deep-rooted agricultural heritage still shines.

We are the third largest city in Arizona and our growth is accelerating. For years, we have been known for our stellar housing communities, and that continues today with new developments like Eastmark, Cadence and Lehi Crossing. We were second only to Phoenix in 2016 in number of new housing permits, and we expect our population to exceed 500,000 in the next few years.

And it’s not only more people moving to Mesa, it’s new businesses too. Our big ribbon-cutting scissors are wearing out!

We understand that a sustainable city is not focused solely on rooftops. We must foster an environment that attracts the world’s top companies. And we are doing just that. Here are a few highlights: Southeast Mesa is home to Apple’s Global Command Center. The tech giant is applying the finishing touches to its $2 billion investment and is preparing to manufacture data server cabinets on-site to be distributed to its operations across the world. Apple was the first, but will not be the last, well-known tech company to locate in the Elliot Road Technology Corridor.

Nearby, Phoenix-Mesa Gateway Airport saw more than 1.3 million passengers in 2016 and new carrier WestJet added service to Calgary and Edmonton, Canada, the airport’s first international flights.

On the other side of the city, Dexcom, a leader in continuous glucose monitor-

ing, is expanding to 580 biotech manufacturing jobs, and it recently added a 180,000-squarefoot facility.

Along with new residential is the extension of light rail to Gilbert Road, and new restaurants like Worth Takeaway, which was listed in Yelp’s top 100 restaurants in the country.

In March, Mesa is the center of the spring training universe, and we’ve doubled down on that. In 2015, we opened Sloan Park, which has garnered national acclaim for creating one of the best experiences in the Cactus League and helped bring home a World Series cChampionship for the Chicago Cubs.

Mesa also is the spring home to the Oakland A’s, who enjoy a completely revamped Hohokam Stadium and Fitch Park.

MESA PUBLIC SCHOOLS WIN AWARDS FOR THEIR OPPORTUNITIES

M

esa Public Schools’ 2017-18 school year kicked off with a series of national awards.

On Aug. 8, the Alliance for a Healthier Generation recognized 30 district elementary schools among America’s Healthiest Schools.

The only district in the state to earn the award, Mesa Public Schools was recognized for nutritious school meals, physical education offerings and active classroom opportunities, which lead to healthier school days for all.

“A hungry child can’t learn,” says Loretta Zullo, director of food and nutrition. “That’s why school meals are an integral part of the school day. Better quality, better nutrition — that’s what we do here.”

On Sept. 28, Franklin at Brimhall Elementary was named a 2017 National Blue Ribbon School for overall excellence by the U.S. Department of Education. The elite award highlights the school’s success and innovation.

Franklin at Brimhall is one of four Franklin elementary schools in the district. The traditional, back-to-basics academic model was created in 1978 (Special to Times Publications) and also includes Franklin Diverse options in high school help prepare Junior High.

Method, an accelerated math program and a direct instruction model, Franklin students are provided an advanced, fast-paced curriculum.

“Parents, especially in kindergarten, are impressed with how much their children accomplish,” says Emily Kelly, principal at Franklin at Alma Elementary.

Franklin schools are just one of several options available to elementary students, thanks to open enrollment. In-district and out-of-boundary students also can choose from Montessori, International Baccalaureate, dual-language, arts integration and multiple STEM-related opportunities.

Diverse options continue at the secondary level. IB, Advanced Placement and AP Capstone courses help students prepare for college. Career and technical education programs of study include agricultural science, sports medicine, engineering and welding.

All six district comprehensive high schools have implemented a one-to-one technology initiative, giving all students the tools to succeed.

EVIT DEVELOPS TOMORROW’S WORKFORCE

W

ith over 40 tuition-free programs, the East Valley Institute of Technology not only prepares high school students for college and career; it has become Arizona’s go-to school for workforce development.

In the past five years alone, 3,370 EVIT students have gone on to college or other post-secondary training, 147 have joined the military and 1,509 have been hired right after high school in their EVIT field of study.

Since 2012, Arizona utility Salt River Project has hired nine students from EVIT’s Welding, Automotive Technologies and Fire Science programs.

“They come in with impressive trade skills and certifications, but also with the desire to work with their hands and make a difference,” said Dennis Cox, manager of apprenticeships and training programs for SRP. “We are very confident in the education that they receive at EVIT.” EVIT offers a range of occupational training, such as aviation, culinary arts, cosmetology, criminal justice, coding, graphic design, 3D animation and a variety of health care programs, among many others.

