Dressed in red, the Fonthill bandshell committee announced another exciting summer lineup for 2014.

The concert series, which has drawn thousands of spectators in previous years, expects this years crop of award-winning

musicians and entertainers to continue the upward rise in the ninth year of operations.

Classic rock, country, jazz and much more will be featured in the 12 performances, including local and cross-country talent.

LMT Connection – which performed at last years Canal Bank Shuffle in Thorold – will be playing alongside the Chopped

Horns on July 3; while jazz musician Michael Kaeshammer – who played at the 2006 and 2008 Olympics – will be heading to Pelham on July 31. Others include Blues artist Miss Robin Banks, rocker Kimberley Wetmore and French Canadian folk singers De Temps Antan.

The partnership with the town and volunteers helped the concert series blossom dramatically.

Town shuffles Peace Park work BY WAYNE CAMPBELL

for the VOICE Spectators at this summer’s Thursday night concerts will not sit on terraced seating around the Fonthill Bandshell.

A tender complication for a Peace Park overhaul will delay construction of seating until after the concert season, chief administrative officer Darren Ottaway told town council Monday.

A redesign plan for Peace Plan was to be tendered this week.

Ottaway, however, said it would require both landscaping and engineering calculations.

Few firms could do both without spending for expertise before they made a bid.

If they didn’t get the contract they lost money, he explained.

Instead the town will divide the project into separate landscaping and engineering sections.

This will delay seating area work until September. It will be done after the concerts, which begin in mid June.

Construction work will

begin in the fall and finish next spring in time for the 10th concert series in 2015.

Meanwhile landscape work including bricking and new plantings around town hall will be done this spring.

Ottaway said he hopes a move of the cenotaph, now behind town hall, to a more prominent location in Peace Park will be complete by Remembrance Day in November.

Preparing the garden for Spring 1. Walkabout -- take a walk around the garden to take inventory of what has died, what has been damaged, is pruning necessary, what needs to be removed.

2. List -- taking a note pad, make your to do list. It may include jobs such as take a trip to the local garden centre to be inspired.

3. Clean up -- start with

picking up large debris such as branches, the neighbour kid’s swing set, and benches that may have blown over.

4. Rake up -- grab out the big leaf rakes and start raking the lawns. Especially after this past winter, there will be lots of sand burying our grass.

5. Compost up and over -- yes folks, it’s time to get down and dirty. Get out the garden forks because it’s time to turn the compost.

6. Dig up -- now I get

What started out as guidelines has turned into the Downtown Master Plan for Fenwick and Fonthill.

Chief administrative officer Darren Ottaway told town council Monday the next step is to gather public reaction to the 86-page report of drawings, maps and written directions.

Originally the idea was to set up guidelines for

Fonthill’s downtown. It however has stretched to East Fonthill and Fenwick, he said.

The master plan details the reconstruction of downtown Fonthill, the pending reconstruction of Fenwick, plans for the development of East Fonthill from Station Street to Rice Road and pulls in Canboro Road as a scenic link.

8. Cold frame up -- if you want to get some plants started but do not have the room in the house, you can easily build a cold frame. 9. Plant up -- now we can start planting the seedlings we started into the gardens we prepared.

Plant up containers with spring bulbs, pansies, violas, and early flowering spring perennials.

10. Cover up -- in early spring (April/May) we continue to watch for evening frosts.

Town to seek reaction to Downtown Master Plan The draft of the Downtown Master Plan will be posted on the town’s website, www.pelham.ca, this week.

The town will invite residents to comment on strategies for not only the layout of streets, sidewalks, parking, parks and trails, but also the size and design of future and renovated buildings.

LETTERS to the editor I appeared before Pelham town council to voice my concerns about the proposed Supper Market.

