Pelham Centre School Set to Close June 2017

A history that stretches back more than two centuries will come to an end next year as Pelham Centre School in Fenwick is set to close its doors in June of 2017. The decision was handed down February 19th.

The District School Board of Niagara’s Long Term Accommodation Plan (LTAP) identifies schools that face issues due to enrollment and underpopulated facilities. According to a report made to the Board of Trustees in late January, “E.W. Farr Memorial PS and Pelham Centre PS were identified as schools where an opportunity exists to create a K – 8 structure.”

Pelham Centre School will be merging with E.W. Farr Memorial School following additions and renovations at the E.W Farr site.

On Thursday March 10th, students from A.K Wigg’s Early Acts Club will be hosting their second annual Ball Hockey Tournament.

Proceeds from the event- dubbed ‘Hockey for Haiti’- will go toward the construction of a classroom in Haiti, where educational infrastructure was heavily damaged during a massive earthquake in 2010.

A.K Wigg Hosts Hockey for Haiti “It’s important for kids everywhere to have an education,” said Maya Speck, one of the students involved with the tournament. “One day they are going to grow up and have a family, and they are going to need to support that family.”

To build the classroom, the school must raise $10,000 to be donated to Free the Children, who partner with communities to build and rehabilitate schools. The students plan to donate over the next few years through a variety of fundraisers like Hockey for Haiti.

“This is a ten year project that we’re trying to take on,” said student Emma Fyfe.

Though $10,000 is a lofty goal, Pelham has routinely shown unmatched generosity in the past, according to Tim Droppert, the teacher in charge of the event.

“It’s one of their biggest target goals at Free the Children,” he said. “But since I’ve come to A.K Wigg I’ve been blown away over and over by the generosity of this community. It never ceases to amaze me. If there is a community that could step up to this challenge, I think Pelham can do it.”

The decision to raise funds through a ball hockey tournament was an obvious one, according to student Paige Dixon, because of the popularity of the sport:

“A lot of our school mates love playing hockey, and it’s one of the main sports this time of year.”

Between the love of hockey and the dedication of the Early Acts club, Droppert has been impressed with the vitality and commitment that his students have brought to the tournament.

“They often have more questions than I have answers.” He said. “They are so excited, and have really taken ownership of the event. They recruit teams, design posters, collect money, and everything.”

The tournament will be run in a round-robin format, with the students broken up by grade into

The event raises money through team entrance fees, concession sales and donations from local businesses. Last week, Droppert and 7 students went around Pelham leaving flyers with potential donors. This week they hope to collect funds. Donors will have their businesses advertised at the tournament, and are welcome to come by and check things out.

EDITORIAL IN PELHAM IT’S ALREADY A BRAVE NEW WORLD The dystopian future promises to arrive in Pelham sooner than you thought for the population at large judging by an incoherent plan ushered in(out?), in a muddled fashion by the elected leadership at the Town of Pelham (ToP). Not content with their already open and clear communication strategy, Pelham’s representatives are scuttling further away from scrutiny having recently announced in their official communications paper – surprised to find out they even have one aren’t you? - that hence forth all information was going digital.

So basically ‘buzz off’ to everybody over a certain age, those who live off the Canboro Road - Fonthill – Fenwick corridor and all the seniors in homes throughout Fonthill and Fenwick, and anyone else not totally wired. For the majority of Pelham residents outside those areas it's basically second world conditions with dial up and satellite. Now try and keep track of stuff as it pops up and/or disappears. Want to take the latest news or outrage from your municipal government and show a friend? Well, hope that link is still active when you get around to doing so, if you can even figure out how to in the first place. Anyway digital is now judged more efficient than grabbing a copy of a newspaper with a printed piece of information. Go figure.

It’s wonderful news presumably if you already have a digital platform and figure to stand ready as the ToP wades into the business of picking winners and losers all with your tax dollars.

