May 3rd Constitution Day May is a special month for all Polish people because of the May 3rd Constitution Day, which is a national holiday in Poland. HISTORICAL BACKGROUND OF MAY 3RD CONSTITUTION DAY
This national and public holiday was established to celebrate the enactment of the Polish constitution, that came into effect on May 3rd, 1791. This date is a symbol of one of the biggest achievements in the history of Poland, and the Constitution itself is considered as one of the world’s greatest documents of freedom. It was the first written constitution in modern Europe and following

the Constitution of the United States, the second in the world. This Constitution was a milestone in the rise of democracy and in the history of law. HOW POLISH PEOPLE CELEBRATE THE MAY 3RD CONSTITUTION DAY? In bigger cities and counties, mayors and local authorities would speak to the public at official celebrations. Main activities of the celebrations would include flag flying, reading of the constitutional preamble and military parades. Official celebrations with the attendance of President of Poland is held in country’s capital Warsaw, it is also
broadcasted live on Polish public TV channel. That day, common people either join patriotic exhibitions, concerts or other events, that commemorate May 3rd Constitution (many people gather at the Tomb of Unknown Soldier in Warsaw), or just enjoy a day free of work. Constitution Day is part of Majówka – ‘long weekend’, spring holiday season which apart from May 3rd Constitution Day includes two other national holidays, May 1st is an International Labor Day, which is followed by Flag Day on May 2nd. Polish flag is a horizontal bicolor of white and red. Flag Day was established in 2004 in order to promote national identity and knowledge of national
symbols. May 2nd is also Polish Diaspora and Poles Abroad Day. OTHER ACTIVITIES IN MAY
May is the month of concerts and festivals. They are organized by students and for students, being a part of Juwenalia, (from Latin ’the feast of youth’), celebrated annually, before summer exams. Three days of Juwenalia are free from lectures and are packed with concerts, parties, sport events, beer drinking etc. Each college in Poland organizes its own Juwenalia, which makes May a month full of fun activities.

Dragon Boat Festival
The activities of the "Waterfront Taipei 2017 Dragon Boat Festival" held by the North Metropolitan Government at Dajia Riverside Park bring a variety of fun events for children, so that they are enjoying a healthy day out in nature. Zongzi making the traditional way;
egg standing game, a traditional game played at noon brings good luck to those who can make an egg stand upright; the carnival market for the whole family to enjoy. All these activities are down at the waterfront, bringing families out to enjoy the day together.
The Dragon Boat Race attracts more than 200 domestic and foreign teams each year to participate, and is the country's largest dragon boat race. This year's theme is "City University Dragon Boat Invitational". We hope that we can continue to

“I’ve waited for this ID for 54 years,” the 81-yearold said upon receiving the card from Premier Lin Chuan (林全), who visited him at the Bethlehem
Foundation in Tainan to present the ID to him. O’Connell said he has always seen himself as a Taiwanese and that he loves Taiwan because the Taiwanese people love him. Now that he has obtained an ROC ID, the priest said he hopes he can live until 100. O’Connell is the first person to be naturalized as an ROC citizen without having to renounce his original citizenship, which became possible after an amendment to the Nationality Act was passed last month. O’Connell was born in 1936 in the United States and was dispatched by the Catholic Maryknoll Fathers to Taiwan in 1963, when he was 27. In 1988, he established the St. Theresa Opportunity Center in Tainan, which provides day care services for children and adults with mental or physical disabilities. In 1996, he set up the Bethlehem Foundation, which mainly serves children with developmental delays under the age of six. Although he was granted permanent resident status in Taiwan in 2011, O’Connell hoped to obtain an ID card while retaining his U.S. citizenship. His dream finally came true when the Legislative Yuan passed an amendment to the Nationality Act in December 2016 to allow foreign nationals with special contributions to the country to obtain ROC nationality without renouncing their original citizenships.

2017 台北世大言人 賴 甘 霖 神 父 : 終 於 完 成 心 願 成 為 「 正 港 」 台 灣 人 年輕時，離開西班牙，居住過中國、菲律賓、東帝 汶，最後愛上台灣。 100歲的西班牙神父賴甘霖，擁有醫學博士及 神學博士學位，在台行醫，散播愛，榮獲總統府 頒發三等景星勳章。從移民署長何榮村手中，興 奮地收到身分證，在台灣近50年， 早已是台灣人， 「在台灣服侍你們， 犧牲自己服務別人，讓我一輩子都 很快樂！」神父激動開心，還唱起 歌，勉勵大家分享愛的能力。 神父的西班牙名字是ANDRÉS DIAZ DE RÁBAGO，1917年10月3日誕 生於西班牙的小鎮卡瑞米娜 (CARAMIÑAL)。父母是天主教 徒。1947年在中國，行醫5年後，晉 陞鐸品之後離開中國，在菲律賓10 年、東帝汶7年，培養出諾貝爾和平 獎得主貝羅主教(CARLOS FILIPE XIMENES BELO)。1969年來台灣， 幾十年在台大醫學院授課，他就是 人們心目中的甘霖。在百歲生日時 許願，希望成為台灣人，如今終於完 成這個心願。除此,賴甘林神父也是 2017台北世界大學奧運會代言人. 充分展現永遠年輕熱情愛 生命的 (正港)台灣人. Rev. Andres Diaz de Rabago of Spain, was awarded citizenship of
the Republic of China (Taiwan) on April 13 by MOI Deputy Minister Chiu Chang-yeuh. He was born on October 3, 1917 in the beautiful town of Caramiñal in the northwest of Spain. He went to medical school as a Jesuit monk to obtain the University of Madrid Doctor of Medicine degree. He arrived in mainland China in 1947 to practice medicine and later moved to the Philippines for 10 years, and East Timor for 7 years. He arrived in Taiwan in 1969, and has been teaching at National Taiwan UNiversity College of Medicine for 30 years. In 2015 he was awarded the ROC’s Order of the Brilliant Star with a third rank for his tireless work with patients. His 50 year stay in Taiwan has been a fulfilling one and he is very happy to finally become an ROC citizen. For Rev. Andres Diaz de Rabago, serving the people of Taiwan has been and continues to be a deeply enriching and satisfying experience. 31

