Sudden Glynn A. Green departure NRPS impaired

BY VOICE STAFF Last week, parents at Glynn A. Green Public School received notice that school principal, Pam Voth, submitted her retirement notice to the District School Board of Niagara (DSBN).

“I hope that everyone at Glynn A. Green knows that I want what is best for my students,” Voth said in her letter to parents and staff.

“From parents to teachers and community members and students, I have encouraged everyone to work together to make this community strong. We know that schools work best when everyone works together for the benefit of the students,” she said.

“I have made the decision to retire. I loved being part of the Glynn A. Green community.”

Because of “phenomenal support” from students and families, Voth looked forward to coming to work every day and extended a thank you.

“I have done my best to make sure that they had everything they needed to be successful,” she said. “Remember to do your best always, and be kind to each other. I will miss you all.”

DSBN Superintendent of Education Kelly Pisek wrote in her letter, “For over 32 years, [Voth] has dedicated herself to helping children in Niagara to become their best selves. We wish her well in retirement.”

Vice-chair of Glynn A. Green’s Parent Council, Jennifer McGregor, said that they were sad to lose Voth as principal and extended best wishes to her in her retirement.

“She has done such great things for our school. Mrs. Voth was very present, had a children-first attitude, meaning she allowed the students to create the school they wanted by leading clubs and activities they felt important,” McGregor said.

“Plus, she had excellent communication to the parents and always an open-

door policy.”

As of Monday, Mr. Todd Halliday was to have become the school’s new principal.

He transferred from Smithville Public School.

“Mr. Halliday is an outstanding educator and leader who brings 18 years of experience to the role,” Pisek said. “He is eager to become part of the Glynn A. Green community.”

Pisek said, “I am confident that the positive work that began under Mrs. Voth will continue throughout this school year and beyond.”

McGregor said the Parent Council looks forward to welcoming Halliday.

“Glynn A Green is a great school with a very active parent community that cares about the school and the learning environment for our children,” McGregor said.

“We know how important the principal and teachers are to ensuring our children’s success and we look forward to continuing this great legacy.”

In an effort to bring further attention and deterrence to driving while impaired by alcohol or drugs, the Niagara Regional Police Service reports the names of those people who are charged with an alleged criminal impaired driving offence in the Region. None of the following charges have been proved in court.

In addition to being charged, these individuals are also bound by a Ministry of Transportation 90-Day Administrative Driver’s License Suspension and are prohibited from operating a motor vehicle on a roadway. The public is encouraged to contact the Niagara Regional Police Service Traffic Safety Hotline or Crime Stoppers to report those who are driving in contravention of the suspension.

Corrections at the top: In processing 20 answers each from 19 candidates for a total of 380 responses, despite our best efforts we still managed to make errors transcribing a small number of replies from three candidates in our centrefold survey printed in last week’s edition. Fortunately, the errors were minor and did not change the overall results, though Ward 2 candidate Ron Kore did get bumped up from Neutral to Change. Ward 2 candidate John Wink is actually in favour of postponing the sale of the old Pelham Arena. This boosted Wink’s score by 5, but did not change his Status Quo status or relative ranking among other Ward 2 candidates. We transposed Uwe Brand’s answers for questions 8 and 9. In fact, Brand is not in favour of further maintenance of the Arches over Pelham Town Square, while he is very much in favour of removing the traffic-calming device known as the “chicane” on Haist Street. This upped Brand’s overall total to 81, but did not alter his Change status. Ward 2’s Ron Kore is also opposed to further expenditures to maintain the Arches, and we transposed his answers to questions 17 and 18. In fact, Kore declined to answer the CAO-related question, while he is very much opposed to the Town’s alcohol sales at Supper Market. The net boost was 2 points, just enough to move Kore from Neutral to Change. The Voice apologizes for the errors…

It’s all over but the counting: I write this on Monday morning, before the polls have opened, let alone the votes counted. We’re delaying the front and back pages, but everything else will have been sent to the printer by the time the polls close at 8 PM. A source provided professional polling data to me late last week on condition that it not be shared until after the election. The data had Junkin winning as mayor and Brian Baty narrowly holding on to his Regional Council seat.

Me, I’m not so certain. While my gut tells me that Junkin will win, and win big, there’s solid support for both Accursi and Baxter. A Junkin win—especially a landslide—would be a loud, long shout from the electorate: “Slow the hell down.”

