More than 70 artists, artisans, and photographers from Ontario, Quebec and the United States

participated in the Pelham Art Festival over the weekend.

The much anticipated event included a wine garden and refreshments, live musical entertainment, and delicious food in the Salvador Deli on Saturday and Sunday.

The festival was a juried show and has operated

using this professional process since its beginning in 1987.

Annually, the festival welcomes new submissions from fine art artists and sculptors, fine art photographers, and one of a kind artisans for gallery style display, and created a revitalized experience for all participants.

Artist Bob Thackeray attended his eighth festival, making the trip from Oshawa. He began oil painting later in life and quickly enrolled in night courses.

Several years later, Thackary is a regular at local art shows.

“It’s not that far of a drive and (the festival) has a great quality of art-

ists attending.”

Local painter, Vanessa Brownbridge, draws inspiration from countries all over the world.

Brownbridge, born in Africa, commands the canvas with vibrant watercolours and acrylic. Her personalized approach to each creation made her Art Festival (Page 2)

PATC talks about road safety at market BY WAYNE CAMPBELL

for the VOICE The Pelham Active Transportation committee will promote Road Safety Challenge Week at this Thursday’s Pelham Farmer’s Market.

Committee members will hand out free wearable reflective tags from 4 p.m. to close at the municipal parking lot in Fonthill.

They will give a free bicycle bell to the first 50 children to visit their kiosk as well as pedestrian and safety information to other visitors.

The committee members want to hear about visitors’ road safety concerns.

The PATC project is financed by a Road Safety Challenge grant from Ontario’s Ministry of Transportation.

“The grant allows us to raise awareness of pedestrian and cyclist safety issues,” said committee chair Bea Clark.

PATC will encourage visitors to join the Mayor’s Annual Walk and Talk at 6 p.m. from the market.

For more than seven years it has kicked officially kicked off Pelham’s walking and hiking season.

The advisory committee was setup seven years ago to encourage walking, cycling and other healthy

“active transportation” activities.

It advises town council on how to improve safety for walkers, cyclists and drivers as well as accessibility, A few years ago, the committee asked residents to contribute to a top 10 list of safety concerns for town council.

Committee chair Bea Clark said the committee continues to use the list – calling for sidewalks, bike lanes, signal crossing and other safety features – as a guide to measure progress.

It has seen improvements along Pelham Street, the No. 1 concern, with the addition of sidewalks to Pancake Lane and singalized crosswalk at Pelham and Port Robinson Road.

It supports sidewalks to Quaker Road along both sides of Pelham Street.

Soon there will be singalized crossings at Church Hill as well as Pancake Lane and Bacon Lane.

The top-10 improvements include speed humps to calm traffic on Haist Street, a singalized crossing at A.K. Wigg school, upgraded Regional Road 20 and Pelham Street intersection, sidewalks in several location, municipal sidewalk snow clearing, new benches and signage for washrooms to improve accessibility, and, work on town walking and cycling trails.

Clark said a number of measures remain undone.

They include: sidewalks for E.L. Crossley Secondary School; sidewalks, trails and cycling lanes in rural areas; and a link to the Greater Niagara Circle Route in Thorold.

“We are inviting residents to help us develop a new Active Transportation Top 10 list.

“PATC members will be at the Farmers Market to speak with residents and to gather ideas and suggestions.”

Sugestions can also be emailed to PATC at active@pelham.ca. A walkability checklist is available at the Pelham Public Library and Town Hall.

Meanwhile, PATC will conduct a bike rodeo at Glynn A. Green School on May 21 to make children aware of bike safety issues.

PATC will host a number of events at this year’s Pelham Summerfest, July 17-20, said Clark.

The bike valet – a coat check for bikes – will be provided at no charge on Thursday evening, Friday evening and all day Saturday.

In addition to the Family Fun Walk on Sunday morning, PACT will add a Family Fun Ride, which will include a brief bike safety orientation with members of the Freewheelers

“I got involved with the (Pelham) art community and they were always welcoming to new artists. I’ve gotten to know everyone pretty quickly and they’ve all been so supportive.”

