60 S. Broadway in White Plains sells for $27M

A 3.58-acre parcel of land in White Plains where a mixed-use project has been planned for several years has been sold. The site at 60 S. Broadway, where the Alexander’s Department Store once stood, was sold for $27 million by Quarterra Multifamily Communities to Alexander Members Holding LLC, a subsidiary of Stagg Group, whose CEO is White Plains resident Mark Stagg. Quarterra is a rebranding of Lennar’s LMC.

The White Plains Common Council on May 5 approved a resolution extending the site plan approval originally granted on March 4, 2019, for the project. The site plan approval will now expire on March 4, 2026. The extension was granted to Quarterra F/K/A LMC/Lennar Multifamily owner Communities, LLC acting through Maple and Broadway Holdings, LLC. The approved plan calls for two 28-story apartment buildings containing a total of 814 dwelling units, 28,014 square feet of retail space and a below grade parking garage containing 907 parking spaces.

After Alexander's, the site became the Westchester Pavilion mall. The project was to be built in two phases, with each phase having an estimated cost of $250 million for a total $500 million project.

Quarterra had told White Plains

several months ago that it would be selling the property and CBRE would be handling the offering. It said it would be beneficial to everyone to sell the property with development approvals in place in part because whoever would buy it would then be that much closer to breaking ground.

The city previously had urged the developer to do something to beautify the site and make it useful to White Plains residents rather than just allowing it to remain a vacant site surrounded by fencing.

White Plains Mayor Tom Roach and members of the Common Council expressed concerns that because of the delays in moving ahead with the approved project it might no longer be the right project for the site.

The site is located at the eastern edge of the White Plains Central Business District near The Source and The Westchester Mall.

CBRE’s Jeff Dunne said, “The offering represented a highly unique opportunity to buy one of the most significant sites in White Plains. The location is ideally suited to a transformational, trophy asset.”

According CBRE’s Eric Apfel, “We are pleased to have represented our client, Quarterra, in the sale of their site at 60 S. Broadway. This purchase is transformative for White Plains. The site was highly sought-after and will offer an unbelievable location to future residents. We look forward to watching this project come together with the new owner, Stagg Group.”

Judge confines Pomona tax evader to home

“The scheme was simple yet brazen,” prosecutors wrote, “and required countless lies and repeated acts.”

A Rockland businessman who evaded nearly $274,000 in federal income taxes on personal income of $1 million that was concealed from the IRS has been sentenced to a year of supervised release and fined $10,000.

Michael Maroff, of Pomona, pleaded guilty last October to aiding and assisting in the preparation of fraudulent tax returns from 2017 through 2019 by diverting business income to himself.

U.S. District Judge Philip M. Halpern specified on May 1 that eight months of the year of supervised released will be served in home confinement, with electronic monitoring if necessary, and permission to leave home for employment, medical care and religious services.

Maroff's business income from General Home Systems Corp. and Monroe Commercial Properties LLC was supposed to be reported on corporate tax returns and then transferred to his personal tax returns. Instead, he directed customers and tenants to write checks to him and his wife, according to court records, and he underreported the business' income.

Under a plea deal, he agreed to a potential prison sentence of 12 to 18 months.

His defense attorney, Michelle Merola, recommended probation or home confinement.

Maroff has paid back the taxes and will pay a penalty and interest, she noted in a sentencing memorandum.

Sometimes he deposited checks in the wrong account. On other occasions he cashed checks made out to him personally but used the money to pay vendors who preferred cash.

As time went on, he did not track some of the transactions, she stated, and they were not reflected in business bank records. When his tax preparer moved to Israel, their in-person tax preparation meetings were discontinued and Maroff failed to discuss how he tracked business receipts.

Maroff also made a deal to sell General Home Systems Corp. for $1.5 million but the buyer paid only $416,000, thus jeopardizing Maroff's planned retirement income.

Merola emphasized Maroff's strong work ethic, family bonds, and poor health. The criminal conduct, she said, was "incongruent with the balance of Mr. Maroff's life."

Assistant prosecutors Kingdar Prussien and James McMahon recommended 12 to 18 months in prison and

a fine of up to $55,000.

