The Woodlands Township Prepares Budget for 2024
Using the Vision, Mission and Strategic Plan as its guide, The Woodlands Township prepares an annual budget and five-year plan in preparation for setting the property tax rate each year. Meetings and workshops are open to the public and also viewable online on the Township’s website.
The Township views its planning and operational activities in a strategic manner. Accordingly, each year’s budget is prepared with the goal of achieving certain key objectives as defined in the Township’s Vision 2034 Strategic Plan. Those objectives include:
• Develop a budget and financial plan that meets the short-term and long-term needs of the Township.
• Continue to provide high quality, cost-effective services and amenities.
• Provide enhancements to services as needed and appropriate.
• Maintain and replace capital assets and facilities as necessary.
• Create financial flexibility for changing conditions and opportunities.
Through sound fiscal management, the Township has positioned itself well to cope with growth, create a positive atmosphere for economic development and provide flexibility on budgetary issues. The Township continues to balance revenues and expenditures, maintain or enhance services, have an excellent bond rating and low debt per capita ratio, and maintain appropriate levels of operating, capital replacement, economic development and debt service reserves.
The Township has scheduled several public Board Budget Workshops during the month of August.

House Bill 5311 Helps Keep Township Taxes Low
The Woodlands Township Board of Directors applauds the passage into law of HB 5311, the Township’s key legislative priority for this year’s Texas legislative session.
Authored and supported by Rep. Steve Toth and Sen. Brandon Creighton, HB 5311 directs the Comptroller of Public Accounts to treat the Township as an incorporated municipality regarding the distribution of mixed beverage tax proceeds received on or after October 1, 2023. The legislation also allows the Township to create a hotel-related economic development zone for the purposes of hotel marketing and promotion. The passage of this bill, which amends the Township’s enabling legislation, will yield an estimated $860,000 to the Township in 2024 with a projection of as much as $1,417,000 by 2028.
The passage of HB 5311 represents a significant milestone for the Township as it was accomplished within a very short time span. Without the focused efforts of the Board of Directors,
sponsoring legislators and other supporters, the measure would have been delayed to the Texas Legislature’s next session in 2025. The bill becomes state law on September 1, 2023.
Township Chairman Dr. Ann K. Snyder specifically is grateful of the work by state leaders to secure passage of the bill. “On behalf of The Woodlands Township, we would like to thank Representative Toth and Senator Creighton for their leadership in moving this bill through the House and Senate,” Chairman Snyder said. “It was collaboration with our elected leaders that made it possible to amend our enabling legislation for the benefit of our community.”
Township Vice Chairman Kyle Watson said, “Our residents are the real winners from this legislation now that more of the money they and visitors spend will stay right here in
our community. Strong commerce in The Woodlands keeps the Township’s property tax rate one of the lowest of any governmental service provider in the region.”
Visit The Woodlands Chairman Brad Bailey said, “This legislation is a win-win for our area hotels and The Woodlands Township. The additional marketing and promotion of our area hotels means more business for our hotel community. More overnight guests in our hotels means more people visiting our restaurants and stores that will generate more sales tax revenues that help keep property taxes low for our residents.”
Chairman Snyder also credited the lobbying efforts of Schwartz, Page & Harding, the law firm who wrote the Township’s enabling legislation, as well as former Texas Sen. Tommy Williams.

Legislative Update

HB 5311 authorizes the Township to receive a portion of the mixed beverage tax collected by the State of Texas on sales of alcoholic beverages and mixers within The Woodlands.
HB 5311 also enhances the Township’s economic development efforts by providing a new economic development zone tool to generate additional sales and marketing dollars to promote convention and leisure travel to The Woodlands.

Storm Cleanup Quick Reference Guide Be Prepared for Hurricane Season

Severe weather and emergencies can take many forms, from extreme heat and cold to floods, hurricanes, tornadoes and fire. Please take time to plan ahead.
MAKE A PLAN
• For each emergency, assess your risks and how you will tolerate them.
• Develop a shelter plan or an evacuation plan for different emergency scenarios.
• Create a communication plan. With whom will you need to communicate?
• Plan for special needs of family members as well as pets.
• Evaluate insurance coverage of your home, auto and other assets.
BUILD A KIT
• Consider medicinal and dietary needs of every member of your household.
• Include non-perishable food and water for several days. Remember your pets!
• Add cash, batteries, flashlights, hand crank radio, first aid kit, electronics chargers and battery backup options.
• Include important family documents such as copies of insurance policies and bank account records. Store these in a waterproof bag.

