A MESSAGE TO OUR COMMUNITY
Dear Residents of The Woodlands,
Over the past year, The Woodlands Township Board of Directors has worked to elevate awareness about the growing safety concerns surrounding electric bikes, scooters and other motorized devices. Through the Respect the Path educational campaign, we have focused on sharing information, promoting pathway etiquette, encouraging helmet use and working with schools and public safety partners to reduce dangerous situations across our community. While the campaign is educational in nature, we believe it has made a positive impact. We have heard from residents who chose not to purchase these devices for children after learning more about the risks, and we have observed improved etiquette along pathways and increased helmet use among riders. While anecdotal, these observations suggest the message is reaching parts of our community. This issue is not unique to The Woodlands. Communities across Texas and the nation are facing similar concerns as emergency room visits involving e-bikes continue to rise and local governments struggle to determine how best to regulate these devices and address safety concerns.
Recent tragedies serve as sobering reminders of the risks involved. Earlier this year, a California mother was criminally charged after authorities said her child fatally struck a pedestrian while riding an electric bike after previous warnings about unsafe behavior. Closer to home, a neighboring community experienced the heartbreaking loss of a teenage girl involved in a fatal minibike accident while traveling to school. Incidents like these are devastating for families and entire communities.
These are not harmless toys. Many of these devices are powerful motorized vehicles capable of dangerous speeds and are often operated by young riders who may not fully understand traffic laws, roadway conditions or the consequences of unsafe operation.
The Township continues to work closely with local law enforcement agencies, public safety partners and area school districts to support education and awareness efforts. At the same time, this conversation must also start at home. Parents and guardians should carefully consider whether their child is mature enough to safely operate these devices. Many can exceed 20 miles per hour, and children who do not understand traffic laws, right-of-way rules or roadway safety should not operate them in public spaces. This is not about taking away fun. It is about preventing serious injuries and fatalities. The Woodlands pathways were designed to connect neighbors, families, parks and schools safely. Preserving that experience requires all of us to work together.
Sincerely,
The Woodlands Township Board of Directors

ROCK THE ROW
WHAT’S YOUR ROCK THE ROW STYLE?
Thursday nights at Rock the Row are about more than just live music. During the summer and fall, Hughes Landing transforms into a mix of patio dinners, lawn chairs, dancing groups and families soaking up a night by Lake Woodlands. And if you’ve been to Rock the Row more than once, chances are you’ve developed your own concert-going routine. So, which Rock the Row personality are you?
The Patio Hopper: The ones who arrive early for dinner reservations and somehow end up making their way to multiple patios before the night is over. They came for the music, but they’re also here for the cocktails, sunset views and catching up with half the people they know in The Woodlands.
The Lawn Chair Regular: They know exactly where to set up, arrive strategically early and never forget the portable fan. Rock the Row isn’t just something they attend, it’s part of their weekly summer routine.
The Dance-in-Front-of-the-Stage Group: They bring the energy no matter the genre and somehow convince everyone around them to start dancing, too. If there’s a crowd gathered near the stage by the second song, they probably started it.
The Foodie: They are there for the full Hughes Landing experience. They planned dinner before checking the lineup and can probably tell you the best appetizer, dessert and patio view within walking distance of the stage.
The Family Crew: They arrive with blankets, snacks and kids ready to dance barefoot on the lawn. For many families in The Woodlands, Rock the Row has quietly become one of those simple summer traditions everyone looks forward to each year.

