The Glendale City Council authorized the city to pay for repairs to Gila River Arena on June 25.

The funds are part of the FY2019-20 Gila River Arena Capital Repairs/Replacement Program.

The approval directs the city manager to release funds under the terms of the Gila River Arena Management Agreement with AEG Management Glendale.

The cost is about $500,000 for items like roof repairs, key scan systems, exterior lighting, phase IV camera additions, Magnetomers, ice plant compressor, West Drive lane gate for better control and an emergency generator.

All residential garbage, recycling and bulk trash collection services will take place as usual on all regularly scheduled collection days throughout the holiday week; however, the Glendale Municipal Landfill and the Solid Waste customer service offices will be closed on July 4, in observance of the holiday. Valley Metro buses will run on a Sunday schedule on July 4. GUS 1 will also operate on a Sunday schedule July 4, running from 8 a.m. to 6 p.m.

will remain open during the holiday; however, the airport’s administrative offices will be closed.

Because fireworks attract children, Losch said it is important to keep an eye on children and not let them play with sparklers alone.

Sparklers can burn at up to 2,000 degrees, and account for more than 25% of emergency room visits related to fireworks, Losch said.

“Parental supervision is imperative when it come to using fireworks,” Losch said. “Not allowing small children to handle fireworks and keeping them a safe distance from where they are being lit will improve the odds that they do not get hurt.”

It is also imperative to keep pets in mind, inside a home and in a safe place where they won’t get scared as easily by fireworks.

And once the holiday is over, if fireworks are left unused, Losch said store them in a cool and well-ventilated place, not a hot garage or storage shed.

As for disposal of used fireworks, extinguish them completely with water before putting them in an outdoor trash receptacle. The same goes for ashes from any barbecue grill that may have been used.

Celebrating the Fourth of July could be considered one of the best parts about summer in the Valley. The smell of barbecue followed by colorful fireworks have become emblematic of Independence Day. But with these activities serving as a popular part of the holiday, the Glendale Fire Department maintains it is important to make sure these activities are exercised safely.

Ashley Losch, a spokeswoman for Glendale Fire, offered some tips on how to keep the community safe when setting off fireworks.

Losch said there are roughly 18,500 fires a year caused by fireworks, and nearly 12,000 people a year are sent to the hospital due to fireworks accidents.

So, before even lighting fireworks, take note of surrounding and dispose of any dry or flammable materials, she said. This includes clothing and hair.

In addition, pay attention to city regulations, as setting fireworks off on private properties, such as parks, is strictly prohibited.

Dale Adams with arena manager AEG said the roof is leaking and will cost $240,587 to fix. The repairs are not “super urgent,” but he prefers to do it sooner rather than later. “Whether it’s your house or any other big structure, roof repairs are costly and important,” said Adams, the general manager, vice president event development.

“If it’s raining and the roof is leaking, that’s a problem — especially when you have 18,000 people in there.

This is just one piece. Over the next five years, we will repair different parts of the roof. We had to fix this part immediately because it is over control rooms and electrical equipment.”

Gila River Arena also requires a backup compressor for the ice plant, at a price of $55,000. Adams said the second unit will provide the backup the Arizona Coyotes need to play.

“We didn’t have a backup before,” Adams added. “When the system went down prior to one of the preseason games, we had the subfloor on because there was a concert the night before.

No one noticed it until it was too late.”

On the docket, too, is a new key scan system for the entire arena, as the former one was failing. The cost is $22,800.

“We need to make sure the right people have access to whatever area room they need to enter,” Adams said.

“With a building this big, we can’t have someone walking around with a master key.”

Some of the repairs are for added safety measures. The city will release $32,413 for new lighting around the building’s exterior. Phase IV of camera additions calls for crews to finish adding cameras to stairwells and the suite level. At a cost of $59,000, the additional cameras are for insurance, safety and security purposes.

“They link to our command center,” Adams said. “We added a few different cameras so we can see, control, moni-

tor and react as quickly as possible if there’s any thread or accident. It’s an important piece in running these arenas. We have to keep track of everything and everyone in it.”

The exterior lights are important to the safety of guests as well.

“It’s the same idea with the upgrade to the lighting around the outside,” Adams said. “We’re simply protecting everybody, like the fans and the security who works there.”

According to city paperwork, AEG utilizes its arena management exper-

tise to determine the needed capital improvements on the city-owned facility in coordination with the city. Per the terms of the Gila River Arena Management Agreement, AEG is required to submit a capital budget and a fiveyear capital plan for review and approval. Under the agreement, the city of Glendale is required to fund at least $500,000 to a capital fund.

Glendale staff is working with AEG to update the arena’s five-year capital plan and will submit it for approval in August.

Law firm releases names of 6 former Glendale clergy accused of abuse

Attorneys with Jeff Anderson & Associates recently released a report containing the names, photos and information of 109 clergy accused of sexual abuse in the Diocese of Phoenix.

