Ontario Premier Doug Ford made a quick stop in Fonthill last Thursday to announce that the Town of Pelham is the recipient of a provincial grant.

Beamer’s Hardware owners Lloyd Beamer and his wife, Shirley, longtime conservatives, were pleased to host the Premier at their store, saying that a call had come earlier in the week from Niagara West MPP Sam Oosterhoff, asking whether they were inter-

ested.

A few customers paid for items, seemingly oblivious to the growing number of television cameras being mounted on tripods, tucked behind a black velvet rope on the far side of the cash register.

“We ask that you to stay on this

side of the rope,” one of Ford’s communications staff told reporters as they entered.

Corrections at the top: Well, this is less than ideal. Remember that nice twilight photo of the Bluenose II on the cover last week? Funny story. Turns out it wasn’t the Bluenose II. We received quite the email from a perturbed reader which, while not filled with expletives, did not stint on the exclamation points. Now, as there are no mariners on board the HMS Voice, our vetting of that photo consisted of, yes, we know the reader who sent it in, and, here’s a dime, let’s take a look. In our defense, Admiral, to a non-sailor’s eye, a glance at the Bluenose II on the dime might conclude that it sports three masts, what with all those pointy sails.

But it does not. Contributor Ron MacDonald is suitably chagrined. “I couldn’t get too close to it because I didn’t want to get my downrigger lines caught up in its anchor chain,” he says. “I’ve seen the Bluenose II many times. I served 12 years in the Navy in Nova Scotia and once lived 30 minutes from Lunenburg. I should have checked photos of the Bluenose before sending the email.” It turns out the vessel in the photo was almost certainly the S/V Denis Sullivan, a three-masted replica Great Lakes cargo schooner from Wisconsin, which was also in Buffalo in early July. (Incidentally, it’s now in Duluth, and next week will once again transit the Welland Canal, en route to Erie, PA.) No need to walk the plank, Ron, but no rum ration tonight. Please keep the photos coming...

Suddenly, peaches everywhere: Last weekend saw Niagara-on-the-Lake’s peach festivals (there are two, and you don’t want to get them confused lest the parishioners at St. Vincent de Paul, sponsor of the older festival, catch wind of it), and DeVries Fruit Farm in Fenwick now has freestones in (ad, p. 3), so let the more convenient baking commence!

We’ve already enjoyed an exceptionally delicious peach pie from a certain Eve, who knows who she is...Have you seen Disco? Check out the heartbreaking letter, page 6, about Disco the lost cat, and keep your eyes peeled (and no, apparently he was not among the 50-whatever cats rescued from that Fonthill apartment a few weeks back)...If these words are blurry: If you’re sitting out in the sunshine and not able to read this clearly, might the prescription sunglasses found on Haist Street be yours? See the classified, p. 12...The over-thecounter bargains continue: PharmaChoice Pharmacy, in the Food Basics plaza, is celebrating its second birthday (ad, p.

9), and apparently the LivRelief is going fast. As it happens, my spouse recently pulled a back muscle, and the Kalaya Pain Relief lotion these folks carry was definitely a help...The Ford roadshow: The Premier popped into Pelham last week (p. 1), with MPP Oosterhoff by his side. These events always have a certain theatrical element to them, with all parties expected to play their roles. Ford bristled slightly at the Voice asking about his government’s Niagara amalgamation plans, but then out popped a notable quote about the “comical” ratio of pols to people out this way. Tick-tock to a decision! ♦

Another blow for CannTrust

CannTrust, the cannabis grower whose Fenwick greenhouse operation in Fenwick came under fire for illegal growing, as revealed by a local whistleblower earlier this summer, has been cited by HealthCanada for further violations—this time at its manufacturing facility in Vaughan. The news came early Monday morning via a CannTrust news release, and followed a bizarre move in the company’s share price last Friday. With just 15 minutes left in the trading day, CannTrust shares spiked some 40% in value, while the shares of some other cannabis growers saw sharp declines. According to the company’s statement on Monday, HealthCanada rated the Vaughan site “non-compliant” on a range of items, including the conversion of operational areas to storage areas without approval; the construction of new areas without approval (one of which was used to store cannabis as long ago as November 2018); insufficient security controls at the facility; and inadequate quality assurance investigations and controls. The company said that it was undertaking "remedial actions" in response. As the Voice went to press, the firm's share price had fallen by 25% on the day. The statement also revealed that CannTrust had made an “early” repayment of a $13.3 million dollar loan from Meridian Credit Union, as well as “associated interest and administration costs.” The loan was secured by CannTrust’s facilities in Fenwick. In addition, the financial services firm KPMG has withdrawn its report dated March 27, 2019 on Cann -Trust's consolidated financial statements for the year ended December 31, 2018, and its interim report dated May 13, 2019.