Held Thursdays from 7 to 9 p.m. at Hughes Landing, 1900 Hughes Landing Boulevard, Rock the Row, presented by Houston Methodist The Woodlands Hospital, and sponsored by Howard Hughes, features high-energy performances from local and regional bands.
This summer’s lineup includes:
July 9: Leslie Lugo (Latin/Variety)
July 16: Brenda Guy The One Woman Show (Soul)
July 23: SheWolf (Shakira Tribute)
July 30: Nervous Rex (Variety)
August 6: Foxy & The Hares (Pop/Rock)

Q&A with Todd Stephens, Township Director of Intergovernmental Relations
Before joining The Woodlands Township, Todd served for 13 years with Congressman Kevin Brady in both Washington, D.C., and Texas. His career also includes various roles in the Kentucky General Assembly, where he served as professional committee staff, bill drafter and legislative assistant to the Senate President. A veteran of the United States Army, Todd holds a master’s degree in political science and a bachelor’s degree in political science and philosophy.
Todd’s extensive background and dedication to public service make him a vital asset to The Woodlands Township, ensuring the community’s interests are effectively represented at all levels of government.
What does Labor Day mean to you?
Labor Day is a nice pause before fall really kicks in. I don’t want to rush past summer, but fall is my favorite season. I like that Labor Day encourages slowing down and catching my breath.
How do you celebrate Labor Day?
I usually keep it low key - certainly there will be grilling with family, spending time outside or just relaxing at home if it’s too hot. If possible, my wife and I try to squeeze in one more summer travel weekend before routines pick up again. It’s really about taking a moment to unwind.
Why is it important to you?
To me, Labor Day is a reminder that balance matters. I am very thankful to get to do the job I do, but it also makes me grateful for the times I have to enjoy family and friends. Plus, marking the unofficial end of summer makes it feel like a natural reset before the busy season ahead.
PLANNING A HOME PROJECT?
HERE’S WHAT’S NEW
UPDATES TO THE COVENANT ADMINISTRATION FEE
Whether you’re dreaming of a new pool, adding a covered patio or tackling another home improvement project, The Woodlands Township has made a few updates to the Covenant Administration fee schedule beginning July 1, 2026.
The goal is simple: make expense fees more closely match the level of review a project requires.

Many everyday projects that are basic services and continue to serve as beautification for the community, including painting, landscaping, roof replacements and tree removals, continue to be reviewed at no charge, provided an application is submitted and a permit is received prior to commencing with construction. An improvement constructed without a permit that is a result of notice or resulted in the performance of a cease and desist/stop work order, cause additional technical plan review and committee action and will be subject to an expense fee.
For enhanced or larger projects that often require additional time, technical review, inspections, committee consideration, or variance and rehearing requests, an updated fee will apply. The revised schedule also provides clearer guidance for improvements that were not previously listed.
One important reminder: submitting an application before starting work can help avoid delays, additional reviews and unexpected costs later.
The Board of Directors also directed staff to develop a process that could identify exceptions for repairs resulting from a catastrophic event such as hurricanes, fires or other casualty damage.

If a project is on your to do list, contact the Covenant Administration staff, who are available to help answer questions and guide you through the process before work begins.

HELPING YOU CONNECT WITH THE COMMUNITY AND YOUR NEIGHBORS
The Woodlands Township Neighborhood Services helps build strong, connected neighborhoods through education, engagement and public safety programs. From crime prevention and emergency preparedness to community outreach and resident support, the department provides tools and resources that empower residents to stay informed, involved and safe. It’s where community connection begins. Did You Know?
In addition to a variety of annual events and the Township’s award-winning Neighborhood Watch program, Neighborhood Services provides the following services/ resources for residents of The Woodlands Township.
Curbside Address Paint Kits – At no cost to residents, paint kits are available to help residents clearly mark their house number on the curb to assist emergency responders and improve address identification. Each kit includes number stencils, paint and paint brush for residents to complete on their own. Kits must be returned to the Township and are subject to waitlist availability.
Bicycle Registration – This program records owner information, serial number and any unique characteristics of the bicycle, which is securely stored in the department database. Should your bicycle become lost or stolen, the Township would be able to retrieve this information and greatly increase the odds of returning your property to you.
Key Tag Registration – Registering and receiving a key tag provides residents with a unique identification number with instructions if the keys are found in the community to return to the Township Main Office (2801 Technology Forest Blvd). When a set of keys is received, the Township will contact the owner using the unique ID on the tag. In addition to being a reliable method to recover lost property, the program encourages and reinforces a cooperative spirit within the community where residents look out for one another.
Neighborhood Services can also help facilitate Safety Awareness Days or Safety Meetings in your neighborhood in partnership with local law enforcement and first responders. These events may highlight a specific crime prevention topic while providing an opportunity for residents to discuss relevant safety-related matters.
For more information or to schedule an event in your neighborhood, please contact the Neighborhood Services Department at 281-210-3800 or neighbor@ thewoodlandstownship-tx.gov.