Her paintings were an addition to the festival, in its 28th year.

“This show has a great variety to it, so its great to be apart of.”

Committee member Linda Ellsworth, was grateful for the local support. Ellsworth, who produces art work, is entering the festival for the seventh year.

“We look forward to it every year. Seeing a lot of people come to the arena over the weekend is great,” Ellsworth said.

More than 3,000 visited the show in 2013.

“The best part of the weekend is just putting everything you’ve created on display. It makes for a great weekend.”

Fenwick Lions parade seeks entries BY WAYNE CAMPBELL

for the VOICE A reconstruction of Canboro Road in Fenwick will not hamper this year’s Fenwick Lions Carnival Parade on Friday evening, May 23.

Parade organizer Fred Disher said it took awhile to confirm with the Town of Pelham that work would not begin until after the annual carnival, which runs from Friday May 23 through Sunday May 25.

As a result, entries for the parade have been slow to come in, he said.

“We are clear now,” Disher said.

He is encouraging clubs, schools, churches, businesses and individuals to get in the lineup for the evening event.

“We always have a good number of spectators, so it is good exposure for anyone,” he said.

Bands have been lined up. They include the E.L. Crossley Secondary School Marching Band, the Thorold Pipe Band and the P.K. Hummingbird Steel Band.

The parade opens a three-day carnival of midway rides, games, food and entertainment in Fenwick’s Centennial Park on Church Street.

The Fenwick Lions have hosted the carnival for

decades.

It is on Friday from 4 p.m. to 11 p.m. with the 7 p.m. parade; on Saturday from an 8 a.m. breakfast through 10 p.m. fireworks to 11 p.m.; and on Sunday from 8 a.m. with afternoon cow plop lottery to 4 p.m. closing.

The Friday parade begins at 7 p.m. from Bethany Church on Balfour Street, head north to Canboro Road and then west through downtown Fenwick to Centennial Park.

“You can also register at the start of the parade,” he said. It is at Bethany Christian Reformed Church, 1086 Balfour St., south of Welland Road in Fenwick.

The Town of Pelham is tendering reconstruction work in downtown Fenwick. It will include the replacement of sewer and waterlines, new sidewalks, road rebuilding, landscaping and planting around the flag pole on Canboro Road and Maple Street.

Reconstruction is expected to continue through the summer.

LETTERS to the editor When I first heard about the supper market proposal I thought what a great idea. An additional incentive for people to visit the downtown area and partake in events that our town has to offer.

How could anyone oppose the idea I thought.

Well, oppose they have.

When I read that the primary reason for opposition (as voiced by the farmers market committee) to the project involved concerns over closing down the archway access point to the market square it seemed to be trivial, completely self-serving and misguided. There are three access points to the square and this would cut it down to two. I don’t believe people are going to avoid the market or bandshell because the arches are closed down to traffic since the overwhelming majority of individuals that visit the

market and bandshell realize that there are other access sites to the area.

In fact I believe the proposed location shouldn’t be considered an obstacle but rather a great opportunity to actually improve the overall experience of Thursday evening by making the town square area far more festive, relaxed and safe. The arches are beautiful and the town should take every opportunity to utilize the beautiful space they represent.

As for the study by the farmers market committee indicating 94% opposition due to “it closed off the entrance and made the area too busy” I was under the impression that busier was in fact better - more people at the market, more people at the bandstand more people getting out enjoying the company of neighbors,families and friends. I also can’t help but question the legiti-

macy and accuracy of the Farmers Market survey since it’s is very likely that some businesses in the farmers market would consider the supper market as a form of competition and are putting their concerns over the best interest of our community. In addition the vast majority of people I have spoken to think the proposed market, including its location, would be a great idea. (The current farmers market attitude, including its questionable survey results brings to mind the old story of the farmer asking the fox to guard the henhouse- I fear our council and mayor may be acting like that misguided farmer) In the end the town council has to ask itself if they are interested in supporting this initiative which will not only help promote local businesses but also provide a great

service to the community and offer another incentive for residents to come out and get together as a town on thursday evenings. I find it quite disconcerting that the benefits of this proposal could be so easily outweighed by an issue (which I believe has been unnecessarily blow out of proportion) over traffic flow. I have tremendous respect for our local mayor and councillors however I think they really need to buck the trend of fence sitting, that we have become far to accustomed to in our politicians, and actually do something positive beyond deferring to another time.

