Town Information CHIEF ADMINISTRATIVE OFFICER
The Town of Pelham operates under a Council - Chief Administrative Officer system of local government. This system allows the Mayor and members of Council to concentrate on policy making and representing the concerns of you, the citizens of Pelham. The Chief Administrative Officer’s duties are to ensure that the policies and programs established by Council are properly carried out, to oversee the operation of the various municipal departments, to provide policy advice to Council and to deal with personnel matters. The Town operates with five (5) departments and a full-time staff of 44 as well as two full-time library staff. Additional parttime staff are hired on a seasonal basis as required. A brief description of the primary functions and responsibilities of each of the five departments are set out within this brochure.
CLERK’S DEPARTMENT The clerk has many statutory duties which are set out in various statutes, including, but not limited to, the Municipal Act, the Assessment Act, the Municipal Elections Act and the Drainage Act. The Clerk’s Department is known as the “GENERAL INFORMATION CENTRE” and is responsible for various duties including: - the recording and keeping of all by-laws, minutes, reports, etc. and for making them available to the public, - the issuance of lottery licences, - keeping of vital statistics, including registration of births and deaths and the issuing of burial permits, - coordination of the Tile Drainage Loan Program, - processing requests and coordinating procedures under various legislation, - processing all requests for information under the Municipal Freedom of Information and Protection of Privacy Act, - conducting Municipal Elections, - coordinating and processing insurance claims by and against the municipality, - providing service as a Commissioner for Taking Affidavits ($10.00 fee applicable).
Council Administration The clerk is, in effect, the secretary to the corporation. The clerk is responsible for the scheduling of council and committee meetings, the preparation and circulation of council and committee agendas and related material, the preparation of by-laws and resolutions. Regular meetings of council are held on the 1st and 3rd Monday of each month at 7 p.m. in the Municipal Council Chambers. General committee meetings are also held on the 1st and 3rd. Monday of each month immediately following the regular meeting of council. Persons wishing to make a presentation to council and/or general committee, should contact the clerk at 905-892-2607, ext. 315 on or before 4:30 p.m., the Wednesday preceding the meeting. All requests to appear before council and/or general committee must be in writing and must state the following information: topic to be discussed and identity of the spokesperson. A copy of any written material to be presented by the delegation must be submitted prior to the meeting date. In accordance with the procedure bylaw, a presentation may not be longer than 10 minutes. Committee of Adjustment This committee consists of five persons appointed by council. Its function is to hear applications and make decisions on minor variances from the town zoning by-laws and consent applications (severances). The Corporate Services Department is responsible for administration of the Town’s finances. This department provides accounting and reporting services for internal use as well as statutory reporting to other government levels. Common permits include: Building, Plumbing, Renovation, Sewer, Water, Entrance, Demolition, Moving a Building, Swimming Pools, Temporary Event Tents, and Signs. In addition to specific permit fees, other fees or charges may be applicable, such as Town and Regional Development Charges. Permits are a vital step in the enforcement of codes and regulations. Permits MUST be obtained before any work or activities begin. Permits provide the means for the Town to ensure the health, safety and welfare of its citizens and visitors, while helping residents to understand what the local by-laws and regulations are. They enable municipal officials to review and inspect the works or activities authorized by the permits, to ensure that minimum standards are met. By-Law Enforcement The Town of Pelham, in association with Wainfleet and West Lincoln, has been conducting a pro-active approach to parking enforcement to address parking issues, in addition to Council’s reactive complaints policy and procedure for parking and other by-law matters. A municipal law enforcement officer is actively on duty within the Town, which may include Saturdays and Sundays. Planning Planning is the management of land and resources to ensure a healthy community - economically, socially and environmentally. Sound planning ensures orderly development and the choice of appropriate locations for residential, commercial and industrial uses, supported by a network of municipal infrastructure, including roads, watermains, sewers and parks. Good