BY VOICE STAFF A critically injured, elderly male was discovered in Fenwick by Niagara Regional Police early Friday morning, Oct. 2. He was pronounced dead at the scene.

According to an NRPS statement released Friday, officers responded to a welfare check call around 2:45 AM in the area of Cream St. and Highway 20.

"Uniform officers arrived on scene and located an elderly male

with serious injuries. The male was pronounced deceased at the scene," said the statement.

The Pelham Fire Department also responded, called out at 2:50 AM. "The victim was deceased upon our arrival and Fire was cleared shortly after," Chief Bob Lymburner told the Voice.

Through an update late Friday evening, the NRPS identified the

victim as Earl Clapp, 74, and said that a "suspect vehicle" was involved.

On Saturday, the NRPS requested that anyone who had contact with the victim in the days leading up to the incident contact them.

For many students, this marked the official end of a six-month March Break.

And while most of those kids might normally dread the end of summer, I got the feeling that many were itching to get back to something tangible, something that they could sink their teeth into—masks notwithstanding. The experiment of going back to school may be short-lived as a second wave hovers and threatens to tear apart what is so tenuously stitched together, but, to use an autumn metaphor, we’ll just rake up our pile of leaves and hope we don’t land in dung when we jump in, proving once again that a ready, fire, aim approach can be the best approach.

Corrections at the top: Last week, yours truly, the master butterfingers, managed to reverse a couple of words while laying out Shirley Lazarath’s poem, “You can’t put an old head on young shoulders.” Accordingly, we are running a corrected version this week, on p. 6. Apologies again, Shirley!...Those phantom crime waves: Another oversight was leaving a sentence in last week’s Faith Lift column that I had asked Padre Rob to back up with statistics, namely his assertion that crime had “skyrocketed” in recent decades. He conceded that this was a bit hyperbolic, and we agreed that the line would be dropped. Oops. It ran anyway. So here’s the real deal: Crime in North America has been on a decades-long downswing, across pretty much all categories.

One theory? Legalized abortion. Starting in 1973 in the US, and 1988 in Canada, abortion resulted in far fewer births of children demographically at the highest risk of committing crime as they grew into teenagers and young adults. For the most part, crime is young person's game. Increase in age correlates with a decrease in criminality. The theory was first published in 2001, and confirmed last year, say its authors, with more data. A 2014 study reported similar results for western Europe. Now here’s what we’re not going to do, folks. We are not going down the abortion rabbit hole. I am not offering a personal view on the matter. I am citing studies that have been in the public sphere for nearly two decades, and which by and large are scientifically solid, despite what one may or may not personally prefer to be true...Speaking of righteousness: There are times that I wish Canada still had the death penalty, and this is one of them. The indescribably despicable actions of would-be thieves in Fenwick, which police say almost certainly led to what was effectively the murder of Earl Clapp (p. 1), leaves me simmering with rage, as I know it does a fair number of his friends and neighbours. I never met Earl, nor his wife, Tillie, but you may recognize their names from their periodic, well-written letters to the editor, the last of which ran just before the Ward 1 by-election. It is at times like these that you can understand the lawless impulse, the Wild West-style of justice meted out swiftly and mercilessly. The trouble is, vigilantes are often wrong, morally as well as legally. We need to put our faith in the police services to find the perpetrator or perpetrators of this vile act, and trust in the courts to levy the appropriate punishment. Sometimes this can be a tough to do, but the alternative is anarchy...Second-wave retailing: Some good news and bad when it comes to hunkering down as the second COVID-19 wave crashes on the beach. First the good: Civilian PPE is widely available and prices have come way down.

BY VOICE STAFF As questions continue to mount regarding an email that Pelham Mayor Dave Augustyn quietly sent to a District School Board of Niagara trustee last summer, Augustyn has agreed to address the issue at a public meeting scheduled for this evening, Wednesday, Feb. 8, in Fenwick.

HEN I WAS young, my father and I would go for long drives along the rural routes of Pelham. We’d blast George Thurgood and roll down the windows because we loved the smell of the breeze, the sensation of crisp Niagara wind beating our cheeks and tangling our hair against our summer-kissed skin.

My father was not a sentimental man. He worked in factories and had a Gordon Lightfoot mustache and never shed tears over injuries.

Yet something about the Pelham landscape, the hilly backdrop to his childhood and the childhoods of our ancestors, drew him in. He’d stop by a farm or a gathering of woods and, surrendering his manly veneer, tell me a story about the town.

This place is precious. This is the earth that granted us life. Here is the place where we happened upon love or here is a site of devastation.

On one particular drive sometime in the late ‘90s we stopped at a tree with a plaque.

“This tree looks dead,” I said to my father.

“It sure is getting there, Julie.”

A construction error was discovered following the opening of a traffic calming chicane on Haist Street north of Hwy 20 last Monday that prevented large vehicles from passing through.

One resident living in the neighbourhood said he contacted the Town after seeing a small schoolbus get stuck as it tried to get through the new traffic calming measure. Later that day while driving behind a cement truck, he said that he became concerned for the public’s safety when the truck had to turn around because it couldn’t get through.

Petition-inspired changes coming to 2017 Summerfest

Representatives from the Pelham Summerfest committee Candy Ashbee and Bill Gibson presented council with a final report on the 2016 Summerfest at the Council meeting on Monday, Nov. 21.

Prompted by a story in the Voice in August about a merchant petition to move Summerfest from Pelham Street, in September Town staff met with various stakeholders to hear their complaints, promising at the time that changes in the way Summerfest was mounted would be con-

sidered.

The main concerns identified during the community engagement process were security, parking, ensuring customer can access all businesses in town, and liability for damages. How to get all Pelham Street businesses to participate and finding ways to make it beneficial for them to set up a booth were also determined to be of high priority for the committee as they plan for next year’s event.