SAFE HAVEN BABY BOX AT STATION 6
PRESERVING LIFE AND PROTECTING PRIVACY
Did you know that The Woodlands Fire Department has a Safe Haven Baby Box at Station 6? What is a Safe Haven Baby Box, you ask? A Safe Haven Baby Box is a life-saving device that provides a secure, anonymous option for mothers in crisis to surrender their newborns safely, legally and compassionately. Installed on the exterior wall of The Woodlands Fire Station #6, the Safe Haven Baby Box ensures that surrendered infants are immediately cared for by medical personnel, with a silent alarm system that alerts first responders the moment the door is opened.
The Safe Haven Baby Box represents our community’s unwavering commitment to preserving life and offering hope. It is more than a piece of equipment—it’s a symbol of compassion, second chances and the power of providing a safe option when it’s needed most. The Woodlands Township has provided mothers in crisis with a choice that is life-saving for the baby, while being legal and anonymous for the parent.
The Safe Haven Baby Box was a joint project of The Woodlands Fire Department, The Woodlands Township, Harris County Precinct 3, and Safe Haven Baby Boxes. Sts. Simon & Jude Catholic Church gave the blessing for the Baby

A MESSAGE FROM WOODLANDS WATER
ONE SYSTEM, ONE COMMUNITY: MITCHELL’S REGIONAL VISION FOR WATER INFRASTRUCTURE
When George Mitchell was planning The Woodlands, some of his most consequential decisions were ones residents would never directly see, such as how the community would manage its water and wastewater. Rather than following standard practice at the time and letting each neighborhood district build its own independent system, Mitchell chose to create one shared regional utility serving the entire community from the start.
In 1970s Texas, when a subdivision was built outside city limits, a Municipal Utility District (MUD) would be formed for that specific land, financing its own wells, treatment plant, and pipes, operating completely independently of neighbors. The result across Greater Houston was a sprawling patchwork of small self-contained systems, each duplicating infrastructure and staff, with limited capacity for community-scale planning.
Mitchell took a different view. Because The Woodlands was designed as a single unified community, he believed water infrastructure needed to be managed at that same scale. He partnered with the San Jacinto River Authority (SJRA), who established the SJRA Woodlands Division in 1975, just one year after The Woodlands opened. Individual MUDs handled local service to homes, while the SJRA managed water supply and wastewater treatment for the community as a whole.
The practical benefits were lasting. A large, shared treatment plant costs far less per gallon to operate than many small ones. Skilled operators, lab services and equipment could be shared rather than duplicated.
Perhaps most importantly, the regional model allowed The Woodlands to grow in a coordinated way, expanding capacity in measured stages as new neighborhoods came online, rather than reacting subdivision by subdivision.

What Mitchell built is what water professionals today call a regional utility model, now broadly recognized as best practice. In 1974, it was years ahead of its time. It was infrastructure designed not just for opening day, but for the city-sized community still decades away. Those efficiencies have added up to a tremendous amount of savings for The Woodlands over the years. Today, residents enjoy some of the lowest water rates and MUD tax rates in the region, a direct and lasting benefit of the decision Mitchell made before the community’s first home was ever built. Information in this article was obtained from a number of resources, including the American Water Works Association, the San Jacinto River Authority, Woodlands Water Agency, Texas2036.org and The Cynthia and George Mitchell Foundation.