planning also takes into consideration the need to preserve heritage and cultural resources, conserve energy and protect natural features. The Pelham Planning Development Department prepares and maintains the Official Plan and Zoning By-law. The department processes and makes recommendations to general committee and council on applications to amend the Official Plan and Zoning By-law, Draft Plan of Subdivision and Condominium and Site Plan Approval. As well, the department is responsible for providing comments to outside agencies on a variety of other development applications. MAYOR’S YOUTH ADVISORY COUNCIL The Mayor’s Youth Advisory Council serves as a communication link between the youth of Pelham and Pelham Town Council. The MYAC addresses the needs of youth in our community, encourages youth volunteerism, and members serve as role models for their peers. Established in May of 2004, the MYAC consists of Pelham EARL CLAPP residents, Grade 7 to 12. Since the start of the MYAC, the youth have hosted and participated in a number of community events and specially organized projects such as Annual Spruce Up Day, the Santa Claus Parade, Canada Day Celebrations, the Ontario Provincial Cycling Championship, Pelham’s Annual Food Drive, the launch of the Niagara Children’s Charter of Rights, their annual Pumpkin Carving Contest and Halloween Skate and host a Teen Dance annually, the first to commemorate National Children’s Day in 2006. The Pelham Active Transportation Committee (PATC) is a citizen group established by Pelham Town Council and dedicated to Council’s interest in ensuring that Pelham is pedestrian and cyclist friendly. PATC is focused on: • promoting active transportation, such as walking and cycling in Pelham. • providing council with input and recommendations regarding road and sidewalk improvements. • linking and promoting Pelham’s trail systems. • identifying any safety issues which impede pedestrians and cyclists. The Victorian style hall is a perfect facility for small weddings, showers or family gatherings. The hall has a capacity of 139 people and has tables and chairs available for all users. All tables, chairs, kitchen and bar facilities are included with rental (it is the responsibility of the renter to set up all tables and chairs and re-stack once rental is complete). The kitchen area contains two fridges, two stoves, microwave oven, coffee urn, etc. The hall is air-conditioned, wheelchair accessible and has handicapped accessible washrooms. Outside the front entrance, there is a changeable sign available for rent. Call 905-892-2607, extension 329 to check availability and current rates. A damage deposit is required for each rental. Renters are required to have liability insurance coverage prior to rental date.
The Community Hall above the arena has a floor capacity of 188 person (tables and chairs) or 225 people (with chairs only). This air-conditioned hall is approximately 30’ x 90’ (2,700 sq. ft.) with kitchen, washroom and bar facilities. The Community Hall is available year round for dances, wedding or other special events. A damage deposit is required for each rental. Renters are required to have liability insurance coverage prior to rental date. Please note: this hall is not handicapped-accessible

Aqua Zumba brings the fusion of Zumba formula and International Rhythms into the pool which is what makes it so fun to do! The Aqua Zumba program is great for those who are looking for an effective exercise program that is easy on the back, knees and easy to do! The instruction is always taught on deck, and the participants in the pool. Use of aqua socks or aqua shoes are recommended to have better control over your movements. Watch for more class times.
“Konnecting Kids” was designed to assist those with limited financial resources to participate in recreation programs offered by the Town of Pelham. Local children are provided with the opportunity to make new friends, experience exciting new adventures and participate in fun activities that they may normally miss out on! The Active Outdoors Camp is for campers who are ready to be challenged, want to develop leadership skills and who like to bike and swim! This camp incorporates the CAN Bike program with the New Lifesaving Society sport FUNdamentals program in the midst of traditional camp activities. Campers without CAN Bike Certification will spend their mornings completing the CAN Bike program others will be busy cycling. Youth cyclists are taught to ride safely using the road system to the local swimming pool and the Steve Bauer Trail. Campers will bike from the arena to the pool for an afternoon of the Lifesaving sport FUNdamentals program which offers a recreational introduction to lifesaving sport skills. While teaching team building, fair play, ethics in sport and personal responsibility. Participants must be able to ride a bike and have completed swimmer 3. Certified CAN-Bike Instructors, and Sports FUNdamental coach provided.