Gibson told Council that the committee is addressing these concerns in a variety of ways. To improve parking, they intend to create bet-

ter signage for out-of-town visitors to designated parking areas and shuttle services. To make participation in Summerfest more enticing to local businesses, they plan to implement a tiered-charge for booths. Under the new system, Pelham Street business owners will be charged the least, other local businesses will pay a slightly higher fee, and vendors from outside Pelham will pay the most. In response to more specific issues for individual businesses, they will also slightly alter the footprint of the event and make adjustments to security.

Another way the committee plans

to improve the 2017 Summerfest is by sponsoring and working with the organizers of the Thursday Night Bandshell Concert series to select the artist performing on the first night of Summefest. They also intend to make more use of the smartphone app they launched in 2016.

"We are really going to push it this year," Ashbee said.

“It really helps to get people to see what events there are so they can plan out where they are going.

FTER LUNCH ON Saturday, Mum and Dad had my afternoon cut out for me. Mum had more brass than anyone I knew, and it had to be cleaned. In addition there was the set of silver fish-knives and forks which were never used, but which had to be cleaned and put back in their velvetlined box.

Next was a walk to the newsagents to pay for the daily delivery of the Daily Mirror. As I said, Dad was a printer, but when he was 37 he had been rejected for a job, as being too old, by the printers of the Beano.

For that reason, my favourite comic was not allowed in the house, but while I was paying the papers, the newsagent let me have a 'shoofty' at the Beano. I'd explained my predicament and he understood completely.

Sundays were different again. Dad would play golf on summer mornings and billiards in winter. Then he'd stop for a 'refresher' at the local and would pick up the prawns, cockles, winkles or whelks we'd be having for tea later. Meanwhile, Mum was roasting the 'joint' and potatoes. As part of the annual Apple Day campaign, Scouting youth of all ages will be trading apples for donations.

The yearly fundraising drive is an important way for young Scouts to connect with the communities they are serving, says Leah Marie of Scouts Canada.

BY VOICE STAFF The District School Board of Niagara is requesting that the Town of Pelham cede a portion of Cherry Ridge Park for use as a soccer field to serve the students of the new Wellington Heights Public School, formerly the E. W. Farr Memorial Public School, in Fenwick.

Currently under renovation and expansion, the new school will combine students and staff from the previous school and Pelham Centre, where classes are being held while construction continues.

Two letters, containing virtually identical text but signed by different authorities, were sent last week to nearby residents of the park, as well as to parents of Pelham Centre students.

“The DSBN is currently building onto Wellington Heights Public School on Alsop Drive,” states the letter. “The size of the school's addition means the existing small soccer field will be eliminated.

In an effort to bring further attention and deterrence to driving while impaired by alcohol or drugs, the Niagara Regional Police Service reports the names of those people who are charged with an alleged criminal impaired driving offence in the Region. None of the following charges have been proved in court.

In addition to being charged, these individuals are also bound by a Ministry of Transportation 90-Day Administrative Driver’s License Suspension and are prohibited from operating a motor vehicle on a roadway. The public is encouraged to contact the Niagara Regional Police Service Traffic Safety Hotline or Crime Stoppers to report those who are driving in contravention of the suspension.

rental policy, traffic calming and safety measures, the review and expansion of the Administrative Monetary Penalty System, voice activation for customer service, and the re-establishment of the Heritage Advisory Committee.

One point of contention arose when Councillor Lisa Haun objected to the removal of “Proactive Communications Protocol” from staff’s to-do list, essentially arguing that her original request for guidance during council’s first strategic planning session, at the end of February, had not been adequately addressed. What was less clear was what there was to address.

E

ven in a pandemic, as the health of our economy, relationships, and mental stability degrade, we remind ourselves that kids are adaptable, resilient.

For the most part, it’s true.

Five-year-olds will come to view their limited social bubble and online learning as completely normal.

But normal varies. Some students have a quiet bedroom or home office with their own personal computer, a reliable internet connection, and nutritious snacks at the ready. If a parent is in proximity to assist with online schoolwork, all the better. We can make this work, say sleep-deprived and technology-challenged adults.

Other students scramble out of bed in the morning without being roused from their sleep by an attentive parent. Perhaps Mom is a single parent, and just finished the night shift.

Maybe Dad has to be out the door by 7 AM for the 80-minute commute across the lake. In some cases, no adult is home at all to remind the child to hit the “mute” button as the day’s lessons commence.

spring, local boards of education put forward a great effort to ensure that all families would have access to a decent computer and wifi connection so that their children could participate in remote learning.

When kids lack the essentials, don't expect them to thrive in the classroom

No student left behind, and all that. But it was an imperfect solution. Sharing a computer with siblings, boredom, and the lack of a vigilant teacher present in the room combined to make the experience pedagogically unfulfilling.

Often overlooked is good nutrition. Kids need to fuel their brains and bodies.

Educators who regularly see children come to school hungry describe a long list of associated effects, including an inability to concentrate, a lack of motivation, behavioral problems, illness, and poor academic performance.

It’s a solvable problem, of course.

Niagara Nutrition Partners (NNP), founded in 1998, is affiliated with the Community Cares network in St. Catharines and Thorold. Program Manager Jessica Stephenson said that prior to the pandemic, the group fed 17,000 students breakfast, lunch, and nutritious snacks at 180 schools throughout the region each weekday.

Just consider the gravity of that figure for a moment.

17,000 youngsters—here in Niagara—who didn’t have breakfast, or have the time, energy, or food in the fridge to pack a lunch, or have no lunch money.

Meeting in the middle: Both faith and action are necessary In my initial letter to the editor, lauding the weekly Faith Lift column by Pastor Rob Weatherby, I stated we are living in an epoch where fear has shrouded the world due to the pandemic, and strongly proclaimed— erroneously— that the only antidote was faith. Professor Alan W. Bown, B.Sc., PhD., responded twice that action versus passive faith is the better solution. Please consider this a mea culpa: I am in full agreement with him that individual action is the most effective antidote to fear in a person.

But pandemic by definition implies worldwide, and thus it is the collective fear I

was addressing, and which causes me consternation in these abnormal times. Humanity as opposed to the individual.