Welland child porn arrest

In June, members of the Niagara Regional Police Service Internet Child Exploitation (I.C.E.) began an investigation into the sexual exploitation of children which eventually led them to a Welland residence. According to a police statement, on August 1, Lloyd Franklin Little, 34, of Welland, was arrested and charged with Possession of Child Pornography, Making Child Pornography Available, Access Child Pornography, and Possession of a Controlled Substance. Little was held in custody pending a bail hearing. Members of the public can report suspicious internet activities relating to child exploitation to the Niagara Regional Police Service, or online at www.cybertip.ca. Internet safety tips for parents, children and Internet users are also available on the Cybertip website.

Help for Twelve Mile Creek property owners

Landowners along Twelve Mile Creek will benefit from a new program launched by the Niagara Chapter of Trout Unlimited Canada (TUC). Called “Healthy Twelve Mile Creek,” the program is funded by Ontario’s Trillium and Green Belt Foundations and is designed to bring landowners “on board as stewards of the stream that runs through their property,” according to a TUC statement. Landowners who sign up for the program will receive a scientific assessment of the waterway and a proposed program of remediation that might include the planting of native trees and shrubs along the stream edge to shade the water and provide bank stability. Other restoration techniques may also include more significant erosion repair and prevention measures, or help with improved stream flow through culverts or past obstacles.

Driver found with fentanyl

Police say that on July 29, investigation led to Daniel Roepke, 34, of Welland, being arrested for Impaired Operation of a Motor Vehicle by Drugs, Possession of a Schedule I Substance for the Purpose of Trafficking, and Possession of Proceeds of Crime. He was held pending a bail hearing. Police estimate that $5,640 in suspected Fentanyl was located in the vehicle.

Ford and Oosterhoff greeted the Beamers, and Mayor Marvin Junkin, the only Pelham office holder notified of the event.

While the press was not briefed in advance as to what Ford would announce, it was an open secret that it would relate to local infrastructure.

Reading from a prepared statement, Ford said that the province is allocating $1.67 million dollars toward reconstruction of Pelham Street—consisting of an approximately 2.5 KM stretch from downtown Fonthill to just south of Quaker Road. If confirmed by Town Council, the project will include sidewalks, cycling lanes, storm drains and other water works, and new street lighting.

However, the total projected cost for the work—first proposed in 2012, at just under $7 million dollars—is nearly $8 million dollars. The project was delayed over the intervening years, due in large part to the Town’s focus on East Fonthill and the community centre, the completion of which came to take precedence over virtually anything else.

Barb Wiens, Pelham’s Director of Planning and Development, noted that the reconstruction plan significantly exceeded the Town’s annual road budget.

“Proceeding with this project required the funding support from other levels of government,” said Wiens. “The Town had the foresight to have the design of this project ready to be able to

Receiving a commitment from the Province for $1.67million is a most welcomed contribution and we are pleased that the provincial government has nominated this project to the federal government for the federal portion of funding.”

An additional $2.6 million grant for the work may announced soon by the federal government, according to Mayor Junkin, who said he thought there was a “99.9 percent chance” that the federal funds would come through before this fall's election.

“This is a very significant grant for a Town the size of Pelham,” said Junkin. “It was also a nice touch that the Premier traveled to Pelham to make the announcement.”

Junkin echoed Wiens’ nod to Town staff.

“It was a fantastic effort by staff that got this grant application in front of the right people at the provincial level.”

In the meantime, staff are working on the 2020 budget, said Wiens, which will require a decision of council to commit to the Town’s portion of funding for the project.

Town CAO David Cribbs was also pleased by the cash.

MPP Sam Oosterhoff introduces Ford as the pair held a brief press availability last Thursday.

“This provincial funding is a most welcome contribution that will allow the Town to move forward on this critical file,” said Cribbs. “We are thrilled to partner with Ontario to help improve local infrastructure which will increase both safety and traffic flow.”

According to a Ford spokesperson, Fonthill was one of five stops

that the Premier made on his swing through Niagara, ending with a $1000-dollar-a-plate Progressive Conservative fundraiser at a Beamsville winery, where he was reportedly greeted by protesters upset over the government’s planned changes in funding for those with autism.

We work hard bringing the concert series to Fonthill.

To clarify, we are present in the park all day on Thursdays, from 6 AM to 10 PM. We are the ones in the red shirts volunteering our time for 14 years (and counting) to help make your Thursday summer evenings a pleasant one at the Fonthill Bandshell. This includes helping you find seating if needed, and monitoring the handicapped parking spots.

Whether you arrive at 6 AM or 6:45 PM, we are in the park to help you find seating, locate your friends, carry your chairs, share commentary on that evening's or upcoming shows, and hopefully, as your Fonthill Bandshell ambassadors, provide a welcoming environment for all and sundry.

