Township Proclamations
The Woodlands Township Board of Directors recently honored the legacy of Michael Richmond, a longtime real estate development and banking executive in the community who passed in December 2022. A respected leader, trusted advisor and mentor, Mr. Richmond helped to shape The Woodlands into one of the most successful master-planned communities in the nation through his work with George P. Mitchell.
With the growth of The Woodlands, Mr. Richmond was named President and COO in 1997, followed by CEO in 1998, of The Woodlands Operating Company. Some of his most notable projects include the signature golf courses of Nicklaus, Palmer and Player, the development of The Woodlands Mall, The Woodlands Waterway Marriott Hotel & Convention Center, the San Luis Hotel and other Galveston developments.
Mr. Richmond’s contributions to the medical community included the creation of the very first hospital, The Woodlands Community Hospital (now known as Memorial Hermann The Woodlands), negotiating the sale of land to St. Luke’s Hospital and becoming its first Chairman of the Board and supporting Texas Children’s Hospital The Woodlands as a lifetime ambassador. The Township extends its condolences and gratitude to the Richmond family.
The Woodlands Township Board of Directors also presented the Honorable Kevin Brady with a proclamation for his 26 years representing the Eighth Congressional District of Texas.
Congressman Brady had many notable accomplishments during his House career including becoming only the third Texan in history to become Chairman of the House Ways and Means Committee, the only constitutionally
required committee and considered to be the most powerful. His legislative accomplishments include passage of several international trade agreements, enhancing retirement savings for families and authoring the Tax Cut and Jobs Act, the first comprehensive reform of the United States tax code in over 30 years.
Prior to serving in Congress, Kevin Brady served six years in the Texas
House of Representatives and served as the chief executive of The Woodlands Area Chamber of Commerce for 18 years. Named a Hometown Hero, Hero-of-the-Taxpayers, Small Business Champion and SuperFriend of the Seniors, Brady continues to serve The Woodlands community with the support of his wife Cathy and their two sons.

THE WOODLANDS TOWNSHIP NEIGHBORHOOD WATCH: Be a Part of an Award-Winning Program!
By Kristin Pternitis
For the past several years, The Woodlands Township has placed in the top three for National Night Out programming by the National Association of Town Watch for the population category of 100,000 to 300,000. This award recognizes the efforts of public safety and community partnerships. These partnerships play a critical role in The Woodlands Township’s crime and fire prevention efforts.
As The Woodlands continues to grow, so does the need for residents to be vigilant and to take part in crime prevention efforts in their homes and in their neighborhoods. The strength of The Woodlands Township Neighborhood Watch has always been in the dedication of volunteer Neighborhood Watch Coordinators who share their time and talents for the good of the community. Since its inception in 1984, The Woodlands Township Neighborhood Watch program has grown tremendously, helping to bring the crime prevention message into neighborhoods. However, Neighborhood Watch Coordinators are still needed in some neighborhoods of The Woodlands.
It’s easy and fun; become a Neighborhood Watch Coordinator today! If your neighborhood is not yet active or has recently become inactive in this program, please contact The Woodlands Township Neighborhood Watch at 281-210-3800 or neighbor@ thewoodlandstownship-tx.gov and a Program Specialist will provide you with the tools you need to get organized.
For more information about The Woodlands Township Neighborhood Services Department and the many programs and events that are offered, please visit www. thewoodlandstownship-tx.gov/ neighborhoodservices or visit us on Facebook at www.facebook.com/ townshipneighborhoodwatch.
HOW IT WORKS
1. SHARE information with neighbors from your Township Neighborhood Watch Program Specialist. Forwarding relevant emails and/or sharing on social media.
2. HELP to bring crime prevention resources to your neighbors. Schedule a Safety Meeting, Safety Awareness Day and/or Dog Walker Watch event in your neighborhood. Your Program Specialist will help you plan the event. Public Safety personnel will be invited to attend these events along with your Program Specialist.
3. ASSIST with rumor control by sharing accurate information. Please contact your Program Specialist for verification before you “spread the word.” ACCURACY is very important. A good resource for checking accuracy in “chain” emails, scams and the like is www.snopes.com. Please do not share something before knowing the facts.
4. PARTICIPATE in National Night Out. Host a National Night Out party for your neighborhood. National Night Out in The Woodlands is the second Sunday in October from 3 to 6 p.m. Your Program Specialist will assist you with getting your party organized. Public Safety personnel will visit registered parties.
5. ENCOURAGE neighbors to look out for one another. Immediately report suspicious activity to law enforcement: Montgomery County residents

Increased Residential Water Use in 2022
By John Geiger, Woodlands Water
Why the increase? One word – drought.
Woodlands Water residential customers, comprised of 31,800 homes, used an average of 10,900 gallons per month in 2022. This figure denotes a 31 percent increase over 2021.
Weather patterns have a significant effect on household water consumption given that nearly half of our water goes into the lawn and landscape. Last year delivered 38 percent less rainfall than an average year – 31 inches in 2022 versus the average 50 inches. Residential irrigation ramped up to compensate.
The larger picture remains encouraging, though. Over the past decade, residents of The Woodlands have demonstrated a strong shared commitment to conservation. Despite the increase in 2022, per household water consumption was still 38 percent lower than 2011, the peak of our last severe drought. Thankfully, conditions should ease in 2023 with a return to normal precipitation levels forecasted by The National Weather Service.
Regardless of weather conditions, smart, efficient use will always play a key role in keeping water available and affordable. In 2022, Woodlands Water invested $2.1 million to maintain the efficiency and reliability of the system. Another $1.5 million is budgeted for water service, distribution maintenance and repairs in the current year.
Woodlands Water also provides a variety of tools to help customers reduce waste at home including the WaterSmart online portal. WaterSmart connects to your digital water meter, providing an in-depth look at your household’s consumption (indoors and out), pinpointing opportunities to save and alerting you when leaks or high use occurs.

Thank You for Visiting, Come Again Soon
Did you know? More than half of The Woodlands Township budget is comprised of hotel tax and sales tax, which helps keep tax rates down for residents and businesses. This is one of the primary reasons why tourism in The Woodlands is so important. When visitors come to town, whether it’s for a conference, a quick weekend getaway or spring break family vacation, they contribute to our community’s low tax rates and successful hospitality businesses.
Of course, this demand for travel to The Woodlands wouldn’t occur without our high-quality businesses, restaurants and hotel properties. Again and again, the people in our community go above and beyond to provide great experiences – for residents and for travelers.
Visit The Woodlands, the official destination management organization of The Woodlands, also plays a large role in bringing travelers to The Woodlands. Visit The Woodlands Board of Directors and staff work together to promote our community and establish The Woodlands as a beautiful and lively destination that’s recognized regionally, nationally and internationally for first-class business, convention and leisure travel.
Last year, multiple hospitality businesses and attractions received awards that recognized their exceptional service on all three levels: regionally,
nationally and internationally.
Visit The Woodlands also received several awards, honoring the team with recognition as leaders in the tourism industry. With the efforts of Visit The Woodlands, The Woodlands Township and top-notch hospitality partners, there is no doubt that The Woodlands will continue to thrive, thanks to the leisure and business travelers who visit The Woodlands, again and again.
