This was just as the minister once again pledged his loyalty to President Bola Tinubu, saying he would not contest against the President in the 2027 presidential election.

The minister also said his administration would not be in a position to pay the $7 billion contractual component of the Abuja Light Rail to the Chinese firm, China Civil Engineering Construction Corporation (CCECC), but that they would be able to pay the naira component.

Wike, who said these during a media parley in Abuja, highlighted the quest for justice as the key reason why he and the G-5 group of governors resolved to support the ambition of Tinubu in the 2023 presidential election.

Addressing the political feud in Rivers State, Wike accused Fubara of trying to foist a political crisis on himself.

“Let me tell you, I don’t like ingrates. I can’t stand it. What is happening now (in Rivers) is what former Governor Peter Odili said in his book: ‘Give a man power and money, then you will know the person.’ If you haven’t given a man power and money then you don’t know the person.

"He may be your friend, he may be your son, sister or mother or father. I don't want to go into that," the minister stressed He accused Fubara of seeking to destroy the structure which produced him as governor just within three months of his emergence as governor.

“You know what is painful? All these allegations, I smile. Who and who sat with him. In all your doings be grateful in your life no matter the circumstance. Nobody who is a gentleman and a politician will support this kind of thing.

“I left projects for him to commission so he would showcase them during his 100 days, then politics

came in. We are just starting. God gave you something, you are now importing crisis.

“God gave this (power) on a platter of gold, no crisis. The federal government is not fighting you, nobody at home is fighting you.

You are the one trying to create a crisis for yourself.

“What kind of system is that? Who does that? Only ingrates that it is in their blood that will support what is happening there (in Rivers). Only

those who are naturally ingrate.”

He stressed that his loyalty to Tinubu stemmed from the fact that the President made him the FCT Minister, having worked for the emergence of Tinubu who, against all odds, defeated all his major adversaries in Rivers State during the presidential election.

The Governor of the Central Bank of Nigeria (CBN), Mr. Olayemi Cardoso, yesterday, said for Nigerian banks to effectively play their intermediation role in the N1 trillion economy the President Bola Tinubu’s administration was targeting, the apex bank would be directing the financial institutions to increase their capital.

He also assured Nigerians that despite concerns about the current state of the country’s economy, the challenges are not insurmountable.

Cardoso, who said these in a keynote address he delivered at the Chartered Institute of Bankers of Nigeria (CIBN) 58th Annual Bankers’ Dinner and Grand Finale of the Institute’s 60th Anniversary, held in Lagos, pointed out that with right policy measures, the country could overcome the obstacles hindering economic growth and pave the way for progress and prosperity.

Also, the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, in his goodwill message, said Tinubu’s courageous reforms were aimed at ensuring a stable, robust and conducive environment to attract private investment.

He noted that despite difficulties, the commitment to a strengthened economy is unwavering, and promising results.

The assurance by Cardoso came on same day the National Bureau of Statistics (NBS) disclosed that Nigeria's Gross Domestic Product (GDP) growth rate increased to 2.54 per cent year-on-year in real terms in the third quarter of the 2023 (Q3 2023), compared to 2.51 per cent in the preceding quarter.

The minimum paid-up share capital to be maintained for a national banking licence in the country is N25 billion, which has since been eroded due to naira devaluation and the impact of inflation.

Cardoso explained: “Indeed, despite the challenging global and domestic macroeconomic environment, Nigeria's financial sector has demonstrated resilience in 2023, with key indicators of financial soundness largely meeting regulatory benchmarks. Stress tests conducted on the banking industry also indicate its strength under mild-to-moderate scenarios of sustained economic and financial stress, although there is room for further strengthening and enhancing resilience to shocks.

Therefore, there is still much work to be done in fortifying the industry

for future challenges, a topic that I will delve into later in my address.

“In my recent speech at the 370th Bankers' Committee meeting, I highlighted the economic agenda of President Bola Ahmed Tinubu's administration. The administration, as outlined in the widely circulated Policy Advisory Council report on the national economy earlier this year, has set an ambitious goal of achieving a Gross Domestic Product (GDP) of $1 trillion over the next seven years, with clearly defined priority areas and strategies.

“Attaining this substantial target necessitates sustainable and inclusive economic growth at a significantly higher pace than current levels.

The administration has already commenced this journey through fiscal reforms, including the removal of petrol subsidy and the unification of the foreign exchange market rate.

“Considering the policy imperatives and the projected economic growth, it is crucial for us to evaluate the adequacy of our banking industry to serve the envisioned larger economy. It is not just about the stability of the financial system in the present moment, as we have already established that the current assessment shows stability.

“However, we need to ask ourselves: Will Nigerian banks have sufficient capital relative to the financial system's needs in servicing a $1.0 trillion economy in the near future? In my opinion, the answer is “No!” unless we take action.

Therefore, we must make difficult decisions regarding capital adequacy.

As a first step, we will be directing banks to increase their capital.”

He expressed confidence and optimism that by taking appropriate corrective actions and strategic steps, macroeconomic stability would be restored in Nigeria and the fundamental flaws in the economy addressed.

The CBN governor noted that the removal of petrol subsidy and the adoption of a floating exchange rate, among other government policies, were anticipated to have positive effects on the economy in the medium-term. These measures, according to him, were expected to enhance investor confidence, attract capital inflows, stimulate domestic investment, and ultimately improve the level of external reserves.

Additionally, they are expected to contribute to the stabilisation of the domestic currency.

According to him, “Technology will continue to play a critical role

"Nothing would make me contest against the President in 2027. Tinubu made me minister, people don't understand, I have character. What will happen in 2027? I stood and I said I am not going to support this injustice. I was threatened that they will do me this and they would do me that. They tried many options, including using Major Generals.

“So, I stood firm with myself. This is injustice. I would not allow it. And

in delivering financial services and enhancing financial inclusion.

However, recent developments in the payment services landscape have raised concerns regarding the use of technology and the existing licensing and regulatory framework. “We have observed that some licensees are operating outside the approved activities, breaching the boundaries set for them. Any intentional or unintended non-compliance will be subject to sanctions, as operators have the responsibility to ensure that they are licensed for the activities they undertake.

“Concurrently, as we conduct a comprehensive review of the licensing framework for payment services, we will engage in extensive consultations to develop a new regulatory and compliance framework that is suitable for the technology-driven payment services sector. Looking ahead for the industry, banks should reassess the responsible banking framework to ensure that the requirements are effectively integrated into their strategies.

“I am aware that some banks have made commendable progress in this regard. Furthermore, the CBN is taking steps to enhance its in-house capacity so that it can assist other

banks that still have progress to make in implementing their sustainability principles.”

According to Cardoso, while macroeconomic indicators were valuable in assessing performance, he was equally concerned about the well-being of the average citizen.

He noted that the plight of the hardworking masses in urban centers and villages was a pressing concern.

“We must ask ourselves if there is a potential future where a brilliant and motivated teenager from anywhere in Nigeria could attend a future anniversary dinner instead of being drawn into outlawed militant groups or extremist ideologies.

“Likewise, recognising the pivotal role that women play as critical players in the economy, one cannot overlook the significant impact that providing them with opportunities can have on Nigeria’s economic advancement. To address this, we need to develop stronger frameworks for measuring the human condition and ensure that policymakers and business leaders pay as much attention to these measures as they do to macroeconomic indicators. This means tracking indicators such as Continued on page 53

way to start. We will focus not on winning the elections alone, but on delivering for the people.

They are sovereign and when we achieve what we promise, voters will respect us. We will work with you at the sub-national levels, and we will uphold the strength and superior excellence that is symbolised by the eagle on our coat of arms."

In his earlier remarks, the National Chairman of the APC, Dr. Abdullahi Ganduje, who led the governors-elect and APC stalwarts to meet with Tinubu, said the party’s candidates conducted themselves with integrity as directed by the President during the elections, and that the party had conceded victory to the opposition in Bayelsa State.

“We lost the election in Bayelsa and we have conceded in good faith.

You directed that the elections should be free, fair, and peaceful, and it was so," Ganduje said.

Uzodinma, who spoke on behalf of the candidates who contested the off-season gubernatorial elections, thanked the President for providing strong and purposeful leadership at the center, which enabled and energised their campaigns.

His words: “We won because of the leadership you demonstrated. The country was struggling, but the economy has been responding to the reforms and rapid-response strategy you have put in place."

Addressing newsmen after presentation of their certificates of return to Tinubu, the two governorselect said the presentation of the certificates to the party leader was in recognition of his leadership and guidance he had demonstrated since he emerged as the President of the country.

On his part, Uzodinma said his victory at the November 11 poll further validated the victory of Tinubu at the nation’s presidential election and the growing popularity

of the APC by Nigerians.

He said: “You recall that the election of November 11, our great party, APC, that is growing in popularity came out successfully in Kogi State and Imo State and you know that the leader of the party is the President and it is our tradition that after we have received our certificate of returns in an off cycle elections like that of Imo, Kogi States we should come to honour him by presenting the certificate to him in recognition of not only his leadership, but the guidance he has demonstrated since he emerged as the President of the country.

“Our victory at the polls shows that Nigerians are still very happy with the APC, Nigerians voted en-mass for the President and this victory validated this claim through the voters in Kogi and Imo states.

“So we have come to honour the President and also use the opportunity to thank him for the support and advice, the wisdom he imparted on us and achievements he has recorded since he became the President which most of us leveraged on to be able to convince the voters to vote for us,” Uzodinma added.

Also speaking, Kogi State governor-elect Usman Ododo, who said his mandate was for the people of Kogi State, expressed his readiness to serve the people.

“Through the campaign processes we have met our stakeholders, the mandate is for the people and so we are coming to serve the people, we must consult with them. We thank President Tinubu for the good he has done for the people,” Ododo added.

Ododo, also stated that the governorship elections in both Imo and Kogi states reflected the growth of the party.

COURT OF APPEAL AFFIRMS DELTA, OGUN, AKWA IBOM, KADUNA, EBONYI, KEBBI GOVS’ ELECTIONS State (APC) and Nasir Idris of Kebbi State (APC), all had the appellate tribunals rule in their favour.