It is a public park that we as your Fonthill Bandshell Concert volunteers, reserve on Thursday evenings to provide a place where people of all ages can enjoy a professional, family friendly evening of entertainment.

We are thankful that we

live in a community where one can set up their chairs at 9 AM and still find them in the same spot at 6 PM after work. Certainly if you show up at 10 AM to set up and level your chairs, you

Letters New display at Marshville Festival Pelham Continuation School/District High School, Fenwick, educated the youth from Pelham Township, Fonthill, Wainfleet, Gainsboro, Thorold and Lincoln, from 1926 to 1974. Thousands of students and hundreds of teachers and support staff graced its halls.

We started having school reunions in 1984, and with every reunion our bonds became stronger—even as our numbers grow fewer as we lose more of “us.”

When Marshville gave us the opportunity to display our memorabilia, we were so pleased. For three days, every Labour Day

weekend, we will have a place where we can meet and relive our school days. And even after all of us are gone, there will be evidence of our “Panther” existence. (We are the original “Pelham Panthers”!)

The Marshville Heritage Festival will once again take place this Labour Day Weekend in Wainfleet—Saturday, Sunday and Monday, August 31 through September 2. We will be going to set up our display next week.

Again the odour has wafted to our Fenwick Cherry Ridge subdivision and is so strong my eyes water when I drove by the CannTrust Grow-op on Balfour south of Highway 20.

Why is this still an issue—why are they not fined for breaking the bylaw?

Why can they still operate when the odour issue is not fixed? Technology is available to fix the emission of marijuana factory odour.

Why are they allowed to expand their facility when they are presently breaking bylaws, and they have allegedly broken the law with criminal behaviour of producing and hiding unlicensed marijuana on site?

It is heartening to know that others are experiencing Summersides Boulevard as I have since its construction. It is already a road that I avoid when trying to reach Highway 20 for shopping, medical, the Meridian Centre, or even to access the 406. It has not helped to alleviate the new congestion of Fonthill—and this is without all of the forthcoming homes and families along Rice Road.

Two weeks ago, I watched an older gentleman fall completely off of his bicycle as a car approached him from behind, much too close, and forced him to the side.

That car, by the way, just kept going showing no concern for the fellow at all.

There was clearly nowhere for him to move over any further, and there was insufficient safe room for a car to pass him. The driver decided to give it a try anyway, despite the obvious consequences. When I stopped to help, there was also no room for the car behind me to pass and keep going, so I,

citizens from this disregard for our laws and bylaws.

Why do they get away with this behaviour?

As a citizen, I would be reprimanded and charged to comply if I continually broke a bylaw. Why is this facility not being held accountable by Pelham?

Let us know what you are doing to enforce our bylaws.

They have more than three legal strikes. Why do you still enable them to function and expand their facility when they shown blatant disregard for the law?

Enforce the odour bylaw, shut them down till they comply, and reevaluate their ability to produce in our town. We pay more taxes. We have rights too!

On another occasion, I watched an oncoming line of traffic heading east, held up all the way from the corner of Station Street, by a man in an electric scooter who had no choice but to travel where it again left significant insufficient space for passing.

Drivers were impatient and for sure, this fellow must have been very nervous, despite his right to get around as such.

Furthermore, for an added touch of insanity, tall grasses have been planted in the centre of the most eastern roundabout, ensuring reduced visibility to oncoming traffic of any sort.

Roundabouts are not second nature to Canadians as yet, and certainly not to children, who will be trying to cut across any path, especially to the community centre.

Conclusions are obvious. This road doesn’t work in either direction for cars, pedestrians, cyclists, wheelchairs, or mothers with strollers. I cannot imagine what it will be like for children walking to school come September. And pity the poor snowplow drivers and grass cutters.

With luck, something will be done to correct the errors. Those are my thoughts to add to the pile.

claim their preferred seating. The system does reward those who are able to show up first. Is it perfect? Certainly not. But, setting aside certain areas that would only open after (for example) 6 PM, would only result in people lining up at 5 PM.

Missing cat, "Disco"

Putting Town "on notice": correct overcharge, or not be paid

Disco is a seven-year-old Abyssinian male (neutered). He is an indoor/outdoor cat, and he has been part of our family since he was three months old. Disco is missing and was last seen on Monday, June 17, around 5:30 AM at our home (Pelham St. and Linden Ave.) in Fonthill. Disco was never microchipped and his collar with name tag was removed a week before he went missing to clean ticks. Disco had a very regular routine. He was out and about around 5 AM every day, and usually stayed around the house and would come inside to sleep by 10 PM. He responds to his name. He usually does not go to any strangers. He has a distinctive look, as can be seen in the photograph.