The VOICE hears a constant refrain that the ToP should be publishing the Town of Pelham stuff in the paper. Specifically this paper. Your official municipal corporation is indeed happy to send stuff if the VOICE runs it free. However it is tiresome to explain to these sincere and well-intentioned people that because the VOICE represents the people and therefore comments on and allows readers to comment on municipal affairs, the paper pays a price for providing this forum.

Leave it at: your local government is hyper critical to any deviation from their message.

Most recently the VOICE was required to compete against a corporate community paper (now there is an oxymoron for you) ostensibly as a fiscally prudent measure undertaken on behalf of the people. It’s pointless to discuss the shenanigans that went on in that entire process but that contract went to a subsidiary of a national newspaper chain and every person who reads it – other than the council, presumably – knows its link to Pelham begins and ends with its name.

That contract is coming up once more but it’s a moot point because the ToP has been informed the VOICE will not participate in such a process again, meaning the paper has no intention of being ground down over its rates – our economic model that relies on display and local adverting does not permit substantial discounting. This process, initiated by a supposed ‘support local’ council uses a corporate straw man who would be horrified if they actually had to produce local copy because that would negatively impact the drive-by pitch-papers profitability which comes entirely from flyers and does not essentially rely on display advertising rates. Hiring an editor to actually write about the town would wreck their financial model. This explains why they offer unbelievable discounts. To their ‘credit’ they do provide milquetoast coverage of council so money well spent there.

By contrast, when a local land owner filed a grievance in the VOICE regarding an older development issue the VOICE took readers through a historical and geographic tour explaining what the issues were and what makes the Pelham Kame so unique. Some at 20 Pelham Town Square were not pleased the land owner’s issue was even looked at. When the Maple Acres Library design became a source of concern it was the VOICE which detailed the issue, exposed the false

This is part of a notice recently run by the Town in a local pitchpaper. It explained that Pelham would be moving to an entirely digital advertising platform.

Most recently a breathtaking proposal to spend Pelham almost to its borrowing limit is drawing vigorous and voluble response from rate payers and in looking at what a 37 million dollar centre might be, the VOICE has taken readers through a tour of what similar communities have done.

Covering council and tax payers interests are the proper job of a newspaper and regardless of how deep municipal government tries to bury things the VOICE will continue to shine a light on what people want to know and what is actually found and to then detail the efforts it takes to do so. As a reader you are encouraged to make your position known and if it ends with a major ear ache for some people then those folks ought to have considered that before they started down that particular path.

For the VOICE it’s right there in the publisher block at the bottom of this page and appears every week, “And you shall know the truth, and the truth shall make you free.”

LETTER TO THE EDITOR Be Positive About Community Centre Stop the negativity about the Rec Centre. It has to come, for one thing to support the businesses in Fonthill so they can be successful.

And why are we having hockey practice in Wainfleet, Welland, Merriton and Port Colborne? We have to think of the safety of our young players in the winter, where the extra travel down the 406 and Highway 20 in bad weather can be dangerous.

Our three grandkids play hockey in Pelham. Why do they have to get up at 5am & 6am to go to practice during the week, on schooldays, and on weekends?

Brock University is also expanding, and people are looking to Fonthill for new homes, as well as doctors, dentists etc. These people are upset that we don’t have a Rec Centre for their enjoyment. My wife and I have been in Fonthill 28 years and many of us have been wanting a new arena since then.

I guess the people who are negative about the Community Centre don’t have children playing hockey. I wish they would come to game to see the headaches hockey parents and players face coming to and leaving the game. The staff of the arena are doing their best to keep the current arena together, but they face many difficulties.

The hallway and the lobby are too crowded, with only one way in and out that is way too small. The confection booth is losing money because it is just too crowded to buy anything to eat or drink. Not to mention what would happen if there was a fire?

There is a lot of talk about Council and the budget, but they will try their best for grants and other funding.

Positive people, please start writing your cheques in mid-March for the Rec Centre.

We are going to show the negative people what we can do for the future of Pelham.