The 65-page report includes six individuals who at some point worked at churches in Glendale.

“It is time for transparency, and it is time for disclosure,” said Jeff Anderson, whose law firm advocates for victims of clergy sexual abuse.

“The reason why we are here today and disseminating this information is because there has not been a full accounting by the Catholic diocese in Phoenix of all the names that should have been disclosed by the Catholic bishops, past and present.”

The report includes assignment histories and details of accusations. Also included are those who were assigned to or living within the Dioceses of Gallup and Tucson before the formation of the Diocese of Phoenix in 1969.

40 clergy members who are not on the lists of credibly accused priests that are posted on the websites of the Dioceses of Phoenix, Gallup and Tucson. It also includes information that’s not available

Among the 109 clergy in the document are six who worked in Glendale.

Father John “Jack” D. Spaulding worked at Our Lady of Perpetual Help in Glendale from 1973 to 1975, and St. Helen in Glendale from 1979 to 1980.

The alleged abuse occurred at both churches. In 2011 his faculties were suspended and he was placed on administrative leave, and in 2014 a special tribunal recommended he be laicized. It is believed he may be living in Phoenix, but his status as a priest is unknown.

Father Wilputte Alanson “Lan” Sherwood worked at St. Louis the King in Glendale from 1979 to 1982. The alleged abuse occurred around 1987 while he worked at St. Benedict in Chandler.

In 1993 he was sentenced to 10 years in prison. He died in 2018.

Father Henry Perez worked at Our Lady of Perpetual Help in Glendale from 1983 to 1984. The alleged abuse occurred from the late 1970s to the early 1980s while he worked in the Diocese of Phoenix. He died in 2003, shortly after he was indicted on six felony charges of sexual conduct with a minor and one misdemeanor charge of public sexual indecency.

Board of Supervisors OKs final FY 2020 budget

BY GLENDALE STAR STAFF With a new decade on the horizon, the nation’s fastest-growing county is aiming to make smart investments to further position itself as an attractive, long-term home for families and businesses.

Late last month, the Board of Supervisors approved a final budget of $2.57 billion for fiscal year 2020. The tentative budget was previously approved May 20, and followed by a month-long public comment period.

“This fiscally responsible and sustainable budget keeps the tax rate steady for our residents while investing in the kinds of technology and infrastructure that works to serve citizens better,” said Board of Supervisors Chairman Bill Gates, District 3. “These investments include strengthening public safety, improving the voter experience, preserving and enhancing our open space, and utilizing technology and process improvement to save money and make our county government more efficient while providing better service. I am grateful to my colleagues on the board and to all departments for budgeting in a way that

At a time when many other counties are taxing as much as they are allowed by state law, Maricopa County’s tax levy is $140.5 million below the maximum.

Dale Shough will be the new executive director for elementary education, while Rebecca Slater has been appointed principal of Cheyenne Elementary School, Mark Stutesman principal of Frontier Elementary, Lisa Reese principal of Paseo Verde Elementary, and Laurie Little director of federal programs.

Shough will replace Shawn Duguid, who was appointed as the district’s chief operations, safety and risk management officer. Shough has been with the district

He earned a bachelor’s degree in psychology from Arizona State University as well as a post-baccalaureate certificate in elementary education. Continuing his education, he earned a master’s degree in 1996 and an administrative endorsement in 2005.

Stutesman will leave behind his position as principal of Paseo Verde Elementary. He has been in that role since 2016. Reese, the school’s assistant principal since 2014, will take his role. She has served in previous roles of teacher, achievement advisor and principal within other districts.

Marijuana dispensary restrictions tabled pending more discussion

The Glendale City Council voted unanimously June 25 to table an ordinance that would place restrictions on where marijuana dispensaries can operate.

Councilmembers were concerned with a lack of specificity regarding definitions and boundaries.

Through a zoning code text amendment, the city sought to expand the types of institutions from which marijuana dispensaries would be separated.

Under the amendment, dispensaries would be required to be distanced no less than 1,320 feet (a quarter mile)

from educational institutions where minors may congregate.

This would include child care centers, libraries, public parks, residential substance abuse treatment facilities and sober living homes, among other institutions.

The ordinance would not affect existing dispensaries.

“The purpose of this zoning code text amendment is to expand the definition of sensitive users that we think, and believe as a community, should be separated from medical marijuana dispensaries,” said David Williams, planning administrator.

nance seeks to expand the definition of schools to “other specialty schools like fine arts schools or dance studios where minors congregate to obtain education experience.”

But Cholla District Councilwoman Lauren Tolmachoff raised concerns regarding the definition of an educational institution.

She said it could be expanded to many other businesses that are not educational in nature.

“I have a hard time, in my opinion, thinking of a karate studio or a dance studio or a gym that offers daycare as a school,” Tolmachoff said.

