Getting in shape has never been so educational.

statistics on obesity continue to rise.

According to Statistics Canada, 59 per cent of adults in the country are either overweight or obese. Obesity is tied to numerous diseases, which was a focal point of prevention for Browne.

The Isaac Riehl Memorial Skatepark will receive the 2014 Parks and Recreation Ontario Award of Excellence in Design.

The award recognizes a park project for high standards of planning, design, community involvement, operation and maintenance, quality of aesthetics, usability, accessibility and versatility.

“We are so proud to have won this provincial award for our skatepark,” said Vickie vanRavenswaay, the town’s recreation, culture and wellness director. “It speaks to our community’s ability to rally together to create an exceptional recreational facility for all to use and enjoy.”

She announced the award at last week’s town council meeting saying it is the second for the town.

In 2011, Pelham received one for its nine fully-accessible playgrounds.

They were constructed in 2009 as part of the federal, provincial and municipal infrastructure program.

The Isaac Riehl Memorial Skatepark committee worked with New Line Skateparks Inc. to create a unique concrete structure in Marlene Steward Streit Park.

It provides a compelling terrain with elements and sculptures relevant to Isaac and the community, the town said in a news release.

“We appreciate the design volunteers, the donors and the sponsors who helped make the Isaac Riehl Memorial Skatepark an award-winning community asset,” said Mayor Dave Augustyn. “We look forward to formally presenting this award to the community during the grand opening in May.” Pelham will receive the award on March 26 during

the 2014 PRO Educational Forum and Trade Show at the Sheraton on the Falls in Niagara Falls.

The park is named after E.L. Crossley Secondary School student Isaac Riehl, a longboarding enthusiast who died when struck by a car. The project was spearheaded by his fellow students, attracted a national insurance company grant as well as funding from donations with matching grants from the town.

By the end of February, donations to the town totalled $47,194.35.

At a committee of the whole meeting last week, staff recommended ending the matching of donations by the town since the structure is complete.

Any more donations received will, however, be used “to maintain and enhance the landscapes and infrastructure.”

Community garden discussion underway

A public information session regarding the possible creation of community gardens within the town took place last week.

Jane Hanlon, executive director for Greening Niagara, spearheaded the initiative of creating a garden location and getting the community involved.

Greening Niagara began operations in 2006 and has been key in developing eco-education. They are also responsible for numerous gardens throughout the region and are gaining support in each city they move

into.

Hanlon said the mission is to get one or two gardens in Pelham with the organization providing assistance in running the project before turning it over to the town and the community.

With a growing senior population in Pelham, she believes there’s a great opportunity to provide an outdoor activity for those who have lost their garden since moving into an apartment. Others at the meeting were thrilled at the opportunity to engage the community and pass on the lost art of garden-

During the meeting, the group narrowed down possible garden plot locations to the Pelham Arena and Harold Black Park.

Individuals are asking for 5 x 10 plot sizes with the possibility of owning more than one.

Discussion over tool storage, water complications and types of vegetation were also talked about. The plan for the garden include donating the produce at the end of the season to food banks or to use it for public events.

Hanlon asked for those

who are serious about a four-year commitment towards the gardens. The risk of abandoned plots are always possible but with the strong support from the public meeting, she doesn’t see a problem occurring in Pelham.

She said Pelham council approved the project in practice, but will submit the findings from the public meeting and seek approval from councillors in the upcoming month.

“Kids need to get back to playing like kids. (They) should be able to use their own imagination to get going.”

The program also tackles more than just fitness.

Individual statistics are tracked and mapped to

monitor the progression through graphs and journals.

“Keeping them motivated is the biggest thing,” MacPherson stated.

“That is why we are showing their success chart from the beginning to the end of the course so they will continue to keep active after the course has finished.”

In 1978, only 15% of children were overweight or obese. By 2007, Statistics Canada found that 29% of adolescents had unhealthy weights.