In Lagos, unanimous judgments of different panels affirmed the elections of Oborevwori, Eno and Nwifuru, but that of Abiodun was a majority judgment of two to one while a panel sitting in Abuja affirmed Sani and overruled the order of the lower tribunal for a rerun within 90 days.

DELTA

In Oborevwore’s case, the court dismissed three separate Appeals filed by the governorship candidate of the APC, Senator Ovie OmoAgege, candidate of the Social Democratic Party (SDP), Chief Kenneth Gbagi and the Labour Party (LP) Governorship Candidate, Kennedy Pela, challenging the election of Sheriff Oborevwori as governor of Delta State.

The three-member panel presided over by Justice Hamma Akawu Barka held that all the three Appeals were lacking in merit. Other members of the panel were Joseph Olubunmi Oyewole and Justice Hadiza Shagari.

The Delta State Governorship Election Petition Tribunal sitting in Asaba, had on September 29, upheld Oborevwori as winner of the March 18, governorship election.

Omo-Agege, however, filed an appeal at the appellate court, challenging the judgment of the election petition tribunal.

Omo-Agege, who is the immediate past Deputy President of the Senate, in his appeal, had prayed to be declared winner of the poll. But Oborevwori, urged the court to dismiss the appeal which he contended lacked merit. In its judgment yesterday, the Court of Appeal upheld Oborevwori's election and dismissed Omo-Agege's appeal for lacking in merit. Oborevwori polled 360234 votes to defeat the All Progressives Congress APC Candidate Senator Ovie Omo-Agege who scored 240229 Meanwhile, Omo-Agege, has described the judgement of the Court of Appeal as a redemption deferred for Deltans.

While he said deeply respects their Lordships, the former Deputy Senate

President said he was convinced that the learned justices clearly misapprehended the reformed electoral jurisprudence that now prevails to deepen democracy in the country.

According to a statement issued after the decision and signed by his Media Adviser, Mr. Sunny Areh, Obarisi Omo-Agege said he firmly believed that justice was yet to be given to the people of Delta State who voted for him and the APC. “We will proceed to the Supreme Court. The issues at stake touch on the future and wellbeing of the people who voted for a New Delta. We have a duty to respect them by defending their faith in us with every sense of diligence and responsibility. We don’t waver on what is right.

“I am confident that the revered Justices of the Supreme Court will examine the areas overlooked at the Appeal Court and give justice to our people,” he said.

He appealed to his supporters to remain calm and law-abiding, assuring that the judiciary which

The court affirmed the election of Governor Abiodun of the ruling APC as winner of the March 18, poll, in Ogun State. In a majority judgment delivered by the duo of Justices J.S. Ikyegh and Muhammed Mustapha, the appellate court dismissed the appeal brought before it by the governorship candidate of the People's Democratic Party (PDP), in the state, Hon. Ladi Adebutu.

The court held that the appeal lacked merit as it found no substance in it and subsequently dismissed it, affirming the earlier decision of the Tribunal without costs. The Ogun State Governorship Election Petition Tribunal sitting in Abeokuta had on September 30, 2023, upheld Abiodun's declaration as the winner of the March 18, governorship election.

FG: Nigeria’s Opaque Tax Waiver Regime Gulped N18tn in 3 Years Emmanuel Addeh in Abuja The federal government yesterday said the mostly opaque tax waiver regime in the country gulped N18 trillion in the last three years, without a transparent mechanism to measure the benefits.

The Chairman, Presidential Committee on Fiscal Policy and Tax Reforms, Taiwo Oyedele, who spoke on Channels TV, maintained that Nigeria had over the years failed the prudency test in granting tax waivers.

While admitting that every country has some form of waivers for certain reasons, he argued that the manner Nigeria administers its own needs to be questioned.

He said: “Essentially, every country gives one form of waiver, incentive or the other.

So in principle, there’s nothing wrong with granting waivers but the way we have done this over the years, essentially means that we haven’t been as prudent and transparent about the waivers we granted.”

Oyedele argued that the manner Nigeria has carried out its own tax waivers has been selective and only favoured those who have access to government.

“In some cases, it’s been based on those who have contacts and access. While some are benefiting, you find someone who is doing business in the same industry does not have access to it.

“What that means is not only

IPOB Announces End to Sit-at-Home in South-east Gideon Arinze in Enugu The Indigenous People of Biafra (IPOB), yesterday, commenced the distribution of flyers and posters across the South-east to notify residents of the cancellation of sit-at-home exercise in the region.

In a statement, the spokesman for the group, Emma Powerful, said that the exercise is intended to convey its leader, Nnamdi Kanu’s pronouncement cancelling Monday sit-at-home and to inform the people that the exercise is not only “dead”, but will also never again be invoked or deployed as a tool of civil disobedience in the group’s quest for self-determination.

In the statement titled, ‘Monday weekly sit-at-home: An ugly phase of a bygone history that must never be repeated as echoed by Mazi Nnamdi Kanu’, Powerful warned that any person or persons talking about sit-at-home in Igbo land again will be considered an enemy of the people and will be dealt with accordingly.

Part of the statement read: “It is to be stated for the umpteenth time, for those who may feign ignorance of the laws governing the conduct expected of IPOB family worldwide, that Our supreme leader Mazi Nnamdi Kanu has ordered the permanent end to Monday sit-at-home in Biafraland

and anybody seen enforcing this illegal and non-existent Monday sit-at-home will be apprehended and summarily dealt with on the spot,”.

In the statement, Powerful maintained that the criminal elements are not working for Biafra’s restoration nor the release of Kanu, who is “unlawfully detained in the DSS solitary confinement in Abuja,”.

“Those purporting to be running a Biafra Government in Exile, from somewhere in Finland, also known as Autopilot are not IPOB members and their activities do not represent the views of the supreme leader Mazi Nnamdi Kanu, rank and file IPoB membership nor ESN operatives,” he said.

He noted that the social media Biafra Government in Exile, BGIE, has nothing to do with IPOB and Kanu neither does the IPOB leader have anything to do with them.

“Biafran struggle championed by IPOB does not have any government in exile and will never have any government in exile,” he said.

“People that never led a protest anywhere in the world, were never detained or held meetings with any international bodies can never claim to represent our people,”.

same amount Nigeria generates in revenue, he lamented that aside the waivers on Value Added Tax (VAT) which might have some social impact, the rest is largely a waste.

“This is really the part that makes it painful because it would then appear like you just wasted the money you didn’t even have in the first place, and those numbers are

huge compared to our revenue base.

“If we were a country where we were making N60 trillion to N70 trillion and we gave away N6 trillion we would say we can live with it. But the revenue generated by the Federal Inland Revenue (FIRS) in 2021 was just barely N6 trillion. And then you give that amount away in tax waivers and incentives,” he lamented.

N/Assembly to Conclude Fresh Amendments to Electoral Act by December 2024 Onyebuchi Ezigbo in Abuja As Nigeria continues to grapple with the challenges of conducting a free and fair election, the National Assembly has promised to conclude the amendments to the Electoral Act (2022) before the end of 2024.

Apart from considering proposals to address the current challenge of appointment of a non-partisan persons into the Independent

National Electoral Commission (INEC), the National Assembly said it will review the issue of minimum educational qualification of candidates for respective elective offices.

The Joint Committee of the National Assembly on Electoral Matters which rose from a 3-day retreat in Lagos over the weekend with a resolution to amend the Electoral Act 2022, said it will seek to address conflicts arising from decisions

of the courts, by ensuring that pre-election or post-election matters are concluded before the swearing-in of successful candidates.

At the retreat, organised in collaboration with Policy and Legal Advocacy Centre (PLAC) and the UK Foreign and Commonwealth Development Office (FCDO), the members also decided to expeditiously pursue and conclude the amendments

before the end of 2024.

The retreat deliberated on recent judicial decisions and their impact on Nigeria’s electoral legal framework including decisions from the Appeal Court and the Supreme Court.

In addition, the committee reviewed the operational challenges in INEC, and mechanisms that could be deployed to hold election offenders accountable were broached and delved into.

Ganduje Inaugurates Rivers State Caretaker Committee Adedayo Akinwale in Abuja and Blessing Ibunge in Port Harcourt The National Chairman of the All Progressives Congress (APC), Dr. Abdullahi Ganduje, yesterday, inaugurated the River State Caretaker Committee.

Recall that the National Working Committee (NWC) of the party on Wednesday dissolved the Rivers State Executives of the party at all levels.

The members of the committee are: Chief Tony Okocha, who will serve as Chairman, while Chief Eric Nwibani will serve as the Secretary.

Addressing the committee members, Ganduje noted that since 2015 APC had been suffering setbacks as a result of intra-party conflict and litigations

which led to the defeat of the party in the state.

His words: “So this new National Working Committee of our great party, has examined every issue about the party, both at the national level and at individual state levels. And decided to reform the party and this is not possible until we examine the leadership in our respective states.

“There is no doubt we have members who have been in APC since its creation. Some have left

the party, some prominent party members left the party and even contested in another political fight and they do not wish to come back. Some of the original party members also followed another faction, they too they’re ready to come back.”

Ganduje added that there were newcomers from other parties who would like to come into the party, saying there was no time to rejig the leadership of the party but now.

Five Killed as Fulanis, Gwaris Vigilante Clash in Niger Laleye Dipo in Minna Not less than five people have been confirmed killed in a clash that occurred between Fulanis, Gwaris and men of the local vigilante at the Beji Market in the Bosso Local Government Area of Niger State.

The incident which occurred on Wednesday evening at the weekly market of the town also left several people, mostly traders

injured.

THISDAY learnt that the remains of those killed in the fracas have been deposited at the Minna General Hospital morgue while those seriously injured were also treated at the same hospital and others received attention locally.

It was learnt that trouble started when the Gwaris in the market noticed a suspected drug dealer who was arrested

the previous market day plying his trade in the market.

The Gwaris in the town reportedly approached and asked how he escaped from the clutches of men of the National Drug Law Enforcement Agency (NDLEA).

According to eyewitnesses, the issue degenerated into a hot argument with the Gwaris insisting that the drug dealer must leave the

market.

It was gathered that other Fulanis in the market rose in support of the drug suspect, a development that led to clashes between the two ethnic groups which also brought in men of the local vigilante groups.

