HAD THE PLEASURE of accompanying my wife to the Pelham District High School reunion held recently at Lipa Park in Fenwick. And what a reunion it was!

There are, and were, many noteworthy bylines associated with this reunion and I will try and recollect a few of these in this column.

Without question, the first and foremost priority is to recognize Vilma Moretti, and her committee, for again doing an outstanding job of putting this event together. For the few who might not know Vilma, they may recall her many years of owning and operating one of Fonthill’s most recognizable icons, Keith’s Restaurant, at the very center of the village. She was the driving force in organizing this and eight previous reunions. She is quick

In an effort to bring further attention and deterrence to driving while impaired by alcohol or drugs, the Niagara Regional Police Service reports the names of those people who are charged with an alleged criminal impaired driving offence in the Region. None of the following charges have been proved in court.

In addition to being charged, these individuals are also bound by a Ministry of Transportation 90-Day Administrative Driver’s License Suspension and are prohibited from operating a motor vehicle on a roadway. The public is encouraged to contact the Niagara Regional Police Service Traffic Safety Hotline or Crime Stoppers to report those who are driving in contravention of the suspension.

The following individuals have been charged criminally with impaired driving by alcohol or drugs, driving with a blood alcohol concentration above 80 mgs of alcohol in 100 ml of blood, or refusing to provide a breath / blood sample.

Corrections at the top: In our interview with council candidate Wally Braun last week we managed to have him running in two wards at once. It’s a wonder we didn’t say he was running for mayor of Toronto. While it’s true that there are a combined 25 council candidates across the three wards, we should still be able to keep track of who is running where.

For the record, Wally Braun is a proud Ward 2 candidate, repeat, Ward 2!…The final interview: This week sees the last of our municipal election profiles as we bring you Ward 3 candidate Enzo Della Marca, on page 3… Stomach rumblings: Putting together Fonthill United Church’s ad for their upcoming ham and scalloped potato dinner (page 17) has left scalloped potatoes on the brain for the last few days. The dinner comes on October 27, but I don’t think I can wait that long...for scalloped potatoes… Speaking of the munchies: Town Council is set to debate whether to put a moratorium on the establishment on, or expansion of, further cannabis facilities at their next meeting, Monday, October 15. If ever there was a case of closing the stable door after the horse has bolted (well, seven horses), this is it. However, it’s not a done deal until it’s done, prompting David Ireland and his Pelham Community Preservation Coalition to call on concerned residents to attend the council meeting to ensure that their voices are heard—or bodies seen, at any rate. See their message on page 14…Arch drollery: Engineer Mark Shoalts’ concerns about the “temporary” arches installed over Pelham Town Square in 2012 are well articulated in his letter this week (page 9). In an accompanying email, Shoalts says that it’s likely the general public doesn’t know that the arches are mostly hollow. “The 3/8" plywood skins and the solid edges, with some judicially placed inner members, compose the whole,” he says. “They are stress skin panels, the most common example of which that everyone would know is a hollow-core interior door, and it is an apt comparison. Solid lumber edges, 1/8" thick skins, and corrugated cardboard performs admirably well as a door, and you could even stand on it as a plank. Get it wet so the skin deteriorates, or cut a chunk off the corner so the solid edge is gone, and it's a whole new ballgame”… Keep them coming: Not surprisingly, the imminent election has prompted a number of letters, and it's our policy to make room for as many that come in by production time. There’s a fine crop this week, including a thoughtful commentary by accountant Bill Karner… Eat an early dinner and go! Karner recommends, as do we, that you attend the Kinsmen-sponsored candidate presentations and debate this Wednesday at E. L. Crossley, starting at 6:30. With just under two weeks until Election Day and two advance polling days already completed, there's been no significant change in the race for mayor or Regional Councillor.

At 69%, Marvin Junkin continues to enjoy a wide lead over both of his opponents. Gary Accursi is in second place with 14%, while Carla Baxter sits at 10%, and Undecideds at 7%.

On the Regional Council side, Brian Baty retains a comfortable lead over nearest challenger Diana Huson, 51% to 33%, while David Augustyn remains a distant third at 11%. For the second week in a row, Jim Hagar earned zero support. Undecideds sit at 5%.

"We need to get the incumbents out" Finances, respecting the values of Pelham, top Enzo Della Marca's platform

"Every concern of the people, no matter how small, needs to be respected," states Ward 3 council candidate Vince "Enzo" Della Marca.

Della Marca feels the same about Pelham.