“Medical marijuana dispensaries are a legal business in AZ, and we want to be business friendly.”

Mayor Jerry Weiers shared Tolmachoff’s concern for a vague explanation as to what is considered a “school.”

“I’m concerned that we are overreaching … I believe very strongly that, more than likely, the majority of the people in the state of Arizona are going to approve recreational marijuana,” said Weiers, who clarified he is not taking a stance on the issue.

“If that happens, do we want to limit the city of Glendale receiving those taxes from marijuana if it’s state-legally bought, or do we want to have so many restrictions so that we are sending it to other cities?”

But Vice Mayor Joyce Clark, who represents the Yucca District, disagreed with Weiers, and called it a question of principle rather than economics.

“I do not approve of marijuana, medicinal or recreational, and I hope it does not pass as a recreational drug in our state,” she said.

“The state requires us to permit the sale of marijuana. The state does not require us to promote the use of marijuana, and that’s the distinction.

“I’m not here to make it easier for people to acquire marijuana. I appreciate what the mayor is saying about tax revenue, but sometimes principle must stand above the almighty dollar, and for me this is one of those situations.”

Councilmembers ultimately voted unanimously to table the ordinance.

The details will be reworked in future workshops, after which it will return to council.

Police department joins Vitalant seeking blood Ring’s Neighbors app donors

BY GLENDALE STAR STAFF The Glendale Police Department has joined Ring’s Neighbors app.

The free digital phone application will serve as another channel for the police department to communicate with its community, providing real-time, local crime and safety information.

Residents can text “glendaleaz” to 555-888 to download the app for free on iOS and Android. The app can be used to join a “neighborhood,” share crime- and safety-related videos as well as photos and text-based posts, and receive real-time safety alerts from neighbors, local law enforcement and the Ring team.

The program “creates a great opportunity for the Glendale Police Department and the community to improve real-time communication regarding crime,” said Colby Brandt, Glendale Police administrative services commander.

“Ring has provided the means for the community to interact and share valuable tips and evidence anonymously to help keep our neighborhoods safe. The more residents download and use the app, the more vital information will be made available to our department so that we can continue to enhance community safety.”

The network already has millions of users and has been instrumental in catching package thieves, stopping burglaries and keeping neighborhoods safe.

“We’re excited to have the Glendale Police Department join Neighbors to

keep their community up to date on local crime and safety information,” said Jamie Siminoff, chief inventor and founder of Ring.

“Over the past few years we have learned that when neighbors, the Ring team and law enforcement all work together, we can create safer communities.

Police searching for homicide suspect

BY GLENDALE STAR STAFF Glendale police are searching for suspects after a young man was shot near Northern and 53rd avenues late last month.

Keeaun Carter, 23, was identified as the victim.

Officers and medical personnel responded to the scene after receiving an emergency call around 11 p.m. June 26. They found Carter with a single

life-threatening gunshot wound. He died at the hospital.

Witnesses told officers they heard a single gunshot before they found the injured Carter.

Social media generating too much anger in us

Sometimes the news and life intersect in strange ways. Last weekend, I bore witness to an epic screaming match on the golf course, a skirmish between two fat old guys over pace of play that would have surely turned into an aggravated assault with nine irons had their playing partners not separated the profane combatants.

A few days later, what should appear in my news feed but the latest NPRIBM Watson Health poll headlined, “Americans Say We’re Angrier Than a Generation Ago.” Some 84% of the poll’s 3,004 respondents said they think Americans are angrier than we were a generation ago.

I’ll second that motion. By furious-

ly smashing my fist on the kitchen table.

The rage that seems to have taken hold across this land of ours is an interesting phenomenon — in large part because we appear to have few legitimate reasons to be so ticked.

Take, for example, the violent crime rate in America compared to a generation ago. In the mid-1990s, for every 100,000 Americans, 713 of them experienced criminal violence, according to FBI stats. Today? Violent crime is down about 46%, to 383 such crimes per 100,000 Americans.

Homicide? A generation ago, the U.S. suffered nine murders per 100,000 of us. Today, the homicide rate stands at about 5.3 murders per 100,000 Americans. Robberies have plummeted even more steeply, from a rate of 238 per

Poverty is also down, from 14.5% of Americans living in squalor in 1994 to 12.3% today.

The Dow Jones Industrial Average was hovering around 3,625 in June 1994. The other day, the Dow closed at 27,719.

By virtually every measure, we are safer and wealthier than a generation ago. Why so angry then?

You may think it’s our politics and the divisiveness you’ve read so much about, including in this space. That could be, but I’ll remind you that in July 1994, President Bill Clinton was mired in the Whitewater scandal and a young woman named Monica Lewinsky had just joined the White House staff. Politics was ugly then as now, though with less news coverage around the clock.

Deeper in the anger poll lies a few statistics I found telling: 31% of respondents copped to sometimes getting angry when they check social media.