The scheme was simple yet brazen, they stated in a letter to the judge, and "required countless lies and repeated acts."

Yet the sentencing memo from Maroff's attorney "reads as though he accidentally directed customers and tenants to make checks out to him" and he "accidentally forgot to inform his tax preparer of this conduct."

Maroff was not forgetful, they said.

He "perpetrated his crimes over and over again for more than four years in order to enrich himself."

White Plains Hospital breaks ground for $750M expansion

With site preparation work already underway, White Plains Hospital on May 5 held a groundbreaking ceremony for its new 10-story 475,000 square foot building that will include a new emergency room, new operating rooms, new patient rooms and more. The Expansion facility is expected to open in January of 2028. The project is expected to cost $750 million.

During the event, Susan Fox, the hospital’s president and CEO, said that discussions have been underway with White Plains regarding a new parking garage for about 2,000 cars that would be situated on the north side of Post Road and would have a pedestrian bridge connecting to the hospital.

The parcel where the new building will be constructed had been occupied by the hospital’s garage and commercial buildings fronting on S. Lexington Avenue. The site is bounded by S. Lexington Avenue, E. Post Road, Davis Avenue and Maple Avenue. The hospital expansion also is expected to involve demolition of the existing medical office building at 170 Maple Ave. in about two years.

The city has closed a portion of Davis Avenue north of the hospital’s entrance driveway. Before the groundbreaking ceremony, the section of Davis Avenue leading up to the driveway was renamed Divney Way in honor of engineer ad planner Michael Divney, who in 2010 had been named chairman of the hospital’s Board of Directors.

The new building will feature 240 single-bedded patient rooms as the

hospital moves to make all of its patient rooms single occupancy. The hospital would be equipped with 436 total licensed beds.

The new emergency room would be more than twice the size of the current emergency department. The current emergency room handles about 80,000 patients a year but was designed for half that number. There would be new operating rooms and a new main lobby in the building.

The fourth floor of the new building would be dedicated to housing mechanical and air-handling equipment in a 24-foot-high space immediately above the new operating rooms.

William Null, chairman of the hospital’s Board of Directors, said, “Demand for our services continues to grow, which is why this expansion is so important. Patents see our commitment to quality and know they’re receiving the best care here .Our laser focus on quality has been validated by many national organizations.”

“Today is a very exciting day in the history of White Plains Hospital,” Fox said. “We are not just breaking ground on a new building, we are laying the foundation for a future Hospital that will ensure we will continue to provide the highest-quality care for generations to come.”

She said that as the tertiary hub of care for the Montefiore Health System in the Hudson Valley for the past 10 years, the hospital has “successfully added and expanded advanced programs and services here, so our neighbors do not need to travel to receive high quality care. Together with our

Fox said she received permission to reveal some details about the parking garage that is being planned. While noting that the old hospital garage had to be torn down to make way for the new building and that an at-grade parking lot has been constructed, Fox said that discussions have been underway with city officials including Mayor Tom Roach and Corporation Counsel John Callahan for a new garage on the north side of Post Road that would connect to the hospital by a pedestrian bridge. It would offer about 2,000 spaces for hospital staff

and users of the hospital.

“Everybody wants to know about parking,” Fox said “So important to our work force is to be able to get here.

So important to our patients is to be able to get here conveniently and we have had a parking shortage for the entire time that I’ve been here.”

Fox thanked everyone who has been working to help make a new garage a reality and she expressed a hope that it could be open by November 2027.

HEDGING YOUR BETS AGAINST THE TARIFFS

The Trump Administration’s decision to impose tariffs on 57 countries – currently on a 90-day pause – has set individual investors, small businesses, corporations and Wall Street looking for ways to tariff-proof their situations as much as they can.

A case in point is Brooklyn-based Re: Design, Natalie Rebuck Architecture PLLC, which recently sent out an email detailing the ways the firm – with an office in Southhold, New York as well – is responding to the challenge.

"We’ve seen rising costs, particularly in categories like mechanical equipment, lumber, copper for wiring/ plumbing, drywall, concrete, some metals and imported furnish-

ings," said Natalie Rebuck, principal designer. "These changes are understandably raising concerns for our clients around budgets and timelines.

