Something Feels Different in Southwest Louisiana’s Business Community, and it’s by Design.
Over the past several months, Southwest Louisiana has celebrated a wave of business activity.
Ribbon cuttings have welcomed new storefronts and growing companies. Hundreds of professionals have gathered at Greater Lake Charles Chamber of Commerce networking events, educational programs, and small business celebrations. At the same time, major employers continue investing in the region, with BioLab’s recent multimillion-dollar expansion serving as another strong vote of confidence in Southwest Louisiana’s future. While these milestones may seem unrelated, they’re all part of a larger story: one of intentional growth, stronger partnerships and a renewed commitment to serving businesses at every level. Behind much of that momentum are two organizations working side by side with distinct but complementary missions. Together, the Southwest Louisiana Economic Development Alliance and the Greater Lake Charles Chamber of Commerce are helping shape a stronger future for the region, with each entity focusing on what it does best. The Southwest Louisiana Economic Development Alliance leads the region’s longterm economic development efforts across Allen, Beauregard, Calcasieu, Cameron and 6

Economic Outlook for Southwest Louisiana
Coincident Index
McNeese State University, the SWLA Economic Development Alliance, and Louisiana Economic Development, came together to present the fifth annual State of Southwest Louisiana event on June 30. The Alliance presented the growth in economic development ready sites and increasing number of announced projects throughout the area, while Dr. Daniel Groft presented a comprehensive economic outlook, highlighting both national and local trends and emphasizing long-term and year-over-year trends across key indicators. Nationally, the economy is showing solid job growth after a recent monthto-month trend of volatility. Inflation has risen in recent months due to geopolitical events but will hopefully ease in the future. In Louisiana, employment has finally surpassed prepandemic levels, and the state has had population increases for two straight years. The Lake Charles MSA is finally starting to show some upward growth in important economic variables. The economic development announcements we’ve heard about are finally starting to show up in the data, as the area led all MSA’s in percentage job growth over the past year and a half. This was mainly driven by the increase in construction employment as work has begun on building new, and expanding existing, local industrial facilities. This suggests that many of the economic development announcements made in recent years are beginning to translate into measurable economic gains. Taxable sales have been growing, while exports and gaming revenues have remained at high levels. Combining these into a coincident economic index points to a new upward trend

the region has been experiencing since last year. The five-parish area has also seen three straight years of population growth, each faster than the state as a whole. This is great news for the area’s labor force and increasing focus on quality-of-life initiatives being undertaken as it looks to attract more residents. The region’s economic trajectory is optimistic, driven by billions of dollars in energy investments and infrastructure projects, but also a renewed focus on quality of life and workforce development. Purely statistical models point to slight growth in most parishes and a continued flat trajectory for the area as a whole. But incorporating just a few economic development projects shows that employment growth could dramatically increase as construction ramps up. Although challenges remain, the overall outlook for SWLA is more positive than it has been in several years. Rising employment, recent population growth, strong energy investments, expanding industrial development and acting as a national tourism destination provide reasons for optimism about region’s economic future.

MR. BOBBY JOHN It is with heavy hearts that we remember Mr. Robert “Bobby” John, Sr., who passed away peacefully on June 12, 2026, at the age of 89. In 1959, Mr. Bobby and his brother Harry started J&J Exterminating in Crowley with little more than determination and hard work. What began as a small family operation grew through integrity, faith, and genuine care for every customer into Louisiana’s largest independently owned pest control company. Mr. Bobby believed this was never just a business. It was a calling. He taught us to treat every customer with the same respect we’d show our own grandparents, and he often pictured the little feet of our team members’ children dangling from the dinner table — a reminder that every job we create helps support a family. He prayed daily for good people to join our family, and he saw God’s hand on this company and the communities we serve. We are forever grateful for his leadership and example. Thank you, Mr. Bobby. More Than Careers: Bechtel’s Role in Southwest Louisiana Growth In Southwest Louisiana, opportunity often begins long before someone steps onto a construction site. It starts in classrooms, technical colleges and workforce programs where students, veterans and aspiring tradespeople are preparing for careers that can shape their futures. Across the region, educators, workforce partners and organizations like Bechtel are working together to create more than jobs— they are creating pathways to long-term opportunity for local residents. One example is the recent partnership between SOWELA Technical Community College and Bechtel’s Louisiana LNG team. Nineteen students completed a 12-week pipefitting program, earning NCCER Level 1 and 2 certifications along with OSHA 10-hour safety credentials. Through Bechtel’s support, the training was provided at no cost to participants, removing nearly $3,000 in tuition and helping

prepare graduates for careers in the skilled trades.