Different dangerous weapons were deployed by the warring groups in the clash leading to one of those involved being pierced in the stomach with his intestine gushing out.

NACA: Nigeria Progressing Towards Eradicating HIV by 2030 Onyebuchi Ezigbo in Abuja The National Aids Control Agency (NACA) has said that Nigeria is making significant progress in the effort to stop the spread of HIV infection in the country.

Addressing a press conference in Abuja, yesterday, to mark the World AIDS Day, the Director General of NACA, Gambo Aliyu, said that out of the 1.8 million Nigerians so far identified to be living with AIDS, 1.6 million are now on regular treatment and are living their normal lives.

He said: “Nigeria, like many other countries, has made significant strides in the fight against HIV/AIDS but there is

still much to be done to achieve the goal of ending AIDS as a public health threat by 2030.

“Nigeria has the secondlargest burden of HIV infection.

Currently a total of 1.8 million persons are estimated to be living with HIV in Nigeria out of which about 1.63 million are already on the lifesaving medication of ART. “Approximately 58 per cent are estimated to be female, and 42 per cent male. The national average of mother-to-child transmission rate of 22 per cent is driven by a large number of states with transmission rates above 25 per cent and few states with rates below 15 per cent.

Nigeria is responsible for about 30 per cent of the world’s gap in PMTCT.”

Waltersmith Refinery Intensifies Phase 2 Development as Minister Hails Promoters Peter Uzoho The Chairman of Waltersmith Group, Mr. Abdulrazaq Isa, has indicated the efforts and high-level commitment of the company and its equity partner to ensure successful delivery of the Phase Two of its refinery project sited in Ibigwe, Ohaji/Egbema Local Government Area of Imo State.

The modular refinery with a 5,000 barrels per day production capacity achieved under the Phase1 development, is currently undergoing expansion to 10,000bpd with a target to further ramp up the capacity to 40,000bpd in the shortest possible time.

That is why we are working very hard to conclude the next phase and ramp up the capacity. “The global perception of Nigeria is poor and the impact of this is heavily felt in the nation’s economy. I believe that a renewed commitment and deliberate effort to strengthen the country’s reputation will yield the right results.

“Therefore, I accept this responsibility to serve as the Chairman, NIPR Nigeria Reputation Management Group (NRMG) Committee because I know the enormous value this project will add to our country, Nigeria,” Adeniyi concluded.

Oyebanji Inagurates 3.6mw Ekiti IPP Gbenga Sodeinde in Ado Ekiti Ekiti State Governor, Mr. Biodun Oyebanji, has inaugurated the 3.6 megawatt Ekiti Independent Power Project (IPP) in Ado Ekiti, in a move seen as a major step towards industrialisation of the state.

Performing the inauguration at the project site located on Bank Road, Ado Ekito, the state capital, Governor Oyebanji said the project would help alleviate power challenges faced by residents and business offices as well as boost economic

activities and industrialisation process as well as enhance the overall quality of life of the people of the state.

The inauguration of the IPP, came barely a month after the governor inaugurated electricity projects in several communities in four local government areas of the state that have been without power supply for over 10 years.

Oyebanji, who described the IPP project as a game changer, said the project is a testament to his administration’s commitment to self-sufficiency of energy aimed at bringing

about rapid industrial development of the state through enhanced economic activities and employment opportunities that would lead to growth and development.

The governor, who emphasised the importance of the project in meeting the growing energy demand of the state, while reducing dependence on the national grid, said his administration has put in place series of measures to put an end to the ugly situation of epileptic power supply in the state.

Battling Open Defecation in Lagos

The lack of public conveniences and rampant open defecation have reached alarming levels. (Warning: Don’t look out of your window when crossing any bridge in Lagos).

I’m happy to admit that it’s not purely a Nigerian issue. The United Nations acknowledges that there is a global sanitation crisis, one that the world is working too slowly to solve. World Toilet Day, celebrated on 19 November every year, is about inspiring action to tackle the global sanitation crisis and reach the 3.5 billion people still living without safely managed sanitation.

According to the UN, “Right now, we are seriously off track to meet SDG 6: safe toilets and water for all by 2030. World Toilet Day 2023 is about getting the world on track by taking much faster action. The theme of the World Toilet Day 2023 is Accelerating Change.

World Toilet Day celebrates toilets and highlights the global sanitation crisis that affects billions of people around the world who are living without access to a safely managed toilet.

This is precisely why open defecation is a major issue. It poses a severe risk to public health as it contributes to the spread of waterborne diseases like cholera, typhoid, and diarrhoea. These diseases disproportionately affect children, resulting in high mortality rates.

The truth is that human waste left in open areas contaminates soil and water sources, leading to longterm environmental degradation. This pollution affects agriculture, water supply, and the overall quality of life in affected areas.

In addition, lack of access to sanitation facilities strips individuals of their dignity and subjects them to social stigma. Women and girls are particularly vulnerable, as they often wait until dark to relieve themselves, exposing themselves to safety risks.

Moreover, poor sanitation negatively impacts the economy by reducing productivity and increasing healthcare costs. Businesses may also be deterred from investing in areas with sanitation challenges. These are the issues.

One major reason for the sanitation crisis is the inadequate number of public toilets and sewage systems in Lagos. Many times, existing facilities are

often poorly maintained or not easily accessible.

The reason for this is not far-fetched, Lagos experiences rapid urbanization, leading to overcrowding and strain on existing sanitation infrastructure. The lack of proper planning exacerbates the problem.

The good news is that the situation can be remedied.

Governments at all levels must prioritize investment in sanitation infrastructure, including public toilets and sewage systems. Collaborations with private sector partners can help in funding and maintaining these facilities.

Secondly, communities should be involved in the planning and maintenance of sanitation facilities. This approach fosters a sense of ownership and ensures sustainability. This must be backed with comprehensive public awareness campaigns to educate citizens about the importance of proper sanitation practices and the dangers of open defecation.

The governments would equally do well to enact and enforce policies that promote proper sanitation, including penalties for open defecation and incentives for private sector involvement.

Furthermore, collaboration with international organisations and NGOs can provide financial and technical assistance to tackle the sanitation crisis.

in South Africa. First, there has to be a shift in outlook and mindset. The belief in the efficacy of witchcraft remains strong in the country. It is unfortunate that early in this 21st century, South Africans still attribute their misfortunes to harmful magic. The South African government should take measures to educate and enlighten the people and reason them out of this misconception and superstition.

The public education campaign should be taken to the villages and rural communities, to provinces such as Limpopo where witch persecution often takes place. Public enlightenment programs will help weaken the grip of witchcraft belief in the minds of the people. The programs will make people unwilling to commit atrocities in the name of witchcraft. But the public awareness programs will remain ineffective if local healers such as the Sangoma do not cease sanctioning and sanctifying witchcraft cosmologies. These traditional healers use witchcraft narratives to make sense of people’s existential problems and challenges. And they need to be held to account.

It is important to note that many people in South Africa and beyond attack and murder alleged witches because they believe, or better are made to believe that their misfortunes have been caused by witches in their families and communities.

Godswill Akpabio as Stabilising Force Ikenna Nicholas Ukwa

S

ince he assumed the position of the President of the 10th Senate, Senator Godswill Obot Akpabio, has remained focused on leading an arm of the National Assembly that supports the executive and legislature in stabilising the country.

From the quality of bills passed by the Red Chamber under his leadership, there is no doubt that the choice of the former Akwa Ibom State Governor as Senate President by his colleagues was not a mistake.

He has also brought to bear his vast experiences in public office in the country which has been instrumental in some of decisions taken by the Senate under his leadership.

For instance, the Senate under Akpabio had opposed the proposal for a 40 per cent increase in electricity tariffs in the country, which would have added additional burden on the suffering masses. Electricity providers that have over the years fallen short of reasonable expectations of Nigerians most of whom had been suffering untold hardship arising from the inefficiencies of power generation and distribution companies, had proposed electricity tariff hike in July. But the Senate kicked against it and urged the power providers to “allow Nigerians to breathe.”

Another important feat recorded by the Senate under Akpabio, was its rejection of a purported move by President Bola Tinubu, Chairman of the Economic Community of West African States (ECOWAS) and other leaders of the region to deploy troops to Niger Republic after the military coup in the country.

Rising from a closed-door session that lasted close to two hours to discuss, the letter written to the Senate by Tinubu on the decisions taken by the regional body, the Senate had asked ECOWAS to strengthen political and diplomatic options and other means to resolve the political compass in the Niger Republic. The Senate while condemning the Niger coup in totality had commended Tinubu and other Heads of State of the other States of ECOWAS for their prompt response and the positions taken on the unfortunate development in Niger Republic.

Also, another remarkable move by the Akpabioled Senate was the halting of a nationwide industrial action by doctors under the aegis of the

Nigerian Association of Resident Doctors (NARD) after a closed-door meeting with principal officers of the Senate as well as the different strike and threats to down tool by the organised labour.

Concerned by the devastating impact of climate change on some communities in the country, Akpabio recently pledged to secure funds from the Inter-Parliamentary Union (IPU) to address the losses and damages. He said the IPU, a global body of parliamentarians, has a budget of $30 billion to fight climate change and that he will use his office as an executive member of the union to secure some funds during the 28th Conference of Parties (COP) in Dubai, the United Arab Emirates (UAE) to address the effects of climate change back home.

Akpabio said this recently during an interactive session with the management of the Nigerian Ecological Office at the Senate complex, Abuja.

COP is a global decision-making forum on climate change with about 198 member-countries. The COP28 will hold in Dubai from November 30th, to December 12th.

“I was elected into the executive committee of

the Inter-Parliamentary Union. I have found that within that organisation itself, there are budget intervening countries through parliament in ecological matters and climate change is about $30 billion.

“In the session for COP28 in Dubai, we have our own session on climate change. I will let them know that Nigeria is a place they should intervene,” the senate president said.

Akpabio said part of the damage caused by climate change in Nigeria was flooding that ravaged many parts of the country in recent times, adding that the flooding got worse after the neighbouring Cameroon opened its dam.

