and rode the rails to Union Station to complete the final leg of his commute.

That’s been the 42-year-old warehouse manager’s normal routine, but with the spread of the coronavirus forcing massive city- and county-wide closures, Garcia said that he’s recently been contemplating whether he should continue riding public transportation.

“My wife doesn’t like it, but we only have the one car and she takes that to work,” Garcia said. “I’m a little concerned about it, but this is the only way I have to get to work.”

With confirmed COVID-19 cases inching toward a 10,500 cases as of press time in Los Angeles County, the Country’s transportation networks have been forced to adjust to a new world caused by the coronavirus.

While some officials have already requested that people only use public transportation for essential trips such as trips to the grocery store or work, others have pointed out that buses and trains can act as vectors for the extremely contagious disease.

Riders standing elbow-to-elbow on public buses and trains are a common sight during rush hour, making practicing “social distancing” nearly impossible. The enclosed nature of buses and trains, also mean that the highly contagious virus could linger in the air or on handrails and seats throughout the day before the vehicles can be sanitized by cleaning crews.

Around California and the country, transit agencies are altering their schedules. In a response to its bus drivers concerns over being infected with the virus, last week the Montebello City Council voted to cut back on the number of bus lines, as well as installing a new suite of safety measures. The bus system now runs on a leaner Saturday schedule.

In Fresno, Fresno International Airport buses have gone the route of limiting passenger loads due to the coronavirus.

That same day across the nation, the Utah Transit Authority suspended several of its bus routes, and in Detroit, several bus drivers have refused to drive routes due to coronavirus concerns forcing some routes to shut down.

Similar action was taken in Washington, D.C. “Stay home,” the statement from the Washington D.C.’s transit agency read. “Do not travel unless absolutely necessary.”

It hasn’t come to that so far in Los Angeles County, but that doesn’t mean that transportation officials aren’t keep a close eye on the situation.

Dave Sotero, a spokesman for the Los Angeles County Metropolitan Transportation Authority said that the transportation agency is monitoring the situation on a daily basis and at this time are not considering halting service but will seek to adjust service levels based upon what’s occurring on the streets.

Still, Sotero noted that if Metro is forced to cut back on services, officials are working on contingency plans for alternative service, that could include mobility on demand and micro transit options.

“We consider our service as a lifeline to thousands in the most populous county in America, including first responders, hospital workers, essential county and city workers,” Metro said in an email to Los Angeles Downtown News.

The Los Angeles Department of Transportation, which operates, among many other transportation arms, the city’s fleet of shorthaul DASH buses, offered a similar outlook, noting that decisions are being made in conjunction with public health officials.

“This is a daily concern and LADOT is consulting with public health health professionals at every stage in the decision process,” LADOT said in an email to Los Angeles Downtown News “There are still many people required to report to work and depend on our transit services to get there. So long as proper precautions and social distancing recommendations are observed, public transportation remains a safe option for health individuals.”

17th Street and Grand Avenue last week and said that she doesn’t believe that the coronavirus can be contained unless you close down some of the more nonessential routes.

Clad in a face mask and clutching a bottle of hand sanitizer as she spoke, Barria said that she didn’t allow her children or mother to ride public transportation prior to Sunday’s head turning city-wide proclamation.

“A lot of people get on these buses and I want to be safe,” Barria said. “My mother is 72 years old, I worry about her.”

Garcia, as he walked his bike to the Patsaouras Transit Plaza bus way at Union Station, said that he’ll have to “play it by ear” on what he ultimately does moving forward.

“All I can do is wash my hands and try to keep my distance,” Garcia said. “If others do the same we’ll get out of this.”

LADOT told Los Angeles Downtown News that they have experienced a week-overweek decline in ridership beginning two weeks ago, with the second week of March seeing ridership dip on routes anywhere from 3-30%. In New York City, ridership has dropped by nearly 50% on its buses and 60% on subways, with its Metropolitan Transportation Agency announcing that it was facing a “financial calamity,” if the trend continued.

