Fourth Mayor’s Gala funds four groups

BY SARAH MURRELL VOICE Staff From tents and saddles to lifesaving electronics, this year’s Mayor’s Gala is funding a variety of community programs that will improve quality of life for many Pelham residents.

This year’s Mayor’s Gala, held at Lookout Point Golf and Country Club on May 26, is funding First North Pelham Girl Guides; Horse Alternative Therapies (HATS), In The Orchard Programming for the Arts (ITO) and Project Lifesaver Niagara.

For the first time organizers of the Mayor’s Gala invited community groups to apply for funds from the annual event, selecting four groups to receive almost $12,000.

“We’re pleased to be able to help so many good causes,” said Mayor Dave Augustyn, adding the four groups receiving funding represent only half of the gala proceeds.

Artists support Pelham Cares with tour The Village Artists of Ridgeville and Fenwick will be holding their selfguided Studio and Garden tour on June 2 and 3 from 10 a.m to 5p.m. throughout Ridgeville and Fenwick.

It’s an invitation to view art and walk among the trees and flowers in the heart of Pelham.

Each studio will also be collecting non-perishable food items and monetary donations for Pelham Cares.

Betty Brown, Coordinator of Services indicated that “Pelham Cares is particularly in need of cans of fruit of any kind at this time as we are very low, however we appreciate all donations”.

“We are pleased that the six local artists are once again asking visitors on the studio and garden tour, to make a donation

to Pelham Cares”, said Brown.

The 2 day event will feature original watercolours, limited edition prints, pottery and other items.

Opposition leader to speak at PBA meeting Ontario PC Leader and Niagara West-Glanbrook MPP Tim Hudak will deliver a keynote speech at a general meeting of the Pelham Business Association (PBA) on Tuesday June 5th, 2012. “Ontario is heading for a $30-billion deficit and there are half a million men and women in search of work,�

Hudak said. “As a local Niagara MPP, I’ve seen firsthand how this province’s jobs and spending crises are preventing new investments here at home and holding residents back from reaching their full potential,�

Hudak added.

Ontario’s unemployment rate has been above the national average for 64 consecutive months. The Niagara Region’s unemployment rate is almost 10 per cent, well above the provincial average of 7.8 per cent.

This is amongst the highest in Ontario and Canada. “Despite the wrong path our province is headed down, I know it doesn’t have to be this way. I remember times when Niagara’s economy was thriving and residents had good paying jobs to go to. “I know it can be like that again. Our best days are ahead. Niagara has incredible potential to create new and lasting opportunities for jobs and growth.�

Since last fall, the Ontario PC Caucus has put forward one proven idea after another, to reduce the size and cost of government and kick-start the private sector economy to create jobs. “I want to thank the Pelham Business Association for the opportunity to share my vision to restore Ontario as the economic engine of Confederation and what this means for local residents and entrepreneurs,� Hudak added.

Pelham’s Canada Day celebrations are going to new heights this year.

For the first time the celebration in Harold Black Park will include hot air balloon rides, offering an opportunity to see Pelham from the sky.

Sundance Balloons will be at the park on July 1 offering tethered hot air balloon rides, about three to five minutes long, for $15 per person.

The history of aviation in Pelham and Welland Standing in the Town of Pelham is an airport.

It has been thought of as Welland Airport for many years and then other names were used but the land it stands on is in Pelham.

It seems as though it has always been there.

But it had to have a start and that was during World War 2 when it was built for Air Force exercises. In the 1940s. A hangar, some , barracks and three runways suddenly appeared along the north shore of the Chippewa river (now named Welland River) at the foot of Center Street in Pelham and were extensively used till the end of the war. Then, its usefulness was in doubt and government was wondering what to do with all the airports they had built.

A few people in Welland and surrounding district were interested in flying.

It was still a very new thing for the ordinary civilian but after a few meetings they devised a scheme.

The government leased the airport to the City of Welland for $1 a year and they in turn, leased it to a newly formed organization‑‑‑the Welland Flying Club.

Unfortunately, none of the charter members of the Welland Flying Club are alive today and I cannot substantiate all the names but I know that among them were : L. B. Spencer QC, a prominent Welland lawyer, Gerald Nash Sr., Welland car dealer and war veteran, H. J. Reilly, Gordon Haun owner of Haun Drop Forge in Welland, Jack Haun, Frank (Les) Lambert, who was in the lumber business. T. J. Richardson, R. Linke, A.R. Lehman,

R.C.A.F. pilot during the war, Raymond Willson a farmer, Peter Tenzen Welland photographer and Arthur Phillips a merchant and aircraft mechanic, in Fonthill.