Stop paving over Pelham. Let greed go feed somewhere else for awhile. As for Brian Baty, opponent Diana Huson came on strong in the last 10 days and I think may take it. Huson’s disavowal last week of an endorsement by the perceived leftwing lobbying group A Better Niagara was both an honourable move (ABN had distributed anti-Baty campaign materials around town) and a tactically smart one. If she’s won, this may have been the tipping point. If Baty has won, an equally honourable individual—one unfairly judged guilty by proximity to the dreaded “cabal”—will return to Regional Council. For council, it's hard to imagine any incumbent being reelected. Ciolfi, Kore, Hildebrandt all looked strong in the final days. Farmers strong in face of U.S. hen-pecking over eggs and dairy Quota system has made for steady business

Given U.S. President Donald Trump’s tendency to insult leaders of other nations, including Prime Minister Justin Trudeau, trade and tariff negotiations concerning egg, chickens and dairy farmers have lately been reduced to a great deal of henpecking, feather ruffling and mud slinging.

Director of Public Affairs of the Egg Farmers of Ontario, Bill Mitchell, says that trade negotiations for farmers are always ongoing, but the “heightened rhetoric” in the recently concluded U.S.-Canada talks was particularly concerning. Eggs, like poultry and dairy in Canada, are a part of a highly regulated quota system that doesn’t allow for surplus. Hens, for example, lay about six eggs in seven days, making it easy to determine how many eggs a farmer can sell.

“Our business is very predictable,” Mitchell says of the 400 egg producers in the province.

Farmers are given a quota depending on the demand, and if they don’t make the quota, it’s a lost opportunity.

Farmers in Canada do not receive government subsidies from taxes.

“They believe in our system,” Mitchell says.

Given that eggs are perishable, they cannot be stored for any lengthy period of time. That’s why when Canadians go to the grocer’s, eggs are fresh, prices remain stable, and “don’t swing up and down,” Mitchell asserts.

When farmers produce more than their quota, they’re penalized, because too many eggs in the market can drive down prices.

A surplus often leads to products being dumped, which is a regular occurrence in the U.S. given the absence of a quota-based regulatory system. Comparing Canadian production size, Mitchell says that the U.S. has “millions of chickens,” more than Canada. According to Agriculture and Agri-food Canada’s census, there are 193,492 chicken farms in Canada, with 39 percent of them in Ontario.

“Our housing standards and inspection system is much better here.”

Mitchell says that in the U.S, the economic mentality is different.

“They think the more they produce, the better off they are. It’s every man for himself.”

This competitiveness has lead to dire consequences, with products being dumped and the government having to pay subsidies in many cases. This is also why Trump would not want tariffs placed on any of their products, says Mitchell, because U.S. producers want to be able to “flood our markets,” with surplus goods.

The fight over poultry and eggs is not all what it’s cracked up to be. In Canada, as in most countries, eggs are not a big export.

In fact, Mitchell says that Canada exports just above “zero percent.”

However, Canada imports about five percent from the U.S. on average annually, he notes.

As far as the current trade and tariff war is concerned, “Eggs are not on the radar.”

However, Mitchell asserts the negotiations were more about the “instability of the economy,” which can have a ripple effect.

And milk?

While the supply-management quota system is the same in Canada for dairy as poultry and eggs, the U.S. has had more problems recently with milk. Last year, 43 million gallons of milk was dumped into the ground from over- production, says Mitchell.

Further to that, the Commodity Credit Corporation under the U.S. Department of Agriculture purchased $20 million dollars of cheese to stabilize the market.

Last year, Canada imported eight percent of U.S. dairy products.

“It’s never less than five percent,” according to the fromer North Atlantic Free Trade Agreement (NAFTA), Mitchell says. Consequently, Canada imports more than it exports.

“Trump doesn’t understand what he’s doing. He

doesn’t understand a lot of things,” Mitchell says.

Mitchell also mentioned that after the disconcerting trade talks made headlines, dairy producers from Wisconsin publicly announced sympathy for Canada. Ironically, Wisconsin produces more dairy than all of Canada, and would be at an advantage if tariffs were removed.

In hearing about the trade talks, Lenny Summers, a fifth generation farmer on Beaverdams Road, said Trump negotiates differently, which includes “negative tactics like walking away.”

