Stability and support in the face of a global pandemic It’s unlikely that any of us could have fully anticipated what 2020 had in store. Despite erratic challenges, The Winnipeg Foundation has provided stable and reliable support for charities across our community. This support is only possible because of generations of generous donors, like you.

The global pandemic has tested us all in many ways, but these challenges have affected some far more harshly. Those experiencing poverty, those who are BIPOC (Black, Indigenous, People of Colour) and seniors are disproportionately impacted, as are those who live in care facilities, alone, or in crowded or substandard housing. The #BlackLivesMatter and #IndigenousLivesMatter movements and increased calls for racial justice have further shone a light on serious inequities.

The Winnipeg Foundation’s vision is “A Winnipeg where community life flourishes for all.” This means we pay particular attention to issues of social justice and human rights. The cover of our summer 2020 magazine stated, “Because we’re all in this together.”

There is responsibility in this claim, and it is one that The Winnipeg Foundation is uniquely positioned to uphold.

A community foundation is built on the premise that we are stronger and can have greater impact when we work together. Gifts to The Foundation are pooled and invested in endowment funds, and a percentage of the annual interest earned is granted back to the community. We are led by a volunteer Board of Directors and supported by volunteer committees that are representative of our community. It means that when we say, “We’re all in this together,” we understand that some people

can give a little more, and some people – because of systems outside their control – need a little more support. That’s the difference between equality (treating people equally) and equity (treating people fairly, so everyone has a chance to succeed).

For close to 100 years, thousands of citizens have chosen to give to the community through The Winnipeg Foundation. This has resulted in an endowment, made up of thousands of individual funds, valued at $1.4 billion at the end of fiscal 2020. We are forever grateful for those gifts and the interest they have earned during the past 10 decades. This endowment ensures stability and support for our community. A 360-degree grantor in the areas of Arts, Culture and Heritage; Children, Youth and Families; Environment and Animal Welfare; Health, Wellness and Recreation; Literacy, Education and Employment; and Community, The Foundation distributed a record $73 million to approximately 1,000 charitable organizations in 2020. Of that, $12.8 was distributed between March and July to provide COVID-19-related support to the community. The Foundation also received a record 9,311 gifts in 2020, demonstrating our community’s continuing trust in our institution.

For The Winnipeg Foundation, 2020 marked our 99th year in existence. We anticipated this would be a year of planning for celebrations to mark both our centennial – and the centennial of the Canadian community foundation movement we began – in 2021. Instead, like everyone, we found ourselves having to adapt.

While our celebrations have been scaled back for 2021, we still have a few activities planned. Check our website, wpgfdn.org/100, for updates. One of the ways we are celebrating is with a special keepsake Centennial edition of our magazine, Working Together. It highlights The Foundation’s work across the past 100 years, and is the most detailed, public facing compendium we have ever published. As you read through this document, it should become apparent that The Foundation has long played a role in supporting innovation within our community and the charitable sector.

The charitable sector is vital to our community’s quality of life, and it is struggling because of COVID-19. Things will be different when we emerge from the pandemic, but no one knows exactly what that means or when it will happen. No matter what, we can trust that The Foundation’s vision will guide us. We have a strong history of working with and reflecting the community, and we have a significant endowment to support this work. Our first 100 years have The Winnipeg Foundation well positioned to embark on our next Century.

2021 will also mark the retirement of The Foundation’s long-time CEO Richard Frost. Rick has steered The Foundation through unprecedented growth and change during his 23 years at the helm and I know that all of our donors, staff, grantees and stakeholders join me in appreciation for his tremendous contribution. OUR GOALS

What we set out to do Walking Together. This is the title of The Foundation’s 2019-2021 Strategic Plan, and it pays homage to the importance The Foundation places on collaboration and truth and reconciliation; we are walking together with the communities we serve.

In developing our Strategic Plan, we set out a series of goals. Below is some of the ways we’ve met these goals in 2020.

GOAL 1

Develop strong and meaningful relationships with donors Utilize community expertise to serve endowment builders The Foundation works closely with Donor-Advisors and other fundholders to augment The Foundation’s regular grantmaking, including our Responsive Grants. This year, donors provided additional COVID-19-related support.

Make wise, effective, and inspiring distributions Make impactful discretionary grants In January, prior to the arrival of COVID-19 in our community, The Foundation announced grants support totaling $5.27 million for charities working in the areas of addictions, mental health and community safety. This support came as a result of feedback from the charitable sector and community leaders. Read more on page 8.

