FINAL ELECTION TRACKING POLL: RESULTS

Less than a week to go: And so here we are, once again about to decide the direction that the country theoretically takes for the next four years, give or take a coalition. This week’s third and final Voice election poll results are at least consistent, if still surprising. As personable and well-spoken as Ian Bingham is said to be (I’ve not personally had the pleasure to meet him), a Liberal upset of longtime Conservative incumbent Dean Allison would be a seismic event. As we took care to say last year, before the municipal election, an opinion poll is only an opinion poll—it is not the election itself. Whether your man is polling ahead or behind (and this time around they are all men in Niagara West), it’s vital that actual voters show up at actual polling stations to make their voices heard...

Time for strategy? Speaking not for attribution, an experienced campaign staffer observed last week that Niagara West voters tend not to vote strategically. If they were NDP or Green or CHP supporters going in to the polling station, that’s how they vote. Yet if ever there were a riding where strategic voting could tip the balance, this year in Niagara West may be that place. If, as implied by our poll results (and I have my doubts about those results), the race is as tight as it appears between the Conservative and Liberal, then a few dozen votes either way, from left or right, could end up deciding the thing.

For sure, come next Monday night I’m grabbing a handful of the waiter’s popcorn on page 19 and settling in for the count...Multiple Fonthill fundraising: The Raise the Arches Social (ad, p. 22) happens this Saturday, starting at 6 PM, at the community centre. And now the Bandshell Committee is starting its own fundraising effort, “Jazz Up the Park!,” to help pay for long-needed safety and esthetic improvements to their venue in Peace Park (story, p. 22). While the Town is pitching in, some $75,000 still needs to be raised. We’ll be bringing you more in the weeks to come...Fancy a drive? We have an immediate opening for a delivery driver, to drop bundles of the paper at carriers’ homes on Tuesday mornings.

Allison confident heading into election Incumbent MP says affordability a common concern

Not unlike his NDP opponent Nameer Rahman, Niagara West incumbent Conservative MP Dean Allison says the issue he’s hearing the most this election season centers around the cost of living.

“It always goes back to affordability,” Allison told the Voice. “People are saying, ‘We’re working hard, but we don’t have much money left over at the end of the day, and we could use some help.’ So I think a lot of the message in what I’m hearing, is life is still pretty expensive.”

Unlike the NDP, however, the Conservatives say the best way to combat this is through tax relief. The federal Conservative platform includes various proposals such as rebates for parents who enroll their children in sports programs or arts classes, as well as increasing contributions to registered education savings plans (RESPs). The Tories

also promise to scrap the federal carbon tax.

“We’ve got a lot of good policies in my opinion, that are going to put a few more dollars in people’s pockets,” Allison said.

The Beamsville businessman is running for his sixth term representing the riding in Ottawa —he was first elected in 2004 under the leadership of Stephen Harper. When the Voice spoke to Allison in late September, a cursory, non-scientific drive around Pelham indicated exponentially more lawn signs supporting local Liberal candidate Ian Bingham than Allison. That’s evened out a little since, and Allison said at the time his staff was in the process of upping their sign game.

“Yup, getting signs up,” he said. “My sense is the campaign’s going well … we’re going about and trying to execute our plan the way we do every election—

Pelham hasn’t been represented by a Liberal on the federal level since it was part of the now-abolished Erie riding, in the mid1990s.

Despite our consistently blue-coloured mapping, Allison said that constit-

uents in Pelham and elsewhere in Niagara West have relayed to him dissatisfaction with Prime Minister Justin Trudeau.

“This is anecdotal, but from my perspective, it feels different on the ground than it did in ’15,” he said. “People I think are a little bit frustrated … they feel like what they were

promised with this prime minister is not exactly what’s been delivered.”

While Trudeau has been mired in political and personal scandal for most of 2019, Allison said the biggest issue he has with the current administration is a sense of hypocrisy.

“What we’ve been saying is [Trudeau will] say

one thing to us and then do something different,” Allison said.

“But it’s not just what we’re saying, people are telling us it almost feels like there’s a double standard —you know, there’s one set of rules for him, and another for everybody else. I think that’s what the frustrating part is.”

As We See It After three elections, we deserve a rest

F YOU ARE FATIGUED by yet another election campaign—almost precisely one year after local elections, and not much longer than that after provincial ones—then spare some time in your day to pity the poor Swiss, who are subjected to this sort of injustice four times yearly.

Ontarians, meanwhile, can be grateful that next week’s vote, God-willing and the creek don’t rise, will be the last one for a while.

First came the choice of our new premier, a man who, though not endowed with the charisma—or vices—of his late brother, managed to capitalize on a wheezing Liberal Party, whose leader lifted her closing pitch from an internet meme. (She’s surely “Sorry actually sorry,” about that death rattle now.)

Next sounded last October's thunderclap heard ‘round the Kame: the historic thumping of every Pelham incumbent seeking re-election. It’s easy to forget the rancour that residents had for this grouping, though we are reminded of it this week, with the re-opening of Poth Street. Poth is the road that suffered a failed culvert, two and a half years ago, with

the then-governing regime somehow contorting itself into claiming that a repair would cost $1.2 million, and was thus financially untenable for the foreseeable fu-

Former Town CAO Darren Ottaway, we also recall, was one of those most resistant to acting on Poth Street, with an elderly resident of the road alleging that Ottaway told him to “sell his house and move” if he didn’t like the state of things. Karma, anyone? Two years later it’s Ottaway who has moved, though we gather that he never had property in Pelham to sell. Renting certainly made for a quicker exit. This summer, Ottaway was hired by the good people of Cochrane, Ontario (population: 5,321; latitude: north of north), to minister to them as their new CAO. We extend best wishes to all.