Another 12% “often” get torqued by the posts on their social media feed.

And 91% believed people are more likely to express their anger on social media than face to face.

I’ve written — angrily — about social media in the past. Not to sound like a broken record, but it has become the hideous wallpaper of modern life. For many Americans, it’s always there, surrounding us, influencing our environment, our mental and emotional state, our days and nights. I don’t know about your digital “friends,” but many of mine alternate between feuds and nonstop flaunting. I have noticed a direct correlation between avoiding social media — and the news — and an improvement in my mood.

Perhaps the most interesting thing about the poll: The younger the respondent, the angrier their answers. Emailers often tell me the opinions expressed in this column stem from a raging case of “old guy disease,” defined as 50-something crankiness and wanting everyone to get the hell off your lawn.

The poll says the opposite is true; the older you get, the more peaceful you become.

Meanwhile, millennials appear to be the angriest generation in history.

Though I guess I’d be angry, too, if I grew up taking a selfie an hour and listening to that tripe they call music.

Raising Cane’s founder among top CEOs in country

BY GLENDALE STAR STAFF Todd Graves, founder and CEO of Raising Cane’s Chicken Fingers, is one of the top CEOs in the country, according to Glassdoor Employees’ Choice Award honoring the top CEOs in 2019.

Glassdoor, one of the world’s largest job and recruiting sites, released its annual award recognizing the top CEOs, which highlights top leaders who employees love working for throughout North America.

Graves’ 95% approval rating places him at No. 28 on the list. It is based on anonymous and voluntary reviews that Raising Cane’s crewmembers shared on Glassdoor throughout the past year.

Graves was the second-ranked CEO on the list in the restaurant industry and the top among companies based in Louisiana.

“To receive this recognition that comes directly from our crew gives me so much pride; I am over the moon,” Graves said. “I’m so appreciative of my great crew, and this motivates me to work even harder for our crew, our

The strictly-cookie shop will focus on classic and hand-decorated, custom sugar cookies for any occasion. Eventual workshops and events are in store, too.

The event will be from noon to 1:30 p.m. Tuesday, July 23, though check-ins will begin at 11:30 a.m. Lunch and light refreshments will be provided. Attendance is free for chamber members, but $60 for interested future members. Seating is limited, so only one representative per company may attend. Reservations are required. Coyotes’ Chayka, Soderstrom pleased with draft

As the NHL Draft unfolded, John Chayka was determined to select Swedish defenseman Victor Soderstrom.

There was a problem: The Coyotes’ president of hockey operations and general manager had Soderstrom as one of his three best players. The team, however, had the 14th overall pick.

When the 18-year-old’s name wasn’t called during the first 10 picks, the team traded up to the 11th spot and landed its guy.

“For me it was the most stress we have had at the draft table so far,” Chayka said June 24. “We had a single goal going into it and didn’t want to miss. We tried to move up as high as we could and offered a lot to get up there and made sure we left no stone unturned to get our guy. To execute and

get him here and get him involved in everything is what we are after.”

The move was symbolic of a team that remains confident in its vision — and Chayka — despite the Coyotes missing the playoffs in the young GM’s three years and the last seven overall.

Optimism remains high in the organization, after a 2018-19 season, where elimination from the playoffs came just days before the regular season ended.

The team believes Soderstrom can be an important part of the future. As nervous as Chayka was June 21, the stress level for Soderstrom was just as high as he waited for NHL Commissioner Gary Bettman to call his name.

“Those long hours before the draft, on draft day when you wake up, you just want it to start,” Soderstrom said. “I was pretty nervous sitting in the stands, and when I heard my name I was really

Aubrie Herman is the Glendale Chamber’s new program and events manager.

With a bachelor’s degree in business administration, she got acclimated within the ways of chamber life as the Anchorage Chamber of Commerce events coordinator in Alaska.

Though she hails from Alaska, Herman was born and raised in Wisconsin.

There, Herman attended a local community college and played volleyball.

She later moved to Alaska with her military husband and transferred to the University of Alaska, Anchorage, where she obtained her degree in December 2016. After receiving her de-

gree, Herman went on to work with the Anchorage Chamber, where she was noticed for her impeccable event planning and organizational skills. Herman found her role within the Anchorage Chamber to be enjoyable, and came to find that chamber life was for her.

She appreciates what a chamber of commerce can do for a city’s economic development and growth to build a strong, connected community. The Glendale Chamber of Commerce is excited to have Herman as part of the team and is looking forward to all the great accomplishments she will bring to the chamber and its members.

“Today we had most of our players, and I’m going to guess they didn’t. Another night we might be missing some, while another team has every varsity player. You just don’t know night to night,” he said.

Despite the events being nonmandatory by state rule, the majority of coaches expect their top players to show up as much as possible.