Filing for The Woodlands Township Board of Directors Election
Positions Available
Three at-large positions on The Woodlands Township Board of Directors will be elected in the November 7, 2023, election, designated as positions 5, 6 and 7. Each position is for a two-year term.
Candidates may file an application to appear on the ballot for one of the designated positions until 5 p.m. on August 21, 2023.
The deadline for filing a declaration of a write-in candidacy is 5 p.m. on August 25, 2023.
Applications may be (1) mailed to the Township, (2) delivered in person, (3) submitted via facsimile to 281-210-3978 or (4) emailed to Elections@thewoodlandstownship-tx.gov.
Applications delivered in person are accepted on regular business days during the Township’s office hours of 8:30 a.m. to 5 p.m. Regardless of the method of delivery, an application is considered to be filed at the time of its receipt by the Township. What Do Invasive Species Do All Day? They Damage Our Environment!
It doesn’t matter whether non-native plants are introduced accidentally or intentionally. The ones that are classified as invasive species establish themselves with virtually no controls and eventually eliminate our native plant species. This is because invasives have no natural predators when in an environment outside their own native habitat. They are free to grow quickly, block sunlight, and overgrow what was there before. Not only is the forest lost, but along with it the food, shelter and other resources that our native wildlife depends on. Here are some things you can do to help stop the invasion.

If you recognize these species in our greenspaces, report sightings through The Woodlands 311 app. Township staff and volunteers with the Invasives Task Force will assess the site and work on removal.
Keep Invasives Out Of Your Home Landscape
Warning: Japanese honeysuckle, nandina, Asian jasmine and other of our “most unwanted” species are available for purchase at many plant nurseries; shop in the Native Plant section to avoid them. If invasive plants are already in your landscape, consider replacing them with a native one. Not only will you prevent further invasion but you will enjoy the butterflies and birds that native plants invite into your yard.

This corps of trained volunteers is helping monitor and remove the plants that don’t belong here. As one volunteer puts it, “The part of invasives removal that is always rewarding to me is uncovering our beautiful native species in the understory and to follow up restoration with natives. In the end, I see the mission of the Task Force to preserve the character of The Woodlands as a remnant forest on the edge of the Piney Woods. The Woodlands is a community ‘in the forest,’ not just another suburb.”

Our Residents Support Our Environment
An astonishing 93 percent of The Woodlands residents recycle, proving that our community is exceptionally environmentally focused.
As the provider of solid waste, recycling, bulk and green waste collection, Waste Management recently presented The Woodlands Township with a check for $75,194.71 to help enhance environmental education.
The Township’s contract with Waste Management for waste collection and recycling services includes an educational component that provides for a defined amount for environmental education programs, services and
projects equal to one percent of the amount spent on all solid waste services in the previous calendar year. Projects will be determined by the Township’s Environmental Services Department and include past projects like The Township’s Recycle Right Program, recycling equipment and supplies used in parks and at events, as well as various ads and publications.

In this unique event, participants will have the opportunity to run against the river’s current for 30 laps to complete the 5K. Participants may also opt to compete in the “1-mile fun run.” This year, participants who finish first through third in their age group will receive a trophy! Additionally, participants can choose to sign up as an individual or create a relay team (comprised of three people). Entry is $40 per person or $60 per relay team. Greetings from College Park Village Association. Hopefully everyone is staying cool! Summer is a great time to get out and explore somewhere new for vacation or go back to an old favorite place. Don’t let the summer pass you by!
August is usually a very hot month. If rain isn’t happening in your area, make sure you keep your grass watered if possible. And don’t forget the perimeter of your house foundation. Also, everyone needs to be very cognizant with sunscreen and drink water faithfully! Children forget to drink and can get dehydrated very quickly.

Winners of the Grogan’s Mill Village Association’s June Yard of the Month are Patrick and Beverley Friday who live on Berry Blossom Drive. Patrick and Beverley have resided in their Grogan’s Mill home since 2006. They are both avid cyclists, and of course, very much enjoy taking care of their gardens.

it’s never too hot at The Woodlands Farmer’s Market to get cool goodies! There are great deals on fruits, vegetables, honey, olive oil, crafts, food and more. The market is open every Saturday from 9 a.m. to noon through September, rain or shine, at 7 Switchbud Place in the Grogan’s Mill Village Center. Our summer hours will end in October and return to 9 a.m. to 1 p.m. In addition to our regular lineup of vendors, on most Saturdays we have live music and at least two food trucks. The Taste of the Village is FREE to all attendees and is one of the most anticipated community events. Initiated over 18 years ago, it was designed to be an outreach effort to bring residents and businesses together for a fun-filled, family-friendly occasion. The annual event draws more than 3,000 people from across the area and funds the Indian Springs Community Service Scholarships. “It is an outstanding event to taste local foods, learn about local businesses, watch our local young artists perform and mingle among The Woodlands neighbors,’’ said Indian Springs President Michael Saucier.
In addition to sampling tasty treats from a variety of food vendors and visiting roughly 40 booths of local businesses and community organizations, families will adore several amusements that will be on hand. Entertainment will most likely include youth performances from, but not limited to, School of Rock, Class Act, Boni’s as well as inflatables, face painting and balloon artistry. In addition, a raffle for numerous prizes will be held during the event. Prizes are still being finalized, but in the past, personal
chefs, premium LEGO kits, iPads, Air Pods, $250 H-E-B gift cards, leisure outings and other high-end electronics and experiences were won at the raffle.