Students attend their high school for half the day and then receive career training at EVIT for the other half. EVIT operates two central campuses in Mesa – the Dr. A. Keith Crandell (Main) Campus, 1601 W. Main Street, and the East Campus, 6625 S. Power Road. EVIT also provides classes at branch campuses at Apache Junction High School and in Fountain Hills. Tuition-based programs for adults are also offered with financial aid available to those who qualify.

The EVIT Main campus is home to 88.7FM The Pulse; Bistro 13, a restaurant operated by culinary arts students; the George Brazil School of Plumbing; a nationally accredited testing site for the American Welding Society; the EVIT Academy for Cosmetic Arts and EVIT Fire Science Academy. Three private businesses – Adelante Healthcare, Bright Ideas Childcare and Landings Credit Union – also are located on the Main Campus, providing work experience for students in the EVIT School of Health Sciences and the Early Childhood

In addition to also offering cosmetology and health-care programs, the East Campus houses the Future Engineers, Aviation, and Veterinary Assistant programs. Plans are under way to expand the vet program’s facilities to include an animal hospital.

Every EVIT program includes hands-on lab experiences, job shadowing or internships, and EVIT strives to ensure that every student completes his or her program with an industry credential, such as Automotive Service Excellence (ASE) certifications or a Certified Nursing Assistant (CNA) license.

Two out of three EVIT students go on to college, and EVIT offers over 230 hours of dual enrollment college credit in 25 different programs. Many students also use their EVIT training to land a job to help pay for college.

EVIT is accredited by AdvancED/NCA and has a high success rate: 98 percent of EVIT students graduate from high school, and 92 percent of students are placed in jobs, college or the military after completing their EVIT training.

GATEWAY AIRPORT AIMS TO BE A GOOD NEIGHBOR

H

ow does an airport grow its operations, while balancing the impact on those who live and work around it? Conversely, how does it protect itself from inevitable new development encroachment?

These are the concerns that Phoenix-Mesa Gateway Airport sought to address when it began updating its land-use plan.

Between 2000 and 2010, the airport planning area’s residential population burgeoned from 100,000 to 250,000, a jump of 150 percent. From 2010 to 2017, that population is estimated to have grown to 300,000.

“The goal is: How do we provide guidance to ensure not only orderly growth but compatible new development while we preserve the capacity and the potential of Gateway airport,” said Tony Bianchi, airport planner.

The plan was capacity-based, Bianchi said, wherein the airport analyzed a reasonable capacity of the airport for the amount of operations (takeoffs and landings) it can handle. The annual capacity was analyzed at a half-million. Current annual operations are at about a quarter-million.

One of the key findings important to the airport’s neighboring communities is that the airport’s noise contours have actually reduced. This means that some areas in Mesa, Gilbert and Queen Creek that had development restrictions because of the noise levels are now open for development.

The study also looked at the areas more prone to overflights, and found that most of Gilbert, and parts of Mesa and Queen Creek, are affected more than previously.

The changes in the overflight area are spurring the airport to make changes as well.

“If we were going to have more planes in the sky and we’re going to route them, we need to spread them out at certain busy times of the day,” Bianchi said. “If they’re running parallel to the runways, we need to expand these boundaries out.

“For property disclosure and for neighborhoods, we thought that it is in the airport’s best interest to disclose and say this is where we anticipate the growth to be, this is where we think the most overflights are going to occur and disclose that to the community,” he said.

The disclosures would only affect new housing development because homebuyers have to be notified.

“It was a great process working with the airport, and they did a fantastic job of making sure everybody’s concerns were addressed,” said Kyle Mieras, development services director of Gilbert, who was involved in the plan update process on the town’s behalf.

Ryan Smith, airport spokesman, said the airport’s goal is to be a good community steward.

“There are a lot of benefits that an airport brings, so we want to make sure that you’re successful, you’re protecting the neighborhoods and run a safe and efficient operation,” he said. “All of those go hand in hand, and the efforts are part of that.” n

NATURAL HISTORY MUSEUM A REGIONAL GEM

T

he big building at 53 N. Macdonald in Mesa has come a long way since it housed Arizona Territory desperados.