“Whenever the dam in Cameroon is opened, it happens on an annual basis, the amount of water that comes normally wipes out a lot of islands including most of the uplands in Bayelsa, those houses will wash away.

“It goes all the way to Ondo, down to Akwa Ibom. Most of the villages do not exist during that period of the raining season and when those dams are being built through renovation of yearly maintenance,” he said.

The Senate President lamented the level at which the flood ravaged many parts of the country.

The recent rejig of the Senate’s Standing Committees is another area where Akpabio displayed his accommodation spirit as he named Senator Jimoh Ibrahim (APC, Ondo) as the Chairman, Senate Committee on Inter-Parliamentary Affairs and Senator Natasha Akpoti-Uduaghan of the Peoples Democratic Party (PDP) as Chairperson, Senate Committee on Local Content.

Despite the uproar during the reshuffling of the parliamentary cabinet, he was able to manage the situation as he announced the composition and leadership of the standing committees in the upper chamber with about 72 committees.

In the new development, Akpabio replaced committees of the sacked senators with other senators.

The Senate President named some of the new senators as chairmen and vice chairmen of standing committees, saying that the rejigging of the committee leadership was for effectiveness.

No doubt, Akpabio has continued to provide quality leadership for the Senate and must be encouraged. He remains a stabilising force in the country and must be given all the support to do more.

England Return in Doubt Despite being fans’ favourite and his impressive form since joining Fenerbahçe from Queens Park Rangers, Bright Osayi-Samuel has never hidden his desire to return to England with the likes of Brentford and Bournemouth waiting in the wings. However, the Super Eagles defender’s wish may not come to pass, at least for now as the Super Lig club is looking to extend the Nigerian international’s contract at the ükrü Saracolu Stadium

right Osayi-Samuel finds himself at the centre of transfer talks, with Fenerbahçe making significant decisions regarding his future.

According to Italian media, the Süper Lig club is looking to extend the Nigerian international’s contract at the ükrü Saracolu Stadium.

Since his move from Queens Park Rangers during the 2020-21 interim transfer period for €508,000, Osayi-Samuel has garnered praise for his performances at Fenerbahçe.

His success has reportedly caught the attention of several English clubs, notably Brentford, Bournemouth, Everton, Fulham, West Ham United, and a host of other top elite clubs from England.

He has previously expressed his desire to return to England and play in the English Premier League, but all attempts to entice him back to England failed.

Meanwhile, with just one year remaining on his contract, Fenerbahçe has deliberated on securing Osayi-Samuel’s services for the long term.

The club, according to Aksam, plans to extend his contract and elevate his salary to bolster their position in potential transfer negotiations.

The Nigerian right-back has been a key figure for Fenerbahçe this season, appearing in 18 matches and starting 17 of them, scoring twice and assisting three times.

The developments around Osayi-Samuel’s

contract renewal and the heightened interest from English clubs indicate a pivotal period in the player’s career as transfer talks intensify.

An assist in Fenerbaçhe’s 4-0 win over Moldovan side Zimbru in the second leg of their Europa Conference League second qualifying round, followed up by another assist in their 5-1 win against Twente, has seen him pick up where he left off and from last season and continue his impressive form for the Turkish giants.

Strong, quick, and athletic, Osayi-Samuel looks like the modern-day full-back/wingback, but it was not until a year ago that the 25-year-old made his first appearance for the Super Eagles on November 17, playing 90 minutes in a pre-tournament friendly against Portugal who, unlike Nigeria, were then preparing to play in the World Cup. Nigeria lost 4-0, but Osayi-Samuel was arguably Super Eagles’ strongest performer, holding his own on the right flank and even winning a penalty that could have seen them cut the deficit to one goal, only for Emmanuel Dennis to squander the opportunity from the spot.

Playing in a position that has been occupied by the likes of Abdullahi Shehu, Ola Aina, Tyrone Ebuehi, Kevin Akpoguma in international friendlies and competitive games, he seemed to offer something completely different on the ball, something that Nigeria had been lacking for quite a few

years. It was little surprise to see him start at right back in each of their next three AFCON qualifiers, a 1-0 loss and a 1-0 win against Guinea-Bissau as well as a 3-2 win at Sierra Leone, and it looks like he will challenge Nottingham Forest’s new signing Ola Aina for the starting position in Jose Peseiro’s defense for next year’sAFCON in the Ivory Coast.

There’s no gainsaying that as a right-back, Osayi-Samuel has got a lot in his arsenal, and these footballing abilities are no surprise to those who had watched and followed his career trajectory from his time at Blackpool and Queens Park Rangers.

The Nigeria international started his career as a pure winger who delighted in taking on his markers with his pace, trickery, and guile, little wonder his style of play as a full-back is quite reminiscent of Victor Moses inAntonio Conte’s 2016/17 English Premier League-winning squad.

Born in Okija, Nigeria, Osayi-Samuel moved to Spain at an early age before emigrating to England at 10 years of age.

A product of the Blackpool academy, he broke into the first team as a teenager in 2015, playing primarily as a winger across League One, League Two and very briefly in the championship before securing a move to Championship mainstays Queen Park Rangers in September 2017. Osayi-Samuel’s ability to dribble, create and pose a threat to opposition defences was never in doubt but the numbers have hardly been really

outstanding in terms of goals and assists for the Fenerbaçhe man.

Thirty-seven goals and assists in 194 appearances across the lower divisions of English football may have looked more average than world-class but it was his potential that had most likely attracted Fenerbaçhe to him as he switched to the Turkish giants in the second half of the 2020/21 season and it was just a goal and an assist to his name in a total of 19 appearances before the end of that season.

His first full season was also not very remarkable as he was only able to manage two goals and five assists in 43 appearances across all competitions. Though, the arrival of Portuguese manager, Vítor Pereira at Fenerbaçhe in the summer of 2021 occasioned a formation change to a 3-4-3 for the Turkish club with Osayi-Samuel being one of those affected by this tweak as he was made to be the right wing-back in Pereira’s new set-up.

“That’s not usually my position, I’ve been an out-and-out winger. He wanted me to come back as a full-back when we didn’t have the ball. He started teaching me the basics of defending, and from there I started playing as a wing-back,” OsayiSamuel said in an interview.

The 25-year-old continued being a wingback/full-back from then on, and following a decent 2022/23 season where he established himself as a key player for Fenerbaçhe.

Heartland Target First NPFL Win with Enyimba’s Visit as Boboye Begins Salvation Journey Kunle Adewale

eartland FC of Owerri will be hoping for their first three points of the 2023/24 Nigeria Premier Football League as they welcomedefendingchampions, Enyimba of Aba, to the Dan Anyiam Stadium today.

Heartland are yet to taste victory in the nine-week-old league and are rock bottom on the 20-team log and it would be the Naze Millionaire’s first match since parting ways with former head coach, Christian Obi as new man at the helm, Kennedy Boboye, has promised to take the team out of the relegation waters.

Heartland FC are winless in the NPFL this season so far, having drawn six and lost three in nine matches. They lost three and drew two in their last five league matches and as per their horrid start to the season, the Owerri outfits are at the bottom of the table with six points.

Enyimba have however done fairly well in the league this term so far, having won four of their opening eight league matches. They won three of their last five league matches, including their 2-1 tight win over Bendel Insurance in Aba on Wednesday. They sit in the 8th position with 13 points, four points shy of the submit.

The direct confrontation record of Heartland versus Enyimba reveals that Heartland won five times, while Enyimba managed one victory, and four matches ended in a draw.

Heartland has not lost in each of their last nine Premier League games against Enyimba and have not conceded in each of their last four Premier League home games against Enyimba.

While Enyimba has not scored in each of their last four Premier League away games, Heartland has scored in each of their last 12 Premier League home games.

Joshua Plans to Re-enact Ali/Foreman’s ‘Rumble in the Jungle’ Anthony Joshua could revisit the Rumble in the Jungle as part of an “iconic” bout around the 50th anniversary of the legendary fight, says Eddie Hearn.

Promoter Hearn says talks have taken place over the heavyweight contender fighting in Africa, and that government backing for an event is available.

Joshua, 34, has Nigerian ancestry but has never fought on the continent.

“It’s something that would be iconic for the sport,” Hearn told

BBC World Service’s Newsday of the proposals.

“When we’re visiting these countries, there’s government funding to stage these events.

Pistorius to be Freed on Parole 11 Years after Killing Girlfriend Former Paralympic champion Oscar Pistorius is to be freed from jail on parole, nearly 11 years after murdering his girlfriend Reeva Steenkamp.

He shot her multiple times through a bathroom door on Valentine’s Day in 2013, later claiming he mistook her for a burglar at their Pretoria home.

Pistorius, now 37, was sentenced by a South African

court in 2016 to serve 13 years and five months in prison.

The parole board has set his release for 5 January 2024.

Once released, Pistorius will be monitored by the authorities until his sentence officially expires “just like all other parolees”, the Department of Correctional Services said yesterday.

He will also have to attend therapy sessions, according to the

Steenkamp family’s spokesman.

In a letter read out to the parole board during yesterday’s hearing, Ms Steenkamp’s mother said she did not oppose his release but wondered whether Pistorius’s “huge anger issues” were truly dealt with in prison. Kings of Lagos Nightlife

ew years ago, in our book ‘Fame: Untold Stories of its Fall and Rise’, we went “down memory lane” through the passages of Lagos nightlife, and the men that made the 90s a glistering decade of coordinated razzmatazz and strategic entertainment. In that chapter (‘Kings of The Night’) we briefly mentioned a few club owners whose personalities made some impact in our life as a young reporter.

“First was Jibola Shitta-Bey. We hit it off, as soon as we got to meet. He was a very quiet, shadowy figure...fleeting behind the flickering multi-colour lights, and booming sounds, making sure that all was going smoothly. Fast-talking and well-read, we tried to keep our friendship steady and intellectual, long after I stopped chasing the flickering nights. His father was a big-time politician who barely came around the club, but Jibola was competent, frugal and unobtrusive, so the old man didn’t have to fret about his investment.

The second person was the owner of Ace of Clubs, which became Ozone...and later, Party House. Here is my Facebook post of 21 August, 2021, on the former aviator turned club owner and businessman, Jerry James Anazia (68), when I found that he died a week earlier: “He was very quiet... very observant...and owned a slight tremor in his voice when chatting animatedly.

