“We’ve had about ten members at Thursday morning meetings for the last month and a half, putting the plan together,” said Legion mem-

ber Bernie Law. “Poppy boxes will be dropped off at 140 Pelham locations, and the hope is to eclipse last year’s record of just over $20,000.”

Ch-ch-changes: One aspect of global warming, as we know, is the lengthening of summer, i.e., warm temperatures lasting into what was customarily autumn. Apart from that brief cold snap what seems like months ago, we’ve certainly seen extended heat this fall. Bizarrely—to my mind anyway—the happy-talk TV weather presenters uniformly praise this as good news, as if we should be cheering yet another “beautiful day” in the teens as we head toward Remembrance Day. No, folks. Evidence of the earth being roasted alive really doesn’t bear celebration. As summer lengthens autumn gets shorter, and nowhere is this more evident than in the lack of fall foliage. With a few exceptions, the trees around our neck of the woods have stayed green for the most part, then along comes a good breeze—such as the wind on Monday as I write this— to blow those leaves to the ground. So much for leaf peeping, Peeps…Drink your troubles away: With caffeine! Word among jittery java addicts, jonesing for their double espressos, is that the coming Fonthill Starbucks will open on Saturday, January 22, in the new strip mall being built just east of the Food Basics plaza on Highway 20. Personally, I’m fine with Tim’s, although

a little competition may not hurt...Hope you’re not about to eat lunch: It’s another svelte 16-pager this week as my guts continue to heal. It will be a month this Wednesday since the big slice. There was an interesting side-effect I didn’t mention earlier. This was my first experience with total anesthesia, and it turns out I’m one of the one to two percent who come out of it with altered perceptions of taste and smell. So three days after the surgery, when the effect truly kicked in, I assumed that the hospital really, really smelled bad, as did I, and that the food was nearly inedible. Now, all these things may be true to a degree, but not to the extent I was experiencing them. Not until I was home and consult Dr. Internet did I discover what’s called “simultaneous ageusia and anosmia,” possibly caused by “traumatic intubation.” The effects can last weeks, months, even permanently for some patients. Thankfully, about a week later all was back to normal, and the world and its food no longer smelled and tasted like variations of rotten meat. Fun times...Looking for some healthy exercise? Cadence Rypstra was 11 years old when she set up a little table on Effingham Street, in front of the family farm, with plants dug up from from her mom’s garden. People stopped to buy the plants from this adorable little girl. Now, five years later, Cadence’s initiative has grown into a flourishing family business.

Cadence’s mom, Rachel, explained, “I saw the potential in a roadside plant stand and soon our whole family was involved.”

Husband Joel built the shack. Children Cadence, Jaxsen and Alaryss helped with the growing and selling.

BY VOICE STAFF As questions continue to mount regarding an email that Pelham Mayor Dave Augustyn quietly sent to a District School Board of Niagara trustee last summer, Augustyn has agreed to address the issue at a public meeting scheduled for this evening, Wednesday, Feb. 8, in Fenwick.

HEN I WAS young, my father and I would go for long drives along the rural routes of Pelham. We’d blast George Thurgood and roll down the windows because we loved the smell of the breeze, the sensation of crisp Niagara wind beating our cheeks and tangling our hair against our summer-kissed skin.

My father was not a sentimental man. He worked in factories and had a Gordon Lightfoot mustache and never shed tears over injuries.

Yet something about the Pelham landscape, the hilly backdrop to his childhood and the childhoods of our ancestors, drew him in. He’d stop by a farm or a gathering of woods and, surrendering his manly veneer, tell me a story about the town.

This place is precious. This is the earth that granted us life. Here is the place where we happened upon love or here is a site of devastation.

On one particular drive sometime in the late ‘90s we stopped at a tree with a plaque.

“This tree looks dead,” I said to my father.

“It sure is getting there, Julie.”

A construction error was discovered following the opening of a traffic calming chicane on Haist Street north of Hwy 20 last Monday that prevented large vehicles from passing through.

One resident living in the neighbourhood said he contacted the Town after seeing a small schoolbus get stuck as it tried to get through the new traffic calming measure. Later that day while driving behind a cement truck, he said that he became concerned for the public’s safety when the truck had to turn around because it couldn’t get through.

Petition-inspired changes coming to 2017 Summerfest

Representatives from the Pelham Summerfest committee Candy Ashbee and Bill Gibson presented council with a final report on the 2016 Summerfest at the Council meeting on Monday, Nov. 21.

Prompted by a story in the Voice in August about a merchant petition to move Summerfest from Pelham Street, in September Town staff met with various stakeholders to hear their complaints, promising at the time that changes in the way Summerfest was mounted would be con-

sidered.

The main concerns identified during the community engagement process were security, parking, ensuring customer can access all businesses in town, and liability for damages. How to get all Pelham Street businesses to participate and finding ways to make it beneficial for them to set up a booth were also determined to be of high priority for the committee as they plan for next year’s event.

Gibson told Council that the committee is addressing these concerns in a variety of ways. To improve parking, they intend to create bet-

ter signage for out-of-town visitors to designated parking areas and shuttle services. To make participation in Summerfest more enticing to local businesses, they plan to implement a tiered-charge for booths. Under the new system, Pelham Street business owners will be charged the least, other local businesses will pay a slightly higher fee, and vendors from outside Pelham will pay the most. In response to more specific issues for individual businesses, they will also slightly alter the footprint of the event and make adjustments to security.

Another way the committee plans

to improve the 2017 Summerfest is by sponsoring and working with the organizers of the Thursday Night Bandshell Concert series to select the artist performing on the first night of Summefest. They also intend to make more use of the smartphone app they launched in 2016.

