Swire Coca-Cola to double Glendale facility

Swire Coca-Cola will double its Glendale sales and distribution center to 300,000 square feet by early 2020.

Swire Coca-Cola is spread across 13 western states and has 11 facilities in Arizona with over 2,000 employees.

Since the last expansion in 2016, Swire Coca-Cola of Glendale has provided more than 100 new jobs. With the upcoming expansion, another 50 jobs are anticipated.

This expansion has been in talks since the company purchased the surrounding land in 2016. And in March, it started bottling Monster Energy. Swire Coca-Cola sales center manager Beau Chandler said

the new partnership prompted the Glendale expansion.

“Monster is a power brand here in Arizona. It has great market shares, great growth and great strength,” Chandler said.

“We partnered in March with (Monster Energy), which really propelled this project and put everything on hyperspeed to get this done. The sense of urgency became immediate because of the overwhelming need for space now, so that’s where this project became a top priority for the market.”

But Monster Energy isn’t the only thing that’s new to Swire Coca-Cola. In fact, the company is home to products from across the beverage world.

Schools can replace officers with counselors

“Any time we have folks come to our warehouse and give a tour, they’re always shocked to see that we’re in these categories,” Chandler said.

“We carry products like coconut water, aloe water and we’re actually launching a new product called Topo Chico, which is out on the market already. It’s a mineral water imported from Mexico. Consumers are telling us what they want and we’re just trying to meet their needs.”

Valley Metro boards of directors elect new officers

BY GLENDALE STAR STAFF The Valley Metro Regional Public Transportation Authority and Valley Metro Rail boards of directors have elected officers for the fiscal year 2020 term, July 1, 2019, to June 30, 2020.

The boards help guide the agencies by providing transportation leadership to best serve the region and its communities. The audit and finance subcommittee was formed after the passage of Proposition 400 to provide policy oversight of the expanded financial activities.

Glendale Councilwoman Lauren Tolmachoff, along with Goodyear Vice Mayor Bill Stipp and Mesa Councilman Francisco Heredia, were named to the audit and finance subcommittee.

The Valley Metro authority board officers are chairman Chandler Mayor Kevin Hartke, vice chairwoman Phoenix Mayor Kate Gallego, and treasurer

Peoria councilman Jon Edwards.

The board officers are chairwoman Tempe Councilwoman Robin Arredondo-Savage, and vice chairman Mesa Councilman Francisco Heredia.

The authority provides coordinated, multi-modal transit options to residents of greater Phoenix. With a core mission of connecting communities and enhancing lives, Valley Metro plans, develops and operates regional bus service and alternative transportation programs for commuters, seniors and people with disabilities. The board is comprised of elected officials from 17 cities or towns and Maricopa County.

Valley Metro Rail plans, constructs, operates and maintains light rail and high-capacity systems in the greater Phoenix area. The board is comprised of elected officials from four member cities that provide policy direction for rail service.

“We’re excited to be a part of the community here on the westside, and most people don’t know we operate here on the westside — this facility is only 12 years old,” Chandler said.

“As we continue to grow, it’s all about meeting consumer demand. The faster we can service our customers and our consumers and offer them the beverages they prefer—that’s really our No. 1 goal.”

With a new partnership with Amazon, however, the Glendale facility is able to service western states, according to Jenifer Jessep, Swire Coca-Cola’s director of public relations and government affairs.

“We’re partnering with Amazon to do direct order fulfillment through Amazon for Coca-Cola products, and Glendale is one of the only a couple facilities that are doing this nationally,” Jessep said. “It’s the first (location) in Arizona and one of the first in our company.”

Glendale Mayor Jerry Weiers shared his gratitude for Swire Coca-Cola and its drive to expand business in his city.

“I thought this was the second event I was attending for the growth (at Swire), but this is actually the third time — and I’ve only been mayor for seven years,” Weiers said.

“That’s really incredible when you think about it. The growth here is phenomenal, and I couldn’t be more pleased as mayor to have your growth here and not over in Tempe.

“Swire Coca-Cola of Glendale continues to be a great community provider of quality jobs and quality products to Glendale residents. They’re committed to the communities that they serve.”

While Swire Coca-Cola is just one of many businesses throughout Glendale, Weiers said this expansion is just more good news for the city’s economic growth. “(The expansion) is one more piece to that monster puzzle,” Weiers said.

“The city (of Glendale) seven years ago was in incredible financial distress

— we had more money going out than coming in — and we’ve been able to turn around a lot of that.

“Coca-Cola is a very reputable company, a very desirable company and probably one of the most recognized brandings in the world. The people who run this particular facility have been so overwhelmingly supportive of projects that I do in Glendale that benefit our citizens, our veterans, our hometown Christmas parade and so many more different ways.”

Swire Coca-Cola is known for its community-based events, including veterans’ projects and the Special Olympics. According to Chandler, the company loves to give back.

“We’re very proud of not only our products and our brands, but we’re proud to be a part of the community and give back,” Chandler said.

The building’s expansion will include LED lighting, motion sensors, electric vehicles, charging stations for vehicles, and sun roofs. Chandler said sustainability is huge for Swire Coca-Cola.

“It’s really about having energy efficiency — obviously we want to be as minimal to the environment as possible,” Chandler said. “We are heavy with recycling both at our production facilities and our distribution facilities.

We have a 98% recycling rate on everything we touch and produce in our building with a goal of having zero waste.”

Jessep said Swire Coca-Cola goes beyond that.

“We have hybrid trucks in our fleet.

Our sales fleet also includes hybrid vehicles, vending machines that we offer less energy to cool them,” Jessep said.

“We don’t just focus on the things we can control internally, but we are also going external with our sustainability efforts.

“We have invested a significant amount of money in working with organizations like the nature conservancy and the forest service foundation on water projects.”

a current waiting list for grant money won’t get any of the $20 million the state Legislature authorized for hiring resource officers, counselors or social workers.

And while the 87 schools on that waiting list will share that new money, it’s unclear when. That list includes all of Glendale Union High School District’s schools as well as four others in Deer Valley — Deer Valley High, Mountain Ridge, Sandra Day O’Connor and Vista Peak.

The state education board on June 24 voted to hold off immediately distributing those funds before the 2019-20 school year begins.

“The State Board ruled to hold the money for the 87 schools on the wait list for the 2019-20 school year until the process for dispersing funds to either SROs and/or counselors is further discussed,” said Stefan Swiat, spokesman for the state education department.

