Oh dear God, those talking points.

I voted of course. What would otherwise be the point of enduring a campaign like that, for 40 long days and 40 nights?

Mind you, while not voting would negate my right to complain, it would also remove my fear of being disappointed.

If God wanted us to vote he’d have given us candidates, said Jay Leno.

I didn’t vote as I did last time. Nor as I did the time before. This was a watershed election for me (and it seems for many).

I wanted to change me as well as the government.

It wasn’t just my profound disappointment with the party I helped to elect in 2015. Like many, I soon tired of the righteous flags they presumed to plant on high moral ground not yet scaled.

And the winner is: The paper went to press before the polls closed on Monday, so election analysis next week...About those centrespreads: This week we feature two double-page layouts, both aerial shots of downtown Fenwick, separated by 60-plus years. I’ve wanted to run these for over a year, after having first seen the hand-tinted 1950s shot in the Pelham Historical Society archives last summer. It’s undated, but surely an eagle-eyed reader or two can narrow it down to the right year. The challenge was getting a comparable modern shot in the right season, i.e., summer. Earlier this year we’d hoped to get the Hoo-Ahh MacGuire family team of drone operators to take to the sky, only to find out that they’d sold their old equipment and were waiting on new gear.

Enter Louis Albanese, Fonthill’s own 21st century Ansel Adams, who has a drone of his own. But a new roadblock was in the way—an exclusion zone related to the Welland Airport.

It turns out that drones know where they aren’t supposed to fly. Fenwick is actually outside the airport’s restricted area, but Albanese’s drone stubbornly refused to take to the air for a couple of weeks. Long story short, just as autumn colours threatened to scuttle the summer-to-summer comparison, success! The most striking difference over the decades is something echoed by nursery operator Louis Damm this week, in his letter starting on page 5, namely the loss of farms and farmland. Where there were fields in the 1950s, we now see trees, and below those trees are houses in housing developments. Thanks again to the Historical Society’s Carolyn Botari, and Louis Albanese’s persistence, to get this done...

Speaking of history: the Society’s Rosemary Chambers advises that we have two more weeks to see their current display of Rory Alsop's one-of-a-kind “Organic Folk Art,” at the Maple Acre branch of the library...Other events upcoming: There are two equally interesting-sounding presentations on the horizon—next Tuesday evening at the Pelham Library, a talk on the British Indian Department in Canada (ad, p. 6); and this coming Saturday, at Lookout Ridge Retirement Community, “Booze, Bars, Bootleggers, and Blind Pigs,” the story of Prohibition in Canada (ad p. 4). A blind pig, you ask? Attend to find out!...Afterward, ham: Finish Saturday off with a fine dinner, courtesy of North Pelham Hall (ad p. 16). Do any two words fit together better than “scalloped” and “potatoes”?...

Then music: Celebrate Peter Piper's second birthday this weekend as well (ad, p. 7), with quite a roster of performers ready to entertain, plus a good excuse to get an early start on Halloween costumes...On the flip side: Combinations of words that get the blood boiling are “cable company” and “satellite provider.” After a neighbour installed an HDTV antenna tower awhile back, I’ve wanted to do a story on ways to break free of the monopoly on premium TV. Pelham seeks climate survey input NRPS impaired Town offers chance at $300 prize in exchange for driving charges resident opinion on adapting to climate change

BY VOICE STAFF The Town of Pelham, collaborating with Niagara Adapts, is looking for input on their climate vulnerability assessment. Filling out a survey could net you $300.

Currently, all municipalities involved with Niagara Adapts —Pelham, St. Catharines, Welland, Niagara-on-the-Lake, Niagara Falls, Grimsby, and Lincoln—are in the process of conducting their vulnerability assessments. These assessments are crucial for developing robust climate solutions in a climate adaptation plan.

Defined by the International Council on Local Environmental Initiatives (ICLEI), vulnerability is a function of both the sensitivity and the adaptive capacity of a given sector, and understanding how such factors are influenced by impacts posed by climate change will help key decision makers identify the best-fit climate solutions accordingly.

Deanna Allen, climate change coordinator for the Town of Pelham, is encouraging everyone to fill out the short (about 10-minute) survey. The goal is to collect 100 per municipality.

“I believe the survey is a wonderful opportunity for Pelham residents to really get involved with the

Town’s procedures,” said Allen. “When we seek resident feedback on a variety of topics with opportunities like this survey, we can really hear the voices of concern.

On top of that, I strongly encourage residents to contact me personally should they wish to give any further input to the plan.”

The survey allows Niagara Adapts and partnering municipalities an ability to collect important data that could end up saving significant money in the near future. Getting in on the ground floor was an important step.

“In my personal opinion, I believe that the Town is taking a proactive approach when dealing with climate change,” said Allen. Studies have shown that costs associated with climate change in Canada could spike from $5 billion to $21-$43 billion per year by 2050.”

From a local perspective, the data derived from the assessment helps municipalities identify the susceptibility of a given service, asset and/or building from impacts of climate change. Protecting and preserving environmental assets is a priority in Pelham Town Council’s strategic plan, according to a Town statement.

Once complete, the results from the survey are intended to contribute to the improvement of the Town’s un-

derstanding of vulnerability by enhancing its capacity to adapt to change. Comprised of three components—adap-

“My role as the Climate Change Coordinator is to develop and implement a Corporate Climate Change Adaptation Plan for the Town,” said Allen. “I honestly believe that the quality of the plan is determined by both staff and resident input, alongside scientific expertise from our local university. The more information provided, the stronger the analysis will be and our solutions to such impacts will be the best fit.”

BY VOICE STAFF As questions continue to mount regarding an email that Pelham Mayor Dave Augustyn quietly sent to a District School Board of Niagara trustee last summer, Augustyn has agreed to address the issue at a public meeting scheduled for this evening, Wednesday, Feb. 8, in Fenwick.

HEN I WAS young, my father and I would go for long drives along the rural routes of Pelham. We’d blast George Thurgood and roll down the windows because we loved the smell of the breeze, the sensation of crisp Niagara wind beating our cheeks and tangling our hair against our summer-kissed skin.

My father was not a sentimental man. He worked in factories and had a Gordon Lightfoot mustache and never shed tears over injuries.

Yet something about the Pelham landscape, the hilly backdrop to his childhood and the childhoods of our ancestors, drew him in. He’d stop by a farm or a gathering of woods and, surrendering his manly veneer, tell me a story about the town.

This place is precious. This is the earth that granted us life. Here is the place where we happened upon love or here is a site of devastation.

On one particular drive sometime in the late ‘90s we stopped at a tree with a plaque.

“This tree looks dead,” I said to my father.

“It sure is getting there, Julie.”

A construction error was discovered following the opening of a traffic calming chicane on Haist Street north of Hwy 20 last Monday that prevented large vehicles from passing through.

One resident living in the neighbourhood said he contacted the Town after seeing a small schoolbus get stuck as it tried to get through the new traffic calming measure. Later that day while driving behind a cement truck, he said that he became concerned for the public’s safety when the truck had to turn around because it couldn’t get through.