Crossley Improv Team Takes Tri-City Regional Title

The E.L Crossley Improv Team earned top spot at the Canadian Improv Games Tri-City Regional Tournament in Guelph last weekend. With their first place finish the group has earned the right to compete at the national tournament in Ottawa later on this month.

Jen Benson, a drama teacher at Crossley and this year’s team coach, was very impressed by the performances put on by the eight-student group.

“They had the audience standing, applauding, laughing; I can’t even describe the magic of it,” she said.

Team member Matthew Beard is excited to have won, and to be moving on to the national festival.

“It feels amazing,” he said. “It’s been a big dream since grade nine when we went to Ottawa just to watch, and now that we are going there it is pretty incredible.”

“I’m so excited, it’s just going to be such a wonderful experience,” added teammate Katrina Foster. “Two years ago I went to Ottawa as well, and just seeing the energy that was there, I’m so excited to actually be a part of it and performing on stage.”

When asked what set her team apart from the 21 others, Benson noted the vibrant personalities of her cast: “I think our team did really well because of our joyful nature on stage. They have a kind of clowning vulnerability, and I think that vulnerability and sense of play helped earn us the win.”

However, Benson stressed that these types of events are not really about winning in a traditional sense:) “It’s a little different than athletics which tend to be about the winning team, and while there is a winner at improve it really stresses the value and importance of the life skills that the kids are learning.”

Benson hopes that this win will highlight the vibrant art scene in Pelham, and encourage residents to speak out in favour of more art and theatre space, perhaps within the proposed new community centre.

“I think here in Pelham we need a bigger push for the Arts, so that kids like these youth who love the arts have a space to perform,” she said.

Fenwick Lions Announce New Fundraiser The Fabulous Fenwick Lions will launch Wheels and Waves, a new raffle on March 4, 2016, at Bass Prop Shop in the Niagara Outlet Centre.

Pelham Art Festival Seeks Volunteers Fernan Enriquez plays the Pan Flute while patrons browse the booths at last year’s Pelham Art Festival.

Volunteers are needed for a wide range of activities for the 2016 Pelham Art Festival exhibition.

Several new Committee members are immediately needed to assist in planning for the upcoming 2016 show while training to take over positions of leadership in advertising, website maintenance and general organizing for the 2017 show. Monthly meetings and email contacts are used to work together and prepare for the show with a group that works together cooperatively.

The event is also seeking volunteers to assist on May 5, 6, and 9, 2016 to set

up and tear down the show, as well as Volunteers to work during the show on Mother’s Day weekend May 6,7,8, 2016 to help make everything run smoothly for guests and artists. People generally volunteer for three hour shifts in an area of their interest.

Legion Hosts Youth Public Speaking Contest The judges had an unenviable task that day as every single contestant gave an excellent performance.

Topics ranged from bargain hunting at garage sales to dealing with peanut allergies.

“It was hard to reach a decision,” said Judge Lynwen Jones. “They were all very close. When the four of us got together it was decided by a fraction out of all our scores.”

However, after a lengthy deliberation two speakers were ultimately awarded first place in their respective categories, with eighth grader Spencer Kleniewski winning the Senior division and Na-

talie Anderson winning the Junior division. When asked what set them apart, Jones pointed to their unique topics: “The originality of the topics they were speaking about helped, but aside from that they were all excellent. We wished we could have given them all a prize.”

According to Spencer, who spoke about the importance of positivity, his topic was born out of early struggles he faced with the assignment.

“When I was writing the speech I wasn’t really feeling that positive with myself,” he said. “Then

I thought ‘what about positivity, being positive about it’?”

Natalie chose to talk about her experiences with fine dining.

“It was kind of funny and you could learn something out of it too,” she said. While Natalie knew that she had given a good performance, the quality of competition left her in suspense right up until her name was called: “I felt like it would be close, because there were a lot of good speeches.”

Both speakers will now be moving on the next level of competition.

Pelham Centre School Set to Close June 2017 Currently, E.W. Farr Memorial School takes children kindergarten to grade 3, and Pelham Centre takes kids from grade 4 to grade 8.