Box when it was installed last year in honor of the children and families it may serve in the future.

TOWNSHIP EMPLOYEES SAVE LIVES
BLOOD DRIVE OPPORTUNITIES
Six times a year, The Woodlands Township works with the Gulf Coast Blood Center to hold blood drives at Township facilities.

“We have blood drives to provide the community and the employees of the Township a convenient way to donate, save lives and create a way to give back to our friends and family in need,” said Cindy Strawn, blood drive coordinator and a member of the Township Neighborhood Services team.
Donating blood is important because blood cannot be manufactured. It can only come from people willing to perform the ultimate selfless act of kindness and donate. Emergencies and ongoing medical procedures happen every day. Every single donation makes a difference. Two Township employees were recently recognized for giving blood consistently at every blood drive held at a Township facility in 2025.
“An employee who donates blood at every drive shows great dedication, leadership and compassion,” Cindy shared. “Township employees Stephanie Rojas and Kelly Smith donated blood at all six drives we had in 2025. That means that between those two employees, they saved 36 lives!”

Stephanie Rojas,
Senior Human Resources Generalist
“What motivates me to give blood is knowing that something so easy is going to make a huge impact and potentially save someone’s life. I think about the people in the hospital who need life-saving care, and something so small that we can do really helps out, not for just one person, but also their families.
“It’s definitely very humbling. As a donor, you may never meet the people who receive your blood, but I think in the back of my mind, just always knowing that somehow I’m making a difference and helping someone is really meaningful. So it makes me feel really good.”
Kelly Smith, Trolleys Supervisor
“The Township makes it easy. The blood drives are scheduled, and it’s just become part of my routine. The blood center staff is very kind and guide you through every step of the way. Being in public service, I’ve learned that giving of yourself is the most important gift you can give. I’m blessed to be able to give blood, and also to share kindness and help. I give in honor of my parents and to help others.”

PROJECT 365 | RESPECT THE PATH
Project 365 is a unique component to the Neighborhood Services Department’s National Night Out Campaign. Working together with the Montgomery County Sheriff’s Office Crime Prevention Unit and the Harris County Constable’s Office Precinct 4, the goal of Project 365 is to designate a particular crime or safety related problem in our community, that when removed, will continue making The Woodlands one of the safest places to live.
The Project 365 initiative for 2026 continues the Township’s ongoing Respect the Path pathway safety campaign. Heavily focused on educating all users of proper pathway etiquette, safety guidelines and pathway rules, the Respect the Path program promotes safe and courteous use of The Woodlands’ pathway system for everyone who walks, rides or rolls. Each month, Neighborhood Services features a safety topic, showcasing simple and practical ways to prevent accidents, deter crime and keep the pathways enjoyable for all.
July – Share the Path
The Woodlands’ pathway system is enjoyed by walkers, runners, cyclists, families and people using mobility devices. Sharing the path safely helps everyone have a positive experience. Whether you’re walking, jogging, biking or enjoying a family outing, remember that The Woodlands pathways are for everyone. Stay right, pass left, communicate your intentions and remain alert so all users can travel safely and courteously.
Safety Tips
• Stay to the right side of the pathway and pass on the left.
• When passing, announce yourself with a friendly “On your left” or use a bell.
• Keep headphones at a volume that allows you to hear others and approaching traffic.
• Cyclists and e-bike riders should reduce speed in busy areas and around curves.
• Be predictable—avoid sudden stops or changes in direction.
• Walk no more than two abreast when others are approaching.
• Keep pets on a short leash and under control at all times.
• Stay alert at pathway intersections and road crossings.
• Watch for children who may move unpredictably near pathways.
• Use pathway lighting where available and wear reflective clothing if out early or late.

