Who’s paying for “dog business” in Woodend?

As per the WDC Dog Control Bylaw 2009, dogs in public places, unless prohibited or required to be leashed, are to be kept under continuous and effective control at all times. Any dog found not under continuous and effective control in any public place or reserve may be seized and detained by any authorised officer, or a person employed by the Council, and be impounded.

The Bylaw also states, the owner or person in charge of any dog in any public place must carry a suitable receptacle for the removal of any faeces defecated by that dog.

Prohibited areas are; All children’s playgrounds and all sports fields. Under control areas are; Grangeview Reserve, Woodend Recreation Reserve (sports field prohibited), Pankhurst Reserve, Gladstone Park (playground and sports field prohibited), Norton Reserve and Woodend Beach Domain.

If a reserve isn’t listed on the WDC website or related publications, it remains an ‘under control area’ until reclassified. The community is advised to check the reserve’s signposts before taking a dog onto a reserve.

The Woodend School Board has no control over what happens with dogs on the Woodend Recreation Ground, but dogs have been observed either walking/running with their owner or on lead mostly, outside of the school day. Principal Graeme Barber says these owners are obviously very good Page 4 THE WOODPECKER SEPTEMBER 2015

“The actual school grounds are very small and surrounded by mostly green space and roads, the Board has adopted a policy of allowing dogs only on a leash and in the control of adults in the actual school grounds.”

“Most parents who bring a dog on a lead while walking with their child(ren) to and from school support this opportunity. The Board also encourages opportunities for students to learn how to be safe around dogs,” says Principal Graeme Barber.

Concern has also been raised by a Woodpecker reader about the use of Gelenview Park, Hewitts Road, as a private dog-training park and if these users are required to pay a fee to the Council for such use. The growth of our District It is obvious that the Waimakariri District has grown since the September 2010 earthquake and, particularly, since the Red Zoning announcements of the third quarter of 2011. Woodend, alone of the District’s towns has not. Why is this the case when it clearly Pegasus and Rangiora have grown, Kaiapoi has more than regained the population it lost and even more-distant Oxford has shown some growth?

It certainly is not because there has been insufficient residential-zoned land.

The area to the east of the town, south of

Parsonage Road, has been zoned residential since the 2000s. The main problem there has been has been the difficulty for those landowners who wish to subdivide to coordinate an approach to development.

The most obvious development, Ravenswood, actually got its necessary Plan Changes before the earthquake. When it has come to getting subdivision consents, however, this has not been an easy one to get over the line for both the residential and business areas. The untimely death of Bob Robertson and a change of direction for the Infinity parent company have also complicated matters more recently.

The other two developments, north of Parsonage Road and the rural residential proposal to the south-east, are at different stages, but are making progress.

The overall picture is that the number of housing consents is slowing down. Some this was going to happen anyway, as the post-earthquake relocations slowed, but also we know that the congestion on the Motorway is discouraging some buyers, especially those from out of Christchurch.

Those who are coming from other cities don’t seem to be so concerned.

Nevertheless this year will see at least the same number of consents across the District as the pre-earthquake highest year. The Council believes that population growth, including in Woodend, will be very much a part of the District’s future.

Woodend Combined Probus Club

Our Mini-Speaker last month was a Club Member who had recently returned from a family visit to Melbourne with his wife. While there they made time to attend a Probus meeting to see how things were run in Australia and how they might differ from our Club. A search revealed that there were some 65 clubs in the area where their daughter lived but the closest was the Tunstall Club near Narawandi. A call to the Secretary resulted in a warm invitation to the Club Meeting which started at 10 am. On arrival they were given a Registration form by the greeter, who thought they were looking to transfer from Woodend in Victoria! Basically our couple felt very much at home at the meeting – which was run on very similar lines to our own and they brought back two Newsletters for us to see. These showed a very wide range of organised activities and outings – enough to keep you busy all week!

There is no mini-speaker at the meeting, this time slot being taken up with explanation of all the forthcoming activities. After the morning Club Meeting, a lunch venue is arranged for those who wish to go. Overall our Members found it was a very friendly experience.

Our August Main Speaker was Lynne Taylor, Manager of Diabetes Christchurch Inc. She spoke to us about her personal experience of Type 1 diabetes and also about Type 1 and Type 2 in general. Diabetes is the result of the pancreas not creating enough insulin to keep blood glucose levels within the normal range. People with Type 1 produce very little or no insulin and require insulin by injection several times a day. The Type 2 condition can usually be managed by diet, exercise and medication. There is also gestational diabetes which usually disappears after pregnancy.

Unmanaged diabetes is the number 1 killer in NZ through heart disease and strokes, and is also responsible for more than half the cases of amputation and blindness. Scary! There Page 10

are some 250,000 people in NZ with diabetes, of whom 23,000 are in Canterbury. Sefton and Rangiora have the highest rate of Type 1 in NZ – and we don’t know why; nor do we understand why it is often associated with Celiac’s disease. Lynne urged everyone to ask their doctor to give them an IGT (Intolerance to Glucose Test) to determine if they are among the many thousands in Canterbury who have a pre-Diabetes condition. For all of us, Lynne advocated moderation in respect of fat and sugar intake, together with moderate exercise.