Among the issues raised were the additional stress it would add to parking, the complications created by closing the road under the arches, the over all negative impact on the farmer’s market and the lack of consultation with the Farmers Market Committee. I also talked about how I thought the parking plan currently in the works would be detrimental to the Farmer’s Market. I ended by asking Council to consider two requests. They were to delay approval of the parking plan until it was more complete and to explore the possibility of holding the Supper Market on a different day.

The response from Council was very inconclusive. They said the supper market was still in the planning stages and the date had not yet been determined. They felt there was a misconception that the Supper Market had already been approved.

They suggested that I may be overreacting and that nothing had been written in stone.

That may technically be true, but they are holding the chisel in their hands.

Parking is only an issue on Thursdays. The town hand delivered letters to area businesses asking for parking spaces on Thursdays and named the supper market as one of the events taking place. The Mayor is quoted in the paper as saying all three events will be going on at the same time. During a recent meeting of the farmers market committee, a member of town

staff told the committee the Supper Market would be taking place on Thursday evening. She also said that there was no reason to think the farmers market would have any say in the development of a supper market .

Up until the last couple of years, the town has had a good relationship with the farmers market.

If there was a need that the farmers market could not meet, I would have thought the first step would be to meet with their committee and discuss options. I would not have expected them to instead solicit vendors to take part in a new market just a few feet away.

Two members of council have now been named to the Supper Market committee. I expect that this would have been handled differently if there were council members on the Farmers Market Committee.

In the end no resolution was made other than to say that nothing has been decided yet. The question of exploring another night was left unanswered. The message received was that council was uninterested in exploring another night.

That is why I am directing this question to council members once again in this letter. Are you willing to consider another night for the Supper Market or are you not?

I would like to thank the many people who have shown support to the Farmer’s Market on this issue. If you have concerns, please contact the Mayor or your councillors.

Work on collapsed road to start BY WAYNE CAMPBELL

for the VOICE Work will soon begin on a collapsed culvert that has closed Chantler Road in southern Pelham.

Public works director Alan Mannell said pipe has been ordered and crews will be ready to go.

The culvert, he told council Monday, collapsed because of interior rusting. It was slated for

replacement this year as part of the public works department’s regular capital works schedule.

“It has been there since the early 1970s, we got our money’s worth out of it,” he said.

In answer to a question from Mayor Dave Augustyn, Mannell said the town regularly inspects bridges and culverts.

Large bridges are formally inspected every other year, while smaller

crossings such as culverts are examined by road supervisors on their regular rounds.

“They are qualified to do the inspections,” he said.

Ward 1 Coun. Jim Lane said the road collapse has given the town some publicity through news reports in Hamilton and Toronto.

“People are stopping by to see it.”

It could take three weeks to reopen the road.

Fiscally responsible with Pelham’s property taxes

Mayor of Pelham At our March 20 Regional Council meeting, we approved the 2014 Property Tax Rates and Tax Ratios.

These rates and ratios apply to all property tax classes across the Region.

What does it mean for Pelham?

Reassessment Year: As I wrote about last spring, 2013 was a “reassessment” year. That meant that the Municipal

Property Assessment Corporation – the Provincial body that sets a value your home and property – reevaluated and assessed all properties in the Province as of January 1, 2012.

While this amount will be used as the value of your home in 2016, MPAC phases in any assessment increases evenly over a four-year period. The Town uses that changing assessment value when we calculate your property taxes each year.

Property Tax Calculation:

The amount of property tax you pay to the Town of Pelham, to the Region, and to the Province (for Education) is not only based on the Market Value Assessment of your property; we multiply your assessment by each of the tax rates and add them up for your total bill.

Despite your tax rate being set by each entity for their services, the Town collects the taxes and distributes it appropriately.

2011 to 2014: When Town Council approved our 2014 Operat-

ing Budget in February, we anticipated that the Pelham portion of your property tax bill would increase by 1.5%. Now that the Region has set rates, we know that the combined property tax increase for an average property in Pelham will be 0.9%. We anticipate being the lowest or second lowest again this year.