Coronavirus is real and it has been deadly, especially for older people and those with serious illnesses, and I wish not to downplay the risks associated with the virus. But the other cost to be measured is the impact of the economic and social/psychological lockdowns.

PELHAM AND COVID-19

Separating the giving of thanks from Thanksgiving propaganda

I

n our house, Thanksgiving is something that happens often. It is a practice of the Oneida people to offer thanks frequently in the form of our Thanksgiving address. These words— traditional Oneidas are taught —are the very first words we were given as a people, and we are to start and end our days, our gatherings, and live our lives, with these thoughts of thankfulness.

Life itself —be it a plant life, an animal life, an ancient tree, or a sacred eagle — is a gift to Oneidas. Building a bridge of thankfulness on the foundation of the natural world ascending to the unbounded expanse of the universe with our words of thankfulness is how we honour this gift. The American version of Thanksgiving —perhaps better known to Canadians than the tale of Sir Martin Frobisher — is very different from our words that come before all else.

This United States propaganda tells the tale of Protestants fleeing persecution and finding refuge at the table of the waiting and willing Wampanoag “Indians” — please don’t use that word even if my people use it, and even if the Americans still use it. These

Indigenous people hand the keys to the kingdom of God’s bountiful American lands to the pilgrims and then disappear into history. The righteous expansion of the Manifest Destiny spreads, and the United States makes the world better and better,

year over year.

The truth is that this story is rife with inaccuracy and more importantly sets the stage for a one-sided telling of history that persists to this day. This was not a first contact story between friendly pilgrims and hospitable First Nations people. This story happened in the midst of the brutal colonization of Indigenous lands at the hands of self-interested settlers.

This fictitious framing feeds the myth of terra nullius — the idea that Indigenous people had no perception of property and therefore had no property rights. This is false justification of individual property thefts from collective rights holders. The See THANKS next page

A new beginning for an old trail, a sad goodbye to an old friend

had the pleasure Friday afternoon, along with several other officials, of re-opening the Steve Bauer Trail, where it picks up on the south side of Port Robinson Road. This section has been closed while a contractor has been busy paving it. Wow! What a job!

Of course being on an old railway bed, it is as straight as an arrow, and now after paving it is as smooth as the proverbial baby’s behind!

Although this trail has always been heavily used, being paved makes it a very attractive exercise alternative for those with accessibility issues. If COVID-19 numbers continue to climb, there is a distinct possibility that the Town will have to close the community centre’s walking track again. If this happens, this trail will offer all walkers looking for a smooth surface an excellent walking experience.

This paving project came to completion mainly due to two groups of people. Firstly, a big thank you to those Town staff members who are continually searching

NNP is limited these days with safety protocols in place, and can only offer “grab-and-go” snacks like fruit and granola bars in classrooms. Outside of the school, in the community, NNP runs a grocery gift card program, which makes food available to families in need, based on referrals from teachers and principals.

Sadly, some of Niagara Nutritional Partners’ signature fundraisers have been cancelled due to COVID-19. They are feeling the financial pinch, and looking for community support.

So…a simple request of online teachers in Niagara.

Before you commence your Zoom lessons each morning, ask all the children on your screen how many have had breakfast. A bowl of cereal with milk, or peanut butter on toast with a glass of orange juice. Explain some nutritional basics, and stress the importance of starting the day with quality food in their stomachs. Tell them that junk food doesn’t work the same...it’s okay for an occasional treat, but don’t expect products laced with salt and sugar to provide energy throughout the day.

Convince them that a good breakfast makes a difference.

Because it does. ◆

On Oct. 15, the Legion will restart their seniors dinner programme, which ran in the late spring and early summer of this year. When this programme was ended, the Legion had cooked and delivered some 7,200 meals.

I will end on a sad note this week, having learned of the passing and tragic death of a good friend, Earl Clapp.

Earl owned Niagara Farm Metals, and over the years I had the pleasure of doing business with Earl and purchasing his products for various building projects. It was during these transactions that Earl conveyed to me his love of the open road that could only truly be enjoyed while riding his motorcycle. He once took me into his garage and showed me a map of North America,

tales go on to more or less talk about the acquisition of lands from people who had no concept of land value. The truth is that many Indigenous peoples have different values, not no values.

While many Canadians pride themselves on sensibilities different from their American friends, the history of colonization is shared. When relationships with First Nations people — like my people the Haudenosaunee — were convenient, covenants like the Treaty of Niagara in 1764 were entered into. When they were not convenient, agreements like the Haldimand Proclamation of 1784 were abused.

Perhaps a better story to share around the Thanksgiving table is the story of the wampums and principles that are the foundation of these agreements. Arguably of Canada itself.

The Two Row Wampum — the earliest North American treaty with the settlers — is about respecting the differences between cultures and non interference; this is something early settler protestants would have valued. The covenant chain was about the shared connection between the Indigenous people and the newcomers, and their duty to look out for one another when called.

The One Dish, One Spoon wampum is about sharing the resources from the land.

Like the relationship between early colonizers and Indigenous people, the relationship between Canadians and the land seems only to be a one-way relationship. In Oneida our word for food is tsyunhéhkwas — it sustains us with life. Our tradition teaches us

In Canadian culture things are apparently different. According to the year-long Second Harvest research project last year, Canadians waste a lot of food. Some 35.5 million metric tonnes, or 58% of all food produced in Canada, is wasted. That food waste would fill at least 15 Olympic-sized swimming pools each year. That is nearly $49.5 billion dollars worth of food, or about $5 billion more than the entire Federal Emergency Wage Subsidy for COVID-19 this year.

Maybe it is because Canadians are disconnected from their food. The food system in Canada is the fifth largest food exporter in the world, but it is largely dependent on migrant workers. These people in many cases live in poor housing, don’t work in safe conditions, and in plenty of cases are effectively indentured servants. Is this the system that Canadians want?

I know I have a lot to be thankful for, I think Canadians have a lot to be thankful for too. Canadians have the things that sustain their lives — and then some. They have a system that provides a plentiful bounty.