Students enrolled in career and technical education programs at CTEC and Hackberry High School recently received personal protective equipment, welding materials and shop supplies through Bechtel support. Whether through workforce training, educational partnerships or community outreach, these efforts share a common purpose: preparing local people to benefit from Southwest Louisiana’s continued growth. West Calcasieu Port The West Calcasieu Port was first established in 1964 by the Louisiana Legislature. Located 12 miles south of Interstate 10 and just west of Highway 27, the West Calcasieu Port has approximately 11,000 linear feet of waterfront property along the GIWW. The 396-acre West Calcasieu Port is located on the north shore of the Gulf Intracoastal Waterway about two miles west of the Calcasieu River Waterway.

The Port’s three tenants—Southern Devall Towing, VLS Environmental Marine Services and Great Lakes Dredging & Docking—play a critical role in the growth of SWLA industrial footprint and include barge-fleeting operations, diesel engine repair, wet-barge cleaning/stripping/repair services and marine dredging services. In 2025, work was completed on a new 600-linear-foot bulkhead/crane pad with funding support from federal Economic Development Administration, the La. DOTD (Port Priority Program) and the Calcasieu Parish Police Jury economic development fund. In June 2026, the Port purchased 172 acres of waterfront property along the Gulf Intracoastal Waterway. Funding for the property acquisition was made possible by a $750,000 grant through the Louisiana Office of Facility Planning. Additional funding was drawn from the WCP’s reserves. The two parcels of land are on the south side of the GIWW, and support the port efforts to meet a pair of critical needs—additional barge-fleeting accommodations and expansion of the Port’s onsite dredge spoils reception capability. The acquisition will nearly double the port’s available fleeting space when shoreline improvements are made, and thus, position the port to meet growing demand for marine transportation services tied to the region’s continued industrial and economic expansion. With major petrochemical, LNG, energy and other construction projects continuing throughout Southwest Louisiana, the expanded barge fleeting area will help the Port’s ability to support increased barge traffic, improve operational efficiency and strengthen the region’s critical marine transportation infrastructure. thriveswla.com

Walk into Bougie Boutique in Moss Bluff and you’ll know immediately it’s more than a retail store. It’s a celebration of life in Louisiana. Timeless Southern scents fill the air as shoppers browse chic apparel, handcrafted gifts and locally inspired treasures. Each product reflects the vibrancy that defines Louisiana life. At the center of it all is owner Liz Deville, whose Southern charm and hospitality make every customer feel like family. Deville’s storefront did not happen overnight. For a year and a half, she operated the business from her home while traveling to pop-up markets throughout Southwest Louisiana. As her customer base grew, she heard the same question time and again: “Where is your shop?” Encouraged by loyal customers, fellow vendors and her family, 20