Station, and other major transit hubs, including the cleaning of handrails and ticket vending machines. Metro added that buses and trains are cleaned on a daily basis, but that they will be reviewing their cleaning protocols to ensure they remain adequate as the outbreak evolves. LADOT follows a similar cleaning schedule.

While Metro and LADOT are keeping an eye on how the situation progresses, other local transportation arms have already taken drastic steps.

Last week, Lime announced that it was suspending all service across California and will be pulling its scooters off the streets.

Bird, Lyft and Jump released statements that they were increasing cleaning schedules.

Blue LA, which allows drivers to rent electric vehicles and operates kiosks in Chinatown and other parts of Downtown, has also suspended service, according to its website. sthomas@timespublications.com

By Nicholas Slayton s the coronavirus outbreak continues, Los Angeles residents are being urged to stay home and self-isolate.

Officials have ordered bars closed, restaurants to operate take-out only, and arts and entertainment venues closed, a possible new normal until the disease is brought under control.

However, these venues are not ceasing operations entirely. Many institutions and performing arts companies are trying to share tools and activities, with a social distancing twist. Here is what some Downtown-based or affiliated organizations and institutions are doing during the shutdowns:

A

Los Angeles Unified School District: Currently schools remain shut down; Gov. Gavin Newsom said that it is likely California schools will stay closed through the end of the school year. While most kids might be salivating at the opportunity for an early summer break, parents likely aren’t giddy at the lost time. Thankfully, there are some educational resources for parents to use with their kids to make up for the lack of formal education. The Los Angeles Unified School District has partnerships with KCET, KPBS SoCal and KLCS-TV for free online and broadcast educational programming for grades K-12. LAUSD is also continuing to provide meals for students. Free to-go meals are being distributed at 60 pick-up locations every weekday, and each student can take two meals home a day. In Downtown Los Angeles, meals can be picked up at John Liechty Middle School at 650 S. Union Ave., the Santee Education Complex at 1921 S. Maple Ave., and (just across the Los Angeles River) at Mendez High School at 1200 Plaza del Sol E. L.A. Opera: There is good news for opera fans. The L.A Opera is broadcasting singing performances on its Facebook page. The collection of singers are choosing some of their favorite pieces from operas, and each broadcast is at 4 p.m. (they can also be watched after the fact).

Los Angeles Public Library: Downtown’s Central Library, and the branches in Little To-

kyo and Chinatown, are currently closed to the public, but library card holders still have access to much of the Los Angeles Public Library’s resources. A library card gives holders the ability to look up magazines, scholarly journals, online editions of newspapers and more. There are also online courses that users can use.

Library card holders also have access to the movie streaming service Kanopy. It features a collection of classic films and documentaries, plus new releases from studios such as A24. For access and a full list of resources, see lapl.org.

L.A. County Library: The other local library network also has a number of remote and online resources available while physical locations are shut down. County library card holders can use the library’s online databases, browse digital versions of newspapers, and download audiobooks, as well as also use Kanopy. Grammy Museum: The music-focused museum at L.A. Live is currently closed, but it has put a collection of music-related educational lessons online for people to use. Officials, Service Providers Try to Protect the Unhoused As Coronavirus Spreads

In one of the bigger moves to come since the spread of the outbreak, Mayor Eric Garcetti announced plans on Wednesday, March 18 to use 42 of the City’s recreation centers as emergency shelters for 6,000 people currently living on the streets.

“I want to say very clearly, people on the streets, by and large, the great majority of them, do not want to die on the streets. I would venture to say all of them,” Garcetti said at his press conference on Wednesday.

“And so this isn’t about forcing people onto the bus. This is about letting people know if you stay out here, you are at great risk of potentially dying.”

The locations were not immediately revealed, but the Los Angeles Homeless Services Authority aims to identify and prioritize 4,000 homeless individuals who are most at risk, be it due to age or underlying medical conditions. As of press time, the city anticipated having 1,600 beds ready at 13 centers by the end of Friday, after Los Angeles Downtown News went to print. The beds are provided by the American Red Cross.