As for the suggestion put forth of putting the supper market in one of the downtown business parking areas, what about the concerns over parking for patrons of those businesses and residents that

live upstairs in them. This comes down to a recommendation that is neither logical or feasible but rather muddies the water, thereby increasing the likelihood of the council sitting on the fence and potentially putting this great proposal out to pasture.

In closing I would like to add that I love our town and view the addition of the supper market as another way to enhance the downtown Thursday evening appeal and am confident that if it is implemented, as currently proposed, that it will be benefit everyone.

Mr Mayor and councillors is there really a big problem with giving it a try and seeing how it goes?

Overcoming information bombardment with Creative Problem Solving

Mayor of Pelham Between the 24-7 news cycle and updates from Facebook, Twitter, Instagram and other social media, do you ever feel “bombarded” by information?

According to McMaster University professor Dr. Nick Bontis, whom senior management staff from each of Niagara’s towns and cities heard last week, we experience “information bombardment” every day.

“By the 1930’s, the world’s cumulative information base doubled every 30 years. By the 1970’s, this rate shrunk to 7 years. Nowadays, the

information base of the world doubles every 11 hours,” said Dr. Bontis.

So, what can one do to overcome information bombardment?

I was reminded of a sensible approach as I was rereading a Dale Carnegie book over the weekend.

Mr. Carnegie wrote in 1948 that “…knowledge isn’t power until it is applied. …The purpose of this book is to remind you of what you already know and to kick you in the shins and inspire you to do something about applying it.”

What do we do in Pelham to apply knowledge?

After examining several programs and opportunities to stimulate innovation over the summer of

2012, the town began using the Creative Problem Solving process as taught by another McMaster professor, Dr. Min Basadur.

Eighteen staff and three members of council undertook the initial training

Solving (CPS) process throughout the organization. We use it to assist in resolving problems of individuals and groups within the community and share it with regional organizations and boards.

which consisted of three, five day sessions in the fall of 2012. Later, Dr. Basadur taught the process to all of council and to the remaining staff.

Problems are now viewed as opportunities – or “golden eggs” – and staff members are encouraged to seek out and solve problems using the CPS process. This winter, Public Works staff used CPS to develop a way to

recommending a location for the new skatepark, to making Pelham Street more walkable and safe, to providing appropriate library service in Fenwick.

Over the last three years the town budgeted $266,324 for all

professional development ($70,512 in 2012, $111,222 in 2013, and $84,590 in 2014). From 2012 to March 2014, the town only spent 38% of this training budget ($100,222.23) on the CPS process; this included training, facilitation, and strategic planning for all staff and council.

By overcoming “information bombardment” with the CPS process, Pelham applies knowledge and yields positive and tangible results.

A Costly Stand: a tale of doing the right thing A story that shook the newspaper publishing world of North America began in a small British Columbia city with a weekly newspaper publisher.

Paul Winkler and Mary Lynn McCauley Winkler, a Fonthill couple, have collaborated to write a newly released memoir.

Written through his wife’s eyes, the book recounts how Winkler, a former newspaper publisher, successfully sued one of the world’s largest newspaper companies.

A COSTLY STAND: My husband’s brave and lonely fight for justice against his powerful bosses at Hollinger is a story of business intrigue and courtroom drama.

Mary Lynn, an elementary school teacher with the District School Board of Niagara and a former journalist, says in a news release, the memoir is a narrative of how her husband stood alone in his effort to expose misdeeds by the top brass at Hollinger, long before others accused them of what

eventually brought them down.

“I wanted to document for our children how their father courageously took a moral stand and stayed true to his values and principles,” she said.