CAO David Cribbs responded that he thought Town staff had learned what council expected when it came to addressing resident complaints.

“I think it’s been about five months—four to six—since my office has received what I would describe as a complaint or a note of dissatisfaction from any of you with respect to specifically how we’ve been handling complaints from the public,” said Cribbs.

The CAO noted that over the summer, Councillors Wink and Kore received more complaints than usual—presumably relating to concerns over Town trees in Ward 2—and that staff had responded in a timely manner.

“We’ve certainly got our response time down dramatically,” said Cribbs, “and it’s unfortunate that Councillor Kore isn’t here this evening, because I think he could comment on that, but Councillor Wink can.”

Cribbs suggested that investing in new communications technology for seven individuals—the Mayor and six councillors—was unrealistic given the municipality’s relatively small size. He also maintained that over the last several months staff had been diligent in informing councillors when resident complaints were answered and resolved.

“I feel we may have been successful for the past half year or so. It’s been difficult under COVID. Resident complaints, I feel, have

The Voice, October 7, 2020 gone up significantly. I think that’s because a lot more people are at home during the day, for longer periods of time, and I think we’ve made real headway there.”

Nevertheless, Cribbs noted that the priority list was council’s to decide. No other councillors spoke up before the vote was taken to declare the protocol dealt with.

Councillors Stewart, Wink, and Mayor Junkin voted to remove it as a priority. Councillors Olson, Hildebrandt, and Haun voted to keep it. Since tie votes result in a motion failing, the nebulous concern remained on the priority list.

Council reviewed remaining strategic priorities, added others, and re-ranked them given the current pandemic-dominated landscape. The order of importance was clustered, as opposed to a specific order for completion—for example, each of the items 1 through 5, and 6 through 10, and so on, are of equal importance in that group.

In Group 21-25, the term “benefits for councillors” appears, which Councillor Bob Hildebrandt addressed around the 80-minute point in the meeting, but only regarding where to rank it, not what it meant. Asked over the weekend what benefits he had in mind, or how the term was being defined as a strategic priority, Hildebrandt punted to the CAO, despite the item being Hildebrandt's own.

Cribbs responded that staff have interpreted the item as a request to review the approach that the municipality takes regarding the role of its elected officials and how they are compensated.

“Should elected officials be appointed to committees for limited periods of time?” said Cribbs.

“Should they rotate so as to gain broader knowledge, or stay specialized so as to offer and develop expertise? What are the benefits of councillor participation on com-

mittees, and should councillor compensation be adjusted to reflect hours spent on committees, or otherwise?”

Cribbs said that staff would produce a report on these questions, “but likely not until well into next year.”

“Equally important [the list] contains balance between corporate and community priorities, and also reflects the many different aspects of life in Pelham,” said Cribbs.

“For example, there are some clear environmental initiatives, an illumination bylaw, an enforcement policy to address community irritants, and some financial items to hopefully assist with economic recovery.”

Cribbs added that no matter where they live, all residents of Pelham “have some interest in new policy that affects the urban tree canopy and having a new master parking strategy... staff are grateful to have the opportunity to work such items as succession planning, a delegation of authority bylaw and asset management.”

Newly elected Ward 1 Councillor Wayne Olson said that the event was well organized and that a lot of ground was covered in a relatively short period of time.

“It was one of the most efficient strategic planning sessions that I have ever been a part of,” said Olson, who added that getting command of Town debt was his first priority. “[I was] very impressed with the cooperative approach and appreciative of the contributions of staff and council. Committees of council have done some really great work.

There is a strong sense...that complex problems require complex solutions like partnerships. Everybody is realistic and conscious of the financial imperatives, and willing to look at creative low-cost additions to make our town more livable for everyone.”

No other councillor acknowledged the Voice’s request for comment.

“Such items as restructuring the matrix of the MCC, the finalization of a short-term rental bylaw, numerous changes in the financial running of the Town, capped off with the work of the Cannabis Control Committee, will allow this Town to move into the future better prepared,” said Junkin. “I believe we set reachable goals for Town staff to achieve on our behalf.”

Newly paved, Steve Bauer Trail reopens

Mayor Marv Junkin presided over an informal ceremony for the re-opening of the newly paved Steve Bauer Trail last Friday afternoon, held at the parking lot adjacent to the trail on Port Robinson Road.

Thanks went out primarily to the Pelham Active Transportation Committee.

“It was your dedication to this project that got us to the finish line. On behalf of council and Pelham residents, we really do appreciate your efforts,” said Junkin.

The trail is paved from Port Robinson Road to 300 metres south of Timber Creek Crescent.

Bea Clark, who chaired the committee, noted that the refurbished trail is accessible for residents of all ages and abilities.

“We know that people are out and about during the pandemic, walking and cycling

for their physical and mental health. We're just so fortunate to have the resources that we do,” she said.

Director of Public Works Jason Marr received special thanks for his efforts in overseeing the resurfacing and drainage work which was necessary to make the trail more accessible.

The reconstruction was made possible by a $75,000 Ontario Municipal Commuter Cycling (OMCC) grant, a program that funds projects to improve cycling in municipalities. The Town of Pelham also received $21,000 in grant funding from the 2021 Canada Summer Games. After initially being rejected, the trail project was approved by Town Council on July 13, and had to be completed before the end of the year, as per the terms of the OMCC grant.

Peter Piper’s Pubhouse is celebrating three years at its Highway 20 location in Fonthill, and owner Peter Moore is constantly in search of innovations to keep his restaurant top of mind when it comes to local dining spots.

He highlighted three changes recently: a new cityscape decor in the main-floor dining room and lower-level banquet room, a new pizza menu, and a new restaurant manager.

The cityscape theme will be illuminated in the evenings, which will add a new element to the dining experience, said Moore.

The slate of Italian pies, set to launch on Thanksgiving weekend, will include three new high-end specialty pizzas: braised beef pizza (using the same meat from their popular beef on weck), dill pickle pizza, and a Greek salad pizza.

