We are all operating in an environment that is unpredictable and rapidly changing. Learning to live in a post-pandemic world along with dealing with the devastation that came along with Hurricane Ida, we are all being forced to evolve—as employers, as customers, as citizens.

As we navigated the trials and tribulations of the last few years in all these roles, it was, and continues to be, critical to come together for our community. An Important aspect of the Chamber involves the youth of Thibodaux as they will be our future community leaders one day. Each year, we realize how blessed we are when nominations are received from many intelligent and talented young people who are truly committed to their schools, their families, their community and for some, many organizations and even part time jobs. The recognition of Teenager of the Year includes a $500 cash scholarship from the Norman “Big Boy” Swanner Foundation, in memory of the late Norman Swanner. The scholarship is to be used at the university, technical college, or community college of the recipient’s choice. This year, the award goes to Hayden Wanner for her amazing accomplishments throughout high school. While this talented young woman is a senior at Thibodaux High School, she has been involved in a number of organizations to include National Honor Society, 4-H, Christian Club, band, dance team and many more. She has also contributed many hours of service, including the local animal shelter, Thibodaux Family Church and Night to Shine Prom.

For the first time, we’re excited to announce the Chamber Community Champion award as a way to recognize someone who has the courage, creativity and capacity to inspire participation and development with the community. The Mr. and Mrs. Lindy Hoffmann Music’s Unsung Hero Award was established in 2000 by the late C. Lindy and Mary Anne Delaune Hoffmann to recognize the important role that music has on the culture of our area. This award is presented to an individual or group that has contributed to the culture of the community primarily through volunteer involvement in the musical arts. The recipient does not need to be a musician, but a lover of music. This year’s recipient is Eddie Hebert, who is no stranger to the community for his love and passion for music. His community involvement centers around entertaining the elderly, specifically at the nursing homes with the Sing-A-Long Singers.

The Outstanding Citizen of the Year is selected based on their contributions to improving quality of life for our citizens through works and/or deeds. Also taken into consideration is their contribution to the business community and to the economic development of Thibodaux and its’ surrounding area. Our 2020 recipient of the Outstanding Citizen of the Year award is Rita Dickie. She has certainly been a true servant to the community through her years of banking, the Lorio Foundation and being a true Rotarian. Her banking experience has led to the great work being performed by the Lorio Foundation still today.

Outstanding Citizen of the Year Marguerite Knight Erwin

The Outstanding Citizen of the Year is selected based on their contributions to improving quality of life for our citizens through works and/or deeds. Also taken into consideration is their contribution to the business community and to the economic development of Thibodaux and its surrounding area. Our 2021 recipient of the Outstanding Citizen of the Year award is Marguerite Knight Erwin. She is currently serving as Chair of Fletcher Technical Community College Foundation Board and advisory board member for the Nicholls College of Business. Marguerite also serves on the Morgan Action Coalition and Restore Retreat. In addition, her governmental services include Chair of both the Board of Adjustments for the City of Thibodaux and Louisiana’s Cajun Bayou. She has previously served as Chair of the Thibodaux Chamber of Commerce and introduced the 1st Community Art Project with large fiberglass ducks and the famous duck race for Thibodeauxville Fall Festival. Her commitment has always been about making this community a better place.

The Member of the Year award is presented to a chamber member who has consistently made significant contributions to the chamber and the community, whether through volunteer involvement, financial contributions, or moral support. Our recipient, Premier Catering & Events has certainly contributed to not only the Chamber, but to our community, our family, our friends volunteering endless hours in servicing those in need, especially after Hurricane Ida. While there has also been a couple of years of challenges and growth for Premier, they have reorganized and rebranded their company to Premier Food Group, creating various company divisions that will support their mission of keeping jobs in the Thibodaux area. The divisions include Premier Support Services, Premier Catering & Events and Premier Restaurants and Retail. It is through the Premier Support Services Emergency Response division to which will facilitate meals, housing, and logistics needed for large groups during widespread emergencies, like Hurricane Ida. They love feeding Thibodaux through these support outreach efforts as well as their local friends everyday at Grady V’s, Peppers & Fresh Market by Premier.