The move came just a few days after the Los Angeles City Council approved a series of measures designed to help homeless individuals in the city protect themselves during the viral outbreak. That included more public handwashing stations and more funds for bridge housing.

The biggest shift was in the partial suspension of municipal code 56.11, which prevents tents from being up on streets from 6 a.m.9 p.m. (the code, while on the books, is not always enforced). The motion comes from Councilmembers Mike Bonin, Marqueece Harris-Dawson and Gil Cedillo, the latter of

whom’s First District includes parts of Downtown Los Angeles. The council approved it in an 11-4 vote on Tuesday, March 17. However, the council decided that, as per current restrictions, homeless individuals are still limited to items not in excess of what can fit inside a 60-gallon bin.

Ahead of the vote, Heidi Marston, interim executive director for the Los Angeles Homeless Services Authority, said that having homeless people take down tents for daytime cleanings during the pandemic “would not be optimal.”

Tenth District Councilman Herb Wesson joined Bonin, Harris-Dawson, and Cedillo in opposing the 60-gallon limit. The action still needs to be approved by Mayor Garcetti.

Garcetti also immediately lifted restric-

tions on overnight parking, which can alleviate pressures on people who live in cars and on Thursday, Los Angeles County Superior Court Presiding Judge Kevin C. Brazile placed a continuance on all traffic infractions and non-traffic infraction trials and arraignments for at least 30 days.

As the City Council worked out plans, agencies and service providers in Downtown are working on adjusting operations to better protect staff and help unhoused Angelenos, particularly in the regional epicenter of the homelessness crisis, Skid Row. HOMELESSNESS, 7 the Midnight Mission has updated its operating practices by setting up additional hand sanitizing stations throughout the space, and increasing its cleaning schedule.

John Maceri, CEO of the nonprofit The People Concern, which operates the El Puente Bridge Home Shelter at El Pueblo, said that many homeless clients are concerned and scared during this time, and caseworkers and staff are trying to provide information to clear up any confusion about the virus.

“People feel anxious, both staff and residents. It’s hard not too,” Maceri said. “It has completely upended our way of life. The information is changing rapidly, sometimes several times a day.”

Arnold echoed that, saying that along with briefings from staff, informational fliers have been put up around the Midnight Mission for residents to learn best practices.

That also includes limiting contact with others. At the Union Rescue Mission at 545 S. San Pedro St., the shelter’s gymnasium — which usually is used for overflow beds during the night — has been turned into a space to quarantine anyone with flu-like symptoms. Arnold said that the Midnight Mission is still providing meals to residents and people on Skid Row, but in the form of take-out sack lunches. It is also limiting group activities and nonessential trips for residents outside of the shelter.

Expanding Hygiene Los Angeles County is currently home to nearly 60,000 homeless individuals, according to the Los Angeles Homeless Services Authority’s 2019 homeless count (results from the January 2020 count are expected later this year). Of those, 36,135 live in the city, and 4,757 live in the 50 blocks of Skid Row. That

area of Downtown is also dealing with an ongoing crisis of limited sanitation services. The issue was brought to light by a 2017 local audit, which found that Skid Row had only nine public bathrooms available at night at the time of the audit, far below what the United Nations mandates for its refugee camps.

Since then more toilets and hygiene options have been installed in the area, but the lack of public bathrooms at night has been called out by activists as a health risk.

The city is currently installing approximately 250 handwashing and hygiene stations at encampments around Los Angeles, following a March 5 motion from City Councilmembers Mitch O’Farrell and Monica Rodriguez.

City Councilman Jose Huizar, whose 14th District covers most of Downtown, also pushed for funds for an additional 30 hygiene stations to go up in his district. That same day, Huizar also filed a motion asking the Metropolitan Transportation Authority to install hygiene stations at Union Station.

Meanwhile, LAHSA is maintaining operations for its “essential employees,” which includes its outreach teams that work to match people on the street with resources. The agency has been training those staff members in best practices for protecting themselves and outfitting them with masks and gloves, plus hand sanitizer for themselves and unhoused people.