"We are really going to push it this year," Ashbee said.

“It really helps to get people to see what events there are so they can plan out where they are going.

FTER LUNCH ON Saturday, Mum and Dad had my afternoon cut out for me. Mum had more brass than anyone I knew, and it had to be cleaned. In addition there was the set of silver fish-knives and forks which were never used, but which had to be cleaned and put back in their velvetlined box.

Next was a walk to the newsagents to pay for the daily delivery of the Daily Mirror. As I said, Dad was a printer, but when he was 37 he had been rejected for a job, as being too old, by the printers of the Beano.

For that reason, my favourite comic was not allowed in the house, but while I was paying the papers, the newsagent let me have a 'shoofty' at the Beano. I'd explained my predicament and he understood completely.

Sundays were different again. Dad would play golf on summer mornings and billiards in winter. Then he'd stop for a 'refresher' at the local and would pick up the prawns, cockles, winkles or whelks we'd be having for tea later. Meanwhile, Mum was roasting the 'joint' and potatoes. As part of the annual Apple Day campaign, Scouting youth of all ages will be trading apples for donations.

The yearly fundraising drive is an important way for young Scouts to connect with the communities they are serving, says Leah Marie of Scouts Canada.

Request made of community still peeved at name change The District School Board of Niagara is requesting that the Town of Pelham cede a portion of Cherry Ridge Park for use as a soccer field to serve the students of the new Wellington Heights Public School, formerly the E. W. Farr Memorial Public School, in Fenwick.

Currently under renovation and expansion, the new school will combine students and staff from the previous school and Pelham Centre, where classes are being held while construction continues.

Two letters, containing virtually identical text but signed by different authorities, were sent last week to nearby residents of the park, as well as to parents of Pelham Centre students.

“The DSBN is currently building onto Wellington Heights Public School on Alsop Drive,” states the letter. “The size of the school's addition means the existing small soccer field will be eliminated.

In an effort to bring further attention and deterrence to driving while impaired by alcohol or drugs, the Niagara Regional Police Service reports the names of those people who are charged with an alleged criminal impaired driving offence in the Region.

None of the following charges have been proved in court. In addition to being charged, these individuals are also bound by a Ministry of Transportation 90-Day Administrative Driver’s License Suspension and are prohibited from operating a motor vehicle on a roadway. The public is encouraged to contact the Niagara Regional Police Service Traffic Safety Hotline or Crime Stoppers to report those who are driving in contravention of the suspension. HERE IS NO BETTER time to cycle than Fall. It matters not whether you’re new to the sport, a seasoned recreational cyclist, racer, touring rider or mountain biker; we all have reason to look forward to autumn.

A Pelham route as simple as following our southern boundary is one that would make most Toronto cyclists jealous, especially when our forests and fields are ablaze with colour.

Begin from Harold Black Park, and zig-zag south along Effingham Rd toward the Welland River.

If you’re new to cycling, it’s important to know south is the direction away from any hills.

Suffice it to say that he is royally ticked off with Regional Councillors Rob Foster and Tom Insinna, who in his estimation pulled “cowardly political stunts” to shut down debate on Soos’ motion before council, which sought a declaration of a state of emergency with regard to mental health, homelessness, and addiction in Niagara.

by West Lincoln Mayor Dave Bylsma, created in partnership with Soos and also championed by Niagara Falls Councillor Wayne Campbell, had been supported by 11 of Niagara’s 12 lower-tier municipalities, along with Members of Parliament Dean Allison and Tony Baldinelli.

But council members were divided on the motion, having already acknowledged that a “significant crisis” exists in the region, in an alternative motion put forward previously by Insinna, which had been approved by council. Foster spoke on a point of order against revisiting the issue, and a council vote failed to obtain the two thirds majority needed to address it.

Soos was livid, given that the four delegates he had arranged to speak to his motion would not be able to address council, and also due to his view (supported by the council clerk) that the matter was not a “reconsideration,” having never been actually debated due to Insinna’s alternative motion being adopted.

“THIS IS UNBELIEVABLE. How can it be a reconsideration if it was never voted on in the first place?” wrote a disgruntled Soos on his Facebook page. “I am disgusted and appalled at the behaviour of members of

Niagara Regional Council, and their blatant disregard for people coping with mental health issues, substance misuse issues, and homelessness. Thank you, council, for continuing to send the message that marginalized people do not matter to you.”

ness, and addiction, as had the United Way of Niagara. Pelham Mayor Marvin Junkin, who also sits on Regional Council, advocated for the state of emergency, and in his column in the Voice last week expressed his disappointment at what he called “astute political maneuvering” which derailed Soos’ motion.

“It’s a spit in the face to every person dealing with mental health, homelessness, and addiction,” said Soos. “It's a spit in the face to every activist in this region fighting for these causes. And it's a spit in the face of the local councillors in 11 municipalities who unanimously supported the call to action.”

By voting on the motion as a reconsideration, and defeating it, the motion can’t be introduced for the rest of the term, said Soos.

“Regional Council is not willing to tackle these issues head on. They just want to

play politics, when this issue should be about getting the people who are struggling with mental health, homelessness, addiction, the funding resources and frontline services that they deserve.”

Soos doesn’t intend to let the matter drop. He has already initiated a complaint with the Ontario Ombudsman based on the charge that rules of procedure were not followed, and is also pursuing an Integrity Commissioner complaint against Foster “for his manipulative and deceptive stunt” which Soos characterized as “disgraceful, cowardly, and pathetic.”