White Catholic High School, she has been involved in a number of organizations to include National Honor Society, 4-H. Sisters in Christ, and Right to Life. She has also contributed many service hours to Toys for Tots, Nursing Home, fairs and festivals, VFW Poppy Drives, Thibodaux Recreation, Special Olympics, Veterans Day Luncheons, and Raceland AG Show, just to mention a few. Gracie has played on the Lady Cardinal Softball team in the pas and has served as a sideline sports photographer for E.D White Football. Through her years of travel as a Festival Queen, she has advocated on behalf of her hometown and parish to other areas of the state.

This award was introduced in 2021 as a way to recognize someone or group who has the courage, creativity and capacity to inspire participation, motivation, and development within the community. The winner of this award is Thibodaux Family Church, led by Pastors Duane and Rachal Bland who are truly passionate leaders dedicated to serving the community. It was through their tireless dedication in 2021 that so many people of our community and neighboring cities were able to receive water, food, supplies and more after Hurricane Ida.

Each year, the Chair of the Board is given the privilege to award someone with the Chairman’s Award for whichever merits the Chair sees fit. The recipient of the 2021 Chairman’s Award is Jarod Martin, Lafourche Parish School Superintendent. He is recognized for his leadership, dedication and accountability towards the growth and progress of our region’s next generation. He has displayed resiliency and strength in his efforts to rebuild our community and has overcome challenges never seen before. He is truly a key piece to improving the quality of life in our Parish.

President’s Award

Fletcher Technical Community College

The President’s Award can be given to an individual, group or business who has demonstrated overall positive impact on the community through spirit, drive and vision. We are honoring Fletcher Technical Community College with the 2021 President’s Award for playing a huge part in the recovery assistance of their staff, students and the members of the community after Hurricane Ida. Together as a team, they provided relief through several food distributions and in offering skill set training for businesses to enhance employment and individuals to recover from one of the most devasting hurricanes to impact the Bayou Region.

Lâche Pas La Patate: Regional Resiliency

Located in an office in Babington Hall on Nicholls State University’s campus, SLEC is a 501(3)(c) not-forprofit economic development agency established to support regional economic development in the Bayou Region, which consists of the parishes of Assumption, Lafourche, St. Mary, and Terrebonne. SLEC is one of eight regional economic organizations officially designated as strategic partners in the implementation of the economic development policies and programs of Louisiana Economic Development (LED).

As the region works hard to promote coastal restoration and preservation, SLEC strives to keep Louisiana-based businesses at the forefront of such projects. Approximately one and a half years ago, SLEC launched the Coastal Technical Assistance Center (CTAC) to ensure Louisiana-based subcontractors are involved in coastal investments and activities. CTAC screens subcontractor applicants and connects them with the 24 coastal parishes as applicable jobs arise. SLEC also has helped to develop and launch the Bayou Region Business Incubator, which provides technical assistance, financial advisory services, and material support to existing and aspiring entrepreneurs and small businesses.

Vic Lafont, President/CEO of SLEC, has been working with the agency for approximately 30 years. He has witnessed some of the region’s most difficult economic challenges, including an oil and gas downturn. “In the 1980s, we got ourselves out of [the oil and gas decline] through different routes,” Lafont says. “Bollinger Shipyards in Lockport started taking government contracts and built Coast Guard vessels. Edison Chouest Offshore in Galliano serviced the oil and gas industry offshore by building vessels to help companies find oil around the world, including Antarctica.”

According to the South Louisiana Economic Council (SLEC), “the Bayou Region is one of the strongest economic regions in Louisiana, a tribute in large measure to an abundance of natural resources, a productive workforce, a progressive approach to economic growth, and the establishment of SLEC.”

Lafont also recalls a blip in the seafood industry, a prominent staple in the state’s economy. “In 1994, seven people died from [vibrio vulnificus] bacteria in oysters. Some people are not naturally immune to the bacteria or have health conditions that prevent them from fighting it off. The Food and Drug Administration threatened to put a label on any Louisiana oysters served anywhere in the nation. AmeriPure Oysters LLC found a method to kill bacteria in the shell of the oyster without killing the oyster itself: a hot/cold treatment involving a blast of air and water.”

The common theme of those situations? “Technology and innovation—diversifying within an industry,” Lafont says. “People find solutions without giving up their main purpose.”

Despite devastating impacts from the COVID-19 pandemic and Hurricane Ida, Thibodaux and its neighboring cities are filled with resources, ideas, and hope. Shortly after Hurricane Ida hit the region, SLEC launched its “Bayou Back to Business” campaign. The strategy comprises three phases:

Phase 1: Assessment - SLEC looks at the scope of the damage from the storm and determines what areas need assistance.

