Auditor general releases school spending report

With new money coming into the system, classroom spending in Arizona has increased for the second year in a row.

New figures from Auditor General Lindsey Perry’s office have 54 cents of every education dollar spent statewide this past school year on instruction. That largely includes salaries and benefits for teachers and aides as well as instructional supplies like pencils and paper, instructional software,

athletics, band and choir.

That compares with 53.8 cents for the prior year and 53.5 cents the year before that.

Honing in on Glendale and Peoria school districts reveals local findings.

Deer Valley Unified School District spent the most among Glendale and Peoria school districts, clocking in at 59.8 cents last year, up from 56.5 cents the previous year. Glendale Union High School District (GUHSD) had the largest increase, however, spiking from 53.4 to 57.8 cents, a 4.4-percent increase.

Circulator bus route coming to north Peoria

Peoria residents in the northern part of the city can opt to let someone else do the driving beginning next month.

Peoria on the Go, or POGO, will begin operating April 22. A circulator bus route, it is based in the P83 Entertainment District at Mariners Way and 83rd Avenue, by Huntington University.

Peoria Transit Manager Cathy Colbath said the bus will operate from P83, along 83rd Avenue to Happy Valley Road.

“It’s about an 18-mile loop,” she said.

“It serves four corners: Lake Pleasant Parkway/Happy Valley Road; Sunrise Mountain Library/Sunrise Mountain High School and Liberty High School. It also goes into Arrowhead Towne Center.”

BUSES from 1 goes west to Lake Pleasant Parkway, and then turns south to Deer Valley Road.

From there, the route travels east to 98th Avenue.

It then goes to Lake Pleasant Parkway, where it turns east to 91st Avenue.

Then, the bus turns south to Bell Road, before turning east and continuing back to 83rd Avenue and Mariners Way. The bus will run from 6 a.m. to 6 p.m.

Monday through Friday, Colbath said.

Five buses will run clockwise and counterclockwise at 30-minute intervals.

The bus makes a stop at a transit center on the north side of Arrowhead Towne Center, at 79th and Campobello avenues and by AMC Theatres.

The city contracted with Valley Metro to do the driving, Colbath said.

Each 20-passenger bus is handicap-accessible and features a ramp for wheelchairs.

Assured water supply takes planning The city of Peoria is made up of 178 square miles and is home to more than 172,000 residents. As we continue to grow and move our city into the future, I am often asked about important topics related to public safety, transportation, development, schools and many others.

With this in mind, I want to take some time each month to address a different subject that may be on the minds of our residents.

Q: Can you explain the 100-year of assured water supply guarantee?

A: As you have probably already seen in the news, Gov. Doug Ducey and the State Legislature passed the Drought Contingency Plan (DCP) just before the deadline on January 31.

This was an extensive process that began with many stakeholders more than a year ago, and I am pleased they were able to reach an agreement.

It is important to note that the DCP applies only to users of the Colorado River water that is transported through Central Arizona via the Central Arizona Project canal. The seven basin states that use that water source were all required by the federal government to provide new rules for prioritizing their water allocations amid the long-term drought affecting the river.

Protecting water in the desert has been a long-time priority for Arizona leaders. After years of hard, collective work, the Arizona Groundwater Management Act was ratified in 1980 to assure that anyone using groundwater must replace that same amount of groundwater back into the aquifer.

A key piece of this legislation is the 100-year guarantee. This critical component of the 1980 Groundwater Management Act requires that new subdivisions in Maricopa County demonstrate a 100-year supply of water before any lot is sold.

Assured water supply: Peoria holds a designation of assured water supply, issued by the Arizona Department of Water Resources. The city has held a

CommeNTArY Cathy Carlat Mayor of Peoria designation of assured water supply since 1997. It is periodically reviewed and updated, with the last update in 2010.

This designation means Peoria has water supplies that are physically, legally and continuously available for 100 years.

Peoria is part of an active management area, which means we must meet the goals and codes of long-term water management as specified in the management plan, that the water quality meets all standards, and that the city has the financial resources to deliver that water.

Those supplies are matched against the current, committed and projected demand for the next 100 years. The supplies must exceed the demand, and Peoria prudently plans for both.

Peoria’s water resources portfolio is diverse and was acquired incrementally following decades of planning and foresight by city leaders. Peoria’s water resources are comprised of a variety of replenishable sources of water including Central Arizona Project (CAP) water, Salt River Project (SRP) water and recovered (well) water.