That also applies to the city’s Cleaning and Rapid Engagement, or CARE, teams. Christopher Yee, a spokesperson for LAHSA, said that outreach teams and CARE teams are continuing their work, while complying with the eased enforcement of 56.11, and in addition are also working to provide unhoused people with information on the outbreak and how to best protect themselves.

Alongside shelters and other services, Downtown is also home to one of the city’s bridge housing sites. The 45-bed El Puente Bridge Home has a low-barrier protocol, with residents able to come and go while staying there. Maceri said that although the shelter isn’t being locked down due to the virus, staff

are working to promote safety with the residents. They are also not allowing visitors to the shelter, to help limit potential spread of the virus.

“We can’t mandate people stay on site, unless there’s a public quarantine,” Maceri said.

“We have done all we can to curtail people from leaving, except for things that are necessary like looking for work or doctor appointments.”

Covid-19 Shutdown Leaves Venue Staffers in a Bind

The company said that it set up a relief fund to support its Downtown theater and others across the country, and so far the company has donated $2 million toward the fund.

The sports world in Downtown Los Angeles, home to the Los Angeles Dodgers, Kings, Clippers, Lakers and Sparks and the University of Southern California’s suite of collegiate teams, has arguably been hit even worse.

With no idea of when the season will start – Major League Baseball originally said it was a two week postponement for the start of its season, and Major League Soccer originally said its season would be postponed for 30 days – and thousands of such workers left without a way to make money, teams and players have stepped up in the meantime.

The Staples Center, the Los Angeles Clippers, Lakers and Kings announced the creation of a fund to distribute checks to its 2,800 active hourly employees. That includes ticket takers, parking attendants, merchandise staff, food and beverage workers, stage hands, as well as other roles such as dance teams, announcers and statisticians.

Los Angeles Dodgers President Stan Kasten had previously indicated that the Dodgers were exploring ways to aid hourly employees during the halted season, but that was before Major League Baseball announced last week that its 30 franchises were coming together to create a $30 million fund for its hourly workers.

With No Arts and Entertainment Events, Organizations Attempt to Support Impacted Workers

Thomas and Nicholas Slayton hen Los Angeles Mayor Eric Garcetti announced on Sunday, March 15 that all bars, restaurants and entertainment venues would be closed in response to the spread of the COVID-19 strain of the coronavirus, thoughts quickly shifted to the economic impact of those no longer with a place to clock in every day.

While most management staff have transitioned their work to home, with museums closed, libraries shuttered, and concerts, events and theatrical productions closed or postponed early, hourly workers have seen their income source thrown into limbo, as they await a hopeful return to normalcy.

At the four venues of the Music Center, only operational staff (such as engineering and maintenance) are still on-site, while the rest, for the Music Center and its partner organizations, are working from home.

“This is a very new situation not only for the arts, but also for all segments of our community,” Music Center CEO Rachel Moore said in a statement to Los Angeles Downtown News. “To that end, we are currently assessing the impact of closures on our part-time

staff members; where possible, we are finding ways to re-deploy them and are exploring other options to help.”

At The Broad museum just south of the Music Center, the usually long lines and attendees are no longer outside the entrance as the space is closed. A spokesman for the museum issued the following statement: “We are managing this fast evolving and unprecedented situation on an incremental basis,” the statement read. “As of today [Tuesday, March 17], The Broad is paying its hourly employees through the end of March, and we will continue to closely monitor developments in order to determine the path forward.”

Further south, at the Natural History Museum of Los Angeles County in Exposition Park, staff is partially switching to remote work, but the museum announced that workers would be kept employed, just with different tasks.

Some organizations have started collecting donations to help workers weather the storm.

The Alamo Drafthouse in The Bloc shopping center, which only opened in August, demobilized its staff on Monday, March 16.