We have been looking for our little boy all over town, posting flyers with a color picture, visiting the SPCA once a week, posting on social media groups, etc.

We miss our little guy very much and our home is not the same any more without him.

The Town is overcharging Residents $47,600 or possibly more for the gypsy moth spraying this year.

The Town is spraying 108.5 acres of 294 private landowners’ urban properties, which averages out to be .37 acres per lot per resident. However these acreages are estimates, not actuals, and therein lies the problem.

I took a survey of 70 properties from the Town’s actual property tax records, and they came out to be between .21 to .29 acres and averaged .25 acres per residential lot.

Previously, Trees Unlimited stated that the average acreage of the properties bordering Hillcrest Park was .248 acres per lot. Back on May 16, even the Town reported that, "According to Town statistics the average lot in the urban zone is less than .30 acres."

It's fair to say that the average size lot is close to .25 acres. So why is the Town not questioning Trees Unlimited's assessment that these properties average .37 acres when this is 50% more than the average lot size in Fonthill?

The Town should have pushed back on the untendered $625.25 per acre plus HST charged by Trees Unlimited to residents (for which the Town Request For Proposal did not go out).

The charge last year was $350 per acre. Using that rate—which Hamilton, Dundas, Ancaster, Famborough and Toronto are all paying this year—the savings would be approximately $47,649 in total, resulting in the residents having to pay only $29,009— not $76,658. Incidentally, the municipalities mentioned above included these expenses in their municipal budgets and did not charge the individual residents.

For 30 years I have been an early endorser and strong advocate for gypsy moth spraying. I have asked, begged, pleaded along with many others for the Town to bring in a gypsy moth spray control program.

We have all been prepared to pay our fair share, but over the years the Town’s definition and the residents’ definition of fair sharing are worlds apart, and it always seems the residents get the short end of the stick.

The Town based its de-

cision on convenience, not fairness, and not on an equitable basis, contrary to their mission statement, when it decided to charge the 294 residents a flat fee regardless of lot size. Who is looking after the taxpayers’ best interests? Seemingly, not the Town in this case.

In a spirit of goodwill, I am putting the Town on notice that once the Town recognizes and corrects these overcharges I will pay the flat fee, even though I oppose the Town singling out these 294 residents to pay it, while many other municipalities include these expenses in their operating budgets.

I understand the Town has received many, many complaints on this very subject.

I also endorse Mr. Demery’s position outlined in his letter to the editor [“Spray cost decision ‘discriminatory,’” June 19, p. 5], stating,“perhaps these landowners should show up en masse at the next council meeting following receipt of their bills to let the Mayor and council know how they feel about this discriminatory action by the Town” against these 294 residents.

Yes, some putters have some extra cost-adding bells and whistles, but none of them are of any significant benefit to your results. The most popular design for a blade putter is much the same as it has been for over 40 years. The big- headed mallets are like auto designs from the 1950s. Add a wing here, add some stripes, colour combinations—very much cosmetic changes over function. One works much the same as another.

Find a putter you like the look, length, and weight of, and get to work.

Your putting stroke should be as simple as possible. Keep the moving parts to a minimum and put some time in.

Some think they have no feel on the greens.

Toss a ball back and forth with someone from between a couple of feet to fifteen or twenty away. I bet you get the ball to within inches of your target each time. This is feel. You have it when tossing a ball because you have made that movement countless times in your life and trust it. To get feel with a putter in your hands requires the same approach.

If you have trouble reading which direction the green is tilted, pay attention. Look at the lay of the land as you walk towards the green. Watch the balls of players in your group as they chip or putt before you. Pick a line, feel the speed, let the ball get in the way of your stroke.

ET’S TALK A LITTLE BIT ABOUT putting. In order to excel at golf you need to have some power to get the ball to the final destination, but then you need to have some touch to get the ball into the hole. Mark Messier to get you there and Wayne Gretzky to finish it off, but you have to have both these skills in one.

Putting accounts for 40 to 50 percent of your score. The vast majority of people who spend any time practicing spend almost all of it on the range hitting full shots. My rough calculations see less than five percent of our range patrons spending time on or around the practice green.

Like the rest of golf, putting is analyzed to death, which tends to confuse more people than it helps. You are told to hold it just so, and stand just like this, and take it straight back and through, or putt on an arc, blahblah-blah.

Then you read another magazine and another instructor seems to be telling you something completely different.

How do you even decide which putter you should use? The selection is immense and the costs go from reasonable to “Are you [bleeping] serious?”

The marketing departments go through the bag year after year, trying to figure out the easiest way to separate golfers from their dwindling supply of discretionary income.

The driver is a perennial candidate, but some genius came out with the line, “Why spend $500 on a driver you only hit 10-14 times a round, and spend so little on a putter you will hit 30 to 40 times a round?”