To address these concerns, we’ve expanded our network of U.S.-based manufacturers and vetted domestic suppliers to reduce lead times and avoid costly delays. We’re also trying to specify more American-made materials whenever possible, supporting local businesses while minimizing tariff exposure."

Not everyone is able to do this, or to do this immediately. Jennifer Mines Kamen, owner of Iscream — a Cortlandt Manor-based wholesale supplier of pillows, bags, toys, apparel and beauty products for tween girls, which are made in China – told Westfair Eye on Small Business columnist Jeremy Wayne that pricing and production schedules have made domestic manufacturing a no-go. While she is working with her Chinese partners as well as looking to partner with other countries, to reduce costs, she added, ““We will have no choice but to increase our prices.” (See story on Page 21.)

2. Look beyond the panic by spotting and exploiting overreactions — In volatile markets, asset prices can often overshoot their fundamentals due to market rumors or news events, creating opportunities for investors who are quick to spot these discrepancies. If a well-known stock like Apple (AAPL) drops sharply after a minor-earnings miss or negative headline, yet its longterm outlook remains solid, that dip could be an opportunity to buy at a discount. When the panic fades and rationality returns, such stocks often rebound toward their intrinsic value.

These opportunities can be rewarding if you’re able to separate short-term noise from genuine shifts in fundamentals. Not every dip deserves a buy, and not every surge is a reason to sell. 3. Diversify smarter and monitor correlations – Diversification isn’t just about holding a wide range of stocks; it’s about holding assets that behave differently. In markets rattled by trade tensions or tariff shocks, traditional relationships between asset classes can break down. What once served as a hedge might suddenly move in the same direction as your other holdings, increasing the risk of correlated losses across your portfolio.

In addition, avoid illiquid assets: Thinly traded stocks, exotic FX pairs and niche ETFs can be prone to extreme moves during turbulent times.

That’s why it’s critical to diversify across uncorrelated assets such as commodities, currencies, real estate and alternatives like gold or crypto, depending on your risk appetite.

These assets can act as shock absorbers when equities falter. Regularly review how they move in relation to one another and adjust your mix accordingly. Effective diversification is not a “set and forget” approach.

It requires active oversight to ensure your portfolio remains resilient throughout uncertainty.

“Volatility can be a friend or foe,” Gátonyi added. “It all comes down to how well you prepare. The global ripple effects of U.S. trade policy mean certain sectors may face prolonged headwinds, while others could become defensive havens.

Monitor cross-asset correlation and stress-test your portfolio across different scenarios. It’s not about reacting to every headline. It’s about building a resilient strategy that can withstand uncertainty.”

4. Stay long-term focused but steer with intention — Market turmoil is a chance to zoom out and reassess your broader investment objectives. If current chaos isn’t likely to affect your portfolio over the next six to 12 months, stick to your long-term strategy. Use this dislocation as an opportunity to reassess holdings and look for chances to buy high-quality assets at more favorable prices.

However, staying long-term focused doesn’t mean staying static.

Tariff-driven volatility can dramatically shift sector dynamics. Industries like manufacturing, technology and agriculture may face sharp swings, depending on tariff scope and potential retaliatory measures.

Shifting some weight into defensive areas like health care, utilities and dividend-paying stocks can help protect capital without stalling growth.

5. Fight the gap by preparing for sudden market moves — Sudden jumps or dips in asset prices between trading sessions – sometimes as much as 20% to 30% — are especially common during periods of extreme uncertainty. These “gaps” pose serious risks, particularly when markets are driven by unpredictable policy announcements. This is where risk controls like Guaranteed Stop-Loss Orders (GSLOs)become essential to protect positions from slippage during these jumps.

They ensure that your trades close at predetermined levels, even if the market gaps past them. While they

carry a small premium, the protection they offer in chaotic conditions can far outweigh the cost. If you’re trading near major announcements – such as a speech by President Donald J. Trump, a G7 summit or a tariff deadline – consider scaling back your position size or reducing leverage. In volatile periods, adjusting position size according to volatility allows for smaller positions when market swings are large and larger positions when volatility is low.

6. Stay informed without getting lost in the noise — In today’s hyperconnected world, access to information is critical, but it can quickly become overwhelming.