From his ‘owner’s corner’, of no special design, in his Ozone Nite Club (formerly Ace), right in the middle of Allen Avenue, Ikeja... Jerry Anazia would shake his head gently in appreciation of the bubbly fact that all was moving on well, and patrons were enjoying themselves. Always well-dressed... nothing over the hill...and never tipsy or seen carousing babes...even when all were eyeing his handsome light-skinned frame.

“When we got closer, and I could visit his home, it was a simple but well-furnished house...nothing outlandishly gaudy. Just

trendy... a dash of class.

“In business, I found him magnanimous. Once, at the height of FAME, he accepted to bankroll the post-production of the FMA ‘95 into well-edited VHS tapes, and advanced us about ₦450,000 (I believe). Then, the fracas that overwhelmed our management in 1996/97 provided a morbid opportunity for our so-called trusted production consultant to “swallow” the money, colluding with the other party to claim the money was from the proceeds of FMA. Thoroughly frustrated and saddened by the blackmail and blatant robbery, I met Jerry to explain what was going on, and our inability to continue the business as the man we contracted to produce/edit the video had switched allegiance - without remorse or scruples.

“Incredibly, he announced that he was al-right; he had read what was going on, and sympathised with us… ‘Some times, it happens in business like that...just forget and move on...na so life be sometimes.’

That was Jerry Anazia. A great spirit. Though we had not seen much since the year 2000, that episode remains etched in my mind as exemplary and magnanimous.

Even extraordinary!” He was buried on Friday, 17 September, 2021.

The final person is the oldest, and still kicking well and sound (at 79 years old in May 2023). Though our beginning was rocky, we sailed on to become great friends, and he a redoubtable elder whose character and demeanour evoke trust, warmth and undisguised respect. He preferred to be referred to as Guv’nor (obviously the only one who could not be impeached,

sacked nor elected). He was the lifelong spirit behind the social barometer of Lagos high society nightlife from the 80’s up to a decade and half into the new millennium. When he moved out of the 21, Opebi Road venue of NiteShift nightclub, it was to the uniquely appointed Niteshift Coliseum (built with obvious semblance to the ancient Roman amphitheatre) on Salvation Road, off the same prestigious Opebi Road, Ikeja.

Ken-Calebs Olumese ran his club with painstaking devotion to style, pageantry, protocols and panache. He didn’t spare good cash to stock his club with the latest songs, the most exquisite drinks, and the most enchanting chattels that greatly enhanced drinking pleasure. He made his clientèle feel loved, respected and idolised - they came weekly, some two or three times a week, and spent quality time and cash - drinking, gisting, networking, and living the good life to the hilt. Nosy reporters like us used to argue amongst ourselves on who was spending the most between the Guv’nor and his high-heeled patrons he fondly called ‘SFG’ (Senior Fellows of the Gold sector).

It was not unusual for the Guv’nor to be on his feet hours before the opening song (Buggaloo) at 12 am, and up till 7 am, when the last posse of fatigued stragglers would stumble out of the cool dark recesses of the Nightshift, into a blistering new day. He was always in pain watching you leave in the morning without a steaming cup of tea or coffee, a shot of Cognac, or some other drinks... for the road. don’t think I ever saw him sitting down, enjoying the atmosphere - he was always alert, watching, willing, and monitoring his environment. I also never saw him drunk or uncontrollable; yet a cup, and a bottle of liquor, were never far from his side.

When you were going early or late in the day, he would be near the door wishing you a safe journey - ‘see you next time, my friend’ - with a joke or some yabis, followed by warm guffaws.

Outside of Niteshift… Ken-Calebs Olumese was a rock of support to many of my colleagues, including stubborn, troublesome reporters like me. I remember he didn’t bat an eyelid when we sought to hold the first Fame Music Awards, FMA 1991, in his club early in 1992. We basically shut his club down on a prime weekend day, and he didn’t squirm. Many of us have had to use his place, including the Coliseum, for all sorts of events, and he had borne most of the costs without complaints - at least, for those who had the leverage to seek and ask him.

I will never forget the day, after my first child was born at the highbrow Finnih Memorial Clinic (GRA, Ikeja), and it turned out my deposit and add-on were not sufficient to defray the total cost. We would have to pay the total to leave the hospital. It was the Guv’nor I ran to, at his then Ikeja home, around Oluwaleimu Street, Ikeja, for a rescue loan. I believe it was 15,000 or 25,000 - he gave without any delay, insisting that it was not a loan.

And we walked out of the hospital that night with our blushes saved. The Guv’nor remains magnanimous and noble, giving of himself, even in retirement, to worthy causes in support of his community and beloved Nigerian entertainment industry.”

Fixing Your Car’s Central Locking System Currently, most cars produced are equipped with a central locking system. These electrical systems allow the driver to remotely lock and unlock the doors and boot on a vehicle. In most cars, the central locking system can be controlled from inside the car, usually via a button insider the driver’s door, or with a key fob.

Over time, two major types of central locking have emerged in terms of functionality, namely: infrared and radio waves. Central locking by radio waves are most often used today. The key, as a transmitter, sends a coded signal to the receivers in your car via radio waves. This coded signal is compared to its own code to ensure a match, which will unlock or lock the vehicles central locking system.

inister of Industry, Trade and Investment, Dr. Doris Uzoka-Anite has said the federal government would patronise only auto assemblers with robust after-sale service.

The minister stated this, virtually, at a stakeholders’ engagement forum on the implementation of the Nigerian Automotive Industry Development Plan organised by the National Automotive Design and Development Council (NADDC) in Lagos during the week.

The meeting was in line with the mandate of the NADDC to position the Nigeria Automotive Industry as one of the leading automotive manufacturing nations of the world, the NADDC and major automakers met to brainstorm on possible ways of promoting the Nigerian Automotive Industry.

The National Automotive Industry Development Plan, (NAIDP) took the centre stage of the extensive deliberations as all stakeholders stressed on the need for legislative endorsement of the policy to ensure its sustained functionality and proper implementation.

The minister said the lack of robust after-sale services was the reason many government agencies are not buying Nigeria-assembled vehicles despite the Executive Order 5 mandating them to give preference to automobiles produced in the country.

Experts and other stakeholders spoke on how to accelerate the ongoing legislative process on auto industry investment, as well as taking advantage of RSSRUWXQLWLHV RͿHUHG E\ $IULFDQ &RQWLQHQWDO )UHH Trade Area (AfCTA) for Nigeria’s auto industry development.

Uzoka-Anite commended all indigenous automobile assemblers for believing in Nigeria, and stressed the need to pay special attention to after-sale support in order to remain in business.

She urged the participants to target the initiative of the forum at propelling the nation to the global manufacturing pedestal.

The Director General NADDC Mr Joseph Osanipin in his welcome address, stated that the NAIDP is a critical pillar of the government’s HͿRUW WR WUDQVIRUP WKH DXWRPRWLYH VHFWRU DQG position it as a key driver of economic growth and job creation.

“The plan is designed to address the key challenges facing the sector such as low production OHYHO LQVX΀FLHQW ORFDO FRQWHQW DQG OLPLWHG DFFHVV WR ÀQDQFLQJ µ KH VDLG Osanipin said the NAIDP 2023 is a comprehensive and ambitious plan that seeks to align local policies with AfCTA in such a manner that would allow the industry to compete favourably on the continental and eventually global level.

He said the policy would ensure sustainability and HQYLURQPHQWDO UHVSRQVLELOLW\ DV LW RͿHUV LQFHQWLYHV in the area of CNG and Electric-Powered vehicles.

Osanipin urged all local auto assemblers to come together to build a formidable industry, saying, “I want the Nigerian Automotive Manufacturing Association (NAMA) to self-regulate. We can agree on quality and what should make an assembly plant, among other things.”

Toyota Launches All-New Crown in Japan

Enugu Boosts Model Health Centre for the Poor Paul Ejime

O

n 28th November, 2023, all roads will lead to the Umuchimgbo, Iji Nike, Abapka Community in the Enugu East Local Government Area of Enugu State, eastern Nigeria for an epoch event.

On that day, the community on the outskirts of Nigeria’s metropolitan coal City of Enugu, will welcome dignitaries and sundry guests to the inauguration ing of a multimillion Naira project - a philanthropic response to the healthcare needs of the poor and low-income groups in the host community and neighbouring Eastern states of Nigeria.

It is an understatement that healthcare systems in Africa are disappointingly weak, under-staffed and underresourced. Nigeria, the continent’s most populous nation is not spared the grim human development statistics.

According to the National Bureau of Statistics, 63 per cent of persons living in Nigeria (133 million people) are multidimensionally poor because of a lack of access to healthcare, education, living standards, employment, and security.

The situation is most pronounced in the health sector with many African countries projected to miss the 2030 targets for the achievement of the critical United Nations Sustainable Development Goals (SDGs).

Coming at a time of severe socio-economic hardship and political polarisation in the aftermath of bruising and divisive elections, the Goodwill Medical Centre (GMC) Project is unique not only in the choice of its location (in a slum), but especially in its name, but it is also the brain child of Nigeria’s unsung philanthropists, with great empathy for the poor and needy in the society irrespective of ethnicity, creed, religion or political affiliations.

Lt.-Gen. TY Danjuma (Rtd) is a gentleman officer and an unassuming personality whose sacrifices and contributions to the development of Nigeria and other parts of the world are well documented. But the general is grossly underpublicised, in terms of his philanthropy and generosity, his big heart and unconditional love for the poor and underprivileged.

As a demonstration of this passion and publicspiritedness, Danjuma agreed a few years ago to construct and equip a medical centre through his TY Danjuma Foundation. The centre is now ready, and the general has graciously agreed to commission it by himself.

Since his retirement from the Nigerian Army, it only took a fellow General to convince him to take up public office, to serve as defence minister under Gen. Olusegun Obasanjo’s administration. Otherwise, Gen. Danjuma has devoted his life and investments to initiatives for the empowerment and lifting the poor.

The GMC in Enugu State is only one of more than 200 pro-poor projects worth billions of Naira funded by the TY Danjuma Foundation and implemented by 150 grantees in 30 of Nigeria’s 36 States.