GOAL 2

Once COVID-19 arrived, The Foundation quickly adapted to get emergency support to those on the frontlines serving our community’s most vulnerable. Funding was announced and began to flow within the first week of the first local case. The Foundation has since developed a three-phase plan to support the community throughout the pandemic and recovery. See details on page 9.

Explore innovative ways to support the community The Foundation is the largest funder of Manitoba’s first social impact bond, Restoring the Sacred Bond. The two-year pilot project works to reduce the number of Indigenous children in care by matching Indigenous Birth Helpers with Indigenous mothers who are at risk of having their children apprehended into the child welfare system. The project is being led by Southern First Nations Network of Care and Wiijii’idiwag Ikwewag.

Be a community leader Convene and collaborate Thoughtful decisions benefit from sharing perspectives.

In February, The Foundation presented a Vital Conversation with Indigenous advocate and Olympic athlete Waneek Horn-Miller. The first ever Mohawk woman to represent Canada at the Olympics, she traced her powerful journey from beleaguered youth to one of the most vibrant voices in Canada today.

GOAL 3

When COVID-19 first struck, The Foundation convened a group of 18 charities to learn more about how the COVID-19 pandemic is impacting their organizations. Then in the summer and early fall, we conducted a series of online roundtable discussions with representatives from across the sector, to again understand the impacts of the pandemic. These activities have informed The Foundation’s decision making. Read more on page 9.

Listen, reflect and learn on our shared journey of truth and reconciliation The Foundation’s Walking Together Grants provide up to $10,000 for youth-led, one-year projects that respond to one or more of the Truth and Reconciliation Commission’s 94 Calls to Action or an article of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). This special grants program is overseen by a Youth Advisory Council.

Ensure permanence of The Foundation Effectively manage human, financial and information resources In the face of COVID-19, The Foundation – like so many others – quickly adapted to working from home. Thank you to staff, donors, grantees and stakeholders for your flexibility throughout this process.

INCREDIBLE IMPACT

Support for mental health, addictions and community safety Winnipeg’s mental health, addictions and community safety challenges are complicated and inter-connected.

In early January of 2020, The Foundation announced new strategic grants support totaling $5.27 million for charities that work in these areas.

An additional 12, one-time, unrestricted grants – ranging in size from $50,000 to $75,000 – were issued to charities in acknowledgement that the organizations know best how to use the funds, and to allow them to be nimble in their responses.

Mental health and addictions are often linked to inequities, poverty, and colonialism, and can also lead to concerns over community safety. While The Foundation has long supported prevention, the situation our community faces calls for a more immediate and coordinated effort. Based on feedback from the charitable sector and community leaders through focus groups and ongoing conversations, The Foundation developed a strategic response falling under four pillars: Prevention, Crisis Intervention, Treatment and Post-Treatment.

The grants were announced during The Foundation’s Annual Celebration, held Jan. 8, 2020 at the Spence Neighbourhood Association (SNA) Magnus Eliason Recreation Centre, which was a recipient of one of the grants.

“The pathway to meth use is actually a crisis of social issues, says Lin Howes-Barr, Executive Director of SNA. “It’s a housing crisis, it’s a being disconnected from your community crisis; those are the starting points. So, when you’re talking about a meth crisis, you’re actually just talking about a symptom of the problem, not the problem itself.”

Six agencies shared in grants totaling more than $4.6 million. Recipients included Main Street Project, Bruce Oake Recovery Centre, St. Boniface Hospital, Dakota Ojibway Child and Family Services, Tamarack Recovery Centre and St. Raphael Wellness Centre.

INCREDIBLE IMPACT

Working with donors to support charities impacted by the COVID-19 pandemic Charities play a vital role in our community and are instrumental to our quality of life. The Winnipeg Foundation is committed to supporting our community through the COVID-19 pandemic. Between March and July, The Foundation distributed COVID-19related grants totalling more than $12.8 million. This was done in three ways:

COVID-19 EMERGENCY RESPONSE GRANTS provided immediate support for charities caring for basic needs of our community’s most vulnerable.

More than 120 grants totalling $2.5 million were distributed between March 13 and June 2.

STABILIZATION GRANTS support the short- and medium-term financial needs of local charities affected by revenue loss and unexpected expenses due to the COVID-19 pandemic. There were 279 charities that shared in grants totalling $8.9 million.