"We have to respect the family values and the atmosphere we have here. We are treating Pelham as every other town, losing our uniqueness. Development is good, but not the cookie-cutter style. We don't have to be the same as everywhere else. Let's do it our way."

He continues, "As a transplant, I can imagine the heartbreak of those that have lived here for years. Residents and citizens need representation, and they haven't gotten that. That's why so many candidates have come out," says Della Marca.

"We need to get citizens involved, then things can only get better."

Della Marca, originally from Niagara Falls, has lived in Pelham for three years.

"I married a Fenwick girl, JoAnne Koudys."

Della Marca has had years of community involvement in Niagara Falls, which began two decades ago after his unsuccessful run for Niagara Falls Council.

"I lost, but I had got involved.

This gave me the road, the route, and the drive to try and make a difference. It led to so many good things."

Della Marca has been appointed to the Advisory Board of the Niagara Falls City Council Recreational Committee for four terms. (He's still serving there, until this election.) He has a provincial license to coach soccer, which he has done in Niagara Falls and St. Catharines, and has served two terms on the soccer executive in Niagara Falls.

The list goes on. Committees, parades, Gale Centre seat sales, but Della Marca suggests we don't need to hear everything on the list.

"What I'm most proud of," he says, "is being the founder of

Recreational Sports for Underprivileged Kids. I started it in Niagara Falls for kids aged six to twelve who couldn't afford recreational sports. It was free, paid for by donations and myself out-of-pocket, and I did it for five years. We had guest coaches for hockey, soccer, volleyball, and the effects still linger on today."

Della Marca believes that the current council has let Pelham residents down.

"We have no money because our councillors got lazy. A bunch of councillors followed the Mayor around like lost puppies. We don't need that. We need them to stand up, show common sense.

Full disclosure and honesty are a given. We need to get the incumbents out, plain and simple."

Strong leadership, working together on everything, and setting a good example are keys attributes which Della Marca believes he would bring to Pelham Council. He cites his committee work in Niagara Falls.

"The first thought around the table was 'How will this improve things for the people of Niagara Falls?' I'll bring this mentality to Pelham. 'How will this benefit Pelham?' " Transparency is important for Della Marca, who would support an independent audit of the Town's books.

"Absolutely. You can't go wrong with transparency. Everything on the up-and-up. Banned the Voice? Come on, what the heck is that? Any communication is great. Secrets and closed door meetings are not good."

When asked about platform specifics, he continued, "Until you know the facts, you can't decide what's best for Pelham. You need to be on the inside. Open the books, put your nose into it.

Roads need fixing, seniors' items need attention, trails need investment and clean-up, but first we have to get the finances in order."

"We need to be able to see what

we need to do. Problem- solving, developing new policies, risk management, delegating resources to the best of our ability," all things that Della Marca has encountered in business.

He has spent 28 years with Roman Cheese, a successful Niagara Falls business, rising from cheese maker to Plant Manager.

He has dealt with government regulations through continuous interaction with CIFA, the Canadian Food Inspection Agency, and says, "You have their guidelines, and you make it work. Your circumstances don't matter, you have to work together to move ahead."

Della Marca believes strongly in moving ahead, always striving for better, admitting to mistakes, and using the support of those around him.

As well as wanting to convey a sense of openness, respect for family values, and common sense to voters, Della Marca has definite opinions on specific issues to share.

When asked if he favoured rescinding the non-disclosure agreements that many former Pelham Town employees have signed, he was unequivocal.

"Those are very dangerous waters—just like the corporate world. You can't do that to these people. I don't agree."

Regarding the sale of the old arena before the election he states, "Do everything after.

Stop any spending, don't do anything until after. We will have new people."

The location of Summerfest?

"It's such a great happening, people are so happy about it. If it gets bigger, it may have to move to be safer and accommodate more people. We can look at where when the time comes.

We'll need to discuss it."

When asked about Airbnbs/ home hotels, Della Marca was measured.

"Every city has this dilemma.

[We] really have to look at where to go with this. It will divide

Pelham. If seniors want to make some money for a spare room, that's okay. I don't think so to unoccupied homes. No commercial aspects involved at this time.

Let's see what benefits the citizens of Pelham. Let's try some areas, evaluate it, put a limit on it."

A key factor in Della Marca's decision to run is his concern for seniors' issues, including housing.

"Pelham must be more senior-friendly.

We need to improve everything that impacts on their quality of life. We need to listen to them and respect their voice and opinions. They have so much to say, they've been there, they know more than us, and nobody is listening to them. They

are being ignored."

Della Marca favours improving Pelham's public transit.

"We need to work with our neighbouring communities for the benefit of all. We have an international student living with us.