Sunrise Mountain boys’ coach Gary Rath expects his varsity contributors come the regular season to have spent a lot of time with the team in June.

“If you have a kid that’s not showing, that’s not going to make the decision, but it’s certainly a mark against you. It’s not a positive. Some kids play other sports or have other obligations, and that’s fine and we get it, though. But if not, you’re going to want to be out here,” he said.

For a young team like the Ironwood girls’ squad, with coach Jamie Fellows invested in creating a new culture, getting as many different bodies on the floor is a blessing. She can change lineups, play girls at different positions on the court and change nearly everything about the team’s strategy from one game

A group of players, drinking newly bought sports drinks and typical high school stadium food like hot dogs and candy due to a lack of other options, crowded both hoops to take a precious few warm-up shots while the teams actually using a high school’s lone basketball court for their summer game rested at halftime.

The officials shooed the shooters off the floor as the buzzer sounded, signaling the start of the second period, in an attempt to hurry the actual game’s players onto the floor so the all-day tournament would not go longer than necessary.

One June tournament may make a single free throw count as two points, rather than shooting two one-point shots at the line while the clock runs, in addition to other time-saving rule changes.

A newcomer might find bizarre a coach anxiously asking the referee — who is on his fifth game officiated in six hours, with two more to go — before the jump ball about exactly how many timeouts the team has, or other rules that vary at each competition.

None of it is particularly abnormal to those used to high school summer basketball. Throughout June, nearly every school with a varsity squad in Arizona participates in a variety of local leagues, weekend tournaments and summer practices before the top players return to club basketball teams in July. Incoming players and returning starters alike give up a month of their summers to either try and earn, or keep, their roles with the teams come the regular season in the winter sports season.

The Arizona Interscholastic Association, the regulatory body that oversees extracurricular activities for most schools in the state, does not allow coaches to make practices and games mandatory in the summer months.

Attendance varies, with players participating in other sports or gone due to other obligations. A state-championship contender might one night play its entire JV in a varsity league game, with its starters resting or at another event entirely, and their opponent has no idea how they stack up against the fully loaded group.

Because the games do not matter for the AIA playoffs, a loss, especially to a team the varsity might dominate, does not hurt so badly. It hurts even less if a coach can get freshman and JV players experience against other teams’ top rosters to see the speed and intensity of that level early on in their high school days.

“More kids are getting more varsity-like exposure, where you can see how some kids play together on the court, or how a certain kid does in a different position. It’s great,” Fellows said.

While implementing new strategy, the more repetitions against different opponents and styles of play is crucial to a young team’s development. At some weekend June tournaments, teams advancing far in the bracket might play up to seven or eight games in a three-day span.

That’s just more opportunities to tinker with lineups and called plays on the floor.

“You have the chance to go up against a bunch of different defenses when you play a lot of games. You can kind of see what everyone does differently, and then you get more chances to get better,” Verrado senior Taevry Phillips said.

However, the gratuitous amount of running and training can be hard on young bodies. Often, games are played at the same intensity as they would be in the regular season. The win-loss records do not matter in the standings, but the falls to the ground after a foul still hurt.

The miles ran still wear on tired legs.

Coaches are often forced to play more kids in a game than their normal rotations, to make up for a season’s worth of games in about a third of the time and not injure or wear out any contributors.

“Some teams play 20, 30 games in June. That’s a season in itself in one month,” Montoya said.

However, the players ultimately are the ones making the choice to play. It is not a punishment to play more basketball for kids already signed up to do so in the winter.

Despite needing significant rest after hard days of lifting and practice days following a long weekend of games, Sunrise Mountain junior Colin Carey said the experience in summer basketball is worth the effort, no matter the amount of time it costs.

“It’s just fun being around the guys you enjoy hanging out with and playing, which we all enjoy,” Carey said.

Mountain Ridge grad exploring TV careers at STARZ

Growing up, Glendale native Keyanna Khatiblou and her mother watched TV shows like “Lost,” “Grey’s Anatomy” and “Providence.”

“I’ve always been really invested in longform storytelling and the kinds of stories that can get into the households of everyday Americans,” said Khatiblou, who graduated from Mountain Ridge High School.

“It was really cool, as a kid, getting to see what felt like adult stories. I think the difference with TV is that you can reach so many people and you really feel like you can grow characters with them. That’s what I love about TV and I’ve loved it since I was a kid.”

Now, the 2014 UA graduate — and current Northwestern University Master of Fine Arts student — is spending the summer as an intern in the scripted series development department at STARZ in Los Angeles.

She was awarded the paid position through the Television Academy Foundation’s annual internship program.

This program places 50 college students from across the country in internships at notable Hollywood production companies so they may gain professional experience in the television industry.

meetings that they set up, like different workshops with various executives at Lionsgate and STARZ. They talk about their experiences in the company and they give advice. It’s been super informational and helpful.”

