A MESSAGE TO OUR COMMUNITY Dear Residents of The Woodlands, As we begin 2026, the Township Board remains focused on long term financial stewardship that protects both the quality of life in our community and the stability of our tax rate. For the new fiscal year, the Board voted to maintain the existing rate of $0.1714 per one hundred dollars of property valuation. For a community of our size with extensive amenities, miles of pathways, award winning parks and a full range of public services, this remains one of the lowest property tax rates in Texas for communities with similar scale and service delivery. A key reason the Township can sustain a low rate is our strong and diverse revenue structure. Property tax represents only about 30% of total revenue while sales, use and hotel tax collectively contribute about 53%. Program revenue and other sources such as grants further support services that benefit both residents and visitors. Because local sales activity plays such an important role in funding community operations, shopping and dining close to home directly support the amenities and services that make The Woodlands exceptional. Public safety continues to be a top priority. While the Township is not a law enforcement agency, we work closely with county partners to enhance services that support patrol, investigations and community response. The 2026 budget increases funding for these partnerships along with investments in The Woodlands Fire Department which provides fire protection, EMS and emergency response throughout the community. These commitments ensure that residents continue to receive high quality and dependable public safety services. The 2026 budget also supports high use amenities and daily quality of life. Planned investments include parks and pathway maintenance, streetscape enhancements, recreation programs, transportation services and capital improvements throughout the community. These efforts reflect the Board’s commitment to maintaining the natural character of The Woodlands and supporting the needs of a growing population. The Township continues to balance revenues and expenditures, maintain responsible reserves and uphold a strong bond rating. These practices ensure financial resilience and the ability to respond to both opportunities and challenges in the years ahead. For additional information about the 2026 Adopted Budget, including detailed summaries of revenues, expenditures and capital projects, please visit thewoodlandstownship-tx.gov/budget.

ROOTED IN VALUE: WHY NATIVE TREES ARE NATURE’S BEST CHOICE Did you know that native trees have adapted to thrive in their local environment and play a significant role in the health of the landscape? Planting native trees in your yard provides the ecosystem with several incredible benefits that non-native trees simply do not supply.

JOIN US AT THE 50TH ANNUAL ARBOR DAY GIVEAWAY! Saturday, January 31 9 a.m. to Noon Rob Fleming Park 6055 Creekside Forest Dr. The Woodlands, TX 77389 During this event, residents can receive free seedlings from 12 tree varieties, while supplies last. Mark your calendars and start this year with a resolution to plant native!

The Woodlands Community Magazine

ARE YOU READY TO PLANT NATIVE TREES IN YOUR HOME LANDSCAPE? Native trees provide the local wildlife and pollinators with food and shelter.

As these trees naturally grow in these areas, they provide local wildlife and pollinators with the necessary food for their populations to thrive. In areas that hold more native trees, there is an increased amount of biodiversity among the animals and insects, which leads to a healthier ecosystem.

Native trees have a higher chance of survival.

Trees native to our growing zone have adapted to be able to withstand drought conditions, various levels of sunlight, and high temperatures. A tree that is native to a colder climate will not be as successful during scorching Texas summers compared to the native tree. Planting more native trees also provides protection from encroaching invasive plants by filling the space that they are trying to fill.

Choosing the best tree for your landscape is very important.

Planting a native tree supports your needs while also being beneficial for the environment! If you’d like to establish shade in your yard, plant a native canopy tree such as an American Elm or a Sweetbay Magnolia. For a pop of color, introduce beautiful flowering understory trees such as the Eastern Redbud or Flowering Dogwood. There are many native tree options that will be successful in your yard, and it is a great way to support our ecosystem. STEP UP TO SERVE 2026 RESIDENTIAL ELECTIONS Each year, elections are held for dozens of volunteer leadership positions within The Woodlands. Filing is open in January to run in February for the Residential Design Review Committees (RDRCs) and the Village Associations. GUIDELINES FOR ELECTION SIGNAGE RESIDENTIAL ELECTIONS For the February election of Residential Design Review Committees and Village Associations offices, all of which are non-governmental elections, the owner of a lot may display one political sign promoting a candidate for each office or issue on the ballot on his or her residential or commercial lot. The sign or signs may be displayed beginning the 90th day preceding the regular election day and must be removed within 10 days following the day of the election. A two-sided sign is considered one sign. In addition, the non-governmental election signs must be in good repair and aesthetically pleasing in keeping with the character of the community. The signs must not be lighted, accompanied by music, sound, balloons or streamers, or be distracting to motorists. The yard signs are not to exceed six square feet in area and not exceed five feet in total installed height (including the mounting post). Signs are not permitted in public road rights-of-way.

