BY VOICE STAFF Last week Ward 2 candidate Cheryl Crozier was the first to file papers to run for Council in this October’s election.

“I didn’t mean to be the first person, but I didn’t see any reason to wait,” she said last week.

Crozier, who has either lived or owned property in Pelham for nearly the entirety of her 60 years, said that the timing of this election is perfect for her.

“I’m winding down my work and getting ready to retire,” she said. “With all the stuff that’s been going on, I think it’s a good time for change and I want to step up to take part.”

Crozier studied science and lab technology at Fanshawe College, coming back to Niagara to work. She left when the first of her three sons was born, later returning to work at Jungbunzlauer, which makes citric acid in Port Colborne.

“I’ve also been self-employed for a long time, painting,” she said.

This was the only adult conversation I had yesterday. Sadly, the woman with whom I was “conversing”— let’s call her Maria—was the recorded voice on the Drive and Speak Spanish CD I was listening to.

I’m on the road frequently and am on Track 33, so I’ve become quite familiar with Maria. She’s pleasant enough. Has a soothing voice. And she’s helping me learn Spanish during a time when I would normally be tuning into adolescent pop music or traffic reports for a distant city.

Once the province has stumbled through its own election on June 7, we can expect (and hope for) plenty of local filings. Party time in Fenwick: One of Pelham’s biggest annual events is back, the Fabulous Fenwick Lions’ Carnival, starting Friday and running through the weekend at Centennial Park. Midway rides, fireworks, and plenty of fairground food. There are whispers about a surprise guest, with an announcement, riding in the parade that kicks it all off on Friday evening… Speaking of parties: While many teenagers have partying on their minds, the party that Logan Scott wants to start is political.

NRPS impaired driving charges

Humane Society vet clinic expands

The Lincoln County Human Society, operating Ontario’s only humane society run, full service veterinary clinic open to the public, has added to its 12 clinical staff. Dr. Lindsay Davis joined the veterinary team of Dr. Rosemary Murray and Dr. Heather Field.

The clinic says that it will continue offering low-cost, high volume, spay-neuter services on Mondays, Wednesdays and Fridays, and now adds full services to residents six days per week. “We are pleased at the community response to our clinic and we look forward to serving animals and their caretakers in a wider capacity” said Kevin Strooband, LCHS Executive Director. Dr. Davis brings a special love for rabbits and guinea pigs, says Strooband, and the clinic will now offer full veterinary services for both rabbits and guinea pigs, including spay-neuter and dental surgeries for rabbits. “The LCHS Animal Clinic looks forward to serving our community and building veterinary relationships with pet-owners who may not have a veterinarian or are looking to set up a new relationship.”

ATV roll-over

A 27-year-old Wainfleet woman is facing impaired driving charges following an ATV roll-over. Police say that at approximately 4:30 PM on Sunday, May 13, the woman was operating an ATV with two young children in the area of Deeks Road South and Forks Road in the town of Welland, when she lost control of the ATV and rolled into a ditch. Both children were wearing helmets at the time of the collision. It was initially believed one child had sustained serious injuries and was airlifted to an out-of town hospital for treatment. The injuries were later determined to be non-life threatening. The second child involved in the collision was not seriously hurt. The ATV operator is facing the alleged charges of: Impaired Operation Cause Bodily Harm sec. 255(2) CC; Over 80mgs Cause Bodily Harm sec. 255 (2.1) CC; Dangerous Operation of a Motor Vehicle Cause Bodily Harm sec. 249(3) CC. The accused was released with an OIC Promise to Appear at a future court date of June 15 at the Welland Courthouse. The identity of the female is not being released in order to protect the identities of the young persons involved.

BY VOICE STAFF As questions continue to mount regarding an email that Pelham Mayor Dave Augustyn quietly sent to a District School Board of Niagara trustee last summer, Augustyn has agreed to address the issue at a public meeting scheduled for this evening, Wednesday, Feb. 8, in Fenwick.

HEN I WAS young, my father and I would go for long drives along the rural routes of Pelham. We’d blast George Thurgood and roll down the windows because we loved the smell of the breeze, the sensation of crisp Niagara wind beating our cheeks and tangling our hair against our summer-kissed skin.

My father was not a sentimental man. He worked in factories and had a Gordon Lightfoot mustache and never shed tears over injuries.

Yet something about the Pelham landscape, the hilly backdrop to his childhood and the childhoods of our ancestors, drew him in. He’d stop by a farm or a gathering of woods and, surrendering his manly veneer, tell me a story about the town.

This place is precious. This is the earth that granted us life. Here is the place where we happened upon love or here is a site of devastation.

On one particular drive sometime in the late ‘90s we stopped at a tree with a plaque.

“This tree looks dead,” I said to my father.

“It sure is getting there, Julie.”

A construction error was discovered following the opening of a traffic calming chicane on Haist Street north of Hwy 20 last Monday that prevented large vehicles from passing through.

One resident living in the neighbourhood said he contacted the Town after seeing a small schoolbus get stuck as it tried to get through the new traffic calming measure. Later that day while driving behind a cement truck, he said that he became concerned for the public’s safety when the truck had to turn around because it couldn’t get through.

Petition-inspired changes coming to 2017 Summerfest

Representatives from the Pelham Summerfest committee Candy Ashbee and Bill Gibson presented council with a final report on the 2016 Summerfest at the Council meeting on Monday, Nov. 21.

Prompted by a story in the Voice in August about a merchant petition to move Summerfest from Pelham Street, in September Town staff met with various stakeholders to hear their complaints, promising at the time that changes in the way Summerfest was mounted would be con-

sidered.