Endless headlines and conflicting opinions can trigger knee-jerk decisions. Instead of reacting to every alert, focus on quality over quantity. Prioritize credible sources, such as central bank updates, economic indicators and official trade policy announcements.

AI-driven noise, such as AI-based trading strategies, amplifies volatility and triggers flash events, especially in short-term trades. Markets can swing wildly on speculation alone, even before policies are confirmed.

Stay focused on facts and use information strategically. Stress-test your portfolio for potential scenarios such as new tariffs, retaliatory actions or supply chain disruptions. This also helps you anticipate how different outcomes might affect your holdings and positions you to respond thoughtfully, not emotionally.

Westchester restaurants win $5.75M settlement

Westchester restaurants that took on one of the largest beer distributorships in the U.S. have won a $5.75 million class action settlement for small businesses that had paid an obscure 10-cents deposit fee.

U.S. District Court Judge Cathy Seibel approved the settlement against Manhattan Beer Distributors on April 24.

"From the get-go, this case has been distinguished by its intensely litigated proceedings," one of the restaurants' attorneys, J. Burkett McInturff, stated in a declaration that describes the settlement.

Manhattan Beer, based in the Bronx, sells beer and beverages throughout New York City, Long Island and the Hudson Valley.

The case was filed originally in 2022 by Armonk House, a defunct restaurant that claimed small businesses were being charged an extra 10

cents per case of beer while bigger customers, such as supermarkets, didn't have to pay the fee.

The extra dime per case added up to an extra $2.25 million every year for small businesses, according to the lawsuit.

Village Social Restaurant Group – including Village Social restaurants in Mount Kisco and Rye and Pubstreet, in Pleasantville – eventually joined the lawsuit. Manhattan Beer founder, Simon Bergson, and vice president Michael McCarthy also were named as defendants.

The restaurants claimed that their invoices improperly included an extra dime per case that was combined with the state-mandated $1.20 per case bottle recycling fee.

The ten cent fee, according to the settlement, was for cardboard mother cartons: large shipping boxes that protect smaller containers.

The restaurants calculated that the

billing practice had cost small businesses nearly $9.4 million.

In 2023, Judge Seibel sustained charges of racketeering, deceptive business practices, fraud, and misrepresentation. She dismissed charges of unjust enrichment, breach of contract, breach of good faith and fair dealing, public nuisance and violation of the state's Bottle Bill.

Manhattan Beer denied that it had done anything wrong, but a year ago it voluntarily acknowledged $2.6 million in overcharges and began issuing separate invoices for cardboard deposits.

The $2.6 million in credits are in addition to the $5.75 million settlement, according to court documents, in effect bringing the total settlement to $8,350,000.

The restaurants' attorneys identified 31,785 businesses eligible for reimbursements.

Judge Seibel also approved a $1,916,666 legal fee for the restaurants' attorneys at Wittels McInturff Palilovic, of Manhattan.

NY and CT AGs sue to stop dismantling of HHS

New York Attorney General Letitia James has led a coalition of 19 other state attorneys general, including William Tong of Connecticut, in filing a lawsuit to try to stop the Trump Administration from dismantling the Department of Health and Human Services (HHS). The lawsuit was filed in federal court in Rhode Island.

The lawsuit says that since putting Robert F. Kennedy, Jr., in place as secretary of the department thousands of federal health workers have been fired, life-saving programs have been shut down, and states have had to face mounting health crises without federal support.

James and the coalition argue that Kennedy and the Trump Administration have stripped HHS of the resources that are necessary to effectively serve the American people. They ask the court to halt the dismantling before even more lives are put at risk.

The lawsuit points out that Kennedy announced that the department’s 28 agencies would be collapsed into 15. He also announced mass firings, slashing the department’s number of employees from 85,000 to 65,000.

According to the lawsuit, on April 1, 10,000 employees were locked out of their work email, laptops, and offices without warning. Many only learned they had been terminated when they

arrived at work to find their badges deactivated. In a matter of hours, critical HHS operations ground to a halt.

Experiments were abandoned, trainings canceled, site visits postponed, and labs shuttered.

“This administration is not streamlining the federal government; they are sabotaging it and all of us,” James said.