August – Back to School, Back to Safety
As students return to school, pathway and roadway activity increases. Extra awareness can help keep children and families safe. With students returning to classrooms, pathways and neighborhood streets become busier. Drivers, cyclists and pedestrians all play a role in keeping our community safe. Slow down, stay alert and watch for children traveling to and from school. Safe routes start with safe choices.
Safety Tips for Everyone
• Slow down near schools, parks and neighborhood crossings.
• Watch for children walking, biking or scootering to school.
• Obey all traffic signs, crossing guards and school zone speed limits.
• Put phones away and avoid distractions while walking, biking or driving.
• Use marked crosswalks whenever possible.
• Make eye contact with drivers before crossing streets.
• Wear bright or reflective clothing when traveling during early morning hours.
• Look both ways before crossing driveways and intersections.
Safety Tips for Students and Families
• Plan and practice a safe route to school.
• Wear a properly fitted bicycle helmet every time you ride.
• Teach children to stop, look left-right-left and cross only when safe.
• Encourage children to travel with friends when possible.
• Remind students to keep earbuds out or volume low near roadways and crossings.
• Secure backpack straps and avoid carrying items that block visibility.

MOSQUITO MYTHS
DON’T GET DUNKED BY A MOSQUITO MYTH
A viral trend suggests that setting out open buckets of water treated with Mosquito Dunks® will attract and kill mosquitoes, but this method doesn’t solve the problem. While it may sound clever, it fails to account for how mosquitoes behave and reproduce.
Mosquito Dunks® contain a larvicide that targets mosquito larvae, not adult mosquitoes. According to the product label, “This larvicide gradually settles in the water where it is eaten by mosquito larvae growing there.” While this can be effective within a specific breeding site, it won’t control mosquitoes laying eggs elsewhere.
Adult mosquitoes are unaffected by Mosquito Dunks®. They will continue to fly, bite and lay eggs in any available standing water, such as clogged gutters, plant saucers, birdbaths or children’s toys. A single untreated container in your yard is enough to keep the mosquito cycle going.
To effectively reduce mosquito populations, focus on eliminating standing water altogether. Dump it out, tip it over or refresh it frequently. Real mosquito control doesn’t

go viral; it goes to the source. Mosquito Dunks® may be effective in standing water that cannot be dumped, such as small ditches or ponds, but not in a bucket. Just dump it!

TAKING CARE OF PLANTS AND TREES IN THE HOT TEXAS SUMMER
ENHANCING PLANT RESILIENCE: PRACTICAL DEEP WATERING TECHNIQUES
According to the U.S. Environmental Protection Agency, daily residential outdoor water use in our country is approximately nine billion gallons. Roughly 50% of this water is wasted due to inefficient irrigation systems, excessive watering or watering at the wrong time of day.
During Texas’ hot summers, enhance plant health and resilience by watering deeply and infrequently. Deep watering causes plant roots to grow longer and extend deeper into the soil, making them more stable and drought resistant. This method also keeps foliage dry and reduces moisture-related diseases.
What Does it Mean to Water Deeply?
There’s no cut-and-dry definition of a deep watering. Most gardeners generally refer to it as when water has soaked at least eight inches into the soil. This gives plants the structure required to survive lack of water, whether from a drought, a busy gardener or other environmental stresses.
Tree roots are largely in the top 12 to 18 inches of soil, although some roots will extend three to four feet deep. Water trees at the drip line below the canopy to ensure roots receive adequate water.
How Often Should I Water?
Soil type affects how often watering is needed. Clay soil requires deep watering about twice a week unless it rains, in which case watering deeply once a week is generally sufficient. Water early in the day to prevent evaporation and wasted water.
Use the cycle and soak method to effectively water deeply.
• Water with a steady and light stream within a time frame that is short enough to prevent runoff.
• Allow the water to soak into the soil for 30 minutes.
• Check the moisture level by using a long screwdriver, a soil probe, or a moisture meter. If the water hasn’t soaked down eight inches, run another watering cycle to push the water deeper into the soil.
• Wait 30 minutes and recheck the soil. Once you’ve moistened at least eight inches down, you’re set.
This summer, use deep and infrequent watering to increase the health of your garden and lawn during hot weather. Your plants will thank you!