The main concerns identified during the community engagement process were security, parking, ensuring customer can access all businesses in town, and liability for damages. How to get all Pelham Street businesses to participate and finding ways to make it beneficial for them to set up a booth were also determined to be of high priority for the committee as they plan for next year’s event.

Gibson told Council that the committee is addressing these concerns in a variety of ways. To improve parking, they intend to create bet-

ter signage for out-of-town visitors to designated parking areas and shuttle services. To make participation in Summerfest more enticing to local businesses, they plan to implement a tiered-charge for booths. Under the new system, Pelham Street business owners will be charged the least, other local businesses will pay a slightly higher fee, and vendors from outside Pelham will pay the most. In response to more specific issues for individual businesses, they will also slightly alter the footprint of the event and make adjustments to security.

Next was a walk to the newsagents to pay for the daily delivery of the Daily Mirror. As I said, Dad was a printer, but when he was 37 he had been rejected for a job, as being too old, by the printers of the Beano.

For that reason, my favourite comic was not allowed in the house, but while I was paying the papers, the newsagent let me have a 'shoofty' at the Beano. I'd explained my predicament and he understood completely.

Sundays were different again. Dad would play golf on summer mornings and billiards in winter. Then he'd stop for a 'refresher' at the local and would pick up the prawns, cockles, winkles or whelks we'd be having for tea later. Meanwhile, Mum was roasting the 'joint' and potatoes. I got to make the Yorkshire pud, and mint

As part of the annual Apple Day campaign, Scouting youth of all ages will be trading apples for donations.

The yearly fundraising drive is an important way for young Scouts to connect with the communities they are serving, says Leah Marie of Scouts Canada.

“The Apple Day campaign holds a great tradition of being able to have youth interacting within the communities they live in,” she says. “All of the Apple Day donations stay directly within the group that re-

BY VOICE STAFF The District School Board of Niagara is requesting that the Town of Pelham cede a portion of Cherry Ridge Park for use as a soccer field to serve the students of the new Wellington Heights Public School, formerly the E. W. Farr Memorial Public School, in Fenwick.

Currently under renovation and expansion, the new school will combine students and staff from the previous school and Pelham Centre, where classes are being held while construction continues.

Two letters, containing virtually identical text but signed by different authorities, were sent last week to nearby residents of the park, as well as to parents of Pelham Centre students.

“The DSBN is currently building onto Wellington Heights Public School on Alsop Drive,” states the letter. “The size of the school's addition means the existing small soccer field will be eliminated.

In an effort to bring further attention and deterrence to driving while impaired by alcohol or drugs, the Niagara Regional Police Service reports the names of those people who are charged with an alleged criminal impaired driving offence in the Region. None of the following charges have been proved in court.

In addition to being charged, these individuals are also bound by a Ministry of Transportation 90Day Administrative Driver’s License Suspension and are prohibited from operating a motor vehicle on a roadway. The public is encouraged to contact the Niagara Regional Police Service Traffic Safety Hotline or Crime Stoppers to report those who are driving in contravention of the suspension.

Chief Bryan MacCulloch The Niagara Regional Police Service's new boss sits down for a chat

HE NEW CHIEF OF THE N i a g a r a Regional Police Service, Bryan MacCulloch, who took the job last September, looks just about what you’d ask for if you called central casting and barked, “Get me a police chief!”

Tall, fit, blue-eyed, MacCulloch speaks in reassuring tones, says nothing provocative, and occasionally glances at the NRPS media relations specialist present during our conversation.

This is less-than-ideal for an interviewer, who seeks both to keep a subject comfortable and to encourage some candour, but it is probably just about what you want in a police chief.

In our hyper-political climate, which has come to encompass Regional politics, it is difficult to fault an officer committed to remaining apolitical. MacCulloch is, after all, responsible for an operating budget of some $137 million dollars, 650 sworn members, and a further 350 unsworn staff.

MacCulloch started his career with the NRPS some 30 years ago. Lined up on a shelf in his office is the evidence: each of his hats from each of his previous positions. MacCulloch pointed to them and explained how the brim’s gold insignias grew larger with successive promotions.

“Or, as we call them, scrambled eggs,” said MacCulloch.

PICCOLO: You’ve been on the job about eight months now, is that right?

MACCULLOCH: September twenty-eighth.

So eight months thereabouts. What’s been the biggest surprise to you so far? I know you were involved [at a high level] before— The biggest surprise has just been how busy a job it is. There are just so many tentacles within the job of policing. There’s the political aspect, of trying to keep twelve mayors and Regional Council all happy and informed of all the initiatives we’re undertaking. There’s the provincial legislation that changes. There’s the Safer Ontario Act that’s coming down the pipe, there’s the marijuana legislation. All of these things have a tremendous impact on our officers and staff, providing training, keeping that all sorted out.

Prior to becoming chief you were a deputy chief— That’s right.

For how many years have you been in administration?

Or I could say, how long have you been out of a blue shirt and into the white?

So I was a deputy chief for four and half years, so the last time I was a staff sergeant out on the road would have been 2009.

So about a decade. And was that a big transition, going from out on the street into the office? I watched the video you did back in December, ‘Kids Say the Darnedest Things,’ and all the things the kids thought you did. I thought the one that’s probably right is the paperwork one.

Yes, the paperwork.

Which is a big difference from being out there.

