versity. The study by the Joint Center for Housing Studies found 40 percent of Granite State households earning between $30,000 and $45,000 per year now paying more than 30 percent of their pretax income in rent, the maximum generally considered affordable. Twenty-three percent of the state’s renters making between $45,000 and $75,000 find themselves in the same boat. At the same time, only 2.5 percent of households making more than $75,000 share the predicament. Statewide, while the overall share of renters in this category went down slightly since 2008, the share of renters paying over half their income for housing increased, from 19 percent to 23 percent. “Despite the strong economy, the number and share of renters burdened by housing costs rose last year after a couple of years of modest improvement,” the center’s managing director Chris Herbert said in a statement. “And while the poorest households are most likely to face this challenge, renters earning decent incomes have driven this recent deterioration in affordability.”

The crunch is worst in and around Keene and Laconia, where the report found 52 percent of the Keene area’s 10,000-plus renters and 51 percent of Laconia’s 6,000-some renters are paying over 30 percent of their income in rent. In Manchester and Nashua, where the median renter income is $41,050 and median rent is $1,132, 49 percent of the area’s roughly 55,000 renters are paying unaffordable rents.

New Supply Focused on High End With higher-income households accounting for much of the growth in rental demand since 2010, new supply has been concentrated at the

upper end of the market, the report found. Meanwhile, rising demand and constricted supply have reduced the stock of low- and moderate-cost rental units, leaving modestincome renters caught in the middle. Like much of the country, investors and tenants alike have flocked to rental housing. New Hampshire gained around 15,000 renter households between 2008 and 2018, an 11 percent increase. About 155,000 families, or 29 percent, out of the state’s 531,212 now rent. That’s up from 26 percent of the state’s households in 2008.

How to Read The Real Estate Records The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected. Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually. Real estate records are organized alphabetically by registry, then town, then by street name.

The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available. The volume, page of the deed and filing date appear for all sales. The mortgage lender and the amount of the mortgage used to purchase the property are shown. Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.

Don’t Bite Off Too Much House Some Lenders Will Approve Borrowers for Too Much Money BY LEW SICHELMAN SPECIAL TO THE REGISTRY REVIEW

nly a lender can tell a homebuyer how much they can spend on a house. But you don’t have to spend that much, and probably shouldn’t. Everyone need some wiggle room – especially if you’re a first-time buyer. Broker Steve Godzyk in Manchester recently had a client who didn’t heed that warning, and she’s likely to be sorry. A single mother of two, she told Godzyk that after paying the house note, she’s left with no money to have fun or go anywhere with the kids. During the house hunt, she’d insisted on searching at the top price her lender said she qualified for. When Godzyk asked why she wouldn’t buy in a lower price range so she would have money left over after paying her mortgage, she replied, “The loan officer said I can buy a home at that price, and I will.”

House Poor Far from Rare Being “house poor” is no fun, and it doesn’t take long for a dream house to become a nightmare. And Godzyk’s client appears to be far from alone in shooting for the moon. A new report from mortgage analytics firm Black Knight found that 1 percent of all loans taken out in last year’s first quarter were delinquent within six months. Sure, 1 percent doesn’t sound like a lot in the greater scheme of things, but that’s the most since 2010 – and an increase

of more than 60 percent over the past two years. Here’s more proof some buyers are biting off more than they can chew: In another recent study, Clever Real Estate, a site that matches buyers with agents, found that 35 percent of mortgage complaints submitted to the Consumer Financial Protection Bureau in 2018 were from people who were struggling to pay their mortgages, suggesting they were overextended. It’s even happening in the rental sector, according to Zumper, a leasing platform, which said a third of all Millennials spend more than 30 percent of their incomes – the standard measure of affordability – on rent.

How Lenders Set Limits Lenders base their decisions about the maximum they will lend on several factors. Credit scores are key, but they also give heavy credence to your debt-to-income ratio, or DTI, which is calculated by dividing your total monthly debt expenses – like vehicle, credit card and student loan payments – by your gross monthly income. Generally, lenders won’t approve mortgages for people who spend more than 43 percent of their income on recurring monthly payments. But that cutoff “is hardly a steadfast rule,” said Clever Real Estate research analyst Francesca Ortegren, who found that 15 percent of the loans written in 2018 were to borrowers above that ceiling. Indeed, Middletown, Connecticut, mortgage broker George Souto said some conventional lenders will go up to 50 percent, while those pushing government-backed FHA financing will go as high as 55 percent.

