As questions mount over development financing, Cari Pupo, Pelham Treasurer since 2008, is terminated for undisclosed reasons BY DAVE BURKET

With a little less than a month to go before the Town of Pelham is set to defend its financing of the Pelham Community Centre in front of Niagara Regional Council’s Audit Committee, it has terminated the employment of Director of Corporate Services and Treasurer, Cari Pupo. Pupo was hired as Treasurer in mid-2008, taking over when the previous incumbent, Gord Cherney, retired. She came to the Town from the French public school board, where she was Director of Administrative Services. Why Pupo was fired re-
mains unclear. Neither the Mayor, any member of Council, nor CAO Darren Ottaway responded to, or even acknowledged, requests for an explanation or comment. Marc MacDonald, Pelham’s recently hired Public Relations and Marketing Specialist, issued a short statement at midday on Monday. In its entirely it read: “The Town of Pelham announces that the Director of Corporate Services and Treasurer, Cari Pupo, is no longer employed by the Town. Ms. Pupo is an excellent accountant who has faithfully served the Town during her eight-year tenure with the municipality. The Town thanks Ms. Pupo for
her outstanding work and wishes her the best of luck in her future endeavors.” As news spread of the move on late Monday morning, several individuals in the real estate development, engineering, and construction fields contacted the Voice to express their concerns, off the record, that Pupo was being, to paraphrase, “set up to take the fall,” in the event that the Region uncovers improprieties or poor financial decisions at the Audit Committee meeting set for June 12. Pupo told the Voice on taking the job in 2008 that she was the person to make sure that budgets weren’t overspent and problems were addressed as soon as

Town kicks off Canada 150th celebrations in Fenwick BY NATE SMELLE

Pelham residents along with members of Town staff, Council and local dignitaries assembled in Centennial Park in Fenwick last Thursday afternoon to launch a series of events promoting Canada’s 150th birthday. Mayor Augustyn opened the ceremony, thanking everyone in attendance for taking the time to be a part of the celebration. He also expressed his gratitude to the Fenwick Lions Club for donating the park to the Town. “The park was named Centenni-
al Park after the Fabulous Fenwick Lions Club donated the park to the Town in Canada’s Centennial year,” said Augustyn. “That was 50 years ago and here we are 50 days away from Canada’s 150th and we thought it was very appropriate to thank the Lions for their ongoing commitment to the community and this beautiful park.” Niagara Centre’s Liberal MP Vance Badawey spoke next, telling the crowd why he sees events like these as an important symbol of national pride. Here in Pelham is a perfect example of that. This is a community by true

While we obviously need to be careful dispensing our hard-earned cash, it’s the other side of the coin I’ll present here. Caveat venditor: Let the seller beware. As advice it’s every bit as sage. The corollary admonition to not pay far more than what something is worth is to not accept payment that is far less. There is such a thing as fair pricing, and whether we’re talking tomatoes or refrigerators there’s always a difference between wholesale and retail. Retailers have to make a living, after all, so they seek to sell at a higher price than what they have paid. It’s a matter of margins, honest and upfront.