It’s much more strategic in terms of planning, responding to the various legislative changes and whatnot. It’s a different role. You’re still in a leadership role, you know, still trying to stay connected with the front line. From my perspective, any changes that we implement—I can have the greatest idea in the world, but the reality is until I run it past the front-line people actually doing the work, my idea could be the dumbest idea in the world.

You know what I mean? It needs to be tried and true on the front line, where the rubber hits the road.

Is that something you try to do? Keep a balance between these sorts of strategic initiatives that get drawn up in the office here and running them through and making sure they’re actually— I think our focus, going forward, of the command team is continuous improvement in trying to improve and provide the best policies and services that we can to the citizens of Niagara. For me, the best way of doing that is being an inclusive leader, and including the people involved in the decision-making process. Ultimately, at the end of the day, I’m the Chief, and I have the authority to make the decision. But really, I should never be in that position because it should be all about collaboration and gaining consensus so that collectively we come to the best decision.

Going back to the political aspect you mentioned earlier, the twelve mayors and Regional Council, obviously there’s a political element, and we don’t have to get into that too much. But I have to imagine that’s a big challenge.

services board, and it could be a different administration at the Region. What’s your strategy in making sure that you’re not just the Chief for this board, you’re the Chief for the next board, and you’re not just their guy.

As far as politics is concerned, I stay out of politics.

That’s not my role. If there’s a new board that comes in, in January, my role would be to educate them and inform them as to what they need to know about policing. It’s a completely—policing has a lot of complexities to it.

There’s a lot of legislative requirements that on the surface a layperson looking at it saying, “Why do you do that? That doesn’t seem like it would necessary.” Well, because it’s legislated in the Police Services Act. That would be my role. We’ve done that in the past when previous boards have come on. That will be one of the first things we do with the new board, to give them a kind of overview of the organization, and I’ll bring in various unit commanders so they can have an understanding of all the different functions that our police service has.

With respect to the Niagara Regional Police as a whole, you’ve been there for thirty plus years, so it’s safe to say that you know the organization pretty much as well as anyone. And I hear a lot of good things about the NRP. Back in January we did a story on [Chaplain] Gary Page—I think you went with him to Queen’s Park— Oh yes.

And the chaplains couldn’t stop talking about how many great interactions with officers. But I do hear other things too. In speaking to some ex-OPP officers, and ex-NRP ones too, they describe problems

that I think are present in a lot of police forces. Issues of nepotism, of a lot of alpha males around the room. Are those challenges that exist here?

Not that I’m aware of.

I don’t know where those comments are coming from.

The reality is that there are a lot of family members who are exposed to their parents working in the field of policing. That’s not unusual right across Canada, right across the US. Whether the individual’s parents are a nurse, whether they’re a firefighter, or a police officer, you often see kids following in their parents footsteps.

We do have some children of offices who work on the service, but I wouldn’t say there’s a problem with nepotism in the organization.

Going back to your point about trying to be an inclusive chief, one of the other big topics for polices forces, not just the NRP— and maybe not even specifically with the NRP, I’m not familiar with any cases here—I’m thinking of the RCMP with the issue of females in the force. The RCMP has been the subject of a pretty substantial lawsuit [for claims of discrimination, abuse and harassment], and I think there’s something like $120 million dollars they’ve put aside as settlement for that. Is that something you’ve seen over the years? When you started thirty plus years ago was it more of macho culture?

Has there been an effort to broaden that and make it a better place for women to work? Because I know my sister is really interested in policing, but when there are stories like that my mother tells her to think twice about it.

nization on the importance of a respective workplace.

We’ve made that a priority.

Not that—we’ve done it as a pre-emptive measure, because we don’t have the issues fortunately, that other agencies have experienced.

Going forward, you know, I have a daughter, and if she chose to be a member of the police service I’d be quite happy to have her work in this organization, as I would have for any friend or relative interested in policing. We try to be as respectful and as inclusive as possible, regardless of gender or sexual preference.

Okay. One of the things I think is interesting about the NRP vis-a-vis other police forces in more urban areas, like the Toronto Police Service for example—I went most of my childhood and adolescence without really speaking to a police officer. It was probably pure luck that I didn’t get them called on me in a few cases, but how can you, in an area that’s vast and sparsely populated, how can the police engage people more not just when they’re called to a specific instance? You know, build a rapport in everyday things.

Because I know until the past few years, I didn’t exactly have a fear, but I was apprehensive in some way. The gun, the vest, the handcuffs—these things can be intimidating.

Our focus going forward is really to engage the community as much as possible.

We have a number of initiatives, whether it’s “Coffee with a Cop,” whether it’s “Proaction Cops and Kids” to try and engage all levels of the community, whether it’s youth, the seniors, to and humanize the badge if you will. To try and demonstrate to—yeah, you know, we carry a gun, but we’re

just the same as you. We blend in in the neighbourhoods, we’re part of the community, we’re actively engaged in coaching sports.

We’re actively volunteering on a number of critical organizations in our community, so that would be what I would want to express to the public. We’re the same as everybody else, we just happen to be doing the job of a police officer. And, you know, going forward, using social media, Facebook, Twitter, we’re doing our best to try and get that message out that we are just humans.

Any specific initiatives that are on the table right now that you want the public to know about?

There’s police week [which ran nationally, May 11-17]. So in all of our districts across the region we have different educational forums taking place for the public to provide information about the different aspects of policing. Again, for some people, as you mentioned before, you didn’t have much interaction with the police. We’re hoping to cause those interactions.

To provide that education to the public, so they have a better appreciation and understanding of what our officers do.