“We're going with a city-style pizza with a wood-fire taste to tie in with the cityscape

décor,” said Moore. “I think they will really enhance our takeout business, as we get hit by the inevitable second wave of the pandemic.”

The pizzas will feature homemade dough and sauce, along with brick (not processed) cheese. All the usual toppings will be available for those diners who prefer to “build their own,” and Moore has retained the sweet sauces which are a hit with the kids’ teams that stop by after games.

Kelly Richardson has been promoted to restaurant manager from long-time server.

“Kelly’s been with us since the very beginning, doing a great job. And she’s big on the community charity angle and volunteerism,” said Moore.

The patio out front is still open as the weather turns cooler, Moore added, “but we’ll have to see how Mother Nature treats us.”

He suggested that pub house hours might be extended until 10 PM, should hungry hoards be clamoring for specialty pizza later in the evening.

A tractor trailer remained parked on the north side of Highway 20 in Fenwick, after its driver was told by police that he could not proceed early Friday morning.

Through a statement, the NRPS said that homicide detectives have reason to believe that Clapp may have interrupted an attempted theft of one of his trailers. Clapp ran his business, Niagara Farm Metal Products, at 1351 Centre St., in Fenwick. Sources tell the Voice that Clapp had already had at least one trailer stolen in the recent past.

Police theorize that Clapp was

struck and dragged by the wouldbe thief's vehicle as it fled north on Centre, then west on Highway 20.

Clapp's body was found on 20 west of Cream St., down the slight grade leading to Balfour St., about 1.5 kilometres from his home.

Voice correspondent Brian Green observed several small, blue evidence cones placed along the length of Centre St. early Friday afternoon. Returning about a half hour later, Green said that the cones had been replaced by numbered tags, and investigators were taking photos. Green, who lives in neighbourhood, added that two officers visited his home to ask

whether he had heard or seen anything unusual the night before. He had not. Residents along Canboro Rd. in Ridgeville also reported police visits.

For much of Friday, police blocked Highway 20 between Centre St. west to Balfour St., leaving one local big rig driver stranded.

"I just live four, five minutes away," said the driver, who was departing at 4:30 AM Friday when police told him that he couldn't proceed. At midday, his rig remained parked along the side of the road near Cream St. A member of the Peninsula Lakes Golf Club greenkeeping staff told

the Voice that at around 11 AM he noticed something covered in white cloth along the side of Highway 20.

A half hour later it was loaded into a grey van near the incident scene.

"It looked too small to be a person," said the staffer, who asked not to be named.

Individuals identified as detectives by an NRPS officer stationed at the intersection of Cream and Highway 20 were seen by the Voice walking door to door at noon.

As is often the case with the NRPS, police did not identify the exact location where Clapp was discovered. However, based on the position of emergency vehicles

and yellow caution tape, the location seemed to be very close to 660 Highway 20 West, where a long driveway led to a residence.

At about 3:45 PM, police announced that they had cleared the area and the roadblocks had been removed.

Detectives are asking anyone who resides in the area that has video footage, or vehicles with dash cams that may have been in the area between the hours of 12 AM to 3 AM on Friday, Oct. 2, to review their video footage and contact the Niagara Regional Police Service at 905-688-4111, dial option 3, ext.

Last chance for local: Pelham Farmers Market wraps on Thursday Considering there's a pandemic on, organizers pleased by season

Fred Arbour is an imposing figure in his high-visibility yellow jacket and protective face mask at the Pelham Farmers Market entrance, brandishing a bottle of hand sanitizer. He used to run a barbeque booth at the market, but in recent years has been the operation’s overseer and manager. Last Thursday, he greeted customers as light rain fell from a grey sky, controlling the numbers who entered and exited the cordoned-off Pelham Town Square in accordance with social distancing directives.

The market, in its 17th season, will conclude this Thursday, October 8. Numbers were down this year, given that popular events that coincided with the market— the Thursday Night Concert Series at Peace Park, and the Pelham Supper Market — were both cancelled due to the pandemic. But those in attendance had not lost their optimism.

Arbour was one such person in sanguine spirits.

“Actually, it's gone fairly well.

We've been quite happy with the turnout. It tailed off a bit near the end of the season, but that’s normal,” he said. “We were averaging around 350 people a night this year, which is about half what

The mood amongst the vendors was buoyant, and Arbour said he had received no complaints.

“People seem to be happy,” he said. “Hopefully the big crowds will be back next year with a full market of vendors, and the concerts and supper market. But at this stage, who really knows how long this virus will go on?”

The results are in from the most extensive poll undertaken to date by the Voice, relating to the recently completed by-election held in Ward 1 to replace the seat left vacant by Councillor Mike Ciolfi’s passing in April.

In our Sept. 23 issue, the week after election day, the Voice asked readers to tell us what mattered most as they considered which candidate to vote for, and which issues were the most important. We also asked for impressions of the current council’s performance, as well as perceptions of the newspaper’s coverage of the campaigns.

A pleasing number of readers, 142, took up the challenge, answering 18 questions. This was just three shy of the highest tracking poll turnout of 145, registered the last week before election day.

(Percentages rounded to nearest whole.)

The results run the gamut from predictable—given the controversies attached to some council members—to surprising. For sure, anyone considering running for office in Pelham—particularly in Ward 1—would do well to heed what poll respondents had to say.

Starting from the top, it’s no surprise that a large majority of voters expect their representative to live in their ward. Regarding lawn signs, more than half say they didn’t affect their vote, yet over nine in ten voters saw those belonging to the eventual winner, Wayne Olson.

Nearly 80% of respondents say that candidate gender is irrelevant, which is what we would hope for in 2020. No single issue was dominant, although nearly a third of respondents said that cannabis grow-ops were among their top two concerns. What’s equally interesting is what was not of concern: Airbnbs and caring for seniors drew zero votes, and revitalizing Fenwick’s commercial strip drew only a single vote. Predictably, increasing cultural diversity and promoting residential development were also rewarded with zeros.

The answers to four questions pertaining to the Voice’s campaign coverage and candidate advertising leave us feeling pretty good.

