At its pre-Thanksgiving meeting, Glendale City Council spent an hour pondering and debating language that would amend the city’s general plan. Some felt the general plan’s voter-approved status made it too crucial to be amended without another citizen vote. Adding another level to the debate were comments from members of the Glendale Planning Commission—which voted against the proposal several weeks before. Occasionally, developers will request general plan major map amendments. Previously, applications for major gener-

al plan amendments were only accepted by the city in March and April each year. And city council would only consider the requests from October 1 through the end of each year. Eventually, the majority agreed with City Manager Kevin Phelps: that a language change would simply make it easier for the city to market to developers by allowing council to consider major general plan amendments any time. “This is a tool from the economic development side where we’re trying to say let’s keep our options open,” said Phelps. Mayor Jerry Weiers and council members Ray Malnar, Joyce Clark and Ian Hugh voted for the proposal, edging out

the three votes against from Jamie Aldama, Lauren Tolmachoff and Bart Turner. Lisa Collins, the interim director of development services, presented the requesting, calling it “a minor general plan text amendment.” “It’s allowing flexibility but still (following) the state law,” she added. She called it an administrative change, as opposed to a major text amendment, which would make “significant changes in the way the general plan functions.” Malnar asked Collins to address emails from concerned residents. “I’ve received some communications from citizens regarding this text amendSEE COUNCIL PAGE 3