Collectively, these supplies provide the necessary redundancy, resiliency and operational flexibility to ensure that Peoria continues to foster quality of life by meeting water demands well into the future.

Central Arizona Project: CAP water is the source of supply for roughly 40 percent of Peoria’s water. The CAP canal transports to Arizona Colorado River water that originally fell as snow in the Rocky Mountains. In addition to treating CAP water for potable uses, Peoria stores CAP water underground

for use if CAP water supplies are curtailed.

Salt River Project: SRP water accounts for approximately 30 percent of Peoria’s supply. This water originates in a different watershed than the Colorado River watershed, in large part the mountains in northern Arizona. If SRP surface water were to run short, SRP has approximately 250 wells to offset the shortage.

Recovery programs: Recovered water pumped from underground aquifers via wells constitutes more than 20 percent of Peoria’s supply. Each year, Peoria stores more water underground than it recovers. This water is “banked,” just like a savings account for future use. Well water is part of Peoria’s reserve supply and serves as a buffer against shortages on either the CAP or SRP system and provides operational redundancy. If any source of supply is stressed, the remaining sources can be used to meet demands.

Water conservation: Water conservation is also part of our planning.

Through conservation and finite planning, Arizona uses less water annually than it did 40 years ago, despite our rapid population growth. Additionally, Peoria has become very good at reusing water for landscaping, parks and urban lakes.

percent to 53.4 cents and Dysart Unified School District decreased 0.1 percent to 56.1 cents.

Over at Peoria Unified School District, spending remained at a steady 56.8 cents for the second consecutive year.

Reporting on the state, Perry said the instructional share is still 4.6 percentage points below the high point in 2004.

And even after adjusting for inflation, total per-pupil spending is $177 less now than it was in 2004 and $861 below the high point in 2008 before the Great Recession.

The state’s average total per-pupil cost of educating one student was $9,929 this past school year, with Washington and GUHSD having been the only two districts surpassing that. GUHSD was the highest, at $10,385, and Washington was next, at $9,995.

PUSD decreased its total cost from $8,990 in 2017 to $8,469 in 2018, a decrease of $521 per student. GESD shaved off $385, spending $8,120; while Alhambra decreased $377, to $9,031; Deer Valley decreased $123, to $864; and Dysart only saved $60 over the previous year, having spent $8,173 in 2018.

Pendergast had the highest increase in total cost per-pupil spending, up $929 to $9,117 in 2018.

Perry said additional dollars did boost the average teacher pay in Arizona from $48,372 to $48,951. And she said that, overall, school districts employed 101 additional teachers, which resulted in a slight reduction in the state’s studentsper-teacher ratio.

Still, she said, a gap remains between Arizona and the rest of the country.

Even with the boost in teacher pay, salaries here remain close to $11,300 below the national average.

GUHSD has the largest average teacher pay, at $62,839, nearly $14,000 above the state average. Alhambra ($59,625), Pendergast ($52,077), Dysart ($51,309) and PUSD ($50,198) were the only other districts that ranked above the state average.

GESD has the lowest average teacher pay, winding up $8,902 below the state average, at $40,049. Washington ($43,938) and Deer Valley ($45,552) were also below the state average in teacher pay.

“Part of the reason for Arizona’s lower average teacher salary may be to due Arizona’s teachers having fewer years of experience, on average, when compared to the national average,” Perry reported.

She said Arizona teachers average 11 years of experience compared with the national figure of 13.7 years.

And there’s something else.

In the most recent year, Arizona’s average class size was 18.5 students per teacher compared to the national average of 16.

Locally, GUHSD (21.6), Pendergast (21.2), Alhambra (20.7), Dysart (20.2) and PUSD (19.1) were above the state’s average class size, while GESD (17.6), Deer Valley (17.2) and Washington (16.7) landed below that number.

The bottom line, she said, is Arizona spends less than $8,300 per student in operating costs compared with the national average of more than $11,800, with 54 percent of those Arizona dollars winding up in the classroom in Arizona compared with 60.9 percent of the higher national education spending figure.

But Perry said this isn’t due to high administration costs, pointing out that these costs in the average Arizona district eat up 10.4 percent of dollars, versus 11.2 percent nationally.

(Of local districts, Perry did flag one as having high administration costs, however. GESD spent 12.2 percent of dollars on administration, its per-pupil cost coming in at $912. In contrast, the state spent $860.)