Petition-inspired changes coming to 2017 Summerfest

Representatives from the Pelham Summerfest committee Candy Ashbee and Bill Gibson presented council with a final report on the 2016 Summerfest at the Council meeting on Monday, Nov. 21.

Prompted by a story in the Voice in August about a merchant petition to move Summerfest from Pelham Street, in September Town staff met with various stakeholders to hear their complaints, promising at the time that changes in the way Summerfest was mounted would be con-

sidered.

The main concerns identified during the community engagement process were security, parking, ensuring customer can access all businesses in town, and liability for damages. How to get all Pelham Street businesses to participate and finding ways to make it beneficial for them to set up a booth were also determined to be of high priority for the committee as they plan for next year’s event.

Gibson told Council that the committee is addressing these concerns in a variety of ways. To improve parking, they intend to create bet-

ter signage for out-of-town visitors to designated parking areas and shuttle services. To make participation in Summerfest more enticing to local businesses, they plan to implement a tiered-charge for booths. Under the new system, Pelham Street business owners will be charged the least, other local businesses will pay a slightly higher fee, and vendors from outside Pelham will pay the most. In response to more specific issues for individual businesses, they will also slightly alter the footprint of the event and make adjustments to security.

Another way the committee plans

to improve the 2017 Summerfest is by sponsoring and working with the organizers of the Thursday Night Bandshell Concert series to select the artist performing on the first night of Summefest. They also intend to make more use of the smartphone app they launched in 2016.

"We are really going to push it this year," Ashbee said.

“It really helps to get people to see what events there are so they can plan out where they are going.

FTER LUNCH ON Saturday, Mum and Dad had my afternoon cut out for me. Mum had more brass than anyone I knew, and it had to be cleaned. In addition there was the set of silver fish-knives and forks which were never used, but which had to be cleaned and put back in their velvetlined box.

Next was a walk to the newsagents to pay for the daily delivery of the Daily Mirror. As I said, Dad was a printer, but when he was 37 he had been rejected for a job, as being too old, by the printers of the Beano.

For that reason, my favourite comic was not allowed in the house, but while I was paying the papers, the newsagent let me have a 'shoofty' at the Beano. I'd explained my predicament and he understood completely.

Sundays were different again. Dad would play golf on summer mornings and billiards in winter. Then he'd stop for a 'refresher' at the local and would pick up the prawns, cockles, winkles or whelks we'd be having for tea later. Meanwhile, Mum was roasting the 'joint' and potatoes. As part of the annual Apple Day campaign, Scouting youth of all ages will be trading apples for donations.

The yearly fundraising drive is an important way for young Scouts to connect with the communities they are serving, says Leah Marie of Scouts Canada.

BY VOICE STAFF The District School Board of Niagara is requesting that the Town of Pelham cede a portion of Cherry Ridge Park for use as a soccer field to serve the students of the new Wellington Heights Public School, formerly the E. W. Farr Memorial Public School, in Fenwick.

Currently under renovation and expansion, the new school will combine students and staff from the previous school and Pelham Centre, where classes are being held while construction continues.

Two letters, containing virtually identical text but signed by different authorities, were sent last week to nearby residents of the park, as well as to parents of Pelham Centre students.

“The DSBN is currently building onto Wellington Heights Public School on Alsop Drive,” states the letter. “The size of the school's addition means the existing small soccer field will be eliminated.

Over the air Thinking about cutting the Big Cable cord? It's back to the future with TV antennas

Sick of paying high cable or satellite bills? Do you miss a simpler time when Irv Weinstein and Commander Tom Jolls beamed television into your wood-framed, radiation- emitting TV set the size of a chest freezer? We can’t help you with the latter, but with cord-cutting becoming more and more commonplace, over-the-air antenna television is making a comeback.

Some personal disclosure: When I first moved to Fonthill as a child with my folks, my father refused to pay for cable for several years. His logic was that being on a high point of land, an antenna—in those days, still complete with “rabbit ears” —would pick up stations from the sides of both lakes, in Toronto and Buffalo.

He was right—even if one unintended consequence was fandom of the Buffalo Bills—and some 30 years later, the logistics are still correct.

“Those living in Niagara have a unique situation,” says Tyler Thomas, oper-

ations manager at Thomas TV, in Welland. “We live within 75 kilometres of TV broadcast towers in Canada and the U.S. Atop the CN Tower, antennas beam out free over-the-air signals from all Canadian networks—CBC, CTV, and Global. And from high-power antennas in the Buffalo area, the U.S. networks— NBC, CBS, ABC, FOX and PBS, plus many substations and independent channels.”

Some significant aspects have changed over the years, however. In 2009, the U.S. Federal Communications Commission mandated over-the-air broadcast TV stations switch from analog to digital. Two years later, Canadian regulators did the same. Since then, the higher-quality digital signals—combined with HD and advances in antenna technology—have made over-the-air TV more relevant than any time since before the dawn of cable

UR SOCIETY faces many challenges on a day-today basis if we are to fulfill the claim to be a truly “caring” society. Theoretically, all people who make up our society are to be treated as equals. However and regrettably, there are instances where there are sectors of our population where needs far outstrip the capacity of our society to adequately provide the services to ameliorate those needs.

Those sectors range from the newly born to those in their senior years.

As an example of one of these unresolved challenges, to be explored here, is the care and comfort for our seniors. It is a widely known demographic that the senior population (55-plus) has experienced greater growth than any other sector. Experts predict that this trend is to continue. These seniors were the very foundation of our communities, and diligently built the infrastructure, necessities, and securities that we all enjoy today. Accordingly, we owe them a great deal and should oblige them their due.

While this increase in the proportion of seniors is a widespread development, the issue is a primary concern as it applies to the residents of the Welland–Pelham area.

There are 32 Long-Term Care (LTCs) homes across the Niagara Region (pop.

447,900) with the capacity of caring for just over 3,000 residents. That’s the good news. Some other Regions may be less accommodating for the senior populations within their boundaries.

In the Welland-Pelham area (combined pop.

69,403), as of this writing there are two Regional Long-Term Care facilities located within the boundaries of those two communities. Both the Douglas H. Rapelje Lodge, and the Woodlands of Sunset, are exemplary homes for the aged and the envy of other Regions across the country. We don’t intend here to minimize the services of the 30 other much valued LTC facilities in the Niagara Region, as they too admirably strive to serve the needs of seniors within their catchment areas and face many of the same challenges.

The LTCs in the Welland-Pelham area have the capacity of 239 beds between the two facilities.

And, on any given day since opening their doors, they are filled to capacity. The demand for accommodations far outstrips the supply. According to the former Hamilton Niagara Haldimand Local Health Integration Network website as of April 30, 2019, there were 313 seniors on the wait list for Rapelje Lodge, and 415 on the same list for Woodlands of Sunset. Both facilities report that on average about three beds become available each month. And so, the severity of the problem, the crucial timing of an application, and the length of wait time is made evident.