Deville realized her business had outgrown its home-based beginnings. Deville knew that opening a brick-andmortar location meant more than acquiring beautiful retail items. It entailed navigating occupational licenses, insurance requirements and long-term business planning. Seeking guidance from a trusted business advisor, Deville contacted Dean Day, center director of the Louisiana Small Business Development Center (LSBDC) at McNeese State University. Working alongside Day, Deville developed a comprehensive plan for launching and growing her shop. He guided her through every stage of the businessbuilding journey, including establishing strong day-to-day operations. Day walked her through his systematic process that included 2026 Home Grown
action plans, business resources and practical advice drawn from his own entrepreneurial experience. “Dean kept me on track to strategically market the boutique and stay focused on building my business,” said Deville. “He made sure that I had all the i’s dotted and t’s crossed. He wasn’t going to let me get off track. What really stood out was how relatable he was. Having been a business owner himself, he truly understands the process.” One of the most valuable lessons Deville gained through the advising process was a new perspective on branding. Rather than focusing on logos and colors, she learned a successful brand is built around the customer experience. That insight became foundational to her business. She began designing every aspect of the shop to intentionally reflect Louisiana’s culture and charm. However, Deville quickly realized that many popular brands were already carried by other local gift shops. By leaning into her Louisiana roots and curating products not commonly found in Southwest Louisiana, she created a shopping experience that feels personal and welcoming. Her “bougie”
selections and open-design store layout offer a polished retail environment that channels local tradition while embracing modern style. This intentionality has become a defining characteristic of the boutique. From Bourbon Royalty’s handpoured soy candles inspired by Southern scents like Back Porch, Bayou Blossom, King Cake and Zydeco Amber, to carefully selected Louisiana-themed apparel, gifts and accessories, every product reinforces Deville’s mission to “Keep it local, cher.” As her business grew, so did her product offerings. Deville focused on sourcing quality, affordable items that are “fun, spicy and a little edgy.” Today, Bougie Boutique features women’s and children’s apparel, including denim jeans, shorts and skirts. INCEPTION AND INSPIRATION
Over recent years, Action Potential experienced tremendous growth and recognized need, necessitating the opening of additional locations throughout the region. In June of 2019, the Saltzmans acquired the Oak Park clinic, and in November of 2019 opened up the Moss Bluff location. However, the practice never lost sight of its core values. Each new clinic has retained the same personal touch and commitment to individualized care that has made Action Potential a trusted name. “A few years ago, through prayer in Adoration, led us to the FYZICAL Therapy & Balance Franchise, allowing us to really build on the need of the Balance, Vestibular, and Fall Prevention in the community. Towards the end of 2024, continued time and prayer in Adoration revealed it was time to not renew the franchise and Return to Action.”
The story of Action Potential Physical Therapy begins with Floyd and Sharon Saltzman, a Physical Therapist husband and wife duo driven by a shared passion for helping others regain their mobility and quality of life. On July 20, 1998 (Sharon’s birthday), they opened the doors of Action Potential Physical Therapy. “Through the years, we developed a great reputation with our patients and the medical community,” says Floyd. “As always, we strive to be known for excellent, hands-on patient care in a friendly, family-oriented environment”. Reflecting back when we first opened the practice, I used to never feel comfortable talking about religion or politics in the clinic, not wanting to “offend anyone”. Today, it is not uncommon to pray with a patient in the treatment room when prompted by the Holy Spirit, whether for healing or for whatever that patient is struggling with at the time.
CHALLENGES AND TRIUMPHS Like any business, the years have not been without their share of challenges. “There have been many changes, especially when it comes to insurance reimbursements and documentation requirements,” says Floyd. “I’ve always said seeing and treating the patient is the fun, easy part.” The Saltzmans have relied heavily on their faith to keep their treatment steadfast. “God created man in His image and likeness”, says Floyd, “ and optimally the parts and intricacies of the human body, including the musculoskeletal and nervous systems, must all work together in harmony for pain-free function.” With being in business in this community for so many years we are privileged with treating three generations of family members. According to Floyd, “We rely mostly on physician referral and support from the medical community, but our business is also built on referrals of satisfied friends and family members throughout the years as well.”

LOOKING AHEAD As Action Potential celebrates its 28th anniversary, the future shines bright with promise. Floyd and Sharon Saltzman remain at the helm, leading a team of compassionate, skilled therapists, as well as a friendly, caring support staff. “Every day, we pour our heart and soul into each patient that comes through our door, doing what we do best” says Floyd. Embracing technological advancements and innovative treatments, they remain steadfast in their commitment to providing the highest level of physical therapy care to their community. With the same passion that ignited their journey, Action Potential looks forward to the next chapter, dedicated to empowering individuals to overcome physical challenges and embrace a life of vitality and wellness. “Twenty-eight years of doing anything is a long time, but 28 years of doing what I love and what I feel is utilizing gifts and talents given to me from above is a true blessing,” Floyd says.
COMMUNITY ENGAGEMENT AND OUTREACH Acting on those same principles of faith, the Saltzmans recognize the importance of giving back to the community that had supported them throughout their journey. “As a man of faith, I know that God comes first, followed by family, and then our fellow man,” he says. “We as a