Early Voting During early voting, two election signs promoting each candidate or issue on the ballot may be placed at least 25 feet from the building entrance at the early voting polling site during the 24-hour period preceding the day early voting begins and must be removed within 24 hours following the day early voting ends. In addition, a marker noting 25 feet from the polling site entrance will be made to limit electioneering in the entry area. Political signs may only be displayed on private property. They are not allowed on medians, public easements, street rights-of-way or Township-owned property.

Election Day On Election Day, signs may be placed at the polling place 24 hours before the day of the election and must be removed within 24 hours following the day of the election. Signs are not permitted in the public road rights-of-way. Generic voting signs displayed during the convenience voting period and on Election Day are signs installed by The Woodlands Township. These signs do not advocate or support a particular candidate or issue.

Signage rules made simple 6

GOVERNMENTAL ELECTIONS For governmental elections conducted by the county, state, or federal government (including primary elections) or by any political subdivision of the state (including the November election of Township Directors), the owner of a lot may display one political sign promoting a candidate for each office or issue on the ballot on his or her residential or commercial lot. The sign or signs may be displayed beginning the 90th day preceding the regular election day and must be removed within 10 days following the day of the election or runoff election. A two-sided sign is considered one sign. In addition, the political signs must be ground-mounted, and not attached in any way to plant material, traffic control devices, light standards, trailers, vehicles or other existing structures or objects. Political signs cannot exceed four feet high by six feet wide and not exceed five feet in total installed height (including the post, if any). Signs must not contain any offensive language or graphics, or display anything deemed offensive, must not be lighted, accompanied by music, sound, balloons or streamers. Signs must not be portable or distracting to motorists. A two-sided sign is considered one sign. Signs cannot be placed in public road rights-of-way. This is a summary of the sign standard only. For complete information regarding the sign standards for elections in The Woodlands, please contact the Covenant Administration Department at 281-210-3973. Since the Township is located in both Harris and Montgomery Counties, please consult the sign ordinance specific to your county of residence before displaying election signs.

RECHARGE YOUR BATTERY RECYCLING HABITS By Grace DeCarlo, Environmental Education Coordinator - Recycling & Waste Minimization

MAKE A DIFFERENCE BY RECYCLING YOUR USED BATTERIES Earlier this year, a garbage truck caught fire in a suburb north of Dallas, Texas. The cause: Someone threw a lithiumion battery in with their garbage. With the short shelf life of many batteries, it’s easy to buy a new one and throw the old one away, but the threat of an explosive reaction has the Township’s solid waste and recycling provider concerned. “Lithium-ion batteries that are thrown into dumpsters or bins can be damaged or punctured during the collection process, causing them to rapidly heat up and cause fires that can damage trucks, facilities and put workers and the public in danger,” said Waste Management Senior Account Executive Shanna Lopez.