INVASIVES TASK FORCE
TACKLING THE TOUGH STUFF
In 2025, the Invasives Task Force removed 8,647 gallons of invasive plant material from across our community, helping protect native habitats and keep The Woodlands’ natural areas healthy and thriving. This ongoing effort relies on volunteers who are willing to get hands-on in preserving local ecosystems.
Want to make a difference? Join the Invasives Task Force and help remove invasive species from our parks and green spaces. Volunteers play a key role in restoring balance to native landscapes and supporting long-term environmental health in our community.

NEWS FROM OUR VILLAGE ASSOCIATIONS
ALDEN BRIDGE
Submitted by Greg Sherlock
Happy 4th of July from Alden Bridge! The Alden Bridge Village Association (ABVA) will not meet this month but will reconvene August 11 at 6:30 p.m. at the Township office complex.
Until then, if you have a concern or would like to make a public comment, feel free to send us an email at abvainfo@gmail.com.
We know some young people who are busy packing, getting ready to write the next chapter of their young lives at college. We want to congratulate our ABVA Scholarship winners for 2026: David Fernandes and Kate Taliaferro (The Woodlands High School), Amelia Foster (Homeschool), and Dylan Ma (College Park High School). Congratulations to these four great recipients! Each received a $1,000 scholarship. One scholarship was generously sponsored by Kumon. And, as we have done in previous years, when funds allow, the ABVA will sponsor a $1,500 scholarship for an unnamed recipient at the Montgomery County Women’s Center.
The Alden Bridge Yard of the Month program continues through this summer. Congratulations to the May winner of the Yard of the Month Program: Jaci Zahn on Laurelhurst Circle.
Please look around the village for this month’s winner and send your nominations for best front yard in Alden Bridge to abvainfo@gmail.com. Nominate your neighbors while you’re out walking, just make note of the address and they could be a winner!
We still have some open seats on our ABVA Board, and it truly only requires a limited amount of time each month. The great thing is, you learn first-hand what’s going on in your village, and you act as a representative to share that information with your neighbors and friends in Alden Bridge. If interested, send us an email at abvainfo@gmail. com and we’ll tell you more about the opportunity and plan a time to meet.

Association, and on Instagram. Send us an email at communicationsforCCVA@
Interested in more Alden Bridge news? We continue to publish our monthly electronic village newsletter. To join our subscriber list of over 1,000 households, please send your email address to

CREEKSIDE PARK
Submitted by Amanda Courville
It’s summertime, and the Creekside Park Village Association (CPVA) hopes that our residents are enjoying our neighborhood pools and the Rob Fleming Aquatic Center. Details for hours and special events can be found at thewoodlandsparks.com/Aquatics/ Pools. Don’t forget your sunscreen!
As fun and relaxing as summer is, we all know that school is right around the corner. The CPVA is proud to partner with our four neighborhood public schools (Timber Creek Elementary, Creekside Forest Elementary, Creekview Elementary and Creekside Park Junior High) through special grants each year. In fact, Creekside Park Junior High recently recognized us as a Gold Sponsor for those contributions. Strong local education is one of the things that makes Creekside Park such
a great place to live. We are thankful for all the hard work from teachers and administrators to staff and local law enforcement to parents and community volunteers. Those local partnerships are what makes our schools so outstanding. As summer rolls into back-to-school, remember to watch for students in crosswalks. Our Harris County Precinct 4 Constables have been working hard to educate students on the rules of the road and what is and is not an acceptable form of transportation here in The Woodlands. Help us keep our students safe by following local covenants and state laws as well as driving without distractions.
For more information, check out our website creeksideparkvillage.com, or the Creekside Park Village Association Facebook page. As always, residents are invited to our meetings which are held the first Tuesday of every month at 7 p.m., except when otherwise noted on the website. The meetings are held at the Rob Fleming Rec Center.
