Having not been given a raise in 12 years, councilmembers are moving forward with plans to change the city charter and potentially increase council compensation. The change, which could give raises to the mayor and councilmembers, will be reviewed by a committee of citizens. Councilman Ray Malnar, who represents the Sahuaro District, suggested council make the committee an annual or semi-annual group that reviews compensation. “I think we lack a process,” Malnar said. “I believe there should be a mechanics that, every so many years – or what council decides – there should be a committee formed
to review this. It needs to be put in our charter.” But Ocotillo Councilwoman Jamie Aldama wondered why Malnar even posed the change to the charter. “Are you asking for a review and creation of a policy because we lack one, or do you believe council needs an increase in current salary?” Aldama asked. Malnar responded, “I am asking to form a committee to make recommendations on salary and the process to look into the future.” He added, “I am not asking for a pay increase. I am looking to create a committee to look at the process and allow them to see if we need one.”
Fitzer named development services director
According to the city charter, “A salary commission may be appointed by the city council (and) the commission shall be composed of five members, none of which are city employees or city-elected officials.” It also adds that the commission “shall conduct a review of the rates of pay for elected city officials. Such review by the commission shall be made for the purpose of determining and providing the pay levels appropriate to the duties and responsibilities of the offices.” After the commission makes its recommendations, “the commission may hold public hearings to aid it in its work. The city of Glendale’s lengthy search for a new development services director has finally come to a conclusion, with Eric Fitzer having been hired to fill the vacancy left by Sam McAllen’s retirement in January. Fitzer brings to Glendale 14 years of experience in the public sector, including five years as the city of Surprise’s community services director. “Glendale has been on my watch list for a long time,” Fitzer said in a recent interview. “The city has a ton of potential. The downtown is historic and interesting and has a ton of potential.” SEE FITZER PAGE 2