The new venture was named Welland Flying Club which operated out of what was then named Welland Airport.

The name Welland Airport just naturally fell into place since nearly all the backers were Welland business men. But the airport was geographically in Pelham.

The first flying club instructor I believe, was Len Fitton, followed by Nick Seldon in about a year. At this time two Aeronca airplanes were purchased and a new instructor, Bill Lehman, a local young man fresh out of the Air Force came on the scene as instructor.

This was 1947.

The Aeroncas served the club well. They were great trainers---- two seater Atail draggers - as we now call planes with two main wheels and one on the tail - giving them a somewhat nose high, tail down attitude. The pupil sat in the front seat and the instructor in the back. Controls were stick and rudder‑‑‑instrument panel showed needle, ball and airspeed.

If the instructor could not yell loud enough over the noise of the engine to make his pupil understand, he spoke to him through a tube arrangement called a gosport.

Brakes were operated by the pilot’s heels so the lady pilots had to remember to wear flat heeled shoes when flying.

did a tremendous lot for the club. The fact that the airport is still in existence today is totally due to the hard work and effort of the members of the club, Welland merchants and the Welland Airport commission There was a time in the 1950s when things were not going well financially. The gas company who supplied the gasoline for the planes had notified the club that there would be no more deliveries until their bill was paid up in full. Some of the negative type directors were quite willing to let everything go down the drain. But there were others who thought on the positive side and who worked hard to keep it afloat.

One of the club’s backers, not even a member, took on the problem and made an offer to the company who supplied the gas, vouching personally for the debt if they were willing to give the club more time.

The oil company accepted the offer, which gave the club a little breathing time and eventually they were on solid footing again.

Had it not been snatched from bankruptcy at that time the airport would not have taken long to grow up in weeds and the runways to deteriorate and the buildings collapse. So the fact is that the airport is still with us is due to the overwhelming will to make a go of it by some club members and some commission members and some friends.

R. H. Davis, president of Atlas Steel, a staunch supporter, made a generous donation each year as did many other Welland businesses. It was touch and go for some

time but the outcome is that we still have the airport to be proud of.

The community needs it.

The first two women to earn a pilot’s licence here were Arden Lambert and myself in 1948. Women pilots were few and far between and the public didn’t know just how to take the fact that women would be flying over their heads.

A lot of publicity was generated for the airport . Pelham along with Welland was really “put on the map” when an air race was brought here for the finish of the All Women International Air Race in 1952 and the start of this race in 1953, 1958 and 1963. These events were front page news in newspapers from coast to coast in Canada and also in the U.S. After all in those days there were not too many women pilots and the thoughts of them racing a course of over a thousand miles which started in one country and ended in another was big news. One year this race ended in Cuba which meant a 100 mile jaunt over shark infested ocean waters. Another year this race covered a 2500 mile course.

Welland got publicity for the airport. Pelham got publicity for the entry of a resident. Over the years instructors changed at our airport, but the two mechanics Art Phillips and Ross Zimmerman stayed for many years, faithfully keeping the planes in tip top condition for the Welland Flying Club.

It was in the late 1950s when I got the urge to start a charter flying service from Welland.

I knew the flights would be few and far between but I had had several people request flights to nearby cities or to Toronto airport to make connections with an airline and one must look ahead and have faith in the dream. I received the charter and was just awaiting the Operating Permit when I ran into troubles I had never dreamed of. A clique of some local pilots trouble makers - felt that this was a threat to the flying club and created quite a disturbance. It got to the point of being pretty nasty with threats.

Threats that concern public safety must not be treated lightly. I relinquished the charter and put it all behind me.

In 1974 the airport changed hands and became Welland Port Colborne Airport. The flying club eventually dwindled, from an active flying club to become a social club which met in the old barracks for a few years. However the barracks became unusable resulting in the demise of the club around 1983.

The barracks were torn down in 1985.

In 1979 a new management appeared on the scene when Bruce McRitchie took over management of the airport. He was a highly respected in aviation circles and soon had his business Welland Aero Center flourishing. In 2012 he is still going strong and can provide almost any type of help one might need. As he put it he can offer any kind of help from A to Z on aircraft of any size and also instruction for beginners to “big

In 2002 the airport was again re-named Niagara Central Airport and McRitchie still supplied pilot instruction for beginners or those wanting to upgrade. As of this date Bruce McRichie was the airport manager and chief of the airport.

