HZ LAW Breaking Barriers and Making Legal Services Accessible to All In theory, the law is impartial, with equal access to justice regardless of background or income level. But in practice, as attorney Veasna Hoy knows all too well, many cannot afford legal representation or are unaware of the resources available to them. That’s one reason Hoy and her partner Robin Zaragoza decided to focus on inclusivity, breaking down barriers and underrepresented voices at their Olympia firm HZ Law.

HZ Law is particularly focused on providing access for underserved clients, beginning with letting them know that services exist. “Law school teaches us about how to use the law to your benefit, but if you don’t have access, knowledge or resources, there is a real disconnect to having that benefit,” says Hoy. “We’ve seen the ripple effect of discrimination in the criminal justice

Although the firm is just two years old, Hoy and Zaragoza have already contacted the paralegal programs at South Puget Sound Community College and Saint Martin’s University to discuss hiring graduates.

“We want our firm to be known as a career pathway,” Hoy explains. “I would like our impact to be providing access for underrepresented groups and making the American dream attainable for everyone.”

Short Legislative Session – Long Challenges

The Thurston Chamber is confident that Interstate-5 and chronic homelessness will be at the top of priorities for legislators to address in 2022.

Interstate-5 and chronic homelessness have been on the list of significant challenges facing the State and region for years. But new studies, support and resources at the State level mean that 2022 could be the year for significant improvements.

I-5 and the Nisqually Delta

A recent study by the U.S. Geological Survey (USGS) funded by the Nisqually Indian Tribe and the Washington State Department of Transportation finds that the "Coastal Squeeze" is impacting the I-5 corridor. Coastal Squeeze refers to the changing rain and snow events in the upland areas of the Nisqually watershed as a result of climate change interacting with the measurable and anticipated increase in sea level in Puget Sound.

The USGS study reveals three critical problems: 1. Flooding in the Nisqually will increase in magnitude and frequency.

2. Overtopping of I-5 will become more regular.

3. The risk of a significant avulsion event is not a matter of if but when, which appears to be as soon as 17 years in the future.

Not addressing I-5 at the Nisqually puts salmon recovery, commerce and national defense at great risk.

Those experiencing chronic homelessness are the most visible and most vulnerable in our communities. Point in time counts reveal that the chronically homeless population is the fastest-growing portion of the homeless population around the State. Chronic homelessness is a snowballing problem that worsens the longer it is unaddressed.

As a region, we are at risk of falling irreversibly behind.

Paying to address improvements to I-5 and helping those experiencing chronic homelessness is a huge challenge. But the Thurston Chamber sees billions of dollars in new Federal infrastructure funding and unallocated American Rescue Plan Act funds as resources that are now ready to help significantly address these problems. On top of the Federal resources, State revenue collections are strong and exceed projections. This creates even more opportunity to invest in these two problems.

Challenge Seattle, an alliance of CEOs from 21 of the region's largest private-sector employers, found that "most voters (62 percent) say homelessness is a statewide problem and our state lawmakers should be responsible for addressing it, rather than a communityspecific issue needing only local resources." Combined with the State's overarching responsibility for the State's lifeline of commerce and transportation known as Interstate-5, the Public Policy Division at the Thurston Chamber anticipates the next "short" legislative session will be "long" on efforts to address some of our most pressing problems. In the upcoming legislative session, we will join others in the call for investments in I-5 and chronic homelessness.

During the COVID-19 pandemic, at the advice of friends and colleagues, Taylor began a new socially distanced outlet: Leaders Lead, The Podcast.

There he interviews industry experts and hardworking professionals about what it takes to survive, grow and succeed in today’s ever-changing world.

“Leaders Lead began with me wanting to interview people that inspire me,”

says Taylor. “It quickly became an opportunity to learn how my guests have overcome their greatest challenges both professionally and personally. Our show has become a source of joy for so many people. We not only offer them hope but tangible solutions to fulfill their purpose.”

“The podcast is an extension of the work we do in our lives, our companies and in the community,” continues Taylor. “On the podcast, I talk to leaders who have overcome insurmountable odds to get to where they are today. This is not your typical boring business podcast. We have a good time together and share personal stories that will often leave myself, the guest and viewers in tears. Every day, our guest list and viewership have continued to grow well beyond anything we could have ever anticipated.”

Sharing knowledge through this intimate, interactive format took off immediately. “Since its inception the podcast has exploded into its own entity,” says Taylor. “We had no idea the show would have got as big as it has. It’s been such an amazing journey. The added bonus is that my wife and I are able to work together full time to grow our companies. We’re truly grateful to be able to do what we love! My wife handles the business, and of course I can’t stop talking. We make a really good team.”

Parents of four children, ages 25, 19, 13, and 10, wife Jenny is excited that they can work side by side in a region they’re now proud to call home. “Our family loves living in this area,” admits Jenny. “We moved to Indiana but after three years we moved back. We really enjoy the beauty of the South Puget Sound. We enjoy riding bikes, going on hikes and the people are fantastic! I guess we are permanent Washingtonians.”

Though he’s been a professional speaker for many years, Taylor’s been surprised by the podcast’s ability to get to the heart of things and keep conversations very real. “The biggest surprise is how forthright my guests are about their life experiences,” he says. “Last month, I interviewed Stephynie Malik who is an award-winning CEO. She is very well respected in her industry.

She talked about a time where she went to a fancy restaurant that had a water bowl that you’re supposed to wash your hands in. While sitting with her new colleagues, she drank the water that was in it. We have the absolute best guests!”

While both Taylors admit that starting a business is difficult, they stress that the struggle pays off in time. “A new business is a new business. It’s hard work,” agrees Tony. “Owning your own business takes dedication. If you’re passionate about what you do, then it

is all worth it.” But in their case, says Jenny, “we see growth and gratitude moving forward serving our clients and loyal listeners!

Enlightenment Home Care’s owner, Songaya Gay, grew up in California’s Bay Area and later relocated to Washington State to raise her two sons. She started nursing school in 1999, along with her older sister, supporting each other during the process. “It was a long journey as I was a single mother and also a foster parent to children in need for several years,” says Gay. “It was a proud moment when I graduated in 2007.”

Thurston Chamber Celebrates 2021 Boss of the Year Honorees The Thurston County Chamber is proud to announce the annual Boss of the Year Recognition and Celebration. Co-sponsored by Express Employment Professionals, this award recognizes outstanding individuals who demonstrate exceptional leadership in the workplace through innovation, communication, vision and performance.

“For over eleven years, we’ve recognized outstanding leaders in the workplace. What makes this award unique is that nominations come from the leader’s direct reports. In the lab of actual workplaces, around 15 students from Saint Martin’s University examined a dozen finalists to uncover what makes these bosses excel in leading their teams.