When asked by the Voice if he felt justified in saddling taxpayers with the cost of the ombudsman and integrity commissioner inquiries, Soos responded, “You want to talk about the cost to taxpayers, be aware that the Canadian economy suffers $51 billion a year in lost productivity due to mental health issues.”

Soos sought the Welland Ward 3 city council seat left vacant by Lucas Spinosa, when he resigned in February of 2021, but finished second to John Mastroianni in the August by-election. Soos hosts an online interview program called True Politics, which he uses as a platform for his social agenda.

Contacted by the Voice , Regional Chair Jim Bradley’s office provided a response via email, which included the October 21 memorandum to Niagara Regional Council from Bradley. In the memo, he indicated that he would be willing to sign an emergency declaration on homelessness, mental health, and addictions, “should it be the will of Council, although it would be largely symbolic, and would bring no additional funding or resources.”

Life is full of wonders

R

ecently, we had a visit to our home by two of our three great- grandchildren. These little ones are truly gifts from heaven. Livia is five years of age and Tristan is only two. It was an uplifting experience for us as this pandemic has kept us from in- person encounters. Nonetheless, we did manage to keep up weekly Zoom meetings. Our other great-grandchild, Evie, lives in Sydney, NS. and we virtually visit her on a regular basis. These virtuals were great for us to see these little folks in their early stages of development.

For elders, such technologies cause wonderment while our progeny are more blasé about such advancements. Our age group marvelled when Bell switched our operator-assisted phones to units with a rotary dial. Now, we need attend seminars to learn to use cell phones that impudently claim to be smarter than us.

After that visit from our great-grandkids, I got to wondering what sort of world these youngsters will experience. In my 80-plus years I have experienced the “modernization” of nearly every aspect of life. What advancement in technology and society will occur during their lifetimes?

The so-called advancements in technology, medicine, transportation and other areas will continue to occur at a pace and in ways elders cannot fathom.

Who would have imagined private flight into space as a tourism option? Such flights are a little more pricey than ocean cruises but will likely be available to many more in the future.

Take television for example. Our first television screen was not much bigger than

a saucer and as blurry as looking through a frosted window. We had wires running from a rooftop antenna through to where the TV was set up in what used to be prime living space. Telecasting started at some time mid-morning and ended about eight in the evening. Kukla, Fran and Ollie and Howdy Doody telecasts were prime entertainment fare for the whole family.

But beyond technology, what other of life’s experiences will our little ones face?

In recent times, the practices and moralities of politics have changed dramatically.

In the view of many, some of those practices do not appear to be for the better. Respect for politicians has eroded to below the lowest of occupations. People are too often committing questionable behaviours in the practice of politics. Many protests are more riotous than righteous and more destructive than instructive.

Perhaps one of the most admired advancements will continue to be in pharmacology and medicine. The advancements in medicine resulting in life-saving and healing are just short of miraculous. Vaccines have eradicated diseases, medicines have made lives more livable, free of pain and surgical procedures have righted many wrongs with the body.

There are many other changes to be grateful for and a few others to be concerned about. But, nonetheless, it is our most ardent prayer that our little ones will enjoy a safer, healthier and more peaceful life in their futures. So be it. ◆

A look at Pelham taxes compared to our neighbours

A

s the weather cools and the days get shorter, Town administration and Town Council must necessarily turn their minds to next year’s budget. The budget is the single most important document created by the municipality in any given year. It is Pelham’s financial roadmap for the year ahead, clearly indicating the Town’s priorities.

The budget basically breaks down into monies that will be spent on big things such as road repairs (“capital budget”) and money spent on things such as salaries for the people who patch the roads (“operating budget”).

When looked at as a whole, it would be reasonable to suggest that the Town of Pelham has slightly below average property taxes, low reserves (not much money in the bank) and relatively high debt (primarily to pay for the MCC). Any potential tax increase that results from the upcoming budget deliberations will be used to finance municipal operations (inflation is up across the board) and also provide the means to partially replenish reserves and/or meet debt obligations. All of this occurs in the context of increasing demand, strong population growth, high inflation, but also a need to respect the taxpayer’s ability to pay.

The budget ultimately determines how much each property owner must pay in property tax. Like other municipalities, Pelham applies higher rates of taxation to commercial, industrial and institutional properties so as to reduce the burden upon residential properties.

Recently, there has been some suggestion that the Town’s tax rates are too high. While the question of what is “too high” will vary from person to person (and let’s face it: no one likes paying taxes), it is accurate to say that Pelham’s tax rates are below the Niagara median — they are below average, and that is true for both expensive and for more modest homes. As you can see from the table above, which was created by a highly reputable municipal consulting firm, in 2020 Niag-

In the months to come there will probably be plenty of public dialogue around tax rates, debt levels, the state of the reserves and other issues that directly or indirectly influence municipal taxation, particularly See TAXES Page 7

he ongoing economic reopening across the country in the form of loosened public health restrictions on indoor and outdoor dining throughout the summer, combined with warm summer weather and expanded patio capacity, all contributed positively to the third consecutive strong monthly economic gain.

Food service and drinking places rose 5.4 percent in August, which follows an 8.1 percent gain in July. With indoor restrictions on capacity now eliminated, it should follow that the food services industry will continue to rebound, which is great news for our area restaurants, which, like all restaurants across Canada, have been struggling to survive the last 18 months.

Niagara Covid numbers continue to be boring to report, and, in this case,

boring is good. Pelham’s active cases have remained the same, no hospitalized cases from Pelham and our vaccination rate of 83.3 percent continues to be higher than the Region’s 76.9 percent.