Don’t go that high, though. Why? If you add the cost of your new mortgage to your monthly debt load, it leaves little or nothing for utilities, maintenance, food, gas, clothing, school supplies and all those other things you spend money on, month in and month out – items your lender doesn’t pay any attention to when calculating your DTI. “This is an insane way to go into homeownership,” Lise Howe of Keller Williams Capital Properties in Washington, D.C., warned recently on the ActiveRain real estate site. “A lender may approve you for a mortgage at a high amount, but it might not make good financial sense to borrow all that money.”

they can forget that number – but they should include an amount for homeowner’s coverage in the second budget. It’s required, as is mortgage insurance. Some of these costs can be included as part of their monthly house payment, but they add substantially to an amount above and beyond principal and interest.

How to Help Your Clients To help your clients avoid debt overload, start by encouraging them to pick their lender carefully. . You want them to deal with professionals who have their best interests at heart. And make sure to keep your clients’ practical interests in mind. “There are agents who will test [clients’] discipline,” said Barbara Todaro of RE/MAX Executive Realty in Franklin, Massachusetts. “If your pre-approval reflects a large number, they’ll start their showings with that luxury home, and everything else will look like a fixand-flip.” New Lenox, Illinois, mortgage broker Gene Mundt agreed. “A good lender fulfills a larger role than someone who facilitates a mortgage,” he said. Another good step is to suggest your client prepare two budgets: one so they know exactly what they are spending now, and the other so they’ll know what they’ll be paying once they buy a house. That way, they won’t be giving their lender the power to determine how much you can spend on your house. Some items will shift, of course. If they are paying renter’s insurance now, for example,

And allow amounts for food, entertainment, transportation and whatever else they can think of. Later, if they decide to lower some of these expenses or dump them entirely, they can. But at least they’ll know going in what they have going out. Making these lists will take some time, but it’s well worth it. Budgeting allows borrowers to determine their own fates, advises Ortegren. It’s “a simple way to avoid overspending,” she said.

Portsmouth Rejects Extra Height for Mixed-Use Building

ortsmouth’s Zoning Board of Appeals denied a request by developer Cathartes to allow a fifth story on a proposed office-apartment complex on a vacant, trash-strewn lot at 105 Bartlet St. on the city’s North Mill Pond. Because the project will also open up public access to the area and create a park on the 5-acre site, it is allowed to be four stories tall but Cathartes had requested the fifth story in order to reduce the project’s ground-floor footprint to comply with the city’s request for

more open space on the site. Board members said they “didn’t hear why 178 had to be the number of units,” the Portsmouth Herald reported, despite neighborhood approval and testimony from Cathartes representatives that 178 units was required to meet their profit targets. An objection to the building’s height was also cited. The project may still be built with the units added to the building laterally, instead of vertically, the paper reported.

Young, High-Earning Renters Drive Multifamily Building Continued from Page 1 The study found New Hampshire added 15,900 rental units from 2008 to 2018, largely in buildings with 20 or more units – 10,400 units in these buildings were added over the time period, along with 5,400 single-family rental homes. The rent in the state’s 166,596 units is concentrated above $1,000 per month – 45 percent of the state’s units hit or exceed this mark, the report found, with nearly 20 percent priced at $1,400 per month and above. Further constraining the market, renting has become more common among those traditionally more likely to own their home, including those aged 35-64, older adults, and married couples with children. Indeed, families with children now make up a larger share of renter households across America (29 percent) than owner households (26 percent). “Rising rents are making it increasingly difficult for households to save for a downpayment and become homeowners,” Whitney Airgood-Obrycki, lead author of the report, said in a statement. “Young, college-educated households with high incomes are really driving current rental demand.”