This exciting program has been reformatted to provide its participants with the best, most informative training possible! This program is designed to help potential camp leaders gain valuable experience with children within a day camp setting. Over the course of one week (consecutive) the L.I.T. will work with the children and staff that are attending the Town of Pelham Camps. The Leader in Training participants will learn the skills and tools to be an efficient, effective, valuable team member. Throughout the program the L.I.T. will be required to volunteer at day camp by providing support to the staff, initiating games and crafts and attending day trips. Continuous evaluation and feedback will be given throughout the program to benefit the L.I.T.’s and their future employment goals. L.I.T’s will report to an immediate supervisor and contribute to all program goals by participating and bringing a positive attitude each day! Founded in 1969, the Foundation actively raises funds to support the ongoing environmental efforts of the Niagara Peninsula Conservation Authority. Led by a volunteer Board of Directors, over $4 million has been raised to date to support projects like the building of wheelchairaccessible fishing piers, trails and an observation platform at St. Johns Conservation Area; leading the campaign to purchase and protect the Wainfleet Bog; contributing to restoration works along the Welland River; and completing the new Centre for Conservation at Ball’s Falls. ADOPT-A-TRAIL PROGRAM To raise community awareness and pride in our conservation lands, the NPCA began this program in 1994. The Authority is inviting local community groups, schools and environmental clubs to participate in minor trail maintenance on conservation lands such as litter pick-up, weed control and raking of trails. Right in our own backyard lies St. Johns, a 76 acre conservation

The 880 km Bruce Trail is the oldest, long distance footpath in Canada and extends from Queenston Heights Park in the Niagara Peninsula to Tobermory at the tip of the Bruce Peninsula. The Niagara Bruce Trail Club is one of nine clubs and maintains the Bruce Trail from Queenston to Grimsby. Members may participate in hikes every Wednesday, Thursday, Saturday and Sunday throughout the year. Established on April 30, 1959, the Niagara Peninsula Conservation Authority encompasses 2424 square kilometres including the entire Niagara Region, 20 per cent of the City of Hamilton and 25 per cent of Haldimand County, serving a population base of approximately 460,000. One of the most complex watersheds in the province, the NPCA’s jurisdiction includes lands drained by the Welland River, 20 Mile Creek and 40 Mile Creek, the largest being the Welland River with drainage basins in Lake Ontario, Lake Erie and the Niagara River. Other significant resources include 117 kilometres of Great Lakes shoreline, 67 km of that on Lake Erie and 50 km on Lake Ontario. The Conservation Authority owns approximately 7,000 acres of environmentally significant and natural land including Niagara Escarpment, provincially significant wetlands and woodlots throughout the watershed that are managed for regional recreation, heritage preservation and conservation opportunities. Conservation areas such as St. John’s, Ball’s Falls, Chippawa Creek, Long Beach, Binbrook and the Wainfleet Bog offer endless opportunities for outdoor recreation and education. The NPCA also cares for the Comfort Maple, believed to be Canada’s oldest living sugar maple tree, located in North Pelham. Our Water Management program focuses on prevention, protection and emergency response. Dam and reservoir operations, and flood warning/forecasting are important components of the water management program. Our extensive mapping program identifies lands that are prone to flooding or erosion, as well as those considered environmentally significant. In addition to Water and Land Management responsibilities, the NPCA also coordinates the implementation of the Niagara River Remedial Action Plan. Conservation Achievement Awards are presented annually in November to publicly recognize individuals, groups and businesses that have voluntarily made efforts to further conservation efforts in our watershed. Conservation activities involving the wise use of water, land, forest or fish and wildlife resources can be nominated for these awards. The continued erosion and destruction of wild habitats is an evergrowing problem for native wild animals and we have an obligation to mitigate the damage that humans do to these species. We are not funded by any government agency or level of government and depend solely on donations from the public. When you find an ill or injured animal, NEVER feed it or give it any water—to do so, can cause death. Confine the animal to a secure, covered, escape-proof box and keep it in a warm, dark and quiet place, away from people and pets. Contact us for further instructions as not all animals found are orphaned. Do not handle wild animals. Remember also that it is against the law to keep them in your possession for more than 24 hours. They must be turned over to a licensed wildlife rehabilitator in your area or if badly injured, call your local humane society for immediate assistance. COMFORT MAPLE