The spread is not limited to Africa. For instance, in 2010, Gen. Danjuma donated one million US dollars towards the elimination of Onchocerciasis (river blindness) through the World Health Organisation African Programme for Onchocerciasis Control (WHO/APOC), based in Ouagadougou, Burkina Faso.

With that donation that contributed to the strengthening of health systems in 140,000 communities in 19 river blindnessendemic African countries, he became the only African known for such a gesture in support of one of the World’s most successful health intervention programmes.

Only last September, Gen. TY Danjuma was recognised with the prestigious International Humanitarian Service Award by the International Human Rights Commission (IHRC) for “his visionary leadership and dedication to advancing humanitarian service in Nigeria and beyond.”

Another brain behind the GMC project is Prof. Uche Amazigo, a renowned pro-poor public health specialist, who as the first female Director, steered the WHO/APOC river blindness programme from the control to the elimination stage before her retirement from the UN System in 2010.

Prof Amazigo is a recipient of multiple international laurels including awards by the U.S. Agency for International Development (USAID) and the National Medical Research Institute of Tanzania for her contributions to public health management; the President George W. Bush award (2008); Knight of the National Order of Burkina Faso (2011); António Champalimaud Vision Award (2011), and the prestigious Prince Mahidol Award (2012).

The GMC dream came to light after Prof Amazigo had served on the Board of Trustees of the TY Danjuma Foundation. Today, Gen. Danjuma through his Foundation has given life to the project as part of collective efforts to make healthcare services accessible and affordable to the poor and underserved communities.

The Enugu State Government and the host Umuchimgbo Iji Nike, Abakpa Community in the Enugu East Local Government Area did not hesitate to join the “goodwill bandwagon.”

The model project seeks to provide free services to poor/ low-income families by medical consultants, midwives, and nurses, while the rich and middle class would be charged standard fees.

Envisioning a “world where people unite to address

Danjuma the healthcare challenges of poor families in our communities and beyond,” the GMC “mission is to provide healthcare services; promote integrity, advance goodwill and peace through the engagement of medical professionals and communities as a not-for-profit self-sustaining project.”

Before the construction work began, a series of structured consultations was held with representatives of the community, followed by research/surveys to determine the health needs of the community and how to encourage their participation and collective ownership of the project. This is in line with the community-directed health intervention strategy championed by Amazigo.

The original target is 1,800 heads of families in the Umuchimgbo, Iji Nike, Abakpa community, but neighbouring States will also benefit from the GMC services.

The pre-project survey showed that 71 per cent of 2000 respondents are located between one km and 10 km from their nearest health facility: with very poor and poor families representing over 60% of the target groups.

Also, identified were “acute shortage of preventive health services - health education, rehabilitation, eye, dental health; near absence of management of chronic cases; acute shortage of diagnostic laboratories and accessibility of healthcare services to the people, while 95.1 per cent of the 2000 respondents are willing to access healthcare services if offered at subsidised fees.”

Lying on an area of 2,681.320 sqm, the GMC is connected to the public power supply network but has an independent power generator and solar power system. It also has an independent water supply system with treatment facilities and is further equipped with the following facilities: The facilities include Dental and Eye Health Suites, a Theatre,

demarcated female and male admission Wards, a Pharmacy, a well-equipped Ambulance, and administrative offices.

The main services on offer include Maternal and Child Health, General Primary Healthcare, Laboratory, Eye Health, Prevention and treatment of Communicable Diseases, General surgical services, Accident and Emergency, and Dental services.

The Centre promises free treatment for indigent patients and standard charges for others, with compulsory enrolment and participation in the National Health Insurance Scheme for all patients, particularly low-income members.

Other services available at GMC are Medical Outreach equipped for cleft deformity outreach services, a Short-term programme with Diaspora-based health professionals, Research and Training School, and Eye Health, with free screening for 1,500 pupils/year and free treatment and Spectacles, and referrals.

The GMC has a Management Board of mainly volunteers, carefully selected to handle the administration, while the Discalced Carmelite Friars, Nigeria, oversee the Fund management.

Given that the globalising World is in constant evolution with emerging health challenges, the GMC management has dynamic plans for sustainability, including the establishment of a Maternity and Outreach Facility and the development of training materials.

External medical teams from within the country and the diaspora are also expected to patronise the facility as a means of generating funds to sustain the Centre.

The provision of healthcare services is a collective responsibility and should not be left to the government alone. A major step for Nigeria and other African countries toward achieving the SDG Health targets, is for governments to implement without further delay, the allocation of at least 15 per cent of national budgets to the development of the health sector as agreed by African leaders under the 2001 Abuja Declaration.

Improved collaboration by the private and public sectors to scale up health investments, interventions and support to GMC and similar health projects will also contribute to the achievement of health and other SDGs. To acknowledge and encourage philanthropists such as Danjuma and not-for-profit organisations such as the TY Danjuma Foundation for their contributions and investments in the health of the population, concrete financial and technical support to health initiatives such as the GMC project, with bearing on the SDG Health targets and human development, are imperative.

The World is going through difficult times, but ‘health they say is wealth,’ and Nigeria as the powerhouse of Africa could demonstrate exemplary leadership by replicating the GMC-type project in communities across the country’s 774 Local Government Areas.

This is achievable once the political will is there.

How Kyari Wowed NASS Leadership with Achievements at NNPC Limited Ifeanyi Onuba

T

he appearance of the Group Chief Executive Officer of the Nigerian National Petroleum Company Limited, Mr Mele Kyari at the two Chambers of the National Assembly, and the assurances given by the Senate President, Senator Godswill Akpabio; the Speaker of House of Representatives, Tajudeen Abbas; and other lawmakers of the 10th National Assembly to support the programmes and initiative being implemented by the national oil company to guarantee energy security is a confirmation that indeed, the NNPC Limited is doing well.

Kyari had on Wednesday led the management of the NNPC Limited on a visit to the leadership of the Senate where he met with Akpabio, the Deputy Senate President, Senator Barau Jibrin and the Senate Majority Leader, Senator Opeyemi Bamidele among other officer of the upper chamber.

He also did a similar visit to the House of Reps where he met with the Speaker.

The visits to the National Assembly leadership is coming at a time when the NNPC Limited is implementing various initiatives that will boost crude oil production, guarantee energy security, reduce carbon emission, and get the refineries back on stream among others.

Akpabio, who presided over the meeting got a first-hand information from the GCEO on what the NNPC has been doing to guarantee energy security for Nigeria in line with the provisions of the Petroleum Industry Act. Speaking during the meeting, Kyari started by allaying fears of Nigerians stating that the Company has already made a robust plan for the supply of petroleum products especially Premium Motor Spirit (PMS), also known as petrol, sufficient enough to last beyond the ember months and the new year festivities.

This assurance, coming from the NNPC Boss himself is a huge relief for Nigerians as there had been fears in some quarters that the country may experience another round of petrol scarcity as the yuletide season approaches. By the creation of the National Assembly, NNPC Limited is saddled with the responsibility of guaranteeing Nigeria’s energy security which is critical to national security.

It is in line with this responsibility to guarantee energy security that the NNPC Limited has made a robust plan for the forthcoming end of the year festivities and beyond.

“We do not see any shortages in the petroleum products supply for the period.” the GCEO added.

The National Assembly should be lauded for its critical role played in the enactment of the Petroleum Industry Act (PIA) 2021 because this singular legislative endeavour had given birth to a new commerciallyoriented National Oil Company (NOC) that is governed by the Company & Allied Matters Act (CAMA) principles.

With the passage of the PIA 2021, NNPC Limited’s profitability margins have significantly risen, growing from a loss position of N803bn in 2018 to a profit position of N674bn in 2021.

It was Kyari’s magic wand that played out at that time making the corporation which it was known then to reduce its losses from N803bn in 2018 to N1.7bn in 2019, and the eventual declaration of a net profit in 2020. By fiscal 2021, the corporation’s profit grew to N674bn and before this period, the NNPC has been a loss-making entity, renowned for anomalies, undue political interference, and shades of burden.

Kyari have credence to this when he told the Senate leadership that the NNPC Limited has become so profitable as a commercial entity that the National Oil Company is currently targeting a profit increase of N2trn when the 2022 Audited Financial Statements (AFS) are released.

He said currently, the NNPC Ltd is involved in the entire value-chain of the entire oil and gas business and controls over 30 per cent of the nation’s petroleum retail market.

In September last year, the NNPCL sealed the acquisition of OVH Energy making it to add to its assets reception jetty (ASPM) with 240,000MT monthly capacity, 8 LPG Plants, 3 Lubes Blending Plants, 3 Aviation Depots, and 12 warehouses.

Also, Oando’s 380 fueling stations have been added to NNPC’s existing stations making it the largest in Africa. Through the deal, NNPC is leveraging on Oando’s coverage across Africa to become a leading energy company.

The acquisition of OVH Energy in 2022 by the NNPC

Kyari Limited has boosted the profitability of one of its subsidiaries, NNPC Retail to N18.4bn in the first three months of this year. The acquisition, under the leadership of Kyari, shows his vision to make NNPC a force in the global energy market.

While identifying crude oil theft and pipeline vandalism as major challenges to the Company’s business, Kyari told Akpabio, Abbas and the lawmakers that the recent collaboration with the nation’s security services as well as third-party security contractors have been yielding results, mostly in the area of increased crude oil production. With oil theft and pipeline vandalism overwhelming Nigeria’s oil business in recent past, the NNPC Limited had adopted the Saudi Aramco’s model of using video surveillance to monitor its pipelines carrying crude oil from wells to flow stations in the Niger Delta.

The NNPC Limited in collaboration with security agencies have also put up a control centre to provide surveillance of all the country’s oil and gas assets in the Niger Delta. The surveillance system is known as the Central Coordination, Data Integration and Activation Control Room. Just like the Saudi Aramco, the NNPC Data Control Centre uses video visibility to monitor the country’s Niger Delta pipeline networks, where more than 90 percent of the country’s crude is explored.

Through the Data Control Centre, the NNPC has the capability to see and monitor the movement of vessels in the coast of Nigeria’s territorial waters in real time.