“When you fire the scientists who research infectious diseases, silence the doctors who care for pregnant patients, and shut down the programs that help firefighters and miners breathe or children thrive, you are not making America healthy; you are putting countless lives at risk.”

James points out that programs serving children and low-income families have been particularly hard hit. She says that programs aiding children with disabilities, youth experiencing homelessness, and preschool development have been left in limbo.

The administration also fired staff responsible for maintaining the federal poverty guidelines, which states rely on to determine eligibility for food assistance like the Supplemental Nutrition Assistance Program (SNAP), housing support, Medicaid, and Temporary Assistance for Needy Families (TANF). The entire team running the Low-Income Home Energy Assistance Program (LIHEAP) was terminated.

and addiction treatment, including half of the entire workforce at the Substance Abuse and Mental Health Services Administration (SAMHSA), and closed all ten SAMHSA regional offices. The 988 Suicide and Crisis Lifeline team was slashed. The National Survey on Drug Use and Health was stopped and the agency that focuses on prevention of tobacco use was gutted.

James and the coalition argue that the Trump Administration intends to cause chaos and devastate health care in the U.S. They allege the Trump Administration has violated hundreds of laws, bypassed congressional authority,

trampled the constitutional separation of powers, and ignored laws that Congress enacted to protect public health.

“The terminations and reorganizations happened quickly, but the consequences are severe, complicated, drawn-out, and potentially irreversible,” the lawsuit says.

In addition to New York and Connecticut, the lawsuit involves the attorneys general of Arizona, California, Colorado, Delaware, Hawaii, Illinois, Maine, Michigan, Maryland, Minnesota, New Jersey, New Mexico, Oregon, Rhode Island, Vermont, Washington, Wisconsin, and the District of Columbia.

In February the bank completed its 12th offering continues to accept investment commitments over the $350,000 maximum funding goal.

The proceeds of the crowd-funded debt sales go directly to fund energy efficiency projects that strengthen communities and combat climate change.

So far, the Green Bank has mobilized $2.88 billion of investment into Connecticut’s clean energy economy.

It provides Connecticut Commercial Property Assessed Clean Energy (C-PACE) financing.

The impact of the Green Bank’s fundraising efforts is felt in Fairfield County, in particular. Here are some of the companies that have benefitted from the financing as they help build the green economy.

Budderfly – Shelton Budderfly has expanded its mission with the help of Green Bank financing. It answers the question: What happens if we change how businesses use energy?

The inn upgraded by installing heat pumps to replace old oil burning equipment. Its C-PACE Financing is $98,841 over 10 years. Its projected

energy savings is $129,914 over the life of the upgrades.

“When guests come to stay at our inn, we want them to have the most relaxing, cozy experience possible,” said Carnicelli. “By adding a new heat pump system, we are able to keep rooms comfortable all year long. The new system is also more energy efficient, and better for the environment, which fits with Ridgefield’s country surroundings.”

SoNo Ice House – Norwalk Spinnaker Real Estate Partners, managing partner and a principle investor in the SoNo Ice House, has a passion for projects that connect people, housing, business, jobs, and recreation.

That is what drove the company to the C-PACE program. Spinnaker financed buildings with rooftop solar photovoltaic systems financed using C-PACE money by lowering the overall energy costs of the building and raising the profile of the property.

By using C-PACE, Spinnaker financed $1.02 million over 20 years for a 312-kW, roof-mounted solar photovoltaic system and roof upgrades. Its projected energy savings is $1.96 million over the life of the upgrades.

Across a portfolio of three solar projects financed with C-PACE, Spinnaker will have annual energy savings of $203,700, amounting to $4,074,005 in total energy savings over financing term.

DiMare Pastry Shop – Stamford DiMare Pastry Shop will save more than $20,000 in energy costs this year because of an upgrade of a 75.8-kW, roof-mounted solar photovoltaic system. C-PACE financing provided $246,000 over 20 years to the pastry shop.

The projected energy savings is more than $20,000 a year.

For more than 45 years, DiMare Pastry Shop has provided the community with their specialty baked goods. Started by Ugo and Bice DiMare in 1976, DiMare Pastry expanded to a second location in Stamford in 1997. Both locations are now run by three generations, including Ugo and Bice’s daughters Maria and Sabrina and granddaughter Brittany.