While DSBN staff had considered consolidating kids at the Pelham Centre facility, it was ultimately decided that E.W. Farr would be a better choice, in part due to its location in the Fenwick urban area which puts it in closer proximity to more families.

The report to Trustees further stated that “The DSBN believes it is in the best interest of students to maintain school populations that support a

diverse learning environment and provide a range of opportunities in programming, extracurricular activities, and services.

At the same time, the Board must address the impacts and costs of declining enrolment, excess space at schools, and aging facilities. Consolidating the students into one school is the best option for both school communities and allows the Board to maximize resources.”

The Board estimates a total net savings of $170,000 a year as a result of the merger.

Before it can accommodate the extra students from Pelham Centre, E.W.

Farr will need to undergo a series of renovations and additions. These will require a capital investment of between $5.5- 6.5 million. E.W. Farr students will be sent to Pelham Centre for the 20162017 school year while this work is completed, at which point it is planned that all students will begin the 2018 school year at the upgraded E.W. Farr facility.

There is not yet any word on whether E.W. Farr will keep its current name, of if the DSBN has something else in store for the upgraded building.

For students, the month of April brings not only the stress of final exams but also the deadline for filing your tax return. Of course you need to make sure you’re paying what the law requires, but you also want to take advantage of some of the ways that students can reduce their tax bills. Here are a few of the FAQs from student taxpayers.

4. I don’t have much income but I did make some charitable donations in 2014. I’ve never had donations before.

How does that work?

If you’re a first-time donor, there’s a new “super-credit” for charitable donations that boosts the value of the regular charitable donations tax credit by 25% on donations made after March 20, 2016. There’s a “charitable donation tax credit calculator” on the Canada Revenue Agency website to help you. Like your tuition and education credits, unused amounts of charitable donations credit can be carried forward to future years.

1. I have tips from my part-time job. They’re not shown on my T4; do I have to report them?

Yes, they are income from employment and even if they’re not included on your T4 slip, you must report them. It is your responsibility to keep track of your employment earnings.

2. I’m a full-time student and have scholarship income – Is that taxable?

Probably not. If your form T2202A from your university shows you’re eligible for a full-time education credit, then your scholarship income will be tax-exempt. But if the scholarship came from your employer it’s likely to be considered employment income, and will be taxed.

3. I know that my university will issue me a form so that I can get tax credits for tuition, education and textbooks. I don’t think I have enough income to make use of it so is it worthless to me?

Although these tax credits can have substantial value given the cost of university education, they are non-refundable.

That means that you can only use them to reduce tax you would otherwise have to pay. You do have to claim them on your own return, even if somebody else paid your fees. You may want to transfer an amount to your parent or spouse, or

5. I have so little income that I’m sure I have nothing to pay. Is there any point in filing a tax return?

Yes, there are several reasons you should file a tax return even when you don’t owe anything. First, if you paid any tax, you’ll need to file to get a refund. Secondly, if you have credits that you can’t use this year but can carry-forward to future years when you will have tax to pay, file a return so that these amounts are put on record. Thirdly, your tax return will be used to assess your eligibility for the GST/HST credit. Also, if you have income, reporting it will increase your future RRSP deduction limits.

These are just a few of the tax matters that are relevant to many students. You will certainly have others if you’re an international student, a student with a disability, a married student or a co-op student.

There have been some noticeable changes to the skyline West of Pelham in the last few months as work crews complete the construction of a number of massive wind turbines in West Lincoln.

WELLAND (NBA Press) – The G-Unit (Gino Palermo) had a field day against Signature Sign & Image. His bull-like driving, his unique two-handed shooting and even his foul shooting (which he is not usually adept at) were clicking on all cylinders as he gutted the SigSign defense for 25 points. On the other side of the court, Old Greybeard, Joe Seliske scored a season-high 10 points as he played in his 400th career NBA game at Centennial Secondary School. It took him 28 seasons, but he finally reached that milestone. He is now fourth in alltime games played trailing Jack Randall (488 games), Bob Cupola (431 games) and Dave Kaufmann (422 games). Ironically, Randall and Kaufmann also played in tonight’s contest. Palermo and Seliske played thirteen seasons together with the now-defunct D.J.B.s.