Summers notes “very little” of his milk is exported from his dairy business, comprised of 110 cows, which meander up from the barn or pasture to the milking machines to be milked each day.

He produces about 35 litres daily, and his quota fluctuates a little depending on the season and market demand. Summers recalled Tim Hortons announcing five years ago that it was using real cream in their coffee, which slightly in-

creased his quota.

Generally, in the summer, more people eat ice cream and similar dairy products.

When children return to school in September, consumption of milk also increases.

The quota system adds to the cohesiveness of the farming community says Summers.

“Dairy farmers don’t compete against each other, because everyone is paid the same price.”

Summers is content with the quota system and the price he gets for milk, and notes, “It will affect me greatly if something ever

happened to it.”

Under our regulatory system, dairy farmers in each region elect a member to represent them on a committee. Summers may have lobbied the government, “indirectly,” as a former board member of the Niagara Milk Committee, but those days are gone. Summers prefers leaving the politics to others, and trade talks for dairy farmers is a continuous process. “I’m not that excited about it,” he says.

HEN IT COM ES to the family of seasons, autumn appears to be the poorest cousin of the litter. For some reason or another it is the only season that we chose not to associate with the family of seasons with the surname of “Time.”

Everyone is closely familiar with and refers to Autumn’s siblings in the Time family as Spring, Summer and Winter. Rarely, if ever, would you hear references to their neglected relation as ‘Autumn Time.’ Many communities celebrate the three most popular members of the Time family with festivals and bestow these with the endearing nickname of “fest.” It would be a frosty Friday before a community deigns to celebrate “Autumn Fest.” Albeit some communities have Fall Festivals and thereby finagle their way around using Autumn’s family name.

There must be good reason for us to ignore and exclude Autumn from the offspring of Father Time.

However, a thorough search by the Reverend Google, his sister Safari and the Yahoo of the family of internet search engines, does not explain the reason why

Autumn deserves this orphan-like status. Strangely, Autumn is the only member of the Time family that has an alias, aka, Fall.

Autumn would never dish out such discomforts

Spring, Summer and Winter Time have many wonderful attributes and generously provide us with much of their goodness. But then again, Autumn has no shortage of good offerings.

After all, the family of Time share the same genealogy and so it should come as no surprise Autumn would also provide an abundance of joys.

scurrying for the air conditioned relief of indoors.

Need one be reminded of the body numbing cold that Winter Time threw at us for weeks during his turn at the helm of weather? And sister Spring Time? She gave us a menu of snow, sleet, slush and potholes to contend with. Autumn never ever would dish out such discomforts and routinely treats us with more hospitable weather. Tee-shirts by day and cardigans in the evenings. That is just one of the ways Autumn demonstrates the good attributes of the Time family. And this, in spite of how we continue to disrespect her by neglecting to use her rightful surname. How, when and why we decided to exclude her from the Time family will likely remain forever buried in the annals of Time.

Of one thing you can be certain. Autumn can always be counted on to provide some wonderful time before she reluctantly gives way to a sibling known to be brutal at times.

So, get outdoors and embrace the gracious hospitality of Autumn Time. Soon you will be getting the cold shoulder by her cousin as he makes his way from the frigid Arctic Circle. ♦

T

H E U N I T E D S TAT E S Mexico Canada Agreement is an updated, modernized North American trade agreement that is good for Canada and good for Canadians.

It is the result of Canada being tough at the negotiation table, united at home, and getting the job done.

Canada negotiated hard. We stayed strong, even when some were urging capitulation. We held out for a good deal, and we got a good deal. Canadians can be justly proud of this.

The Canadian Chamber of Commerce, which represents 200,000 businesses of all sizes across our country, has strongly welcomed the United States Mexico Canada Agreement. So has Unifor, Canada’s largest labour union. That is a well-balanced outcome.

Consider the facts: in the face of possible and widespread disruption to our integrated North American economy, we have protected more than $2-billion a day in cross-border trade and tariff-free access for more than 70 per cent of Canadian exports.

Every Canadian whose livelihood relies on trade – which is most of us – benefits from the renewed certainty.