“The schools that are already on the program — and about to go into the third year of the cycle of the program — are allowed to continue to those receive funds,” he added, explaining: “The state board just wants more time to discuss the process of administering funds to schools who would like either an SRO and/or a school counselor or social worker in their schools.”

The board doesn’t meet again until August 26.

School officials across the state hoped the $20 million appropriation would help them address the worst counselor-student ratio in the nation.

Arizona’s student-to-counselor ratio is 905-to-1 — well above the national average of 455-to-1 and the recommended ratio of 250-to-1.

“With the amount of school shootings and the importance of mental health in schools, we think it’s time that Arizona starts to lower that ratio,” Janine Menard, a member of the Arizona School Counselors Association’s board and a counselor with the Tolleson Elementary School District, told KTAR Radio after the board vote.

Grants are awarded every three years, and by law, the next round of applications is due by April 15.

Schools that previously applied for a safety grant did so more than two years ago, at a time when the program exclusively funded school resource officers.

But most education board members indicated an unwillingness to distribute the money until all schools can apply — something they can’t do before next April.

Superintendent of Public Instruction Kathy Hoffman cast the sole vote against holding on to the money — and possibly making it unavailable before the 202021 school year.

A week before the board meeting, Hoffman had issued a directive to schools that stated: “Given the limited period between when the school safety legislation and budget passed and the start of the upcoming academic year, there simply is not enough time for (the education department) to launch a new grant process for all schools following the criteria of the law. Moreover, if (the education department) were to release a new application for all schools in 2019, schools would still need to reapply in spring 2020.”

Throughout late last year and early this year, students appeared before numerous school boards urging them to hire more counselors and social workers.

Some knew students who had taken their lives — or attempted to — and said they could have been helped if counselors were on their campuses.

They expressed frustration that the counselors that were at their schools were overwhelmed not only by their huge caseload but also by responsibili-

ties that had nothing to do with student emotional and mental well-being.

Instead, the students said, counselors were focused on college prep programs and other responsibilities handed to them by the administration.

They also argued that counselors and social workers were more effective than SROs in preventing violence in schools because they were better equipped to address the problems that can provoke a troubled student into attacking classmates.

Among the 114 schools that receive grants to pay for SROs, Tolleson Elementary has two that split their time among its four schools while Tolleson Union has a resource officer in each of its five schools.

Washington Elementary’s grant keeps a resource officer in its middle schools and junior highs as well as at Sunnyslope and Washington Elementary.

Alhambra uses its grant for a full-time SRPO at Simpson School and one that splits time between Seville West Middle School and Sevilla Primary School.

Deer Valley’s three grant-funded SROs are assigned to Barry Goldwater High, Paseo Hills and Deer Valley Middle School while Dysart Unified has a grant for one SRO at Dysart High.

Mosquitoes appear less of a problem — so far

Vector control specialist Jason Gillette checked a funky-looking mosquito trap hanging from a tree.

The gallon cooler is filled with dry ice and poked with holes that emit carbon dioxide — mimicking respiration and attracting mosquitoes that are then blown into a cylindrical net by a handsize fan.

“We catch mosquitoes year-round,” said Gillette, gathering the trap — one of 29 he collected for the trip back to the Maricopa County vector lab.

“This season seems like it’s a little busy.”

Not only is the mosquito season an active one, but the county lab has seen a significant number of traps test positive for West Nile virus and St. Louis encephalitis, said Johnny Dilone, spokesman for the county Department of Environmental Services.

As of July 1, the number of mosquito traps that tested positive for West Nile in the county was 315 and 153 for encephalitis, Dilone said. For all of 2018, the county reported 138 positive traps for West Nile and 106 positive traps for encephalitis.

“If we keep on experiencing the same trend this week, we would most likely see those numbers go up,” Dilone said.

But for much of the West Valley, the county so far has found less reason to set traps and conduct fogging operations.

Trap settings and fogging operations have been as extensive in Glendale as they have been in the East Valley, but are less so in Peoria, Buckeye, Tolleson and other parts of the West Valley, ac-

Last year, 27 human cases in the state tested positive for the virus — 24 in Maricopa County — and resulted in six deaths, according to the department.

As of May 31, over 11,700 mosquito traps have been set in Arizona, mostly in Maricopa and Pinal counties, the state agency reported – about a third of the total 41,755 traps set up for all of 2018.

Rigler said more surveillance traps will be added as the year progresses.

Dilone said more than 800 of those traps are deployed weekly in different locations in Maricopa County. Traps are set up in the afternoon and taken down the next morning.

The traps that Gillette oversees are set in populated areas mostly near green belts and on land next to horse properties.

“We have thousands of areas identified as problem areas throughout the year that had issues with mosquito breeding,” Dilone said. “There are problem areas throughout the Valley.

Obviously, where there is water, there is a risk there. Lot of times it can be a property that has containers collecting water or a swimming pool not working properly or a pond.”

So far this year, the county has received 1,016 complaints about green swimming pools — another source of mosquitoes. In 2018, it received 728, according to Dilone.

Traps are brought to the county lab, where the captured mosquitoes are counted and sorted by species.

“We separate the female mosquitoes and then we test each trap individually to see if they test positively for West Nile virus or St. Louis encephalitis,” Dilone said.

Lab technicians also look out for Aedes aegypti mosquitoes, which are tested for Chikungunya, Dengue and Zika viruses.

While Dilone attributed this year’s significant number of mosquitoes to wetter weather during the spring, things are starting to slow down.

“We’ve not had the rain or accumulation of rain,” he said. “This situation of traps testing positive and having a large number of mosquitoes may change if we experience a dry summer. Weather is always a crucial one. Mosquitoes need water, need stagnant water for three to four days (to breed).”

So far, the monsoon season, which generally brings rain and mosquitoes, is off to a late start.

Community rebuilds veteran’s fire-damaged home

Gilbert Lopez recently received one of the greatest gifts — a renovated home he can call his own. But more than that, as he looks around at the walls and cabinets and flooring, he knows there is an army of volunteers who care.

Years ago, the home on North 54th Drive near downtown Glendale was damaged by fire. Lopez, a U.S. Army veteran, lived for about five years in the dilapidated home, which didn’t have much by the way of plumbing or drywall.

That’s when Operation Enduring Gratitude got involved and everything changed.

The Phoenix nonprofit’s founder, Charles Ellis, said this is the fifth house Operation Enduring Gratitude has helped rebuild. The organization helps veterans by arranging anything from wheelchair ramps to minor touch-ups to total makeovers.

“It was basically open to the studs, no insulation, no plumbing,” Ellis said.