All respondents had read at least one candidate interview, seven in ten said that Voice coverage helped them choose who to vote for, and 92 percent thought that our coverage was impartial and fair.

(Putting on my business hat, an interesting side note: Dating back at least to the 2018 municipal election, candidates at all levels who did not place campaign advertising in the Voice did not win. A logician would say that Voice ads are therefore necessary, but not sufficient, to win an election. Correlation does not mean causation—plenty of candidates who did advertise in the paper didn’t win. The voters are still the ones deciding!)

A fascinating cautionary result: Door-knocking may do more harm than good.

Nearly half of respondents said that meeting a candidate actually helped them decide not to vote for them. Only 16 percent said that meeting a candidate in person had a positive effect.

(During a pandemic, one can only ask so often to come inside and borrow the phone, one supposes.)

Also mildly surprising was the comprehensive rejection of social media—Facebook, Twitter—as a means to obtain candidate information. This may partly reflect an older demographic in Pelham generally, and in Ward 1 particularly. Bless those smarts, either way.

Finally, on council and the Mayor’s performance and relationship, no real surprises, particularly given what one reader jokingly referred to recently (though he wasn’t smiling) as the “tag team” of Councillors Kore and Haun in seeming to go out of their way to make life difficult for Mayor Junkin. Both councillors placed at the bottom of perceived effectiveness, while Councillors Hildebrandt and Wink placed at the top. A bit over half of respondents thought that Junkin was doing an “excellent” job at the two-year mark in office, while three percent thought he was doing a “terrible” job.

In the most lopsided result, 99% of respondents said they hoped that the newly elected Councillor Olson would work cooperatively with the Mayor, a message that one hopes may yet reach the rest of council.

Several senior members of Town staff along with Mayor Junkin took part in a video-conference meeting of Twelve Mile Creek stakeholders on September 30, with the aim to get consensus on “protecting and restoring the creek and its watershed.”

Planning and Development Director Barb Weins and Public Works Director Jason Marr joined the Mayor for the 90-minute online session, organized by the Niagara Chapter of Trout Unlimited Canada (TUC). Their participation was deemed critical since the source of two of the most significant branches of Twelve Mile Creek are found in Fonthill.

Though invited, no Pelham Town Councillors attended.

In his introductory remarks, Dennis Edell, the president of the chapter, spoke about the significance of Twelve Mile Creek, “the last remaining spring fed cold water stream in Niagara with a population of native Brook Trout.”

The most fragile of the trout species, said Edell, these fish are the best indicator of a healthy watershed. Once populous in the Twelve, they have now retreated to a few pockets of clear, cold water.

“As things are going,” he said, “without help from all of us here today, Brook Trout habitat will continue to degrade and another species will disappear from Niagara.”

The meeting was attended by a broad cross section of staff and politicians from Pelham, Thorold, and St. Catharines, jurisdictions through whose territory Twelve Mile Creek meanders on its way to Lake Ontario.

The Niagara Peninsula Conservation Authority (NPCA) was well represented, as was the Niagara Region, with several senior planners and Pelham’s Regional Councilor, Diana Huson, present along with executive members of the Niagara Chapter of TUC, and CAO of the organization, Silvia D’Amelio,

from Calgary.

Speaker Jack Imhof, an internationally respected expert on stream renewal who has contributed to dozens of restoration projects across Canada, set the scene by emphasizing that the health of our watersheds is integral to the health of our land, and directly impacts human health. Based on his experience, an integrated approach to helping a severely damaged stream is essential— involving landowners, municipal governments, scientists, and NGOs like Trout Unlimited.

A senior planner with the Niagara Region, Shawn Norman, followed with an outline of the Region’s current initiative to develop a comprehensive watershed plan which would include Twelve Mile Creek and eventually become part of the new Niagara Official Plan.

Professor Ian Smith, who both teaches environmental studies at Niagara College and is a professional stream restoration specialist, brought the focus to the local level with a thorough analysis of the current, urgent situation of Upper Twelve Mile Creek, echoing Edell’s words that, “Brook Trout are the best indicator we have of a healthy watershed and their decline is a clear warning sign that the watershed is sick.”

Using research generated by his students and his own monitors, Smith revealed that some thirteen million kilograms (13,000 metric tonnes, or about 1000 large dump trucks) of sediment clog the watershed annually. Much of this, he maintained, is the result of development upstream that increases runoff by, as he put it, “paving paradise to put up a parking lot, to quote Joni Mitchell.”

Smith also pointed to increased water temperatures caused by deforestation, online ponds, maintenance practices such as mowing to the edge of the stream, and global warming.

In one storm, Smith measured 70 centimetres of erosion adjacent to the Pelham Cares building caused by the outflow. He also focused on the issue of Sulphur Springs Road and the damage caused by poor design and overuse of the road, as well as increased flows during storms, leading to catastrophic failure that potentially could cost the Town many hundreds of thousands of dollars.

While development was fingered as the culprit in many of the serious issues facing the stream, the CAO of Trout Unlimited Canada, Silvia D’Amelio, joined the discussion to point out that development and stream preservation can be compatible. She agreed with Jack Imhof in saying that municipalities can and

should insist that developers include measures to limit runoff and mitigate the damage their buildings cause to groundwater, streams, and rivers. If these rules are made clear and efficient, the developers themselves prefer a streamlined, clear, and coherent set of regulations they must follow. The concept of “Low Impact Development Strategies” (LIDS) has been incorporated into the regulatory framework for development in several southern Ontario jurisdictions, including Toronto, Hamilton, Credit Valley, and London.

The NPCA has a major role to play in any attempt to improve and protect Twelve Mile Creek and Geoff Verkade, Senior Manager, Integrated Watershed Planning & Information for the Conservation Authority, outlined the watershed plans that have been developed and updated previously, and suggested these can form the basis for a comprehensive strat-

egy for future protection of the creek. He welcomed the Niagara Chapter TUC initiative in bringing interested parties together and pledged to continue to work as a partner with the Chapter.