Student transportation is tough for her and others. Summer jobs, getting around, we can help. Let's talk."

Bottom line?

Della Marca wants voters to know he shares their family values. He has some experience, and lots of passion and common sense, which he believes is what Pelham needs now. He looks forward to the challenge, helping to change the community for the better, and hopes he will be one of your representatives.

T

HE INTERNET ISN'T interested in getting it right, or correcting errors, or in telling a story that recognizes the importance in the mundane of community living. The internet is a thing.

Social media thrives on sensationalism, pulling us into the bottomless pit of scrolling through information. As well, social media provides an opportunity to magnify each individual voice, or fake bot, to the point of deafening noise.

With all of that, the user now has the tiresome duty to be wary of everything that is provided to them through a power cord.

Newspapers, by their printed nature, create a juried space built on facts, where information is presented for consideration along with the responsibility of being accountable to the reader.

Perhaps it is time for journalists to pack it in. Let governments operate without liability; for police and judicial proceedings to carry on with no representation to the public; for television, radio, and bloggers to bear the weight of investigative reporting. Let art, sports,

travel, and literary works remain undiscovered, save for the lucky few who stumbled upon them. Opinions will no longer have an equal voice.

It is up to humanity to take back our requirement for truth

We, as an industry, have been slow to ask for your support. We are now asking readers who value newspapers to contribute to rebuilding disintegrating newsrooms through news stand sales, subscriptions, and voluntary subscriptions (donations). This has been met with resistance; readers have had the privilege of receiving free news for so long it has become an assumed right.

Letters The past has passed, concentrate on the future I read with interest the column in the September 26 issue, under Commentary/ OP-ED, by Larry Coté [“Don’t judge books—or polititicians—by their covers,” p. 4].

I concur with Mr. Coté’s comment that “rather than continue to harp on the past… we should look forward to the future.”

In my view, there has been too much harping about the past; nothing seems to please anyone. No one appears to comment on all the positive things that the Mayor and council have done over the past few years: all our parks upgraded, our downtown cores expanded and improved, beautification of our town, expansion of small businesses and, thus, broadening our tax

base and improving our property values.

In addition, they planned and executed the development of a parcel of land that has provided a community centre, and we’re told will also provide Wellspring, a medical clinic, senior housing, etc. Something we will all benefit from in the future.

I have seen a lot of advertisements over the years from the Town for public meetings on various topics and requests for people to participate on Town committees.

Generally, there is little interest shown by the community. We seem to get more involved when we have negative comments See FUTURE back page

Thumbs-up for Papp During the time Peter Papp has been on Council as a representative of Ward 3, I have had several occasions to reach out to Peter with concerns or questions. His replies back to me were always timely and his answers truthful. If there was something that needed to be addressed quickly and it was within his power he made sure that the problem was solved. Peter listened to Ward 3 residents and represented us with integrity and honesty. He was our voice when he voted against a second ice pad for the proposed community centre. He disagreed with council on occasion when he felt it best for the ward he represented and the Town as a whole.

Peter’s experience on council will be beneficial during the transitional period with the new council.

NFORTUNATELY THE RECENT term of council has seen much controversy and concern for the residents of Pelham. I have read with great interest all of the interviews with the various candidates running, and it is good to see such a large number of people throwing their hats in the ring to serve their community.

I myself seriously considered doing so, but in the end decided not to because of work, family and other commitments. I applaud the Voice for the effort it has put into covering the election, and in keeping the residents aware of issues going on at Town Hall. It was disappointing to see the treatment the newspaper was subjected to by Town Hall and our current mayor and council, but that is a whole different story.

I was born and raised in the area and my parents lived not far from St. Johns Conservation Area for many years. This is actually Thorold but we considered ourselves residents of Pelham. We played sports in Pelham, went to public and high school in Pelham, shopped in Pelham and my father proudly worked in the Town of Pelham Works Department for many years.

$36,000,000, the size of the facility, and the plan to finance it, I was surprised and concerned.

From the date of the unveiling of the price tag and financial plan, to the date of council approval, was a relatively short period of time. Being an accountant, I began to investigate the plan, and Town finances, and my level of concern grew.

I reached out to the Mayor, Council, and the Treasurer with various questions and concerns. I took the time out to review many reports and asked follow-up questions that were very relevant. The Mayor was the one answering, but in the end my follow-up questions went unanswered.

I sent a final email the morning that council held its special meeting authorizing the project. In part, it read as follows:

My message to each of you (and from many of my fellow residents) is to defer giving the green light to commence the project until much more financial due diligence and widespread consultation has been undertaken.