It was a big job. So Ellis reached out to Glendale Mayor Jerry P. Weiers, who

jumped at the chance to help Lopez.

“I have a huge heart for veterans,” Weiers explained. “I started calling people, and soon we had a lot of people

who would help.”

Many people in the area gladly helped a man they didn’t know because they appreciated Lopez’s service to his

country. Lopez served in the U.S. Army from 1961 to 1964.

G&G Specialty Contractors came on board. Southwest Gas put in a gas line for free. American Furniture Warehouse offered a gift card for furniture.

Blue Star Moms went through his personal belongings, painted and installed cabinets. Even the roof is new.

In all, 24 vendors offered free or reduced-cost products and labor.

Lopez and the team of volunteers met on July 6 for a ceremony for which the Patriot Guard Riders lined the sidewalk with flags.

The Glendale Police Department chaplain started the morning with a prayer. Then Lopez was given another gift — a U.S. flag to display proudly on his new flag pole. The flag had flown at the U.S. Capital, the Arizona Capital, and also the highest point in Glendale.

“I just want to thank everybody,” Lopez said at the ceremony. “I was not expecting it.”

Ceremony attendees were able to tour the home, which will be a place of refuge for a deserving Glendale veteran for years to come.

Breast cancer survivors Valle del Sol honors Pendergast board’s Quezada wanted for study

BY GLENDALE STAR STAFF Eligible West Valley breast cancer survivors may contribute to possible medical advances and earn money while attending a class at Grand Canyon University.

The Recovery and Rejuvenation Study is sponsored by ASU and the Edson College of Nursing and Health Innovation.

ASU researchers are enrolling survivors for a free, eight-week series of one-hour classes that start at Glendale Community College on Saturday mornings August 31 to October 19.

The study offers three different series of classes. Participants in two of the series will learn gentle movement techniques; the other focuses on reading and discussing.

All three approaches will be taught by trained ASU researchers and have proven to help breast cancer survivors, according to Dr. Linda Larkey, the chief investigator for the research study.

“Evidence-based research indicates gentle movement and peer support are both associated with significant benefits for cancer survivors during treatment and beyond,” Larkey said.

“We are hoping to learn why that might be, and which approach is most beneficial.”

Participants who complete the study will receive $70 in gift cards.

cards, participants take away from the study greater feelings of well-being and the knowledge that they have contributed to the science of survivorship,” Larkey said.

The study has three initial eligibility requirements: stages 0 to III breast cancer survivor; between 45 and 75 years of age; and six months to 10 years past primary treatment.

BY GLENDALE STAR STAFF Martín Quezada will be honored with the Profiles of Success Recognition by Valle del Sol. The Profiles of Success Hispanic Leadership Awards Celebration will recognize Latino leadership at 11 a.m.

Friday, September 6, at the Phoenix Convention Center. Quezada was selected due to his significant philanthropic contributions and his support for nonprofit organizations and community development.

The luncheon launches National Hispanic Heritage Month in Arizona and is attended by nearly 1,600 people. The funds raised from this event will give new hope to the thousands of men, women, children, families and elderly who need Valle del Sol’s help.

Quezada was born in Maryvale and attended public schools in the Peoria Unified School District, and later earned degrees from Glendale Community College, ASU and ASU’s Sandra Day O’Connor College of Law. In school, Quezada’s values of activism and public service developed as he studied criminal justice, ethnic studies and law. He recognized education had given him an opportunity that others had been denied because of cultural, financial or social barriers. He became involved in student and activist organizations to remove those barriers and give everyone the opportunities they deserved.

Quezada served a judicial clerkship on the Arizona Court of Appeals and started a law practice before re-entering the political world as a candidate. He was elected to the Pendergast Elementary School District Governing Board in the 2010 general election and was re-elected in 2014 and 2018.

He was appointed to the Arizona House of Representatives in 2012 to represent District 13 and was elected for District 29 later that year. In 2014, Quezada was elected to the state Senate and was re-elected there in 2016 and 2018.

Glendale University offers peek inside city workings

An all-encompassing free city government course sponsored by the city of Glendale and ASU, dubbed Glendale University, is accepting applications for those interested in seeing how the city works.

The 10-week, Wednesday night class offers Glendale residents or business owners older than 18 a behind-thescenes look at each department. Participants will take part in activities like touring waste facilities, the city manager’s office and the police department.

Mayor Jerry Weiers often talks to the students about his office, and is excited to hear the questions the public asks during the tours and events.

“The main goal is for our taxpayers, our business owners (and) our citizens to understand what it takes to run a city the size of Glendale,” Weiers said.

“Most people are shocked when they find out exactly what happens and how

it happens, and how many situations the city deals with. They learn a lot,” Weiers said.

Limited to 45 students, the class allows one-on-one interaction with city officials and the chance to ask just about anything.

The program is ideal for people who want to run for office or work for city hall. More importantly, Weiers hopes the class inspires citizens to become more of an integral part of the city’s workings.

“We hope to have people get so engaged that they become board members or seek even further education on how the city works and how they can get involved,” he said.

Glendale University enters its 21st year in September, and Weiers feels blessed that ASU is involved. Their partnership lends even more credibility to the program and hopefully increases applications.

“They (ASU) see a huge educational value in this. When you have the state’s largest university seeing value in it, and putting some money toward it, that’s a really strong message.”

The season officially started June 15 but has been delayed this year with the Phoenix area seeing abnormally dry weather for the next few weeks due to El Nino persisting longer than expected, according to meteorologist Sean Benedict with the National Weather Service in Phoenix. Monsoon season ends officially on September 30.

“Just because it’s a dry start doesn’t mean a dry ending,” he said. “It could be like last year, when there was more rain toward the end of the season.”

What moisture that’s come so far has been to the periphery of Phoenix and southeastern Arizona, such as along the White Mountains, he said.

As for the upcoming winter, it’s trending toward a typical drier season, he said.

But even in dry weather mosquitoes can still breed. Female mosquitoes can lay their eggs in a single water-bottle cap filled with water.

And because mosquito eggs can remain dormant until activated by water, it’s important for people to dump out any standing water, Rigler said.

Besides year-round monitoring and education, the county’s protocol for combating mosquito-borne diseases includes fogging, the airborne spraying of pesticides from the back of a truck from midnight to 5 a.m.

Fogging is conducted in a 1-squaremile area of a trap provided it meets

one of three conditions — 30-plus Culex mosquitoes present in the trap, 300-plus mosquitoes (primarily floodwater mosquitoes) in a trap or the trap tests positive for West Nile or encephalitis, according to Dilone.

