Short-term rentals to be regulated BY JORDAN ROGERS

he city of Glendale approved a pair of ordinances at a recent city council meeting aimed at regulating short-term rentals. Prior to approval, the Glendale city code did not have a section regulating shortterm rentals, as it pertained to state law. The first ordinance now requires owners of short-term rentals and vacation homes to register with the city of Glendale and provide it with emergency contact information in the event of a police response to the home. Deputy City Manager Rick St. John said the city will use “software on the market

that does a public database search” to decipher which residences around the city are currently being used as short-term rental spaces. From there, the city will require these owners to register with the city. “It does limit some of the use of shortterm rentals,” St. John added. “It can’t be used for commercial reasons, and it can’t be a silver-living environment.” The second ordinance makes it illegal for short-term rentals and vacation homes to throw parties that are deemed “nuisance parties” or “unlawful gatherings.” “The difference between a nuisance party and an unlawful gathering is that criminal element,” St. John said. “An unlawful gathering would include underage drink-

ing or illicit drug use. A nuisance party would be an adult group that isn’t committing any crimes other than disturbing the peace and quiet of the neighborhood. “Many of these parties require a pretty extensive police response, and so this ordinance would allow for the police chief to assess a fee based on his or her response. There would also be a citation issued through the court with a set fine schedule.” On top of that, the city will decide whether owners will be held accountable for their renters’ actions. A fee or fine could be levied against the owner if the city determines owners knowingly allowed a nuisance party or unlawful

mission. Wirtanen was recognized for many reasons, including her quick response when a patient arrived in the Arrowhead ER with a knife wound that sliced his throat from ear to ear, near the carotid artery. Without her quick coordination of care, the patient would not have survived. “Shelby has gone above and beyond not only for the emergency department but for our hospital,” said Julie Bowman, Abrazo Arrowhead chief nursing officer. “She is very involved at Abrazo Arrowhead and is the co-chair of our shared governance committee. She exhibits everything you envision when you think about what a nurse should be.”

The award nomination noted that Wirtanen’s compassion and day-to-day interactions with challenging patients never deter her from providing quality care. She is an exceptional nurse and never lets the stress of the emergency department or pandemic surges interfere with her work. “Shelby is a role model that other members of her team look up to,” said nurse Chrissy Salazar, Abrazo Arrowhead emergency room director. “Anytime another nurse needs assistance with a challenging situation, Shelby is there without complaint and willing to help. She is the definition of a team player.”