He came to Welland in 1972 with his company Welland Aero Center and has been expanding ever since. As of now one can fly into the airport and get information and service in just about any branch of aviation. He can also supply flight instruction no matter how large a plane. He is now working on an idea of training pilots in conjunction with Niagara College.

McRitchie is here, ready and willing to help and we should not let this idea fall through without much serious thought. It will take time but most good things do take time.

The many different people who have been administrating this airport for sixty five years have seemingly done a tremendous job.

They have traveled down some perilous roads but managed to keep the airport alive.

Thanks to these aviation enthusiasts the wind sock is still flying in 2012. Let’s keep it that way.

Less than two months to go until SummerFest As we find ourselves less than two months away from Pelham Summerfest 2012, the committee is heartened by the response from local businesses. They have heard the call for assistance, and they have answered with sponsorships on a number of levels. The dark night skies over Tobermory

BY BRIAN BATY Regional Councillor The May meeting of the Niagara Escarpment Commission was held in Tobermory. Being from Niagara, I had the longest drive to and from the meeting but took time to admire the scenery as I drove more than five hours to reach the destination.

For the first part of the journey I thought back to my teaching career at Pelham High School and E. L. Crossley Secondary School. During those years I led a hiking Club or Outer’s Group. Many day hikes and overnight hikes were held on the Niagara section of the Bruce Trail all the way from Brock’s Monument in Queenston to

Rattlesnake Point in Milton.

Along with those memories were the expeditions to Letchworth Park and the Mount Marcy hikes in Lake Placid.

It is not surprising that those early seeds of interest in nature have now bloomed into my current role as a Commissioner with the Niagara Escarpment Commission. This long trip brought home the immensity and importance of this world biosphere reserve and the responsibility that we have as a society to protect and treasure this resource.

The meeting of NEC was a two day meeting with a full day set aside for policy issues and examining issues in depth. A local resident

made a presentation regarding the “Dark Sky Program” undertaken by the Bruce Peninsula Biosphere Association (www.bpba.ca).

She told us that there are 553 identified biospheres on our planet in 107 countries. Sixteen biospheres are found in Canada with the Niagara Escarpment being a large and prominent form. The Bruce Peninsula forms the northern part of the escarpment and has one of the highest numbers of global, national and provincial rare species. It is for these reasons that the association began an education program to enhance the biosphere by limiting the amount of light that penetrates the night sky.

The Northern Bruce Peninsula was

proclaimed a “Dark Sky Community” in 2004 and in 2009 the National Park was declared a “Dark Sky Preserve”.

School children were engaged in the program with local schools and were declared as “UNESCO” schools.

The main goal of the association was to raise awareness in homes and businesses about the negative effects of night light on plants, animals and insects. Their second goal was to reduce the cost of energy that was being wasted. They cite the Calgary initiative which saved $1.7 million annually by using half the wattage while providing safe visibility.

Their final goal was to provide cultural enjoyment. They have realized that by indicating

that for every 30 stars visible in Toronto, there are 5,000 visible in the Bruce Peninsula including the Milky Way! The science related to night light is referred to as “scotobiology”. Many skies around the world are ten times brighter than they should be.

More than 61 per cent of American skies are overlit while 85 per cent of European skies are overlit. It is estimated that 56 per cent of Americans do not require the use of both the rods and cones in their retinas because of excessive ambient light. Changing outdoor lighting to high pressure sodium fixtures benefits 57 per cent of insects and 75 per cent of moths. Recent surveys of residents indicates a 92 per cent rate of

Update on Southern Mayor’s hospital meetings

BY DAVE AUGUSTYN Mayor of Pelham You will recall that in early May, Dr. Kevin Smith, the Provinciallyappointed Supervisor of the Niagara Health System (NHS), presented an Interim Report regarding restructuring of the NHS. Several of Dr. Smith’s 23 recommendations dealt with facilities. Dr. Smith recommended that in addition to the new St. Catharines facility currently under construction, the NHS should construct a new

general acute care hospital as well as a free standing Urgent Care Centre in “South Niagara” and close the existing facilities in Port Colborne, Fort Erie, Niagara Falls, Welland, and Niagara-on-the-Lake.