I think in that regard it’ll mean that, as a member of the public, you’re not just engaging with the police when something bad happens. When you get in an accident, when you get robbed, or you do something wrong.

Right. Our officers are involved in so many initiatives. Whether it’s with Special Olympics bowling, ball hockey, we just had the Student Rocks competition.

Is that curling?

No. It’s basically a mentorship program with student in the high schools, where our officers mentor them in how to play guitar.

And then they— Do you play?

No, I don’t. No, I can’t play a note.

They couldn’t find an officer to mentor you?

No. And then they have a competition that they hold annually at the Scotiabank Centre in Niagara Falls. It’s a great initiative to interact with the youth.

We certainly recognize that in the past, years and years ago, there was this segregation that occurred between police and the public. And now we realize that we are the public. So we have to do our best to try and demonstrate to the public that we’re on the same platform as them. We’re wearing a badge and performing a duty, but that’s about gaining the public trust. We’re very fortunate in Niagara to have such a high level of public trust, and we want to everything we can to maintain and build upon that trust.

No, I think that’s good.

M MERSED IN THE Provincial campaign now as the Ontario NDP’s candidate in Hastings – Lennox & Addington (HLA), I have been asked by several reporters why I decided to drop my gloves in this fight. In short, I tell them that it is because I realized that our governments in Ontario have been leading us in the wrong direction for far too long; and that I believe our platform at the Ontario NDP this time around is something to be proud of.

With every election that comes to pass, I have noticed how the governing party tends to say one thing during the campaign and do another when in power.

Looking back, it was when Kathleen Wynne decided to sell off hydro, despite the fact more than 80% of Ontarians thought this was a bad idea, that I realized that the Liberal Party of Ontario did not have our best interests in mind.

It was also at this time that I recalled how it was originally the Conservatives’ plan to privatize hydro and our public services back in the ‘90s, under PC Premier Mike Harris.

Every politically engaged citizen in the province is fully aware of the damage done Connecting the dots, it became clear to me how time and time again these two parties put the priorities of big business ahead of the priorities of the people. in Niagara Falls, known as Thundering Waters, as a pilot project for biodiversity offsetting, so they can pave it over and line the pockets of developers hungry for a few million dollars more.

As reiterated by the media during every campaign, this election is by far the most important one yet. What makes this one so much more critical than all the others, one might ask.

Well, as far as I see it, every step we continue to take in the wrong direction, will cost us more in the future to get ourselves back on track.

Every politically engaged citizen in the province is fully aware of the damage done to our health care and education systems, the environment, and our ability to find affordable housing, under Kathleen Wynne and the Liberal’s reign of error.

For instance, there are currently 34 First Nations in Ontario that do not have access to clean water —17 of which have not had access to water in more than a decade.

Presently, we have more than 32,000 seniors waiting on a list to receive the longterm care they need now.

Letters Thanks from the Pelham Art Festival committee What a wonderful weekend! The Pelham Art Festival experienced another spectacular Art Show and Sale thanks to the participation of 76 talented artists, about 50 hard-working set-up and tear-down volunteers, about 65 weekend volunteers who hospitably assisted in various ways, and a very hard-working committee of about 10 people to organize it all!

The show was very successful in its 32nd year, experiencing brisk sales and an increase in attendance. The artists generously donate 15% of their total sales back to the Festival so that donations can be made the Pelham Library System, Art Scholarships and to funding for Community Arts Projects upon request.

We greatly appreciate our sponsors, and the many other donors and contributors who provided goods and services.

We are thankful to NTEC volunteers, students of E. L. Crossley and A. K. Wigg, and numerous volunteers, including from the Garden Club, who helped with set up, and Notre Dame students and many other students who worked on the weekend. Open letter to Mayor Augustyn In the last issue of the Voice, you were quoted as asking for citizen input with regards to billing the Region [Town considers billing Region, May 16, p. 17.]

You stated, “What are we doing paying all this? I want to hear from the public. I want to hear from the people. We heard from the people on the other side, and we reacted.”

Who is “the other side”?

Before anyone can reply to your question, people need to know exactly what you would be billing the Region for.

You mention KPMG. Which of the three reports are you billing them for— The September 5, 2017 re-

port delivered in camera?

The later report that you commissioned, which only dealt with the development credits and the price paid to the Allen group for the three and a half acres?

Or the forensic review of of the Town’s finances from 2008–2014?

Are you billing them for the KPMG representatives that attended the November public meeting at E. L. Crossley, where the citizens had to sit quietly by and not ask any questions?

Are you billing them for the fire hall meeting with the “experts,” where only questions from four categories were allowed?

Are you deducting the second error “in which the Allen Group owed money to the Town...[which] could be in excess of $50,000”?

You need to indicate the exact terms of reference for billing the Region. Only then can the average person make an informed decision on how to reply to you.

Very sad state of our government, Town and Region.

If the Town is not getting the best bids, or the citizens don't have a chance to save money on these projects, maybe the Region would like to make up the difference, as they do not want to put a stop to this nasty practice.

We ended up paying approximately $2 million more for the property bought by the last mayor and approved by the council at the time.

Now we are paying more it looks like for the projects on it. If our taxes will reflect all this, the Region should be put on notice that we will

hold them responsible.

The Region should audit this situation, and if not, they should be held responsible for the difference. The Town should show all the bidders, and amounts of the bids, for Town projects.

Open letter to MPP Sam Oosterhoff I just took advantage of the greenON.ca rebate program for retrofitting thermostats. It was a dismal experience—with terrible customer service—but aside from that, guess who administers the program? Ecofit, out of Calgary Alberta!