This agreement is good news

for the hundreds of thousands of Canadians who work in the auto industry, and indeed for all Canadian workers. That’s because the agreement preserves crucial cross-border auto supply chains, and improves wages and labour rights for Mexican workers, which levels the playing field for workers here at home. The car industry now has stability and room to grow and thrive.

This agreement is good for Canadian exporters. It preserves Canada’s preferential access to the U.S. market, while updating and modernizing the agreement for the 21st Century, in areas such as digital trade, telecommunications, and anti-corruption. These changes have not been headline news, but they will make a real difference to Canadian businesses, by making trade easier.

Together with CETA in Europe and the CPTPP in the Pacific, the USMCA means Canada now has tariff-free access to 1.5 billion consumers around the world. For a nation of traders and exporters, this represents an enormous opportunity.

In a relationship like that between Canada and the United States, where one partner is economically so much larger, rules matter. And we need to make sure

independent tribunal that judges disagreements – which Canada fought so hard to include in the original NAFTA. These tribunals are what our forestry workers have long used to protect their jobs from unjust trade actions.

Keeping them was essential. It was hard to do. But we did it. And that is a win for Canada.

And, the agreement helps strengthen Canada’s identity and culture, and an independent Canadian media. The cultural exemption, which helps safeguard

The USMCA is good for Canadian farmers. It preserves tariff-free access to the U.S. market for Canadian ranchers and grain farmers. And it maintains supply management in dairy, eggs and poultry. With CETA, CPTPP and the USMCA moving forward, supply management is preserved.

TOWN COUNCIL NEWS Apartment site plan approved

At the October 15 Town Council meeting, the Town entered into a site plan agreement for Baxter Hall, in Fenwick.

The approved plan will see the redevelopment of the historic property being converted into 76 one-bedroom, assisted living units for seniors, with designated space for medical and commercial uses at street level.

As Canadians take stock and move forward, we can rest assured of one thing: Team Canada, including key players from across the country and from across the political spectrum, maintained a united front.

We hung together. We stayed strong. And we succeeded. ♦

Q&A: What to know, now that cannabis is legal Answers to some commonly asked questions

BY VOICE STAFF With the recreational use of marijuana officially legal, here are answers to questions about what is, and is not, permitted. Complied from the Government of Ontario's, CAA Niagara, Niagara Region, and, Health Canada.

Why did the federal government legalize and regulate cannabis?

The new legal framework takes a public health approach to cannabis legalization and regulation.

The new law will help to better prevent youth from accessing cannabis, displace the illegal cannabis market and protect public health and safety with product quality and safety requirements for cannabis.

Where can I buy recreational cannabis?

As of October 17, the Ontario Cannabis Store website is the only legal option for people 19 and over to purchase cannabis, following federal government guidelines. Online orders will be delivered safely and securely. Consumers will be required to verify their age to accept delivery and no packages will be left unat-

tended at the door.

The government has also introduced legislation that, if passed, would help the province move forward with a tightly regulated private retail model for cannabis that would launch by April 1, 2019. The legislation would establish the Alcohol and Gaming Commission of Ontario (AGCO) as the provincial regulator authorized to grant store licences. The Ontario Cannabis Store would be the exclusive wholesaler to these stores.

Private stores would be introduced with strict controls to safeguard children and youth and combat the illegal market.

How much can I buy at one time?

Users will be able to purchase up to 30 grams (about one ounce) of dried recreational cannabis at one time for personal use. This also the maximum legal amount anyone can possess in public at any time.

How many plants may I have in my residence?

The Cannabis Act will permit adults to cultivate up to four cannabis plants per household (not per per-

son). Provinces and territories have the flexibility to apply added restrictions on personal cultivation. There are recommended safety and security measures for growing plants that should be considered, such as safe storage and proper ventilation.

Where can I legally smoke and vape cannabis?

Cannabis may be smoked in private residences (excluding residences that are also workplaces), many outdoor public places, designated guest rooms in hotels, motels and inns, residential vehicles and boats that meet certain criteria, scientific research and testing facilities, and controlled areas in long-term care homes, certain retirement homes, residential hospices, provincially-funded supportive housing and designated psychiatric facilities or veterans’ facilities.

Additional restrictions on smoking and vaping may exist in municipal bylaws, lease agreements and the policies of employers and property owners.

Where is it illegal to smoke or vape cannabis indoors?