Our former mayor, meanwhile, is still perched on the far limbs of local politics, offering up online commentary, in addition to his new job fundraising for Family and Childrens’ Services, a position, we say earnestly, for which his gifts are wonderfully suited.

Secondly, I’d like to thank the Town of Pelham for reacting so quickly to my letter, with painted arrows on those speed bumps.

The painted arrows on the bumps make it so much easier to remind the driver of the bumps, it’s much more effective than road signs. Although the road signs do warn of the upcoming bumps ahead, which is crucial too.

I just hope that the paint they used doesn’t wash or wear away after couple of months like the last time they painted the bumps.

To me that would just be a waste of product and manpower time, not to mention taxpayer money.

OPINION New parking bylaw needed We retired here six years ago and we love our home and the area we live in.

People are courteous and friendly most of the time.

Here is where our problem lies. A few years ago a new family moved next to us. We were friendly and did favors for each other.

Then, this summer I came to our back window at night and saw solar lights on our fence posts. In the morning I went out and sure enough, someone had taken our caps off and put up lights and screwed them in.

No one had come and asked us, and it was done when we were not around. Our fence is inside our property line, and if we had wanted these lights, we would have put then up around our whole fence area. Instead we put them inside on the posts. I asked the neighbor to remove them, but two days went by and they were still there so my husband went over to ask they be removed. He was stunned when this person turned ugly and said if he wanted a war, he’d give him a f***ing war! They were removed soon after, but we

felt very uneasy as to what the comment entailed.

So, here is where the bylaw comes in.

We have had their vehicles (and they have many), parked in front of our home for hours on end and overnight, continually, as a way of punishment, I gather.

There are many days the driveway is empty, but the vehicles still sit on the side of the road. We do not have parking bylaws here and maybe it’s time for the Town to start fining people who take advantage of the time they leave vehicles on the streets. Lets face it, they could use the money, They could also arrange for people to get parking permits for longer times in front of their own homes.

Our street is not very wide, so when cars park adjacent to each other, it can be dicey in winter for drivers and the plows.

Also, it’s just plain rude.

To keep vehicles in front of a neighbour’s yard just for spite in not what our neighborhood is about.

In face of local chaos, a concerted effort to address cannabis issues Regionally

N

IAGARA IS FINALLY MOVING forward with a collaborative initiative to tackle cannabis-growing matters.

At Niagara Regional Council’s most recent Planning and Economic Development Committee, I passed a motion to establish a workshop to engage local planning staff, municipal councillors, and legal representation with the hope of identifying relevant zoning and bylaw regulations that can address cannabis-growing concerns.

These facilities have been a source of great frustration, not just for Pelham, but most of Niagara’s municipalities, since they were given the green light.

The problem is that the “full steam ahead” approach in opening this industry lacked the foresight as to how these facilities impact our communities and our residents. As a result, municipalities have been left unprepared and uninformed about how they can respond. In other words, we’re in reaction mode. It’s not a great place to be.

Pelham has been quite active in responding to cannabis concerns. We have a Cannabis Control Committee, an interim control by-law, and draft by-laws currently in development.

Niagara’s other municipalities will

be watching with interest in how we adapt, hoping to avoid the growing pains we will undoubtedly experience moving forward on our own.

Hence lies the problem. We’re all

dealing with grow facilities, but we’re going at it alone. And operating in silos on this issue will not help attain meaningful action.

The workshop itself will address a number of items. First, it will provide a venue for municipal planners and councillors to have a dialogue on the issues facing their municipalities.

This will allow a debriefing on the experiences we have had and provide an opportunity for clarity and education.

Second, it can help us identify the

tools available to us. What’s in our municipal toolbox? What are the zoning and bylaw regulations available? How have other municipalities adapted to this sector? Let’s not reinvent the wheel if we don’t have to.

Third, and this is a big one, it can help us identify the shortfalls of provincial and federal policy. There is so much of this sector that is beyond our control. If we can collaborate and communicate a united front on important policy changes, we need to do so. We have far more influence over a provincial or federal policy when we speak with one voice. And more importantly, there’s a willingness to do so!

There are many reasons why we need to talk about cannabis at the Regional level. Residents are concerned about the odour, the proximity to their homes and subsequently their home values. These facilities should locate in appropriate areas. We need a plan to ensure that they do so.

But we also need to preserve and protect our agricultural assets. Niagara’s tender fruit growing lands are unique. We have growing conditions here that do not exist anywhere else in the world. The Niagara Peninsula See HUSON next page

“A lot of people are moving into a category that could be described as disparaging,” said the director. “This has been a pretty dirty campaign on both sides. And we’ve seen the fault line of the country laid bare. We just don’t have a common ground any more.”

Many have described Canada’s political currents as ones that mimic those of our southern neighbour, albeit a decade behind, and more polite. If Trudeau is our Obama, and 2015 the election of youthful hope and change, then 2019 is 2012, a tight run for re-election, with a wounded saviour vying for a second shot, his supporters mostly disillusioned but resolved to trudge ahead nevertheless. Even the Liberal slogan this year is nearly identical to Obama’s from 2012.