Dr. Smith estimated that this preferred option would cost $879 million in capital, but would “save” $9.5 million in annual operating expenses (on annual budget of $410 million).His report also identified that a revitalized status quo – 3 acute care / ER sites (GNGH, St. Catharines, Welland), 3 complex care sites (NOTL, Fort Erie, Port Colborne)

Spontaneous moment of culture in Pelham

A spontaneous moment of culture in Pelham last Thursday had hundreds of origami birds and flowers fluttering from the branches of trees in Peace Park.

The moment was organized by neXt Company Theatre as part of its celebration of Niagara being named one of the Cultural Capitals of Canada.

Throughout the summer neXt Company Theatre is staging a series of 10 to 15 “spontaneous moments of culture”, also called “flashmobs”, throughout the Niagara Region and Toronto.

Pelham’s flash mob was the group’s first and included members of Pelham’s In The Orchard Programming for the Arts (ITO) who helped create origami for the trees and helped hang the art.

“We’re working with arts organizations and non-for-profits, showcasing Niagara’s talent and beauty,” said Karrie Porter, coordinator of neXt’s Travelling Roadshow.

The Roadshow, she

said, will bring several flash mob moments of culture and art to various locations throughout Niagara, some of them small and some very large, and each will be recorded and shown on YouTube.

Porter says the public is encouraged to get involved, by recording their own spontaneous moment of culture andposting it to neXt’s YouTube channel. The video with the most hits, dubbed the best moment of culture, will win $500.

Porter says the origami swans were made by community members in St. Catharines, at local cafes and coffee shops, which gave neXt staffers an opportunity to talk about the project and get more of the community involved.

In Pelham, Angie Giess, executive director of ITO, said students at Pelham Centre school created flowers out of recycled books to be hung on the trees.

Giess said ITO’s involvement is just a taste of the larger community art project her organization will be undertaking as part of

613 Cadet Corps receives positive review

The 613 Lincoln and Welland Regiment Royal Canadian Army Cadet Corps held its 35th annual inspection on Saturday, May 26 and impressed everyone in attendance.

“There was only one person in this hall that was not turned out 100 per cent,” said Reviewing Officer Brigadier General (retired) Kevin G. Troughton after completing inspection. “And that was me,” he added, explaining he noticed his shoe was untied during review.

Troughton congratulated the cadets on their drills and on their motivation, noting it shows in the number of awards given out on Saturday.

Those awards, he added, are well-deserved.

The cadet program is valuable to our country as a whole, said Troughton, to the armed forces, where 49 per cent of enlisted men are former cadets; to the community; and the ones who get the most value, the cadets themselves.

Cadets, said Troughton, a former cadet himself, learn valuable skills and knowledge and gain experiences that will serve them well their entire lives.

He also noted they’ve developed confidence from facing challenges and conquering them.

“You deserve it. March tall,” he told the cadets.

Member of Parliament Dean Allison was on hand for the ceremonies, presenting the Major EL Crossley Memorial Award for cadet citizen achievemt.

Allison echoed Troughton’s comments, noting the cadets are learning great life skills including leadership and character.

He congratulated the corps on another successful year.

Mayor Dave Augustyn acknowledged the ways in which the cadets contribute to the community, by helping on Canada Day, volunteering with the food drive, and taking part in other events.

“When needed, you give back,” he said.

Commanding Officer Leo Giovenazzi said it has been a very successful training year, noting the corps received the Lord Strathcona Cup and were named the best small corps in Ontario.

Giovenazzi thanked all those who have helped the cadets succeed including the Royal Canadian Legion Branch 613; the town who has always supported the cadet program; the parents; and his staff.

People tell Giovenazzi how proud he should be of the job he’s done with the cadet corps, he said.

“The staff has done it. They make me look good,” he said.

Giovenazzi also acknowledged the cadets under his leadership.

“Your dedication, your hard work, that’s why we are the best,” he said. “I’m proud to say I’m your commanding officer.”

Playground program coming to two parks

BY SARAH MURRELL VOICE Staff Pelham kids who don’t need full day care over the summer but want some structured fun are in luck.

A new Town of Pelham recreation program brings structured play to two playgrounds all summer long.

The town’s Summer Playground Program is available for children ages three to 12 and includes games, songs, crafts and special events.

Laura Mannell, one of the program staff, says the program is great for parents who want their child to have the camp experience but don’t need full time child care over the summer.

The program allows children to walk to their neighbourhood playground, take part in structured, safe play and give their parents a break, says Jessica It’s not just playground equipment that will be utilized for the program.

Staffers say ball diamonds, soccer fields and open areas of the parks can be used for a variety of sports and activities.

“It will be the best summer they have,” says Cole of the kids who enroll.