What is making a difference, Perry said, are other costs.

One of those falls in the category of “plant operations,” primarily what districts spend on energy.

She said some districts have worked to identify the potential for improved efficiency and cost savings. But, overall, Arizona schools spend 11.9 percent of their budgets on plant operations, versus 9.2 percent for the rest of the country.

GUHSD was the only district that was above the state average, with 12.0 percent for plant operations. The other seven districts placed below.

Arizona, on average, also spends more on food service, transportation and instructional support, that last category for things like salaries for curriculum directors, Perry noted.

Food service costs were high in the cases of GESD (9.4 percent of budget), Alhambra (8.6) and Washington (8.4).

Alhambra spent, on average, $3.43 on each meal, while GESD spent $3.18 per meal and GUHSD spent $3.11 per meal.

The state average for food service costs, for comparison, was $3.02.

Despite consuming budgets to varying degrees, high transportation costs were observed at several districts when analyzing two sub-categories: cost per mile and cost per rider.

Dysart spent 4.7 percent of its budget on transportation; while Deer Valley ranked second, with 4.3 percent; and Washington ranked third, with 4.2 percent. Alhambra and GUHSD also had high transportation costs, dedicating 3.6

percent and 3.4 percent of their budgets, respectively.

When it comes to cost per mile, however, Alhambra was at the top, spending, on average, $8.20, while Deer Valley spent the least of those five, with $5.10 per mile.

The real gap with the state, however, is in the category of student support, everything from attendance clerks and social workers to counselors, nurses, audiologists and speech pathologists.

Perry said some of that could be due to the number of school districts serving a large percentage of students living in poverty or those with special needs, all of whom need additional services.

Alhambra increased spending on student support by $68 per pupil, to $785, while Washington increased its spending by $19 per pupil, bringing its total to $838. Dysart was next, with an increase of $17 to $687. GESD and GUHSD were the only other districts to increase spending. GESD increased student support spending per pupil by $12, coming in at $608 in 2018, while GUHSD increased spending by $3, hitting $606 in 2018.

PUSD ($753) decreased student support spending by $20 between 2017 and 2018, with Deer Valley also decreasing spending by $3, bringing it to $559. Pendergast remained the same at $608.

Perry said, though, there are things districts can do to cut down on nonclassroom expenses.

One thing Perry said her auditors identified are districts that build new schools when they already had low-capacity usage rates at existing facilities.

There also were districts that had built new schools or added on to existing ones in anticipation of enrollment growth that did not materialize.

“Although decisions to close schools can be difficult and painful, these decisions are important because school district funding is based primarily on the number of students enrolled, and not at all on the amount of square footage maintained,” she said.

And Perry said the record shows that there are things that can be done to cut fixed costs.

For example, she said, the districts her auditors found as being more efficient do things like monitor food prices and maximize the use of commodities provided by the U.S. Department of Agriculture.

She also said they limit overtime and

unproductive time by having employees perform other duties. And Perry said the most efficient districts plan bus routes to ensure, where possible, the buses are filled to at least 75 percent of capacity.

At the other end of the spectrum, she said, the less-efficient districts have costly benefit packages and higher noninstructional staffing levels, spend more on meals and conference travel for employees and governing board members, and lack preventative maintenance plans to maintain buildings and buses.

Seven people charged with selling fraudulent jewelry

A federal grand jury in Phoenix recently returned a 38-count indictment against U.S. and Philippines-based conspirators for operating a fraudulent scheme to import Native Americanstyle jewelry and sell it to retail stores and individuals across the southwest United States as authentic jewelry made

by Native Americans.

Among those charged with the crimes are Richard Dennis Nisbet, 70, and his daughter Laura Marye Lott, 31, both of Peoria.

The indictment alleges Nisbet and Lott conspired with others to design and manufacture the Native American-style jewelry in the Philippines and import the jewelry to the United States. Lott then allegedly delivered the jewelry to retail stores in Arizona, Texas and other states, and collected payments.

According to the U.S. Department of Justice, the conspirators allegedly perpetrated this international fraud and

money laundering scheme for several years in violation of federal laws, including the Indian Arts and Crafts Act (IACA).

According to the indictment, the defendants and their conspirators used various jewelry businesses – including Last Chance Jewelers and LMN Jewelers – to design and manufacture jewelry in the Native American style at factories in the Philippines, where Filipino jewelry-makers made all of the jewelry.