“Suing a big corporation, run by executives Conrad Black and David Radler, was an emotional and financial toll, and I thought it important to let our kids know how their dad and mom coped and supported each other through trying times.”

In an interview, Paul Winkler said his family grew through the whole experience.

“It made us stronger.”

He called it a “timeless story of doing the right thing.”

Winkler was publisher of a weekly newspaper in Kelowna, B.C. that found itself competing with a daily newspaper indirectly owned by the same Hollinger company.

He became involved in a court case when he challenged a shady arrangement. He won the case but the story was ignored

It’s been a crazy ride for Karri North, whose vocals will see her take part in the North by Northeast Festivals and Conference (NXNE) this summer in Toronto.

The musician, originally from Fenwick, sings backup vocals in Culture Reject, who earned an opportunity to showcase their talents at the festival on June 20.

NXNE has become the Canadian festival destination for emerging artists and major-label headliners; filmmakers; hilarious comedians; visual, sound, and other artists; and in-

novators bridging the gap between technology and the arts. Seen as the most anticipated summer music event in Canada, Culture Reject remains humbled by the invitation to such a large-scale event in Toronto. Throughout the 10 days, over 350,000 people are expected to attend.

Band creator, Michael O’Connell, formerly of Black Cabbage, is also North’s husband and parent of two artistically gifted children. North says the connection between the two was just natural, so joining the band evolved into touring the country.

Winkler’s story, which has never been told in detail, revolves around factual and historical events, mostly from 1996 to 2004.

Mary Lynn said she writes the story in an interview style and provides the deeper emotional experiences surrounding those events.

The Winklers have lived in Fonthill since 2001.

Former Fenwick native to play at NXNE

North says she dabbled in music during university, but now is in a household oozing with talent.

Her son has already begun playing the drums

and their daughter is in ballet. North says the influence never ends.

“It definitely gets the artistic juices flowing in a household of creativity,”

North said. “We end up rehearsing a lot in the living room.”

North also enjoys escaping the big city for influence. A photographer by day, and singer by night, the return home to Fenwick allows for some down time from the fastpaced environment.

“I love my hometown.

It’s what keep life interesting, switching back and forth through the year.”

The break also provides much needed time for songwriting. She says the bands sound comes from an early influence of Nina Simone, Stevie Wonder,

Led Zeppelin and Van Morrison records. North calls it “textures blended together”. They are currently preparing their second album, which will be released exclusively on vinyl.

Culture Reject also features Jim Guthrie on drums, percussion virtuoso Dave Clark and a horn section consisting of Michael Barclay, Bradley Fauteux, and Venezuelan/ Canadian saxophone star Bernardo Padron.

BUSINESS BRIEFS During April, the Town of Pelham awarded a $273,083.50 contract to Norjohn Contracting for its bituminous surface treatment program. It will be for work on 12 rural and semi-urban roads. Norjohn’s bid was under the budget allocation of $320,836.

V. Gibbons Contracting’s bid of $30,760 was accepted by the town for the repair of a collapsed culvert on Chantler Road west of Cream Street. The road, which was closed following because of the hole, has been reopened with stone filling the trench. Asphalt will cover the finished project.

Brennan Paving won a $206,746 contract for an asphalt road surfacing program. It will include Vinemont Drive, Berkhout Terrace and Effingham Street from Roland to Sixteen roads.

Fenwick will soon have a farmers market on Wednesday evenings in the parking lot of St. Ann Catholic Church on Canboro Road, west of the downtown.

The town has received $7,930.35 in donations for the Niagara Region Dog Park. Sod turning at the park on Centre Street, just north of Regional Road 20, will be held 4:30 p.m. Thursday. It is on a former landfill site owned by the region.

All town trucks including fire trucks now sport the new town logo as part of a Town of Pelham rebranding project.

The Town of Pelham provides WiFi service in Fonthill’s Pelham Peace Park and more recently at the Pelham Arena. In April, the services were accessed 227 times.