Big town numbers, small town look and feel It has been interesting following the discussions and presentations at Pelham Council about the east Fonthill development. Much has been said about maintaining a small town atmosphere as this development emerges.

For some, this can be interpreted that this development will mirror the existing village of Fonthill.

Provincial policy in place today prevents this but the town council and the developers are attempting to utilize modern planning practices to soften the impact of higher property densities.

The Province of Ontario introduced the Greenbelt Act almost a decade ago.

That policy ensures that urban areas do not expand and communities are directed to utilize existing urban boundaries or infilling for expansion.

In some communities, such as St. Catharines, that has limited urban expansion capability, the growth is to be vertical.

This act was followed by the Places to Grow Act which directed growth in communities and placed much higher density quotas to prevent further urban sprawl into the suburbs.

I have been told that the current housing density in Fenwick and North Pelham is three housing units per hectare.

Fonthill, including rural properties is four housing units per hectare . The Places to Grow policy requires

a density of 12 housing units per hectare.

To put this into a personal perspective, my neighbours and I on Memorial Drive have a little over three acres for our three properties. The Oak Haven development on our rear property lines is proposing seven tripleunit townhouses just 50 feet from the property line with basement walkouts.

Another seven triple units will be built facing them.

This demonstrates the magnitude of the density issue and has the property owners in Cherry Ridge quite concerned.

However, there are mitigating factors that can soften the impact of density.

Those that can remember the original expansion of Victoria Avenue (Re-

gional Road 24) through Vineland can remember a straight raceway where it was virtually impossible to maintain the speed limit. We now see dog’s legs, chicanes, curb bumpouts, bicycle lanes and medians that, along with landscaping, have significantly altered the look and feel of that roadway. Those are the types of visual cues that can be incorporated into new high density developments.

At the last Pelham Council meeting the developers made a visual presentation of the proposed early stages of development.

While high density townhouse and small detached single lots were there, so were mixes of institutional uses, commercial uses as well as curved road-

ways with bicycle paths, sidewalks, greenspaces and roundabouts to provide traffic calming.

The building designs and the materials used can all be designed to lessen the visual impact of the buildings. The main central roadway is planned to integrate with the Peace Park area and be tree lined to invite citizens to enjoy the walkability features in the design.

The Town Council and the developers should be encouraged to use every technique available to provide a smooth integration of the old and new. So far we should be pleased with their efforts. I encourage all to attend open house sessions where these designs are presented.

I am writing this letter to say how fabulous our policemen, firemen and E.M.S. paramedics are. Every day we know that they are out doing an amazing job but when you need any of these services then you really know. The police arrived first and patiently and calmly reassured me and my frightened dog that “all would be ok” and

also went looking for my husband who had stayed behind to try to do something, if he could.

On February 20th a lightning bolt hit our house.

An electrician came immediately to check out the damage and established there were certain breakers that would be left off but a complete check of all the electron-

ics should be done the next day. He checked all around the house inside and out. We went to bed and four hours later woke to smell burning wood.

Smoke alarms did not go off because the fire was in the attic above the insulation and out of sight of all of us.

It wasn’t a big fire, we were lucky, but the roof

trusses were on fire so thank goodness we have a wonderful fire crew who took charge and got it under control. These volunteer firemen efficiently and calmly entered the attic from over the garage and dealt with the fire.

When this sort of thing happens to you, initially it feels like you are going to lose everything but the

response from the 911 call was so quick, I can’t say enough about them, except we are lucky to have such dedicated professionals.

We would like to thank all of these professionals who devote their time to protect us. Fonthill and its citizens are blessed to have these great people.

Natural medicine has proven to be effective through millennia of history. It removes the root cause of ill-health, without any harmful side

effects. Sadly, Modern Conventional Medicine based on pharmaceutical drugs only helps to hide the symptoms rather addressing the root causes.