This decade-delayed parallel puts us on track to have a 2016 civic meltdown—sorry, election—at some point, possibly to be incited by the recession that’s been looming for longer than we care to acknowledge, or the knock-on effects of the US-China trade war on global markets, or the ever-increasing incidents of climate change catastrophe. The rhetoric coming from the People’s Party of Canada is the canary, our Prime Minister campaigning in a bullet proof vest a consequence, of new, Yankee-flavoured divisiveness.

As autumn brings summer to an end, let’s hope that national tempers likewise cool, and, whatever the result of next week’s vote, that we manage to reject extremism of all types in favour of a return to civilized compromise. ♦

Vote for best climate change plan Canadian citizens understand from the science and from the weird weather outside the door, that climate change is an existential threat.

We have confronted similar threats before. We took action to ban aerosol sprays and refrigerants and closed the ozone layer hole that science told us had opened, allowing harmful rays of sun to cause skin cancers.

The present election is cause for citizen despondency on the climate file. Bipartisan positions prevail. We are distracted by a futile debate about whether we can have our planet and eat it too when, on this matter, we must act first to have our planet and then decide how and to what extent we can consume its riches.

Those elected as federal MPs must: 1. Commit to nonpartisan action on the climate file.

2. Commit to consistent implementation of that action outside the destabilizing effects of election cycles.

3. Establish a Climate Caucus, led by science, to press for a legislated, non-partisan plan binding parliament to action to 2030.

Make it part of your pitch to voters. They will thank you—and elect you.

Floods, wildfires and extreme weather conditions are impacting people across the country right now. Municipalities and citizens cannot continue to try to absorb the costs required to mitigate the effects of these types of environmental disasters. Prevention and prudent stewardship of the resources we have left is the only way forward toward environmental and financial sustainability for citizens and communities.

We’re running out of time to take the bold action we need to avert the climate crisis. Partisan politics has failed us time and time again. We need our political leaders to work across party lines to address the climate crisis at the scale required.

Pelham Library moving to community centre?

Council approves study funding, along with cash for cannabis committee

Pelham Town Council found up to $40,000 to spend on studies and lawyers during its October 7 meeting.

The biggest chunk was to study the feasibility of moving the Pelham Library to a yet-to-be constructed addition at the community centre.

The item came about suddenly, after Town staff became aware of a potential federal grant in late September that would provide around 80 percent of the funding for specific municipal cultural and recreation initiatives.

Called the Investing in Canada Infrastructure Program, the deadline for application is November 12. It is not known how the grant program would be affected if there is a change in the federal government after the October 21 election.

Treasurer Teresa Quinlin said while the timeline is tight, it’s an opportunity the Town can’t afford not to try.

“To not make the ask would be a huge miss,” she told council.

The “ask” was for up to $30,000, to complete a fast-track study of building the addition. Members agreed, unanimously supporting the funding.

Ward 2 Councillor Ron Kore was not in attendance.

“This is a once-in-a-lifetime opportunity,” Mayor Marvin Junkin said.

Early plans for the community centre recommended including the library branch, and it’s a format that’s worked in other municipalities.

The Town’s cursory plans call for a two-story, 8,000 sq.-ft. addition to be built on the northwest corner of the MCC to house the library. The existing library land in Pelham Town Square could then be sold—or used for other purposes.

The problem, however, is that library staff are concerned there won’t be enough room in the proposed new addition.

“I think adding the library to MCC would be a very smart move and an excellent opportunity for both the library and the Town,” Pelham Library acting CEO Amy Guilmette said.

“However, we have specific space requirements that the Library Board has outlined, and we are hopeful that the architects working with the Town will locate enough space for us so that this addition can become a reality.”

Guilmette said that the current Fonthill library is about 10,000 square feet, which is almost one-third less space than desired. Therefore, further downsizing its space would be, as she put it, “going backwards.”

Councillor Lisa Haun suggested that some of the existing common areas of the community centre could be utilized for library purposes on top of the addition, but Guilmette questioned how that would work as quiet space — as well as in terms of accessibility –—when other events such as hockey games were taking place in the building.

“We’d be even more scrunched than we are now,” Guilmette said.

“We should have a 20,000 square foot minimum [library] for the size of the community … where are you going to go when you squish it?”

A Regional workshop can

The other matter that may encourage a potential library move is the fact that the current building must be brought up to provincial accessibility standards by 2025. While the Town Square facility is only one floor, it includes a basement that must have an elevator in the event a disabled employee or patron needs to access it.

The bill for this and other improvements is estimated at over half a million dollars. As such, it’s recommended that any library addition at the community centre include its own elevator independent from the others in the complex.

Council also approved Councillor Mike Ciolfi’s request for up to $10,000 for legal work to be done for the Cannabis Control Committee. The Ward 1 councillor and committee member said it’s a necessity as the Town works toward regulations ahead of next July’s expiry of the Interim Control Bylaw (ICB). “There’s 13 to 14 [legal] questions we want answered before moving forward,” said Ciolfi, who added later that the committee hasn’t spent any money so far. “I’m hoping not to get near the $10,000,” he said.

Treasurer Quinlin said that as with the library study, there was supplemental budget money available for the work. Council unanimously voted in favor of the funding.

Attempt to skirt the ICB?

Ciolfi also dropped a bit of a bombshell at the meeting, saying that it has come to the Cannabis Control Committee’s attention that an individual submitted an application to the Niagara Escarpment Commission (NEC) to build a one-story, 11,520 sq.-ft. cannabis greenhouse on Kilman Road in North Pelham.