For the P.O.I.T.S., Gino Palermo led the way with the aforementioned 25 points.

The uniqueness of this accomplishment was that three of those points (at one point, 2 in a row) were scored from the charity stripe. Gino and Shaquille O’Neal have similar foul-shooting prowess. Mailman John Nichol was his usual springy self as he scored 20 points, made 7 steals and grabbed 8 rebounds, much to the chagrin of the SigSigns.

Youngster Kevin Gibson snuck up on the SigSigns in the second half, quietly scoring 6 of his 8 points. Ageless apiarist George Scott scored half a dozen points mainly after grabbing one of his 6 rebounds. Veteran Dave Kaufmann collected 4 points on the fast break and added 3 personals for his feisty play.

up the scoreboard with 2 points and 2 personal fouls. Last but not least. Craig McPhail (whose shoes are not aesthetically pleasing to the eye) kept crowding the paint and got one basket for 2 points in the first quarter.

For Signature Signs, Ron Kievit, who played in only his second game of the season due to injury, scored 11 points, the result of two traditional baskets, a 3-pointer and four foul shots (out of ten attempts). He made 2 steals, had 4 rebounds and dished for 3 assists. Peeter Kupper, the backbone of the Signature Sign offense this season, also scored 11 points – on two 2-pointers, a foul shot and two regular baskets. He hauled in 11 rebounds and had 2 assists. Old Greybeard, Joe Seliske playing in his 400th career NBA game scored a season-high 10 points. Despite keeping in Gino Palermo’s way, he was regularly bulled over by the G-Unit. He also hauled down 8 rebounds without jumping and helped out with 3 assists. Team captain Bernie Amyot scored 7 points due to his persistence in driving up the paint. Despite wearing his glasses, he went 1 for 4 from the foul line. Bernie also had 3 assists.

Winemaker Ryan Woolcott patrolled the backcourt supplying tenacious defense for the SigSigns and added 3 points and 4 assists. Our favourite septuagenarian Jack Randall, playing in his record 488th career NBA game played some heady defense particularly on fast-breaking P.O.I.T.sters. His timely passes led to 5 assists.

Public policies block small companies from becoming bigger Canada has tax barriers and policies in place that keep its small businesses from growing into big businesses with more resources to hire, invest and innovate. To grow Canada’s companies, the government needs to change the corporate tax rates and breaks that penalize growth.

Canada is vulnerable to cyber crime Canada loses $3.12 billion to cyber crime per year. The government has a role to in play in ensuring small businesses get help with their digital literacy and cyber resilience.

Canada’s trade agenda—new agreements are just the start Canada has been aggressive in pursuing new trade agreements over the past few years but its businesses continue to face substantial barriers expanding abroad, and Canadian exporters are falling behind in key markets like China. Canada needs to help businesses scale up internationally.

Canadian resources cannot get to world markets Canada’s trade and foreign investment flows depend on natural resources. Yet Canadian energy products are exported nearly exclusively to the United States because Canada lacks the infrastructure to get these products to markets abroad.

Poor literacy, numeracy and digital skills are limiting productivity in segments of Canada’s workforce Robotics and artificial intelligence are changing the workplace and increasing the demand for high-skilled workers. Canada needs a plan to make sure people have the skills for tomorrow’s jobs.

Pelham, Pieces from Our Past

A History of Pelham Centre School Pelham Centre School, formerly known as SS#3 may have been the first school built in Pelham. The original school, a little log cabin, was eRected in 1780 on the northeast corner of Canboro Road and Cream Street. Sometime between 1820 and 1830 a new wood frame school was built on the present Centre Street site on a ½ acre of land surrounded by bush. The little log cabin school house then became the home of Percy Beckett.

