From the Editor...

Welcome Back! We are pleased to re-commence publishing a er our Winter Recess and Thank you all for your pa ence and con nued support.

In par cular, we would like to sincerely Thank our loyal Adver sers and Subscribers who have stayed with us as they are responsible for us “keeping our lights on”. Without them and our dedicated volunteers - there will be no Welcome Record.

Regre ably but as expected, we have had to increase our cover price to a Gold Coin due to increasing costs of materials such as paper, toners, well as other necessary business overheads.

These costs have been steadily increasing over a long period of me and we must now, make these difficult adjustments to ensure the survival of our community paper.

During our break, our team has been hard at work further streamlining the produc on of our paper with some new and returning volunteers working remotely and in-office.

Our volunteers, like everyone these days lead busy lives and being a 100% volunteer produced Community paper with no external funding, we have changed our Public Opening Hours to Tuesdays and Wednesday only from 10am to 12.30 pm

Of course, you are welcome to “drop in” any materials via the drop-box located in our front door. BUT

WE DO NEED YOUR HELP…

In order to cover everything as much as we can, of what is happening in and around our district - we need you to please TELL US about any ac vity, event or informa on that is relevant to our communitypreferably via EMAIL as the office is not manned every day. You may leave a phone message but please be aware that messages will only be checked on those “in-office” days and mes. If the ma er is urgent, please email as those will be checked more o en.

On behalf the TWR Team, Thank you once again for your pa ence and support.

NEW HIGH -TECH ROAD SAFETY CAMERAS TO SAVE LIVES

Distracted drivers will now pay higher Road Safety Fines. A major contributor to serious and fatal collisions, drivers doing the wrong thing behind the wheel are being put on no ce that new high-tech road safety cameras, detec ng mobile device usage and non-use of seat belts, will be caught.

Victorian Minister for Police, Anthony Carbines said, “Drivers have a responsibility of not just keeping themselves and others in their car safe, but everyone else using the road too. Every life lost on the roads is avoidable – I urge Victorians to do the right thing on the roads.”

In 2022, nearly a quarter of deceased vehicle occupants were not wearing a seatbelt. Drivers are also 10 mes more at risk of crashing if they are tex ng, browsing or emailing on their mobile phone. Drivers will now face penal es of four demerit points and a $577 fine when caught using a mobile phone while driving, and three demerit points and a $385

New PBS Subsidy For “Deadly Duo” Diabetes and kidney disease

The PBS lis ng follows three-fold increase in diabetes-induced kidney failure in past 20 years. Thousands of Australians with type 2 diabetes who face the prospect of kidney failure will soon be able to access a first-of-its-kind medicine to help slow the worsening of kidney damage.

From 1 July, Kerendia® (finerenone) will be funded through the Pharmaceu cal Benefits Scheme (PBS) to delay the progressive decline of kidney func on in adults with chronic kidney disease associated with type 2 diabetes (with albuminuria, which means protein is found in the urine). It is used in addi on to standard medicines for the condi on.

According to Professor Richard MacIsaac, Director of Endocrinology at St Vincent’s Hospital Melbourne and co-lead of diabetes kidney disease research at the Australian Centre for Accelera ng Diabetes Innova ons at the University of Melbourne, who was involved in clinical trials of Kerendia, “the availability of Kerendia through the PBS is very welcome news for the large number of Australians living with the ‘deadly duo’ of type 2 diabetes and progressive kidney disease”.

fine for drivers and passengers not wearing a seatbelt.

Shockingly, during April and May this year, the cameras detected 7,160 offences, including 3,523 drivers and 767 passengers not wearing seatbelts and 2,870 drivers using mobile phones. There are currently four camera trailer systems in opera on, enforcing more than 8,000 hours each month. The cameras can be deployed to up to 200 loca ons in rural and metropolitan areas. A further two camera trailer systems will be opera onal in the coming months.

BEREAVEMENT

Vale Joyce Chivers (nee Ca o)

Audrey Joyce Ca o was born on the 9th February 1924 to ‘Jock” and Eleanor Ca o from Rheola.

Joyce passed away peacefully at Kara Court, St Arnaud on the 12th July 2023. Loving wife of Harold Erwin and Lloyd Chivers (both dec). Loved mother of John and Donald Erwin and mother-in-law of Jenni and Sharyn. Grandma to Briony, Heath, Kent, Tynan, Emily, Ka e and Andrew Erwin. Great grandma of 11. Joyce joined the Bealiba CWA, where she made lifelong friends, was an office bearer for 43 years and awarded a Life Membership in 2000. She finally gave it away when she was 90.