COVID-19 Brings Uncertainty and Worry to Downtown’s Restaurant Industry While Most Restaurants and Bars Close, Others Go to Take-Out Only Leaving Some Bar and Restaurant Staff in Financial Limbo

By Sean P. Thomas and Nicholas Slayton n a typical Tuesday evening, the Original Pantry Cafe is humming with action.

Plates of fluffy pancakes, juicy steak and pillowy eggs can be seen swinging around the 96-year-old diner’s checkered floors, with lines of hungry customers found eagerly awaiting their seat, snaking out of the establishment’s double doors.

But since Monday, March 16, a different scene is being painted at the popular 24/7 diner.

Like thousands of other restaurants in Los Angeles, the Original Pantry Cafe is reeling from the spread of the Covid-19 strain of the coronavirus.

Last week, Mayor Eric Garcetti announced the closure of all restaurants, gyms, venues and movie theaters as a way to cut down on public gatherings. While thousands of restaurants have taken that mandate as an opportunity to close through at least the end of the month, other businesses have opted to switch to take-out, and online-only orders as a way to weather the storm.

The Pantry Cafe is in the latter group. Staying true to its 24/7 principle, the restaurant is remaining open, switching from in-person service to take out only orders through the morning, evening and night. The move keeps a bit of income, but despite the move, the restaurant is still taking a noticeable financial hit.

Jose Valdez, general manager for the Pantry Cafe said that the takeout orders keep a bit of profit coming into the business, but the Cafe is still taking a beating on the bottom line.

Since March 16, Valdez said that the diner has had to substantially cut back on staffing, creating concerns over the financial safety for the employees. The cold, hard calculus of the situation is starting to become apparent.

“It’s a big impact and we are losing,” Valdez said during a phone call with Los Angeles Downtown News. “We’re losing like everybody else, like every restaurant business and we don’t know when it will end.”

When it will come to an end is the operative question. As of Friday, the mandate is designed to wrap up on March 31, but whether or not a seperate mandate, extending the closures into April is on the horizon remains to be seen. Since the Center for Disease Control first started reporting the outbreak on Jan. 21, and since there have been more than 150 deaths reported. More infections are expected to come, with the CDC recommending baring gatherings of 50 people or more for the next eight weeks.

For Valdez, the situation is unlike anything he has ever experienced in the restaurant industry.

“It is sad,” Valdez said. “I walk around Downtown right now, to do some errands for the restaurant and it’s just empty. We never expect something like this. Maybe in an earthquake, but not like this.”

But while it might be novel for Valdez, the experience at The Pantry Cafe is becoming more common across the Downtown restaurants scene.

At Downtown’s Grand Central Market, the usually bustling landmark is unusually silent. Most metal doors to the market were covered, with only five stalls preparing meals.

After previously noting that they intended to stay open, Grand Central Market, like plenty of other food halls and restaurants, switched to to-go only orders on Monday. Most businesses inside the space were closed, chairs turned upside down, with grills and stoves running cold.

On a recent Tuesday morning, Ray Garcia, a security guard at the market, watched the small line outside Eggslut on the Broadway side of Grand Central Market and remarked on the “weirdly quiet” atmosphere at the market.

“We’re just trying to help out who is open,” Garcia said.

“There are only five places open, the rest are just cleaning up.”

That same eerie atmosphere was experienced at Little Tokyo’s Japanese Village Plaza last week.

Typically filled with tourists perusing the many shops and family-owned stores, the plaza was almost completely empty last week, outside of a few security guards and pedestrians making their way through to First Street.

At Las Galas, a Japanese restaurant inside of the village, an employee who asked to only be referred to as Robin, sets up a table outside of the restaurant to take down to-go orders for the restaurant.

Like the Pantry Cafe, staffing had to be cut back at the restaurant by about 80% since the Mayor’s mandate, Robin estimates.

“I think people are in a frenzy right now,” Robin said. “You see all of the buying habits of people, they are buying things that really they don’t need. Honestly I don’t think people need that many packs of toilet tissue.”

Some businesses have explored some creative solutions to remain open and to continue business as close to usual as possible.