But the old jail cells are still there.

“The cells fit right into the Mesa Southwest Museum’s mission, which is to collect, preserve and research the natural history of the Southwest,” says a spokeswoman.

The Mesa Southwest Museum started in 1977 as a 3,000-square-foot room of local artifacts, but as Southwestern history grew in popularity, so did the museum. After completing an expansion project five years ago, which was funded by a bond election granting it $4.5 million, the museum is now an 80,000-square-foot, state-of-the-art showpiece with a budget of just less than $2 million. More than 100,000 visitors have passed through its doors in a year.

The museum houses more than 48,000 artifacts, ranging from dinosaur fossils, ancient Hohokam pottery, various meteorites and an eyepopping structure named Dinosaur Mountain.

The three-story mountain, constructed by museum staff and its volunteers, illustrates the Triassic, Jurassic and Cretaceous ages, complete with many of those era’s creatures. Every 42 minutes, the waterfall flash-floods, reflecting a day in the dangerous life of Arizona’s vanished dinosaurs.

The mountain and its resident dinosaurs should make “Sue,” a 42-foot-long, 67-million-year-old Tyrannosaurus rex skeleton, feel right at home. ‘‘A T-Rex Named Sue’’ will be the largest exhibit the museum has displayed.

As crazy as the museum is about dinosaurs, though, the popular moving and roaring dinosaurs are not its only exhibits.

In keeping with its mission, the museum also houses the Hall of Astronomy, which includes an extraordinary meteor exhibit.

People frequently wonder what space has to do with Arizona, but the state has five observatories.

The museum has pieces of meteors and a casting of the Tucson meteorite that was being used as an anvil in a blacksmith’s shop before it was sent off to the Smithsonian Institution.

This replica of a dinosaur breaking out of the museum may become a part of its exterior by mid-2018.

“We like to tell people we cover the history of Arizona from the beginning of time to the Space Age,” a spokeswoman says.

Most of the educational activities at the museum are centered around anthropology.

The museum’s volunteers perform a wide variety of tasks: Stuffing envelopes, doing research, transcribing taped oral histories, cataloging and leading tours. They also help construct the museum’s exhibits, such as Dinosaur Mountain and the Hohokam dwellings.

Next year, the museum hopes to have a dramatic exterior display: a representation of an Acrocanthosaurus breaking out through the wall. In real life, the dinosaur would have measured 38 feet from snout to tail tip and weighed over 6 tons.

Acrocanthosaurus translates into “high-

spined lizard,” and the model was based on the museum’s replica of an actual one in its collection.

Wilson also noted that the American Alliance of Museums (AAM) will meet in Phoenix in the summer of 2018, with the kickoff taking place in Mesa.

With luck, the museum’s celebration of the great dino breakout will be enjoyed by AAM visitors if everything goes according to plan.

The museum has $120,000 for the project to date. Once the museum identifies an artist or fabricator to lead the project, the team will develop the budget. HISTORY IS IMPORTANT TO EAST VALLEY LEADERS

O

ne by one, older neighborhoods across the East Valley are winning official recognition as historic districts. In a way, the designations are an effort to freeze time in its tracks, preserving some special essence of the past.

The age threshold for such a designation is 50 years – laughably young, perhaps, in other parts of the country but downright ancient by the standards of most East Valley neighborhoods. Mesa, to cite one case, now has seven such designations, the latest having been awarded this summer to the West Side-Clark Addition near downtown.

That does not mean, however, that as time rolls on every 50-plus neighborhood or elderly building in the East Valley will be deemed historic. In fact, most of them – mass-produced and anonymous beneath their oceans of red-tile roofs – probably never will be.

John Southard, Tempe’s historic preservation officer, said more than age is involved.

“Old and historic are often conflated,” Southard said. “Professionally, there is a great deal of distinction. When we’re looking at whether or not something is just old, or something that is in fact historic, we’re looking at the property’s significance.”

A case must be made, Southard said, for designating a property or neighborhood based on tangible criteria. “Why is it important? Is it associated with an individual, with an event, with a particular architectural style or design?”

Beyond that, the property must have maintained its historical integrity.

In the case of a mid-century ranch home, for example, a preservationist will look at whether it still

HISTORY from page 18 has steel casement windows, whether it still has a carport, whether its original brick exterior is intact and whether its landscape reflects the original look.