Our monthly bus trip took us first to the Sumner/Redcliffs area to view progress post quake, followed by an early lunch at Ferrymead before going on to visit the Christchurch City Mission on Hereford Street.

The Mission is a part of the Anglican Care programme. We were met by Gray Crawford who is Manager Social Services. He gave us a very illuminating explanation of the work of the Mission, mentioning particularly the changes in need that had occurred in this post earthquake period. We had an interesting tour of the Mission, accompanied

by Phil Clark (Service Supervisor – Men’s Services). It costs over $5M pa to run this worthwhile and essential service, most of which comes from public donations. So please keep the donations of money or nonperishable goods coming!

UPDATE ON OUR NEW BUILD: Regular meetings with the Architects, Project Manager and Ministry of Education staff are underway. The anticipated future steps include 1. the upgrade of the Old Admin block into a total of 3 learning spaces (including Room 9). This is likely to occur in Term 4 this year. Alternative accommodation will be found for WASP. Note this valuable programme will continue!

This Month with Harry This month I have managed to fight back the tears and tell a little of our lately demised drinking hole. I talk of the recently closed Woodend Hotel. To put it correctly the Royal Hotel. The very same place that towards the end suffered the indignity of being called the ‘Woody’ which to the outsider could have been a fancy name for a loopy bin. And as well, other people besides Steve Clegg, Bruce Cosgrove and Ted Marris used to drink there.

In 1855 -56, Alfred St. John White built an accommodation house on this site. This was the first known habitation in Woodend and stood on the track north from Kaiapoi. This track skirted round the edge of the sandhills following what is now Sandhills Road before heading northwest along the present beach road. At the time the native bush completely surrounded St.John Whites building. The path to Rangiora continued through what was to become the town, branching to the northwest where Woodend road meets the main road and roughly followed the south bank of the Waiora Stream. Little is known about Alfred St. John White although he had some relationship to the firm of Wagners Overland Mail, a company that carried the post overland from England to India.

In 1859 Edward Panckhurst took over the accommodation house from St.John White. He obtained a liquor licence, thereby establishing himself as Woodends’ first, in a long line of illustrious publicans, and named his hotel the ‘City of Canterbury’ . According to lore Ned Panckhurst was a man of powerful physique well suited to dealing with any hanky-panky his patrons might indulge in. To prove a point it is said that he could get under a dray and lift it on his back. However on a more sombre note it is also said that he nearly caused the demise of a young Maori boy he caught stealing when he went further than a good old smacked backside. After Page 16

he left Woodend, Ned Panckhurst sort of disappeared from the scene, and it is only in comparatively recent times that the family have discovered he ended up in a paupers grave in Melbourne.

Henry Hinge succeeded Panckhurst as the licensee of the hotel. It is thought that he changed the name to the ‘Royal Hotel’. Known as ‘Cocky’ Hinge he arrived in Woodend in 1860, where he kept a store before taking the hotel over. In 1863 he failed to get his license renewed as he had been convicted of selling liquor to the Maoris and had to carry on as a mere boarding house until it was reinstated (they had “been seen drunk about the place with him”). At that time supplying natives with alcohol was very much against the law. As reported a couple of months ago, Henry Hinge was elected lieutenant when the Woodend Volunteer No 9 Coy. was formed with the first weekly parade being held on the 27th November, 1866. Afterwards he marched them to the ‘Royal Hotel’, “for the handing out of uniforms and other business”..

In late 1866 Hinge left the hotel to go farming the block he leased in the Maori reserve at Tuahiwi and Arthur Ward took the pub over.

Ward took a fairly active role in community affairs. In 1867 he presided over a public meeting called to discuss the conduct of the post office after the locals moaned about not getting their mail. The meeting ended with Ward urging them to “do their worst” about the problem. He was also active, in conjunction with John Conway the publican of the ‘White Crane’, in organising pigeon shoots and horse flat races between Woodend and Rangiora. When the local area ‘boss’ of the Volunteers, Captain Francis Fuller, who farmed ‘Beaconsfield’ just down the beach road, was returning from a volunteer dinner at Saltwater Creek he managed to fall off his horse outside the ‘Royal’ and was carried into the hotel. Ward considered it a classic

case of too much to drink and left him to sleep it off. However Fuller died during the night and Ward was severely reprimanded at his inquest for not taking more care of him.

In May, 1880 Henry Hinge announced that after 20 years at Woodend he was leaving the district. In recognition of his contributions to the community a dinner was held and he was presented with a bag of sovereigns as a token of appreciation. He said not a word of his intentions and to this day his next movements remain a mystery.