The Province continues to vaccinate approximately 20,000 residents daily, so slowly but surely our vaccination rate for the province continues to rise, currently being at 84%. ast Saturday, October 30, I had the pleasure along with Councillor Olson, of joining a group of Trout Unlimited volunteers as they concluded the 2021 tree planting season. ited with the plantings, which have totalled some 1500 trees and shrubs. uring the early days of the Sulphur Spring Drive project when emotions were running a tad high over, fi rst, lack of permits, followed by ordered work stoppages, I had received information from a third party that Trout Unlimited was a least partly to blame for these occurrences. Since then I have had assurances that this was not the case. Trout Unlimited and the Town of Pelham have signed a Memorandum of Understanding to work at rehabilitating the Twelve Mile Creek, and we will continue to work together on this great environmental project. ◆

It is for the community, through its elected officials, to determine what constitutes “too high," “too low,” or “just right” for property taxes. Senior staff and I would suggest that Pelham occupies an enviable space in that its tax rate is below the median, but the service provision is on the high end (compare Pelham’s sidewalks to those in Thorold, or Pelham’s MCC to Welland’s tired facilities).

The gap between paying below-average taxes and receiving above-average service is the Town’s value proposition to its residents.

What staff can say is that the Town’s taxation is in line relative to eleven Niagara comparators, and that in fact that there is a fairly good value proposition being provided in return for property taxes. Other Niagara municipalities are looking at very modest tax increases for 2022, however they are starting from a much higher level of taxation per capita, and so should be able to afford to do so.

It’s hard to love paying property tax, but perhaps knowing that Pelham’s rates are below average, while the quality of life is high, can help all residents feel a bit better when they make their payments.

Council and staff will continue striving to provide value for your money. ◆

The morality of the Short Hills deer hunt

ate my beliefs about the treaty rights where hunting and fishing are concerned. Does legality equal morality?

Is something acceptable just because the law says so? Factory farming is legal in Canada. Does that make it acceptable? Dog fighting, cock fighting, bullfighting, female genital mutilation are all legal in countries where they are practiced. Are they moral practices? Is Indigenous hunting and fishing moral then just because there are treaties that exist that ensure the right to do so? For me the answer is no.

Further, is something a moral or acceptable practice simply because it is a tradition? If we can excuse using or killing animals by saying that it forms part of our culture don’t we then have to excuse every other cultural and traditional practice. We would have to excuse the Chinese Yulin Dog Meat Festival, the Japanese Taiji Dolphin Drive Hunt, the killing of pilot whales in the Faroe Islands, and the chicken slaughter in the Jewish tradition of Kaporos.

Should we excuse these practices?

Again, for me the answer is no.

We cannot continue to mistake the idea of tradition with animal cruelty and abuse. Indigenous animal husbandry has been around for thousands of years but that doesn’t mean it is moral or that it has to continue.

Finally, no provincial park should be killing grounds for hunters where hikers come across “gut piles” and dead deer that were injured but got away and then died. Parks are suppose to be places where people go to to coexist with nature.

Last fall I was excited to discover Short Hills Provincial Park in Pelham, a new place for me to hike and experience nature. My excitement was short-lived when I found out that it was also a place where the hunting of deer occurred. As a vegan and opposed to the exploitation of animals I felt it was important to express my position on hunting, especially in a provincial park, and I decided to attend the vigil opposing the hunt. It was only when I arrived that I learned that the hunt was a Ministry sanctioned Indigenous hunt and that the Ministry of Natural Resources (now the Ministry of the Environment, Conservation and Parks) started the hunts in 2013 as an apparent deer herd reduction program even though no Environmental Assessment was ever done. I also learned that since the hunts began there have been numerous ongoing issues with residents and those that oppose the hunts to do with trespassing, public safety, hunting protocol violations, and damage to the park from the hunts, that have not been addressed or resolved.

I understand that our federal government has historically made treaty agreements with the Indigenous people to define specific rights, benefits and obligations as a means to identify rights to occupy and use lands and protect their traditional way of life. As we all know, not honouring these agreements has created complex issues. As an ardent advocate of Indigenous rights I support efforts to make right the inequities and injustices that they have faced.

So I found myself having to evalu-

I read with sadness of the recent passing of Lloyd Beamer of Beamer's Hardware. When we arrived in Fonthill in the fall of 1983, the store was owned and operated by the Wilson Brothers, but in 1986 Lloyd purchased the hardware store as a retirement project, and then worked the store for the next 35 years!

It hasn't changed a lot over the years and perhaps that is part of its appeal. I remember we used to have a charge account at the store and whenever our young sons needed anything, they had my permission to buy it at Beamer's and I'd straighten the account up at the end of each month.

Retailing has changed a lot over the years with the advent of big box stores and online shopping. But the convenience and friendly atmosphere of the small, old time hardware store has kept us and others coming back year after year.

I'll miss Lloyd's smiling face, his easygoing demeanor and his always-ready-to-help attitude. I hope his family, who have been involved in the business, will continue to operate it for years to come. I know we'll continue to patronize it.

Open letter to the Town of Pelham We are sending this letter in support of Councillor Wayne Olson’s motion that celebrates next year as the Year of the Garden in Pelham. We at the Pelham Tree Conservation Society think this motion will be a blooming success in greening our town.

We also believe that more gardens create more ways to absorb rainfall which helps reduce flooding. We believe it's time the Town of Pelham acknowledges that both trails, the Gerry Berkhout Trail and the Steve Bauer Trail, also be recognized as Native Flora Gardens as well as Pollinator Corridors.

We would like to see any new gardens that are established for this celebration use native plants. In the past year, members of the Pelham Tree Conservation Society have been recording a large variety of native flora growing along the Steve Bauer Trail between Port Robinson and Merritt Roads, which have great value. We look forward to participating in this very worthy project.