Asked if the department expected to increase fogging this year, Dilone said it depended on the weather.

“Fogging is conducted based on traps meeting our fogging protocol or not,” he said. “We have been fogging quite actively this year, since April 21.”

In Gilbert so far this year, areas surrounding traps meeting the county criteria have already been fogged once.

The area that includes Zanjero Park and the area that includes Mercy Gilbert Medical Center have both been fogged three times already.

Fogging also occurred three times in an area that encompasses Roadrunner Park in Chandler and a portion of the Layton Lakes neighborhood in Gilbert.

“Usually the southeast is an area with lot of activity because we have lots of farms and lots of areas that are conducive for mosquitoes like the Riparian,” said Dilone, who lives in Gilbert. “I know there is still ‘ag land’ in Gilbert, more than in other areas.”

The county also offers free mosquito-eating fish, called gambusias, that can be placed into personal ponds or stagnant swimming pools.

Tips to ward off mosquitoes: • Don’t allow any outside water to stand for more than four days.

• Drill holes in the bottom of any unused containers so water can’t collect.

• Remove or drain any standing water from birdbaths, discarded tires, flowerpots (check the dish underneath the flowerpot), wheelbarrows, barrels, tin cans that are left outdoors.

• Immediately remove any water that collects on pool covers.

• Make sure the pool’s pump is circulating water properly.

• Fill in any low depression areas in lawns.

• Remove areas such as dense shrubbery where mosquitoes breed and rest.

• Make certain that door and window screens fit tightly and do not have

holes. If there are no screens, keep doors and windows closed from evening to dawn.

• Stay indoors from dusk to dawn when mosquitoes are most active; otherwise cover up and use insect repellent for extra protection.

• Wear long-sleeve shirts, long pants and socks when outdoors during mosquito active times.

• Spray any clothing with repellents containing DEET, as mosquitoes easily bite through thin clothing such as cotton T-shirts.

BY GLENDALE STAR STAFF Following a difficult Fourth of July week for blood and platelet donations and ongoing challenges finding new blood donors, the American Red Cross faces a blood shortage and has issued an emergency call for eligible individuals of all blood types to give now and prevent delays in medical care.

About 450 fewer blood drives were organized by businesses and other community groups during the holiday than during a typical week. This led to about 17,000 fewer blood donations than needed for patients in a single week, causing the Red Cross to have less than a three-day supply of most blood types available — and less than a two-day supply of type O blood — for patients. At least a five-day supply is desired.

“Medical emergencies and critical treatments don’t stop for holiday celebrations. Patients depend on lifesaving blood transfusions every day,” said Cliff Numark, senior vice president, Red Cross Blood Services.

Auschwitz visit becomes more than a history lesson

We should be finished with Auschwitz by now.

After three-quarters of a century, the subject should be closed.

It shouldn’t be necessary to write about the place.

It shouldn’t be necessary to go there.

And it wouldn’t be, if “never again” were true.

But something deep and dark and evil roils beneath our facades, and new Auschwitzes erupt, time and again.

Sometimes the scale approaches that of the original, as in Rwanda, 1994, or the concentration camps currently being built by China for ethnic minorities. And sometimes it’s the work of a single warped mind — slaughter at a Pittsburgh synagogue, at a Charleston church, at a New Zealand mosque.

Too many such occurrences have been the stuff of recent headlines; too much political rhetoric is steeped in hatred to sustain any hope that this is a thing of the past.

So, you go to Auschwitz — the real one, the vast murder factory in southern Poland — on a stormy summer day because, ironically enough, it is not a dead place. It exists as a living symbol of something that still is very, very wrong.

One should not expect that an Auschwitz tour is designed to be pleasant.

For one thing, the number of visitors has soared to more than 2.2 million annually, more than 6,000 for each day of the year — meaning you have little elbow room and little time at many of the exhibits.

For another, security is super-tight, a reminder that the hatreds that spawned this place have not died. Indeed, in 1992 neo-Nazis tried to burn down a Jewish museum at the Sachsenhausen camp in Germany, seeking to erase physical evidence of their spiritual forebears’ crimes.

But then, why should a visit to Auschwitz be pleasant on any level?

If the tour guide rushes you at forcedmarch pace through the rain and thunder, remember those for whom every day here was a forced march to and from 11 hours of hard labor on starvation rations.

If the basement in Barracks 11 is musty and dark and crowded, remember that this is where the first successful experiment with mass gassing took place, and remember the hundreds who died in this little space before the Nazis moved on to larger venues for their depredations.

If the security seems irksome, if you’re peeved because you have to stow your backpack before your tour, remember that at the end of the day you’ll get it back — unlike those who left their suitcases beside the rail line as they were led away to death.

Auschwitz was by no means the oldest Nazi camp, but after the Germans conquered Poland in 1939, it quickly metastasized into the largest because of its excellent railroad connections.

It was a staggeringly vast complex so huge that its major portions are designated Auschwitz I, Auschwitz II-Birkenau and Auschwitz III-Monowitz.

The latter is of note because it was built by a German corporation, IG Farben, which found the use of slave labor an excellent way to reduce payroll expenses.

A typical tour will take you only to the first two Auschwitzes. Frankly, that’s enough.

The original portion, Auschwitz I, could pass as a college campus with a little spiffing up. The Nazis found the former Polish army barracks a handy ready-made prison, but too small for their ultimate aim to rid Europe of non-Aryan undesirables.

It is here where you’ll find some of Auschwitz’s most compelling and damning exhibits.

In one room, off limits to photography out of deference for the dead, mounds of human hair lie moldering behind glass walls.

In others, a mountain of suitcases, piles of combs and brushes, truckloads of shoes and cooking utensils. Long walls bear large portraits of victims, complete with dates of arrival and death. The Nazis did like to keep records.

One display notes the color-coded symbols used to differentiate various classes of prisoners. Yellow, of course, for the Jews. Red for political prisoners. Pink for homosexuals. Purple triangles for Jehovah’s Witnesses.

The latter, by the way, presented a special problem for the Nazis. Unwilling because of their Christian beliefs to worship Hitler or the symbols of his state, and unwilling to take up the arms of warfare, the Witnesses stood alone among Germany’s religious groups as perceived enemies of the Reich.

The Witnesses could have left Auschwitz and other camps simply by renouncing their faith, but by far the majority chose martyrdom over compromise. This suggests that history might be different had Germany been suffused with believers of similar backbone.

Incredibly, despite the preservation of Auschwitz and other camps and despite irrefutable reams of documentary

evidence, there exist individuals who insist on denying the Nazis were bent on genocide.