I would suggest you form a Committee, made up of a wide range of residents, council members and staff to review the cost projections (both capital/operating) to ensure the proper due diligence is completed.

about the E. L. Crossley meeting in late 2017, where the KPMG report (about Town financial issues and land transactions) was presented.

This is the Report that led to the Town's press release that there was no evidence of fraud, misconduct, etc., on the part of

the Town. I asked the Mayor why the public was not allowed to ask questions at that meeting.

In response, the Mayor sent me a link to the KPMG report, saying that questions had not been allowed because all of our questions and answers were already within the KPMG report.

the facility but would be looking at the project from the financial impact it will have on the Town's finances for years to come. I am sure you would find more than enough qualified residents (with a Finance, Construction background) who would volunteer.

In closing, I ask you please defer a decision on proceeding and insist that more consultation and due diligence be done on the project.

If you don't I sincerely believe you will regret your decision when you look back in hindsight.

In the final vote, with Councillors Papp and Junkin voting against, I was appreciative that it appeared that these two had maybe listened to some of my concerns and wanted the Town to do some additional due diligence.

Since then, serious financial troubles have indeed surfaced and they were highlighted in the two KPMG reports that have since been issued. Those reports should have be very concerning to anyone who has a financing or accounting background.

Fast-forward to last week’s edition of the paper, in which Councillor Papp made the following statements when questioned about the initial KPMG report regarding the Town’s financial issues:

PAPP: At the time and based on what KPMG had given us, I’d say from a standpoint of— yeah,

What exactly is the extent of the problem or the— what do you want to call it? Yeah, the problem. So the fact is, we didn’t drain all the reserves because there are certain reserves mandatory that we have to keep.

INTERVIEWER: But others aren’t?

PAPP: No, others are discretionary. So along comes the famous debentures, and they work, so you can borrow for the future. But you’ve also got to be able to repay it and be sure that you can repay it, make sure that the projects and the services you’re doing are actually for the ultimate benefit for the whole municipality down the road.

The fact is the KPMG report was very clear—the Town did drain all cash from the reserves, even from those that Mr. Papp refers to as mandatory reserves.

In addition, this lack of cash to back-up any reserves continued to the end of 2017 and most probably to today.

This “internal borrowing,” which for the most part likely relates to funds being poured into East Fonthill, has to be repaid by taking out future debentures (another word for loans), deferring or cutting back on capital expenditures, raising taxes, or increasing the tax base without increasing related expenditures (which this current council has had a hard time doing). This is all in addition to the current outstanding long-term debt the Town already has.

Last week I enquired of

He replied that he was not misquoted, and he would get me the information so that he would be perfectly clear and correct. I thanked

I do not bear any malice towards Mr. Papp, but I am shocked that he and others on council still do not seem to grasp what has been done financially.

Unfortunately, statements like Mr. Papp’s, and by others on council, including the Mayor, that the Town’s finances are in good shape and in good hands creates much confusion with town residents.

Town finances are clearly not in good shape, and unfortunately the new council is going to have some difficult years or a decade ahead.

For this reason I think

there needs to be a clean sweep of council. A new council can start fresh. It can openly and candidly let everyone know what the financial situation is and come up with a plan to deal with it.

I do not believe anyone intentionally did something they initially thought was wrong, but a great deal of time and effort have gone into a public relations effort to convince the public that everything is fine.

I do not think the Town needs to spend more money on more forensic audits unless something serious comes to light after the turnover of council. The new council may want to attempt to draw on a volunteer Finance Committee and utilize some members of the community that could report directly to council as a way to restore taxpayer trust in Town Hall and council.

I would also like to compliment Treasurer Teresa Quinlin for doing an admirable job and sticking around after her initial contract was up. She obviously stepped into a hornet’s nest, and as I have followed along she has implemented a number of good things so far at the Town, including quarterly updates on capital spending.

I hope everyone takes the time to educate themselves about the candidates and then exercises their right to vote. Everyone should try and make it to the debate and candidates night being run by the Kinsmen Club this Wednesday at E. L. Crossley. ♦

The arches' own engineer says "hold on" There have been recent articles in the Welland Tribune and the Voice about proposed plans for the Fonthill arches, and there was an interesting letter to the editor about them in the Voice as well. As there has been from the beginning, there are still widely diverging opinions on the arches, but misinformation and misunderstanding seems to be consistent.

As very few people seem to be aware, the arches were conceived and designed by Todd Barber of Forestgreen Creations, who was a member and driving force on the early Summerfest committees.