Joyce was also very interested in history through her friendship with Ron Carless, Jack Fle and John Tully and was a regular volunteer with the Dunolly Historical Society. She resided on the farm which her son Donald and his wife Sharyn was running un l just before her 99th birthday when she went into care. She had an amazing memory right un l the end and thrived in rela ng them to whoever was interested. Her local area knowledge, growing up in Rheola, sharing her stories and photos has been appreciated by many people and in ar cles she would contribute to The Welcome Record over the years.

Joyce is shown above in one of her favourite pictures holding a model of the 'Precious' nugget found in Ca o's Paddock, Berlin (now Rheola), Victoria, Australia, 1871.

On behalf of our family, thank you for including this in The Welcome Record.

The Bealiba Branch of the CWA are saddened by the passing of Joyce Chivers on Wednesday 12th July 2023.

A brief glance at the honour board shows an impressive record; in total 27 years as Treasurer, 13 years as Secretary and 2 years as President. In addi on, during these years Joyce simultaneously undertook a number of other office bearer posi ons e.g. Interna onal Officer as well as a s nt as Group Secretary for the East Wimmera Group.

In 2000, Joyce was made a Life Member for her reless contribu on to both the branch and the Associa on. I’m not sure how many scones, jelly cakes, peppermint slices and cups of tea Joyce has made over the years, but she assured members, when she was presented with her 50th badge and Cer ficate in 2017, that everything she has done was for the love of CWA.

We are deeply apprecia ve of Joyce’s contribu ons; she s ll had her finger on the pulse un l a few years ago and was the ‘go to person’ whenever members were unsure what needed to be done, who needed to be invited, what procedures should be in place and so forth. In other words, she was an invaluable mentor. She will be greatly missed.

Ronnie and her team at The Welcome Stranger pulled this off superbly on Friday 7th July.

Everyone enjoyed a delicious meal of four meats, tasty Christmassy vegetables and finished off with plum pudding with custard along with nibbles and a plethora of different beverages - from cocktails to creaming soda - the night rocked with happy diners. Changes to Parking in Maryborough CBD

Due to increases of all-day parking in the CBD area as of 7th August Council’s Local Laws team will be patrolling the CBD. Throughout August they’ll be issuing warnings to motorists who overstay in me designated spaces and who use disabled bays when not permi ed to do so.

From early September fines will be issued for those that do not comply with restric ons. This approach complements the Maryborough Police who have recently been enforcing parking in loading zones and no standing areas.

We urge community members to support these changes which will increase turnover of car parking spaces and be er support our local business community.

BEALIBA CWA UPDATE

The July mee ng began with the ligh ng of a candle for Life Member Joyce Chivers who passed away recently in her 99th year.

Joyce was a much-valued member of the Bealiba CWA and we had hoped to celebrate her 100th in style. Joyce was a friend to many and we mourn her passing.

Typically, Associa on Day is celebrated in July. This year, given a crowded diary, we decided to fundraise ‘in house’. Although numbers were down, we did manage to raise a respectable amount and it was a good day enjoyed by all who were present.

Last week, the CWA State Cra Exhibi on was held in St. Arnaud and this involved all the branches in the East Wimmera Group who were ac ng as Stewards and providing morning and a ernoon teas for the officials. I’m sure everyone who a ended the exhibi on would agree that there was some beau ful work on display.

Congratula ons to Pam Brightwell, Jan Murphy and Maureen Wright who won mul ple prizes over a number of categories.

The next big event for us will be the East Wimmera Group Conference on the 10th of August at Bealiba. The guest speaker this year is from the Gobbe Wellness Centre (Bendigo Health) which offers a number of programmes for cancer pa ents.

It was also good to hear from Morgan Lea-Brightwell (via a thank-you card). Morgan had a ended the camp for Juniors at headquarters. Apparently, it was a full-on few days and thoroughly enjoyed by all the Juniors who a ended.

Dates for the Diary

Thursday, 10th August: East Wimmera Conference – members are asked to be at the hall by 8am.

Wednesday, 16th August: Winter Warmer Feast at Marnoo

Thursday, 17th August: Cra at 10am – felt needle case.

Followed by the mee ng at 1pm.

The Compe on for August will be an item for a charity box. Item to be no bigger than 15cm.

The branch would also like to commend one of our juniors, Lexie LeaBrightwell, who won several prizes for her cra work. Given that Lexie is only 9 and compe ng against much older girls this is even more creditable. Well done Lexie.