Users may not be permitted to smoke or vape cannabis in: indoor common areas in condos, apartment buildings and university/ college residences, enclosed

public places and enclosed work places, non-designated guest rooms in hotels, motels and inns In schools and places where children gather, it is illegal to smoke on school grounds and all public areas within 20 metres of these grounds, on children’s playgrounds and public areas within 20 metres of playgrounds, in child care centres, or where an early years program is provided and in places where home child care is provided – even if children aren’t present.

At hospitals, hospices, care homes and other facilities it is illegal to smoke or vape cannabis within nine metres from the entrance or exit of public and private hospitals, psychiatric facilities, long-term care homes, independent health facilities, on outdoor grounds of public and private hospitals and psychiatric facilities and in non-controlled areas in long-term care homes, certain retirement homes, provincially-funded supportive housing, designated psychiatric or veterans’ facilities, and residential hospices In publicly-owned spaces, smoking or vaping cannabis is disallowed in publicly-owned sport fields (excluding golf courses), nearby spectator areas and public areas within 20 metres of these areas.

For vehicles and boats, you cannot consume cannabis (smoking, vaping, eat-

ing) in a vehicle or boat that is being driven or is at risk of being put into motion.

Other outdoor areas in which users need to refrain from cannabis use includes restaurants and bar patios and public areas within nine metres of a patio, on outdoor grounds of specified Ontario government office buildings, in reserved seating areas at outdoor sports and entertainment locations, grounds of community recreational facilities and public areas within 20 metres of those grounds, and in sheltered outdoor areas with a roof and more than two walls which the public or employees frequent, or are invited to (e.g. a bus shelter).

Operating motor vehicles while impaired

Using cannabis and driving is illegal and dangerous.

Cannabis, like many other drugs, slows reaction time and increases a driver’s chances of being in a collision.

If a police officer finds that that anyone is impaired by any drug, including cannabis, they will face serious penalties, including an immediate licence suspension, financial penalties, possible vehicle impoundment, possible criminal record and possible jail time.

Police officers will be authorized to use oral fluid screening devices at roadside. Once a federally approved device is available,

the Niagara Regional Police will implement the use of those devices to help enforce the law.

There will be a zero tolerance policy for young, novice and commercial drivers.

These drivers are not allowed to have any cannabis in their system (as detected by a federally approved oral fluid screening device) if they are driving a motor vehicle and are 21 or under, have a G1, G2, M1 or M2 licence, the vehicle being driven driving requires an A-F driver’s licence or Commercial Vehicle Operator’s Registration (CVOR) or are driving a road-building machine.

How does cannabis affect driving ability?

The active ingredient, THC (tetrahydrocannabinol), travels through the body and into the brain, affecting the brain cells and creating a high. THC can take a long time to exit the body and the length of time becomes even longer for regular cannabis users.

Whether it is smoked, vaped or indigested, the THC in cannabis can impact cognitive skills, affecting coordination, reaction time, concentration, decision-making abilities and ability to judge distances.

Cafe an oasis for coffee connoisseurs Owners of The Font delighted with the daily grind

As part of the ongoing facelift in Fonthill’s downtown and near-downtown districts, a new coffee shop has arrived…finally.

The Font Coffee Bar, on Highway 20 in the new Uptown Square building, was opened for business this summer by co-owners Peter and Gina Schafrick, and Bill and Johanna Crysler.

The two couples often socialized together and the conversation would inevitably lead to the question, “Where can we go sit down and grab a proper coffee in Fonthill?” Judging by the line-ups at the counter, a lot of other people were asking the same thing.

Despite having little formal food and beverage retail experience, the quartet’s quest for gourmet coffee inspired them to fill the void with a mix of eye-opening caffeine and friendly service. After all, the nearest high-end competition, (which rhymes with carbucks) is about 12 kilometers away—too far to go for a cuppa java for the average Fonthillian.

“From the outset, our

goal was to have an inviting space where you can sit and talk with family and friends or even have a business meeting,” says Peter Shafrick.

This kind of sit-downand-stay-awhile environment is also what differentiates them from the shop across the street (rhymes with Kim Portons), which

services the drive-thru crowd.

While the two couples have a lot of experience enjoying a great cup of coffee, enjoying one and brewing one are two different beasts.

They decided to seek out someone who could coach them, someone who had done this before. After much researching and interviewing, they found a smallbatch, award winning coffee roaster, with many years of experience opening coffee shops and consulting with shop owners.