I must also take credit (or blame, depending upon your point of view) for carrying out the technical and structural design for the arches, which were intended to be a temporary installation for Summerfest in 2012.

Although some materials were purchased, much was donated, and all design, fabrication, transportation, and erection work was done by volunteers.

The arches were not designed for permanent exterior service, the budget was minimal and the concept was to make a splash as cheaply as possible for three days in July.

The arches received a warm reception in some corners, and it was decided that they would remain in situ while the replacement of them with arches designed for permanent installation would be explored. If anything has been done in connection with this, it has not involved Mr. Barber or myself.

I investigated their condition just over two years ago, at which time they exhibited some weathering and deterioration, but they were still in reasonable condition considering that they are made from untreated spruce lumber and fir plywood. They were patched and painted at that time.

COMMENTARY / OP-ED Ian Smith & Brian Green Sulphur Springs Road vs. Twelve Mile Creek

T

HE CLOSURE OF SULPHUR Springs Road has received quite a bit of comment from politicians and would-be politicians in this election season. The road has been closed since 2016 after being washed out during spring flooding. The Town has commissioned a report that will indicate the best course of action but so far that report has not been made public.

Some Councilors have said such a report is unnecessary and the money spent on it should have been allocated to just get on with rebuilding the road. As sympathetic as we are to the inconvenience caused to residents along Sulphur Springs, we’d like to speak here on behalf of the purported “villain” in the piece: Twelve Mile Creek.

Twelve Mile Creek is the last remaining spring-fed cold-water stream in Niagara. Its headwaters support small populations of Brook Trout, the most fragile (and only native) trout species in Ontario’s rivers. It is a treasure.

During spring floods the creek is perfectly capable of undercutting its banks and changing course as it cuts through the sandy, easily eroded soil of the Short Hills.

This is what happened to Sulphur Springs Road during much higher than normal flooding in 2014 and again in 2016.

The washout is at a location where the stream meanders, and at a spot where the road is very close to the bank; it was inevitable that the water would eventually undercut the pavement.

The location is further compli-

cated by the fact that on the roadside opposite the stream there is a wetland that feeds into the creek from natural upwellings of spring water. Very small (likely undersized) culverts were installed in an attempt to feed this water into the creek under the road.

There is no easy solution to the repair of Sulphur Springs Road.

The idea of diverting funds from a study to construction, the “just get ‘er done” option, will result in another washout sooner rather than later and will further damage the already sorely pressured stream.

Gabion baskets (those wire mesh cubes loaded with rocks) have been exposed as short term band-aids for this type of erosion control… an expensive and ineffective waste of money. They have already proved ineffective elsewhere on Sulphur Springs Road.

If Sulphur Springs Road is to be reopened to traffic, the only way to provide any stability long term is to work with, not against, Twelve Mile Creek and respect its character and strength.

We say “if” because perhaps the best solution is to make the fragile sections into bicycle or walking paths and leave the road a deadend accessible to cars from Effingham and Roland but not connecting them. In reality, the road should never have been built, and was a private road deeded to the Town many years ago so taxpayers could pay for its maintenance and upkeep.

There are natural solutions to bank stability that would see the use of vegetation that provides a root system stronger than tensile steel in concrete (and self-sustaining) to bulwark the banks while adding shade to cool the stream and preserve the cold-water habitat it provides. Experts in fluvial engineering can provide blueprints for this desirable outcome, but they must be consulted, brought on board in the planning process before the stream is further damaged and more money is wasted.

We also suggest that any proposed remedy to the Sulphur Springs Road failure takes into account the root cause of the problem as well: put simply, our

development of the headwaters in Fonthill has caused far too much water to enter the stream during storm events.

In the past, forest cover atop the Fonthill Kame (where the Town exists now) and unpaved areas acted as sponges to absorb storm water. This meant that the stream shaped itself to accommodate relatively gentle peak flows in the past, thanks to infiltration into sandy soils and evapotranspiration from a lot of vegetation.

Peak flows in the Twelve have increased greatly over the past decades, due to our developments removing vegetation and paving over sandy soils. Water has simply been diverted to the stream channel of the Twelve! This has led to eroding stream banks and beds...

manifested in its most acute form in the collapses along Sulphur Springs Road.

While it is foolish to think that we can stop all development to save the Creek, we should look to other municipalities that have successfully addressed this issue of a greatly changed water balance by smart development strategies that look to re-establish the original water balance as much as possible.

We can have a vibrant community that exists with our environmental treasure, the Twelve Mile Creek!