The conspirators allegedly took several measures to ensure the jewelry resembled authentic Native American-made jewelry, including copying jewelry designs from genuine Native American artists, using traditional Native American motifs and symbols, and stamping the jewelry with the initials of alleged Native American artists.

According to the indictment, the jewelry was then imported into the United States by FedEx, or smuggled into the United States by hand or through the Philippines Postal System, to end destinations in Arizona. From there,

it was allegedly advertised and sold to the general public as authentic jewelry made by Native Americans, at jewelry and crafts stores that purported to specialize in Native American pieces. The indictment alleges that none of these jewelry items were indelibly marked with the country of origin as required by customs law.

Christian Coxon, 45, of Selma, Texas, was the owner and operator of Turquoise River Trading Company, a jewelry store in San Antonio, Texas that claimed to specialize in Indian-made jewelry. Waleed Sarrar, 43, of Chandler owned and operated Scottsdale Jewels LLC, a jewelry store in Scottsdale that was advertised as selling authentic Indian-made jewelry.

According to the indictment, Coxon and Sarrar conspired with Nisbet, Lott, and others to pass off imitation jewelry manufactured abroad to the public as authentic Native American-made jewelry.

Additionally, Mency Remedio, a factory manager in the Philippines, and Orlando Abellanosa and Ariel Adlawan Canedo, both of whom worked as jewelry smiths in the Philippines for the operation, were charged with participating in the multi-year fraud and money laundering schemes.

The IACA prohibits the offer or display for sale, or the sale of any good in a manner that falsely suggests that it is

Indian produced, an Indian product, or the product of a particular Indian and Indian tribe. The law is designed to prevent products from being marketed as “Indian made,” when the products are not, in fact, made by Indians. It covers all Indian and Indian-style traditional and contemporary arts and crafts produced after 1935, and broadly applies to the marketing of arts and crafts by any person in the United States.

The IACA provides critical economic benefits for Native American cultural development by recognizing that forgery and fraudulent arts and crafts diminish the livelihood of Native American artists and craftspeople by lowering both market prices and standards.

This case was investigated by the FWS Office of Law Enforcement for the Southwest Region and HSI Phoenix, with assistance from the Arizona Game and Fish Department, the Bureau of Land Management Office of Law Enforcement and Security and the Indian Arts and Crafts Board, the U.S. Forest Service Law Enforcement and Investigations and the Texas Game Wardens. Trial Attorney Mona Sahaf of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorneys Peter Sexton and Mark Wenker of the District of Arizona are prosecuting the case.

Peoria Police Department makes changes to alarm program

The Peoria Police Department has partnered with PM AM Corporation to administer an alarm program. PM AM is a national company with expertise in municipal alarm programs and will be responsible for alarm registration, false alarm billing and educational training, and share in providing customer service.

In addition, the city’s alarm ordinance and fee schedule were updated. The alarm ordinance requires all residents and businesses to register their alarm and renew registration annually.

The initial registration fee is $20 for residential locations; $140 for commer-

cial locations. The annual renewal fee is $10 for residential locations; $20 for commercial locations.

Failure to register alarm systems with the Peoria Police Alarm Program will result in additional penalties.

PUSD announces winners in annual Patriotic Speech Contest Parkridge Elementary School

Four students emerged as first-place winners in the district’s 32nd Annual Patriotic Speech Contest on Thursday, March 7.

For the contest, fifth- and sixth-grade students delivered a two- to threeminute persuasive speech on one of several topics patriotic in nature based on a prompt. Seventh and eighth graders prepared a three- to five-minute persuasive speech on patriotism, and interpreted famous quotes as the inspiration for their speeches.

United Way introduces ‘Operation Uplift’ volunteer, leadership effort

In the spirit of the upcoming National Volunteer Month in April, the Valley of the Sun United Way is now accepting applications to fund small impact-driven projects that would help fulfill the needs of metro Phoenix communities.

Community members, 501 (c)(3) nonprofit organizations and public schools are eligible.

“It’s a new initiative we started in February in collaboration with Mercy Care, our presenting sponsor, which provided $50,000 for the program,” said Francisco Avalos, United Way’s director of engagement. “Our goal is several dozen applications, if not more. We got four in the first week. I anticipate volume being pretty high.”