It’s a trend most evident in southeastern New Hampshire, as booming white-collar industries in Manchester, Portsmouth and Nashua stimulate demand for higher-end housing. The same demand and the increasing rents it generates have driven up prices for multifamily properties, particularly in the Manchester area, with several large complexes there selling for over $30 million in the last year. Increasingly, local governments have found themselves on the front lines of the rental affordability crisis. In response, Gov. Chris Sununu and a bipartisan group of legislators recently proposed a plan that would set deadlines for towns and cities to make decisions on projects, and take other steps to liberalize land use policies. “Last year, Minneapolis became the first large American city to end single-family zoning,” Herbert said. “This has the potential to greatly expand the rental supply and improve affordability in that city but, ultimately, only the federal government has the scope and resources to provide housing assistance at a scale appropriate to need across the country.”

onnecticut-based People’s United Bank has sold a legacy ResX Warehouse Lending portfolio to The Provident Bank in a transaction completed on Jan. 17. ResX Warehouse Lending will operate as a division of Amesbury, Massachusettsbased The Provident Bank from its facility in Ponte Vedra Beach, Florida. The division targets creditworthy, small- to mid-cap, independent mortgage banking companies for warehouse lines from $3 million to $25 million. The Provident Bank is based Amesbury, Massachusetts. People’s United acquired the warehouse lending operation when it bought Harford, Connecticut-based United Bank on Nov. 1. The terms of the transaction were not disclosed in The Provident Bank’s announcement. “The expertise and leadership of the ResX team provided us an opportunity to obtain a portfolio that is immediately accretive to earnings,” David Mansfield, CEO of The Provident

Bank, said in a statement. “The warehouse lending business is a niche business that parallels our strategy of engaging in specialized businesses where we can have expertise and focus. Our technology and banking products provide a compelling reason for businesses to transact with The Provident Bank.” ResX President Ken Jones said in a statement that the division meets the needs of smaller organizations by providing flexible, high-touch personal service, resulting in longterm, sustainable relationships with clients. “We’ve built a strong base and culture over the past couple of years with United Bank which positions us to take advantage of growth opportunity,” Jones said in the statement. “We expect to continue our pattern of growth by providing a superior customer experience, offering competitive products, while maintaining a culture of safety and soundness. House Hears Rental Regulation Bill T

he state House of Representatives’ Judiciary Committee held a hearing on Jan. 14 for a bill that would require advance notice for rent increases. HB1247, from second-term Dover Democrat Rep. Casey Conley, would force landlords to give tenants 90 days’ written notice of any rent increase of more than 5 percent. Rental properties with four or fewer units and owned by an individual, not a company, would be exempted along with vacation rentals. The bill would also prevent land-

lords from stringing together smaller rent increases within a 90-day period that total more than 5 percent of the original rent, instead requiring them to take effect 90 days after tenants were notified of each separate increase. Someone who had recently bought a building would also be barred from raising rents above their level three months prior to the sale, without first giving tenants six months’ notice of the increase. The bill has seven co-sponsors.

Rye Beach Is New England’s Second-Most Expensive ZIP Code

hat was more expensive in 2019: homes in Greenwich, Connecticut – long a playground for millionaires and billionaires – or homes in New Hampshire’s Seacoast region? According to a new analysis by Property Shark, the answer is New Hampshire. Massachusetts contains six of the 10 priciest ZIP codes in New England, including the top spot, and while three Greenwich neighborhoods took the third, fourth and sixth spots with median sale prices of $1.63 million, $1.62 million and $1.45 million, respectively. However,

Rye Beach took the second spot with a median sale price of $1.93 million. The report looked at all residential sales between Jan. 1 and Nov. 22, 2019. Rye Beach was, in fact, tied for the honor of 46th-most expensive community with Laguna Beach, California, the first time a New Hampshire ZIP code ranked in the nation’s top 100. Once one moves away from the coast, however, prices drop off steeply. Rye itself claimed the third-most expensive spot in New Hampshire after New Castle, but only saw a median sale price of $650,000.

Manchester Industrial Property Trades for $2.1M

Hollis-based company last month bought a Manchester industrial building for $2.1 million, according to documents filed in the Hillsborough Registry of Deeds.