We hope and pray that this harmful practice changes soon within the conventional medical establishment to benefit the patient only rather than mainly the doctors and other practitioners in our vast, bloated medical establishment and the giant pharmaceutical companies.

We Canadians should

consider a healthy mix of natural preventive medicine and conventional allopathic medicine (based on pharmaceutical drugs) in our vaunted and dreadfully expensive “health-care” system in Canada for the benefit of patients alone. We longsuffering tax-payers have no choice but to fork out our hard-earned dollars for this broken system.

Such highly civilized and compassionate countries as Switzerland and Sweden do have such a healthy mix. And it works.

Shouldn’t we equally highly civilized Canadians consider having such a popular and successful system and have a say in such a vital matter as our precious health? The way it is, our system should be called “sick-care”, rather than “health-care”, for it does not address the root causes of ill-health.

Region’s taxpayer relief debate expands

Mayor of Pelham What started as a simple idea -- giving folks tax relief now instead of over the next four years -- turned into a debate about the authority of Regional Council.

During our finance committee meeting on February 19, Councillors approved Staff recommendations to allocate $13.7 million (M) in surpluses from 2013 into various reserves, including: $0.75M to Contingency Reserve; $0.75M to Niagara Regional Hous-

ing to mitigate a Federal funding loss; $0.85M to top-up Social Assistance Reserve; $3.9M to fund future waste management capital projects; $1.0M to Improvement Initiative Reserve (for cost saving measures); and $3.3M to Taxpayer Relief Reserve.

The $3.3M to the Taxpayer Relief Reserve was to “…be used in the operating budget” to provide a buffer against tax increases over the next four years. The reserve would allow future Councils to increase overall spending greater than increases in property taxes.

While one Councillor (Petrowski) suggested

that some of the surplus be “given back to taxpayers” in 2014, he didn’t try to amend the recommendations during our Committee meeting.

Upon reflection, his comments resonated with me as the Region’s Budget Chair.

Why hold on to $3.3M of people’s money now when we are to “give it back” in 2015-18 anyway?

Having just had a visit from the credit rating service, we knew that the Region’s reserves are in good shape.

We are also expecting significant operational savings as we implement a new financial manage-

ment system, reorganize the Region, and identify additional efficiencies.

In addition, not taxing residents and businesses $3.3M in 2014 would “hold our feet to the fire”; it would remove the temptation of spending the funds on non-priority initiatives and force us to justify any future tax increases.

So, at the February 27 Regional Council meeting, Councillor Heit and I tried to amend the motion and to use the $3.3M to reduce the 2014 Regional tax increase.

What happened? We debated our amendment for two hours; some

Councillors favoured the proposal, a few suggested we keep half, and some wanted to hold on to it all.

Then, immediately after Council voted to “call” the vote on our amendment, Staff said that we couldn’t because it would be a “reconsideration” of our Surplus / Deficit Policy.

Undaunted, I argued that the Surplus / Deficit Policy is administrative because it “…applies to all regional departments” and not to Regional Council. Further, the policy outlines the clear role of Staff (to recommend) and of Council (to approve/ disapprove).

In the end, the majority of Council voted that the amendment was a “reconsideration” of the policy, required a week’s notice and two-third’s of Council to even contemplate!

That’s how the straightforward idea of giving people tax relief now got stuck in the machinations of your Regional government.

Mayor Dave Augustyn called it “a good news water and wastewater budget”. He recalled how just a few years ago the town relied on handwritten cards to trace water usage.

Now it has a system of more than 4,500 electronic smart meters, checked by a passing town truck, that tracks water usage.

The computerized system also alerts town staff

and users to possible leakage in the system. Under the old card method, it could take months to track down a problem.

Water loss, which was 27% at one time, has dropped to 12%, Pupo said. The smart meters notice the loss almost immediately.

Ward 1 Coun. Richard Rybiak urged staff to find a way to appropriately award those people who

conserve water.