50 years later the wood frame school on Centre Street was destroyed by fire and in 1873 was replaced with a classic red brick one room schoolhouse complete with a cupola housing a large cast iron school bell. Records show that in 1887 during a school inspection there was only one student present in the Grade 4 class. This low attendance was quickly noted as being due to ‘strawberry season’.

During the late 1880’s the school teacher’s annual salary was $400. Attendance for the

school was between 40 and 60 students. There were often not enough desks for all students and many had to sit on benches along the sides and back of the room. Pupil ages ranged from 5 to 20 years.

As the school population grew in the early 1900’s, it became necessary to expand the school and property. In 1911, 1 1/8 acres of land was purchased by the local board at a cost of $168 to enlarge the schoolyard. Twelve years later a temporary wood frame building was erected about 50 feet north of the brick school and students were separated into 2 school groups based on age with the junior students attending classes in the new frame school. More than thirty years later, in 1956 the frame building was sold and moved to Ridgeville where it became a private home. Two additional acres of land were then purchased and 2 rooms were added to the brick school. In 1957 SS#3 officially became known

at Pelham Centre School.

In 1966-67, as part of a Centennial Project, 6 classrooms and a gymnasium were added to the school. During the 1969-70 school year, all Pelham schools became part of the County Board System, now known as the District School Board of Niagara. Many local residents still fondly remember the ducks which would regularly waddle into the school if the back doors were left ajar.

In 1996 an extensive library renovation was undertaken at the school. The present school building still consists of the old brick school house and the additions built in 1956 and 1966-67. The pointed roof of the old brick building is still visible behind the more modern flat roof additions and the stone on the gable front reads 1873. The cast iron school bell still hangs above the school.

Farr Memorial School begins the next chapter in this story that began more than 230 years ago. Whatever becomes of Pelham Centre School it is hoped that the historical features will be recognized and preserved as valuable pieces from our past.

NPCA Celebrates Volunteers

The human volunteer core of the Niagara Peninsula Conservation Authority gathered Wednesday past, February 24, at Balls Falls to honour those who make the work of the NPCA possible through their selfless toil which make the many programs the successes they are.

Without this non paid component the work of the NPCA would not be possible. More than 150 people were honoured for their efforts at the well attended ceremony with talk, food, drink, music and gifts.

Awards were presented for participation in categories ranging from the always popular Thanksgiving Festival, the highly successful Christmas Village as well as efforts at preserving heritage not to mention environmental efforts including the Angler Diary outreach and the “Yellow Fish” initiative that educates people about storm-water runoff. Watershed restoration and management in itself drew recognition for more than 100 people as the NPCA has three key functions which are water quality and biodiversity improvement, landowner / stakeholder outreach & engagement, as well as technical advice and support.

Aside from individual efforts the NPCA also partners with groups. Those strategic alliances include everything from ‘Friends of’ organizations as well as businesses. The Authority is always ready to consider partnership in projects which fall under its mandate.

NRPS - On Saturday February 27, 2016, at approximately 4:10AM the Niagara Regional Police Service (NRPS) Communications Unit received a 911 call to a house in the area of Queen Street and Goderich Street in Fort Erie. Uniform officers from the #5 District Fort Erie office of the NRPS responded to the house for a report of a disturbance involving a man and a woman.

The woman fled the house to meet with officers. Officers received information that the male may be armed with firearms. Uniform officers contained the residence with the assistance of the NRPS Emergency Task Unit, the K9 Unit and the 5 District Criminal Investigation Branch.

Officers entered the residence and found a 2 month old infant inside unharmed

asleep. The man fled the residence prior to police arrival.

The woman suffered minor injuries.

On February 29, 2016 officers responded to an address in area of Front Street and Clairmont Street in Thorold. Officers contained the residence having learned the male they sought may be inside. The man exited the residence and surrendered himself to officers without incident.

As a result of this incident 21 year old Fort Erie resident was charged with multiple offenses, including Forcible Entry, Assault, and Forcible Confinement The Niagara Regional Police would like to thank the public for their assistance in this investigation.