The NEC is a provincial government agency that oversees conservation of the 725-kilometre long Niagara Escarpment between the Bruce Peninsula and the Niagara Gorge. While its jurisdiction runs through multiple municipalities including Pelham, the commission does have some influence in terms of zoning within the escarpment area, which is classified as a UNESCO World Biosphere Reserve.

A search of the NEC’s application database shows only one match for a greenhouse with the square footage cited by Ciolfi —dated July 19 of this year, under the last name “Leavens.”

Doug Leavens, the eldest brother of former Pelham mayor Ron Leavens, has operated a licensed medical marijuana grow-op on Kilman Road for at least a year, in a small greenhouse a fraction of the size of other Pelham cannabis operations.

Ciolfi moved a motion asking the NEC to essentially deny the request and respect Pelham’s ICB “for its duration,” which passed unanimously.

“A democratically elected government has enacted the ICB as a reflection of the will of the people and that needs to be acknowledged,” Ciolfi told the Voice later. “The ICB is only in place for another nine months, to allow the committee and staff to complete the work to put bylaws in place that will mitigate the adverse impacts that the cannabis production facilities are creating.”

er looked to council for guidance on the issue, saying that enforcement on non-distractive signage is sometimes determined on a case-by-case basis. Ciolfi, the only councillor to vote against the idea, asked Cribbs if staff has the time for this with such a full plate of items. “We’re talking about a sign,” Ciolfi said.

“We can sleep when we’re dead,” Cribbs replied in deadpan. “We appreciate the sentiment, but it’s really important to have enforceable bylaws … it certainly behooves this community to have an enforceable sign bylaw.”

Budget items

Quinlin went over some 2020 budget items earlier in the meeting, ahead of council getting operating budget binders this week. Despite a much-discussed $100,000 grant for a second bus, Pelham’s transit budget is expected to increase by $42,000 next year. Property tax growth for 2020 is currently forecast at 1.75 percent, subject to change. The Town’s debenture principal and interest is set to increase by $181,000 for the full year of the new debt of $4 million issued in 2019.

The good news is the MCC’s hydro budget is expected to be reduced by at least $100,000 in its second year of operation.

Another anticipated cost increase, however, surrounds gypsy moths. The Town devoted just $25,000 toward combating the foliage-consuming critters this year. More details will be discussed at the October 23 open house.

Odds and ends

The Niagara Region’s public meeting regarding a new water tower in Pelham has been rescheduled to November 6 at Fire Station No. 1. Council appears to have ended its tradition of singing the national anthem in unison to begin meetings, instead playing a YouTube video of “O Canada” at the start of this one.

In a bid to shed light on the candidates’ positions on a variety of issues specific to Niagara West residents, as well as to all Canadians, last week the Voice sent a brief questionnaire to each of the six candidates running to represent the riding in Ottawa.

Five primarily open-ended questions were followed by seven primarily issue-specific questions. We begin with the candidates’ responses to the open-ended questions, in alphabetical order by last name. (The assertions that follow are solely those of the candidates, and have not been fact-checked by the Voice.)

In your view, what is the most important issue facing Niagara West voters in this election?

Dean Allison, Conservative Party of Canada (Incumbent) Without question, affordability. What I hear when I am out talking with resi-

dents at the doors, is that no matter how hard you work, or that you play by all the rules, there seems to be less and less money left over for you at the end of the month.

There are a number of things that a Conservative government will do when elected. Our government will protect our healthcare system and guarantee increased funding, we will protect our environment while removing the carbon tax, and we will provide more money for families, children, seniors, and small business.

In a rural riding like Niagara West, we do not have an option when it comes to transit. The current carbon

tax is severely hurting individuals, families and businesses in our community.

In addition, the liberal government is projecting a $28 billion dollar deficit if re-elected and that does not even include the interest on our debt, or funding for a national pharmacare program that experts say could cost another $25 billion dollars a year, plus a host of many other un-costed campaign promises.

The reality of deficits is that you need to pay them back.

"We're turning it into a toll road," said Mayor Marvin Junkin, last Friday morning, as he officiated at the loosely, semi-official grand re-opening of Poth Street. "A Loonie to cross."

Junkin shook hands with some neighbouring property owners who turned out for the occasion.

"Just kidding."

The Poth saga's conclusion was particularly sweet for resident Bruno Villalta, who became the most vocal critic of the Town's inaction, in 2017, when two older culverts were deemed unsafe to support continued vehicular traffic.

Indeed, the chain of events set in motion by senior Town staff's alleged ill-treatment of Villalta arguably was a factor in the wholesale booting-out of the previous council, and the firing of the Town's former CAO. Villalta and his wife, Ann, brought along a small table, some Australian wine and Mexican beer, and toasts were offered to local contractor Bill Duffin, whose firm did the work. Duffin had argued from the start that the Town's initial repair estimate of

$1.2 million dollars was greatly exaggerated. Mayor Junkin said the final tab would be under $400,000, less than a third of that amount.

Some 2,400 tons of stone now sit atop the three new culverts, poured in a dozen layers to a height of 120 inches. Each layer was tamped down before the next was poured.

"This is as settled as it will get," said Duffin, who hoped the Town would complete the job by paving the road before winter.

The only potential hitch in the work came three weeks back, said Duffin, when the Welland River, which feeds the stream running under Poth, suddenly starting rising, he thinks likely due to Hydro needs.