As their business has grown, energy costs have continued to rise. In 2020, they made the decision to go solar using C-PACE financing.

“We are always so busy and focused on serving our customers,” said Maria DiMare, co-owner of DiMare Pastry Shop in Stamford. “We don’t have time to think about rising energy costs. Going green with our new solar system takes some of the pressure off our business by giving us lower energy costs.

“We’re proud to be doing the right thing for the environment too. We want to keep baking, delighting our customers and continuing on as a long-standing partner with the towns we serve.”

Hyde Park Drive-in believed close to reopening

The Business Journal has learned that the federal government’s National Park Service (NPS), which owns the nine acres that are home to the Hyde Park drive-in movie theater at 4114 Albany Post Road in Hyde Park, is in the final stages of negotiating a lease with an operator for the theater. NPS had put out a Request for Proposals (RFP) seeking a new operator for the theater.

It was learned that an announcement of a deal that would identify the new operator was expected soon.

The RFP noted that NPS could be flexible when it came to rental terms for the property but would need to charge market rate for the rent, which it determined was $4,000 a month and that some capital expenditures by the new operator could offset some of the rent. It also said that a new operator would need to provide all of the equipment necessary for projection and the preparation and sale of food, beverages and snacks since the former operator had taken everything that was its personal property. The Park Service said

that it owns the water heater, sinks, toilets, and bathroom fixtures and marquee letters and would provide them to the new operator.

The theater has a capacity of 670 cars and one screen.

NPS said that it might be possible to add a second screen. The site includes a single-story, approximately 2,370 square foot building that contains restrooms, a concession stand for quick service convenience food items, storage, and administrative space. NPS said it would sign a lease covering a maximum of ten years, with rent increases adjusted to compensate for inflation.

The drive-in is one of only about 200 drive-ins remaining in the U.S., down from the approximately 4,000 drive-in theaters that were operating in the 1950s when the outdoor movie theater business peaked. The theater opened on July 28, 1950, as the Hyde Park Auto-Vision Theatre and was later renamed Hyde Park Drive-In. The owners were Sidney and Ida Cohen.

quired by the National Park Service in 2011 as part of the larger historic Farm Lane property. This property was historically included in the 1,522-acre Roosevelt estate, which includes President Franklin D. Roosevelt’s home, Springwood, historic farmlands, forest plantations, Top Cottage, and Eleanor Roosevelt’s house, Val-Kill.

The Park Service had said that the property must continue to be operated as a drive-in and that it is allowed to be open to the public from Memorial Day to Labor Day. The RFP specified that no overnight parking was permitted at the site and it would not allow regularly scheduled events such as flea markets but may allow occasional special events to be held at the property.

Putnam's last picture show

As if to take a page from the Peter Bogdanovich 1971 movie “The Last Picture Show,” Putnam’s last remaining movie theater, Carmel Cinema 8, which is located at the Shop-Rite Plaza off Route 52, will be closing May 29.

While the theater did not specify the reason for its closing, it is believed that it will coincide with the expiration of a 25-year lease for the space. The space previously had been used by a department store.

The theater, which is equipped with eight screens, recently has been operating four days a week. According to a database of movie theaters, it has a total of 1,186 seats. A history indicates that the theater opened on July 28, 2000, and at that time was operated by Cinema North Corporation, which was there until October 2009. In addition to the Carmel Cinema 8, the current operator also owns the Bank Street Theater in New Milford, Connecticut.

In a message on its website and social media, the theater thanked its “loyal customers for the past 15 years of business.” It offered to redeem gift cards for cash or allow them to be used at the New Milford theater.

An online petition designed to show support for keeping the theater open and urging landlord Regency Centers to renew the theater's lease was posted on the change.org website.

"We need your help saving our local theater, which is the only theater left in Putnam County and the mid Hudson Valley," the petition said.

"It’s the heart of our community and has been for decades."

The petition said that the Carmel Cinema 8 recently has been doing its best business since the Covid pandemic. It also said that there was no indication of plans for use of the space after the theater closes.

"We need our theater. It’s one of the last things left in our small town, aside from the bowling alley. The theater is a life line for everyone in Carmel, giving us something to do on rainy days and hot summer evenings," the petition said.