BRITTANY CHAVIS: A Commitment of Service to Lake Charles
For Brittany Chavis, serving the Lake Charles community is more than a career. It is a lifelong commitment rooted in the city she proudly calls home. Born and raised in Lake Charles, Brittany’s journey reflects a deep dedication to education, public service and advocacy for families and children throughout Southwest Louisiana. A graduate of LaGrange High School and McNeese State University, Brittany was among the first students to participate in the dual enrollment program while still in high school, demonstrating an early commitment to academic excellence. She continued her legal education at Southern University Law Center, graduating in 2012, before passing the Louisiana Bar Examination that same year. Brittany began her legal career with a judicial clerkship under Judge David Ritchie of the 14th Judicial District Court. That experience provided valuable insight into the judicial process before she joined the Calcasieu Parish District Attorney’s Office as an Assistant District Attorney. During her time with the District Attorney’s Office, Brittany devoted much of her career to the Juvenile Division, where she prosecuted both delinquency and Children in Need of Care (CINC) matters. In 2016, she was named Juvenile Section Chief. Throughout her tenure, she handled some of the parish’s most serious and sensitive cases involving children, including homicide, sexual assault and abuse cases. She also served as a felony prosecutor in the Adult Division, gaining extensive courtroom experience across a broad range of criminal matters in jury and judge trials. In November 2020, Brittany founded Chavis Law. Her practice focuses primarily

on family law and criminal defense. Through her work, she has represented families during some of the most difficult moments of their lives, striving to provide compassionate, ethical and effective legal representation. She is also the current Lake Charles City Prosecutor and has held that position since January 2021. As the prosecutor, Brittany Chavis handles all traffic trials for matters in Ward Three. In addition to her private practice, Brittany serves as a court-appointed child advocate and family court mediator, appointments made by the current judges of the 14th Judicial District Court. In these trusted roles, she works to protect the best interests of children while helping families navigate difficult disputes with professionalism, compassion and impartiality. Her experience advocating for children and facilitating resolutions outside the courtroom has given her a unique perspective on the importance of listening, fairness and promoting outcomes that serve families while preserving judicial resources.

Brittany has built a reputation as a passionate advocate for young people and for individuals whose voices are often overlooked. She believes education creates opportunity and, each year, awards scholarships to local high school and college students to help support their academic goals. As many attorneys before her, Brittany Chavis has made it her mission to mentor young lawyers and law students as they begin their own journeys. She believes that a strong legal profession is built not only through advocacy in the courtroom but also through investing in future attorneys

with guidance, encouragement and practical experience. Throughout her career, Brittany has welcomed opportunities to mentor aspiring lawyers, share her knowledge of family, juvenile, and criminal law, and help develop ethical, compassionate advocates who will serve their communities with integrity, but her commitment to the legal profession extends beyond mentorship. She has also contributed to the development of the criminal law portion of the examination, helping ensure that future attorneys are evaluated on the knowledge and competencies necessary to practice law in Louisiana. Through this important work, Brittany plays a meaningful role in maintaining the high standards of the legal profession and helping shape the next generation of Louisiana attorneys. One of Brittany’s most recent and innovative community initiatives focuses on civic and legal education for children. Inspired by a game she originally created when she was just five years old, The Judge and Jury, Brittany now brings that childhood idea to life by teaching elementary and middle school students about the justice system through interactive mock trials. During these hands-on sessions, students assume the roles of judges, prosecutors, defense attorneys, witnesses, bailiffs and jurors, learning firsthand how each participant contributes to the courtroom process. By making the legal system engaging, educational and age-appropriate, Brittany helps young people develop an understanding of justice, critical thinking, teamwork and civic responsibility. Through The Judge and Jury, Brittany hopes to inspire the next generation of leaders while helping children see the courtroom not as something to fear, but as a place where fairness, integrity and the rule of law work together to serve the community. Brittany’s community involvement extends through her service as a board member of the Girly Girls Foundation, as well as her