From AA batteries in your remote to the coin cell batteries in hearing aids, it’s important to recycle every battery correctly. It can be confusing when you’re told something is recyclable but not in regular curbside pickup. “One crucial thing we wish people understood is that even though their hearts may be in the right place, batteries should not go in bins,” Lopez said. “Those decisions, while made with good intentions, are not right and can be dangerous for our communities and teams throughout the disposal process.” While batteries cannot go in curbside carts, they can be brought to local drop-off locations. As part of ongoing fire prevention and safety efforts, The Woodlands Township Environmental Services and The Woodlands Fire Department introduced a new household battery recycling program in October 2025 at Central Fire Station, 9951 Grogan’s Mill Road. Residents can safely drop off used household batteries weighing less than 11 pounds (no automotive or car batteries). This program provides all members of the community with a safe and convenient way to dispose of batteries that could otherwise pose a fire risk. While supplies last, residents can stop by The Woodlands Township Town Hall (2801 Technology Forest Blvd.) during business hours to pick up an at-home battery collection box. BE A NATURAL Be a local advocate for The Woodlands Everything that makes The Woodlands a wonderful place to call home also makes it an exceptional destination for meetings and events. From the natural beauty and inspiring public art to luxury shopping and top-tier dining, business travelers are drawn to the same things you love about living here. You already share your love for The Woodlands with friends and family. Why not with your colleagues, business partners and professional associations, too? After all, when it comes to showcasing your hometown, you’re a natural.

Photo courtesy of Visit The Woodlands

By joining The Naturals, you’ll connect your professional network to The Woodlands and help bring new meetings and events to our community. That means more visibility for our hometown, more opportunities for local businesses, and a stronger economy that enriches everyone’s quality of life. Take it from Erik Secrest, President of The Woodlands Professional Fire Fighters Association (TWPFFA). He spent years advocating for the honor of hosting the Biennial Convention for the Texas State Association of Fire Fighters (TSAFF), and his efforts ultimately paid off when Visit The Woodlands won the bid for their business at the 2023 convention in El Paso. Welcoming the 49th Biennial Convention to The Woodlands this past July resulted in over 1,000 hotel rooms booked and a local economic impact of $650,000. This is significant because over 50% of The Woodlands Township’s budget comes from hotel occupancy, sales, and mixed-use beverage taxes. Funds from visitors and conventioneers are vital, not only to the maintenance and development of the community, but also in keeping one of the lowest property tax rates in the nation. You, too, can have this positive impact on the community. Become part of The Naturals, encourage your professional network to bring their business here, and take pride that you’re keeping The Woodlands an ideal place to live, work, and play. Members support their neighborhoods by: • Hosting educational programs on crime prevention and safety. • Connecting residents with local law enforcement and public safety agencies. • Providing guidance on how to recognize and report suspicious activity. • Supporting neighborhood events that build trust and unity. Neighborhood Watch does NOT involve patrols or enforcement – it’s about awareness, communication and partnership. When neighbors are informed and connected, the entire community benefits.

Why should I join Neighborhood Watch?

Joining is easy, and your involvement can be as simple as receiving updates from the Neighborhood Services Department on Township happenings, programs and events to distribute to your fellow residents. The Township will routinely offer support, materials and ongoing opportunities for your neighborhood to remain engaged. Your assigned program specialist will serve as an information source and liaison between public safety agencies and your village association, while providing relevant details on community trends when available. Neighborhood Watch members enhance relationships between residents and cultivate the “neighbor knowing neighbor” philosophy, a key factor in crime prevention.

How can I join?

If you would like to support your neighborhood crime prevention efforts through joining Neighborhood Watch, visit thewoodlandstownship-tx.gov/ neighborhoodservices. For more information, please contact the Neighborhood Services Department at 281-210-3800 or neighbor@thewoodlandstownship-tx.gov.

WINTER AVERAGING THE KEY TO A LOWER WATER BILL YEAR-ROUND Woodlands Water rates are among the lowest in the region. But that still doesn’t mean we enjoy paying the bill. Fortunately, there’s a simple way to lower your water bill now AND throughout the coming year. It’s called “Winter Averaging” and it works like this… The average amount of water you use in December, January and February determines your maximum monthly sewer charge for the entire year. The less water you use, the lower your monthly charge. Consider that the average home in The Woodlands uses 6,000 gallons of water a month between December and February. This generates a maximum monthly sewer charge of $39.90 for the following year. If a neighbor “winter averages” 10,000 gallons a month (perhaps by continuing to irrigate their lawn), they’ll generate a maximum $64.50 monthly sewer charge and could pay as much as $295 more over the course of the year.