The roaster helped the Font group learn about artisanal coffee and flavour profiles. The Font owners were also attracted to their philosophy of treating coffee as an artisanal foodstuff, like wine, rather than a simple commodity.

The Font proprietors like to promote their shop as a “Farm to Cup” company, relying on fresh ground beans delivered from Mississauga up to twice per week.

Once inside the high-ceilinged interior, you may find yourself steaming up the display case filled with an array of pastries, including gluten-free and vegan options, to complement the beverages. The Font folks try to work with local bakers and suppliers for their fresh foods and look for small businesses, like theirs, who work with their communi-

ties by giving back.

As you learn more about this place, you’ll find that everything has been well thought out. For instance, those of you who are from the area, like Peter, Johanna, and Bill, might remember that back in the day, this town was referred to as “The Font.”

It is interesting to note that the typeface of the four letters in the name seems to “fill up,” becoming bolder from start to finish. The letters are also representative

of the four distinct partners.

Each of these partners brings a unique strength to the bar: Peter is a professional photographer and is the social media guru. Gina is an architect, who spearheaded the design and construction of the coffee bar.

Bill is an accountant and brings his small business experience to the table, and Johanna is a nurse and mother of four, who rounds out the group with her orSee THE FONT Page 17

Pelham cycling map helped by provincial grant Funding helps Pelham Active Transportation Committee achieve milestone

It’s been five long years of power-pedaling but the Town of Pelham now has its own Cycling Map. The funding for the map project was obtained from the Safety Cycling Education Fund, a provincially designated grant with the application being submitted

by Pelham Active Transportation Committee (PATC), Chair Bea Clark.

The map’s development was under the direction of Niagara Regional Councillor Brian Baty and PATC member Bill Gibson.

Baty said the development of the project began well before the Advisory Committee was established.

His experience derives from being the former Chair of the Regional Niagara Bicycling Committee and a representative between 2006 to 2010, when the Regional Bicycling map was created.

Baty used the same principles of mapping that were used in the Regional map project. On the map, hills are indicated with one, two or three chevrons according to their steepness. Roads were evaluated according to four levels of cycling safety, and then maps were created using four different colours of risk, which are minimal, low, medium and high.

“There was significant consultation with cycling organizations

and individuals that took place before the final version of the map was created,” Baty said.

Bill Gibson’s role in planning the map was physically measuring every roadway and lane within the entire town.

It was a lot of fun when I provided the updates at our monthly meetings on how long or steep the roads were “Bill had the experience and equipment to measure the slopes,” Baty said. “He lent his expertise to not only calculate the actual slope but also to note the duration of the hills.”

Gibson measured the distance of the road, and also the length of the slope and determined the varying degrees of the road. With those measurements, it was possible to determine the road’s four risk lev-

“This is very beneficial, especially if the cyclist wants a challenge, or not,” said Baty.

PATC Chair Bea Clark said during the map’s development process they wanted to ensure it accommodated residents of all activity levels, from the everyday to recreational users.

Clark said this map is another enhancement to the town’s Silver Bike Friendly designation. “They just don’t hand you the award and say ‘good luck.’ We are assessed every five years and this year maintained our silver designation.”

“We hope in the future we can reach the gold status,” she said.

According to Clark, Pelham is the first community

of its size to achieve the silver award level.

Pelham's 2013 Silver Bicycle Friendly Community designation put the Town in line with Ottawa, Toronto, Waterloo, and Hamilton, in providing an abundance of cycling choices. Some 60 percent of the town's total road network (or 150 km) is considered highly suitable for road bikes.

During the next term of Town Council, Baty said he is going to work with the PATC to create three signed bicycle routes running east and west across the municipality.

He proposed three tentative routes.

The southern route would be the River Route with flat terrain.

The middle route would

be the Villages Route with moderate terrain connecting the several surrounding villages.

The third would be the Rural Route that ventures through more rugged terrain involving the Niagara Escarpment and the northern parts of town.

Baty said in an effort to reduce costs, PATC has consulted with the Fire Chief and Bylaw Officer to use existing green 911 sign posts to identify the routes.

When completed, PATC will share the status of the implementation of the Active Transportation Masterplan with the community and continue to seek improvements to both the Town’s walking- and cycling- friendly designations.