The program focuses on enhancing learning and living environments,

encouraging volunteerism, addressing gaps in the system, and building connections in Valley communities throughout Maricopa County. The micro-grants are small, but flexible, so that eligible organizations can apply for them.

Three.grant.tiers There are three tiers of grants awarded from the United Way’s Operation Uplift Micro-Grant Program for volunteer project ideas.

“Tier 1 is a tool-only request, so that might be for a teenager in Avondale who wants to do a school cleanup or a Boy Scout Troop in Peoria that wants to do a project,” Avalos said, noting that the United Way has collaborated with the Phoenix Community ToolBank to offer almost any tool needed for any volunteer job. “These would be tools like drills, hammers, screwdrivers, paint brushes and rollers.”

A Tier 2 request would be for tools and materials costing up to $200, such as paint, roller pads, drop cloths, trash bags, hardware and tape. “If you’re a mom in Goodyear who wants to paint a particular school room, you can apply for tools and materials,” Avalos said.

A Tier 3 request is a financial contribution, up to a maximum of $200.

In addition to helping eliminate the barriers of the cost of paint, tools and other materials needed to make improvements to schools, playgrounds, shelters and other infrastructure, Operation Uplift said the micro-grants will help provide leadership and volunteer opportunities for locals looking to serve their communities and advocate for these causes.

A change creator “It’s all about how we can eliminate barriers for individuals in local communities to rise up to create change in their home communities,” Avalos said.

Recently funded projects include a Rotary Club in Surprise that repainted a room at a local domestic violence shelter, campus beautification at the Esperanza Elementary School in Maryville, and repainting of pantry walls at ICM Food & Clothing Bank in central Phoenix.

Applications are reviewed every week by a United Way volunteerism subcommittee of a half-dozen community members, business partners and nonprofit partners. All projects must be completed by April 30.

Encompass Health Valley of the Sun hosting fourth amputee running clinic

Encompass Health Valley of the Sun Rehabilitation Hospital is bringing back its annual Amputee Running Clinic to help amputees relearn the skills needed to safely start running again.

The fourth annual clinic is at 9 a.m.

Saturday, March 23, at Grand Canyon University’s Prescott Intramural Field.

Registration begins at 8:30 a.m. The event will be held, rain or shine, and lunch will be provided.

Participants will be inspired and educated on how to safely train when running with a prosthetic device.

“We are grateful to help people return to the things they love or try a new activity after encountering a debilitating illness or injury,” said Lonnie Coughran, physical therapist assistant and organizer of the Encompass Health Amputee Running Clinic. “Through this clinic and working alongside dedicated partners, we have helped many who have experienced limb loss regain their confidence and return to something they

thought might not be possible.”

The Encompass Health Amputee Running Clinic is offered at no cost for amputee runners of all ages. Participants will have access to test state-of-theart components for use and training purposes. Runners are encouraged to bring family members and caregivers to support them as they participate in the event. Park West introduces five new tenants

Commercial Investment Real Estate (CIRE) Equity has announced the addition of new tenants at Park West shopping center in Peoria. Hash Kitchen, The Sicilian Butcher, The Sicilian Baker Cannoli Bar & Market, Jalapeno Inferno and Pita Jungle will join the lineup of restaurants, retailers and entertainment experiences at the outdoor lifestyle destination.

As a part of the $4 million Park West renovation, those dining options are continuing the transformation.

Forever 21, Koi Poke, Orange Theory Fitness and Creamistry will also open at the center in 2019, and Cold Beers & Cheeseburgers opened in January.

“It’s an exciting time for all of us, as the tremendous growth in the West Valley has assisted us in securing some of the best retail and restaurant concepts in the Phoenix Market,” said Alexis Volen, vice president of asset management at San Diego-based CIRE Equity. “We are thrilled see Park West evolve into the premier familyfriendly shopping and entertainment destination in the area. Our work does not end here, as we will continue to build upon the foundation which we have achieved thus far.”

CIRE Equity announced the $4 million improvement plans in November. Renovations to Park West also include an agave-shaped splash pad in the plaza, as well as wood lattices, misters and greenery that will line the walkways of the center. Signage for Park West and its tenants will embellish both sides of the Loop 101 freeway, while new monument signs will be at the exits along Northern and 99th avenues. A grand re-opening is scheduled for the fall.