"But the culverts were already in place, solid, so we were fine."

What language are you speaking?

ETER KOSTIS IS ONE of the few announcers on golf telecasts who doesn’t consistently say dopey things. I was watching a tournament a few weeks back. He was discussing some young guy’s swing and described it as a ”back yard” swing. Kostis meant that it was a swing evolved from a kid swinging his club around the yard rather than crafted by a guru.

He liked this kind of swing because he felt a player will trust it more and be able to maintain it under pressure.

Sure enough the guy he was talking about won the tournament in a playoff.

Big-name golf instructors

are a little out of control.

They are everywhere, spouting off on this idea or that.

They’ll shill for any company that offers them a dime, whether it’s clubs or grips or some magic bracelet that will deflect bullets.

Some claim to have a secret other instructors somehow don’t understand. Some, like Tiger’s old and new instructor bicker, when the truth is he would have been as good or better if he hadn’t met either one of them. These guys are a self-fulfilling prophesy.

They teach their students in a very technical and complicated manner, which forces their students to keep them on speed dial when some lit-

tle thing goes wrong.

Phil Mickelson, who has being playing golf at a high level for 30 years, called in his coach on the eve of the US Open one year because he was having a problem with alignment. Really? At this stage you can’t figure out on your own where you are pointing?

No wonder you can’t win a US Open with a lack of confidence like that.

Did the emergency session with $500-an-hour guru Butch Harmon work?

No! He was dreadful. If it wasn’t for his short game, which he learned for the most part as a kid in the back yard, he would have missed the cut in that tournament.

If you look at the top of the world golf rankings, every one of those players was great before they ever hooked up with a big-name instructor.

Michele Wie was more dominant as a 13 year old, coming from nowhere, than she has ever been working for years with the golf academy of David Leadbetter.

American stars like Bubba Watson and Ricky Fowler have never taken lessons in their lives.

Dustin Johnson has a homemade swing. Rory McIlroy worked with some local guy in Northern Ireland (who hasn’t been able to turn anyone else into a Rory).

Jack Nicklaus was commenting about Steve Stricker (currently the highest-ranked American), who grew up in Wisconsin, went to a northern university, and still lives in Wisconsin.

Stricker never worried about playing golf all year and uses the break to re-energize.

At the height of his powers he went to see his coach in Ohio once a year for a tune-up.

He didn’t want to need someone else when his swing didn’t work.

He wanted to trust himself to work it out. Ben Hogan famously said, when asked if he sought advice from others, “If they can’t beat me why would I ask them for help?”

Can a golf lesson help you get better? It depends.

If the instructor isn’t any good it can make you worse.

If they are good it can save years of frustration. Unfortunately there are a lot of bad instructors out there.

In the magazines, on television, there are “gurus” who the average person at home has no idea what they are talking about.

If you can’t explain clearly the message you are trying to get across,

don’t say anything.

You are confusing people and making them worse (Hello, Nick Faldo). They then get more frustrated and play less golf.

I’m not saying these instructors are bad people, or messing golfers up on purpose, but teaching is a profession separate from being a playing professional.

Knowing how to do something is completely different than being able to help others do it.

Be careful when accepting instruction. Do your homework and make the instructor do theirs. What needs to happen is that information from both sides of any debate be given equal opportunity to present to the public and that is not happening now. We need to protect the freedom of speech more, and our leaders are not doing this!

Miles Morton, People’s Party of Canada The most important issue for voters this election is the cost of living for middle class Canadian families. The People’s Party of Canada plans on addressing this issue by lowering taxes for all Canadians through simplifying the tax system into three tax brackets: the first $15,000 earned will be taxed at 0 percent; any income earned between $15,000-$100,000 will be taxed at 15 percent; and income earned over $100,000 will be taxed at 25 percent. We’re going to eliminate the capital gains tax, the carbon tax and all carbon pricing. We’re going to bring down the price of home internet and cellphone services by eliminating the CRTC, the telecom monopoly currently in place in Canada.

We’re going to privatize Canada’s airports. Canada’s airline industry currently ranks 124th in the world in cost competitiveness, so bringing more competition into our airline industry will also save Canadians money by reducing travel expenses. Additionally, we’re going to eliminate supply management, which currently costs the average Canadian an extra $400$600 every year on dairy, poultry and eggs. Further, we plan on cut-

Precarious work, rising housing costs, lack of childcare facilities and the lack of health benefits have led to an affordability crunch that is burdening families and businesses. Fewer families have benefits and spend hundreds out of pocket for medication. Over a quarter of Niagara households are financially stressed paying housing costs. The high cost of childcare is preventing thousands of parents from returning to the workforce.

The environment in particular will have long-term impacts on the agricultural sector, especially on the tender fruit, grape and wine industries. Farmers will have to deal with greater risk when dealing with severe weather. This will also impact local communities from a housing and infrastructure standpoint.

The NDP will tackle the affordability by creating a national pharmacare program that will save Canadians an estimated $4.2 billion dollars, create 500,000 affordable housing units, fund 500,000 affordable childcare spots, and provide rental subsidies for those who are struggling. In addition, the NDP will create a $2 billion dollar climate emergency fund and support new risk management practices to ensure farmers are better prepared for climate change.