Metler Road, North Pelham The Comfort Maple is the oldest living sugar maple tree in Canada. More than 500 years old, it is 90 feet high and 85 feet wide. It is located in North Pelham on a property formerly owned by James and Laura Secord (1814 - 1816) and the Comfort family. The Comforts entrusted care of the maple to the Niagara Peninsula Conservation Authority in 1961. The Comfort Maple is represented in the official Coat-of-Arms for the Town of Pelham. In June 1994, it was featured by Canada Postal Corporation as part of a special stamp series on Canadian Maples. Accessible all year round, its scenic beauty and historical significance can be viewed by anyone, sited on Metler Road (Regional Road #28) off Highway #20 in North Pelham. ADOPT-A-ROAD PROGRAM
In the spring of 2002, Town of Pelham Town Council authorized staff to organize an implement an Adopt-A-Road program as a public service program for volunteers to pick up litter along certain Town rightof-ways. Since the program’s start, citizens have become interested in also adopting community parks, gardens and trails. It is a way for certain environmentally conscientious citizens, community and civic organizations, private businesses and industry to contribute to a cleaner environment and a more beautiful Town. Under the program, groups and individuals agree to adopt a section of Town right-of-way, garden, park or trail and keep it clean. In addition to the satisfaction gained by providing a cleaner environment, the volunteers are recognized by a sign erected by the Town acknowledging their efforts. Bocceball is the newest addition to Pelham’s recreational venue. It is designed to provide a one-night-a-week team sport for mature adults who are looking for a game that provides fun as well as friendly competition. It is also a great opportunity to meet some new people. Bocce is somewhat similar to lawn bowling but this league plays on grass, giving much more leeway to tossing and scoring. No previous experience in the sport is required to join in the fun. Regina Smith 905-892-0587 CFUW Welland & District was founded in 1941 and is part of the Canadian Federation of University Women (CFUW), a voluntary, non-profit, self-funded organization of 122 clubs with a combined membership of over 10,000 women university graduates. CFUW/ FCFDU is one of the 82 member affiliates of the international Federation of University Women (IFUW). The Welland & District Club is comprised of approximately 70 members from Welland, Pelham Port Colborne and Wainfleet. The club has monthly meetings, September to June, to conduct business as well as to hear speakers on topics of interest which include the arts, social and political issues, history, etc. The exception is December and June when the club hosts dinners. Club members also have the opportunity to initiate or join existing interest groups. The club holds a book sale every October to raise funds for scholarships given to the eight area high schools and donations to local organizations. In addition there is a scholarship for a mature woman to attend Brock University. Membership in the club is open to women who hold an approved university degree or who have earned a professional designation or qualification that currently requires a university or college degree. Association membership is open to all women without degrees who have an interest in the club and who wish to further the goals of the Canadian Federation of University Women.

GIRL GUIDES OF CANADA
Army Cadets is an organization which provides a structured program for young people designed to develop self-reliance, self-discipline, initiative, responsibility, decision-making, mutual respect and lasting relationships. The Army Cadet Corps presently serves both Pelham and Welland. Boys and girls in Army Cadets learn such subjects as map using, first aid, camping, drill, marksmanship, leadership and citizenship. They take part in sports, competitions, cultural tours, weekend field training and community events such as Remembrance Day. Senior Cadets may lead, teach classroom lessons and plan field training. The Canadian Forces and Army Cadet League of Canada sponsor Cadets as a method of developing citizen-soldiers in a democracy dedicated to maintaining peace. Summer camps of two to six weeks’ duration are held at C.F.B. Borden and other locations in Canada and overseas. These camps are of a specific nature and emphasize subjects as varied as leadership, adventure and music. Summer employment is available for senior Cadets. Ages 12 to 19 years. Membership is free and there is no cost for uniforms or summer camps. Parental involvement is encouraged. Cadets meet during the school year on Wednesday 6:30 - 9:00 p.m. at the Fonthill Legion Hall, 141 Highway #20 East, Fonthill.

St. Alexander Council 13903 in Fonthill was inaugurated in 2005 and has continued to grow through the leadership example of Past Grand Knights, Robert Dipersio (20052006), Ivan Roden (2006-2008), Justin O’Donnell (2008-2009), and Richard McDermott (2009-2010) as well as our spiritual chaplain, Rev. Peter T. Rowe (2005-present). We’ve raised funds through the annual Ontario Car Raffle supporting the Arthritis Society in which we were among the top four selling councils in Ontario. Moreover, we provide financial support to the community and parishes of St. Alexander in Fonthill and St. Ann’s in Fenwick. In 2009-2010 we gave scholastic bursaries to two students of St. Alexander and St. Ann elementary schools and two students at Notre Dame High School Each year we sponsor the annual Knights of Columbus “Free Throw”, a basketball competition held at St. Ann’s in Fenwick that culminates in a national tournament held in the United States. In addition, we donated to Development and Peace, St. Alexander Youth Group and certificate of appreciation and gift to Mr. Leon Lowry for his emphatic