What is the vision for downtown? BY TOM SCANLON

Duane Lambert has lived in Glendale for more than six decades. He moved here in 1958, and said he loved the city when “it was a nice farming community type of a town. But now it’s gone the other way. “I’m tired of seeing all the boarded-up businesses downtown,” said Lambert, a retired estate manager. “The business owners I talk to are not happy. They say the city is pushing Westgate and doesn’t have much interest with downtown business owners.” How true is this sentiment? Is Glendale more interested in new de-
velopments like the Westgate Entertainment District, or will the city try to redevelop its downtown area? “If we do things correctly, the city has the ability to make a difference downtown and have it be a better place in five years,” said Kevin Phelps, Glendale’s city manager. “If left to its own devices, it’s hard to argue that on its own downtown is going to turn its direction around. My opinion of downtown is it isn’t getting healthier, it’s challenged with high vacancy rates and frequent turnover of merchants. “If we continue to do what we’re doing, we shouldn’t expect anything different.” Phelps stressed those are his opinions.
Boyer takes on firefighter issues
“My job,” Phelps said, “is to take the vision of the council and to help make it a reality.” A key step in developing the vision, Phelps said, was a Nov. 15 special meeting of Glendale City Council. It may be a telling sign the meeting was held not downtown but at State Farm Stadium, near the Westgate Entertainment District the stadium helped launch. Phelps gave opening remarks and talked about Tacoma. a Washington city Phelps said executed a successful vision. The city manager then gave the microphone to Michael Bidwill, owner of the Arizona Cardinals, who do business at the stadium. SEE GLENDALE PAGE 2

At a Starbucks on 43rd and Thunderbird avenues, the 42-year-old man wearing a blazer and two-day beard may be grading a paper on the Athenian senate, where philosophy met politics and birthed democracy. Or, he may be marking up a report from the Arizona Senate, where the freshman senator struggles to marry practical politics and his deep-rooted beliefs. The is Sen. Paul Boyer, a Republican who represents District 20: Glendale, part of Peoria and North Phoenix. In his first year as a senator, Boyer advocated for victims of child abuse and firefighters suffering SEE BOYER PAGE 3