Terry Teather, Green Party It is difficult to identify a single issue for Niagara West from homelessness, opioid addiction, mental health, housing costs… there are many. But I have heard from many

seniors in Niagara West not just about their health but of the cost of living and protecting their income security. Seniors comprise a growing proportion of Canada’s population and even more so in Niagara West. The Green party have developed a National Seniors Strategy with a number of priorities. We would ensure the CPP remains robust and adaptive to changing needs and circumstances by increasing over time the target income replacement rate from 25% to 50% of income received during working years. We would protect private pensions amending the Bankruptcy and Insolvency Act and Companies’ Creditors Arrangement Act to establish the preeminence of pensioners and the pension plan in the creditor hierarchy during insolvency proceedings. Furthermore we would amend the Medical Assistance in Dying legislation to ensure everyone has the choice of dying with dignity. This includes allowing advance directives and guaranteeing the right to draw up a “living will.” Finally we would develop and fund a national dementia strategy to support research and improve the quality of life for patients caregivers.

While the legalization of cannabis is here to stay, the Liberal government rushed to pass the legislation without doing due diligence in regards to standards for facilities. While Health Canada is responsible for the approval and inspections of commercial facilities, these inspections are only as good as the regulations. These regulations and standards need, and indeed must, be reviewed and changed.

The current level of odour and light emitted from current commercial facilities is unacceptable.

A Conservative government would take the necessary steps to review and address this unacceptable situation by increasing the requirements.

In addition to the problems caused by licensed commercial operations, there is an even bigger problem with the illegal (co-op) growing operations that fall outside of any Health Canada regulations. These facilities must be dealt with by law enforcement and local by-laws.

For over a year, I and my staff have continually reached out to Health Canada and specifically the department responsible for cannabis.

Cannabis has been a major issue in Pelham over the last year. What do you do propose to mitigate residents' concerns of the side-effects from this, such as odour and light emissions?

Ian Bingham I propose the following three solutions to this issue: (1) I will approach Health Canada for regulations on odour which will help municipalities craft nuisance by-laws, and support enforcement of “scrubbing” (air filtration). Technology already exists to “scrub” cannabis operations, so they do not produce odour, it is a matter of making sure they do so. Furthermore, I support the re-zoning of these operations to industrial designation, so that no further operations are constructed

(2) One of my goals for the riding is a new transit corridor from the Peace Bridge to Hamilton. This will not only alleviate traffic on Highway 20, and reduce urban sprawl in the Pelham area, but also create desirable, serviceable areas for industry such as cannabis operations to set up, well away from our homes.

(3) I believe that cannabis growth, particularly CBD oil, could become an international export, and that we in Niagara West should therefore create the jobs of the future by investing in innovation and export of this product, to increase sustainable growth in our riding.

Harold Jonker As the CHP we would work to reverse the legalization of marijuana use, as even Canada Health’s own website shows that there are so many negative effects when people use it. This is a perfect example that our leaders are not concerned about our children’s future but in ways to increase government revenue. I would push the Department of Heath to do way more with dealing with the issues of odour and light emissions as they seem to be ignoring these concerns that come to them.

Miles Morton I’m going to allow my constituents to be my voice in Ottawa on this issue. I encourage anyone to reach out to me and express their concerns. If the issue falls within the federal jurisdiction, I’m open to drafting and introducing a private members bill to voice your concerns. I’m not going to get elected and disappear, I’m running to be your voice in Ottawa.

even pamper them. This person likes to read only those parts of Scripture which speak of blessing, provision and protection.

They become confused or bitter when trials come thinking that God has let them down.

Unconsciously, they put themselves as first priority and dethrone God from His rightful place in their life. A “cat Christian” prays selfish, self-centred, “bless me” prayers. They don’t get excited about missions or helping others because that is not their primary concern. Their spiritual growth becomes stunted and they miss God’s best for their lives.

Jesus described these two attitudes when He said, “Whoever finds his life will lose it, and whoever loses his life for My sake will find it” (Matthew 10:39). Jesus wasn’t talking about throwing your life away foolishly, but rather putting God first in your life. A well-known missionary, Jim Elliot, echoed this truth when he said, “He is no fool who loses what he cannot keep, in order to gain what he cannot lose.”

The Grade 12 guard had a big smile on her face as chants of MVP came out of the crowd after she was announced as the winner of Tora MVP Trophy.

“It means so much because it’s my last year and all my friends support me so much and it was great to have them out here.”

The 17-year-old was a three-time all-star in The Standard tournament, the predecessor to the BPSN tourney, and this was the first time she took home MVP honours.

“It means that all of my hard work has been paying off but it’s a team MVP and everyone deserves our MVP, not just one person,” DeMont said. “But it does mean so much to get it.”

DeMont is hoping her team will go deep in the provincial high school playdowns, and then she will figure out where she wants to play post-secondary hoops.

“It really comes down to what I want to do and I think I have narrowed it down to the schools that I want,” she said.

Brock and Guelph are the frontrunners but she is also looking at the options.

Churchill head coach Frank Keltos has had a front-row seat to watch DeMont’s excellence for the past four years.

“The maturity of a Grade 12 is nice to have and it is going to be tough to not have her any more.”

The Grade 12 student, who averaged 14.3 points per game in the tournament and netted 14 points Friday night, is as good a ball handler as she is a shooter.

“She can get out of the smallest hole you could imagine and she can dribble out of it,” Keltos said. “She is so skilled with the ball, it’s ridiculous.”