Construction of three Pelham Street singalized crosswalks -- at Church Hill, Pancake Lane and north entrance of Spruceside Crescent -- are expected to begin in mid May. The Town of Pelham in April handed out 22 building permits with a total value of $2.03 million. They included four new housing units, four commercial building permits and three sign permits. The 22 permits were slightly less than the number handed out each April over the past three years.

Art show winners tour Pelham Cares

Children were the biggest winners over the weekend at Pelham Cares.

A celebration of the art winners from the Pelham Home Show were on hand to be recognized and receive a tour of the new facility at Hwy. 20.

Students from schools

in Welland and Pelham created over 2,000 pieces of art – 200 of those saw the inside of the Pelham Arena last weekend.

“We had no idea how many would participate,” Len Doyle, chairman of the art contest for the Fonthill Kinsmen said.

“These are the best of the

best for our area.”

What was duelled as a win-win situation for the Home Show and Pelham Cares, with over 550 voters taking time to evaluate the children’s art contest.

That helped in collecting $3,258 from admission costs towards the Home for Good Capital Cam-

paign.

“We wanted to teach the kids about volunteering and combined it for a great cause.”

The top-five from each class were selected to go on display at the arena.

Virus season begins

Warmer temperatures are here, and with them come the onset of West Nile Virus season. Niagara residents and visitors to the area are encouraged to take the following protective measures to avoid being bitten by mosquitoes: Wear long-sleeved shirts, long pants, socks and shoes when outdoors Whenever you use mosquito repellent, apply a product containing DEET, and carefully read and follow the manufacturer’s directions Drain any areas of standing or stagnant water Make sure all windows and doors in your home have screens Again this year, low impact larvicides (methoprene and Bti) will be applied to areas on public property where mosquitoes are breeding beginning in mid-May and monthly through the summer season. These include catch basins and other standing water sites that cannot be easily drained. In addition, 21 mosquito traps will be placed throughout the region to capture mosquitoes that will be tested for the virus.

Niagara residents with municipally-owned catch basins located on their private property can arrange to have the low impact larvicide (methoprene) placed in them by contacting Niagara Region Public Health. Residents can access this service, at no cost, by calling the West Nile Virus Season Begins Info Line at 905-6888248 ext. 7335 or 1-888-505-6074.

West Nile Virus Season Begins is a virus spread by mosquitoes and can cause inflammation of the brain (encephalitis) and flu-like illness.

The virus is transmitted by mosquitoes that become infected by feeding on an infected bird.

Mosquitoes carrying West Nile Virus have been found in urban areas. “The most important ways to control West Nile Virus include eliminating mosquito breeding areas around the home, reducing personal risk by covering up when outdoors, and wearing insect repellents containing DEET,” said Peter Jekel, Manager, Environmental Health.

Reaction sought to downtown master plan

While it is not the final word, a master plan is a guideline for town council.

Consultant Ron Palmer of the Planning Partnership firm told two open houses last week the plan has been in the works since 2009.

It has undergone variations as the town worked on its Official Plan, secondary plans and a large East Fonthill development.

“We have carried out updates since last fall,” he said.

Pelham town council’s committee of the whole received the master plan at a recent meeting.

The town and consultants last week held the open houses as well as posted the plan on the town’s website, www. pelham.ca to get public reaction.

Palmer explained that the detailed plan of streets, parks, trails and streetscape designs, is intended as a guideline for town council, planners,

property owners, developers, residents and others involved in the future of the downtowns.

It does not carry the legal clout of an Official Plan, a secondary plan or zoning bylaw.

It can, however, influence decisions.

For example, if a property owner wanted an exterior look for his business that conflicted with the general design suggested in the master plan, he could do it.

However, he may not qualify for community improvement grants intended to encourage conformity with the plan, explained Palmer.

The master plan refers to Fenwick as a “village” and Fonthill as a “town” to emphasis different approaches in planning for their sizes.

It calls Canboro Road linking the two communities as Pelham’s historic “promenade”. It is part of them when looking at design along it. It is an opportunity to rediscover

T he master plan will strive to tie in a new commercial area along Regional Road 20 in East Fonthill with the current Fonthill downtown, Palmer said.