In answer, an easy-to-overlook exhibit is on display in Auschwitz I. It’s a portion of the memoir penned in prison by Rudolf Hoess, who was the camp’s longest-serving commandant.

Hoess recalled being summoned to Berlin in 1941, there to be told by Heinrich Himmler: “The Fuhrer has ordered that the Jewish question be solved … the existing extermination centers in the East are not in position to carry out the large actions which are anticipated. I have therefore earmarked Auschwitz for this purpose.”

Auschwitz served the purpose well.

Historians have settled on numbers to the effect that 1.3 million people — Jews, Poles, Russians and others — were sent there. Of these, 1.1 million died.

The Nazis tried to cover this up in the last days of the war by blowing up the gas chambers and crematoria in Auschwiz II, but even here their memoirs damn them.

Hoess writes that the large number of murders required a more efficient means than bullets, and that only gassing would do. Besides, he notes with no apparent sense of irony, the gassing served the purpose of sparing the tender feelings of SS troops who otherwise would have had to look women and children in the eye while shooting them.

The tour of Auschwitz I and II requires some four hours of fast-paced walking, a bus ride between the facilities and the ability to absorb a torrent of narration from a guide whose face and voice can barely conceal her anger over what went on here.

One wishes it were only history rather than a living indictment of the human capacity for blind allegiance to rulers who set themselves up as little tin gods, fanning the flames of racial and nationalistic hatred for their own selfish ends.

Never again?

Think again.

In the last 10 years, incidents of skin cancer have gone up by more than 50% nationwide — which means Dr. James Kelly is a pretty busy physician.

The plastic and reconstructive surgeon, who has a Glendale office, deals with the ravages of skin cancer.

The job can be challenging for Kelly, one of the partners of the Center for Dermatology and Plastic Surgery — which has grown to nine clinics across the Valley since he joined the practice in 2015.

“I do a lot of skin cancer reconstruction on the head and neck, nose, eyelids, ears,” he said, recalling how one of his more challenging surgeries involved the reconstruction of an ear.

“It basically was the entire ear,” he said. “All the earlobe was completely gone…I had to replace the cartilage in the ear and then also the skin on the front and back of the ear. So that required about three different surgeries

to reconstruct the ear, rebuild it and put new cartilage in the ear to help support the ear.”

He sees a lot of the ravages that unprotected skin can suffer from exposure to the sun. And the age range of patients is virtually limitless.

The sun generally inflicts most of its damage before people turn 30, but skin cancer can take decades to develop.

Moreover, when older patients were that young, sunscreen products were not nearly as effective as they are today.

Consequently, “We definitely have a lot of patients 60, 70, 80,” Kelly said.

“But us being in Arizona, we see a fair amount of younger people in their 30s and 40s with some pretty significant skin cancers,” he added. “I see a lot of pediatric patients that the pediatricians and the dermatologists send me.”

Of the 19 different medical providers at the Center for Dermatology and Plastic Surgery, Kelly is one of three

different types of physicians.

Besides dermatologists, the center also has Mohs micrographic surgeons.

Named after Dr. Frederick Mohs, the founder of micrographic surgery, they basically remove cancerous tissue while removing as little of the healthy tissue as possible.

They usually are the physicians that patients see before Kelly, who has two Mohs surgeons on his team, in the hope that radical reconstructive surgery might be averted.

“Most patients will come in and they have a spot that’s not healing,”

Oil, vinegar store brings new flavors to Glendale

In New York, near Skaneateles Lake, Marcia Cosentino found herself in an olive oil and vinegar shop for the first time.

“It was like walking into a wine barrel,” Cosentino said of the small store.

After tasting the olive oils and balsamic vinegars, Cosentino realized her love for them. “Now every city I go to, I visit the olive oil store,” she said.

An Ohio native and ASU alumni, Cosentino lives in Glendale just a few miles from her own olive oil and balsamic vinegar store called Artisan Olive. It opened in April.

Artisan Olive is long and narrow, like “a bowling alley,” Cosentino joked.

that depict the olive oil and balsamic vinegar production process. Italian music softens the air.

“I wanted something rustic,” Cosentino said. “I wanted it to be a space where people were comfortable.”

Cosentino carries three types of olive oils and more than 60 flavors. The single varietals are the plain extra virgin olive oils (EVOOs) from Australia, Chile, Portugal and Italy. These EVOOs are used to create the fused

and infused varieties. The fused olive oils are made by crushing the fruit, herb and/or vegetable component with the olives during the olive-making process. These include the green chili olive oil, a personal favorite of Cosentino’s.

Infused olive oils are made by soaking the flavor element in the oil after the oil has already been made. Of these is the butter olive oil, which Cosentino said is to put on popcorn.

“Olive oil is fresh and tastes great,” she said. “Once you taste real olive oil, you’re willing to drive a couple miles to get it and not buy what’s in the grocery stores.” Other flavors include garlic, basil, blood orange and chipotle.

Cosentino carries 12 white and 12 dark vinegars. All the vinegars are from Modena, Italy, making them authentic balsamics, Cosentino said. The vinegars can be used for salad dressings, meat marinades and even in water.

Kelly explained. “So, we’ll biopsy it, and once we determine it actually is skin cancer, then I normally work with a Mohs surgeon.

“They’ll look at the skin underneath the microscope immediately and make sure all the skin cancer is completely gone.”

But what happens if the Mohs surgeon removes enough tissue to create disfigurement is why Kelly and the Mohs surgeons coordinate their schedules with patients.

“I work hand in hand with them,” he said, explaining, “Nobody wants to have a half their ear missing and wait a week or so to see another doctor. So, when that patient is done with having a skin cancer removed, I can do” reconstructive surgery if needed.

“It’s in my same office. I meet patients, evaluate them, talk about what we need to do, how we need to fix this, and then we try to do that the same day.

That way it’s just easier for the patient.”

“That makes a big difference and that’s one of the things that attracted me to this practice.”

A Utah native, Kelly did his post-graduate medical training in North Carolina and Kentucky.

He recalled how in North Carolina, “most patients that have to wait one to two weeks to get in to see a plastic surgeon, so they had to have a bandage on their nose or the ear for a week or so.

And that it’s just not the best way to handle things.

“It increases the risk of infection, doesn’t have as good of an outcome.

So, the way it is here, it’s nicer for the patient. We can evaluate immediately.”

Kelly, whose brother is an oral surgeon, had an essentially life-long ambition to become a doctor— partly because his father is a pediatrician.