Learning curve

“Primarily, my tasks are to do coverage, which is reading new script submissions that come in and then summarizing them and giving general feedback. That goes to the executives in the department,” Khatiblou said.

She will be able to learn from STARZ professionals and other networks about how to be successful in the industry.

“It’s really cool, just getting to hear what networks, specifically STARZ, are looking for in a story,” she said.

When Khatiblou arrived in Chicago to attend Northwestern, she didn’t know how to get her start in television. She worked various days, while maintaining her side hustle as an actor.

“I did do a detour into the theater world just because I never really knew how to get involved in the TV industry,” said Khatiblou, who earned a bachelor’s degree in theater history and creative writing from UA. “It wasn’t until I saw Northwestern’s MFA program that I’m in right now.

It has play writing, TV writing and screenwriting. That has been my ‘in’ to the industry and I am totally hooked.”

Khatiblou began her theater work while attending Mountain Ridge High School, where she wrote her first play script. She also saw her potential.

When Gonzalez was a college student, he originally studied chemistry.

But with the help of his roommate, he discovered a love for history, continuing down that path for the next four years.

He was discovered by Great Hearts’ Glendale Prep during his senior year, but he decided to take a detour.

“I was basically going to be hired, but I decided to go to the University of Chicago to get my master’s degree just to quickly get that out of the way,” Gonzalez said. “Once I came back,

Great Hearts still wanted me. They helped me pursue that career, and ever since I’ve been wanting give back with teaching.”

While most teachers may use summertime as a vacation away from the classroom, some look for academic programs and conferences around the country that could benefit them leading into the next school year.

Gonzalez was inspired by one of his colleagues, who travels to programs like the White House History Teacher Institute. He decided to apply.

“I thought it would be nice to do something with my time and learn over the summer,” Gonzalez said. “I found the (White House History Teacher In-

I was a really shy kid who read a lot of books and had a hard time talking to people. Theater was super influential in all of that.”

Northwestern’s Writing for the Screen and Stage program takes two years to graduate. During her first year, Khatiblou was required to take screen, play and TV writing classes.

“At first I was really intimidated,” she said. “Everyone is there just to do good work and to share that work with other people.”

Once she finishes her eight-week internship in Los Angeles, Khatiblou plans to head back to Chicago to finish school. She will also teach “Intro to Screenwriting” to undergraduate students next fall. Her plans after graduating, however, are not set in stone.

“Once I graduate, I don’t really know,” she said. “I love TV, but I love theater. I know that I would love to be a full-time writer; that’s the dream. Next year, I’m just going to apply to every opportunity that seems like it would help me grow and move into a new place in my life. I’m trying to stay open minded.”

Glendale Prep teacher headed to White House

Glendale Preparatory Academy teacher Michael Gonzalez will soon be treated to a visit of Washington, D.C., thanks to the exclusive White House History Teacher Institute.

From July 22 through July 26, Gonzalez will visit historic sites, be introduced to new education resources and technology, and listen to talks from historians and former White House staff.

Gonzalez, a sixth-grade science, ninth-grade American history, and 11th- and 12th-grade ancient Greek teacher, is now heading into his fourth year at Glendale Prep.

“I just love working with people and

Gonzalez is one of 60 people who were selected out of 125 applicants for the teacher institute. Being a part of this program gives a sense of validation for Gonzalez.

Umbrella Pop on display at Westgate Entertainment District

“Westgate is home to dozens of shops and restaurants, and we strive to provide an interactive environment for guests of all ages,” said Jessica Kubicki, director of marketing for YAM Properties, which owns Westgate. “Umbrella Pop is a unique way to enhance the Westgate experience, providing shade and fun, summer photo ops.”

ing the right thing — teaching is tough — but it’s things like this that I want to do and I love pursuing. This really reinvigorates my passion.”

Whitney Hayne, director of education for the White House Historical Association, said the program will include lectures from White House historians, lectures from book authors and talks from former White House employees including former social secretaries. Participants will tour sites including the White House, Library of Congress, National Portrait Gallery and more. She also said teachers will be able to participate in activities that can be brought back to the classroom.

“We have our classroom resource packets, which are 30 different downloadable PDFs that contain a short essay, primary source images and some classroom activities to go along with topics,” Hayne said. “(The teachers) get to look at those and provide us with comments and feedback.”

The White House History Teacher Institute also highlights the incorporation of technology, and just last year the White House Experience app was launched. Hayne said the app includes virtual tours of the White House, companion tours, and a tour of the White

House neighborhood. She said the teachers will be able to get an exclusive look at this app and its unreleased features.

“They get to provide us with feedback for the app, and also get to test out new content that we haven’t even launched yet,” Hayne said. “They’ll get to really provide us with feedback that they we should add to it or things their students would like.”

The White House History Teacher Institute will pay for Gonzalez’s housing and meals. For Gonzalez, this is a dream come true.