So far, over 22 million litres of stolen crude have been recovered through intelligence provided by the Data Centre.

Similarly, over 22 million litres of Diesel, 0.15 million litres of Premium Motor Spirit, and 0.76 million litres of kerosene have also been recovered from criminals.

Through the operation, many suspects have been arrested while vehicles, speed boats, wooden boats, trucks have been seized and destroyed. Other items recovered are metal tanks, ovens, dugout pits, reservoirs and cooking pots have been destroyed.

Beyond arresting crude oil thieves and shutting down illegal refineries, the NNPC Limited under the leadership of Kyari is expanding the frontiers for crude oil production.

At the meeting, the GCEO shed more light on efforts to shore up crude oil production. He said the NNPC Limited is investing in several gas and power projects across the country, aimed at supporting the Federal Government’s power generation and industrialisation aspirations.

To demonstrate this commitment to transforming the Nigeria’s power sector, the NNPC spearheaded by Kyari entered into a turnkey Engineering, Procurement and Construction (EPC) contract with China Machinery Engineering Corporation (CMEC) to construct the Gwagwalada Independent Power Plant project.

The project which was flagged-off in August by President Bola Tinubu has been described as a game-changer in Nigeria’s power sector. It is a 1,350MW Combined Cycle Power Plant with auxiliaries and Balance of Plant located on 547 hectares of land already acquired at Gwagwalada, in the Federal Capital Territory (FCT), Abuja.

The project is expected to generate between $700m and $800m annually within the first ten years of operations.

The GIPP was necessitated by the need for delivering gas towards additional power generation capacity in Nigeria. Under the plan, gas supply to the Plant will be through the Ajaokuta- Kaduna-Kano (AKK) Gas Pipeline Project which is currently at its advanced stages of construction.

The GIPP project consists up of three power train blocks of 450MW each. Each block will include two General Electric (GE) gas turbine generators, two heat recovery steam generators (HRSG), one steam turbine electric generator, one direct air-cooling condenser, balance of plant equipment and a black start diesel generator.

The NNPC Limited Boss also told the lawmakers that the Company is working assiduously to revamp local refining of petroleum products and collaborating with indigenous refiners to ensure Nigeria becomes a net exporter of petroleum products.

Kyari used the occasion of the meeting to inform the lawmakers that all refineries will become fully operational and Nigeria will become a net exporter of petroleum products by the end of 2024.

Specifically, he said that payment of subsidy was responsible for inactive refinery activities in Nigeria over the years saying that the removal of subsidy is already attracting a lot of private sector investments.

The GCEO said, “I can confirm to you that by the end of December latest, we will start the Port Harcourt refinery; early in the first quarter of 2024, we will start the Warri refinery and by the end of 2024, Kaduna refinery will come into operation.

“This is the commitment we are giving today and you can hold us accountable on this; in 2024, many of the initiatives including the rehabilitation of our refineries and also the efforts of small scale refiners, and the upcoming startup of the Dangote refinery, will make Nigeria a next exporter of petroleum products in 2024.

“We will no longer be talking about fuel importation by the end 2024, I am very optimistic that this will crystallise.”

He said that by the end of 2023, the expected government revenue from the company is N4.5trn saying that NNPCL is returning value to shareholders in line with the Petroleum Industry Act. In his response, the Senate President Godswill Akpabio assured the GCEO and other management of the NNPC Limited of the 10th Senate’s support, saying that the Nigerian Senate appreciates the Kyari-led management for its commitment to ensure robust petroleum products supply during the yuletide period and also emplace the NNPC Ltd on the path of profitability.

“Nigerians always want to hear good news. We are glad that you have made robust plans to provide sufficient products supply this coming festive period and beyond,” Akpabio stated.

The operation of the refinery will cause a multiplier effect on Nigeria’s economy, in line with this administration’s ‘Renewed Hope Agenda.’

This fact was reinforced by Akpabio when he said, “The smallest one that may look ordinary but it affects the Nigerian economy is the elimination of fuel queues in the country.

“The Senate is appreciative of your effort and would partner with you in all endeavours especially in terms of our various legislations to smoothen the ease of doing business in the oil sector and also to assist you to improve in your performance.”

The Speaker of the House of Representatives also commended the on-going reforms at the NNPC) Limited, saying that the legislature is very pleased with the company’s growth from a loss-making company into a profit-making commercial entity.

As a critical stakeholder in Nigeria’s economy, Abbas said that it is imperative for all arms of government to support the Company to enable it deliver on its mandate.

“When we discuss the Nigerian economy, we must talk about the NNPC as a dominant force. We are delighted that the ongoing reforms in NNPC Ltd have started yielding fruits. It is pleasing to hear that you have moved from a loss-making entity to a profitmaking one. We urge you to sustain these reforms,” the Speaker stated.

Through targeted policies, transparent market operations, and coordination between monetary and fiscal authorities, we can ensure a more stable exchange rate, control inflation, and create an enabling environment for businesses and individuals to thrive.

“We have critically reviewed the effectiveness of the Central Bank’s monetary policy tools and have spent time fixing the transmission mechanism to ensure the decisions of MPC meetings actually result in desired objectives. For quite some time, there has been a dislocation of our monetary transmission mechanisms rendering the MPC meetings largely ineffective.

“For the avoidance of doubt, the Central Bank of Nigeria Act 2007 requires that the meeting of the Monetary Policy Committee of the Bank holds at least four times a

year, and the Bank has satisfied this requirement for 2023. Our focus has been on ensuring these meetings are useful and effective.”

He listed measures introduced to cage inflation in the past two months to include regular Open Market Operations (OMO) to mop up excess liquidity from the banking system in which it recently offered 17.5% for one-year tenor, attracting oversubscription of N350 billion; offering N108.1 billion worth of Treasury Bills with three tenors to the investing public, which can help reduce liquidity in the banking system and support government fundraising; removal of the cap on the remunerable Standing Deposit Facility (SDF) to increase activity in the SDF window and manage liquidity, sustained Cash Reserve Requirement (CRR) debits, which according to him, moderated liquidity in September and October 2023, and inauguration of a new liquidity management committee within the Bank that meets daily at 8am to assess liquidity conditions and ensure optimal levels.

“I am aware that events over the past few years have also put the CBN in bad light. These issues can be attributed to various factors, such as corporate governance failures, diminished institutional autonomy of the Central Bank of Nigeria, a deviation from the core mandate of the Bank, unorthodox use of monetary tools, an inefficient and opaque foreign

exchange market that hindered clear access, a foray into fiscal activities under the cover of development finance activities. There was also a lack of clarity in the relationship between fiscal and monetary policies, among other challenges.

“Hitherto, the CBN had strayed from its core mandates and was engaged in quasi-fiscal activities that pumped over N10 trillion in the economy through almost different initiatives in sectors ranging from agriculture, aviation, power, youth and many others. These clearly distracted the Bank from achieving its own objectives and took it into areas where it clearly had limited expertise.

“Under my leadership, the Central Bank of Nigeria will vigorously address these issues. We will tackle institutional deficiencies, restore corporate governance, strengthen regulations, and implement prudent policies. We assure investors and the business community that the economy will experience significant stability in the short-to-medium term as we recalibrate our policy toolkits and implement far-reaching measures.

“The primary mandate of the CBN is to ensure price stability, in addition to other objectives such as issuing legal tender currency, safeguarding external reserves, promoting a sound financial system, and providing economic and financial advice to the government.

COURT OF APPEAL AFFIRMS DELTA, OGUN, AKWA IBOM, KADUNA, EBONYI, KEBBI GOVS’ ELECTIONS an appeal at the appellate court, challenging the judgment of the election petition tribunal. But his appeal was dismissed by the appellate court in a majority decision of two to one. The court held that it is a petitioner who bears responsibility to prove that an election was marred by corrupt practices, and that appellants did not so prove.

The court further held that appellants did not prove the allegation of certificate forgery against Governor Abiodun and noted that the Tribunal did not believe the evidence of certain witnesses because of their demeanors and because of the chorused nature of their testimony.

Maintaining that appellate courts generally do not interfere with such assessments, it held that the assessment of the Tribunal was undisturbed. While upholding the expunging of the evidence of the forensic experts, the court held that there was a huge crater in the petition of the appellants, making same “castrated, sterile, and with no legs to stand on.

“Court followed the principle that when a decision is ultimately correct, it is immaterial that some reasons may have been applied since the appellate courts concern themselves with the conclusions mainly.”

On the issue of disenfranchisement raised by the appellant, the court held that it was the duty of Appellants to prove disenfranchisement by

calling voters who could vote but were disenfranchised, adding that in this petition rather, the Appellants did not call any disenfranchised voter.

That instead, the appellants called persons who truly voted.

AKWA IBOM The court dismissed the appeal filed by Senator Bassey Albert Akpan and his Young Progressives Party (YPP), Akanimo Udofia of the APC and Senator John Akpanudoedehe of the New Nigerian Peoples Party (NNPP), challenging the election of Governor Umo Eno of the Peoples Democratic Party (PDP).

The court struck out the respective appeals by the three appellants, describing them as lacking in merits.

It ruled that the appellants missed the point by arguing that since they were not parties in the case, the judgment on the certificate matter was not binding on them.

“The declaratory judgment of a competent court is a judgment in rem is binding on the whole world, and not only on those who were parties in the case,” the court held.

Furthermore, the court faulted the abuse of judicial process by the appellants in re-litigating a matter that was dispensed at the High Court, Appeal Court and Supreme Court in favour of the 2nd respondent Pastor Umo Eno Bassey.

Ruling further on the appeal by

the YPP governorship candidate, the court also faulted the inability of the appellants to summon witnesses who were at the elections as polling agents, to prove their case of elections irregularities. The court was of the opinion that Albert and his party only depended on documentary evidences amounting to hearsay, to allege irregularities, without making efforts to bring those who witnessed and took part in the elections at the polling units.

On the local government collation agents that the YPP candidate paraded before the court, it held that, “it is possible to say that the evidence given by Bassey Albert’s witnesses amounted to drama scripts meant to entertain the gallery and not serious statements that could influence the emergence of a Governor.”