A cursory examination of these numbers suggests that as a society we are not sufficiently obliging the sector of our population that, in the past, contributed to making our communities the places we live in and enjoy today.

Correcting that deficiency should be one of our primary social obligations if we are to be a caring society. Will your elected representatives commit to that priority? ♦

Letters At last week's buffet, not all dishes were to taste The October 16 issue of the Voice was a very interesting read. Pastor Weatherby may not have it right regarding dogs. He writes, "a dog's basic attitude towards its master is this: ‘you pet me, you feed me, you shelter me, you love me. I must be God.’” In the informative/puppy years of any dog, the master role is shared equally between man/ woman and dog in my opinion. If one spells dog backwards it is plain to see who is God. In terms of the election it is sad to see the Voice candidate survey pander to the social conservative side— e.g., abortion and LGBTQ rights. MP Dean Allison was hypocritical and followed party-lines by rating

New Indigenous initiative, specialist programs

HE DISTRICT SCHOOL BOARD of Niagara's board meeting on September 24 began with a meaningful sequence of presentations, signings, board motions and votes further committing the DSBN to our work as a leader in Indigenous education in the Niagara Region and across the province.

To open the meeting, Indigenous artist Raymond Skye spoke passionately about his inspiration to create his artwork entitled, The Great Peace, and what it represents to him and the Indigenous peoples. The Great Peace will be permanently installed in the St. Catharines room upstairs in the education centre.

The DSBN is the founding partner of

the Landscape of Nations 360 initiative, in collaboration with the Woodland Cultural Centre, in developing the document, “Ten Essential Understandings About Indigenous Peoples.”

At the board meeting, a memorandum of understanding (MOU) was signed between the DSBN and Landscape of Nations 360, cementing the partnership intended to explore, design and provide educators with curriculum enhancements for classrooms that will help bring clarity to the perspective of the Indigenous peoples’ history.

Along with these important agenda items, our student trustees put forth a motion to the board by the Student Trustee Senate to “approve the addi-

tion of an Indigenous Student Trustee.” This position ensures Indigenous perspective, culture and voice are present at the board. This position also provides Indigenous youth a leadership opportunity to support Indigenous learning and community partnership.

The board vote was unanimous in favour of the motion.

Nine new Specialist High Skills Majors programs have been approved by the Ministry of Education. These are in manufacturing, agriculture, food processing, sports, transportation, and integrated communication and technology. This brings the total number of Specialty High Skills Majors programs offered by the DSBN to 63, with enrollment of 1400 students in the courses. ♦

I am very interested in the support both nationally and provincially for the production of medical marijuana. We will never find out if this is a good or bad thing if we bury our heads in the sand.

In fact, we received grumbling about various questions from some Niagara West candidates on the right—and no grumbling from those on the left.

As for whether incumbent MP Dean Allison answered "truthfully," we left it to readers to decide. Technically, of course, it is possible to agree that universal dental care is a desirable thing, yet at the same time argue that it is unaffordable, which was essentially Allison's position. Yes, his answers on this and abortion were seemingly inconsistent, perhaps those of a candidate seeking to play both sides of the game. One can understandably be disappointed by such tactics. As of this writing, it's unknown whether Allison succeeded, once again, in fending off his challengers.

I am writing this letter in response to Regional Councillor Diana Huson’s commentary on issues addressing cannabis at the Regional level ["In face of local chaos, a concerted effort to address cannabis issues Regionally," Commentary, Oct. 16, p. 5].

The problem we have had with local governments, at both the Regional and the municipal levels, is that they

come to deal with the issues too late. This reaction results in oversteering towards unreasonable solutions based on poor understanding of the problem to begin with.

Ms. Huson comes to the table with a reaction to reactions which is even worse.

Unfortunately, Ms. Huson in targeting cannabis as a problem while, at the same time, pulling in the whole greenhouse and nursery industry as contributors to the problems.

Appreciates diligence of staff in Town park maintenance Being parents of two little boys means we’re at the local parks in Fonthill on a daily basis, sometimes twice a day! At least once per week, we see the Town of Pelham employees at the parks, cleaning out the garbage bins, cutting the grass, or cleaning the play structures. We know the employees to see them, because we see them so often, and they always wave at our little boys, who are very curious about their trucks or their tools. In our opinion, the parks are almost always pristine. In the past six months, we’ve had to call the Town’s after-hours line twice on a Saturday, on two separate occasions, to ask that someone be sent out to clean up broken alcohol bottles and one time, vomit down the slide (good thing we saw it before we went down!), and, within the hour, we received a phone call back from

Paul, who we believe works for the Town of Pelham, apologizing for the mess and reporting that he was on his way to clean up. He then reported back to us to let us know the park was ready to be used, again.

I’m not sure the service gets better than this! Thanks, Paul! We couldn’t be happier with the sweet little parks in Fonthill, and the memories we’ve made in them. Aside from being fun and letting two little guys get their wiggles out, they’re clean and very well-taken care of. This means the world to us. We’ve noticed that the Town has taken a few hits with regards to maintenance, lately, which is unfortunate, so we thought we would write in to let them know how much we appreciate them. Keep up the good work!

Welcomes new landscaping around the Bandshell Where to begin?

It seems the Town of Pelham is doing something right these days. Our municipal government realizes how unsafe the Town Square park is. Next June, when the band concerts return, Peace Park will be a much safer place to watch the evening performances. I sit towards the back of the park, where there is a slope which, at times, is very uncomfortable to sit and enjoy the music. Peace Park is known to have people leave their lawn chairs out early Thursday morning. By the time the concerts start, there are no good level spots left for me to place my lawn chair. Next summer, I hope there will

be no uneven spots in the ground to place your chairs, and everyone can enjoy the weekly concert series without incident.

The Town clearly worries about potential lawsuits.

Construction is expected to be completed in the middle of November. Hopefully, the weather cooperates in getting the task done on time. October is usually a guarantee of mild or cool damp weather. The month of November can bring the first snowfall. Depending on how much snow falls could alter the contractor’s plans for completion. It would be nice to not have to continue this project into December.

Christmas in Pelham is

an event in early December that is set up near the park.

I enjoy coming to the town arches to celebrate the holiday season and watch the ice sculpture demonstrations.

It would be a bonus to have our town square full of more trees near the band shell along with the landscaping work to be completed on this occasion.

In conclusion, how many of you feel that the Town of Pelham is showing concern for our safety? I for one feel that they are addressing this issue by hiring a contractor to complete much needed reshaping work to fix uneven gradients.

On Wednesday, October 2, Mayor Marvin Junkin presented the Duke of Edinburgh Bronze Standard Award to Warrant Officer Michael Dyson, an army cadet at the Fonthill Legion.

According to the Duke of Edinburgh’s website, “The Duke of Edinburgh’s International Award is an internationally recognized program for young people, building their skills to equip them for life and work.

The Award can play a critical role in their development.”

Dyson’s current position is platoon commander and he has been a part of cadets for four years.