Clark said not only does the map benefit residents, but also the cycle tourism industry, which is on the rise in Niagara.

Clark said it is the hope of the Committee to work towards developing a trail system with existing former railway areas that are scattered throughout the Pelham, Welland and Thorold areas. The trail development initiative is already on track with the Berkhout Rail Trail to officially open in November.

Gibson said it’s a “blessing” to have these types of existing trail systems that can be converted for potential future recreational use in the surrounding area.

As an Emergency Services (EMS) worker in a larger city, Marr says that it’s a “fantastic proposal” for a city, but not for a village the size of Fenwick.

The 30-year resident said this development would have an impact on the area’s infrastructure in all aspects, including hydro, water, natural drains and especially roadways due to the increased traffic flow by both residents and EMS traffic.

Marr said that he is in favour of change and redeveloping the area, “I’m just opposed to the size of change being proposed.”

Barry Robins, a 40-year Fenwick resident, is concerned with the size of the development. His reasoning for the concerns is that in some areas of Fenwick, the ground is like quicksand, which can cause issues with drainage, and leads him to question how underground parking could be supported. “[The underground parking is] going to be their swimming pool,” when it comes to any rain and water drainage issue.

Robins said that the storm and sanitation sewers are too small to handle the influx of unit usage. Road concerns were also expressed, as Baxter Lane is only one-way and Welland Road is already in “terrible shape,” especially with the ongoing traffic of heavy-duty construction vehicles.

Robins was a firefighter before retiring and said that seeing the flashing lights of EMS traffic due to medical responses, accidental and real alarm activations, and other unknown 911 calls is not something he wants to

With Rybiak’s observations that the unit may boost the core’s economy, Marr and Robins disagree. Marr said that because it’s an assisted living facility, for the most part, the residents will be eating meals and doing activities within.

Robins said in earlier times, Fenwick was booming with two grocery stores, two feed mills, an independent meat shop and two barbershops.

“That’s all gone now. And, I understand. People who starting working outside Fenwick began picking up or did what the needed on their way home from work.”

The site plan includes clauses stating that the complex developers are responsible for the installation, repair and maintenance of a private storm water system, must maintain all necessary connections and all internal water supply services, sanitary sewer connections, and no foregoing, no storm, surface or roof water or weeping tiles shall be discharged into the sanitary sewer system.

One-year pause for pot

Any plans for cannabis production facilities seeking out Pelham as their future base of operations within the upcoming year has been snuffed out.

Pelham Town Councillors unanimously approved an interim bylaw restricting any cannabis-related development to take place within town boundaries for both recreational and medical production.

This bylaw affects the Town’s land use policies and regulations pertaining to cannabis-related land use, restricting the use of all lands in the municipality for a one-year period.

The period will allow staff to review current Town land

use planning policies and regulations pertaining to cannabis and develop appropriate policies and regulations for future industry growth.

Councillor Gary Accursi requested the bylaw be amended to include the term “agricultural” in two subsections.

The first subsection is regarding the use of any land, building or structure for any agricultural, commercial or industrial cannabis purpose.

Exempt are existing facilities before the bylaw was implemented and as long as they continue to be used for such purpose.

The second subsection concerns allowing construction, alterations or expansions of any building or structure for any commercial or industrial cannabis purpose.

Before the bylaw was passed, two delegations came before council.

The first delegation was CannTrust, which owns an existing production facility in Fenwick. The company presented that it wanted to be exempt from the bylaw so it could proceed with future expansion of its facilities on Balfour Street.

The acquisition of the 1350 Balfour Street property occurred on October 10, however, the final agreement still has to be closed between the property owner and CannTrust.

For now, until the properties merge after final agreement, they are each their own entity.

This property is planned to have 700,000 square feet of greenhouse space that will provide expanded support to current operations.

parking concerns at CannTrust’s current location, and competitive land acquisition offers between the out-oftown operations and local residents are issues Ireland presented to council on why the interim control bylaw needs to be implemented.

“The agricultural land in our immediate area is being consumed by these operations. The lucrative crop appears to create a situation where if a producer wants the land badly enough, there will be cash available to get it,” Ireland said.

“Even if our own town residents offer more than the asking price, these corporations counter offer with a higher amount.”

Ireland said council has the ability to, “take control of the situation and need to do it before it’s too late.”