周澄 蘭嶼秋月 蘭嶼秋月為我乙酉年秋所作， 大抵多年前曾登蘭嶼采風寫生，回 來後一直未能想出比較理想的構 圖，有一天夜裡，時近中秋，明月 如鏡，夜闌無法入睡，突然靈光一 現，想起蘭嶼印象，頗為強烈，於 是舖紙研墨，而腦中已有全幅的構 思，也想起張九齡的海上生明月之 詩句，在非常寂靜中將大致的構圖 布局完成，天色漸曉，倒頭睡去， 隔天將細節整理，多次將畫懸於壁 上遠觀，輾轉潤飾敷彩，近半月方 將此作完成，並錄張九齡詩於畫 上，以增畫外之意，畫面得靜字意 涵，也寄對友朋遠離相思之情。
The painting "Orchid Island Autumn Moon " is made in the autumn of 2005. So many years ago, I have been unable to think of an ideal composition since I came back. One night near the Mid-Autumn Festival, the moon as a mirror, I could not sleep, suddenly Emmanuel, think of Orchid Island impression, quite strong, so prepare paper and ink, and the brain has a full-scale idea, but also think of Zhang Jiuling's verse "The sea gave birth to the moon", in the very quiet moment, the composition of the layout is completed. When the sky dawn, I fell asleep, the next day I wake up to finish the final details. I make color modification after hanging the picture on the wall many times. The picture is nearly half a month to complete, and recorded Zhang Jiuling’s poetry in the painting, to increase the meaning of painting, the picture was quiet meaning, also sent to friends on the other side of the Acacia.

毎年台東市を熱狂ムードに巻き込み、多くの観光 客も参加する国内の三大元宵節祭りです。飛魚祭 りは毎年三月中旬に始まります。祭りの意義は、 飛魚を招き、豊漁を祈願するというものです。住 民は海の資源を重視し、食べ切れなかった飛魚は 干して貯蔵します。毎年三月末から四月まで行わ れます。ブヌン族は山の守護者です。最も重要な 祭典は打耳祭です。親潮と黒潮が交わる恵みを受 けて、台東の成功沖には海底生物が多くいます。 毎年夏、台東ではさまざまなイベントが開催され ます。中でも鹿野高台「バルーンフェスタ」の係 留フライト体験は観光客に大人気。わざわざ海外 へ行かなくても、係留された熱気球に乗り込み、 上空へあがる係留フライト体験が台東で楽しめま す。るため、深長い時間並んでようやく搭乗でき る熱気球。希望、夢、自由が熱気球といっしょに 飛び立つ瞬間、それだけの価値があると思わせて くれます！ 타이동은 아름다운 자연 경관, 높은 산, 종곡, 해양, 이도(離島), 온천, 176킬로미터에 달하는 해안선, 그리고 두 개의 이도(離島) 란위와 뤼다오가 있다. 산업 오염이 없는 타이동은 농산물이 풍부하고 전 성(全省)이 두루 알려져있다. 유명한 특산물에는 관산쌀, 원추리의 꽃, 표고버섯, 히비스커스꽃, 녹야 복록차, 태봉고산차, 석가, 감귤, 발렌시아 오렌지 등이 있다. 이 외에, 태평양에 위치한 쿠로시오 해류 를 지나는 해역으로 인해 어업자원이 풍부하고 오 분자기(九孔), 랍스터, 가다랑어 등의 진귀한 해산 물이 많이 생산된다. 방문하게 된다면 배부르게 먹 는 것을 잊지마라. 타이동의 경관은 관광국이 국가적 관광지로 정한 동해안선과 종곡구(남횡연선 포함)를 포함한다. 이 도(離島) 란위는 문화경관이 자연스럽게 형성되어 있고, 남쪽의 따우샨은 자연보호구역에 속해 있다; 즈번 온천은 국제적으로 알려져있고, 우월한 자연 조건을 갖고 있는 뤼따오는 세계적으로 알려진 해 저 온천을 가지고 있으며, 전 현의 풍경이 아름다워 많이 찾아 가는 곳이다.