Beginning last June, Dyson worked towards completing four sections of activities to achieve this award. These included community service, skill development, physical recreation and an adventurous journey.

The award acknowledges that Dyson completed personal challenges to increase his growth and to serve his community.

Time to winterize the greens. It's been a slice.

OR THE LAST COLUMN of my first year back in circulation I’m going to reprise an effort from the fall of 2009. Many of you know my son Samuel from his local exploits in junior golf in this area and then later through the pages of this newspaper. He has now moved on to continue his education, and rarely if ever plays golf anymore. Some who ask about him and golf seem disappointed or think I must be upset he is no longer playing, but not at all. He learned many lessons from the game and they have and will stay with him whether he comes back to it or not. I’m quite certain if you had told Samuel that ten years down the road golf would no longer be a part of his life he would have strenuously disagreed. Funny how life is sometimes. It has been interesting to be back in print this past season. Thank you for your support and perhaps we will start anew in the spring.

I’ve talked about my son Samuel’s journey through the game of golf over the years and if you read the local golf publications back then you were aware that he did well on the tournament scene. It’s odd because a lot of people have come up and congratulated me on his success, but the success was not the most important thing he gained from the experience.

I was advised by some people to move Samuel up from bantam golf to juvenile or junior, where he would be playing against kids up to five years older and twice his size.

I disagreed. I felt he could learn more playing against his peers— to perform when almost everyone including yourself thinks you’re going to win, to deal with the pressure of being expected to win and still do it, to deal with expecting to win and losing.

At the Ontario Bantam Championships, he was hoping for a top 20 after playing very poorly there the previous year. He ended up tied for second after the first day. He played well again on day two and

stayed tied second, two strokes behind the winner. Learned a lot those two days. Samuel also had to deal with some other issues on the local tour that could have made him very bitter and frustrated, but he dealt with them and grew up a little in the process.

When you act like a jerk or have trouble counting past five when calculating your score, word will spread

The biggest lesson of all however came while caddying in the Canadian Tour Championship at St. Catharines Golf Club.

Caddies were assigned to players via a random draw. Samuel got a guy from British Columbia, who sounded friendly and laid-back over the phone. Once play got under way the switch was flipped.

Miserable man. Samuel learned some words even his mom has never used, and she grew up near the docks in Kingsville. His player was flinging clubs and was basically an all around jackass.

The beauty of this situation was that no other than Sam-the-Man himself has been known to be a ground-whacking, on-the-vergeof-swearing, jackass-to-playwith when things aren’t going well. He was searching for perfection in an imperfect game. Seeing this act in someone else and how it hurt his own cause was priceless.

Interestingly, as Samuel stayed around for the weekend and talked to some of the other players while volunteering in other capacities— his man didn’t make the cut—they gave him their condolences when

Bantam Tour organizer Jim Briggs and I heavily emphasized respect for yourself, those you play with, and the course, when talking to young players. When you act like a jerk or have trouble counting past five when calculating your score, word will spread.

It is very easy to get labeled a miserable son of a gun or a cheater, and very hard to erase once earned.

By contrast, while watching Sunday’s final round, a gentleman from the group Samuel had helped score for on Saturday had just three putted for bogey on hole number eight and likely wasn’t in

a very chipper state of mind. Yet as the cart ferried him up the hill he yelled out, “Hi Sam. How you doing?” even though his body language was saying he might rather be doing something other than play golf at this particular moment. That simple gesture helped Samuel understand how you treat people, regardless of how you are playing or where you stand in life in general.

The player Samuel caddied for had played tour golf for many years in Canada and round the world and had a wealth of knowledge he could have passed along to a hopeful young player. He chose to wallow in his misery instead.

Finishing second in Ontario, or winning tournaments at the local level and 89 cents, will get you a donut at Tim Hortons and not much more. Learning to carry yourself with dignity and respecting the feelings of those around you will provide lifelong rewards.

By Junkin's estimate, some 200 attendees were on hand Saturday evening —including members of the previous as well as current Town Council—as live and silent auctions aimed to help cover the cost of resurrecting a new and improved version of the arches.

Some $4,000 was raised through the silent auction and a donation jar alone.

Fonthill Rotary and the Pelham Summerfest Committee have pledged a combined $56,000 toward the effort. Naming rights to individual arches have sold quickly, according to Frank Adamson, who says that just under half of the arches are still available, at $2000 per side.

Junkin's winning bid for the painting was $650.

"I may not be able to heat the house this winter," he joked.

For now, the painting is destined to hang in Junkin's office at Town Hall.

Organizers are aiming for an official, grand-reopening of the new arches on Canada Day 2020.

Mayors' MOU on joint purchasing

BY VOICE STAFF The mayors of Welland, Thorold, Pelham, Port Colborne and Wainfleet all have signed a Memorandum of Understanding (MOU) to work together on joint purchasing and procurement and shared services initiatives.

Municipalities, as public sector corporations, purchase a lot of goods and services every year such as vehicles, equipment, road salt, paper towels, photocopy paper, toner cartridges and computers.

In a joint statement release last Friday, Mayors Frank Campion, Terry Ugulini, Marvin Junkin, Bill Steele, and Kevin Gibson said that it made sense for their municipalities to work collaboratively in order to take advantage of bulk pricing opportunities.

“We will explore joint Requests for Proposals (RFP’s) for a variety of contracts such as road reconstruction, sidewalk repairs, office supplies, etc. In doing

The mayors also asserted that sharing services among municipalities would also see cost-saving benefits.

“Service capacity and demand varies from municipality to municipality.

Lower demand for services in some municipalities may not justify full-time staff to provide the service while other may have staff capacity and expertise to share.

Sharing services is both efficient and cost saving.”

Welland, Thorold, Pelham, Port Colborne and Wainfleet are all members of the Niagara Public Purchasing Committee (NPPC), which is comprised of government, education, and health organizations from across the Niagara Region.

The objective of this co-operative purchasing program is to derive the maximum value from each dollar spent, through cooperation and inviting quotations or tenders on selected

commodities and services.

The MOU will be presented to participating municipal councils for final ratification.

“If council does in fact ratify this agreement,” Mayor Marvin Junkin told the Voice, “it is anticipated that the Town will realize significant savings in such areas as road salt, sidewalk repairs, and road ditching, to name but a few. This is exactly the kind of initiative that the provincial government is looking for from our municipalities.”

However, when the new interstate highway was built in 1955, his restaurant was bypassed and business dried up. At the age of 65, Sanders was broke. But he had 3 things— a Social Security cheque of $105 a month, a recipe for fried chicken, and a vision he refused to give up on.

So, in 1955, Sanders started travelling the country promoting a new franchise idea to restaurant owners.

For four cents a chicken, they could use his secret recipe as well as his name and image for promotion.

The first franchise restaurant opened in 1952 in Salt Lake City, Utah.

The idea caught on and franchises spread across the country, successfully challenging the hamburger dominance. In the mid1960s, KFC became one of the first American fast food chains to expand overseas.

