Maple Crest gets nod to move to Reg. Rd 20 BY SARAH MURRELL VOICE Staff Maple Crest Early School will be moving to a large house on Regional Rd. 20 and expanding programs after council voted Sept. 4 to approve a zoning change that allows a school to operate on the property. Shannon McNeven, director of Maple Crest, applied for rezoning to allow her to operate a school offering programs for JK, SK, Grade 1 and Grade 2. McNeven plans to use the existing house for classrooms; remove two existing out building; use the property for the students’ environmental and nature learning by planting gardens; and will change the driveway and parking to accommodate a smooth drop off and pick up of students and parking for staff. Neighbours, however, don’t share the same vision and opposed the zoning change based largely on traffic and safety issues. At the August meeting councillors voted narrowly to approve the rezoning with those in favour suggesting the traffic issue is a traffic issue and not a Maple

Crest issue, noting the traffic exists now and the school won’t increase it dramatically or enough to warrant turning down the application. Those opposed felt the house may have been the perfect building for the school but the location was not appropriate. At the Tuesday, Sept. 4 meeting, where councillors would either ratify their decision or reverse their decision, the outcome of their vote was unknown. While council generally ratifies their decision, in this case two councillors absent from the first vote were present and a councilor who voted no in August was not in chambers. Catherine King, who has abstained from the debate and vote so far because of a perceived conflict of interest, informed her colleagues that she has confirmed she does not actually have a conflict and would be voting. Praising the school and McNeven’s vision for the property, King, who lives in the neighbourhood, said she could not support the rezoning based on the safety aspect. Councillor Gary Accursi, who was absent in August, pointed out provincial planning documents not only support the

rezoning of the house to a school but actually encourage it, by urging municipalities to focus on complete planning by incorporating schools, businesses and other types of zoning within residential neighbourhoods. Accursi also pointed out the proposal will assist with safety, by moving the driveway from Regional Rd. 20 to Hillcrest and improving the sight lines of the intersection. Councillor Larry Clark reiterated his opposition, noting the neighbourhood is a residential area and should remain that way. Councillors Richard Rybiak and John Durley both repeated their comments of August as well, offering their support of the rezoning. “The school isn’t going to cause or resolve” the traffic issues, said Rybiak. “We must not make decisions solely because they are easy, we must not make decisions solely because they are cheap, we must not make decisions solely because they are popular,” said Durley. “We must make decisions because they are right.” Durley also noted that decisions made by council must be

councillors Rybiak, Durley and Accursi and Mayor Dave Augustyn voted in favour. Councillor Peter Papp was absent.