Zinc Cafe and Market in the Arts District has closed their Cafe, and shifted its retail department into a miniature grocery store, stocking produce, meats and other items, many of which are now being offered at a discount to some of the impacted employees.

Heather Melgoza, private events and catering manager at Zinc Cafe and Market, said that the owner has done their best to keep employees on the schedule by tasking them with new tasks like deep cleaning the space during the shutdown despite the almost 90% dip in sales.

“We have not laid off a single person and that is not the owner’s plan,” Melgoza said. “We’re being pretty creative and resourceful,” That is not the case across Los Angeles. According to a recent Los Angeles Times poll, 18% of respondents experienced either a cut in hours or have lost employment due to the coronavirus spread.

Some restaurants are opting to close all together.

Andrew Binder is the manager and partner of Philippe’s the Original in Chinatown and unlike The Pantry Cafe and other restaurants, have opted not to provide take-out business during the outbreak in lieu of a full closure.

Binder, who alongside his three cousins operate the restaurant, famous for its french dip sandwiches, said that management staff has been on grounds to deter against any graffiti during this time, but at this point in time it’s “sort of a waiting game.”

“This is all new, it’s an outlier event that is almost random and everyone is kind of shooting into the dark,” Binder said.

“As the next couple of weeks unfold, that will be the real test.”

Binder said that the management team started putting plans in action on Sunday, reaching out to employees to warn of a possible shutdown, but didn’t expect a full-blown shutdown to come so quickly.

It’s a problem that might be a little easier to manage than other restaurants in Downtown. Unlike many businesses, decades in operation have afforded Philippe’s the opportunity to purchase both the restaurant’s building and parking lot, removing a substantial amount of overhead costs compared to other restaurants.

“We really feel for those guys and we consider ourselves lucky to be able to close and keep our staff and customers healthy,” Binson said.

navirus. While some restaurants have been able to remain open in take-out form, all bars have shut down as a result.

The timing couldn’t be worse, according to Kat Corbo, the bar manager at The Study, the cocktail bar in the back of the Arts District Brewing Co. on Traction Avenue. She said that St. Patrick’s Day is the highest revenue day of the year for the bar industry, due to extended hours and larger crowds. With the closures, venues won’t get the financial boost.

Different bars are dealing with the closures in their own ways. Some in Downtown, and across the city, are setting up GoFundMe accounts and sharing Venmo usernames so people can donate money to help staff no longer working. In other cases, owners are working on creating funds that will directly benefit their staff. That’s the case for Death & Co., according to Alyson Iwamoto, a bartender at the Arts District cocktail space. That company is fundraising to provide money and cover healthcare costs for staff.

Still, Corbo is worried about what the shutdown means for bars that might be slow to apply for grants or set up funding requests if the donor base is tapped out. She pointed out that in Downtown alone, hundreds of people in the bar industry are now without work. If bars are not able to reopen until the summer, that could heavily strain resources, she said. She added that while many funds are going toward bartenders, there are also the bars’ back of house staff that need support too.

“Everyone’s talking about bartenders and servers, but what about dishwashers?” Corbo asked.

At the Historic Core Farmers Market, just hours before the city’s orders on bars and restaurants went into effect, Kevin Burtch, a bartender at Hollywood’s Harvard and Stone bar said that the industry was basically in a precarious state like a game of Jenga. Both Iwamoto and Corbo said they worry about how big the impact of the virus on the bar and restaurant industry could be, long-term, for front and back of house staff.

Corbo said that there are ways Angelenos can help out the bar industry if they can’t go out.

“Definitely donate if you can,” Corbo said. “If you’re used to a brewery, then try to donate directly to them. Buy gift cards to places you usually go to, that goes to staff, both front and back of the house.”

While bars have been shut down, some of Downtown’s breweries are staying open as takeout stores with reduced hours. Those include Chinatown’s Highland Park Brewery (which is also offering food to-go), the Arts District’s Boomtown Brewery and Little Tokyo’s Mumford Brewing. sthomas@timespublications.com and nslayton@timespublications.com.