“They were denying Kaley and Ally [Sentance] from getting the ball and shooting and I told Kennedy [Millin] to shoot the

ball,” Keltos said. “Then all of a sudden, Brooke [Keltos] came in and Yemi [Oladipo] came in and we were hitting shots everywhere.

“They didn’t have anything else they could do other than play normal and not just stop them.”

DeMont enjoyed the final.

“We have never played DM, so it was really great to play my final [BPSN] game against them because some of my friends are on the other team.”

Denis Morris coach Stephanie DiMizio felt the Reds will benefit from the experience of playing in the tournament.

“I’m so happy with the week we’ve had,” she said. “We made it [to the finals] which was our goal. We knew we would be in tough tonight, but we played great.

“We’re in another tournament next week and I hope we can just build off this and keep the momentum going and learn what our strengths and weakness are so we can improve.”

She averaged 21 points a game in the tournament and scored 14 points in the final. Britton, a Grade 12 student, averaged 10 points a game in the tournament and netted five points in the final. Weinert, a Grade 11 student, averaged 23 points a game to help her team reach the semifinals.

and West Lincoln, and renovations at the Wainfleet arena. There has also been funding for innovation at Brock, the Vineland research center and Niagara College, and continued support for our vibrant agriculture industry to name a few.

Ian Bingham My answer is threefold: (1) A new transit corridor (think: mid-peninsula corridor) to bring jobs, reduce urban sprawl in Pelham, reduce traffic on the QEW and Highway 20 and give cannabis operations a place to set up. As our riding is designated an International Trade Corridor, the federal government could chip in 50% of the cost of any such corridor. I would have to work alongside the province to achieve this, which I am happy to do.

Political party is not important—let’s just get the job done.

(2) Rebuild West Lincoln Memorial hospital. Though Pelham wouldn’t benefit from this as much as more northern areas, this is a project which will help with wait times and give options for health care provision in our riding. The federal government could be levied to contribute to clean infrastructure when rebuilding.

(3) Public transit. This is a project which our seniors and youth desper-

ately need to remain active, and so the Ministry for Seniors would be my starting point to seek funds for such a venture.

Harold Jonker I know that as we continue to grow in population we will be faced with congestion issues when it comes to how much traffic is on our highways.

We need to continue to push for the mid- peninsula corridor to be built and I would work on the federal level with all levels of government to move this project forward, and ensure that it does not become a toll road.

Miles Morton The West Lincoln Memorial Hospital needs to be completely replaced. This does fall under the provincial jurisdiction. However, I will do everything I can to assist in the process of getting this project completed in a timely manner.

Nameer Rahman Niagara health care infrastructure is probably the most important concern in the short to intermediate term. Ensuring that both the West Lincoln Memorial Hospital is built as well as the South Niagara facility will be critical to ensure that residents have close access to health facilities. In addition, mass transit systems, such as regular commuter service into Niagara as well as

To these ends, an NDP government will look at additional capital funding support for mass transit and health infrastructure in Niagara and across Canada.

Terry Teather The expansion of rail and light rail and electric vehicle charge stations will provide both environmental and transportation benefits to all communities of Niagara. A pervasive transportation infrastructure will benefit industry, tourism and the environment. Currently the limitation of the GO train to one arrival and departure per day, at terrible hours I might add, appears to be the product of insufficient track allowance. Building an extended and versatile electric rail infrastructure that can provide greater opportunity for the transportation of goods and people is vital. Greens would institutionalize federal transfers to municipalities though the creation of a Municipal Fund, renaming the Gas Tax funds, which were delinked from gas tax revenues years ago. KNOW A LOT OF YOU reading this have pets.

Some of you love dogs and some of you love cats. But did you know that Christians can be a lot like a dog or a cat? Let me explain.

A dog’s basic attitude toward its master is this: “You pet me, you feed me, you shelter me, you love me. You must be God.” A cat, however, comes to a very different conclusion. It says: “You pet me, you feed me, you shelter me, you love me. I must be God!” That pretty well sums up the basic differences between the two animals. We all know how loyal a good dog can be to its master.

It’s earned the title, “Man’s best friend.” When the door opens, the dog excitedly wags its tail to welcome its master home. If it’s trained, it might even fetch his slippers or his evening newspaper. And then, as the master reads the paper, the faithful dog sits at his feet content to be in his presence and ready to do his bidding.

How different is the typical cat. When its owner arrives home at night, it hardly seems to notice. It might yawn, or stretch, or begin licking its paws. It lounges around on your favourite chair thinking it owns the place. If its owner wants to sit there, the cat makes no effort to move and has to be lifted away. It might get excited about a prowling dog or a scurrying mouse, but never its owner.

As Bob Sjogren puts it succinctly in his book Cat and Dog Theology, “Dogs have masters, but cats have staff.” Christians can be a lot like a dog and a cat.

You see, the “dog Christian” realizes that God is Lord and Master and that he or she exists for His glo-

ry. He knows that life is all about God and not himself.

lossians 1:16: “For by Him [God] all things were created; things in heaven and on earth, visible and invisible, whether thrones or powers or rulers or authorities; all things were created by Him and for Him.” This attitude affects all the “dog Christian” does.

He reads, believes and tries to obey all of God’s Word, knowing that His Master loves him fully and has good plans for his life. When trials come, he continues to trust God looking for the good that can come out of bad. In your view, what is the single most important concern nationally, and where do you and your party stand on it?

Dean Allison Easy answer. Affordability and the economy.

If we are to have a stronger Canada, we must get our finances back in line. We cannot continue to run deficit after deficit after deficit.