In other words, Southard said, “Does it convey the significance of its design? Does it convey its setting, its look and feel from the historic period?”

“There are many, many post-World War II subdivisions in the Valley,” Southard said. “So it becomes a matter of determining within that universe of properties which are the most significant, which are the worthy of designation and recognition.”

Southard said another criterion for individual structures is whether they are “rare and surviving” examples of a bygone era, such as the few Victorian-style houses to be found in the region.

Here is an overview of historic preservation efforts and agencies in the East Valley: CHANDLER Chandler owns and operates the Chandler Museum under auspices of the city’s arts and culture department. The museum is on the southwest corner of Frye Road and Chandler Village Drive, across from Chandler Fashion Center. A 10,000-square-foot, voter-approved building on the same property is expected to open next year. Renovations to the historic McCullough-Price House, which currently houses the museum, will create a research and archive facility.

Nine Chandler sites are listed on the National Register of Historic Places GILBERT The Gilbert Historical Society operates the Gilbert Historical Museum in a 1913 schoolhouse on the south end of the downtown Heritage District. The society receives $50,000 a year from the town budget.

Gilbert’s lone property on the National Register of Historic Places is the historical museum itself.

MESA The Mesa Historical Museum has display space at 51 E. Main St. Mesa gives the historical society $125,000 a year to provide exhibitions in the downtown space and other locations, and to provide heritage programs.

The Mesa Preservation Foundation, a privately operated nonprofit, has targeted specific properties such as restoring the famed “diving lady” neon sign that was destroyed in a 2010 storm on East Main Street. The foundation also worked with Metro light rail to create historical panels at train stations along Main Street and has been involved in other preservation efforts.

The city’s historic preservation officer oversees the Historic Preservation Board, a seven-member panel appointed by the City Council to monitor and protect the city’s historic buildings and areas. Mesa also has a historic preservation ordinance.

Mesa has 32 properties on the National Register of Historic Places.

TEMPE The privately operated Tempe Historic Preservation Foundation is a grassroots group that lately has spearheaded efforts to save the Harrington-Birchett house, which is more than a century old and has been targeted for demolition by Arizona State University.

City government is heavily invested in preservation. It employs a full-time historic preservation officer, owns and operates the Tempe History Museum at Southern Avenue and Rural Road, and maintains several other historic sites. The city’s Historic Preservation Commission oversees administration of city laws governing historic properties.

Tempe has about 50 properties on the National Register of Historic Places. n

According to the Chandler Arizonan, the Chandler Chamber of Commerce was founded in April 1912, just before the City of Chandler was incorporated.

Newspaper articles indicate that in the absence of a city government (before incorporation), the Chandler Chamber of

According to the Chandler Arizonan, “Dr. Chandler remarked that a Chamber of Commerce was formed even before the town was practically a town, and that it was unique in this respect in having such an organization. He said the chamber had done splendid work during the past year and was entitled to the thanks of every citizen in the district.”

In 1924, the Chamber had outgrown its space and a meeting place was built on the southeastern corner of Arizona Avenue and Buffalo Street. The Chamber since has been in several offices, all in or around downtown. Arizona Mills is home to SEA LIFE Arizona Aquarium and LEGOLAND Discovery Center, which are big entertainment draws for families all year long.

After dark, many venues host local bands, continuing Tempe’s longstanding reputation as a place for live music. Bands like the Gin Blossoms, Jimmy Eat World and Roger Clyne and the Peacemakers cut their teeth in Tempe bars and taverns.

yrene School District is one of the top PreK-8 school districts in Arizona, comprising 25 schools (19 elementary and 6 middle). The District’s boundaries encompass several areas of Phoenix’s East Valley, such as Ahwatukee, Chandler, Tempe, and Guadalupe. Kyrene offers educational options for an enhanced approach to learning (arts integration, dual language, traditional, college preparatory, leadership and gifted.)

Early learning: More than 750 preschool-age students in Kyrene School District learn from committed staff members including certified teachers, speech and language pathologists, instructional assistants and early childhood specialists. In 2016, Kyrene added both an Early Learning Academy and a Reggio Emilia option to the menu of preschool programs.

The former complements traditional learning at Kyrene Traditional Academy, while the latter allows children to seek their own knowledge through investigation, experience, and interactions. Two Bienvenidos Dual Language Spanish Immersion programs continue to be popular.