Ontario is now a "have not" province, receiving transfer payments (welfare) from Saskatchewan—where nobody lives! And we are using MY tax dollars to employ Albertans, in order to give away "free" thermostats—which are paid for by MY tax dollars!

Even when one considers the endless supply of stupidity in government, this is a new low.

While I'm at it, Mr Ford plans to get rid of the “$6 million dollar man.”

I agree the compensation is completely unjustified, but Mr Ford does not have the power or authority—even if elected—to do

demonstrate their work and donated tulips to go along with advance purchase of tickets to the show!

When a labourer (lineman) at Hydro earns well over $100,000, something is terribly wrong!

There are three priorities I expect you to address if re-elected to serve me: • the accumulated debt • wasted government spending (MY $) • achieving an annual surplus, so we can begin the decades-long process of paying down the third-largest expense for "government”—debt!

All else pales by comparison.

OBITUARY ALSOP, George Henry Passed away at Port Colborne Hospital on Tuesday May 15, 2018.

George Alsop of Fenwick in his 91st year. Loving husband to Berniece. Dear father of Jarrett P. (Marlene), G. Rory and Robin L.D. Alsop (Byron Sheldrick). Loving Grandfather to Melanie, David, Lachlan and Morag.

Great Grandfather to Connor and Penelope. Predeceased by siblings Bill, Don and Barbara. George was a long time farmer, employee of John Deere Welland and he was also Deputy Reeve of Fenwick Village Council and was Vice Chairman of the last local school board.

Respecting Georges wishes cremation has taken place. A memorial service will be held at Fenwick United Church on Wednesday May 23rd at 11:00 A.M. Visitation will be at the LAMPMAN FUNERAL HOME 724 Canboro Road, Fenwick on Tuesday May 22nd from 2-4 and 7-9 P.M. Donations to Fenwick United Church or The Heart and Stroke Foundation would be appreciated by the family.

Road management reflects Town management The recent story about the $1.2 million culvert (now $350,000) on Poth Street has prompted me to write this letter. Aside from any financial controversies, Town politicians and staff have shown short sightedness and lack of professional judgment so many times it borders on the absurd.

I work in a traffic department of a nearby municipality, but I'm writing in the interest of being a Pelham taxpayer. Pelham is generally a good place to live, with a lot to offer, so I hope these concerns don't make me sound too negative.

Transforming this vision into a reality means that instead of denying First Nations people access to clean water, we will work in partnership with these communities and invest the capital needed to ensure that they are no longer forced to go without this most basic necessity of life.

Rather than closing schools and allowing others to fall into disrepair to the point that we now have $16 billion of backlogged repairs, we will invest $16 billion into fixing our schools and keeping them open, so that our education system may once again flourish.

To restore our health care system, we are going to: invest $916 million into our hospitals; double our province’s investment in First Nations health care; immediately create 2,000 hospital beds so that every Ontarian can receive the essential health care they need; and make it a priority to ensure that everyone has the dental care and pharmacare they need to be healthy.

The current lack of affordable housing for seniors and people living below or near the poverty line, as well as the ever-increasing number of people on the waiting list for long-term care, shows us how much the other two parties value the dignity and health of people in Ontario. 5. Sulphur Springs guide rail. If a road is closed, and it's for local residents only, you don't install a guide rail on such a road, even if a consultant tells you to do it. Wait until the road opens again.

6. Centre line mounted delineators and bollards near Port Robinson Road

and Pelham Street. Look around Niagara...nothing else like it. A maintenance nightmare and introducing a hazard in the middle of the road!

Hope there's enough spare delineators.

7. Street name signs. There are faded, washed out, barely legible street name signs all over the town.

Canboro Road used to be Regional Road 63 before the Region downloaded it in the 1990's. There are still some signs showing a "63" on them, so those signs are in the range of 2530 years old. A replacement sign costs about $35.

8. Effingham Road being repaved, with no paved shoulders when there is space to do so, and then claiming this as a victory for cyclists.

9. Last winter, parts of the Steve Bauer Trail were snow plowed. Only

This did mess up my cross country ski routes a bit. At least snow clearing on the roads is pretty good.

Small towns generally don't have the volume of work or pay structure to attract specialists in each field.

Town staff are more generalist in their skills. Sometimes it's necessary to hire consultants for such specialization. A former colleague of mine used to work at the Town and he did road patrol, information technology projects and site plan review. Quite the varied portfolio. Senior management need to fill these knowledge gaps, but it seems the prized East Fonthill development has dominated the attention at Town Hall.

Town delays reply to more Freedom of Information requests Extends response deadline of 30 days to 120 days

“They are just pushing everything off to the [municipal] election.”

A financial expert consulted by the Voice said, “After [the paper’s] disclosures about the tendering process and the general secretive behaviour of the Town administration, I would not even attempt to guess at the intent or material effect.”

The expert said that if the naming agreement with Meridian shows that the Town will receive its $1 million dollars over a lengthy period of time, the Town may have to take this amount out as long-term debt.

“Generally, any underfunding from donations or deferrals will increase long-term debt. The numbers that I have seen for donations have them spread over several years,” said the expert.

Meridian’s $1 million dollar pledge in exchange for naming rights was announced in March at the community centre construction site. The Voice was neither informed of the announcement nor invited to it.

Shortly thereafter the newspaper requested general comment on the naming arrangement from Meridian.

Toronto-based vice president of corporate communications, Scott Windsor, replied, saying that the bank’s comment was included in the Town’s press release.