During the question period, Mayor Junkin pleaded for action rather than more studies and promised to work with Town staff to investigate issues where they can make improvements, including the outflow from the Highway 20 storm water management pond.

Dennis Edell concluded with his thanks to the more than 40 participants. With such a broad base of significant stakeholders showing interest in the preservation and restoration of the watershed, he said he feels confident that future sessions can lead to real change in the way Twelve Mile Creek is treated. In a follow-up email, he promised, “Our next meeting will be more interactive with discussion about next steps and action items.”

Consigli commits to Canisius

Peyton Consigli didn’t have to look very far to continue to pursue his dream.

The 17-year-old Pelham resident recently committed to Canisius College, in Buffalo, to pitch for the Golden Griffins in 2021.

Consigli, who attends St. Francis High School, in Hamburg, N.Y., and has dual Canadian/American citizenship, feels the Division 1 school is the ideal fit, both on and off the diamond.

“Canisius is a really good athletic and academic school,” he said. “I definitely looked for academic schools and they compete and do well in their conference. All of the post-graduates I talked to had great words about Canisius’ ed-

ucational system. It was a perfect fit. When I toured the campus, I had that athome feeling and I loved it.

It’s close to home but not too close and not too far.”

Consigli, who will major in education, said the Golden Griffiths were consistent in their pursuit.

“I think Canisius from the start was the one. They started contacting me the winter of my sophomore year and ever since then we’ve been kind of focusing just on them,” he said.

FARMER, Joy Winifred With sadness we announce the peaceful passing of Joy on Sat Sept 26th, 2020 in her 89th year. Loving and devoted wife to Charles for 67 years. Cherished mother to Gail (Peter) Higenell and Lee Farmer. Special Nana to Ian Higenell (Maggie Hickey), Valerie Higenell (Sylvain Garcia), Laura Higenell (Phillip Maloney) and Nelson Higenell (Jessica Baumhour) and great granddaughter Daphne Garcia.

She will be fondly remembered by her brother-inlaw Oscar in California and sisters-in-law Marie and Olive in England. Joy and Charles moved from England in the 1950’s with their daughter to raise their family in Toronto. They then spent a few years in Muskoka, retiring in Niagara-on-the-Lake and later moving to Fonthill where Joy enjoyed watching the deer and other wildlife on her daughter’s large country property. As a couple they enjoyed being social, spending time with their many friends in Niagara.

Her family would like to extend a sincere ‘Thank You’ to Dr. Arvinte and the nurses at Hotel Dieu Shaver for their dedicated care of Joy in her final weeks. In keeping with Joy’s wishes, cremation has taken place.

One died by accident falling overboard into frigid water and drowning. Her name was Dorothy Bradford and she was the 23-year-old wife of the expedition’s leader and first governor, William Bradford. Shortly after arriving, in November, a harsh winter set in, killing half their number (about 50).

The next year, the surviving Pilgrims were able to plant crops with the help of friendly natives. In November 1621 (one year after their arrival), they held their first Thanksgiving feast with the native people. They thanked God for their survival in this new land and for His blessings (in spite of their losses and hardships). They ate duck, deer, pig, lobster, clams, squash, berries, fruit and pumpkin (although no pumpkin pies yet and no turkey).

So as you sit down in a few days to your special Thanksgiving meal, remember the Pilgrims who celebrated the first one. And ask yourself two important questions – “What am I thankful for?” and “Who am I thankful to?” Happy Thanksgiving! ◆

Old-Fashioned Caramel Apples Makes 12 12 medium apples 2 cups granulates sugar 1 cup packed light brown sugar 2⁄3 cup light corn syrup 1⁄2 cup butter or margarine 1 cup half-and-half (10%) cream or evaporated milk 1 teaspoon salt 2 teaspoons vanilla extract 2 cups chopped pecans, 11⁄2 cups sweetened flaked coconut or 2 cups crisp rice cereal (optional)

Fall street sweeping began on Monday, Oct. 5.

Residents are asked to be mindful of when they park on the street and avoid doing so when possible. In a statement, the Town said that street sweeping is essential seasonal maintenance, and public safety is a primary concern. This maintenance removes debris from the gutters and

roadsides that would otherwise end up going to the storm drains, causing water pollution, affecting fish or wildlife. It also reduces the chances of flooding — by keeping catch basins and drains clear of debris —and lessens the risk of skids and collisions. Street sweepers will be working throughout the town for approximately the next two weeks.

1. Wash and dry the apples. Remove the stems. Insert a popsicle stick into the stem end of each apple, using a twist-like motion so that the apple will not split.

2. Cover a large countertop area or a large baking sheet with waxed paper.

3. In a large heavy kettle over medium-low heat, bring the granulated and brown sugars, corn syrup, butter, half-and-half and salt to a boil, stirring until the sugars dissolve and the mixture begins to boil. Cook, gently stirring to prevent scorching, to the firm ball stage (246 F). Stir in the vanilla.

4. Remove from the heat. Cool until the mixture thickens slightly. Hold each apple by the wooden skewer and quickly twirl into the caramel, tilting the pan to cover the apple with caramel. Remove the apple from the caramel, allow the excess caramel to drip into the pan and then twirl the apple again to spread the caramel smoothly over the apple. Use a spoon to coat any part of the apple not covered with caramel. If desired, roll the coated apples in the toppings before the caramel sets. Place on the waxed paper until the coating is firm. Store in a cool place.

Until recently, Consigli was also considering pursuing basketball at the next level after playing at the Ontario Basketball Association (OBA) level with the Welland Warriors, St. Catharines Rebels, and UPLAY Canada, where he was selected to play on numerous allstar teams.

Timmins—here I come

I

t’s only a matter of time before Airplane Separation Anxiety becomes a recognized thing.

We’re stressing over when we’ll be able to travel again, speculating which country will have what quarantine requirements when, and whether the airplane we board has its air circulation vents located above our heads (apparently good, as then we’ll be breathing air that’s just been filtered) or at our feet (apparently bad, since who knows what the air will collect as it floats up to our nasal passages).