Sanders saw his restaurants flourish for 12 years before he sold his business interests in 1964 for $2 million.

He was 73, financially secure, but still searching.

In 1967 at the age of 77, Sanders became a Christian, and was baptized in the Jordan River during a trip to Israel. After spending most of his life making his fortune, he now spent the last 13 years giving it away. At the end of his life he would say, “I always figured there is no use being the richest man in the cemetery. You cannot operate from there. People don’t know that I gave most of my money away… My prayers have always been of thankfulness. God has been so good to me…”

OBITUARY

JOHANNES WILHELMUS VAN TEUNENBOEK, October 18, 1918 August 17, 2019 It is with profound sadness that we announce the passing of John W. van Teunenbroek on August 17th, in his 101 year after a brief illness. He will be greatly missed by his children: John (and Debra of Innisfil), Heather (of Ancaster), Jacqueline (and Eugene of Mississauga), Monique (and Mark) of White Rock, and Michele (and Barry of Vancouver).

With a legacy of nine grandchildren and six g r e a t- g r a n d c h i l d r e n , family in Holland and many friends, John will be remembered as a kind and caring man. Now in heaven with Rita, his wife of 47 years and his grandchild, Alhastar and great-grandchild, William.

Friends and family are invited to attend a mass to be held at St. Ann’s Church on 834 Canboro Road in Fenwick on Saturday, October 26th at 10:30 am, with internment to follow at Fonthill Cemetery.

A Celebration of Life and luncheon to follow at Old Pelham Town Hall, 491 Canboro Road in Fenwick at 12:30. Many thanks to the doctors and staff at the Credit Valley Hospital. In lieu of flowers, donations to the Princess Margaret or Sick Kids Hospital would be greatly appreciated.

“I never planned on the Olympics or had any dreams or aspirations to go there but if I keep winning these tournaments, I will see where it takes me,” the St. Francis graduate said.

He would love to be in Tokyo next year wearing a Team Canada singlet.

“That would just be unreal.”

To win the Silver Gloves title, Hughes beat Marlon Pacheco of Huf Boxing Club 5-0; recorded a 5-0 victory against Mason Galvao from the Bay Area Boxing Club; fought to a 4-1 decision over Taverio Stewart from Bramalea; and, in the final, notching a 5-0 win over Abdul Jouda from the Warriors Boxing Club “I had seen [Jouda] a lot fighting on other shows, but it was my first time fighting him,” Hughes said.

“I don't think it was close. I won a unanimous decision and he was coming up short on a lot of his shots and I was just picking him off.”

Hughes was confident going into the tournament because he knew everyone in the division.

“I had either seen them fight or fought them all, and I knew it was going to boil down to the four guys who ended up in the semifinals,”

When Chris Johnstone received a call on his cellphone last week and looked at who was on the other end, he knew something was up.

Calling was Pelham Panthers owner Tim Toffolo, and Johnstone correctly figured he wasn’t reaching out to discuss the weather.

The Panthers and Mark Barrick had just mutually parted ways and Toffolo was inquiring if Johnstone would be interested in taking over as head coach.

“When Tim called, it breathed so much life into me because of where this program is headed and this [arena] rivals OHL buildings,” said Johnstone, who last coached at the junior B level with the St. Catharines Falcons two years ago. “For me to come back, it’s arguably one of the best situations for me.”

Johnstone was ready to take over, but he had one caveat — he wanted to bring along his son, Carson, who was in his first season as an assistant with the Fort Erie Meteors.

“It was a no-brainer. The only problem I had was if I was going be able to get [Carson] out of Fort Erie or not,” Johnstone said.

Johnstone told Toffolo to sit tight for an hour while he talked to Carson — it ended up being a three-hour wait — before the details were worked out.

Carson, who played for his dad with the Meteors, admitted it took some soul searching before making the decision to join his father.

“It was really bittersweet,” he said. “The biggest problem was an ethical and moral dilemma kind of thing versus an emotional thing of what I wanted to do.

“Obviously, who doesn’t want to coach with their dad? Not too many guys get that opportunity. When my dad called me, my initial thought was how to make this happen. The other side was, I can’t leave these kids. I’ve made relationships and made a commitment, but at the same time, I have more opportunity here.”

Chris Johnstone said he couldn’t envision taking the job without Carson.

“When this came up, for argument’s sake, I wanted to snatch my son back,” he said candidly. “It’s on me. I made the call. He was nervous about it. He was committed to Fort Erie and the organization.

“He’s a Fort Erie guy, he had great years there, so that was a tough one, but I was selfish. I wanted my son. He wavered at first and I know I put him in an uncomfortable spot.”

Toffolo, too, was excited the get both father and son.

the domain of cable sports networks such as TSN and Sportsnet — mainly because those channels are also owned by the teams’ media conglomerate owners in Bell and Rogers. As a result, those networks are not available via antenna. (It should be noted that Rogers also owns Canadian national NHL TV rights, but airs many games on traditional broadcast stations such as CBC Toronto’s channel 5 and CityTV).

Premium movie and episodic drama channels, such as HBO, are similarly unavailable.

“Unfortunately, cable-only channels are not licensed to broadcast over the air,” Thomas said. “So no ESPN, Food Network or National Geographic and the like.”

Also not in the cards is the ability to time-shift, or record live programs and watch them later, which is arguably the strongest reason to continue to pay through the nose for cable or satellite TV. So in other words, making the switch makes more sense if you’re not a die-

hard fan of multiple sports or certain niche programming, and can watch your shows live.

For around a hundred dollars, one can purchase a quite inconspicuous antenna You can, however, supplement what you get via the antenna with streaming services such as Netflix, Amazon Prime, and a host of other, smaller content providers through devices such as Apple TV—a small decoding box, in effect. Just connect these devices to your TV with an HDMI cable, while attaching the antenna through either another HDMI port or coaxial jack.

There are two types of digital antennas: The simplest devices can sit on or near your TV and retail anywhere from $20 on up. These

depend on your home already being at a relatively high elevation. Digital signals travel by line-of-sight, meaning if you live at the bottom of Effingham, well, you’re Effinghammed. Anywhere along the top of Escarpment, or not far from Highway 20, on the other hand, is likely to net far more channels.

For more powerful antennas that capture more channels and provide the most optimum signal, Thomas recommends an outdoor tower antenna, which he says requires fairly minimal installation.

“The hardware needed is very inexpensive when compared to the endless monthly cable charges,” he says. “For around a hundred dollars one can purchase a quite inconspicuous antenna that has an amplifier built in to increase its range that will pick up at least 20 channels. If you are a DIY person you can put this in the attic or on a satellite J-arm or some other mount, and run a wire to your TV. For a few hundred more dollars you can have a professional installer do this for you—40 to 50 stations are available

in the central Niagara Peninsula with a larger antenna assembly that runs around $400. Installation is a little more involved, you may even want to mount this on a tower for $600 more, still less than one year's cable bill for most.”

Thomas says if you want a top-notch outdoor assembly, ask yourself these questions first: What programs are you most interested in receiving? Do they originate from locations in Canada and/or the U.S.?