“I haven’t been to D.C. since the eighth grade, so it’s time to go back, especially if they’re going to basically be hosting me out there. It’s a great opportunity.”

Gonzalez hopes he can bring back more knowledge to his students and make learning history more than just textbook facts.

“They know the White House, they know it’s a building out in Washington, D.C., where the president lives, but they don’t know the small details that make it a living building or a living piece of history,” Gonzalez said.

“That’s what I want to bring to my students — to make it a living piece of history.”

Pastor Delph: Become a dialogue ‘solutionary’ today There was a married couple sleeping and an intruder entered their house.

The intruder put a knife to the neck of the woman and said, “I like to know the names of my victims before I kill them. What is your name?” “My name is Elizabeth,” the woman replied.

The intruder said, “You remind me of my mother, who was also named Elizabeth, so I can’t kill you.” The intruder then turned to the husband and asked, “What is your name?” “My name’s Philip, but my friends call me Elizabeth.” I wish I were that quick.

Notice how Philip elevated the dialogue in that exchange. God gives us wisdom in how to be a person who can elevate the dialogue when things are fueled by anger or fear. “There is one who speaks rashly like the thrusts of the sword, but the tongue of the wise brings healing.” Proverbs 12:18. “The good acquire a taste for helpful conversation; bullies push and shove their way through life.” Proverbs 13:2-3.

That’s sage advice for living in today’s world as well as unleashing a better world tomorrow.

Have you noticed how much twoway dialogue has deteriorated in our culture today? Few people speak to people these days. They speak at people, and then they speak over people.

Rather than work out issues which lead to solutions, people get “outraged,” especially when they appear to be losing the debate. Being “outraged” is generally a way of saying, “My feelings are more important than your feelings. My thinking is more enlightened than your thinking. My cause is more valid than your cause. I’m right. You’re wrong.

That’s it.” “You just don’t get it!” “I’m OK. You’re so-so.”

Does this type of dialogue elevate meaningful solutions or deflate meaningful resolution? No. It leads to polarization and demonization. We classify, compare and commend ourselves, deciding who is “us” and who is “them.”

Then things get personal, rendering negotiation and solutions impossible.

We make our point, but we also make an adversary. That behavior will come back to meet us in the future, most likely affecting others future also.

Let me quote author Laurie Beth Jones on this subject. “Dialogue either

uplifts or depresses, engages or alienates, imprisons or liberates.” It’s OK to have emotions, have opinions and feel strongly about something but not to the point of the one-way, condescending, insulting and defensive posturing we see today. That is what bullies do. They are more correctors than connectors.

The idea becomes to win the debate, not find the real solution.

There is a better way. I greatly admire what the Apostle Paul did when he wanted to address a problem or issue in the early church. He did this through letters called Epistles. His strategy was to elevate the conversation when disagreements arose. He was a dialogue “solutionary” rather than a dialogue “pollutionary.” He would start off with complimenting the church he was addressing. He would say what they were doing well first. Then he would address the issue. His exhortation never came across coercive, accusatory or defensive. After addressing the issue, he would finish the letter on a positive note. Paul made more friends than enemies using this strategy.

The Apostle James says, “A word out of your mouth may seem of no account, but it can accomplish nearly anything — or destroy it! By our speech we can ruin the world, turn harmony to chaos, throw mud on a reputation, send the whole world up in smoke and go up in smoke with it. This is scary: You can tame a tiger, but you can’t tame a tongue. It’s never been done. The

tongue runs wild, a wanton killer. With our tongues we bless God our Father; with the same tongues we curse the very men and women he made in his image. Curses and blessings out of the same mouth!”

Why not elevate the conversation wherever you are? Be a dialogue “solutionary.” Consider these questions: What form of dialogue does my group, family or workplace use — polite, coercive, directive, reflective, accusatory or defensive? What can I do to elevate the dialogue? What might the results be?

Maybe the results of coach Paul Bryant might show a better way to build an effective two-way conversation solution-oriented bridge and get over it. Here’s his simple “solutionary” approach to winning games. “If anything goes bad, I did it. If anything goes semi-good, we did it. If anything goes really, really good, then you did it.

That’s all it takes to get people to win football games for you.” That’s a winwin.

Consider this: shouldn’t we let the one who made relationships give us clarity in maintaining relationships, especially when we have a killer like the tongue running loose? The best vitamin for becoming a solutionary is B-1.

PUSD feeding youth for free this summer

The Peoria Unified School District (PUSD) is feeding all kids for free at 17 locations across Glendale and Peoria until school starts back up this August.

Available to any child ages 18 or younger, the summer feeding program available to any student regardless of income. Adults can eat breakfast for $1.75, while lunch and dinner are priced at $3.

Sandra Schossow, PUSD’s food and nutrition director, said the program will serve anyone, from a parent who runs a daycare to a foster kid who wants to get a nice lunch, or just someone who doesn’t want to do dishes that day. The district will distribute meals just like the ones served throughout the school year.