I agree spending $500 on driver is a bit nutty, especially year after year, but at least there is some technology involved in the makeup of a driver. It does cost a certain amount to engineer a product that can take repeated 100 mph blows to the head and propel an object generally in the direction hoped for.

Putters are generally made of very cheap materials. A ten- dollar piece of steel stuck on a five-dollar shaft with a three -dollar grip selling for upwards of $400. Wow!

Call for "state of emergency"

Steven Soos says Region reeling from addiction, other crises

Former Welland mayoral candidate Steven Soos is calling on Niagara Region to declare a state of emergency around addiction, homelessness and mental health.

While it may sound drastic, Soos says the crisis is very real.

“In Niagara it’s nothing short of an epidemic,” he said. “If the politicians don’t want to call it that, then that’s fine. But it’s the truth.”

Furthermore, he adds that declaring a state of emergency is actually quite easy to do— pointing to the Niagara Peninsula Conservation Authority’s recent declaration of a climate change emergency, and two northern Ontario First Nations communities declaring a state of emergency over water quality.

According to the Province of Ontario Emergency Response Plan (2008), Canadian municipalities are free to declare states of emergencies in response to “any situation or impending situation caused by the forces of nature, an accident, an intentional act or otherwise that constitutes a danger of major proportions to life or property.”

In other words, they’re not just for natural disasters. The declaration of an emergency also allows municipalities to set aside procurement bylaws for emer-

In that situation, “the province must respond with funding,” Soos said.

He says he’s come to the realization it’s needed in Niagara while working as a developmental support worker.

“In five short years I’ve seen a lot,” he said.

The numbers might just back him up. Beyond the fact that Niagara’s unemployment rate has historically been above the national average, the region hit a high in March 2018 when 625 residents—including 144 children — were counted as homeless. While that number may sound low in a municipality of 450,000, data shows a housing crunch with low rental vacancy rates, rising home prices, and an all-time

high in shelter occupancy —which operated at 109.4 percent capacity in the first four months of 2018.

Soos says he sees other uncounted disturbing trends in Welland.

“I’ve seen people dumpster-diving in donation bins as of late,” he said. “It doesn’t look like there’s a lot of people out on the street, but it’s quasi-homelessness in Welland. There are so many people that couch surf, there’s so many people that stay with others.”

The more shocking statistics come in terms of addiction, which tends to go hand-in-hand with poverty.

Police arrest trio suspected in rash of break-and-enters

When manager Darlene Servis arrived at her Avondale store at Haist and Canboro early in the morning the day after Canada Day, she was greeted by the sight of an enormous hole smashed through one of the building’s plate glass windows. Inside, beyond the glittering shards, she found that cigarettes, lottery tickets, and cash had been stolen.

Now it looks like the perps have been caught.

Niagara Regional Police have announced the arrest of three men suspected in several commercial break-andenters occurring since June, in which thieves targeted cash drawers, cigarettes, lottery tickets and vaping products.

In a joint effort, the Niag-

ara Falls Street Crime Unit, Welland Street Crime Unit, St. Catharines Street Crime Unit, and the Covert Operations Unit gathered evidence and “identified the persons responsible for these incidents,” according to a police statement.

On July 29, search warrants were executed and three people were arrested in relation to the break-ins.

Charged with various theft and possession of stolen property counts are David Crothers, 41, of Welland; Allan Mustard, 28, of St. Catharines; and Noah Fortin, 19, of Welland.

Police say that they seized items taken in the robberies along with “other evidence.”

Servis said that her store’s video system recorded two

men entering the store through the broken window, and isn’t surprised to learn that the alleged perps were relatively young.

“You’d have to be pretty limber to do that,” she said, indicating a tall counter just under where the glass had been shattered. “The [third] guy must have been in the car, waiting.”

The police called Servis with details about some of the recovered goods. A call to Avondale’s head office confirmed that the lottery ticket serial numbers matched those stolen in Fonthill.

Servis wondered aloud about how long the police might need to keep the store's property as evidence.

“Hopefully I can get some of the stuff back.”

Wallis, who is a war veteran and spent four years in the Air Force, keeps active apart from golf. He had to give up driving a few years ago, but is still able to use a scooter to do errands.

“I look after myself as much as I can. I don’t like to bother other people. With the scooter, I manage pretty well until the winter,” he said.

Once the bad weather hits, Wallis calls on family —his son Kevin lives in Welland — and neighbours.

“I think I’ve handled it fairly well,” he said proudly. “I was cutting my grass until a few years ago, and I still have a garden. I have a really good neighbour who helps. One of the reasons I stay here is because I have such great neighbours. If I need a hand, they’re right there. It’s great.”

Wallis feels keeping busy has been the secret to his longevity.