membership in Alpha Kappa Alpha Sorority, Incorporated and the Junior League of Lake Charles. These organizations reflect her ongoing commitment to mentorship, leadership and community development. Brittany is also a dedicated advocate for lupus awareness. As a lupus warrior herself, she has worked since 2015 to raise awareness and advocate for patients’ rights on both the local and national levels, using her personal experience to encourage and support others facing similar challenges. In addition to her legal career, Brittany is an accomplished author. She has published an inspirational book and a wellness planner focused on encouraging resilience and personal growth. She and her son also coauthored a children’s book, Thank you Lord for making me, geared at teaching children the power of words and affirmations. The duo is currently writing their second book together, combining their love of storytelling with lessons that inspire young readers.

Growing up on the Lake Charles lakefront, where Prien Lake Park now sits, some of Dr. Kerri Davis-Fontenot’s favorite memories were the simplest ones—fishing, playing outside until dark and enjoying the kind of childhood that makes a place feel like home forever. Although medical school and residency took her away for a time, Dr. Kerri DavisFontenot always knew she wanted to come back. Meet
Joey Dressler, MD For Dr. Joseph “Joey” Dressler, Lake Charles has always been more than a hometown. It is the place that raised him, shaped his values and gave him the kind of community he always knew he wanted for his own family.
Raised in Lake Charles, Dressler grew up surrounded by family, faith and a strong sense of connection to the people around him. His mother taught in the local public school system for more than 30 years, and the church he grew up in remains part of his life today. Those early influences, he says, helped shape the way he sees people, service and responsibility. “The reason I am who I am today is really the community, my family and the church,” Dressler said. After graduating from Barbe High School, Dressler attended LSU in Baton Rouge for his undergraduate degree. He later earned his MBA from McNeese State University and spent nine years working in pharmaceutical sales. Medicine was not the path he had always planned, but over time, he felt a growing pull toward patient care. “There was always going to be a barrier up in pharmaceuticals when it came to being able to care for patients directly,” he said. With the support of his wife and family, Dressler made the decision to go back to school and pursue medicine. He attended medical school at LSU Health Shreveport, then returned home for residency through the Memorial/LSUHSC Family Medicine Residency program in Lake Charles. Coming back to Southwest Louisiana was both a personal and professional decision. His family was here, and he and his wife knew they wanted to raise their children close to home. But Dressler was also drawn to the strength of Memorial’s residency program and the broad scope of training it offered. During residency, he developed a deep appreciation for Lake Charles Memorial Hospital and the people who make up the health system. The relationships he built with nurses, staff, specialists and fellow physicians became one of the reasons he chose to stay.
“I fell in love with Memorial during residency,” Dressler said. “The relationships you develop with the staff, the specialists and the people you work with make a difference.” Today, Dr. Dressler serves as a Hospital Medicine physician at Memorial, caring for inpatients during some of the most vulnerable moments of their lives. Being from the community adds another layer to his work. Many of the patients he sees have some connection to his own life — through school, family, church or friends. “That connection matters,” states Dressler. “I treat patients like they’re my family”. That same belief in dignity, compassion and service now extends into his role as Calcasieu Parish coroner. While the work is different from hospital medicine, Dressler sees both roles as deeply connected. In the hospital, he walks with patients and families through illness, uncertainty and healing. As coroner, he helps provide answers and comfort to families during some of their most difficult moments. “As coroner, you’re still giving respect to people by gaining answers and treating them with dignity,” he said. “It really is a full cycle of care and connection with the families we treat.”

An Advocate for her Clients in Times of Need Shayne Laughlin has deep roots in Lake Charles. Three of her four grandparents were born and raised in the area and both her parents grew up in Lake Charles. Her paternal grandparents owned Cormier’s Meat Market on 18th street for years, which later became ShopA-Lot, owned by her parents. So, it is no surprise that Laughlin also became an entrepreneur. She opened her State Farm office in 2012. “My husband, Stephen, has worked for State Farm corporate for 27 years and he encouraged me to pursue

an insurance agency. He felt that my general love for people and ability to quickly establish genuine relationships would be the perfect mix for a successful insurance business.” The last few years have been extremely difficult for Laughlin, her family, her team, and the entire community. Even though they are no longer dealing with hurricane claims, they are not done dealing with the aftermath. “The insurance environment in Louisiana is a complete mess with no easy fix in sight,” says Laughlin. “I am often asked why so many companies have left the state and it’s because they were