Pupo said the town encourages conservation.

However, Niagara Region, which supplies the water and treats the wastewater from sewers, has fixed costs to ensure the financial sustainability of the system. It limits savings from conservation efforts.

“Sustainability costs included the costs to maintain the water distribution system with infrastructure

repairs, replacements and renewals,” she wrote in her report. “These costs together with administrative costs are considered in determining the budget requirements.”

In the past three years, water usage has dropped.

It has “prompted the region to institute a fixed

component for cost recovery.”

The town has a water budget of $2.2 million and wastewater budget of $1.7 million.

The water and waste water budgets are expected to be approved at the next town council meeting on Monday, March 17.

In a report to council’s committee of the whole, treasurer Cari Pupo last week outlined how installation of new smart meters and a building up of a reserve fund brought about a 0% increase in rates.

“A Changing Melody” forum for persons with dementia and their partners in care The Alzheimer Societies of Niagara, Brant, Haldimand Norfolk and Hamilton Halton are partnering once again to host ‘A Changing Melody: A Learning and Sharing Forum for persons with dementia and their partners in care’. The forum is being held Saturday, May 3, 2014 from 9:30 am to 2:00 pm at Amici’s Banquet and Conference Centre in Thorold.

This year’s theme is “Life Beyond the Diagnosis” and will feature guest speakers that include persons with dementia, family partners in care and dementia care professionals. Its goal is to provide persons with dementia,

their care partners and health care professionals and opportunity to learn with and from one other.

“This forum provides a rare opportunity, in a positive and safe environment, for persons with dementia and their partners in care to come together to learn with and from one another on how to actively improve the quality of their lives.”, states Sarah Putman, First Link Coordinator at the Alzheimer Society of Niagara Region. “They are able to talk openly about their experiences and are provided with the resources and information needed to continue to live meaningful lives and

become strong self and group advocates.”

The featured speaker is Mary Beth Wighton. In September of 2012, at the age of 45, Mary Beth was diagnosed with probable Frontotemporal Dementia - a rare form of dementia. Since her diagnosis, her partner and daughter have supported her in living well with dementia.

Mary Beth has been an active partner with the Murray Alzheimer Research and Education Program (MAREP). Currently part of an Advisory Committee working to develop a selfmanagement program for people living with dementia, Mary Beth enjoys working with her local

chapter of the Alzheimer Society in her role of Dementia Champion and looks for any opportunity to push for both a provin-

Beware of fake email from Canada Revenue Agency The Niagara Regional Police have received complaints from members of the public who have received unsolicited emails from what appears to be the Canada Revenue Agency, advising them that they are entitled to an unexpected refund.

Bethany Christian welcomes new pastor Bethany Christian Reformed Church welcomes the community to the installation service of its new pastor, Rev. Colin Vander Ploeg.

Pastor Colin and his wife Anita have been married for 26 years. They, along with their three young adult sons, recently moved to Fonthill from Abbotsford B.C. where Pastor Colin served as Lead Pastor for 11 years.

Prior to that he served for 5 years as Pastor in Edmonton.

Both Pastor Colin and Anita are originally from Ontario. They both have Bachelor degrees from Redeemer University Col-

lege, where they met.

Along with being a stay at home mom when the kids were young, Anita has worked in a few different office administra-

tive positions, including most recently in the head office of North America Indigenous Ministries.

Pastor Colin worked for a number of years after col-

lege in landscaping in the Hamilton area and then in Toyota Motor Manufacturing Canada in Cambridge.

From there, he returned to school at Calvin Theological Seminary in Grand Rapids, MI, graduating in 1997 with a Master of Divinity (M.Div.) degree.

The Vander Ploegs look forward to the adventure of getting to know new neighbours and a new community as a whole.

They all have things to learn from each other and life experiences to share.

for the VOICE Justin O’Donnell wants to bring “a fresh perspective” to Pelham town council.