“I’ve always been fairly active. When you get older, it really feels good sitting down and doing nothing.”

odds when he aced the 143yard, par three, fifth hole at Peninsula Lakes using a seven wood.

“Unfortunately, I didn’t see it go in but they all yelled,” Wallis said with a smile. “I was really surprised and really happy too, of course.”

It was the second hole-inone for Wallis, who proudly points out the trophy on his mantel from his first ace 20 years ago.

Clark, who has been golfing with Wallis for 40 years, was thrilled for his buddy.

“I’ve never seen somebody so happy. I wish I had a video camera,” Clark said.

Wallis began playing golf seriously 28 years ago, when he retired from his job as a cook on an icebreaker in the Arctic. He also found time to be top-notch bowler— he has a 300-game ring from a sanctioned American Bowling Congress tournament in 1963.

“I didn’t play a lot of golf until I retired, just the odd game here and there, and of course you can’t play in the Arctic,” he said with a chuckle.

It takes a lot to keep Robin Wallis off the golf course.

The lifelong Fonthill resident will celebrate his 94th birthday later this month, and for the last 10 years or so has been battling macular degeneration and is considered legally blind.

But as often as possible, Wallis teams up with buddies Peter Viveen, Neil Clark, and Harold Beamer and hits the links.

“My recreation is getting out with my friends and playing golf,” Wallis said. “I live here by myself. My wife (Mary) passed in 2010 so it gets me out of the house and out with these guys. I enjoy their company and they’re such a great help.

They make sure I get to the course —of course I can’t drive — and they really look after me. I really appreciate that part of it and it’s better than staring at the walls.”

Wallis says he can make out shapes and some colours and needs a yellow ball. He also relies on his buddies to point him in the right direction and help him on the course.

“I’ve been lining myself up for quite a while, so I have a good idea how far I have to stand away and they give me a good line usually if I can hit it there,” Wallis said. “Once I hit the ball, I don’t know where it is. They find my ball for me and always give me a line to the pin.”

Legal aid non-profits merge Aim is to allow low-income and vulnerable clients access to high-quality services

BY VOICE STAFF Two Niagara legal aid organizations that have provided support for thousands of marginalized and low-income Niagara residents since the 1970s have merged.

Justice Niagara and Niagara North Community Legal merged earlier this year to create the Niagara Community Legal Clinic/ Clinique juridique communautaire de Niagara.

The undertaking began in September 2018 under the direction of Executive Director Aidan Johnson, a former City of Hamilton Councillor and a staff lawyer at Legal Aid Ontario.

Unexpectedly offered the position last summer, Johnson “jumped at the opportunity.”

“I see it as a deep privilege to serve marginalized people in a social justice context. Social justice work is my passion,” he said.

“I became a lawyer so that I could work on social justice cases for marginalized communities. I see it very much as a sacred trust.”

Johnson said the mandate of the restructured legal organiza-

tion is to provide access to justice for low-income and marginalized people.

The Niagara Community Legal Clinic can help with issues relating to landlord-tenant disputes, migrant worker rights, power of attorney matters for senior citizens and/or incapacitated people, compensation for victims of crime, Ontario Disability Support and Ontario Works appeals, pension appeals, employment law for low-income workers (including unpaid wages and workplace harassment), human rights, Criminal Injury Compensation and Indigenous law.

Ontario Disability Support appeals are some of the most common cases at Niagara Community Legal. “We work on behalf the client if they have received a negative response from the government, even though they clearly are disabled, whether it be due to a mental illness, physical disability or both.”

Johnson said there is “a growing amount of work” in power of attorney cases for vulnerable low-income seniors before they

become or are becoming incapacitated mentally. Due of their health and mental decline, who is power of attorney for that individual is “a very sensitive” case.

“It's our privilege to help families in their experience with the justice system with some dignity, “Johnson said.

Johnson describes the legal system as “tricky for everybody.

The legal system even confuses me, and I’m a lawyer.”

“When you are a low-income person, you are subject to even more pressures and even more marginalization and, to top it all off, you can't afford a lawyer,” he added.

“If you're a traumatized, marginalized person, the legal system is of course even more confusing, even more daunting,” Johnson said. “So, it's appropriate that we provide citizens with the help they need to access basic justice.”

Johnson describes the marginalized as including vulnerable women, the indigenous community, LGBT community, newcomers, students and seniors.

“We're seeing more and more that some of the most vulnerable people in our society are low-income senior citizens because their problems are tied to both poverty and their age.”

Johnson says it is important to look at how the problems associated with poverty intersect with other kinds of marginalization.

“How can we create justice?” he asked. “How can we help people obtain some dignity and their

Page 11 interactions with legal system, that's our goal.”

“We have an incredible staff.

The staff is made up of passionate, caring people who have been serving low-income families and individuals in Niagara for decades. They really are a caring family of workers, and bringing the two organizations together was a way we can combine our resources and do an even better job for our clients.”