Iscream, Cortlandt Manor

Among the companies caught in the crosshairs of the trade war between the United States and China is Iscream, a Cortlandt Manor-based wholesale supplier of apparel, bags, pillows, beauty products and toys for tween girls.

Iscream designs the products and manufactures them overseas, the majority in China, with its best-selling items being its licensed interactive candy pillows and its plush lounge shorts and pants. But in the present environment, that is not without its challenges, said owner Jennifer Mines Kamen.

In response to the tariffs, she said, the company has explored using domestic manufacturers, but the pricing and production schedules are more expensive and difficult for Iscream’s products. And while Iscream is working to diversify its production to other countries. as well as working with its partners in China to help reduce costs, she nevertheless warned that, with the status quo, “We will have no choice but to increase our prices” – noting that Iscream had limited

shipping additional products in the hopes that something will change.

Ironically, Iscream developed as a response to another business challenge, that of printing in the digital age. An offshoot of The Mines Press, Iscream was set up in 2007 as the rise of the internet and the prevalence of smar phones effectively destroyed the press’ core mission, namely the printing of business forms.

“We were looking to add some revenue into the business through a sales channel other than printing, and my background was a mix of fashion and publishing,” Mines said. “Steven (Kamen’s brother and president of The Mines Press) and I both had young children, so a tween line of products seemed on target for us at the time.”

Iscream manufactures and sells its products to stores, its customers comprising toy, apparel, candy, book and grocery retailers. The company has a small online presence, selling directly to consumers on its Iscream website, but the majority of its sales are to the wholesale accounts nationwide.

Asked about the size and strength

of the market, Mines said that it has grown as the use of social media has evolved. According to Mines, girls 8 to 12 years old have a lot of spending power and are extremely focused on apparel, beauty, toys, food and entertainment.

“We refer to it as the evolution of a little girl,” Mines said. “As they move on from the princess phase, they move into the ‘fun candy-rainbow phase’ and from there they continue on to flowers and fun prints.”

Iscream has educated its retailers on the best assortments to engage these consumers in their stores, providing multiple price points across different categories in each of the trends most applicable to any given season.

This gives retailers the opportunity to sell something to anyone who walks into the store – “whether they are looking for a big-ticket item or a smaller, more conservative item.”

Beyond the gloom of tariffs threatening to affect all manner of businesses, however, Mines still seemed to think that the future of this not-soniche market is looking bright. She said that Iscream has been continuing to grow and to add new licenses to its range, developing products which respond to current trends in the market.

O’Connor issued the emergency order.

The Parks Department determined that the situation was urgent in nature and competitive bidding could not be pursued.

"Standard's abrupt departure leaves the county with little time to properly carry out all of this work. Standard left little or no spare parts in inventory, in some cases did not properly winterize rides and a number of rides were left disassembled," O'Connor said in a memo to the Board of Legislators. "In order to protect county property and personnel and facilitate the return to

operation of the Playland Amusement Park as quickly as possible, the county is declaring an emergency situation.

As an emergency, this situation could not await competitive bidding."

O'Connor described the no-bid arrangement hiring Zamperla as being "the most timely and fiscally efficient solution and will safeguard the county's property and secure the public safety of park attendees and staff."

An arbitration hearing on the dispute between the county and Standard Amusements is scheduled to begin on August 12.

County issues emergency order for Playland work in effort to open park

Westchester County hopes to have rides at the Playland Amusement Park up and running for at least part of the coming summer season following Standard Amusements’ termination of its contract as manager.

The county has said that the beach and boardwalk definitely would be open, and now it has issued an emergency order to help expedite necessary work on various rides so that there will be activity within the amusement park itself.

The emergency order allowed the county to select without competitive bidding the amusement ride company Zamperla, Inc., to inspect, repair, replace and maintain rides and procure necessary supplies and parts.

Zamperla, headquartered in Italy, has worked on theme parks by such major operators as Disney, Universal Studios, Six Flags, Warner Bros. and Merlin Entertainment.

It played an important role in the 2010 revival of Luna Park in Coney Island. Zamperla is a major manufacturer of amusement rides, ranging from roller coasters to kiddie rides.