“The tenant mix and the revitalization of the center really caught our attention – any mix this strong was super attractive to us for placing our first West Valley location,” said Andre Wadsworth, co-owner of Creamistry Arizona. “We are thrilled and can’t wait to open our doors.”

Park West’s newest occupants have been brought in by The Corritore Company. The Scottsdale-based specialty real estate firm has helped a variety of shopping centers grow into prominent destinations across the Valley.

Kellis tops Independence in preparation for section play

After starting the season with losses in two of his team’s first three games, new Cougars head coach Todd Pyne was looking for improvement from the young squad when heading into the Lady Rider Southwest Classic tournament.

Pyne witnessed that and more when Kellis (4-3) defeated Glendale Independence 14-0.

During their three-game winning streak, Kellis outscored its opponents 50-2.

“We have really started communicating well and hitting the ball well,” Pyne said after the Independence victory. “Coming into this season, I was hoping for a .500 team. Now I think

few seasons, I didn’t want to set my expectations, but these girls are changing that thought.”

Over the previous three seasons, the Cougars have struggled to a 14-63-1 record. Pyne said communication was a key factor.

“That has changed a lot, and the girls really didn’t have a choice after one of our best players, (junior Ashley) Sandoval tore her MCL and meniscus, but they have really stepped up and have been very vocal on the field and during practices.”

Against Independence (3-2), the Cougars started by quickly pushing across five runs in the bottom of the first. With one out, Mary Pearce tripled to right and was brought home on a bunt single by Sara O’Connor.

O’Connor was then driven in on a double by Celina Morales, and Morales was brought home on a single by Desarae Leyva.

Jisselle Navejas then singled in Leyva and, after a fly out, Navejas was brought across on a double by Suzie Normandin. The Cougars led 5-0 after

the first inning.

“After (Independence) opened the game with a single, I just wanted to get through the first inning, and the offense really opened up when we got to bat,” Pyne said. “The girls made adjustments at the plate and our offense got rolling.”

Roe then took over for the Cougars, striking out six of the next ten Patriots batters to dominate on the mound.

“It was a workman-like performance for Roe,” Pyne said. “She was moving the ball in and out and was throwing hard but, believe it or not, struggled with hitting her spots at times.”

Eight of the nine batters for the Cougars had at least one hit and one RBI in the game, led by Celina Morales, who had three hits, two doubles and a home run while driving in three runs. Leah Calderon, Roe, Pearce, O’Connor, Leyva and Suzie Normandin each had two hits in the game.

As the Cougars continue to prepare for Northwest Section play, Pyne said he is aiming to solidify his defense it begins March 26.

“We have a tournament coming up and basically I want to solidify our defense, because we have girls playing in different positions than they planned on when the season started,” Pyne said. “I am comfortable with our pitching. We may not throw no-hitters, but if we can get our defense set, I believe we can hang with anyone.”

With the victory, Kellis equaled their win total from last season after six games as Pyne continues to improve the program.

“I knew when I came in here that this program had struggled the past few years, but I was ready,” Pyne said.

“Now, as they continue to work together, this team has the talents to play even better and we will continue to work to get better each week and hopefully, we can make the playoffs.”

Mountain Ridge lacrosse opens home schedule with victory over Arcadia

Two years removed from a state championship, Mountain Ridge lacrosse is rebuilding after it missed the playoffs last year. Head coach Derek Bahler has his team focused on a return to winning.

“Our goal coming into this season is getting back to the playoffs after just missing last season,” Bahler said.

“We have a great group of kids that are working hard, and if they keep working, they will get there.”

After splitting their first two games of the season on the road, Mountain Ridge’s Mountain Lions opened their home schedule by battling back for a 12-10 victory over Phoenix Arcadia’s Titans March 6 at Cactus High School.

“Big, big win for these guys,” Bahler said. “The way they kept fighting after falling behind early, this was fun to watch.”

The game against Arcadia opened with the two teams working the ball around and getting a feel for the matchup. Mountain Ridge gained the first opportunity to score only two minutes into the game, when Brady Wijbrandts stole the ball, raced up the middle and fired a shot that was stopped by Arcadia goalkeeper Jarrett Van Arsdall.

Less than a minute later the Mountain Lions scored, when Kyle Schreyer took a pass in front from Kaleb West and fired it into the back of the net.

“We got on the board first by attacking the net and moving the ball around early,” Bahler said. “Then we made some mistakes and had too many turnovers.”