dedication and support selling the Knights of Columbus Car Raffle tickets. Both financial and physical assistance were given to St. Alexander parish throughout the year. Foods from various activities were donated to the Welland Soup Kitchen. In addition, the Fenwick Lions Club will provide the funds to purchase guide dogs, kidney dialysis at Camp Dorset, the late Joseph Centre for the visually impaired, and the Welland Hospital Foundation for eye care equipment. The Fonthill Lioness have been active in the community for 40 years and presently have 20 members. Each year at Christmas, we donate new toys, hats, mitts and toques to Pelham Cares. We work at Canada Day in Harold Black Park, participate in the Pelham Santa Claus Parade and sell Strawberry Shortcake at the Pelham Farmer’s Market in June. The Fonthill Lioness support Lions Effective Speaking, Lions Foundation of Canada (guide dogs), Lions Youth Exchange, Pelham Cares, Family & Children’s Services Summer Camp Program, Pelham Library (large print books), Welland Hospital Foundation, Alzheimer’s Niagara, VON, Women’s Place, Lake Joseph Centre (camp for the blind), Camp Dorset (dialysis camp), Camp Trillium (camp for children with cancer), Camp Huronda (camp for children with diabetes), Niagara Eye Care, Town of Pelham (summer day camp program), Niagara Peninsula Children’s Centre, Homes for the Deaf And Camp Kirk (autism). Some of our members participate along with the Fonthill Lions Club in the Big Bike Ride for Heart & Stroke. Throughout the year, our members volunteer at the Welland Hospital Gift Shop, the Welland Hospital Foundation, the Shaver Hospital, Pelham Cares, Pelham Library as well as visit at several homes for the aged. We collect blankets for Project Linus, used bath towels for LFC (to dry the dogs), pop can tabs for Camp Dorset. We knit squares for the Wellwood Centre at the Henderson and St. Catharines General Hospital. The Fonthilll Lioness meet the second Tuesday of the month(Sept – June) at 7:30 p.m. at the Fonthill Lions Hall 103 Hurricane Road. The Fonthill Lions Club was chartered in 1945. Membership at this time is 14 very active members. Over the years we have done much to provide recreation and meeting facilities in Fonthill. The first project is what is now known as Marlene Stewart Striet Park. Much money was provided for the first ice pad and the swimming pool in the Park. We also raised a considerable amount of money for the construction of the present Arena. In the early 70’s the present Lions Club property was purchased and a building was erected. This building is used extensively by local sports and service groups for meetings. Pelham Slo Pitch uses the ball diamond during the summer. Our canteen is open week nights during ball season at the G.L. Klager Park. The Club runs ball tournaments, hosts the area farmers at our Agriculture Night, has Turkey and Ham Raffles, participates in the Santa Claus Parade and takes part in the Canada Day celebrations at Harold Black Park. Local groups such as Pelham Cares, E.L. Crossley graduates, minor sports and many others also benefit from the work of the Fonthill Lions. Every year at Christmas we purchase gift bags for the residents of the David S. Horne Home. We also support Lions Foundation of Canada (guide dogs), Camp for Scouts, Sight First II, Lake Joseph Centre (camp for the blind), Camp Dorset, (dialysis Camp), Lions Effective Speaking as well as many other Lions sponsored projects. The Club is very involved with the Pelham Food Drive and the Fonthill Lions Hall is used to provide lunch to the volunteers. Over the last few years we have made sizable donations to the Welland Hospital Foundation for eye care equipment and the Dialysis Unit. Each year along with the Fonthill Lioness we participate in the Big Bike Ride for Heart & Stroke. We have an ongoing project of collecting used eye glasses that are sent to third world countries. Glasses can be dropped off at Klager’s Meats 1507 Pelham Street. The Fonthill Lions will once again this year be having their Super Draw commencing in April with the draw being made Oct 15, 2011. This year they will be having Pasta Dinners the 3rd Saturday on the month from October until April, excluding December. The Fonthill Lions Hall can be rented for functions for up to 50 people and in the summer the pavilion is also available for rent for picnics and family reunions. HATS is a non-profit organization in the Niagara Region of Ontario, which partners the power of horses with people who have physical, mental or emotional special needs to help them unbridle their individual potential. Riding frees the physically challenged from the confines of assistive devices. It improves posture, balance, muscle tone, attention span, communication, social integration and self-esteem. Volunteers play a vital role in our organization. We have worked with over two hundred volunteers since HATS was founded in 2002. It takes three volunteers to assist a rider on horseback: two to attend as sidewalkers and one to lead. Family members of riders are also encouraged to participate. Volunteer training is provided and hours can be counted towards a student’s community service requirements. HATS also has a few fundraising events every year and we are always seeking assistance for those events. We are also seeking new Board of Directors members. Financial donations can now also be made online by clicking the “Canada Helps” button on our website. HATS is located at Classic Farms in Pelham. We run year round and, in inclement weather, ride in the indoor arena.