The 41-year-old motivational speaker has become the first to file nomination papers for a council seat in Ward 2.

For the Donahugh Drive resident, it is his first attempted at elected office.

The professional librarian runs a consulting business, Blue Chip Consulting. Through it arranges for speakers and discussion groups. He is currently working with the American Chamber of Commerce in setting up a panel discussion on crossborder transportation.

O’Donnell is a Fonthill native, went to E.L. Crossley Secondary School and took undergraduate work in history and political science at Brock University. He is now studying public policy and urban geography at Brock to strengthen his business presentations.

In setting up his own business, O’Donnell said he came to appreciate the challenges faced by small

businesses.

He became involved in local municipal issues last spring when he organized support for a bylaw limiting longboarding in the town.

He participated in the town’s problem solving sessions on the longboarding issue.

“I appreciated the grassroots level activity of problem solving,” he said.

In his approach to town financing, O’Donnell calls himself a fiscal conservative.

The town, he said, should be proud of its record of limited tax increases, the lowest of the 12 Niagara municipalities.

Maintaining services while keeping tax increases down will a challenge with future development in East Fonthill, he said.

“I don’t claim have all answers but do have common sense to apply to problems,” he said.

O’Donnell favours safety measures such as sidewalks and cycling lanes. He praises recent construction of sidewalks along Pelham Street.

As for his community involvement, O’Donnell has been a member of the Knights of Columbus, Rotary Club and Toast-

masters.

“When it comes to the problems in your community, you have a choice you can sit on the sidelines or do something about them,” he said.

“I want to put my money where my mouth is.”

The 2014 municipal election is on Monday, Oct. 27.

Town council consists of the mayor, elected by voters from across the town, and six councillors representing three wards.

Residents in each ward elect two councillors.

So far, Mayor Dave Augustyn, Ward 1 Coun.

Richard Rybiak, and O’Donnell are the only ones who have filed nomination papers.

Gary Atamanyk has filed to run for trustee on the District School Board of Niagara.

Deadline for nominations is not until Friday, Sept. 12. Typically, most candidates file papers in the late spring or through the summer months.

The new council will be sworn in for a four-year term on Monday, Dec. 1.

Potocki will be attending Notre Dame College School in the fall but is looking towards a summer full of football. He will be competing for a spot on the Niagara Spears roster in the upcoming months with a resume that speaks volumes about his play.

Despite his early success, he remains level-headed about his talents. Gracious for the community support he’s received, Potocki is enjoying every moment spent on the football field.

The 13-year-old recently returned home from Texas after representing Team Ontario at the International Bowl.

Intimated to try-out, Potocki built up the confidence and showcased his speed to coaches. He was the first Niagara-born player to make the team and quickly shifted his preparation for the long journey down south.

However, surprises occurred once the team entered Texas. The weather was Canadian as the players entering the stadium and the Americans were older and bigger than their counterparts. A mix-up had Potocki playing USA’s under-15 team, who overmatched Team Ontario in a 48-8 victory.

“I got a lot of experience from it but they ended up being victorious,” Potocki said. “We held our ground pretty well too considering the age difference.”

in second half, where he quickly made an impact.

first experience on the international level.

Gala boosts Pelham Cares capital fund drive BY WAYNE CAMPBELL

The community service agency received a big boost from its Gala for Good on March 1, said president Jane Gilmour.

For a first-time effort, it was very successful, she said.

“We had terrific support.”

About 120 attended the gala at Lookout Point Country Club and 100 items donated for a silent auction were sold off, she said.

Final figures for the gala still need to be worked out, but she estimates the capital campaign is about half way to its goal.

It will establish a fund to help pay for a mortgage on the service agency’s

school students,” said Gilmour. “We also have loan of two trucks with lifts to carry the food.”

Pelham Cares will continue operating in its current location until March 28 before making the final jump.

The new home includes a residence. The agency plans to rent it to offset mortgage costs.