Country Christmas Store opens for season Showcase for Ontario artisans, designers, crafters

BY DON RICKERS Contributing News Editor Sidney Beamer’s annual labour of love is open for business, and she is cautiously optimistic that locals will flock to her venue as in past years, to delight in the unique creations of over 75 local artists, artisans, designers, and crafters being showcased.

Now in its ninth year, the Country Christmas Store operates out of a newly renovated, 3500 square foot barn on the Beamer farm, which has been in the family for some 150 years. The building is handicapped-accessible, and has a chairlift to allow access to the second floor level.

“In the old days, if you couldn't grow your own food and preserve it, and sew your own clothes, you would freeze and starve to death,” said Beamer. “Nowadays, people are too busy to do their own canning and sewing.”

She sells preserves, jams, jellies of all kinds that are sourced from Mennonites in Elmira, and all the crafts and artwork come from within about a 100 km radius of Pelham.

“Some artisans actually come to the store as cus-

tomers, and returned as vendors,” said Beamer.

Stuart Beamer, Sidney’s husband of almost 50 years, assists her in the setup for the seasonal event, but don’t expect to see him in the store at the cash register.

“I don't do crowds,” he said with a laugh.

The Beamer family farm encompasses about 55 acres, ten of which are leased to DeVries Fruit Farm, of Fenwick, with orchards that provide a crop of cherries, peaches, and nectarines.

On Sundays, a traditional afternoon tea is available with two time slots, 1 PM and 3 PM. Also featured is the Country Lunchbox, where shoppers can enjoy a bowl of hot soup and a sandwich along with baked goods and desserts in a casual, festive atmosphere from 11 AM to 2 PM. Reservations are required, and take-out service is available.

“Our hearty soups are all homemade on the farm, and reflect the fall produce,” said Beamer. Expect to find kettles of potato and bacon, cauliflower and leek, broccoli and cheddar, and butternut squash.

Community centre servery renamed in honour of late councillor Mike Ciolfi In the works for nearly a year, "Mike's Place @Ciolfi Corner" opens

BY DON RICKERS Contributing News Editor The servery located on the second floor of the Meridian Community Centre (MCC) has received a facelift, and with it, a new name: Mike’s Place @ Ciolfi’s Corner.

Dedicated last Wednesday night to the memory of Town Councillor Mike Ciolfi, who died in April of 2020 at age 51, the servery now projects a sports bar vibe, a transformation in keeping with Ciolfi’s vision, according to organizers.

Pelham Town Council approved a short-term working group in November of 2020, pursuant to a motion put forward by Councillor Lisa Haun, who noted that Ciolfi was proud of the MCC, and spent a lot of time there attending events.

Haun’s committee was charged with advising on changes to the second-floor snack bar area at the MCC, with the intent of dedicating the servery to the late councillor.

Other committee members included Ward 1 Councillor Marianne Stewart, Pelham’s Director of Recreation, Vickie vanRavenswaay, Ciolfi’s wife, Michele, and Patricia Shannon, Chair of the Hospitality Committee.

In her remarks to the assembled throng of friends and benefactors

last Wednesday, Haun noted that the theme of the servery was Ciolfi’s.

“Mike would talk about his desire to give the servery a sportspub feel to make it more inviting, a space where people would want to stay and visit, and watch the kids play,” she said. “Mike started this ball rolling, and we are so pleased and honoured to see Mike's vision through to completion. We're thankful for the generosity from local small businesses, resident donations, and those that have provided their services and products. As the saying goes, it really does ‘take a village.’”

Michele Ciolfi thanked those involved in making the tribute to her husband come to life, and expressed her appreciation to Haun and Stewart for their efforts in gaining the project’s approval by Town Council.

Wednesday’s event was not without controversy, after Councillor Lisa Haun told council at its previous meeting that neither

they nor the Mayor were invited to attend. It later emerged that senior Town staff were likewise excluded. Only after objections were raised by Councillor John Wink, and by Mayor Junkin on behalf of staff, did Haun relent. Invitations were extended to council and staff at the eleventh hour.

All of council was in attendance, as were the Mayor and CAO David Cribbs.

Mike’s Place @ Ciolfi’s Corner is the second tribute to the late councillor at the MCC. In October of 2020, a memorial stone was placed outside the south entrance, a private initiative by friends of the Ciolfi family, honouring Mike Ciolfi’s service to the community.

Bring back the Brookies Trout Unlimited program plants and educates

BY BERNIE PUCHALSKI Special to the Voice Ken Eller has a special affinity for Twelve Mile Creek.

“I am a local boy. I grew up near Decew Falls and this was my fishing area. I am 74 now and you can imagine when we were about eight, we would ride our bikes up here and we would fish,” he said.

That catch and release pastime continued into his adult years.

“I am a fly fisherman and I would fish it right through [Hollow Road] to the Shorthills down to Decew Falls but we haven’t seen fish here for 20 to 25 years. That corner right there used to be fabulous for little brookies.”

But due to climate change and human activity, things have changed.

“A few years ago, the fish died off and that’s when the government took notice that something should be done and this is part of it,” Eller said.

The “this” referred to by Eller is the Bring Back the Brookies program, which is a learning and restoration program focused on preserving and protecting aquatic habitat in Upper Twelve Mile Creek. The Niagara Chapter of Trout Unlimited program is supported by the Great Lakes Local Action Fund, OPG, Walker Industries and the Niagara Peninsula Conservation Authority.