Katie Thorpe, Community Services Coordinator, says other municipalities have similar programs and Pelham wanted to offer something for kids that don’t need full time care.

Noting the program is

open to children at age three, while camp is open to children beginning at age four, Thorpe said it is also an opportunity

for children to gain an understanding of what camp will be like when they’re old enough to attend.

The program will cost $35 for one week, either morning or afternoon. A 10 session punch card is $60, allowing children to drop in any time for 10 sessions. Single, drop-in rate is $15 per session.

The program takes place at Centennial Park in Fenwick and at Rolling Meadows in Fonthill (adjacent to the arena).

The program rotates

between the two parks throughout the summer.

Sessions run 9:30 to 11:30 a.m. or 1:30 to 3:30 p.m.

Playground leaders are all trained in standard first aid and are High Five certified, said Thorpe, noting the ratio is one leader to 10 children.

U11 Girls win first game of the season, 2-1 The Pelham Book Depot Panthers U11 girls team took to the field on Monday and did something they haven’t done very often in the past. They won their first game of the season. With 18 girls now on the team, many new additions, the girls looked more powerful than in the past and added some sorely needed height to the squad. They played their first ever game on the full size field at Harold Black Park last

night and came away with a 2 – 1 win over last year’s playoff finalist Lincoln.

The Pelham girls dominated much of the pay in the first half while learning quickly how to handle the much larger field.

The Panthers played an aggressive game missing many scoring opportunities in the first half of play. Marlize VanSittert finally solved the scoring problem taking a pass from Leanne DeKorte and

depositing the ball into the net from her centre midfield position. The Pelham girls kept driving at the Lincoln net and Kate Knafelc put the Panthers up 2 -0 before half time.

In the second half the Lincoln team came to life and the game got interesting. Most of the half was played in the middle of the field with each team having scoring opportunities but failing to capitalize. A strong defensive effort by

Emma Leavens, Hannah Nicholls, Hannah Doan, Teja Chmay, Jessica Konkle, Katrina Belcastro and Hannah Kraliz kept Lincoln off the scoreboard though late in the half Lincoln snuck one by keeper Rachel Wayda who was amazing in the Pelham net all night.

Terin Hultink, DeKorte, Katharine Konkle, Hailey Bronn, Tailor Pattison and Bethany Nicholls led the offence while Gwen Gibson,

Hailey Kleiboer, Knafelc and VanSittert steadied the midfielders.

The win was a well-played team affair. The team showed a lot of potential in the game and could be another up and coming power house.

Coach Guido Mueller had to live up to his promise of ice cream for everyone at the Log Cabin if the team won their first game.

Handlebar Hanks thump Millenium 60-53 Millenium Computers met with their tenth straight loss in the past 6 years to the Handlebar Hanks POITS as they were dumped by a 60-53 score in Over-35 Division

in Niagara Basketball Association action. The win moved the Pelham club to within one game from finishing with an undefeated championship series record.

Eight of the nine POITS hit the scoresheet led by the CCC/Over-35 Division scoring leader, Steve Michalko, who netted 17 points and closely followed with double

figures by Kyle Kuzyk and David Jones with 15 and 12 points respectively.

Kevin Pyne hit for 6 points supported by Dave Kaufmann, George Scott and Alex Wilson who all

notched 5 points each and Tom Skvorc added two baskets.

Vince Polce again led the last place Millenium club with 18 points and Vern Martens hit for 15 points

with Mark Lawley and Peeter Kupper 8 points each.

Cafe on Main may become patio on Pelham

BY SARAH MURRELL VOICE Staff Imagine for a moment the Community Improvement Plan in full development. That Pelham is a known as “the” place to eat, shop, pamper yourself and take care of business.

That small businesses are providing destination type services to resident and visitors alike.

It’s something Patti Fagan asked council to

do last week just before asking them to consider her request to operate a licensed outdoor patio.

Fagan, owner of Cafe on Main in downtown Fonthill, would like to expand her business to include a patio to seat 42 patrons in the townowned land in front of her cafe.

In making her presentation Fagan quoted directly from the Town of Pelham Community Improvement Plan (CIP) and the Town new

Official Plan.

The Vision for Downtown Fonthill, as stated in the CIP, is “more gathering spaces for social interaction opportunities including out door patios and cafe.”

The cafe, said Fagan, has become this type of gathering place for people, accommodating them in a longer visit to the downtown core.

“An outdoor patio will only enhance this environment,” she said.

At SummerFest last year

the Cafe on Main ran a single-day outdoor patio.