Grants were distributed in midJuly. The Foundation had initially committed $6 million for the program, but Donor-Advisors provided additional funding, and The Foundation reallocated funds from other projects.

THE EMERGENCY COMMUNITY SUPPORT FUND was Government of Canada funding available to charities serving vulnerable populations disproportionately impacted by COVID-19. The Winnipeg Foundation worked with national umbrella group Community Foundations of Canada, along with local partners Canadian Red Cross and United Way Winnipeg, to deliver the program.

Funds totaling $1.4 million were delivered in June and July.

To understand the impact COVID-19 has had on Winnipeg charities, beginning in mid-April The Foundation worked with 18 bellwhether organizations for eight weeks. Key findings included: two-thirds of charities suspended or cancelled at least 25 per cent of services offered while three-quarters experienced either the same or an increase in demand; about threequarters moved some or all services online; and approximately 75 per cent experienced a loss of revenue.

Then, in August and September, The Foundation hosted a series of roundtable discussions with representatives from charities across The Foundation’s Cause areas. The roundtables were conducted using video conferencing, with participation of senior leadership from 57 different charitable organizations. The complexity of issues facing the sector are daunting. Most shared that a lack of leadership and support is a source of great frustration. The ability to survive the pandemic is a question organizations are facing and the needs of those experiencing vulnerability are growing.

THE 1920s

After taking in a boy experiencing homelessness in 1907, Wilfred Knowles soon opened Knowles Home on Broadway to accommodate the growing number of boys seeking shelter. In 1912, a 40-acre site in North Kildonan with room for 70 boys was opened. The Winnipeg Foundation was a significant benefactor of the Knowles School, granting nearly $45,000 between 1921 and 1950.

Support for Knowles Centre continues to this day.

THE 1930s

Fresh air camps allowed young people to get away from the hustle and bustle of the city, eat good food and have fun. According to social historian Sharon Wall, such camps served the dual purpose of promoting public health and injecting middleclass values. These camps were generously supported through gifts from citizens and well as The Winnipeg Foundation.

THE 1940s

The Winnipeg Foundation’s first scholarship fund – the Margaret Scott Nursing Mission Fund – was created in 1946 to help Nursing students at the University of Manitoba. It was established in honour of Margaret Scott, the lay city missionary who spearheaded the opening of a nursing mission in 1904 in Point Douglas.

THE 1950s

Spring of 1950 brought a devastating flood to Manitoba. The water crested at nine feet above normal. A state of emergency was declared, and 500 troops arrived to build barriers and help people who were trapped in their houses. The Foundation granted $25,000 to help with flood relief. Following the recommendations of a Royal Commission, the floodway was built in the 1960s.

To mark Canada’s centennial in 1967 and Manitoba’s centennial in 1970, The Winnipeg Foundation made a grant of $200,000 to the Centennial Corporation. This body was responsible for building Centennial Concert Hall, Royal Manitoba Theatre Centre, Planetarium, Manitoba Museum, and Winnipeg Art Gallery.

THE 1970s

At its peak, Alloway and Champion Bank was one of the largest private banks in Western Canada.

One of its owners, William Forbes Alloway, went on to establish The Winnipeg Foundation in 1921. In 1974, the development of Winnipeg Square required the clearing of buildings in the area, including the Alloway and Champion Bank at 362 Main Street.

In 2015, the facade of that bank was used for the creation of the Alloway Arch at The Forks to pay homage to Alloway’s support for our community.

THE 1980s

The Winnipeg Foundation has long recognized the importance of celebrating and sharing diverse cultures. In 1986, a $20,000 grant supported the Winnipeg Chinese Cultural and Community Centre, which had been incorporated in 1983 after 90 per cent of Winnipeg’s Chinese community surveyed indicated a need for such a facility.

THE 2000s

In 2001, The Moffat family made a $100 million gift; at the time it was the largest gift ever made to a community foundation in Canadian history. In 2017, the family made an additional gift of $50 million to its fund. The family’s vision is “a Canadian society where all individuals have equal opportunities to develop their potential.” The Moffat family works closely with Foundation staff to select recipient charities by determining which are most consistent with its mandate.

THE 2010s

The Nourishing Potential initiative was established in 2011 to help provide healthy food and nutrition education to Winnipeg youth. To help in the push toward the fund’s $5 million goal, NHL star and Stanley Cup Champion Jonathan Toews became an ambassador for Nourishing Potential in the summer of 2015.