“Meridian will not be disclosing the terms and conditions of our contractual agreement with the Town of Pelham,” concluded Windsor, an addition that piqued the curiosity of Voice publisher Dave Burket.

On March 23 the Voice submitted Freedom of Information Act requests to the Town of Pelham for various documents, including the agreement between the Town and Meridian Credit Union pertaining to its purchase of the new community centre’s name; the agreement between the Town and its fundraiser, Interkom Smart Marketing; and contracts and invoices between the Town and an engineering firm and a planning firm.

On April 25 Town Clerk Nancy Bozzato responded by acknowledging that information must typically be provided within 30 days. However, Bozzato cited a section in the legislation that allows for time extensions under “certain circumstances.”

“The time limit for answering your request has been extended for an additional 90 days to July 24, 2018,” wrote Bozzato. “The reason for the time extension is due to the volume of requests and the time span over which records relate.”

A former Town staffer, whose name the Voice has agreed to withhold, disputed Bozzato’s assertion, saying that documents are generally stored on computers and are easily accessible.

“They would only have to go to the folder and press ‘print,’” said the former staffer. “It should take about five minutes.”

Though Bozzato is ostensibly responsible for FOI requests, the former staffer asserted that in practice it is CAO Darren Ottaway who controls the flow of information.

“When the Meridian Centre in St. Catharines was announced, it was made public that the $5.2 million there would be paid over twenty-five years."

In Barrie, where Meridian donated $100,000 to a health centre, it was disclosed that the money would be paid over four years.

“We should not have to file an FOI to get this information,” said Burket.

“And after the FOI was filed, the information should have been provided within thirty days.”

Previously, the Town has fulfilled parts of FOI requests while saying that more time was needed to produce other documents, indicating that the Town is able to provide documents that it says are easily available, while taking more time to disclose those that it says are not.

Teen seeks to start political party Logan Scott, 14, files papers with Elections Ontario

In addition to the four parties current holding seats in the Ontario legislature, there will be a host of others fielding candidates across the province next month, from the leftist Pauper Party of Ontario, to the far-right Canadians’ Choice Party and its Neo-Nazi sympathizers.

One prospective party which is not going to appear on this year’s ballot is the Yellow Party. Its founder, Fonthill’s 14-year-old Logan Scott, a self-described lover of politics, submitted the form to register his party last week.

“I was reading through the requirements online, and I saw that there was no minimum age,” said Scott, who is a Grade 8 student at Glynn A. Green.

“I know that you have to be eighteen to be an MPP, but it seemed as though you didn’t have to be to start a party. I just thought I’d give it a shot.”

Scott said that if his par-

ty is officially registered he intends to try and do something with it.

“It would be good to get a foundation going,” he said.

His choice of yellow has no political meaning, he says, and was inspired by daffodils, which Scott envisions as the party’s symbol.

The party doesn’t yet have a platform, though he concedes that the ideas of the Yellow Party would be similar to those of the Green Party.

“I’m all for saving the environment, renewable energy, fighting for more equality,” he said.

Surprisingly, Scott’s love for politics didn’t come from either of his parents.

“My dad studied political science, but he doesn’t pay too much attention, and never talks about it. He doesn’t vote. And my mom doesn't vote either,” he said, though added that both his mom and aunts have said that they’re proud of him for wanting to start his own party.

Scott’s passion for politics began during the 2015 federal election, when he was in just Grade 6. Since then, he said, he has rabidly followed political developments around the world, including the Syrian War and the ongoing conflict between Israel and Palestine.

“The coup attempt in Turkey two years ago really interested me,” said Scott, referring to the 2016 incident in which the Turkish military apparently tried to eject President Recep Erdo-

gan from office.

“I was watching what was going on online—things are a lot different now in Turkey than how they used to be.”

Scott finds himself comparing the governments of such other countries with Canada’s system.

“There just isn’t the same divide between church and state in other places as there is here,” he said.

Scott said that he reads the Voice for local issues, and favours CBC for its coverage of provincial, national, and international news.

“But sometimes I just spend time on Wikipedia, reading articles about politics or history,” he said. “I

really love history.”

In Grades 7 and 8, Scott studied pre-Confederation and Confederation history of Canada, which he said that he values because, “It’s important to know how our country came to be.”

While Scott said that global, federal, and provincial politics most interest him, he also sees a lot of value at the municipal level.

“I like that you can really connect to your government in municipal politics,” he said. “And if you’re involved municipally, you don’t have to travel to Ottawa or Toronto.”

He has met both MPP Sam Oosterhoff and MP Dean

Allison—Scott said that he talked at some length with Allison about politics in general.

“I think it’s really important for young people to pay attention. A lot of young people don’t know anything at all—and things all come back to us. We’re the next generation,” he said.

In addition to politics and history, Scott is actively involved in the army cadets, with whom he is about to take a trip to Scotland and Ireland.

“I’m training to be a pilot too,” he said. “That sort of runs in the family. My dad’s grandpa and his great-uncle flew in World War Two.” Though he is too young to have a pilot’s license—pilots must be at least 16— he’s finished nearly enough lessons to start flying solo.

“People think that it’s really expensive, but other extra-curriculars can be expensive too. I think that it works out to about the same cost as house-league hockey.”

When Scott returns from Europe he will be looking to see if he has a response from Elections Ontario.

“I just did it to see what will happen. We’ll see if they let it through,” he said.

He’ll also be eagerly awaiting the results of the provincial election, and knowing who the next premier will be.

“My step-sister got to meet Doug Ford,” he said.

“She said she liked him.”