But, what about over a longer period of time?

Let’s compare this term of Council with the last term of Council, and with inflation.

NIAGARA REGION’S COUNCIL CHAMBER OFFICIALLY OPENED

The average increase of property taxes on your combined residential property tax bill for the last four years was 1.5% (total increase 6.0%); for the previous four years – from 2007 to 2010 – it was 1.8% (total increase 7.3%).

Lower than Inflation: How do we measure whether that is “good” or not? Another important comparator would be inflation. Inflation for the last four-year period was 7.35% or an average of 1.79% per year.

I hope you too are pleased that our residential tax increases have been 1.35% below inflation for the last four years.

A ban on polling stations in public schools has been trumped.

Town clerk Nancy Bozzato told town council Monday the minister of education has ordered local school boards to drop plans to prevent municipalities from using schools for polling sta-

tions on civic election day Oct. 27.

The municipalities are conducting elections for school trustees, Bozzato said the minister is telling the boards. The schools as public building should be used.

In Niagara, the District School Board of Niagara

sent letters to municipalities saying they do not consider a school as an appropriate place to conduct the democratic process.

The board urged the use of other publicly funded buildings.

In a report, Bozzato said municipal clerks in Niag-

ara have consistently encouraged school boards to schedule professional development days on election day to avoid conflicts with polling stations during school hours.

Locally only the public board discouraged the use of schools, she said.

Riding the railroad inside Fenwick Central BY STEPHEN DYELL

for the VOICE Close attention to detail is a necessary part at the Greater Niagara Model Railroad Engineers (GNMRE). Replica models of a railroads, trains, landscapes and buildings are featured at a reduced size.

Couplers and connectors steer trains along the miniature tracks inside Fenwick Central – the home for train hobbyist in the region.

The club formed in the spring of 1967 after a meeting between the members of the Niagara Falls Lutheran Model Railroad Club and the Niagara Falls Model Railroad Club.

After years spent in churches, members houses and recreational centres, the club hunted for a new home. One member suggested an unused building owned by the

Town of Pelham at 1141 Maple St. in Fenwick. An agreement was struck with the town and work on the rundown building began. A new furnace, wiring, roof, insulation, plaster and plumbing all were required to refurbish

the building that has now been the club’s home for over 25 years.

Fenwick Central, where the tracks are located, is a fictitious railroad located in the Niagara Peninsula.

With factories, coal depots and the natural beauty

of the region showcased throughout the landscape, members create everything to the smallest detail. Miniature towns are built and destroyed for new growth in a hobby that has continued to grow in popularity.

PELHAM MINOR HOCKEY ASSOCIATION

Steve Hegedus joined the club in 1986 after a childhood filled with collecting model trains. His passion continues as he shares his love of everything rail-related with others in Niagara.

“There are a lot of peo-

ple in the area who have never seen us and there are others who come around consistently to see all the changes we’ve made,” Hegedus said.

Members meet weekly at Fenwick Central to discuss, share and create a small community inside a small community. Hegedus says some members take home independent projects but the organization is open to newcomers with a strong interest in model railroading.

“We’re always welcoming to others to join and share their enthusiasm for model railroads.”

The Fabulous Fenwick Lions are preparing for one of their biggest fundraisers.

Pounds of fish, fresh-cut fries and coleslaw are all being shipped in the first fish fry of the season in Fenwick – which takes place this Friday at Centennial Park.

“It’s crazy how sometimes people will come and line up for over an hour for the fish,” Fenwick Lion Ken Angle said.

“But it also allows for people to come together in the community and chat with neighbours and friends after the long winter we’ve had.”

After serving over 400

pounds of fish during last years Good Friday festivities, the club brought in nearly 500 pounds of Haddock in preparation for hungry residents – and it’s all for a good cause.

The Fenwick Lions and Lionesses have donated throughout the community. From park upgrades, to band uniforms, the tasty treat remains a bonus in a day of giving.