The appeal court also dismissed the preliminary objection by Bassey Albert’s counsel, Tunde Falola, and ruled that the briefs filed by the respondents did not violate the Appeal Court practice direction.

Falola had raised objections, arguing that the briefs of argument by the respondents ran more than the number of pages stipulated by the court practice guidelines and should be rejected.

But the court dismissed the objection insisting that the extra pages did not constitute part of the briefs l, but were mere acknowledgment of authorities and addresses of parties.

“In a properly functioning market, it is reasonable to expect significant FX liquidity, with daily trade potentially exceeding $1 billion. We envision that, with discipline and focused commitment, foreign exchange reserves can be rebuilt to comparable levels with similar economies.”

Buoyed by 94.52% Non-oil Contribution, Nigeria Recorded 2.54% GDP Growth in Q3 Nigeria's Gross Domestic Product (GDP) growth rate increased to 2.54 per cent year-on-year in real terms in the third quarter of the 2023 (Q3 2023), compared to 2.51 per cent in

the preceding quarter, the National Bureau of Statistics (NBS) disclosed yesterday.

The Q3 2023 growth rate was also higher than the 2.25 per cent recorded in Q3 2022.

According to the Nigerian GDP Report Q3 2023, which was released by the statistical agency, the non-oil sector contributed 94.52 per cent to the economy compared to 5.48 per cent by the oil sector.

Essentially, the performance of the economy was driven mainly by the services sector, which recorded a growth of 3.99 per cent and contributed 52.70 per cent to the aggregate GDP in Q3.

In the quarter under review, aggregate GDP stood at N60.65 trillion in nominal terms compared to N52.25 trillion in Q3 2022, indicating a year-on-year nominal growth of 16.08 per cent.

The motion was brought pursuant to Order 26, Rules 2 and 6, and Order 28, Rules 1 and 2 of the FHC (Civil Procedure) Rules, 2019 and under the inherent jurisdiction of the court.

Petrol Tanker Drivers Say No Plan to Sabotage FG, Exit NUPENG Emmanuel Addeh in Abuja The Petroleum Tanker Drivers (PTD) union yesterday said it had no plans to exit its parent organisation, the Nigerian Union of Petroleum and Natural Gas Workers (NUPENG).

The organisation also stated that it would not be part of any decision to sabotage the Bola Tinubu administration by embarking on an industrial action that would result

in the disruption of petroleum products across the country.

Speaking in Abuja during a solidarity visit to the incumbent chair of the union, Augustine Egbon, the forum of former national chairmen led by Mr. John Ossai affirmed their support for the new leader.

There had been some differences within the union, following the emergence of Egbon and other new national officers at the special

OKEYIKECHUKWU Still on Wike and the Absolute EDIFYING ELUCIDATIONS

s Wike an instrument in the hands of Providence, or The Absolute?” That was the question asked on this page some eleven months ago. Some of the man’s national engagements are often revelatory, and even disconcerting. Sometimes in ways not intended by him. His position on Value Added Tax (VAT) a few years ago threw up quite a stir. The Northern governors rose in opposition to Wike and, for the first time, openly showed that they knew what they were doing all along; and in spite of the law. His demolition of the presidential aspirations of Alhaji Atiku Abubakar and the Peoples Democratic Party (PDP), did not go without substantial dirty linen of that befuddled party coming into the public domain. Then, his run with his Local Government Chairman on illegal refineries.

Wike’s management of the last elections in Rivers State, as well as his recent, really scandalous, exchanges with the man he put in charge of the state brought forth great revelations about the inner working of his nature. Revelations galore! Which is not entirely surprising, really. The aforementioned article made this point: “Everyone seems to be in the line of fire – perhaps including Wike himself” Now, the man is in the news again. Has been since his arrival in Abuja. Again, also, he is creating ripples and throwing up very interesting revelations. It is because of him that the assumptions, expectations and demands of some people about what should be the religious orientation and ethnic extraction of anyone who should be FCT Minister is now confirmed public information.

Absurd as it may sound, the open display of rage and indignation, and the claim that it was “an insult” to some people for Tinubu to appoint a Christian from the South South as FCT Minister, shows how far we are from being a nation of equal partners. Such presumption!

Should Tinubu fire the FCT Minister, Nyesom Wike, to please anyone? It can be done, of course, just that it would be a most unwise thing to do. Like him or not, Wike brings some panache and gusto to all his political engagements; even when he is wrong. In the few months he has spent in his current office, Wike has inflicted some very troubling revelations on us all.

He is blunt, acts according to his own personal certainties, keeps much of his position on issues in the public domain and is unrelenting in calling out in his insistent on issues that are dear to him.

Again I ask: Is Wike an instrument in the hands of the Absolute?

affairs comes in. Humans may sometimes design elaborate schemes of their own, with clear goals in view. But they may not know that their overall trajectory, and that of their beautiful schemes, has created a situation wherein the final outcome of their efforts will only serve the hidden designs of The Absolute.

Yes, humans sometimes get “conned” by a higher Design and Will; even as they are convinced that they are working and walking towards accomplishing the favourite designs of their hearts.

Hegel cited the case of a dreaded and dreadful tyrant, to illustrate the Cunning of The Absolute: “The man was as much feared in the realm as he was passionately hated. Everyone wanted him dead, but everyone acted as if they wanted him to live and rule forever. No one was eager to assist in any of his schemes for self-perpetuation and expansion, but no one stepped back whenever he called for hands to drive his nefarious activities. They were stuck with him, because any desire to overthrow him will have to contend with the fact that only the tyrant can call people to a meeting.

Since there can be no meetings in the realm, except those called by the tyrant, the prospect of consultation for leadership replacement was out of the question. Then the terrible fellow came to their aid, by dreaming up the idea of expanding his territories and taking over other surrounding realms. He planned for war and headed out with a mighty army, convinced that he would return soon enough to even greater glory and unchecked power and reign.

But as his absence relaxed the strictures on the people, they began to express personal views. In the end, their discussions and semi-meetings turned into full-blown meetings. Then the full-blown meetings

begat loud grumblings, until there came the idea of how to ensure that the dreaded and dreadful tyrant did not return to further tyrannize over the people. He, was overthrown”.

That is the Cunning of The Absolute, alright. It is a situation wherein Providential Intervention deploys our myopic, egotistic and jaundiced goals and desires to create a situation that would be our undoing. It happens everyday, everywhere and at all times. Usually without warning!

Nearly two years ago, Nyesom Wike directed all 23 Local Government Chairmen in his state to hire bulldozers and destroy the illegal refineries in their respective local government areas. Four days before the directive, he said to the LG bosses, as mentioned in yet another article titled, “Governors, Just Look at Wike”: “Now, every council Chairman must go and identify illegal refineries … and you’re given 48 hours to go and identify all illegal refineries sites, and those who are in charge of them. … Our people are dying and we owe our people the responsibility to protect them, to save them from death”.

Even with the foregoing, he was not yet done; but more of that later.

A few weeks before this directive, Wike went about ccommissioning several completed, and well-executed, projects on his state. He just went about commissioning roads, flyovers and sundry structures in Rivers State. Concerning where the huge sums of money came from, the then governor announced that it was from massive tranches of cash he received in arrears from the Federal Government.

Not quite done, he went ahead to tell Nigerians that all other oil-producing states in Nigeria received their shares of the same arrears.

Then, he challenged the governors concerned. He asked them to explain what they did with their own share of the windfall. “Then, his colleague oil-producing governors started speaking in tongues”.

It was obviously the wind of the Absolute that blew Wike to hit the airwaves after losing a delegate’s election for the presidential ticket of the PDP. He raked up a lot of issues; and the PDP was in tatters. He exposed Alhaji Atiku Abubakar’s inability to resolve intra-organizational disputes. He made Atiku’s insistence on the provisions of their party constitution on Chairmanship of the party appear unreasonable – and even ridiculous in the face of a major election. He helped the party to substantially de-market itself and lose credibility is several quarters.

It was sked here, then: “Is Wike now the hand of Providence that is helping many Nigerians to see so clearly how an aspiring president could be so roundly bereft of good counsel, or how a political party could give incredible proof that it has no real Council of Elders”. The party cheerfully invested nearly all its energies

in self-diminution.

The aforementioned Wike’s handling of local government officials, for instance, was exactly what every reasonable and hands-on state governor should have been doing routinely. “That is if such governors are serious about genuine representation of the people by their elected leaders, as well as socially accountable leadership, effective service delivery and sustainable security”.

That Wike called on the 23 Local Government Chairmen in Rivers State out was his way of “putting responsibility for some aspects of environmental awareness and security squarely at the door step of those who are supposed to be closest to the people: and who should therefore know what is going on at any point in time”.

Will all our LG bosses, where they exist in real terms, not be forced to take their jobs seriously, if their governors are breathing down their necks? Will these chairmen not, in turn, descend on their largely idle Ward and Council Chairmen? Will this then not eventually bury the thriving expectation that we should all continue pretending that it is the business of the Federal Government in Abuja to address all local issues that a passing knowledge of one’s living environment should enable us to deal with?

As said then, regarding Wike’s Riot Act to LG Chairmen: “The beauty of Wike’s intervention … lies in the fact that he is calling out politicians who are in office as servants of the people to do their work. He is also, metaphorically speaking, asking his fellow governors and their LG Chairmen to do their jobs. They are being told that they have a duty to identify criminality and propose ways of dealing with same, in their largely closely-knit communities where everyone knows what everyone else is doing. He is saying that it is not right that people should carry official titles/cars and have their names on the government payroll, without actually being on the job”.

One important lesson from that episode is the fact that our governors cannot remain sole administrators and achieve sustainable good governance. Being a governor, or a local Government Chairmen, has job description and role expectations in other climes. It is time to say: “Enough of everyone pretending that we don’t know what’s going on and who is doing what”.

But are we saying that at any level of government today – irrespective of the political party concerned?

Whether Nyesom Wike is an instrument in the hands of The Absolute, or he is playing a necessary role at this time in a national life that will eventually bury him politically, remains to be seen. But one thing is sure: The man is visible, voluble, has his own faults and is willing to stand up and be counted on issues he takes seriously. But he should exercise greater circumspection in many things he is doing right now.