This past Saturday, Eller’s Hollow Road property was the site of an event where participants learned about biodiversity and stream dynamics and then planted trees to

Among the ten trees and 20 shrubs planted Saturday were white cedar, tulip, pin oak and bitternut hickory trees, and shrubs such as meadow sweet, high bush cranberry, nannyberry, ninebark, elderberry, cone flowers, milkweed and asters.

“They are species native to this area and we go to local nurseries to source them,” said Megan Lalli, an NPCA restoration tech-

nician.

The work is an extension of what Eller has been doing for years.

“We have been here for 40 years and we have looked after the property in the best way that we can. The stream is so important to us,” he said. “You can’t see the stream and we have tailored things away from it since the day we moved here. We take pretty good care of it. With having Trout Unlimited, the conservation authority and all the

volunteers involved, it has been fabulous.”

Eller is looking forward to the day when the Brookies return to the creek.

“I am planning to be a 100,” he said with a laugh. “The next generation who gets this house when we are finished with it I am hopeful they will have that.”

Eller feels it is important to rehabilitate the creek and its watershed.

“I have seen what public use of the Short Hills has done so if we can do our little bit and if all the families along this road did likewise, this would be a thriving place for generations to come for fishing, hiking and stuff like that.”

And while Eller has not seen fish in the creek for a long time, eDNA testing, a technology that samples water within a test site, has determined the presence of brook trout in the St. Johns Branch of Twelve Mile Creek.

Last Saturday’s tree planting was one of 14 events staged in October by Trout Unlimited.

“Interest has been strong with 230 registrants from local schools, scout troops and nature clubs,” said Kerry Kennedy, Trout Unlimited’s project coordinator. “Each event begins with some fun opportunities to learn about the life of a Brookie, its habitat and the threats to this extraordinary resource we share. Customized frisbees are even in the mix of learning activities.”

Trout Unlimited Canada’s Niagara chapter has been around for more than a decade and its mission is to conserve, protect and restore the Niagara region's freshwater ecosystems and its cold water resources for current and future generations.

Twelve Mile Creek, Niagara’s only remaining cold water, ground water fed stream, is near and dear to Trout Unlimited.

All of the group’s projects are focused in the upper creek area and the tributaries located in Pelham and Thorold.

“The goal is to protect and restore this ecosystem and the biodiversity that exists within it,” Kennedy said. “Trout Unlimited is about conservation as opposed to angling.

We are taking small steps along the way and trying to raise awareness.”

His memo went on to say that “given the time Council had spent on this issue in the past, members successfully challenged my ruling and voted to deem the motion a reconsideration. Ultimately, it did not achieve the twothirds majority vote required to bring the motion to floor.”

The positive outcome from Bradley’s perspective was that “a significant amount of work continues to occur locally on these complex challenges, along with substantial advocacy efforts with senior levels of government.” He referenced a recent report from KPMG stated that the Niagara Region contributes more local tax dollars to tackle homelessness than any other comparator area in the province.

“I want to assure the public that these matters remain a top priority for this term of council, and we will continue to make all reasonable efforts to combat the tragic effects of homelessness, mental health and addictions across the Region,” wrote Bradley.

Pelham Regional Councillor Diana Huson told the Voice that normally she supports adding delegates to an agenda.

“I believe I voted in favour of allowing the speakers to be added, despite their late submission,” she said. “With regard to the mental health emergency matter which was called into question as a reconsideration, I did support that also, and by extension of that, by passing the matter, it was removed from the

The Voice agenda, which meant there wasn’t an agenda item for the speakers to delegate for.

I also was of the opinion that we already heard and dealt with this item in February. They're two different things, although related.”

Huson said that in supporting the reconsideration, she read through the staff reports, and listened to the opinions of Dr. Hirji, Niagara’s Acting Medical Officer of Health, and Adrienne Jugley, Niagara’s Commissioner of Community and Social Services.

“I also reviewed the motion council passed previously, which included advocacy letters from the Chair to the provincial and federal governments asking for more resources, advocacy from the Chair to the Minister of Municipal Affairs and Housing and also the Minister of Families, Children and Social Development, a staff report highlighting service gaps relating to mental health, addictions, and wellbeing, and an update for council from the Overdose Prevention and Education Network of Niagara on the status of actions relating to addictions,” said Huson. “In weighing all of this information, I believe what we passed in February was fair and impactful. But I also feel that the next logical place for further advocacy efforts is with the provincial and federal governments, that can direct the vital resources needed to improve the overall mental health, homelessness and addictions landscape in Niagara.”

Huson added that her preference was “for the matter to be referred back to Public Health and Social Services, where it's appropriate to have extensive debates prior to coming to council. However, that's not where the debate landed."

SOY hosted an Electrical Tools in the Trade Boot Camp at Crossley last Thursday. The students participating were Grade 12 electrical students. During the event students took the opportunity to complete hands-on projects with construction and maintenance electricians, and attend workshops on employability skills. Each student received $250-worth of tools to complete the electrical circuits. “Students gained knowledge on the viability of a career in the skilled trades, the demand in the industry and opportunities for advancement,” said electrical tech teacher Calli Zwierschke. “With the employability skills that the students learned they are ready for an apprentice to earn while they learn.”

continued from Page 15 farmer, our job is to sow the seed of God’s Good News into human hearts and God’s job is to make it grow. When the plants are fully grown, it is our privilege to harvest them. In the second parable, Jesus explains how the kingdom starts small (like a mustard seed) and then grows into something big.

This is how the Church has grown since the 1st century and is still growing rapidly in countries like Iran today. Paul said, “We are simply seeing the spillover of what God is doing in Iran.”

This recent anniversary has encouraged the present church family in many ways. Here are two.