“Ever since I was a kid, I wanted to be a surgeon, but I didn’t know what kind of surgeon,” he recalled.

But then he had the chance to go to Africa and Guatemala, where he had a chance to help doctors treat children and adults with significant burn injuries and birth deformities.

And those transformations he helped work on led him to plastic and reconstructive surgery.

“I liked the concept of plastic surgery; that we basically operate on the entire body,” he explained. “We can operate on adults (and) children. We kind of run the gamut.

“When I was a medical student and resident, I just loved the skin cancer

aspect of it — taking care of patients with large skin cancers on their face and helping them. There’s an immediate sense of satisfaction in reconstructing the nose or the ear or the eyelid or whatever.

“So that’s what attracted me — the variety. Every day is something different. If the patient has a skin cancer on the nose, I don’t know if it’s going to be a small skin cancer or if it’s their entire nose that I have to reconstruct. So, it’s a challenge. You kind of have to use your creative skills trying to figure out how to reconstruct and how to solve their problem.”

And the potential for challenges is always there, especially since post-cancer reconstructive surgery accounts for 60% of reconstructive and plastic surgery that the Center for Dermatology and Plastic Surgery handles.

The rest is cosmetic, such as face and neck lifts, eyelid and breast enhancements, and what Kelly called “kind of mommy makeovers.”

Kelly — who with his wife of 18 years, Ashley, has four children ranging in age between 3 and 12 — doesn’t let the skin cancer part of his work dissuade him from hiking and running.

“That’s one of my favorite things about living here, is being able to be outside most of the year,” he said.

But Kelly takes no chances and thinks everyone should follow suit — meaning a nearly slavish attention to wearing protective clothing and a good sunscreen at virtually any time under the sun and getting a skin cancer checkup every year.

Moon Valley Rockets basketball shooting for success

The story has been the same for Moon Valley basketball for several seasons. The Rockets have continually been one of the most talented and successful teams in their conference and have been among the contenders for an AIA state title.

But, for the upcoming four-year varsity seniors, the end of the movie has been the same each time. In the last three seasons, Moon Valley has recorded winning seasons, entered the playoffs and lost to Shadow Mountain, who would go on to win the state championship each time.

Several of the Matadors’ top contributors graduated last summer, but Shadow will likely still be one of the top teams in 4A. As four-time champs, somebody will have to overcome the challenge of taking the trophy from their grasp.

In a way, the Rockets seem to be looking forward to it.

However, there are many steps to take before even thinking of the playoffs. Moon Valley wrapped up its summer league play in June and will have several months before preseason training and eventually the regular season in the winter sports season.

Two seasons ago, in 2017-18, the Rockets went 25-5 and reached the playoff semifinals. Several of the current seniors were sophomores on the varsity roster.

Hudgens has seen the now-veterans go from mere contributors to leaders on the court, showcasing the tenacity he wants to see from all his teammates from now until the end of their high school careers.

“When we used to get on the court a couple years ago, some of the people used to get pushed around on the court. Everyone’s tough now. We’re dogs,” he said. “We all get along now, and we know how to play together, too.”

Rattlers fall just short in championship game

The Arizona Rattlers were just three points short of perfection on July 13.

Sioux Falls stormed into Glendale and captured the Indoor Football League’s United Bowl, 56-53, ending Arizona’s hopes for a perfect 16-0 record.

The game was a rematch of the 2017 United Bowl, in which the Rattlers defeated the Storm in South Dakota for the first road championship victory since 2009. With a recent rivalry formed in big-time playoff games, and thousands of fans packed into Gila River Arena, the scene had the makings of an all-time contest.

There was no doubt that it lived up to the hype.

“This was probably the best game in the history of our league,” IFL commissioner Michael Allshouse told fans over the PA system before presenting the Storm with its championship trophy.

Sioux Falls scored on every offensive possession en route to the victory. Besides a fumbled kick return in the first quarter, each time quarterback Lorenzo Brown and the offense took the field, the Storm came away with a touchdown.

The Rattlers, whose defense was one of the best in the IFL during the season, left Brown too much time in the pocket to find open receivers.

“We can’t set back there and cover forever,” Rattlers coach Kevin Guy said.

Being sacked only once and hurried few other times, Brown threw for 200 yards and five touchdowns on the 50-yard field. A similar play on a 3rd and 11 with less than a minute to play resulted in a catch on the 1-yard line, and allowed the Storm to kneel out the clock and secure the victory.

Guy was complimentary to the offensive scheme put together by Sioux Falls coach Kurtiss Riggs, whose Storm have

played in every United Bowl since 2010. He also had heavy words for the referees officiating the game.

“Every time we made a key play, there was some stupid penalty. Tickytack,” Guy said.

He said officials are not being held accountable the same way players and coaches are on the field.

“There were a lot of no-calls that went against us on key plays,” he said.

“The Spirit award is given out to a nominee whose school and greater community rallies around their nomination. It’s probably my favorite award because we see some really incredible things happen with it,” Manosh said.

“Amy has a profile on the LifeChanger of the Year website. What we do is we encourage colleagues, parents, members of the community and students to go onto that profile and leave positive comments. We see these really amazing things happen with schools, communities and districts where they really rally to celebrate their nominees.”

For Kliewer, being considered for a LifeChanger award has been a humbling experience, she said. “To find out I was nominated for a national award — I was shocked. If you spend some time scrolling through the website, to be among such amazing educators, people who are going above and beyond every day, just to be in that group is really an honor.”

Programs like LifeChanger of the Year that not only celebrate excellence in education, but fund it are important for educators, Kliewer said.

“I think any award like this that brings attention to the amazing work that educators are doing — because it is a fact that I feel we’re underappreciated in society — is amazing.

They’re not only recognizing the contributions that teachers are giving, but also giving the opportunity to provide for those students by giving money to both the district and the teachers,” Kliewer said.

“Investing in teachers is really just investing in our kids. I want us to be a country that shows we value our children. I think the best way to do that is through education.”

LifeChanger of the Year celebrates outstanding K-12 educators and school district employees who go above and beyond to make positive impacts in the lives of their students. Since its inception in 2011, the national program has named a number of LifeChanger, Spirit and Spotlight award winners, providing them with cash awards to be shared with their schools.

This year, Amy Kliewer, who teaches at Coyote Ridge Elementary School and was recently chosen as the Glendale Elementary School District (GESD) 2018-19 Teacher of the Year, is among the 2019-20 LifeChanger of the Year award nominees.