With the merger in place, Johnson said they are consulting and exploring options for expanding its satellite services, including where they can add and improve throughout Niagara.

Since the Niagara Community Legal Clinic has just gone through months of organizing and implementing the corporate amalgamation, Johnson said they are now looking at how to improve services and operations, and determining how to reach out to the communities.

“I am very keen about the future [of this organization]. It’s been exciting to organize the merger.”

Since taking on his role as executive director, Johnson noted that during networking opportunities the organization has had a “sterling reputation” in the communities it has serviced.

“I'm struck by the number of citizens who either used our services or know somebody who have used our services at whatever stage.”

The Niagara Community Legal

Clinic is a multi-lingual not-forprofit organization entirely funded by Legal Aid Ontario, an agency of the Ministry of the Attorney General for Ontario.

Johnson said that the merger has brought a cost savings through administrative efficiency, which will be reinvested back into client services.

“With the merging, we are committed to maintaining strong service for everyone in Niagara.”

“This merger is part of our commitment to see that public funding is used to provide high quality and cost-effective services to our low-income, vulnerable clients,” said George Barkwell, outgoing chair of the Justice Niagara board and a member of the new Niagara Community Legal Clinic board.

The organization can also assist clients with advice on legal matters which is free and not income-tested, wills and powers of attorney, advocacy, community organizing, public legal education and Information, law reform and representation before courts and tribunals The organization’s mission statement is, “We exist to assist individuals and groups in need of legal assistance by providing equal access to legal services. Our mandate is to empower and protect people’s legal rights in order to build healthy communities.”

Johnson said that any low-income or marginalized person facing legal problems is welcome to contact their office.

AFTER TWO YEARS-PLUS, POTH STREET TO REOPEN IN SEPTEMBER The long-awaited Poth Street culvert replacement is underway. Given the green light to proceed, contractor Bill Duffin was on site last week, installing sheet pilings to redirect water flow around the work. Two existing culverts will be replaced with three longer, narrower culverts. Duffin's on a tight timeline—the job is supposed to be completed by the first week of September, but the new culverts won't ship from their London factory until next Monday. Meanwhile, Duffin says he and his crew will be on site 10 hours a day. "Our only enemy is rain," he says. "I've learned with water you let it go where it wants, I don't argue with it." The 15-ton excavator pictured will be replaced by a 50-ton unit for the real work. Duffin says that nearby property owners have been supportive. "One neighbour gave us a key to his yard to store equipment." Below, plans for the new culverts.

Across Ontario, opioid overdose deaths rose 35 percent in the first quarter of this year over last, with the Ontario Provincial Police reporting they administered a record number of Naloxone doses—a medication to counter opiate overdosing— in March and April.

Soos, who finished second to Mayor Frank Campion in Welland’s 2018 municipal election, freely admits that he was once addicted to prescription painkillers.

“I have my own lived experience … I’ve lost my own friends because some of them couldn’t get the help they needed,” he said. “If this isn’t a crisis, I don’t know what constitutes a crisis.”

In 2017, U.S. President Donald Trump declared a public health emergency over the opioid crisis. Related or not, American overdose deaths declined five

percent the following year.

“Look at shelters, detox, rehab in Niagara,” Soos said. “Always full.”

Soos sent letters recently to Regional Chair Jim Bradley and Niagara Falls Mayor Jim Diodati, calling on both to declare a state of emergency.

“Niagara is severely lacking in services for mental health and addictions,” he wrote to Bradley. “Take Welland for example, that does not have mental health services in their hospital. In 2019, this simply does not make sense.”

Soos hadn’t heard back from either by press time. A Voice request for comment from Bradley’s staff was not acknowledged.

God’s love and forgiveness and called the people to repentance and faith. As a result, young churches were planted which became the Christian heritage of this whole region.

We also learned that two other apostles had accompanied Simon —Andrew (Peter’s brother) and Matthew. The latter two continued on to evangelize the Crimea and lands further west. Simon stayed in Abkhazia to lead, pastor and establish the church there.

What intrigued me was the realization that Matthew had served alongside Simon on this early mission team. Being a former corrupt tax collector and Roman collaborator, Matthew

would have been the polar opposite of Simon. His worldview had been materialism and hedonism. He had been zealous for money and pleasure.

But then Matthew too met Jesus and everything changed. The two enemies —Matthew and Simon — became friends, fellow disciples, and eventually missionaries. Tradition teaches that Simon was martyred for his faith in Abkhazia. He had remained a zealot to the end, but for a very different cause.

Are you zealous for God?

W

HEN WAS THE last time you were asked that question? Let’s begin by defining the word “zeal”. One definition states that zeal is “great energy or enthusiasm in pursuit of a cause or an objective.”