Toronto and Peel are actively promoting Green Infrastructure, also known as Low Impact Development Strategies (LIDS). Instead of diverting storm water directly to the creek, we should look to retain as much water as possible in the soils (porous pavements, leaky ditches, etc.) and plant as much vegetation as possible (treed swales, rain gardens, etc.) to absorb and evapotranspirate water instead of overloading the creek!

There are plenty of examples of such engineered solutions being used today by our neighbouring communities. Our Town should entrench such objectives for design into its regular development planning and engineering process.

TOWN COUNCIL NEWS Interim cannabis control bylaw

Pelham Town Council approved a motion, moved by Councillor King and seconded by Councillor Rybiak, that the Town establish an interim Control Bylaw regarding cannabis development.

King brought the motion forward because, “I feel as though this issue of cannabis production in the municipality has been thrust on us and it's happened very quickly.”

“It's time to stop and smell the roses, take a step back and really assess the situation,” she said. “Also, it’s because of the concerns within the municipality that are related to the medical and recreational cannabis production.”

The motion directs staff to review the Town’s land use planning policies and regulations pertaining to cannabis-related uses and then develop appropriate policies and regulations in regards to management control.

The motion also states that an interim control bylaw be forwarded to the next council meeting, citing a one-year restrictive use of all lands within the municipality for any new cannabis-related uses, including retail operations.

This allows for the Town to complete a thorough review of the industry’s impact.

Barbara Weins, Direc-

tor of Community Planning and Development, explained to council the interim bylaw wouldn’t affect existing facilities, if they have included proposed expansion within their initial, approved application to the Town.

If a facility expansion has been planned, but not approved by the Town, the bylaw will impact the facility during the year.

Councillor Durley suggested that the Town incorporate the fact that the facilities may also be processing the product in the future, not just growing it, something he asserted was neglected in Health Canada regulations. He said this could possibly open taxation options for the Town.

Councillor Rybiak commented from an economic standpoint that there are close to 500 Niagara residents that have jobs in the area’s facilities, with more to come due to expansions and new facility interest.

“The greenhouse industry is well-established here with conventional products like flowers and vegetables. [The marijuana industry] is an extension of that,” he said.

Weins noted that greenhouses are currently exempt from site plan controls, unlike commercial and industrial businesses.

She said that this interim restriction would allow the Town to re-evaluate

the site plan control bylaw in regards to greenhouses.

Rybiak agrees with the interim bylaw, as it will give theTown time to develop compliance standards that will benefit both future production facilities and the municipality in general.

In regards to retail operations, Weins said the province is working on legislation allowing municipalities to have an option whether or not they want to allow them within the community. The final participation confirmation date is January 22, 2019.

If a municipality opts in, they will have an opportunity to access provincial support funds from a pot of $40 million dollars.

She did note that current guidelines and legislation being proposed by the province are constantly fluctuating, and even though plans may be in place, they may not be implemented.

Cost savings figure changes

Town Treasurer Teresa Quinlin reported that cost savings for the Meridian Community Centre increased from an earlier asserted amount to $786,570.

Quinlin also said if a contingency fund of $100,000 is not used, the figure could further increase to $886,570.

Accountancy experts

Letters consulted by the Voice expressed doubt that any of the numbers released thus far by the Town paint a wholly accurate picture, and that it may take some months to arrive at a final figure.

Council approves engineering firm appointment

Town Council approved a motion submitted by Councillor Lane and seconded by Councillor Accursi to appoint Spriet Associates, Ltd. to undertake an engineer’s report under Section 78 of the Drainage Act and prepare tender documents for the replacement of road culverts on the Big Creek Drain on Poth Street.

Councillor Rybiak said he was pleased the Town is moving towards a solution.

Town Treasurer Teresa Quinlin said that because of so-called Lame Duck provisions limiting council’s spending authority, the allocation of funds towards the project can’t be approved until the next council takes office.

Quinlin confirmed Councillor Papp’s question that no funds were earmarked for this project in the 2018 capital budget.

Mayor Augustyn said that council put this project forward in the 2019 capital budget realizing that it was going to take some time to put together in the current year.

Actual MCC costs still an open question When our newly elected team takes the reins of power later this year, I would like them to report back to the taxpayers what the new arena truly cost to build and what the actual operating loss is going forward.

For years it has been a controversial project so we need to put to rest the issues surrounding it. The To Do List: ■ CAO Darren Ottoway’s recent claim that the project was under budget has not been publicly substantiated. The Town has not posted the actual costs to the website, so we can all see the numbers. Kudos to the staff for getting the HST paid refunded. If this claim is accurately portrayed, then the budget saving should be easy to confirm.