Scott himself was less optimistic about the man the polls say is going to be in charge come June.

“Enh,” he said.

Crossley sends three to OFFSA badminton Pair and singles player off to provincials

E. L. Crossley Secondary School was well-represented at the OFSAA badminton championships.

Liliana McIntosh, Joseph Loscavo and Sean Grabell all qualified from the Fonthill school for the Ontario Federation of School Athletic Associations championships, held recently at St. Clair College in Windsor.

“It’s awesome,” Crossley director of athletics and badminton coach Pierre Blanchard said.

“If you look at the possibility of ten teams from the region going to OFSAA, we picked up two of those. It’s a huge accomplishment. They earned it and they worked hard for it.”

McIntosh, an 18-year-old Grade 12 student, qualified in the senior girls open category. It is the first year for the division, which is for players who also play outside of school.

“I’m pretty excited,” said McIntosh, who is a member of the Niagara Falls Badminton Club.

“I think it’s going to be hard because I’m in the open division which is the hardest division.”

McIntosh has a strong

track record, also winning SOSSA (Southern Ontario Secondary School Associations) titles in Grade 9 and 10 and finishing third last season.

She began playing the sport in Grade 5 after watching her older brother and sister play.

“I wanted to do the same thing,” she said. “I had to play one sport so I thought badminton would be a good one to play. It’s really fast.

I used to play tennis and thought badminton would be a good sport to play.”

Blanchard speaks highly of McIntosh’s court awareness.

“She’s probably the calmest player we have,” he said.

“Her shots are very advanced. She’s very precise in her shot placement. It’s very difficult for her opponent to wait for her mistakes because she doesn’t make any.”

McIntosh feels speed and strategy are the keys.

“I like to hit it cross court.

Wherever they are, I hit it the opposite way.”

McIntosh knows it will be tough to come home with a medal.

“I’m just happy to be there. I expect people who

“I’m going there to have fun.”

McIntosh plans to attend Niagara College this fall and study mechanical engineering.

“I’m hoping they have a badminton club there,” she said.

Loscavo and Grabell qualified in the senior boys doubles.

Blanchard couldn’t say enough about their commitment to the sport.

“They would have had trouble competing at any level at the beginning of the year but from sheer determination and intelligence — they are very intelligent boys — they picked up the game’s intricacies.

The duo placed second at SOSSA, which was held in Ancaster.

“Our goal was to move on,” said Loscavo, a 17-yearold Grade 12 student. “This

is our first OFSAA in any sport. We went in the mental outlook of wanting to do it.”

Loscavo and Grabell lost their first game at SOSSA and then reeled off four wins in a row to advance.

“We lost the first so we had to win the rest which was a bit scary,” said Grabell, a 17-year-old Grade 12 student. “We just kept winning and winning.

“It was a bit a stressful feeling but we handled it well. We just stayed positive.”

It’s the second year the

duo has teamed up.

“We’re happy to be [at OFSAA] but it would be nice to get something,” Loscavo said. “It will be tough for sure.”

Both players began the sport in elementary school.

“They give the gears a little bit,” Grabell smiled, when asked what his friends think of the sport.

Badminton is the biggest OFSAA which incorporates a banquet. More than 500 participants were expected to compete at the three-day event.

OUT FOR AN ADVENTURE A Fonthill couple were surprised last Friday to find two peacocks wandering their Pelham Street property. “They actually tried our front door.” After the Voice posted images of the pair on Facebook, a number of users commented that the birds had been on the move for awhile, with sightings at the Lathrop Nature Reserve, on Haist Street, on Stonegate Place, and on Ridge Road in Cooks Mills. While the post was shared 44 times and seen by nearly 3,600 users, there was no word as of this writing as to their owners’ whereabouts.

a recently retired psychologist with the Hamilton-Wentworth Public School Board, fits into the latter group. Her kids rowed at E. L. Crossley, and on a whim she joined a group of moms who had decided to give it a try.

Frayne commenced serious competition as a “lightweight” (under 130 pounds for women, under 160 pounds for men) a decade ago at age 50, and has gotten progressively leaner (dropping 15 pounds) and faster over the years.

Her efforts have culminated in medals at the Royal Canadian Henley, Canadian Championships, and other regattas.

“I love not just the training and technical aspects of rowing, but also the networking side of the sport,” she said.

“The rowing community is terrific. I now often arrange my winter vacations based on the proximity of rowing courses and clubs.

Tampa? Phoenix? Been to both, connected with their people, and enjoyed some great rowing and socializing.”

Frayne’s next challenge? The Masters World Championships in September in Sarasota, Florida.

Frayne’s crewmate, Catherine Timms, is another mom who was influenced by her children’s involvement in high school rowing at Crossley. She and her husband, Kevin Fuller, both participated in recreational rowing for a few years, then mutually decided to take it to the next level. They currently row up to six days a

Lead coaches for the clinic included Peter Cookson, a former high- performance director with Rowing Canada Aviron, and Mike Purcer, a Brock Rowing technical advisor and coach, with a focus on rigging (adjustments to the boat’s hardware and blades so as to maximized efficiency) and on-water video analysis.

Also involved were Paul Beedling, who was an Ontario talent identification and development coach with the national Row To Podium program, and Brock Rowing’s Ron “Swede” Burak, a former Olympian. Cookson, Purcer, Beedling, and Burak all have Niagara roots.

Masters rowers are classified by age in five-year increments, from (AA) 21-26 years old, to (J) 80 years and older. It’s an eclectic mix. Many of the top performers were star athletes in collegiate rowing, went on to international competition, and never put down the oars. Others became curious about the sport when their children started racing in high school, and they ultimately became passionate advocates and practitioners themselves.