While 13 elementary schools offered preschool programs in 2016-17, all Kyrene elementary schools will offer a PreK option by 2018-19.

BREWER’S IS COMMITTED TO COMMUNITY

W

hen the National Weather Service broke out the magenta color category for Phoenix the week of summer’s official start, employees of Brewer’s Air Conditioning & Heating braced for the worst – and got it.

Magenta is used by the NWS for “rare, dangerous and very possibly deadly” temperatures.

While residents do their best to stay in air-conditioned comfort at home, work and play, service technicians and installers of new air conditioning units are called upon to climb into stifling attics or atop scorching rooftops to repair or replace malfunctioning units.

“It was brutal on everyone. It’s brutal on the air conditioners and brutal on the people working on them,” Brewer’s owner/president Tim Riley said of the extreme heat.

An Ahwatukee resident for more than a decade, Riley purchased the Tempe business after founder Jerry Brewer retired in 2006.

Riley was no newcomer to the heating and air conditioning biz, having worked in the industry in Iowa before moving to Ahwatukee to join Brewer’s as a sales consultant in 2006. This January, Riley marks his 40th year in the HAVC industry.

Desert Vista and Mountain Pointe high schools have also been on the receiving end of the company’s largesse. Riley’s two daughters, Kristen and Kara, graduated from Desert Vista and now attend Northern Arizona University.

Riley and his wife, Diane – a former longtime Kyrene de los Lomas Elementary teacher – organize family gatherings with the company’s 15 employees.

Summer get-togethers, when children are out of school, are difficult because, well, it’s summer and that’s busy time for the company.

Senior technician Christopher Smith cites Brewer’s as “a close-knit group.”

“What I like about Brewer’s on the professional side is that there’s no quotas or hard selling,” said Smith, a Gilbert resident. ““On the personal side, I have a wife and four kids, and Brewer’s does everything they can to accommodate me making it to family events, staying home sick with kids, or whatever life may bring regardless of the weather. Ahwatukee has many major events throughout the year. Here is a sampling.

November: Car and Motorcycle Show. Ahwatukee Park is home to the annual car and motorcycle show featuring the area’s hottest vehicles. Prizes are awarded in various categories including: Sponsor’s Choice and Best of Show. Attendees enjoy BBQ, music and raffles. A pancake breakfast is served in the morning to benefit a military charity.

This event is free for all active and retired military.

December: Festival of Lights. From Thanksgiving until the New Year, Chandler Boulevard from 24th Street to Desert Foothills Parkway is illuminated with more than a million white LED lights. The desert landscape is decked out with miniature white lights and with clusters of white strands high amongst the treetops. Hosted by the Festival of Lights, an Ahwatukee nonprofit February: Chamber Day of Champions. This breakfast event honors the Large Business of the Year, Small Business of the Year, Volunteer of the Year, Nonprofit of the Year and Educational Mentor of the Year.

Guest speakers include elected officials, as well as the Chamber president/CEO’s annual State of the Chamber.

February: Transportation Day. For more than 15 years, God’s Garden Preschool has hosted Transportation Day on the school’s grounds, inviting the entire community to the fun-filled event. It is the school’s big-

gest event, with more than 4,000 community members inspecting more than 40 different buses, fire trucks, cars and other vehicles.

March: Ahwatukee Annual Dog Show. This annual event showcases some of Ahwatukee’s favorite four-legged friends when the dogs of the ”Tuke” gather at Ahwatukee Park for top prizes such as Best Dressed, Most Talkative, Best Kisser, Best Tail Wagger and more! The family focused event features demos with Flyball, Carting, and Obedience. Vendors are on site with breed information and dog products.

March: Chili Cook-Off. Along with a craft market and carnival, this three-day event starts off with carnival rides and games on Friday at Ahwatukee Park, followed by the cook-off and craft market on Saturday and Sunday. This competition is sanctioned by the International Chili Society and attendees can purchase kits to taste the competitor’s entrees.

April: Easter Parade & Spring Fling. Hosted by the Kiwanis Club of Ahwatukee, the Easter Parade is a longstanding tradition.

Each year more than 50 entries including school bands, dance groups, politicians and more, march the one-mile stretch. Once the parade is over, Spring Fling follows and includes carnival rides, vendor booths, food and fun for all ages. n