■ The project was 100% financed by borrowing money from Infrastructure Ontario, our own reserves, and the bank. The original budget for the project contained no interest costs at all. Borrowing $36 million dollars over two years is not free. A rough estimate of the interest expense is close to $1 million. This needs to be calculated and included in the revised project costs that I hope can be posted on the Town website ■ Our new elected officials will need to look into the operating cost of the arena both before and after debt payments. The Town

has an odd way of accounting for staff that work at the new facility. Current staff that worked at the Haist Street arena and have transferred over to the new arena are not included in the budget. Newly hired staff working there are in the budget. The Town claims that the Haist Street staff costs are not part of the centre because they already work for us.

The Town’s budget seems to be based on incremental or new costs. If that is the rationale for the budget, then the revenues from the old Haist Street arena should not be included in the new community center budget. But they are.

The Town budget version manipulates the numbers to make the operating cost look lower. If you work at the community center, your salary should be in the budget, end of story. Hopefully the new team can post an updated budget that makes sense to the taxpayers.

■ The Town has been silent on how much money was borrowed— was it long term debt or short debt, when is it due and who is it owed to? The original financing plan needs to be updated as it is no longer valid. We were told that $3 million in donations was the target and that Meridian contributed $1 million.

The geometry of the arches makes fabricating properly fitting, weather-proof cladding very difficult. The myriad of mechanical fastenings on the

As the engineer who was responsible for the structural design of the arches, I can state unequivocally that repairing the deteri-

orated wood is not a simple procedure, and covering it—whether repaired or not—is not a path to be recommended.

Replacement of the wooden arches with arches of more permanent materials and design is the only course of action if they are to be retained.

APPLE FESTIVAL CLOSES MARKET SEASON Last Thursday, the Pelham Farmers’ Market wrapped up the 2018 growing season with an Apple Festival and Customer Appreciation day.

It was the last opportunity of the year for people to get fresh-from-the-farm produce, with the focus being apples. In celebration of the Apple Festival, attendees were treated to free apple fritters and apple cider. Gage, Rich, Margaret and Ava Allen, of Fonthill, enjoy warm apple cider and fresh apple fritters. This year, 21 vendors participated offering produce, baked goods, juices, meal complements, culinary experiences, flowers and plants, meats, cheeses and wine.

FIRED UP AT FARMERS' MARKET Members of the Pelham Fire Department were present at the final Farmers’ Market of the season last Thursday, ahead of Fire Prevention Week.

It was an opportunity for families to engage with firefighters, get valuable educational information on fire prevention, planning escape routes and what to do in case a fire does happen. Children received fire chief hats and activity packages. The fire services lift truck and pumper were displayed for everyone to explore. Cousins Luke Mosley, Lily Mosley, Edie James and Atlas Hamid take some time to hang out with Volunteer Firefighter Brandon Buarda. Buarda is an experienced volunteer firefighter who has served in a number of locations. He has been with the Pelham Fire Department for the past three years. He enjoys engaging with the community at events like the Farmers’ Market and educating the public on being “proactive, not reactive” in times of emergency.

Where is the cash that was in the obligatory reserves? When did the councillors vote to take it out? I believe we have the right staff to answer these questions. We do not need to shell out hundreds of thousands of dollars on KPMG audits to get a handle on our Town’s finances.

I hope our newly elected team can get to the bottom of this and assure everyone that the Town is still a going concern and our tax bills are not going to go through the roof.

continued from Page 1 to defer to her committee members that are too many to acknowledge here. But their dedication and contributions are valued and not to be overlooked.

This committee, under Vilma’s leadership, organized the first reunion in 1984. That was 10 years after the school closed. More than 4,000 people attended that first reunion and the committee realized revenues in excess of costs and established a scholarship fund.

Since that time, the committee has awarded more than $50,000 in scholarships to local students from the funds raised through these reunions. There is no doubting that in addition to reading, writing and ’rithmetic, the students also learned a good deal about life’s values.

The location of this celebration is also worthy of note. The high school was

The Voice of Pelham, October 10 2018 located in the pleasant rural setting in Fenwick. The drive to Lipa Park might remind many alumni of those early morning school bus rides through one of Niagara’s most beautiful countrysides. The original school had a long history and some of the first students arrived by horse and carriage!

Although the high school closed in 1974, the numbers attending this and previous reunions is nothing less than astounding. According to the organizers, the number this year exceeded 350 attendees. At these reunions we meet many alumni who travel considerable distances to be in attendance.