Her nominator, Katie Salch, the GESD English Language Arts (ELA) and mathematics coordinator, calls Kliewer an inspiration.

“I was on the committee to interview all of the teachers that were coming forward for our district teacher of the year. Amy rose to the top with how excellent she is,” Salch said. “This is my 16th year in education, and listening to her inspired me to continue what I’m doing and dig deeper into what I do with kids. I wanted the world to know about her.”

Education comes to life in Kliewer’s fifth-grade classroom, Salch said. “(Kliewer) is able to plan lessons that are right on the mark; that teach her students the skills they need to know without them realizing that they are learning a lesson. Her personality and the way that she presents herself and the content makes it come alive for the kids,” she said.

It’s that kind of personality that LifeChanger of the Year looks for in nominees, said Mallorie Manosh, di-

Cartwright celebrates first female superintendent

“Our kids have an advantage,” she added. “The majority started speaking a second language, predominately Spanish. By the time they leave our district, they’ll know two languages — something other kids have to pay to learn in college.

“I want them to leave our school district and feel empowered to achieve the greatest levels they can. They can go to college or a career-technical education program, or work for police or fire or a journalist. I want them to know they have options.”

This school year, Cartwright School District is introducing its first female and Latina superintendent, Dr. LeeAnn Aguilar-Lawlor.

“I don’t think anyone realized it when it happened,” she said. “The milestone was pointed out when I was named the interim superintendent. I was honored, but it made me kind of sad, too, that it’s 2019 and a female hasn’t been in charge.”

Raised in Tucson, Aguilar-Lawlor earned her undergraduate from the UA and her doctorate at ASU. To help pay for school, she joined the Air Force Reserves and was sent overseas during Operation Desert Storm to help reopen a hospital in Lincolnshire, England, that had been closed since World War II. “That changed what I wanted to do,” said Aguilar-Lawlor, who entered college to start a degree in law. “I decided I wanted to become a teacher. I love teaching.”

Urban Margarita hosting various summer events

Urban Margarita is celebrating summer with a slew of weekly food specials and events through August.

The specials range from traditional to fun. On Taco Tuesdays, guests can purchase tacos for $2 and have a margarita for $5.

Wednesdays mean hatch enchilada and margarita specials, when guests can have a red or green hatch chile enchilada and a margarita for $13.

During Wine Down Thursdays, wine bottles are 50% off and the pear, walnut and Gorgonzola flatbreads are $7.

Guests can end their weekends from 9:30 a.m. to 1 p.m. Sundays with brunch that features $4 mimosas and bellinis. Also on Sundays, Urban Margarita will serve fajitas for two for $20 and fresh watermelon margaritas for $7 all day.

There are several special events throughout the summer. On July 24, guests can celebrate National Tequila Day during the Casamigos Tequila Tasting and Tapas Dinner at 6:30 p.m.

On August 16, also at 6:30 p.m., Urban Margarita will host a margarita and tapas tasting. Owner David Borrego said the food at his restaurant is organic.

“We pride ourselves on humble hospitality and being a scratch kitchen,” Borrego said.

At Urban Margarita, all the beef is certified angus and the chicken is organic. The salsas are made in house and the drinks are all handcrafted.

Guests will find elevated Mexican food inspired by Borrego’s childhood and professional experience.

Borrego grew up in New Mexico, where his grandmother owned a

restaurant called Silver Café. Inspired by the recipes of his grandmother and his mom, Borrego set out at 18 to work in the restaurant business.

For the next 30 years, he worked in every restaurant role, from cook to regional manager. He has worked for Wolfgang Puck, Lawry’s and Morton’s restaurant groups.

At Urban Margarita, the food is inspired by dishes he had growing up.

“It’s kind of a melting pot,” Borrego said.

He recommends the Urban Margarita specialty pork short rib tacos. Slowbraised for 24 to 48 hours, the shredded short ribs are served on a flour tortilla with avocado cream, cheddar-jack cheese and lettuce and priced at $13.50.

For $9, guests can enjoy a prickly pear margarita, which features Blanco tequila, prickly pear nectar, fresh lime and agave.

Borrego hopes every guest feels welcome in his restaurant.

“Service is just as an important component as the food,” Borrego said. “We try to visit every guest and get them what they need.”

Comedian Kevin Shea rediscovers the joy of comedy

Comedian Kevin Shea, who is set to perform at Glendale’s Stir Crazy Comedy Club from Thursday, July 25, to Saturday, July 27, vividly remembers his first comedy act. It might have swayed another from continuing to perform.

“It was (expletive) terrible,” he said, laughing.

Shea recalls going on stage in 2001 at an open mic in Palo Alto, California, in front of a handful of people, including the bartender serving drinks and

not paying attention.

“Nobody laughed. I didn’t have any jokes, so I just kind of went up there and talked about whatever for three minutes. I thought there was no way it was going to get worse from there,” he said.

Now, about 18 years later, he knows how to address audiences. An Asian-American, Shea jokes he was “bought, not brought” into America from South Korea by his adopted family. That said, he knows it would be easy to make cracks about his “Asianness” and how it affects him. He does it

some, but only when the subject matter is interesting and not just surface-level funny.

He’s not one to force material. Like any good performer, Shea has guidelines for his shows, but tries to sprinkle something new into each gig.

“It could just be something I say about my day at the beginning, or what’s happening in the area,” he said.

“But it could also just be a new way I move my hands or say something in one of the jokes I’ve been doing a while. It keeps it new for me, and if it doesn’t work that night then so be it.”

By no means does Shea consider himself a household name, though he has been on television programs such as ABC’s “Dr. Ken,” “Jimmy Kimmel Live,” “Tosh.0” and podcasts or audio interviews such as Bill Burr’s “Monday Morning Podcast.” He does admit he’s a little irked that his career is not taking off the way it should.

Shea does have a new-found enjoyment of stand-up. He feels the need to prove himself every time he’s in front of a crowd, which keeps his comedy sharp.

The reality show “The Biggest Loser” is accepting applications for its upcoming season, giving Valley residents the chance to focus on their health and diet.

“We’re looking for people who are truly in a place in their life where they’re ready to transform and start a healthy journey.”

Playing a gig in Walmart is a life-affirming event for rising country star Caylee Hammack.

The 25-year-old native of Ellaville, Georgia — who will perform at 6 p.m.

Thursday, July 25, at Walmart, 18551 N. 83rd Avenue, Glendale — said she has a close bond with the retail chain.

“I feel like Walmart raised me as a kid,” she said with a laugh. “It’s cool to go back to your roots. Plus, I love quirky experiences like this; getting to play in an unexpected environment.”