Phase 2: Resource Allocation – SLEC surveys businesses to understand their new or changed needs, including workforce, housing, office space, supply chain, and new offerings/pivots.

Phase 3: Assistance – SLEC launches technical assistance with a U.S Economic Development Administration (EDA) grant by seeking consultants and businesses that can help while continuing with Phase 2 as necessary.

In addition to the Bayou Back to Business response, SLEC serves as the hub for the U.S. Small Business Administration (SBA) for the Bayou Region and works with LED to launch multiple SBA sites in the region.

SLEC also houses the only regional Business Emergency Operations Center connected to the statewide ops center at the University of Louisiana at Lafayette (ULL). The bleak reality after a disaster, whether natural, economic, or otherwise, is figuring out how to keep local businesses running while attracting new businesses. “Usually our proactive approach is retention, and our reactive approach is business recruitment,” Lafont explains. “Currently, that is reversed.”

As the Bayou Region recovers from Hurricane Ida, SLEC is working on several projects for the future, including the Bayou Business Resiliency Center, cyber security initiatives, and a Pacific Safety Boat project, which would allow boat builders in Australia, the USA, and the UK to form a network that would finance a market survey of the Pacific small boat segment and address transportation safety problems in the Pacific region. SLEC is also working to diversify inshore vessel construction within the Bayou Region and to provide broadband Internet access throughout the region, especially in rural communities.

“When a hurricane strikes, that takes precedence,” Lafont says. “A lot of my time is with [the recovery] right now. Our constant concern is answering the question, ‘How can we keep the money here or in the state’?” With the number of resources and planned endeavors, SLEC is a shining example of the wisdom of the Cajun saying, “Lâche pas la patate” (“Don’t drop the potato”), which is another way of saying, “Don’t give up.” In the face of adversity, the people of Thibodaux and the surrounding areas have proven themselves to be adaptable, innovative, and resilient.

Thibodaux at work: Preparing

and Improving the

Everyone offers a different set of hard and soft skills they can use in a variety of workplaces, but figuring out one’s strengths can be challenging. Although most high school students are encouraged to follow a university career path, many students may struggle to pinpoint their interests or understand their capabilities.

“Workforce is always relevant,” says Kristi Lumpkin, Grants & Economic Development Director at Lafourche Parish Government. “We want to keep businesses here [in Thibodaux], and their question is, ‘Do you have the people we’ll be able to use?’”

Around 2015, Louisiana became involved with the ACT Work Ready Communities, which helps businesses and industries know exactly what foundational skills they need for a productive workforce while helping individuals understand the required skills and prepare for success.

Through this program, several areas in Louisiana, including Thibodaux, began using ACTWorkKeysassessments, which students, as well as adults currently in the workforce, can use to identify their skills. Employers can assess applicants’

WorkKeys certificates to determine whether potential employees are a good fit for the position and the industry. The scores range from 3 to 7, and those who take the assessments can compare their scores to the scores needed in their preferred industry or job role.

By completing the WorkKeys assessments in Applied Math, Graphic Literacy, and Workplace Documents with a minimum score of Level 3, participants earn a National Career Readiness Certificate® (NCRC®), a credential that verifies foundational workplace skills. Over 5.1 million certificates have been issued across the country. The NCRC has four levels based on participants’ scores: Platinum (Level 6 or 7), Gold (Level 5), Silver (Level 4), or Bronze (Level 3). A Level 4 (Silver) certificate is the most common nationally and means the participant is qualified for 69% of the profiled jobs.

“We’d like to get more employers involved so they can understand the certificate,” Lumpkin says. “This program can help identify individuals’ skill gaps and skill gaps within a company. Someone can be working already and be curious about expanding their skillset.”

These assessments are not a course. Those who sign up to take them do not have to study for a test. By reviewing the results of the WorkKeys Certification Program and taking advantage of an occupational profile on the WorkKeys Website, companies can save time and money in the hiring process by matching applicants’ strengths and scores with the scores of their open positions.”

Jump Start, Louisiana’s program for school districts, colleges, and businesses to collaborate in providing career courses and workplace experiences to high school students, gives students the option to take the WorkKeys assessments. Students earning a score of “silver” or higher, along with related course and grade requirements, will be eligible for TOPS Tech college scholarships upon graduating, critical for Jump Start students pursuing career and technical credentials.