First, we have been reminded that our beginning as a fledgling congregation 175 years ago required a lot of faith, vision, determination and hard work. We need these same qualities today as we seek to serve

the spiritual needs of our community in an increasingly secular society. Secondly, Pastor Paul reminded us of God’s power to move in human hearts, sometimes in remarkable and unexpected ways.

Both of these reminders (one from our past and one from the present) inspire us for future ministry.

Our current pastor, Dana Brown, often tells us that our job is simply to “make disciples of all nations,” as Jesus commanded in his Great Commission (see Matthew 28:1820). As the Lord brings people from all over the world to our region as students, seasonal workers, immigrants and refugees, we want to remain true to that calling.

Only then (as Jesus taught in Matthew 5:14) will we be the “light of the world” and “a city on a hill” — whether it be Thornhill or Fonthill. ◆ Rob Weatherby is a retired pastor who also grew up at Fonthill Baptist.

They needn’t have been so subtle. These results are clearly a call to action for those of us in our 60s and beyond that wish to participate in maintaining our mental vibrancy; and we haven’t even got to the white matter research yet.

An multi-authored study titled, “White matter plasticity in healthy older adults: the effects of aerobic exercise,” published in June 2021, on Neuroimage, an open-source online medical journal focused on neurology, concludes that aerobic exercise does in fact improve the function of our brain’s white matter. Our brain and nervous system’s white

matter can renew itself through neurogenesis, and exercise enhances this process.

Two hundred and fifty sedentary women and men over the age of 60 were tested for their current level of aerobic fitness and cognitive skills. Advanced MRI scanning technology was used to measure the functional capacity and health of their white matter.

With this data recorded as a base line, the participants were divided into groups for six months of physical activity. A control group did stretching and balance training three times a week, another walked briskly thrice weekly for 40 minutes per session, and a third group learned and practiced group dance, including line dancing.

After the six months of this training, the scientists and physiologists conducting the tests found that the group who did non-aerobic stretching and bal-

ance training showed declining white matter health.

The dancers’ and walkers’ bodies and brains had physically changed. Their aerobic capacities had increased, and the volume of their brain’s white matter had also increased. The report stated, “Their white matter seemed renewed. Nerve fibers in certain portions of their brains looked larger, and any tissue lesions had shrunk.”

However, it was only the brisk walkers, the most active group physically, who improved their results on the memory tests.

The best part is, those changes in white matter volume and function, the strengthening of our myelinated axon neurological pathways, were measurably impacted by just 120 minutes of regular, moderately intense physical exercise. Few things are See BALANCED LIFE next page

Yet more evidence: Brisk walks are a no-brainer

D

o you hate brisk walking and fast dancing? If you are more than 50 years old, consider sticking with me for at least the first few paragraphs of this column.

You may change your mind.

We all know that exercise, even a brisk, minimum stop-and-sniff walk with Duke or Molly, contributes to a healthy heart and musculoskeletal system. This isn’t about that.

It’s also not just about grey matter, that portion of our brain with which we think and remember. We know our cognitive abilities, primarily in later life, respond well to exercise.

It is, however, about white brain matter, and new studies made possible by improved MRI (magnetic resonance imaging) technology, that conclude exercise also effects the function of this area of our brain.

In a very generalized sense, our brain and spinal cord contain grey matter and white matter, and more is better, especially as we age.

Grey matter tissue is primarily made up of cell bodies called soma, which house our neurons’ nuclei, capillary blood vessels, and glial cells, the group name for numerous brain cells essential to neural develop-

ment, modulation of synaptic action and recovery from neural injury, among other functions. When we think of grey matter, we think of executive function and factors crucial to learning such as attention span, concentration, memory and thought process. Grey matter is also responsible for motor control, coordination and precise muscular control. Yet all these functions are dependent on our brain having a large volume of healthy white matter.

White matter areas of the brain consist primarily of axons, long filaments that extend from the soma, and astrocytes. Axons are sheathed in a myelin protein which is high in white-hued lipid fats for protection, hence the term white matter.

Axon tracts are the connections or pathways through

which our brain and spinal cord cells communicate the information provided by our grey matter. Astrocyctes, part of our white matter, assist in maintaining the correct chemical balance to enhance oxygenation and regulate blood flow within the brain, enabling healthy myelinated axons to better transmit the electrical signals essential to sensory function and motor control.

Traditionally, studies on the impact on our brains of cardio-respiratory exercise such as brisk walking have dealt with grey matter.

A study by the German Centre for Neurodegenerative Diseases presented in the Mayo Clinic Proceedings journal is an example.

The study “provides new evidence of an association between cardio-respiratory fitness and increased gray

matter volume, improved brain health and a deceleration in the decline of grey matter.” This study involved 2000 adults and was carried out from 1997 to 2012, almost a decade ago.

A paper from the United States National Centre for Biotechnology Information provided the results of a meta-analyses of similar studies from between 2003 and 2012, and went further in its findings, suggesting that the effects of exercise on our brains might not be uniform in all brain areas for participants aged 55 to 79 years.

“The effects appear to be general in the sense that many different cognitive domains are improved after several months of aerobic exercise, but specific in the sense that executive functions are improved

more than other cognitive domains. This reasoning fits in line with evidence that the brain does not uniformly atrophy in late life and that some regions (i.e., prefrontal cortex) may be more sensitive to the effects of aging than other brain areas. In other words, the results from meta-analyses have suggested that the brain regions showing the most rapid age-related losses in volume might also be the regions most sensitive to a more physically active lifestyle.”