The response, said Fagan, was outstanding, noting many of her customers expressed a desire to see the patio run all season long.

“We ask the town work together with us to put the necessary approval in place to operate another successful patio, this time for the whole summer season,” she said.

Calling it a win/win proposal, Fagan said the benefits to the town include contribution to

the development of a distinct downtown area; support for downtown retail shopping; and a more pedestrian-friendly environment. The Cafe’s benefits would include rebounded growth following construction, expansion of business year-round, increased exposure and the ability to continue to contribute to the community.

Councillors asked about some specifics of Fagan’s plan, including the look of the patio barrier and whether fewer seats

would be a deal breaker.

Fagan said she is hoping for the 42 seats in her plan, a number set by the Alcohol and Gaming Commission of Ontario based on the size of the patio, but she is willing to discuss the plan.

Planner Craig Larmour said staff “will do all we are able” to bring a report back to staff for the next meeting, so Fagan’s patio approval, if given, would come in time to enjoy the summer.

Pelham’s books get clean audit report

BY SARAH MURRELL VOICE Staff The Town of Pelham books are in order, there are no indications of illegal or inappropriate transactions, and the town has received a clean audit.

That was the message from Evan McDade of Delloite and Touche who provided the town’s yearend audit.

The audit tests estimates by senior management to ensure decisions made are based on accurate numbers, tests expenses made by senior management and council,

checks all expenses reported, and ensures payroll is well supported.

McDade told council there is “nothing he needs to report” regarding the audit.

The audit report includes a list of 23 communication requirements, a list of items that need to be communicated to council

such any disagreements with management, possible fraud, or any substantial issues.

“Is there anything else council should be aware of?” said McDade in describing the list. “The bottom line is there are none.”

“It was a smooth audit. A clean audit,” he said.

Council members expressed their pleasure with the audit and work of McDade as well as town staff.

Councillor Gary Accursi wondered if it could be possible to prepare a version of the audit report that is simpler for residents to read in order “to have full transparency.”

Treasurer Cari Pupo noted the audit is done according to audit standards and any additional reporting would be done by staff.

She added the information Accursi is asking for, a simple report of revenue and expenses, is provided during quarterly reports to council.

Zoning denied

BY SARAH MURRELL VOICE Staff A zoning bylaw request that would have allowed a Fenwick resident to repair farm vehicles on his rural property has been denied, over concerns the resident may not comply with the bylaw.

Councillors came down even on the issue, with Larry Clark, Richard Rybiak and Dave Augustyn voting against the zoning bylaw change and Gary Accursi, John Durley and Peter Papp voting in favour.

Councillor Catherine King was absent.

John and Sue Campbell, who live on Church Street at Webber Road, own agriculturally zoned land and have applied to amend the zoning of their property to permit the repair of tractors, wagons and other farm equipment.

Town staff have, twice, recommended council approve the application.

At the May 7 meeting councillors requested more information related to what is classified as an agricultural vehicle and how will the shop be monitored.

On May 22 Councillor Clark confirmed with staff that the bylaw would be enforced on a complaint basis and no proactive enforcement of the repair shop would be made.

“If we take this approach we’re not accomplishing anything,” noted Councillor Accursi. “We have to act in good faith with our residents.”

Councillor Durley agreed, noting the Campbells are going through the proper process.

The concerns come from neighbours who have expressed to town staff they are worried the Campbells will repair all manner of vehicles, the repair shop will be noisy and loud, traffic will increase and there could be environmental impacts.

“Let’s clarify,” said Rybiak. “We have zoning in place. They’re asking for an exception.”

Rybiak went on to say that just because an application is legal and possible doesn’t mean it should be approved and it is not inappropriate for council to consider not approving a zoning bylaw amendment.

“We have to respect others may want to maintain the current zoning.” he said.

“We are vested with the responsibility to act for all,” said Papp. “In

context, weighing all of that, this is a democratic process. “ If complaints are made, said Papp, fines can be levied and legal action taken.

“I am not compelled by the case before us,” said Mayor Dave Augustyn. “I am compelled with the fact that this is forever.”

Durley pointed out that allowing the owner of this property, currently a horse farm, to repair farm equipment on his land is a value-added operation.

An additional operation within an agricultural zoning helps farmers survive, he went on.

In a recorded vote, councillors voted to receive the report and then voted in a tie to allow the zoning bylaw amendment. A tie vote is lost and therefore the Campbell’s will not be allowed to operate the repair shop.