The county owns 11 rides that were manufactured by Zamperla and a number of other rides manufactured by a company that is no longer in business.

Social Security head digs in on closing White Plains Hearing Office

The Acting Commissioner of the Social Security Administration (SSA), Leland Dudek, in a May 1 letter to Congressman George Latimer of New York’s 16th Congressional District, has reaffirmed his position that the agency does not need space to hold hearings in White Plains. SSA is set to close its White Pains Hearing Office at 75 S. Broadway when the lease ends on May 31.

Dudek had previously rejected efforts by Latimer, Republican Congressman Mike Lawler of the 17th Congressional District, County Executive Ken Jenkins and others to convince him to keep the office open so that people in Westchester and the nearby Hudson Valley could continue to have in-person hearings to try to obtain benefits to which they believe they're entitled without having to travel long distances.

While not addressing the reported backlog of 2,000 unresolved cases at the White Plains Hearing Office, Dudek on May 1 told Latimer, "We will continue to provide the option

of a virtual hearing by audio (telephone) and online video, which is selected by over 83 percent of our claimants who receive service from the White Plains Hearing Office."

Dudek did not explain that video or telephone hearings were not necessarily favored by people for their hearings but that SSA has been trying to increase the number of virtual hearings for some time. His letter to Latimer did not explain that new rules published in the Federal Register in August of last year empowered SSA to order that hearings be conducted by video or telephone rather than in-person.

Under the published rules, individuals have 30 days to go through a specified process in order to try to switch to an in-person hearing.

SSA has published several pages of instructions for claimants to follow in order to participate in a virtual hearing, including specifying technical equipment that's needed. Many people Westfair Business Journal

seeking to claim their Social Security benefits might not have access to the needed equipment and might lack needed technical expertise.

Dudek again dismissed an offer from Westchester County to make county space available for SSA to use as a new White Plains Hearing Office.

"Like other federal agencies, we procure and manage our space requirements through the General Services Administration (GSA).

Dudek told Latimer that he was sending a similar rejection to Jenkins.

“It’s clear that no matter how reasonable the offer, the Social Security Administration simply doesn’t want a hearing office here in Westchester County," Jenkins said. "This isn’t about politics or party lines — this is about our parents, grandparents, and most vulnerable friends and neighbors being left with no access to Social Security services when there is a problem. The reality is that traveling to another hearing office an hour or more away, to another county or even another state is a privilege. For those who find travel difficult or impossible, they are being completely shut out by the Social Security Administration. Westchester is the largest County in the Hudson Valley and should have a hearing office.”

KEN JENKINS

County Executive of Westchester County New York Committed to public service and the principles of democracy, safety, education, technology and community engagement, Westchester County is led by County Executive Ken Jenkins. He took office in January 2025 as the county’s 10th and first Black county executive. Previously, Jenkins served as deputy county executive under George Latimer and as a member of the Westchester County Board of Legislators, where he was chairman for four years. In those roles, he focused on policies promoting growth and inclusion. Jenkins has worked to cut taxes, build affordable housing, protect reproductive rights, reduce crime, secure veteran tax breaks, restore infrastructure and protect the environment. Known for his dedication, he has been a vocal advocate for middle-class families and his constituents. He has a background in telecommunications and technology, with leadership roles at Apple, AT&T, Verizon, NYNEX, Bell Atlantic and Seer Technologies. He also gained real estate experience as an owner and broker at ERA Gem Realty. Jenkins’ community involvement includes board service with the Greyston Foundation, United Way, Westchester District Attorney’s Community Advisory Committee, Crime Stoppers and Yonkers’ Community Planning Council. He was president of the Yonkers NAACP and the Yonkers Community Action Program. A longtime Democrat, Jenkins has held leadership roles such as treasurer of the New York State Democratic Committee and chairman of the Yonkers Democratic Committee. He appears as a political analyst on News 12 Westchester. The son of a police officer and a nurse, Jenkins is a former Boy Scout and senior patrol leader. An alumnus of Fordham Prep and Iona University, he earned a bachelor’s degree in computer science. He and his wife, Deborah, have lived in Yonkers since 1982 and are parents of three grown children. He is soon to be a grandfather.