Although this analysis was apolitical, one of the conclusions was that such data could be used to change public policy on the appropriateness of physical activity as a method of influencing brain health. This See BALANCED LIFE Page 12

Fonthill Baptist turns 175

S

unday, October 24 was a special day for the church family at Fonthill Baptist.

They celebrated their 175th anniversary, which takes us way back to 1846 (yep, that’s 21 years before Confederation and not many of our charter members were able to attend!).

Our past

At the back of our church we have a history table with a sign that says, “Our History Inspires Our Future.”

That’s true. As the oldest congregation in Fonthill, there’s a lot in our long history that we can be proud of and inspired by.

It all began when Elder David Way felt God’s call to move from the Baptist church in Canboro to plant a new church in nearby Short Hills (now Fonthill). Our community was first called Osburne’s Corners, then Temperanceville, then Short Hills. So, the new fellowship was called “The Baptist Church in the Short Hills.”

The first structure was a modest (but attractive) white frame building. The first 40 years, however, were challenging with a small membership and budget. To make ends meet, the Fonthill pastor also preached in Welland and Port Colborne. With no baptistry in the church, new believers were baptized in a mill pond (hopefully in the summer) in nearby St. Johns.

As the community (now called Fonthill) expanded, the congregation grew as well, and by 1909 the small wood structure was replaced with a larger brick one on the same site. A Sunday School wing was added in 1954 and the sanctuary was enlarged (and a balcony added) in 1961.

During these 175 years, 43 pastors (some were short-

term interims) have served the church family. The longest pastorate was for 16 years, right after World War II, by Pastor Bill Wismer (1945-61).

Our preacher

Our anniversary preacher was Pastor Paul Gibbon, who grew up in Fonthill and attended the Baptist church along with his parents and two sisters. His parents still live in Fonthill and have served in various roles and ministries in the church for many years.

Paul graduated from the University of Toronto with a law degree and then studied theology at McMaster

Divinity College. For the last 31 years he has served as pastor of the Thornhill Baptist Church in Toronto.

Paul shared what the Lord has been doing among the Persian (Iranian) people in his part of the multi-cultural Greater Toronto Area.

What began as a trickle of Iranian believers coming to his church three years ago has now become a flood. He presently has 70 Iranian believers preparing to be baptized.

Rick Hatt, vice chair of the poppy campaign, thanked Leah Anne Culliford of Grey Forest Homes, the event’s corporate sponsor.

“The poppy was adopted as a symbol of the Legion in 1921,” said Hatt. “By wearing a poppy, we demonstrate our gratitude to those who gave their lives for the freedom that we enjoy today.”

Jim Garner, chair of the 2021 Poppy campaign, told the Voice that the Fonthill branch has 200 active members, and has been a chartered Legion since the early 1950s.

“We're seeing lots of new folks coming into the community, showing a willingness to become Legion mem-

bers,” said Garner. “Hopefully that will translate into more memberships and a bigger pool of volunteers, which will allow some people who have been on the poppy campaign for a number of years to pass the baton on to others.”

Membership in the Legion is not restricted to those who have a military background, and is open to all who believe in the organization’s mission, and is prepared to pitch in with volunteer work.

There will be only one Remembrance Day service in Pelham this year, which will take place on November 11 beginning at 10:45 AM, in Veterans Park on the Legion grounds at 141 Highway 20 East. In previous years, services were also held in Fenwick at Centennial Park, in Ridgeville at the Cenotaph, and in Peace Park behind the Pelham municipal offices.

The service will be live-streamed, courtesy of Niagara College students and staff from the Broadcast Radio, Television, and Film (BRTF) Program.

Weather permitting, there will be a fly-by during the service of the Avro Lancaster bomber from the Canadian Warplane Heritage Museum in Mount Hope.

cups unbleached All-Purpose flour teaspoons instant yeast cup old-fashioned rolled oats teaspoons salt tablespoons melted butter tablespoons honey cup + 2 tablespoons lukewarm water

Check to see how well your cheese melts by putting a piece of it in the microwave for 10 seconds. Cheese that melts quickly will need to be cooked on medium to high heat for grilled cheese so the bread toasts and cheese melts. A cheese that is slow to melt will need to be cooked on low and longer for the perfect results. American cheese often is a popular choice because of the way it melts.

1. Weigh your flour; or measure it by gently spooning it into a cup, then sweeping off any excess. Combine all of the ingredients and mix until cohesive. Cover the bowl, and let the dough rest for 20 minutes, to give the oats a chance to absorb some of the liquid. Then knead — by hand, stand mixer, or bread machine — to make a smooth, soft, elastic dough.

2. Place the dough in a lightly greased bowl, or in an 8-cup measure (so you can track progress as it rises), and let it rise for 1 to 11⁄2 hours, until it’s risen noticeably. It won’t necessarily double in bulk.

3. Gently deflate the dough, and shape it into a 9-inch log. Place the log in a lightly greased 9-inch pain de mie (pullman) pan, pressing it gently to flatten.

4. Place the lid on the pan (or cover with plastic wrap, for a better view), and let the dough rise until it’s about 1 inch below the top of the pan/lid, 60 to 90 minutes. Towards the end of the rising time, preheat the oven to 350 F. 5. Remove the plastic (if you’ve used it), slide the pan’s lid completely closed, and bake the bread for 30 minutes.

6. Remove the lid, and bake for an additional 5 minutes, or until an instant-read thermometer inserted into the center registers at least 190 F. 7. Remove the bread from the oven, and turn it out of the pan onto a rack. Run a stick of butter over the top, if desired; this will yield a soft, buttery crust. Cool completely before cutting; wrap airtight and store for several days at room temperature.