Every day of the week folks are providing the Op Shop with goodies for you to purchase from us. Opening day on Tuesday will find a box of books at the door, contents of grandma’s crystal cabinet, shoes that did not fit or bikes and scooters that fit no longer. Sor ng and placing these ar cles round the shop takes up most of our volunteer staff’s work me. But please do not stop dona ng, as it refreshes our stock so well. Many shoppers have a regular me and day of the week to come in and check out the new arrivals.

Plenty of baby and ny children’s clothing to keep your family and your needy neighbors’ children warm. It is easy to give a gi from the Op Shop to folk in need, because when they see the ny price tag, it jus fies the giver in saying, “Don’t concern yourself with the cost,” and the receiver is less humiliated by the no on of charity. Pick up a couple of warm coats too. If they are not required, you can always bring them back to Op Shop. Toys for all ages and so many types of ac vi es are always available. Cuddly toys, ride on toys, wet day ac vity toys and fun in the sun games are found in the first ves bule on the le as you come in the door.

Sunday Eucharist: 8am second and fourth Sundays of every month.

Priest-in-Charge Reverend Judi Bird.

Hello everyone - Good to be back.

I have been wondering why we call some things ‘pairs’ when they are only one ar cle. I mean scissors, trousers, spectacles and lots of others that I can’t think of now. You might be able to do a list yourselves.

I could hardly believe my eyes in the supermarket a while back - glow in the dark dummies! Why? Would it save turning on the light to check the baby or make it easier to find the dummy if it is wandering around the cot?

The wa le seems to be brighter this year or is it because of cloudy skies?

Another thing that irks me is the habit of pu ng the date of the year of the TV series in Roman numerals. By the me you work out whether ‘x’ is one hundred or ‘m’ is one thousand, the number is gone. It helps with remembering when you saw the first run of a show if you can catch the date. Been enjoying the frosty mornings? It is a great excuse to go back to bed if you don't have to go to work.

ROSIE

Central Gold ields Residents and Ratepayers Assoc. Inc.

Fantas c to see the Deledio Oval netball court has been tendered, and Council is searching through the EOI applica ons re the Maryborough Town Hall. We believe the Town Hall Tender has been adver sed four mes; the Maryborough octagonal pool many mes, and we s ll see no progress. Just because it is in the process, it does not mean it is ge ng done. Fingers crossed history does not repeat itself with the netball court.

Last Tuesday 1st August at 6 pm, we held our public ratepayers mee ng at Carisbrook. It was a ended by 15 people, and 10 apologies were given. A few issues raised were:-

Council charging interest on overdue rates.

Despite the LG Act 2020 Sec on 120 sta ng “A council MAY require a person to pay interest on any amount of money (other than rates and charges)”, our own council's policy states that Central Goldfields shire can charge interest. CGR&RAI has wri en to council asking if the council policy overrides the State LG Act 2020 Sect 120? Again, we are s ll wai ng for a reply on this.

CG shire sa sfac on survey average results.

Council claimed that the state average dropped three percentage points and our Shire dropped only 1% point. Going back six years, the CG shire has dropped 9% points and the State government average has

dropped 3% points. It is very easy to cherry pick, as we have used a six year range. But the fact that Central Goldfields Shire is one of the lowest scored in the State and has not improved 1% point in four years, paints a very concerning picture.

Skilled Migrants Trial.

This was quite alarming. The largest concern was the reac on by councillors over what will be shown in the documentaries when they are aired, and the report tabled on May 30 by the council re: the complete trial period. A concern was that many other shires had done a successful placement trial, yet it appears our shire's trial was unsuccessful.

The report tabled lack of me allocated, funding, management and leadership. We hope this is not demonstrated when the documentaries are aired to the country by Blackfella Films later this year. Thank you and please look a er each other, Wayne

150 Years of Football History

Stan MacNamee’s labour of love for our Football Club is finally ready to be launched. Tracing the Club’s history for 150 years was no mean feat and one which Stan passionately took on, at mes playing detec ve as he unearthed historic pictures and stories. As he writes in his book, The idea of compiling a book on the 150 years of the Dunolly Football Netball Club came from a desire to fill in the missing gaps. Li le was known of the early days and so the task was to find the missing informa on.

“The Dunolly Football Club was established on July 23, 1873 and the first match was played on October 8 against Maryborough at Dunolly. Since the me regular compe ons began in 1890, Dunolly has won 18 premierships and been runner up 12 mes. What’s been unearthed is a story of a club with a proud past. It’s a great history told by many writers.”Ê

The book will be on show and on sale at the 150th Gala Celebra ons.