The glass-half-full folks began the spin early in the pandemic, suggesting that

travelling in Ontario is fun, educational, and offers significant cultural appeal.

“Yours to Discover,” as our license plates beamed—at least until it was “A Place to Grow”— would become a valid travelling mantra.

Yeah right, we replied under our breath.

Let’s see. Should I cycle the canals of Amsterdam, pedal the Ring of Kerry on Ireland’s west coast, or should I box my bike up and fly Bearskin Airlines to Sioux Lookout to visit the Ontario Historic Plaque commemorating Aviation Pioneers next summer?

Will I prefer biking the sunny beach communities of

the Algarve in March 2021, or should I throw the snow shoes and cross-country skis in the van and head to Timmins?

Timmins, here I come.

The oracle has spoken, and I’ve seen the light.

Perhaps the signs were there earlier this year and I missed them, but my travel-Ontario glass was overflowing this week after three more days exploring Ontario’s northeast, and I’m now looking forward to surviving all of 2021 in Ontario if necessary.

Day one was spent riding a hilly 100-kilometre loop which strung together a series of small villages founded in the late 1800s or early 1900s.

Pilgrims

The Pilgrims were a small group of about 100 English Christians (about one-third were children). They left Plymouth, England in September 1620 (exactly 400 years ago) on a hired ship called the “Mayflower.”

With a crew of about 30, they were altogether about 130 people.

The voyage across the Atlantic was rough, taking over two months (66 days to be exact). They arrived in New England at Cape Cod in November. Today this is part of Massachusetts named after an extinct Native American tribe. Appropriately, they called their new settlement “New Plymouth.”

The name “pilgrim” means “a traveler or wanderer, especially in a foreign place.” The apostle Peter used this term to describe believers when he wrote, “Dearly beloved, I beseech you as strangers and pilgrims, abstain from fleshly lusts, which war against the soul.” (1 Peter 2:11 in the King James Version.) A more modern version (NIV) uses the word “exiles” instead of “pilgrims” in this verse.

Purpose

The pilgrims’ reason for making such a hazardous voyage was religious persecution back in England.

the difficult decision to separate from the state church (Anglican or Church of England) which they thought had become too worldly and unbiblical.

In those days, the church and state were closely tied together, so they were seen by most as disloyal. As a result, many had lost their jobs and some had lost their freedom and had been thrown in jail.

So the Pilgrims came to the New World seeking religious freedom and an opportunity to establish a more Christian society.

They sought a better life for themselves and their chil-

dren. Their writings also show they had a desire to spread the Christian message of Christ and salvation to the native peoples. Interestingly, when immigrants to Canada today are asked why they came, they give similar reasons —greater freedom (political and religious), greater opportunity (prosperity) and greater security.

their cars at all. Those nice people slowed down and gave them time and space to cross the road, even though the squirrels’ only purpose seemed to be to get to the other side. The humans on foot even brought them nuts, and our squirrels were living the dream and finally getting the recognition they deserved. But as I drove the short distance to and from school on that fateful day, I saw six of them, not long previously crushed by school buses and other vehicles getting our learners back to school, proving once again that a good education comes at a cost. We pulled up to the curbside pick up spot at Restaurant B, and my husband called in our arrival. The woman on the phone was flustered and put us on hold.

Whoops. Now what are the chances of all those coincidences occurring for the same dinner order? My husband quickly pulled out of our parking spot and we quietly disappeared into the night, arriving a little late at Restaurant A, where I had accidentally placed our order. While we waited for delivery to our car, we were entertained by a guy surrounded by beers and buddies, vomiting into a garbage can nearby—naturally, I took credit for booking dinner and a show, proving once again that when life gives you lemons, even though you ordered lemonade, you should squeeze all the enjoyment you can out of them.

was at the grocery store the other day and was startled at the sight of a long aisle of empty shelves where the toilet paper and paper towels should be. C’mon people! Really? I know things are getting bad in the more populated parts of the province, and while I do take this pandemic seriously, please be sensible. The verb to hoard is an ugly one, both aurally and by definition.

If you went to Costco and bought two packs of 40 rolls of toilet paper, according to my limited math skills, you would have 80 rolls. That’s one roll a day for 80 days! If you’re using half a roll per day, which, depending on the size of your family, may be quite reasonable, those packs will last you 160 days or 5.3 months! And yet, we need more.

I saw a couple (obviously together) at Costco each with a cart containing 80 rolls of toilet paper, adhering to the two-pack per person limit. Together, they had 160 rolls of toilet paper! Maybe they were buying it for a school, or for the country of Lichtenstein—or, like the Kardashians, they needed it to T.P. someone’s mansion, and I shouldn’t judge, but it seemed excessive, even by pandemic standards, proving once again that no job is finished until the paperwork is done.

In conclusion, can we please do our part to beat COVID-19 without beating each other? Continue to support our front-line workers, but also support our students and teachers, shop sensibly, order food with attention to detail, and give squirrels the right of way. Because we’re still all in this together. ◆

gotten used to a pretty predictable menu created by Master Chef Mom. Not having access to good food, prepared well by restaurateurs, lowered the bar significantly in our home, and delicacies like my Sunday night turkey stroganoff was declared “on point” by my panel of Bobby Flay judges.

Now we’re ordering curbside and this has proved to be a new challenge altogether.

First, I’m lured into choosing from the menu because it appears to be an easy thing to do. But then I’m overwhelmed with creating an account and a password, and figuring out how to use my gift card and, hey, why can’t I add a note that I want my sauce on the side? Twenty minutes later and I’m hangry and frustrated. I could have prepared Wednesday night mac and cheese in less time!

Here’s what happened a couple of nights ago, and this could only happen to me, says my patient husband (who has, on one occasion, been sent to the wrong airport due to my organizational deficiency). I went online at Restaurant A to check out the menu. It was fine and had some good salad options, but I wanted to compare it to Restaurant B. After scrolling through several menu sections, I decided on using Restaurant B but couldn't even find a phone number to contact them— they were forcing me to do it online. It was late, it had