It should complement

rather than compete with the current businesses under the name of “greater downtown Fonthill.”

Reaction at the open house brought questions about eventual timing of Fenwick’s redevelop-

ment, limited size of the Fenwick area, scepticism that a new commercial development would not affect existing small businesses, and an interest in stronger linkages along Canboro Road.

A report on reactions from the open house and online comments will go to town council in June before adoption of the downtown master plan for Fenwick and Fonthill.

Boarders on roads draw complaints The town is about to officially open a skate board park in Marlene Stewart Streit Park on Saturday, May 31.

Town councillors and staff, however, continue to receive complaints about boarders on town streets.

At Monday’s committee of the whole meeting, Ward 2 Coun. Gary Accursi said he had seen boarders on Overholt Road and the bend in on Effingham Street that day.

Fire Chief Bob Lymburner said complaints have come in about Memorial Drive, Overholt and Effingham, although he hasn’t found large groups that once frequented the

area.

Lymburner, who oversee bylaw enforcement for the town said it is best for residents to direct complaints to the town.

They should not try to confront boarders, he said.

“They may become defensive and could lead to places you don’t want to go,” he said.

Typically the fire chief said bylaw officers would warn longboarders and explain the bylaw. Enforcement would follow if there are repeats.

park committee. Food vendor trucks have been invited to participate.

Town staff are working with the skatepark committee to encourage the use of helmets at the park.

Younger inexperienced riders tend to wear them but not older experienced ones.

Staff have also check liability faced by the town. Its insurance company said “if the park is unsupervised, appropriate, clearly worded warning signs must be posted and participants and parents will have to assume more responsibility in park use.”

David Emerson Flemming, born in Pei-tai-ho China to missionary parents on July 3, 1927, died on May 2, 2014, supported by family, after a battle with cancer, at the age of 86. Dave graduated with a degree in architecture from the University of Manitoba in 1950 – the year of the record Winnipeg flood. He and his new bride Norma (nee Smith), also a graduate of UM, moved to the Niagara peninsula, where Dave began what was to be a rewarding career in architecture. He practised in Niagara for over 25 years, and designed such visionary structures as the Provincial Courthouse in St. Catharine’s, the original pub ‘Alfie’s Trough’ at Brock University, a number of schools, and his mid-century modern home in Effingham, Ontario.

Dave was an avid sailor, watercolourist and woodworker.

He spent his retirement pursuing these passions and cruising in the Bahamas and Georgian Bay with his beloved wife Norma. His legacy includes a large repertoire of watercolour landscapes, and a beautiful, eclectic collection of clocks, candleholders, and furniture all crafted from hardwoods harvested from the Effingham farm. He taught all his children to revere the natural world around them, and he never ceased to marvel at the landscapes that surrounded him. He tried to capture the beauty he saw in his paintings, admitting that “The only hard part is the rocks, trees, sky and water.”

Dave will be remembered as an architect, painter, sailor, friend, husband, partner and father. He is predeceased by his wife Norma, and survived by his four children, Leslie, Lloyd, Roberta and Cecily, his three grandchildren, Jonathon Millard, Zachary Giannotti and Adam Flemming, and by his partner Margaret Minor. The family wishes to thank the Douglas Memorial Hospital in Fort Erie for their compassionate care in his final weeks. A memorial service will be held on Wednesday May 21, 2014 at 11 am, at St. James and St. Brendan Anglican Church, 55 Charlotte St., Port Colborne. Bigger, better, bolder for the VOICE Mossimo’s Pizza may have a new look, but coowner Massimo Citrigno says it remains the same community pizzeria.

Launching earlier in the year, Mossimo’s Pizza and Subs have seen a steady increase in business – part of the reason the new location was needed. “We outgrew the old place,� Citrigno said. “It was time to revamp and business called for it, so it

was all forward progress.�

The new 7,000-squarefoot facility comes with state-of-the-art equipment and also a new atmosphere. Switching from a small town feel to a large restuarant has taken some adjusting. “The volumes changed so it’s been a big learning curve,� Citrigno said.

With the increase in customers also comes the increase in employees.