Woodlands Water Sewer Rates (per month) * Residential Base Charge

Charge per 1,000 gal of water used

The good news for homeowners is that most water use occurs outdoors, and outdoor water use drops dramatically in fall and winter. Or at least it should since rain normally supplies all the water our St. Augustine lawns need this time of year. In fact, irrigating during cooler months, when grass is dormant, can weaken the roots and invite disease and pests in the spring. Not sure how much water you’re consuming each month? Join the over 27,000 Woodlands Water customers who use WaterSmart, an online tool that helps you better understand your household’s water use (how much is used by showers, toilets, sinks, etc.). It also helps detect and resolve leaks and prevent high bill surprises. This easy and effective way to lower your bill is just one of many water and cost-saving opportunities through Woodlands Water. Discover more at woodlandswater.org/services. *Rates are for all Woodlands Water MUDs other than MUD 36. MUD 36 Base Charge - $10.00, Charge per 1,000 gal - $6.33.

VALENTINE’S SWANS & TREE CLIMBS RIVA ROW BOAT HOUSE

REACH FOR GROWTH As the new year begins and we once again contemplate avenues of self-improvement, it’s worth remembering that putting ourselves outside of our comfort zone is one of the most powerful ways to spark real, lasting change. Growth rarely happens in familiar places; it comes from moments that challenge us, stretch us, and reveal that we’re capable of more than we think. Many New Year’s resolutions center on becoming stronger, healthier or more connected, and choosing activities that push your boundaries is a natural companion to those goals.

SWANS IN THE STARLIGHT Even as temperatures dip, winter brings a uniquely exciting atmosphere to The Woodlands Waterway. At both the Riva Row Boat House and Lakes Edge Boat House, kayaking remains one of the best ways to enjoy an adventurous afternoon on the water. The swan boats at Riva Row, as well as the Swans at the Mall, are also ideal for early- to mid-evening outings while exploring Town Center or The Woodlands Mall. To help visitors make the most of their time on the water, we’ve updated our days of operation and hours for the season. Current hours can be found on our Google profile or by checking our reservation pages at the link below. (Reservations are not required.) Our popular evening programs are also returning this season! Starlight Swans and its kayaking counterpart, Moonlight Paddle, offer magical nighttime adventures perfect for all ages.

Starlight Swans and Moonlight Paddle

Starlight Swans invites guests to explore The Woodlands Waterway aboard swan pedal boats that seat up to four people. Moonlight Paddle features a guided kayaking tour around Mitchell Island, beginning and ending at Riva Row Boat House, with the highlight being the breathtaking views near Northshore Park.

Valentine’s Swans

Looking ahead to February, our Valentine’s Swans program will be available for two nights: Friday, February 13, and Saturday, February 14, 2026. With two time slots offered each evening, you can plan your dinner before or after your ride. It’s the perfect addition to the most romantic weekend of the year!

That’s where Texas TreeVentures offers something truly special. Whether it be balancing on a narrow beam, reaching for the next hold, taking a leap of faith, or simply getting onto the main tower, climbing at Texas TreeVentures creates the perfect blend of physical challenge and mental reset. The course encourages guests to test their limits in a safe, supportive environment, proving that even a small leap outside your comfort zone can lead to a big boost in confidence. Our “challenge-by-choice” design allows you to choose how far outside your comfort zone you would like to venture. Every platform has multiple options on how to proceed, and obstacles are color coded to indicate their difficulty rating. Each element you conquer becomes a reminder that change is possible, growth is attainable and bravery often shows up in everyday moments. For those going into the new year with fresh intentions, a visit to Texas TreeVentures offers not only an outdoor adventure, but a meaningful way to kickstart personal transformation, one step, jump or swing at a time.

Early 2026 Special Dates:

In addition to the timeslots regularly available from Friday afternoons through Sundays, Texas TreeVentures will have availabilities on: • Martin Luther King Jr. Day, Monday, January 19 • Presidents’ Day, Monday, February 16 • Spring Break, March 9-13 Be sure to visit texastreeventures.com for real-time availability details and more information.