It is an exciting and busy time as students head back to school and activities resume. School days bring an increase in traffic as well as walkers and bicyclists on the roads and sidewalks. It is imperative that our drivers and children focus on safety and situational awareness. The most common causes for crashes in school zones are failure to control speed, driving distracted and failing to yield the right of way. These crashes are preventable! The Woodlands Township encourages drivers to be mindful while driving and to remember the ABCs of back-to-school safety.
Awareness

Please be aware of all school zones, crosswalks and playgrounds and take precautions when traveling through them. Children are often unpredictable and can dart into your path at any time; you should always be ready to brake in these areas. Some additional tips:
• Using a handheld electronic device while driving in an active school zone is against the law; keep your eyes up and your cellphone down.
• Drop off your student in designated areas only.
• Be aware of — and obey — reduced speed limits. Traffic fines increase in school zones.
• Always yield to pedestrians and do not block crosswalks.
• Never pass a vehicle that has stopped for pedestrians or cyclists.
Buses
Children are most at risk when approaching or leaving a school bus. Remember the following tips when you approach a school bus during your commute.
• Follow at a safe distance and expect the bus to make frequent stops.
• The area 10 feet around the bus is the most dangerous. Stop far enough
• Stop your vehicle for flashing red lights regardless of the direction you are traveling. You cannot continue until the bus has moved, the lights stop flashing or the bus driver indicates it is safe to pass.
• Always remain alert for children around buses and remember that they may not always look for vehicles before crossing the street.
TEACH YOUR STUDENT:
• Stand at least six feet away from the curb as the school bus approaches.
• Wait until the bus comes to a complete stop before they stand to exit.
• Walk at least 10 feet out before crossing in front of the bus (never behind the bus).
• Your student should always be able to see the bus driver.
• Make eye contact with the bus driver or other vehicles before crossing the street.
Cyclists and Walkers
Cyclists must follow the same rules of the road as a vehicle. However, young children are not always going to follow them. Be aware and err on the side of
• Walk on the sidewalk when available. When on the street, walk facing traffic.
• As a cyclist or a walker, always make eye contact with drivers before crossing the street.
• Always cross at intersections. Look left, right and then left again.
• Come to a complete stop at intersections and walk your bike across.
• Always wear a helmet.
• Use hand signals and let drivers know your intentions.

Spring Onions: A Fall Favorite

Versatile and delicious, bunching onions are rapidly gaining popularity with gardeners and chefs alike. Milder and sweeter than a full-size onion, they are also easy to grow. Because green onions only last in the refrigerator for seven to 10 days, growing them at home is a great way to have a fresh supply on hand.
Since ancient times, humans have cultivated onions. Bunching onions (Allium fistulosum) are native to central China and were brought to Europe in the 17th century, then on to North America. Common names include spring onions, Welsh onions or Japanese bunching onions.
Easy to Grow These easy-to-grow plants tolerate most soil types and will thrive in vegetable, flower and herb gardens, either in the ground or in containers. Planting time in southeast Texas is from mid-September to mid-November. For a continuous supply, start seeds in small clumps every 3-4 weeks. Companion plants include carrots, leeks, chives, strawberries, beets, lettuce and cabbage.
Bunching onions need consistent moisture, and full to partial sun. They are both cold hardy and heat tolerant, making them perfect for growing in our climate. Fertilize frequently, about every three weeks. Do not mound soil around the roots since this can cause root rot. With proper care these perennial plants will last in the garden for many years.
Harvest Year-Round Wait for the base to reach ¼ to ½ inch in diameter and for the white shank to grow to at least two inches long before harvesting. Year-round harvesting is possible in our mild climate. The stalks may be trimmed and will grow back if the root of the plant remains undisturbed in the soil.
These nutritious plants are a good source of vitamins B2, K, C and of calcium and iron. Both the white root area and green stems are edible and delicious. Use in salads, soups, stews and as an attractive garnish.