Are there any obstacles such as large buildings or hills that would restrict the signal from reaching you?

How will you physically mount an antenna on your home? Perhaps on the roof, on the chimney, on a tower or even inside your attic.

A visitor to Thomas TV’s showroom finds an array of antenna choices, with two or three in particular that Tyler Thomas says are particularly suited to the local terrain—though maybe not the depths of Effingham.

The bottom line: There are ways to escape Big Cable’s monopoly.

Headquartered in Louisville, Kentucky, KFC has grown to become the world's second-largest restaurant chain (after McDonald's) with over 22,000 outlets in 136 countries as of last year.

The first KFC in Canada was opened in Saskatoon in 1955.

In China, the brand is known as “Yum China,” and it’s the country’s biggest restaurant franchise.

This year it even opened 50 restaurants in exotic Finland. (I couldn’t resist. My wife is from Finland). Annual revenue worldwide for the chain in 2013 was $23 billion USD. (Wow, that’s a lot of snack packs!).

Over the years, the menu has diversified but the centrepiece has always been pressure-fried chicken seasoned with the Colonel’s secret recipe of 11 herbs and spices (although it’s hard to believe that the recipe is still a secret after all these years). Its most famous slogan— “It’s finger-lickin’ good!” —is best spoken with a southern drawl.

Each restaurant sign and bucket of chicken features the colonel’s iconic smiling face, complete with glasses, white hair, moustache and goatee above a southern string tie. It became a warm image of southern hospitality. When he finally “kicked the bucket” (sorry again), in 1980 at age 90, Sanders was a multimillionaire and devoted Christian philanthropist. But success and prosperity didn’t come easy (or early) for him.

The early years

Sanders was born in 1890 and raised in a poor farming family in Indiana. His father died when Harland was only five. This obliged his mother to work in a canning factory, leaving him, the oldest, to care for his two younger siblings. His mother taught him to cook at age seven.

He dropped out of school in Grade 6.

At age 13 Sanders left home. At age 19 he married and raised a family of three children, but drifted from job to job searching for his niche. Then he bought a gas station in a small Kentucky town. There he began serving travellers from his own dining room table the dishes he had learned from his mother — fried chick-

en, steak and country ham.

It grew slowly and Sanders opened the “Sanders Court & Café” in 1930. The cafe is still there today with a museum alongside.

He divorced his wife in 1947 and remarried two years later. Moderately successful, he was given the honorary title of “Colonel” by Governor Lawrence Wetherby (nice name) in See FAITH LIFT Page 16

Our electoral reformist soon lost the plot. Our feminist’s double-dealing cost him the two strongest women in his cabinet. The champion of Indigenous rights qualified the conclusions of the very Inquiry he initiated, and then appealed a Human Rights Tribunal’s compensation to victims of the residential school system. The environmentalist’s dithering resulted in his purchase of a pipeline he will likely never use. Finally, the man who promised transparency and government by rule of law twice came afoul of the Ethics Commissioner, most egregiously in his attempts to interfere with the independent workings of the judiciary system and the Attorney General. The worst of it was his refusal to acknowledge that he

Was any of this worse than any other government’s failures? Likely not, but this one promised to be virtuous. After all, it was 2015.

Four years later the high moral ground had calved away like an Arctic iceberg and floated out to sea.

All that other stuff— the posturing, the brown face, the about face, the costumes and the clichés spouted from coast to coast to coast—was more embarrassing than reprehensible.

A committee of political academics maintains that the Liberals kept most of their election promises and the economy is strong even if our deficit is through the roof. I acknowledge that, but the promises on which they built an electorate’s trust were surely broken.

Enter Harper Redux in

the form of Andrew Scheer.

If the Liberals’ problem is they break their promises, the Conservatives’ problem is they usually don’t.

With them we ask: is there a difference between a promise and a threat? On major issues like health care, cuts, and our culture of diversity, it’s hard to tell.

As for their leader’s commitment to ethical government, Scheer’s refusal to answer questions about hiring a private consulting firm to get the dirt on political opponent Maxine Bernier should give serious pause. His transparency claim has already been compromised by his insurance salesman un-qualifications and his dual American citizenship (he once asked what Canadians thought of Michealle Jean’s dual French one, and what would they think if she had a dual American one).

I could still have voted for either of the two parties that have Tweedledummed and ‘deed their way through our election history. But then I took a closer look Jagmeet Singh and the Dems.

Singh emerged in the debates as a genuinely nice guy. While Scheer got a little nasty and Trudeau clung to talking points and continued to deny any scandal, and Elizabeth May brandished the lone plank in her platform (many would argue it’s the only one that matters), Singh came across as benign and mature. His platform might be built in the air (in this election campaign it’s hardly the only one up there) but the man has warmth and a sense of humour. When in debate he was mistakenly addressed as Mr. Scheer for the second time, he smiled, pointed at his turban and said, “What more can I do?” I was reminded of the ugly moment in Montreal when an ignoramus approached him saying he should take a pair of scissors to that thing on his head and start to look more like a Canadian. Singh smiled and replied, “I think Canadians look like all sorts of people.

That’s the beauty of Canada.”

But my turning point came when the Liberals resorted to scare tactics.

Seeing the sudden surge of the NDP they warned that ‘voting orange would mean blue.’

Strategic voting became the mantra on social media. Voting NDP would take away from the party that

I dislike being told how I should vote. I mean, yes, all parties tell us we should vote for them, but this was like being told off. Politics is bad enough without it getting all political.

If we don’t change direction soon we’ll end up where we’re going, said a wise man.

Jagmeet Singh will not win the election. This time. If he did, his reaction would likely be, “What do we do now?” (ala Robert Redford’s character in 1972’s, “The Candidate”).

At least it would be consistent with his answer to difficult questions about how to integrate prosperity, climate change and energy transitioning. “You have to elect us so we can figure that one out.” And if his feet are firmly planted

in the air as far as foreign policy and fiscal responsibility are concerned, he’s hardly alone.

Normally, nice guys finish last. This time he’ll likely finish third, but I think he’ll be a presence and a factor. A check and a balance on what would otherwise be yet another majority government flying off in all directions and taking us with it.

It’s the number of votes, “strategically” cast or otherwise, that elect a government. But this time, echoing the playwright William Inge, I’m hoping it’s the weight of the individual vote that validates the democratic system itself.

Call it the electoral reform we never got.

I respect Jagmeet Singh.

He’s not hard to pick out in a crowd, and I like the cut of his jib. I believe after our dashed hopes in the last government the man has good intentions. Yes, we’ve been offered those before, but maybe this guy’s word actually means something.

In the meantime, should we not take a moment to acknowledge our local candidates for their tireless work, pounding the pavements and knocking on doors because they believe they can help make our lives better?

At the end of the day politicians are human beings too, though, as someone remarked, it’s fair to ask what they are during the day. Most spend it working hard on our behalf.

For us, this unpleasant campaign is finally over.