My wife graduated from PDHS in 1958. Her two brothers also attended the school. Although she will scold me for writing this, my wife was an active and accomplished student. By being involved in many school activities she made several friends during her years at PDHS. It is an absolute delight for me to see her meet

and gather with many former friends and colleagues from so many decades ago.

It seems that many of the bonds made in high school are indelible and rekindled very quickly at these reunions.

Over the years we have attended a few of these reunions. I have heard, and reheard, so many delightful stories and recountings of events that I believe these to be worthy of archiving and the makings for a good book. Each successive story is told with more vigor, laughter and, I suspect, some excusable embellishments. To be within earshot of so many of these stories has been an absolutely delightful experience for me.

Especially so, since I am not a graduate of that school but another high school down the road, NDCS. I first laid eyes on my

wife of over 58 years when, as a cheerleader, she accompanied the PDHS basketball team to NDCS. I thought then, and still do, that she was the most attractive amid that bevy of high school beauties. (Oops!

I hear a reprimand coming from across the room.) Unfortunately for me, I was too shy to approach her under those conditions. It was noteworthy that the PDHS cheerleaders were the first in this district to wear the skimpiest cheerleading costumes that, at that time, were perceived by some to be scandalous. I and my fellow classmates didn’t agree with that assessment, but I admit those uniforms made it more difficult to keep our eyes on the ball.

In those early years, PDHS was a relatively small school and many of the students got to know one and other

Page 19 quite well. The divisions between classes and years did not matter and so the nervous novice ‘niners’ got to know quickly the ‘big shot’ seniors and vice versa. It is my observation that many alumni I have met loved that school and their teachers. I overheard many at these reunions refer to that period in their lives to be “the best.”

And, being an observer at these reunions, I could see this feeling shared among so many of the alumni all these years later. The spirit of Pelham High is more than a vacuous recollection but a cherished memory that has taken up permanent residence in the hearts of those who walked the halls of that gem of a school.

Those feelings and that devotion was well read by those who initiated these reunions. They knew there was an outstandingly com-

mitted base to draw upon.

This is clearly the case as many alumni made arduous efforts to be in attendance at one or more of these reunions.

Sadly, the organizers have suggested that the 2018 reunion may be the last.

Should that be the misfortune, it will be a shame to see such a charming, funfilled and spirited activity go by the wayside. Maybe the remaining alumni might be able to convince their fellow Pelham High devotees to make one more kick at the reunion can. I would venture that the spirits of Pelham High are willing in spite of the flesh being a mite weaker.

To properly honour the memory of Pelham District High School we should all join in one more raucous cheer.

Go Panthers. Go!

An early start: Thank you to Paul Bryant, who dropped off a copy of the Lakefield Herald at our office last week. The local Kawarthas weekly was dated August 31, and included a summary of an all-candidates debate held on August 25—now that was an early start! The end, all over the province, is near, thankfully, and next week we’ll present a final look of the candidates and their positions. Each candidate has been asked to respond to a 20-question survey regarding current Pelham issues, and each candidate has been asked to provide his or her own endorsement—written not by the candidate but by a knowledgeable third party. It should all make for some interesting reading.

WARD 1

Pelham's largest ward by geography continues to see a mainly three-way race among Mark Bay, Mike Ciolfi, and Marianne Stewart, with Bay and Ciolfi ahead and even at 26%. Sidney Beamer is next up at 11%, while incumbents James Lane and Richard Rybiak trail at 3% and 8% respectively.

WARD 3

Pelham's smallest ward by geography continues to see newcomer Lisa Haun dominate with 35%. Next up is Robert Hildebrandt, taking over second place at 24% from Uwe Brand's 18%. Undecideds, at 7%, lead the rest of the pack, with incumbents John Durley and Peter Papp at 4% and 3% respectively.

WARD 2

With seven candidates, Ward 2 is the most contested, and the only ward not to feature an incumbent in the race. Ron Kore continues to dominate, earning 35%. John Wink moves into second at 18%, while Cheryl Crozier drops to third with 15%. Amber Cuthbertson sits at 9%, with Chris Fletcher, Barb Rybiak, and Undecided essentially tied.

PUBLIC AND CATHOLIC SCHOOL BOARDS

Nancy Beamer continues to turn in the most consistently lopsided result outside the mayoral race, holding on to an absolute majority at 55% in the public school board race, while incumbent Dale Robinson has bumped up from 2% to 5%. Undecideds continue to place second, but have dropped 10 points to 18%. Peter Dief is running first on the Catholic side, with 10%.