“I told them we needed to stop turning the ball over and pass the ball around,” Bahler said. “They knew what they were doing wrong and they made the adjustments. I didn’t have to tell them anything really.”

That they did, as the Mountain Lions’ defense came out strong in the second. They held the Titans to one second-half goal by Kieran Carr in the first five minutes, before Mountain Ridge goalkeeper Caleb West took over.

Mountain Ridge goalkeeper Cole Houser stopped Arcadia’s 13 shots in the final 19 minutes of the game as Mountain Ridge’s defense shut down Arcadia’s offense by pressuring them and keeping them from attacking the net. “(Houser) is playing strong right now and has been working hard, and he is leading this team and was very vocal and got everyone psyched up before this game,” Bahler said. “He is always big, big personality and I believe he can be the best goalie in the state.”

Mountain Ridge broke through in the fourth quarter when Wijbrandts picked up a loose ball and raced down the middle of the field, bouncing a shot past Van Arsdall for what proved to be the game winner.

Clem and Evangeline Leslie: a lifetime of service

I drove to the Salvation Army Corps on Northern Avenue to meet with Maj. Clement and Evangeline Leslie, but I had a little problem finding them, as the old building was being remodeled.

Two years ago when Clem and Evangeline arrived in Glendale, the building remodeling project was at a standstill. They rolled up their sleeves and raised $500,000, and in August the citizens of Glendale will have a very nice newly remodeled home for the Army.

I asked them, “Where were you born?”

They both said, “Trinidad.”

I said, “You knew each other as children?”

“We both sat in the Army band.

Her parents liked me, but not for her.

I tried to date her and she did not want anything to do with me. She went to college in Kentucky and I went to college in Washington, D.C.” Clem said, “You know, it is a long way from Washington, D.C., to Kentucky; 27 hours on a bus. Riding a bus in the south in 1970 could be a problem, but the lord had his hand on me.”

They were married in 1977. In 1978, they both attended the Salvation Army training school for officers and were ordained as ministers. Except for only twice, they have moved to a new location every two years; 14 locations in 28 years of service.

I asked, “Is it a blessing or a curse to move every two years?”

The wife expressed her concern about camping because of bears and said she would feel more comfortable in a motel. The husband said he would like to camp outside in the woods. To calm her concerns, he suggested they talk to the park ranger to see what the likelihood of a bear encounter would be.

Sometimes when you’re in a dark place and you think you’re buried, you’ve been planted. 8) Get into self-pity and blame shifting. 7) Isolate or insulate yourself. 6) Get stuck in an emotional tar baby. 5) Self-talk yourself into losing and giving up. Be careful how you are talking to yourself because you’re listening. 4) Lose the big picture and fail to see things from God’s perspective. 3) Forget God’s promises or His word in the Bible. 2) Forget who you are and whose you are. 1) Force God

SerVICe from 27 Clem said, “Neither. If you are sure of your calling, you just accept that you’re going to move every two years. It was probably a little harder for the children.”

They first met in Trinidad in the church band, and music has always been a big part of their lives. Evangeline is an accomplished pianist and Clem has a great voice.

I said, “Most people on the west side really do not look at the Salvation Army as a church. They know and respect it for the good work they do in taking care of people in need.”

Clem went on to explain how most every post is different; in some places, they are only a church.

“In Tucson, our mission was the homeless,” he said. “For 20 years, The Salvation Army has tried to build a homeless shelter.”

The Army told Clem, “See what you can do.”

With God’s help, they raised $7.5 million and built a 35,000-square-foot homeless shelter.

In Glendale, the mission is taking care of the working poor.

I said, “Clem, I heard you have a law degree.”

He said, “True; on my own, I put myself through law school. I am licensed to practice law in Arizona.”

I said, “You could have made a lot more money as a lawyer.”

He said, “I thought about that, but the Lord’s work was more impor-

tant.”

He said Evangeline just got her master’s degree.

I said, “After 28 years with the Army and you are still going to school? That is amazing.”

Clem explained, “We are both retiring very shortly, but Evangeline will stay on one more year, something they call ‘post-retirement service.’ But I will be around to help her.”

Clem is not ready to stop helping people. He started telling me about a dream he has in turning some empty space into a law clinic and offering free legal services to people on the west side. The Leslies’ goal is that Christ be glorified in everything they do and the message of God’s love be introduced to those with whom they

come in contact.

Lesson: We all should dedicate ourselves to others, service above self.