The free show is part of the “For the Record Tour,” sponsored by Straight Talk Wireless. Gigs in other cities feature performances by Sara Evans, Maddie & Tae, Mitchell Tenpenny, Michael Ray, Lindsay Ell and Logan Mize.

Hammack will perform as part of a trio and tell stories behind the songs.

“My favorite way of connecting with people is telling stories,” she said.

“Getting to do that more up close and personal in a show is what I crave the most.”

Supporting her song “Family Tree,” Hammack has played Arizona twice, and both times she was blown away.

“I get what y’all are talking about when you say it’s hot,” she said with a laugh. “It’s beautiful. When I went there, it was the first time I had ever seen landscape like that. To me, that has a special place in my heart. It feels like another world. The cactus is the size of me or bigger. It blows me away.”

She was also taken by the critics’ and her fans’ responses to her music. She finds it “amazing” that people are connecting to stories about her life.

“I signed with Capitol in September, and I said I wanted to produce my album as well,” she said. “I get more liberties with what I say and how I say it then. It’s really cool to know my broken heart and explaining how it broke

and how I put it back together is a solace for other broken hearts. That’s the coolest thing ever.”

The fruit of disappointment is free but costly Here is a story someone sent to me this week in my email. I think there is real wisdom in it for us.

A professor at a large university and an exchange student had an interesting discussion one day. The student asked a strange question to the professor. “Do you know how to catch wild pigs?” The professor thought it was a joke. “You catch wild pigs by finding a suitable place in the woods and putting corn on the ground. The pigs find it and begin to come every day to eat the free corn.

When they are used to coming every day, you put a fence down one side of the place where they are used to coming. When they get used to the fence, they begin to eat the corn again and you put up another side of the fence.”

The exchange student went on.

“They get used to that and start to eat again. You continue until you have all

four sides of the fence up with a gate in the last side. The pigs, which are used to the free corn, start to come through the gate to eat that free corn again. Soon they go back to eating the free corn. They are so used to it that they have forgotten how to forage in the woods for themselves, so they accept their captivity.”

it makes sense to me. One thing is for certain: It’s easier not to get into a trap than to get out of a trap. This article is for both groups of us.

Let’s address the subject of disappointment using the story above to illustrate what can happen to us when disappointed. We have all been disappointed from time to time. It’s not a matter of “if,” but “when” people, leaders, products, institutions and the like will disappoint us. The gap between what we expected to happen, what really happened and the aftermath has been the ruin of many a poor man and woman.

If this is you, perhaps this article can jump-start you in getting out of that trap. You’re not a pig. You are a person made in the image God. What you’re upset about is not who you are.

Let me paraphrase what Jesus said about events and situations that create disappointment our lives in Matthew 11 and 18. This is a life changer. “It’s inevitable stumbling blocks will come in this life but blessed are they who are not overcome by what I am doing in their life in the midst of navigating the rough emotional seas of the stumbling blocks.” In other words, in this life, poop happens. God wants these stumbling blocks to make us, not break us, sending us into the endless abyss of victimization.

Pastor Alan Pateman says, “It is all too easy to give in to the ‘feelings’ of disappointment, mainly where other people or people in leadership are involved. I have learned to get over disappointment as quickly as possible; the alternative is for unforgiveness to set in, which only taints our inner focus, rendering us unavailable to be used by God any longer.”

I would add disappointment can impair our ability to normally function mentally, emotionally and spiritually

in all areas of life. The longer we carry the weight of disappointment, the heavier it becomes, and the more we become trapped like those wild pigs.

Disappointment, embraced over time, can turn into dissatisfaction, displeasure, distress, discontentment, disenchantment, disillusionment, disenfranchisement or frustration, and then, eventual regret. The fruit of disappointment is free, but it costs us everything.

The only person who gets hurt is us.

Get the message?

Here’s some wisdom. Get a true and spiritually accurate picture of disappointment. Disappointment happens.

Not everything is perfect. It’s not the disappointment that hurts us; it’s our reaction of the disappointment. An offense is an event; being offended is a choice. When we are offended, we handcuff ourselves to the offender and take them wherever we go.

The beauty of the gospel is it takes everything that is wrong with us, everything wrong we have done and that has been done to us, and turns it around by grace of God. In other words, forgive the party who offended you, causing you pain. Conversely, forgive yourself for allowing yourself to react to this offense in a way that captured you.

Let the grace of God be applied to them and bring a reset to your life. There’s no future when living in the past.

Exercising our God-given right to forgive is a wise choice. When you make the choice to forgive, God gives you the power and ability to get past the offender and your own issues, too.

When you get better, it gets better, because God’s way is better. It’s much better outside of the pig pen.

NOTICE OF REQUEST FOR PROPOSALS CITY OF GLENDALE MUNICIPAL LANDFILL GENERAL ENGINEERING SERVICES Project Nos. 181945 CONSULTING SERVICES The City of Glendale is seeking a qualified Engineering Consulting firm (Consultant) to provide general engineering services, including design and construction administration services, engineering support, and environmental compliance support. Activities under this contract are specific to the City of Glendale Municipal Landfill and will be identified in separate task orders of varying size and complexity. The contract shall be for an initial period of three (3) years, with the option for the city to extend the term an additional two (2) years, renewable on an annual basis. All qualified firms interested in providing the required services are invited to submit their proposal to this Request for Proposal (RFP). All proposals must comply with the requirements specified in this RFP. CONSULTING SERVICES DESCRIPTION The following is a list of general landfill engineering task categories typically needed by the City Landfill.

This list is not comprehensive, and the city reserves the right to modify or add related engineering services as necessary. Planning and evaluating related master plan development, cost analysis, waste modeling and statistical evaluations, landfill operations, closure / postclosure and financial assurance, facility management, equipment optimization and utilization techniques, and environmental regulatory compliance. Standard calculations for landfill operation and optimization such as waste quantity estimates (e.g. tonnage, volume, air space), soil to waste ratios, waste densities, and environmental/air quality emissions.

Routine activities including geotechnical and hydrological studies, construction cost projections and management oversight on design projects such as waste cell sequencing, leachate collection and pumping, stormwater management and landfill gas. Document preparation including; permit applications and modifications; design reports and feasibility studies; cost estimates; construction plans, specifications and bid documents; and facility and environmental plans.

Meetings and presentations, including attendance and/or representation of the City at various public and governmental agency meetings. 6. Regulatory agency interaction and liaison requiring robust knowledge of federal, state and local agency policies, guidelines and regulations.