In 1869, Mark Riddle Tompkins took over from Arthur Ward. A tailor by trade, he arrived in Canterbury by the ‘Regina’ in 1859. His first brush with the law occurred on his wedding day in May 1871 when he rolled a barrel of beer onto the road outside the pub and invited all and sundry to help themselves. A few of the local Maoris got into the act, became sozzled and started scrapping amongst themselves. Tompkins was fined 20/- ($2) for supplying liquor “to the natives”. It appears that he gained quite a reputation in the district for his catering expertise, especially for large functions such as weddings etc. and his ability to travel to such venues.

I see by the paper recently that another group were caught taking more than they were allowed or needed from the cockle beds at Saltwater Creek. And whilst I don’t want to overstep the P.C. mark, anybody that is not very bright such as myself wouldn’t have to

rely on a college education to deduce by the names of these people they weren’t born in Southbrook or for that matter anywhere else in New Zealand. Once again ignorance of the law was given as an excuse. What a lot of male bovine by-product. I bet if one went to say Mongolia and murdered a Mongol, one wouldn’t get away with saying one didn’t know it was against the law to kill one of the natives. My own thinking on this subject is how many of these offenders would need to be sent back to their country of origin before everyone else got the message.

Yes, Woodend Playcentre will be 30 yrs old next year. Way back in 1986 it all started in the hall of St Barnabas’ Church. There have been many families through Playcentre’s doors since then so if you have any memories and/ or photos from your Playcentre days we would very much like to hear from you.

There is also more BIG NEWS... our Tuesday session is now full to capacity!!! We have lots of new families with 2yr olds with their baby siblings, it’s great. If you are thinking of popping down to see what we’re about please do so. Monday, Thursday and Friday mornings are our other days and your first three visits are free. Can’t say fairer than that.

In October there is the ‘New Zealand Shake Out’ which we are looking forward to taking part in. Hopefully earthquakes are a thing of the past but we can never be too sure what Mother Nature will throw at us so being prepared and getting our youngest people aware of what to do in this type of event is crucial so it becomes second nature for them.

Spring is definitely in the air with blossoms and flowers out now so spring planting is the focus at the moment for us, and

Fun learning environment for preschoolers

Every Friday morning the Pegasus Community Playgroup meet at the Woodend Community centre from 9.30am to 11.30am.

We are a group of like Mum’s Dad’s and caregivers from the Pegasus, Woodend and Rangiora Community who volunteer our time to come together once a week to create a fun learning environment for our preschoolers.

We are funded by the Education Department and have just renewed our Certification with them. We have to include all types of free play for the children including, ride on bikes, scooters, slides, puzzles, a corner set up for the babies, blocks, family corner and craft.

The Woodend Communtiy Centre is such a wonderful place, it is warm and very clean and we have a large area for the children to let off steam especially on the cold days.

Each week we have a focus of a particular learning activity, sometimes it is a craft, baking, a visitor from the community may visit or we may go out to an activity. For example this term we have made craft snowmen with our names, done threading, and we have visited the new Kaiapoi Library and watched a Kapa Haka group preform.

For the rest of the term we have planned: • 4th Sept: Father’s Day craft • 11th Sept: Making sock puppets • 18th Sept: Visiting the Ice Trampoline Centre in Rangiora for an hour of bouncing!

As you can see we offer many fun activities for the children and it also allows the adults to mix and support each other. We have all made wonderful friends - the young and old.

This is a shared role, so you do need to become a committee member, but you won’t have to take the minutes every month. Vodafone Update Vodafone’s network upgrade for Pegasus remains on track, with the Step 1 completed last week. This should have resulted in improvements already for some customers. Vodafone are still expecting to deliver Step 2 of the upgrade (which will result in full restoration of service) in the first week of September.

A meeting was held for the appraisal of the alterations to the clubs constitutional.

The Friday night’s get together continued to be successful although they would liked to have seen more people come.

Our greenkeepers and grounds people have worked very hard throughout the winter to

have the green ready for the season’s start also the officers and secretary who have spent many hours putting the programme together, our thanks go out to all those concerned.

Scout Museum

The National Scout Museum is located in the conference wing of the building complex at the Blue Skies Conference and training centre in Kaiapoi. This is a permanent display with Kaiapoi featuring strongly, being where the first Scout patrol is reputed to have formed, with early camps held at Woodend, where today a memorial cairn is located.

We will be running another of our quiz nights on 7th November, for teams of four.

Although entry costs and time have yet to be decided, we thought we would give you plenty of notice, as the pre-Christmas busy period seems to be getting underway earlier and earlier! So if you are interested, do put it in your diary.

On the subject of Christmas, we are already thinking of the Operation Christmas Child collection. Last year the Woodend-Pegasus and Amberley Parishes put together 50 boxes between them. We hope to reach or even pass that target this year.

Last month we mentioned a relatively new initiative, the Cafe Talk sessions at the Flat White Cafe in Pegasus. Due to heavy commitments, the group running it have been taking a break for a few weeks, but they recommence on 4th September.

Starting at 5 pm on Fridays, they are an opportunity to talk about faith issues in an informal setting. If you see us there any week, feel free to come up and say hello, we would love to meet you.