If CannTrust is exempt from the bylaw, while other area producers are denied similar requests, it may lead to potential future legal challenges for the Town. “You cannot make an exception for one and not the others.”

Ireland said that he would forward the signatures compiled from last month’s community meeting in Fenwick to council opposing any more facilities to be approved in town.

“The reason for that is that the cannabinoid resins are actually volatile above 100 degrees Celsius and the terpenes are volatile around 22 degrees Celsius, so that’s why you smell them. But the resins actually stay within the plant until they’re heated.”

The second delegate was David Ireland, a Fenwick resident and hop producer.

“Cannabis is not like other crops that we have had growing at our farms in the past and need a specific set of parameters” Ireland said.

“Our own residential properties are very close to current producers, homes where families and our own children live,” Ireland said.

“Our present comprehensive zoning by-law does not address this and it needs to.”

Ireland said that there is no scientific data presently available to determine adequate setback distances or impact on surrounding residential properties, schools and farms.

“Without knowing what the impact is, we are no more than test subjects that our federal government is learning from. Little thought was given to what implications their decision to legalize this current illegal drug will have.”

After CannTrust’s presentation, Councillor Richard Rybiak inquired about the company’s policies on light, odour control, plans for expansion and work environment.

Camplin addressed the light pollution concerns saying that there are “always growing pains,” especially when it comes to retrofitting existing buildings.

When CannTrust builds its new greenhouse system, the shading system for the lighting will be constructed much easier and use much less supplemental lighting.

Regarding odour, Ravensdale said the company elected to grow hybrids that don’t have a “skunk smell,” but instead more fruity aromas, especially moving forward with recreational production.

It is a prerequisite for all facilities to have an odour control system installed, however, it is up to the facility to determine what systems best suits its needs, said Ravensdale.

However, Wiens said that CannTrust’s building permits that were submitted earlier this month to build a cogeneration facility to capture CO2 gases to convert into energy on its property, and the expansion of washroom and locker facilities, won’t be impacted by the bylaw.

Councillor John Durley responded to Ireland’s presentation by stating, “There’s a perception that we as council or the Town have invited these people to come in and take over the greenhouse operations, which is absolutely not the case. They took the opportunity to purchase existing greenhouses and they are growing agricultural crops,” Durley said. “So, in fact, the perception that that we invited them is completely false.”

Leviathan plans to hold a community information session at Town Hall within the next few weeks to introduce its design and build-out specifications to alleviate residents’ concerns.

Leviathan says that the company’s legal counsel reviewed the bylaw and strongly questions its legality and applicability. The company says it is in the process of communicating their issues to the Town, including the validity of its decision to pass the bylaw in the first place.

continued from Page 2 that came before me were diligent in setting the table for many of things we were able to accomplish in the last few years. It is my hope that my brief time here has contributed in a positive way to laying the foundation for whatever lies ahead for this great library system in Pelham.

As I move on to another chapter in my professional life, I want to leave behind a few observations that I hope will be helpful.

First, the two Pelham Public Library locations are absolute gems in this community. Both facilities are located in village centers, which make them easily accessible. Both are located close to schools, homes, and businesses making them excellent gathering places for all aspects of community.

The Voice of Pelham, October 24 2018 ty grows, these important locations can serve as key anchors. I would argue that any investment of money, time, or talents to this important Pelham institution would earn a solid return in terms of a strong community.

Second, equally, if not more important, is that the staff of the Pelham Public Library are the best.

While the facilities provide a physical anchor, our staff bring the space to life. The staff in the library are often among the few who either know about or know where to get information about past and current events and issues in the Town.

This type of knowledge is useful for helping community members grow, learn, and become engaged in activities of interest.

You will regularly find our staff at community events, in schools, in senior centers, and in community centers delivering

programs and generally going to places where people need some support.

Staff do all of this with the primary purpose of being helpful.

We are not selling a product — we just want to help individuals succeed and, as a result, build a stronger community.

As the community continues to grow and change the Library is an excellent place to help newcomers and long-time residents to learn, grow and understand each other. As this community growth and change happens the Library will also need to adapt in order to remain relevant.

Library service in Pelham has not survived for 160 years by remaining the same. It is my hope that this community will continue to actively support and encourage the innovative and creative ideas developed in the Library.