Rowing, like lacrosse and rugby, doesn’t enjoy broad national popularity and saturation as do sports like soccer and basketball.

Rather, it has pockets of fanatical support across the country and around the globe. And Niagara would definitely be considered a hotbed. Masters rowing is a thriving subculture of the sport, with men and women well past their prime putting in hundreds of hours of training for 1000 metre races that can take four minutes to complete.

It may appear to the uninitiated that rowing is all about pulling on the oars with the arms to propel the craft forward. But more accurately, it is about pushing — driving with the more powerful leg, hip, gluteal, and back muscles to move the shell through the water.

The arms simply connect the blade to the core. Balance and fluidity are critical.

Maneuvering a single shell can be a precarious business. The boat is about 26 feet long and less than a foot wide. Stability is achieved primarily by manipulation of the oars, which measure about nine feet in length. Wind and rough water can jeopardize the craft’s balance, putting a sculler at risk of capsizing.

But once mastered, the esthetic beauty of sculling —the symmetry, the repetitive and rhythmic rush of water against the hull, the communing with nature, the marriage of power and grace —

can create a transformational, almost Zen-like experience, a kind of spiritual enlightenment.

The clinic’s daily routine included pre-row warm-ups, on-water sessions with timed pieces and personalized coaching, video review, and technical discussion. For the first on-water session, Cookson instructed the scullers to perform at 22 strokes per-minute and at “race pressure,” which essentially is at the rowers’ aerobic threshold. Pain increased as the pace quickened, and lactic acid levels rose in the athletes’ muscles. Faces grimaced as the scullers gulped in greater amounts of air to feed their lungs, now burning with exertion.

By the end of the afternoon, it was a labour for the participants to rack their shells and stow their gear. But the exhaustion had been earned. It was a good feeling.

In rowing, heaven and hell are on a bisecting continuum.

Timms summed up the attitude which prevailed amongst these rowers: “I think the personal satisfaction and sense of accomplishment are the greatest rewards, not necessarily the achievment of winning races. Sure, I love to win, everyone does, but it’s working really hard, day in and day out in all kinds of weather, mastering technical challenges, and pushing through painful training pieces that is exhilarating. You end up extending yourself past your limits, what you perceived before as barriers.”

Timms raises Alpacas on their rural property outside Fonthill, and has a fair degree of flexibility in her training times. Fuller’s schedule is more complicated as a professional engineer, and early morning rows prior to heading off to work are often the norm.

The excellent coaching at the clinic was a primary reason Timms signed up, eager to tap into the expertise.

“It’s all about boat speed, but boat speed is so much more than just power and endurance,” she said. “Finesse also pays a tremendous part….the subtle movements with your fingers to feather your blades on the recovery…the split second changes in body movement to immerse the blade at just the right moment to maximize drive at the catch. Acquiring the finesse is the most difficult part of rowing.”

Sue Battersby-Campbell, a nurse practitioner from Fenwick, rowed as a teenager in high school, but embraced masters rowing about seven years ago.

“I see myself as a lifetime learner in my profession, and that same mentality carries over to the rowing course. It has become something of an addiction, frankly, and I find myself constantly chasing that perfect stroke,” said Battersby-Campbell.

OLD AND YOUNG On May 9, the students of St. Ann Catholic Elementary School invited their grandparents to come and spend some time with them, part of an annual celebration that takes place during Catholic Education Week. Grandparents and their grandchildren were welcome to move from classroom to classroom enjoying each other's company while reading stories, completing crafts, playing cards or challenging each other at chess or checkers. Teacher Maria Tremeer says that kids of all ages had a great afternoon.

“They all got really into it. They had to build out of all recycled materials, and some students were taking the hard things home for their parents to cut.”

In all, Bradley said, some groups worked on their machines for as long as a month, often spending recesses working on them.

“Our librarian, Tim Droppert, and the students’ classroom teachers made space for the kids to work on their projects,” she said.

This is the first year that A.K. Wigg has participated in the DSBN’s competition, and Bradley said that the school intends to again take up the challenge next year.

“It’s great to get kids thinking about building things like this,” she said.

“And the prizes they got were incredible too. They were tech things—ozobots that the kids can code.”

Beyond my own usage, I thought about the many other AI supports which seem to default to a female sounding tone. There must be something to it, as Ap-

ple’s SIRI, Amazon’s Alexa, and Google’s Assistant all have agreeable, dare I say, nurturing, voices.

So, I looked it up and found gobs of articles and studies on the topic, which offered a variety of explanations for this pitch preference.

Historically, in WWII, women’s voices were transmitted to the cockpits of planes for navigation to distinguish them from the men’s voices on board. Biologically, the human brain has developed to like female voices, beginning as early as in the womb, where fetuses were shown to react to a female’s voice and not to a male’s.

From a media standpoint, ever since the homicidal computer, the HAL 9000, in 2001–A Space Odyssey was introduced, many developers of AI have steered clear

of all voices male, no matter how friendly. It’s also just easier to find a female voice that appeals to a large audience.

Of course there are always exceptions to every rule: In France and the UK, SIRI is a man.

Without evidence, I imagine that the British are deeply rooted and proud of their military pursuits and feel strongly about having a man in charge (apologies to Ms. Thatcher and Ms. May).

The French, I can only postulate, actually wanted their AI to have a feminine voice, but were too afraid to say so, surrendering to whichever automated program was installed for them by aggressive tech advisors.