Interested parishes or counties must undergo a WorkKeys bootcamp to provide structure to the start-up and have a successful launch. Locally, Fletcher Technical Community College offers all three assessments and is partnering

with Lafourche Parish to administer the program and help high school students and adults. Kristine Strickland, chancellor of Fletcher, says, “The WorkKeys program can help businesses decide to relocate and prosper here when they see a community is workforce-ready. We can use this to help businesses assess their incumbent workforce, too. Fletcher can then offer trainings. If a company pays unemployment insurance, they can apply for an incumbent worker training grant through Fletcher as well, and our team can help with this process.”

Strickland also wants local communities to know community colleges offer more than degrees. “As we saw some downturn in the oil and gas industry, many people have gone to Fletcher to brush up on their skills,” she says. “While job searching, people may find they need new skills or to enhance their existing skills. The days of going to college for two or four years are changing. Newer generations are more transient and willing to learn and adapt. We want to accelerate people’s journey to getting their certificates and get them working.”

As industries evolve, Fletcher continually adds new programs and certifications. The school is expanding its night and weekend classes to serve a variety of interests. “We want to add personal enrichment courses,” Strickland says. “This would help someone realize what they like and help them decide on a career. As people get older, they may want to retrain and pivot from physically demanding jobs to office-based ones. We can help them obtain the necessary certifications. I want to encourage our communities to be full of lifelong learners.”

Another floating dock in downtown Thibodaux will be completed in early 2022 and will connect to a boardwalk behind City Hall. “This dock is ADA-compliant and can dock eight motorized boats,” Perque explains. “We have recognized an increase in marine traffic in the bayou, especially after the weir removal. This allows easy access to local restaurants, shops, and entertainment while offering a travel option besides a car.”

Known as “the longest Main Street in the world,” Bayou Lafourche is a 106-mile-long waterway that flows through parts of Ascension, Assumption, and Lafourche Parishes, and approximately 300,000 Louisiana residents drink water from this bayou, thanks to the Bayou Lafourche Fresh Water District. The waterway also provides recreation and natural beauty to its landscapes, and Friends of Bayou Lafourche,Inc., a tax-exempt 501(c)(3) organization, aims “to raise the awareness of the importance of Bayou Lafourche and its revitalization, through education and informational outreach, and by the creation of recreation and beautification opportunities along the bayou” (bayoulafourche.org/about).

Ryan Perque, executive director since 2017, notes the amount of interest in the bayou has increased recently. “Homeowners and landowners with property along Bayou Lafourche are using their bayou-facing property to enhance the use of Bayou Lafourche by adding launches for boats, kayaks, and paddleboards,” he says. Five to six years ago, the Bayou Lafourche Fresh Water District would receive maybe six permits a year. Within the last year, there are four to five permit applications a month.” The permit process is free for waterfront property, and Friends of Bayou Lafourche assists applicants with permitting. “We also try to identify public properties along the bayou and work to acquire funding so we can construct improvements for public use.”

One major project slated for completion in 2022 is the Nicholls State University Bayou-side Park, which is located along Bayou Lafourche across from the campus and connects to an existing walking trail. People enjoying a boat ride in the

With recreational and travel enhancements like these, Friends of Bayou Lafourche hopes more people will see opportunities with their current and future property. “We want to see more people using the bayou recreationally and the economic impact of this,” Perque says. “The bayou used to be an ignored waterway, and now it is a desirable feature. A lot of people are looking at bayou-side development when deciding where to buy. Our next step is to work with businesses to have public access points.”

The Bayou Lafourche Freshwater District also is working to increase the amount of water in the bayou through the implementation of the Mississippi River Reintroduction into Bayou Lafourche (MRRBL) master plan. Dredging from Donaldsonville to Napoleonville, the Union Pacific Railroad Bridge Replacement in Donaldsonville, and the Thibodaux Weir Removal have been completed. The Lockport and Assumption Water Control Structures have also been installed to protect water supplies during low water surface elevation events. The remaining projects to be completed as part of the MRRBL are the construction of a new 1,000 cubic-foot-persecond pump station in Donaldsonville and the continuation of dredging from Napoleonville to Thibodaux.