The budget will NEVER balance itself.

The reality of deficits is that you need to pay them back. Which means eventually everyone will

pay more in taxes in order to do that. There is only one source of revenue, and that is you, the taxpayer.

There are a number of things that a Conservative government will do when elected. Our government will protect our healthcare system and guarantee increased funding, will protect our environment while removing the carbon tax, and will provide more money for families, children, seniors, and small business.

The bottom line is that a Conservative government wants to put more of your hard earned tax dollars back into your pocket and strengthen this great country.

Ian Bingham Affordability, the environment and the national debt are neckand-neck. When it comes to affordability, the Liberal government has lowered taxes on the middle class, started a national housing strategy, increased the first-time homebuyers incentive to 10%, and will cut cellphone bills by 25%. We now, thankfully, finally have a plan for the environment, so long as we stay on track.

Finally, when it comes to national debt, let us not forget that 70% of

our debt is owned by Canadians (i.e., you, the taxpayers) and not foreign investors. But just as one would not worry about the mortgage when the house is on fire, neither can we focus on paying off debt when we are at the doorstep of climate change, Affordability crisis, and a senior “baby boomer” bubble moving through the system. When your tax dollars are wisely invested in families, such as the CCB, increased seniors pensions, reduced day care costs and increased grants to students, then repaying the debt will be far easier. We know this works because after four years of Liberal government, we have the lowest unemployment rate in Canadian history, and the lowest debt-to-GDP ratio of any G7 country.

It was a documentary that was tough to watch and made me sad but if we care about women we need to!

Better Bandshell seating coming in 2020

BY VOICE STAFF In September, the Fonthill Bandshell Concert Committee presented to Town Council a concept for improvements to Peace Park that would ultimately make the Thursday night bandshell experience safer and more enjoyable.

The proposed modifications included regrading of the bowl surrounding the stage to achieve a gentler slope, planting additional trees, and improving drainage. Work to complete these tasks is underway.

Council approved in principle the proposed improvement project on the basis that the Bandshell Committee fundraise the project, and that the Town would effectively loan the

committee up to a maximum amount of $75,000.

Communications and Public Relations Specialist Marc MacDonald confirms that an allowance of $75,000 has been included for consideration in 2020 Capital Budget discussions.

In addition, it was agreed that the Town would be responsible for the costs of relocating and modifying the existing storm sewer system to accommodate the proposed new grades, make a water main connection to allow the irrigation system to be installed, and to remove a tree which was in conflict with the improvements.

Work was well underway last week, with the offending tree coming down on Wednesday afternoon. The

work is expected to be completed by mid-November.

“November 9 is tentatively set as community sod laying day,” said Mayor Junkin, “so hopefully on that day, numerous, strong, able-bodied youth will show up to help with the job. The enthusiasm for this project is off the charts.”

Bandshell Committee member Gayle Baltjes says even before their fundraising campaign officially began, "'Jazz Up The Park' is already at 17% of our objective. We can only hope that once we formally begin our campaign next week, the community will come together to help our volunteers achieve their objective in making the park accessible, safe, attractive and low maintenance."

Warm or erratic winters will jeopardise Niagara’s ice wine and tender fruit industry. Severe weather will impact everything from insurance costs to municipal infrastructure.

The NDP climate change initiatives look at both mitigating climate impacts and preventing future impacts.

On the mitigation side, the NDP will create a $2 billion dollar climate disaster fund. To prevent future climate impacts Canada has to do its part in ensuring global temperatures do not rise more than 1.5 degrees. To do that, the NDP will reduce Canada’s GHG emissions to 450 megatonnes. This will require measures to ensure heavy emitters pay through carbon pricing, homes are retrofitted for energy ef-

There can be no denying that without immediate and pronounced change the country, and earth, we inhabit today will be changed forever. Our very survival as a species, over the century, may be at stake. Canada is in a unique position of being able to lead the world by showing that change can happen. Limiting our GHG emissions by at least 60% by 2030 over 2005 levels is imperative. The era of oil and gas is rapidly coming to an end and we must justly transition the workers in that industry to a growing and vital green economy which will provide job opportunities for hundreds of thousands of workers. This will include industrial expansion in areas of home retrofit, clean energy and electric grid and transportation infrastructure. No more pipelines need to be built, subsidies to oil and gas industry must end, fracking ceases and capital saved is invested in ways that do not degrade the environment. Greens worldwide share this vision. The Green “Mission Possible” plan will ensure we meet the goals. Consider a vote for future generations. ♦

We should look for the gaps in people’s coverage and fix them as there are a number of programs already in effect.

Niagara’s seasonally unadjusted unemployment rate dropped for the third straight month in August, with 3,100 more people in full-time jobs versus July.

The unemployment rate was also a significant improvement over August of last year, with 4,100 fewer people out of full-time work. The overall regional labour force, however, shrunk by 7,500 in that year, according to data from the Niagara Workforce Planning Board.

As is always the case in

seasonal-work-heavy Niagara, the devil was in the details. The seasonally adjusted unemployment rate in August was actually 0.1 percent higher than in July, although it was 1.7 percent lower than the same time in 2018.

Ultimately, the seasonally adjusted and unadjusted unemployment rates were essentially the same, averaging out at 5.75 percent.

This is virtually identical to the 5.7 percent provincial rate, good news for a region that has historically seen higher jobless numbers than the rest of Ontario.