For those elected, it’s just begun. ♦

Up in smoke (minus the comedy) CannTrust burning $77 million worth of weed to appease regulators

CannTrust’s illegally-grown cannabis is going up in smoke.

The company announced last Monday that it would destroy about $12 million worth of plants and a whopping $65 million worth of other inventory as part of its plan to appease federal regulators in the wake of the multiple compliance violations that prompted Health Canada to suspend its sales licence last month.

“Given the status of its licenses, the company is unable to process the material being destroyed or sell it to other licensed producers,” CannTrust said in a statement. “The destruction process will allow the company to free up much needed capacity to both implement remediation measures and store material that has been grown and processed in accordance with the company’s licence since April 5, 2019.”

The Voice asked CannTrust’s communications specialist how much inventory would be destroyed at company’s Fenwick site— and if it would be burned— but got no response. According to former employee Nick Lalonde, the whistleblower who spawned the company’s tailspin, discarded cannabis plants are generally mixed with the equivalent of kitty litter to render it unusable. One of Lalonde’s assertions was that CannTrust cut corners in this area, using lower-grade construction screenings instead.

Stock in CannTrust jumped 12 cents on initial news of the destruction Monday, and closed last week’s trading session at $1.32 USD per share. Still, the stock has lost more than 90 percent of its value in the past year, down from high of $10.65, immediately before the federal government’s legalization of cannabis last October.

David Barrick, the former acting Chief Administrative Officer of the Niagara Peninsula Conservation Authority (NPCA), at the height of its turmoil in 2018 and earlier this year, has been hired as CAO by the City of Brampton.

“I am pleased to welcome David Barrick as Brampton’s new Chief Administrative Officer,” Brampton Mayor and former Ontario Progressive Conservative leader Patrick Brown said in a news release. “Our new Council has moved quickly to address community priorities like keeping taxes low and improving community safety as we achieve our Term of Council Priorities.”

Contacted for comment, Barrick told the Voice that he appreciated Brampton council’s confidence in him.

“As one of Canada’s fastest-growing cities, Brampton is undergoing significant growth and change, and council has outlined a clear plan for supporting and strengthening the community,” said Barrick. “As CAO, I am committed to working with City staff to provide public services that are accountable to Brampton residents while continuously pursuing efficiencies and service excellence."

Barrick’s tenure on Niagara Regional Council often saw him at loggerheads with former Pelham mayor David Augustyn, whose handling of Town finances, in Barrick’s view, posed a wider risk to the Region. Allied with then-Regional Councillor from Grimsby Tony Quirk, Barrick was largely responsible for bringing Pelham’s precarious financial situation to wider notice, with the issue figuring prominently at several Regional Council meetings in 2017 and 2018.

The Voice's coverage of the issue at the time so irked Pelham Town Hall that officials stonewalled the newspaper and removed the media desk from council chambers. Following condemnation by Canadian and American journalism associations, the policy was quietly abandoned.

Tony Quirk, now back in private business in Grimsby, told the Voice that he enjoyed working with Barrick.

“I always found him professional in his dealings with boards and councils,” said Quirk, “and I know he will make an excellent addition to Brampton's team.

Brampton's gain is Niagara's loss. His talents and expertise will help Brampton maintain their pro-growth, low-tax agenda."

Ex-Regional colleagues Sandy Annunziata, former councillor from Ft. Erie, and Bob Gale, current councillor from Niagara Falls, were similarly effusive.

“David has a wonderful family that I’m so happy for,” said Annunziata. “He is a dedicated professional that has always displayed great fiscal acuity and focused problem solving.”

“Dave showed last term that he watched costs and scrutinized staffs projects while Niagara Region’s chair of Corporate Services,” said Gale, “and he was a valuable ally on the Police Board while I was chairman.”

Last autumn, Barrick opted not to run for reelection to Regional Council representing Port Colborne, deciding instead to concentrate on his job at the NPCA. In series of events still not clearly explained, in late 2018 he was fired, then rehired, then was himself named acting CAO of the conservation authority.

Barrick was first hired by the NPCA as Corporate Services Director, in 2013. This move was later flagged by Ontario’s Auditor General as an example of unfair hiring practices within the agency.

The AG’s final report detailed multiple irregularities inside the structure of the NPCA, and directly resulted in the replacement of 16 of its 18 board members.

Barrick left the NPCA in February. His salary as acting CAO was never publicly disclosed, nor were the terms of his separation agreement.

In a related development (this page), the Information and Privacy Commissioner of Ontario ruled October 3 that the NPCA must disclose the salaries of members making $100,000 a year or more, despite the NPCA not being subject to the provincial government’s Sunshine List. This in response to a Freedom of Information request filed by the activist (now NPCA board member) Ed Smith. (Neither Smith nor former Pelham mayor David Augustyn acknowledged Voice requests for comment on Barrick’s move to Brampton.)

Barrick’s indirect legacy in Pelham lives on, with an entirely new Town Council and mayor replacing those in government when Barrick and Quirk took their magnifying glasses to the municipality’s books. David Augustyn failed in his run for Regional Councillor last October, coming third in a four-way race. And Darren Ottaway, the CAO in charge of implementing the previous council’s land-forcredits scheme—exposed by whistleblower real estate developer Rainer Hummel— was fired by the incoming council last January.

Augustyn is now a fundraiser for Niagara Family and Children Services Foundation. Ottaway was recently named CAO of Cochrane, a town in northern Ontario.

The Town of Pelham last week finalized the transfer of 8.56 acres of East Fonthill land to developer Samer El-Fashny for future seniors developments. The price tag was $4.7 million.

Mayor Marvin Junkin is happy to finally see the deal sealed.

“All of council has been waiting impatiently for this deal to close,” he told the Voice. “The development of this seniors complex is great news for all residents of the Town, and of course, all money received from the sale of this parcel of land will be used to pay down the [community centre] loan owed to Infrastructure Ontario.”

In addition to the 192-bed longterm care facility touted recently by Niagara West MPP Sam Oosterhoff, the development is planned to consist of a 140-suite retirement residence, and a seniors apartment/condominium complex.

The retirement residence is scheduled to begin construction next sum-

mer, with the long-term care facility planned for 2022.

El-Fashny operates other seniors facilities in Welland, Burlington and Bracebridge.

“One thing we know for certain, is that seniors want to retire and stay in their community,” El-Fashny said in a statement. “As care needs change, this development will allow the residents and seniors of the Town of Pelham to have alternative senior living accommodations that truly encompasses an ‘aging in place’ model of care, with independent, assisted and specialty care such as memory care, readily available in their community.

We appreciate the continuous support from MPP Oosterhoff and Mayor Junkin as we work together with the Ministry of Health and Long-term Care to secure the 192 long-term care beds for the Town of Pelham.”

Town CAO David Cribbs said staff will now await formal development applications from the group.

“The Town is extremely pleased to have sold this land to a development partner with an excellent track re-

cord of building quality facilities that provide opportunities for Pelham residents to age in the community in a safe, dignified and comfortable setting,” Cribbs said. “We look forward to receiving formal development applications for the lands, which will ultimately add to the inventory of community infrastructure.”