“We provide our normal (school)

lunch, so we still give our hot option and our cold option,” Schossow said.

“This is really a way to get meals to kids during the summer time.”

The United States Department of Agriculture (USDA) is the sponsor of this program, which can be found nationwide. PUSD has been conducting this program with USDA for 20 years. The West Valley district, however, is only a small piece of a larger effort.

“Churches are doing it, communities are doing it, food banks provide locations — I know that the food banks tend to target libraries because kids are already there, so it’s a place parents are already bringing kids,” Schossow said.

Because USDA is the sponsor of the program, PUSD is able to purchase the school lunch food over the summer just like it would in the school year.

reimbursed by USDA. Unfortunately, Schossow said the program is not attracting the numbers she would like.

“We are surprised at how little participation is out there, and in our schools we feed anywhere between 30 to 100 (kids),” Schossow said. “Our biggest challenge is getting the information (about the program) to our parents.

People have the misconception that they have to not make enough money, that they have to be low income in order to go, and that’s not the case — our parents have just not heard about it.”

PUSD enrolls a large amount of students with low-income families, and according to Schossow, this program could benefit these families.

“Our district is 42% free and reduced.

That means 42% of the kids qualify for free meals and reduced meals; it means they have some sort of income need,” Schossow said. “They might not be able to get complete meals at home or healthy meals at home. Their parents may have so many other stresses that (the children) may not be getting enough food at home.”

PUSD officials also believe in giving children the nutrition they need, a difficult subject to dwell on for staff when kids return home for the summer.

“When summer hits, you worry about those kids, thinking, ‘Are they eating at home? Are they eating just what’s in the cupboard?’” Schossow said. “May-

be it’s chips, maybe it’s bread — who knows what’s there? It may just be soda in the fridge, but they’ll grab whatever is available.”

She continued, “If we can provide school lunch during the summertime, we know they’re getting offered complete meals, enough food, fresh fruits and vegetables, whole grains, low-fat milk — all of that.”

According to Schossow, the summer feeding program is needed in so many parts of the country, and she brings it back home to PUSD with examples of how children use the program locally.

“You go to some schools, and you will see the older brother bringing the little sister — and I’m talking sixth grade, not even high school — every day because their parents are working or not available,” Schossow said.

At the end of the day, PUSD officials want all parents to know the program is open to all.

“I want parents to know that this is open to anyone. They do not need to be enrolled in our school district,” Schossow said. “The biggest thing is that it’s available for all kids no matter the income, no matter where you live, and any kid can come and they’re going to get a full lunch.”

Section 9-511.01 provides for the process for the City proposing and adopting any proposed rate increase for water and sewer, charges and fees; and WHEREAS, City Council held workshop on March 5, 2019 to discuss the FY20 budget and the water and sewer rates and fees; and WHEREAS, the Citizens Utility Advisory Commission reviewed the 5-year financial plan and CIP; and WHEREAS, on April 23, 2019, the Council adopted a Notice of Intention to increase water and sewer rates; and WHEREAS, a copy of the Notice of Intention showing the date, time, and place of the hearing was published one time in The Glendale Star newspaper not less than twenty (20) days before the public hearing date; and WHEREAS, a written report supporting the increase in water and sewer rates, including cash flow projections indicating all anticipated revenues from residential and nonresidential customers and the overall expense for providing water or sewer services, was provided for public review and inspection in the Glendale City Clerk’s Office and was posted on the City’s website at least thirty (30) days before the public hearing; and WHEREAS, a public hearing on the proposed increases was held prior to the Council vote on the proposed increase to water and sewer rates; therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That pursuant to the Glendale City Code, Chapter 33, Article II, Section 33-57, the water rates shall be set forth in Exhibit A attached hereto and incorporated herein by this reference in Appendix 1 – Water Service Rate Schedule to this Chapter.

RESOLUTION NO. 19-80 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, ESTABLISHING A COUNCIL COMPENSATION COMMISSION. WHEREAS, Article II, Section 8 of the Glendale City Charter provides that a salary commission may be appointed by the city council. The commission shall be composed of five members, none of which are city employees or city elected officials. The members of the commission shall serve without compensation.

The commission shall conduct a review of the rates of pay for elected city officials. Such review by the commission shall be made for the purpose of determining and providing the pay levels appropriate to the duties and responsibilities of the offices. The commission may hold public hearings to aid it in its work.

WHEREAS, the commission shall submit to the city council a report of the results of the review with its recommendations; and WHEREAS, the council may accept, reject or modify the recommendations of the commission; and WHEREAS, any proposed increase in council salaries must be approved by the voters at the next election. BE IT RESOLVED

BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1.

That in accordance with Article II, Section 8 of the Glendale City Charter, a salary commission is hereby created.