State Farm has long been seen as the ‘expensive’ insurance, but the obvious truth is that we were just priced correctly, which is why we are still here.” There is no magic button to fix the problems with insurance in Louisiana, but Laughlin says writing to your legislators is a great start. “It’s everyone’s responsibility to voice their concerns in order to promote change. Until then, my office will continue to educate and communicate with our community through articles like this, social media, and face-to-face meetings our favorite. We live here, we work here, and we love it here, so we will do our best to help our customers navigate this chaos.” Laughlin has always prided herself on having integrity and being transparent. Coffee:30 was founded by Josh and Taylor Smith with a simple dream: to create a place where people would intentionally slow down and enjoy life’s moments together. While the concept began with their love for gourmet coffee, it was really inspired by something much deeper—a desire to bring authentic New Orleans-style beignets and exceptional coffee along with Louisiana influenced breakfast, brunch and lunch to Southwest Louisiana without sacrificing quality or experience. In 2023, they partnered with Trent and Hillary Robertson to help take Coffee:30 to the next level. Together, they’ve built

Progress Continues on New
I-10 CALCASIEU RIVER Construction for the new I-10 Calcasieu River Bridge began spring 2026 and is anticipated to be completed in 2031. This project is the largest transportation investment in Louisiana history and includes improvements from I-210/I-10 interchange in Westlake to Ryan Street in Lake Charles, approximately 5.5 miles. Construction continues to make steady progress as crews advance work on multiple fronts. Recent activities include placing permanent bridge piles into templates, driving foundation piles, preparing work platforms and constructing temporary access roads that support ongoing operations. Survey teams continue to monitor and verify construction elevations to ensure each phase is built with precision, while crews also perform utility
relocations and site preparation along the corridor. These early construction efforts are laying the foundation for the new bridge, which will improve safety, increase capacity and enhance mobility for the thousands of motorists who travel the I-10 corridor through Southwest Louisiana each day.

Major elements include:
• Improved pedestrian, bicycle and multimodal connectivity near the foot of the bridge
• Construction of a new six-lane bridge with three 12-foot travel lanes in each direction • One auxiliary lane in each direction to improve merging and traffic flow • Full 12-foot inside and outside shoulders for emergency access • A bridge profile reduced from approximately 152 feet to 75–95 feet, making it easier and safer for motorists • Modern roadway lighting
• Reconstruction of interstate approaches, ramps, frontage roads and key interchanges • An elevated Sampson Street overpass to eliminate train-related delays
• Demolition of the existing bridge after the new bridge opens The existing bridge opened in 1952 and was originally designed to carry approximately 37,000 vehicles per day. Today, it serves more than 90,000 vehicles daily. The bridge also predates the Interstate Highway System and lacks many modern features, including full shoulders, adequate lane widths and a lower grade.
Initial pile driving has begun, building a strong foundation for the progress that’s coming to Southwest Louisiana. The piles are driven deep into the ground to create a strong, stable foundation to support the bridge for generations. This 203-foot crane driving piles for I-10 Calcasieu River Replacement Project was assembled onsite. It lifts the piles and places them inside a steel template that acts as a guide to ensure each pile is correctly aligned.

BRIDGE The new bridge will improve: • Safety • Traffic capacity • Freight movement • Hurricane evacuation • Regional economic development • Long-term reliability for one of the nation’s busiest east-west freight corridors Louisiana Bridge Builders is the contractor for the new bridge. The project currently has approximately 300 employees and expects that to rise to approximately 800 at peak construction. During the project’s lifecycle it is anticipated that more than 16,000 jobs will be created. The new I-10 Calcasieu River Bridge represents the culmination of more than 40 years of planning and advocacy, transforming a long-recognized transportation challenge into Louisiana’s largest transportation infrastructure investment. The project is funding through public-private partnership. Approximately $1.2B of the funding is from public funding (federal and state) and the remainder from a private developer—Calcasieu Bridge Partners.