Oosterhoff told the Voice last month that Niagara is behind in building infrastructure for the Region’s high seniors population.

“We’re playing catch-up at this stage of the game,” the MPP said.

“These are people who built our country up, there’s people who have given their blood, sweat and tears for their communities across Niagara and Ontario.”

The parcels of East Fonthill land for the developments are described as fronting Rice Road, Wellspring Way and Meridian Way—directly across from the community centre.

A Town statement says that 200250 health care and administrative professionals are expected to be employed at the three facilities.

Summer over, Girl Guides back in action

In 1909, girls fought to have the same rights as the boys who were able to experience Boy Scouts. This led to the creation of Girl Guides. For over 100 years, Girl Guides has been empowering young girls to face daily challenges, learn new things and make friends.

Wednesday, September 18, marked the first meeting since before the summer break for the 1st North Pelham Girl Guides. Some 40 girls, ages 5-17 attended.

Girl Guides is divided into five branches: Sparks, Brownies, Guides, Pathfinders, and Rangers. Each branch is a specific age group and participates in numerous activities throughout the year. It’s a fun place to get together, learn and experience new things.

“Girl Guides helps girls grow,” says Sparks leader Katie Storm. “I’ve seen it from day one, a girl who’s crying, to the very last day, when the girl says, ‘I don’t want to go home, Papa.’

That’s just amazing.”

This group of girls brings other girls together in a supportive and inclusive community. They focus on

feminism, equality, women in the workforce and other issues girls face. They have the opportunity to share their experiences and talk about what matters most to them. Their motto is, “Girls empowering girls.”

Girls also partake in special events, camping and leadership opportunities.

“I really enjoy working with girls and I think it’s important to empower the next generation and being a girl guide leader is the best way to do that,” continues Storm.

Every year Girl Guides participate in a girl forum in Ottawa and the International Day of The Girl. Both events give girls opportunities to gather together and discuss even more and with a more diverse group of girls all over.

All SySTEMs Go is another opportunity, at the University of Toronto, for Girl Guides to experience science, technology, engineering and math (STEM). Educators say this is a great way to motivate girls to try new things, learn and imagine themselves in a similar job in the future.

Retreats and travel are also provide opportunities for girls to meet new people and see places around the

Retreats provide important discussions, games and experiences to widen a girl’s knowledge.

Girl Guides also offers scholarships to help recipients reach their goals and continue their education.

Girl Guides, as well as many other organizations, are lacking volunteers.

“I think it’s the time commitment, depending on some people, and the younger generation just

doesn’t want to volunteer,” said Storm, “I just think a lot of people are lacking the drive to come volunteer and Girl Guides always needs more help.”

Without volunteers, these organizations would fall apart. The many girls that Girl Guides is helping won’t have the support and community that they need, and all the unique opportunities they have access to won’t be possible.

“Become a volunteer—it’s a great organization,” says Storm, who welcomes anyone interested to contact her at (905) 329-4528.

Commissioner to NPCA: show us the money

The Information and Privacy Commissioner of Ontario’s office has ordered the Niagara Peninsula Conservation Authority (NPCA) to publicly disclose the salaries of five staffers earning $100,000 a year or more.

The ruling almost three weeks ago dates back to a May 2018 information request by activist Ed Smith — who now ironically sits on the NPCA board. The authority rejected Smith’s request at the time, citing privacy infringement. However, Diane Smith (no known relation), an adjudicator for Ontario’s Information and Privacy Commissioner, ruled October 3 that there is “compelling public interest

in the disclosure of the salaries,” because, “the NPCA has been plagued with what can only be described as a management crisis … I also agree … that the turmoil at the NPCA is of an epic proportion and under these circumstances, the public has a right to know exactly what management is doing regarding compensating themselves.”

The NPCA has undergone a radical shift since the spring of 2018, with just two of the 18 board members remaining from that time in the wake of a scathing report by Ontario’s auditor general.

The NPCA had argued that they are not under the same requirements to disclose public sector salaries as those that fall under the Ontario govern-

ment’s “Sunshine List,” because the authority is largely funded by the Region, not the province.

The privacy commission ruled that while this may be true, it was no reason to prevent the salaries from being disclosed.

Further mystery this year surrounded what was paid to onetime acting-CAO David Barrick, who was fired from the post and then rehired in late 2018. He then left the NPCA in February, and was just named CAO for the City of Brampton.

Ed Smith has said that once the salaries were released, they would be posted on the website of the activist group “A Better Niagara.” As of this past weekend, the site had not published the information.

continued from Page 17 the former Canadian youth champion said. “I was really confident and it was in my mind all month that I was going 4-0 and that I was going to win it.”

Last year in his first appearance at the senior provincials, Hughes was eliminated after a loss in his first fight.

“It is an awesome feeling winning this year, but I honestly thought I got ripped off a little last year,” he said. “I think I could have won it last year too but there’s a big difference at winning in the senior game. They are full grown, they are stronger and everyone has had a lot more fights."

He felt he might have left last year’s decision a little too much in the judges’ hands and he wasn't go-

ing to make that mistake a second time. He made sure that didn't happen again in 2019.

“I was on my game for the whole three rounds and I didn't take my foot off the gas.”

The St. Catharines boxing club was thrilled with Hughes’ victory.

“We are really proud to be bringing back another title to St. Catharines,” coach Joe Corrigan said. “James had a really good weekend winning four bouts to win the gold. He boxed really well, using his jab to set up his other punches.”

Corrigan was particularly happy with Hughes’ performance in the final.

“Sunday was a really big win as he defeated last year's champion by unanimous decision.”

Hughes has been working at a temporary employment agency but took

two weeks off to prepare for the Silver Gloves. He will need a little time to recover after the Silver Gloves tournament.

“I am sore right now but I am going to take about a week off to rest and recover and then get right back on the ball and getting into the mindset of having to fight four days in a row,” he said,“I want to keep things rolling and get in the best shape that I can.”

Hughes feels he has made great strides as a boxer in the last year.

“It is my fitness level and the fact that I have been keeping the ball rolling,” he said. “I have fought every month this year and more than once.

One of the main things you have to do to get better is stay busy.”

He has had a lot of support along the way.

“I would like to thank my parents, my coaches and God.”

Chris said Carson will be more than just an assistant.

“He’s going to do everything and I’m going to watch,” he joked.

“I’ve been so impressed already. We’ve had a lot of work to do and some late nights to get these things pieced back together. He’s got a pile of responsibility and he’s impressed me to no end.”

Chris kept his hand in coaching last season at the peewee AA level in his hometown of Niagara Falls, and admits he’s not quite the same fiery bench boss he has been in the past.

“You have to encourage,” he said. “I’ll be demanding —I had a tad of a moment at practice last night — but we’re going to be supportive and make them feel as best as they can for the effort they give us and we’ll give them every ounce of us. That’s just how we do things.