Last May, the Lions help sponsor two canine vision dogs from proceeds of the Biketoberfest Motorcycle Raffle and hope to do the same after this years fish fry.

“All of the money goes back into other volunteer

activities so it’s great way to spend your Friday evening.”

With fish and propane prices skyrocketing, Angle says the club was forced to raise their prices. Rather than sacrificing taste by adding extra batter to smaller portions, he says the few extra dollars will result in “the same great fish” that the Lions have been cooking up for over a decade in Fenwick.

“This is our big fundraiser for the year and we pride ourselves on our events, so we want to provide the highest quality for the fish fry.”

Royston, Shirley (nee Prenger) It is with great sadness that the family of Shirley Royston announce her passing on Saturday, April 12, 2014. Shirley passed away with her loving family by her side at Hospice Niagara after a courageous battle with breast cancer. Loving wife and best friend of Patrick.

Forever missed by her children, Tricia, Ashlee, Holly and Jesse Davidson.

Cherished by her step daughter’s Kristy Kosanovich and Carla Royston.

Much loved grandmother of Jacob and Maya and step grandmother to Lukas and Nikolas. Shirley will also be greatly missed by her loving red poodle Sophie. Dearly missed by her father Henry Prenger and predeceased by

her mother Fay (nee Hoeflaak) Prenger. Loving sister of Margaret Pirro, Hank Prenger, Bart Prenger and predeceased by her brother Harry Prenger. Fondly remembered by many nieces and nephews. Shirley will be missed by all her very special friends. Shirley had the capability of making all the people that met her feel uplifted and happy. The family would like to extend a heart felt thank you to the staff at Hospice Niagara for the care and compassion Shirley received while in their care.

In keeping with Shirley’s wishes, cremation has taken place. A private memorial service to celebrate Shirley’s life will take place on a later date.

for the VOICE The Niagara Regional Police Service responded to a report of two homes that were broken into in Pelham last week, on Can-

boro Rd. and Metler Rd. Officers conducted an investigation after several items were taken form the homes, including a golf cart. With assistance from the community, officers were made aware that the youths were operating

the golf cart in Pelham on Friday.

On Saturday, police arrested three youths -- ages 14, 15 and 17 years -- for the offences. They were charged with two counts of Break, Enter and Theft and Possession of Prop-

erty Obtained by Crime.

Due to the provisions of the Youth Criminal Justice Act, none of the youths can be named as they are under 18 years of age. All three youths were held in custody pending the outcome of a Bail Hearing.

Gators big winners at Science and Engineering Fair

Shahbaz Momi, a Grade 8 student, created a touch screen keyboard.

“For my project, I did a new type of keyboard.

It’s made to reduce the risk of getting tendonitis,” Momi said. “With normal keyboards, it’s a repetitive motion when you put your fingers up and down, so mine uses a swiping motion.”

The idea came to him after spending time on his laptop, evaluating better options of typing. He then created a multi-touch box -- a camera with infrared lights that tracks where

your fingers are -- earning him first place in the competition.

Emily Bonisteel combined her hobby on the court into her most recent science project.

“My project was about the dislocation of shot in basketball and whether it affects accuracy,” the Grade 7 student said. “I’m a basketball player so I wanted to see if it made a difference.”

It not only made a difference in her shooting percentage, it helped Bonisteel win the Elementary Teachers Foundation Award – her first ever.

Bonisteel says she’ll begin working on her project for next year immediately, while Momi will be heading to the National Science and Engineering Fair at University of Windsor in May.

After a season of closecalls, the Millennium Computers captured their first win of the season on the back of Nate Yoder.

Yoder’s 15-point first quarter helped bring the lead to 25-13, and a strong second pushed the Computers in range of their first victory. The Classics came out strong in the third quarter, moving ahead in the score before the team buckled down defensively for the 71-69 win.