And some synonyms for the word “zealous” are fervent, ardent, fiery, passionate, devout, enthusiastic, avid, wholehearted and single-minded. You get the idea.

Many people today are zealous for something or someone. The guy who dyes his hair blue and white, and tattoos a maple leaf on his chest, is zealous for his favorite hockey team (you can guess which one). The volunteer who spends countless hours campaigning for a candidate and cheers the loudest at their rallies is zealous for a political party.

We usually view zeal as a commendable quality. The Bible says, “Never be lacking in zeal, but keep your spiritual fervor, serving the Lord.” (Romans 12:11) However, having the right focus or cause for that zeal is crucial. Misguided zeal or “zeal without knowledge” can be a dangerous thing.

History is littered with tragic examples of zealous behavior in the name of politics and religion that caused great harm.

Jesus chose 12 quite ordinary men to be his closest followers or disciples.

We’re not told all of their previous professions but we know some were fishermen, one was a tax collector, and one… was a zealot!

Simon’s name only appears a few times in the New Testament and always in a list of the 12. Usually he’s mentioned at the end just before Judas Iscariot. And

his name is always accompanied by the detail that he was a zealot.

We don’t know much about this obscure disciple, but we do know that he belonged to a political party in first-century Israel which advocated the violent overthrow of the Roman government. Simon believed politics was the answer to his society’s ills and that violence was justified to reach the desired end. And then he met Jesus.

Deciding to follow Jesus would not have been an easy decision for Simon. It meant a major reordering of his worldview. Today we would call it a “paradigm shift.”

Christians would call it a

radical conversion.

Jesus taught love, not violence. He demonstrated forgiveness, not revenge. And so for three years as he followed Jesus, Simon learned to replace a clenched fist on a sword with an open hand of love and service.

Recently I was privileged to be part of a small mission team that travelled to Russia by plane, and then into a little-known region of western Georgia called Abkhazia by van. We visited various young churches, looking for ways to partner with them in their ministry to poor and struggling people there.

Asked whether it was okay to get some photos from the back, the serious looking OPP officer told the Voice to go ahead. Shortly later, a Ford staffer was less enthusiastic with the rogue snapping.

“Please stay behind the rope,” she said, a touch grumpily.

A handful of television crews recorded the proceedings, and three or four print reporters scribbled away. The event was closed to the public, to the disappointment of some onlookers who knocked on the locked front door, only to be told by Ford’s team that unless they were press they would not be admitted.

The sole exception, by some force of nature, appeared to be Fonthill residents and PC stalwarts Bernie Law and his wife, Sue. Not even senior Town staff got the nod, to the Mayor’s mild frustration.

Prepared remarks concluded, Ford took questions.

Asked by the Voice whether his recent flagging poll numbers had led him to rethink his government’s proposal to bring some form of municipal amalgamation to Niagara, Ford scoffed.

“Well, that’s the Toronto Star’s numbers,” said Ford. “I don’t believe the Toronto Star readership polls. I believe the ones at election time.”

Amalgamation, he said, was still on the table. “[Municipal Affairs and Housing Minister Steve Clark] will be rolling that out over the next little while, and he’ll be able to speak to that. But let me speak to the people in the Niagara Region—” Here Ford turned to Oosterhoff to confirm the number of office holders for Niagara’s 400,000odd residents. Oosterhoff told him that it was 136.

With a concluding smile, Ford turned and headed back past the adhesives and insect killers to depart the way he had arrived.

Oosterhoff, on the other hand, made a point of going out to the sidewalk to speak briefly with the pair of autism protesters who had remained throughout.

“I was very happy and impressed that Sam came out to address us and acknowledge us,” said Joe Seriani, of Welland, whose 3-year-old son is autistic.

“It showed a lot of who he is. I was let down that Doug snuck out

the back.”

Seriani said he is scheduled to meet with Oosterhoff this week to discuss his situation.

“My major concern is the current funding that was rolled out this year—not one family has received any funding that is on the wait list, and I do not understand why it takes so long for the government to release these funds they talk about.”

Seriani said his son was recommended to receive 10 to 15 hours a week of therapy, while the family can only afford three hours out of pocket.

“I can only imagine how beneficial and the success he would get if he actually received needsbased therapy.”

Inside, a St. Catharines Standard reporter interviewed Mayor Junkin as the TV crews silently packed their gear. A moment later, Junkin left through the rear door to walk back to Town Hall, and found the Premier standing next to a black SUV in the store’s parking lot, a cellphone to his ear and smoking a cigarette. They exchanged a wave.

At the register, two sales were chalked up to security staff—one cellphone charger, and one jug of deck wash.

The previously serious looking OPP officer was now all smiles as he held up the deck wash.

“This is gonna be my weekend,” he said, heading out the front door.
