Five services mark town’s remembrance BY WAYNE CAMPBELL

“It was extremely gratifying,” he said about the turnout for Monday’s Remembrance Day ceremony.

A crowd of up to five deep surrounded the park on Regional Road 20 in front of the hall to join the veterans, army cadets, Legion members and political leaders.

“The community came together to honour veterans both young and old,” he said.

Included among Second World War, Korean War and Peacekeeping veterans were a few from the Bosnian and Afghanistan wars.

On Sunday, Branch 613 led services at cenotaphs in Fenwick’s Centennial Park, at Ridgeville’s Old

Pelham Township Hall, and behind the town hall in Fonthill at Pelham Peace Park. It also went to a service led by its chaplain at Fonthill Baptist Church.

Not only were poppies and poppy stickers handed out to students for services at the schools, but most schools purchased wreaths for their observances.

At Monday’s Veterans Park ceremony, he mentioned that it was the fifth anniversary of the park.

Participants stood on the names of local veterans in the bricks of the park.

Rev. Russ Myers, the legion branch chaplain, led prayers at each of the four Remembrance ceremonies as well as a service at his church Fonthill Baptist Church on Sunday.

He said he was honoured to serve as chaplain. He became involved as he came to know veterans

who attended his church.

He respected their contribution and sacrifice, Myers said. He came to realize life gets harder for them every year and he wanted to help.

On Monday, as the veterans wearing shades of blue, green and brown of army, navy, air force, legion and association uniforms marched out of the park, they received a loud, heartfelt round of applause from men, women and children of all ages.

Holiday house tour this week in 10th year.

for the VOICE In its 10th year, Homes for the Holidays will feature six Fonthill homes and Fonthill United Church in its Christmas decoration tour this Saturday.

Co-chair Carolyn van der Sluis hopes to break last year’s record sales of just over 400 tickets.

Funds from the tour are used for ongoing church and community programs , she said.

The tour features homes decked out in Christmas themes by seven local decorators.

“It’s an opportunity to get ideas for your home designs,” said van der Sluis as well as provide a showcase for the decorator’s talent.

The tour runs from 10 a.m. to 3 p.m. Saturday with a serving of coffee, tea, cider and scones along with a bake sale at the church.

Two to the seven decorators, Lise Daniel of Le Village in Ridgeville and Brian Burgess of Brian E. Burgess and Associates Interior Design, are firsttime participants.

Daniel, who took over the Canboro Road shop seven months ago, said it was an opportunity to show her style and promote her store.

Burgess, who is redecorating the house he is showing, said his presentation will be a little different since it shows more extensive work than Christmas decorating.

The other five decorators designed Christmas homes in the past.

Cathy Boggio of the Log Cabin Gift Shoppe on Regional Rd. 20 said she had excellent response from previous tours.

“I enjoy going on such tours myself,” she said.

Her own store has just finished an extensive redesign.

Other decorators include: Vermeer’s Garden

Centre and Flowershop on South Pelham St. in Welland; Cox Home Furniture across the street on South Pelham St. and Decor Amour/Home Treasures in the Seaway Mall.

J&J Floral Expressions on Pelham Street in downtown Fonthill along with Floral Expressions on Regional Road 20 will decorate tables at the church.

It is the only decorator that has participated in the house tour for all 10 years.

“The decorators have given their time, talent and product to decorate the homes for Christmas and we are most appreciative,” said van der Sluis.

Bags for shoes were donated by Sobeys, poinsettias by Rice Road Greenhouses and a chocolate prize by Sweet Thoughts.

Members of the organizing committee are van der Sluis, Virginia Haun, Sharron Bradley and Patrice Walker.

Skydiver raises Pelham airport’s profile Tim Grech of the Niagara Skydive Centre last week gave Pelham town council an upbeat presentation of progress for the new business at the Niagara Central Airport.

Showing videos of staff and clients jumping out of airplanes, he said he was pleased with the first few months.

The Niagara Skydive Centre moved to Pelham from the Dunnville Airport in May. That airport has closed to become a wind turbine farm.

The Skydive centre had operated there for 11 years but you can’t parachute around windmills.

He sees 7 million people in Ontario and neighbouring American states living within a couple of hours of the airport. He has hooked up with Niagara Falls hotels and hostels to attract jumpers to Niagara Central.

Many people have a leap from a plane on their “bucket list.” His operation can serve 5,000 to 7,000 leaps a year.

Grech pointed out to council his clients are usually high spenders. Jumps start at $250, something local businesses should keep in mind. They may want to promote themselves at the airport.

It was built during the war for pilot training and became a municipal airport after it.

Over the years, it has been a popular pilot training centre and recreational airport with charter services.

Attempts to go beyond that, however, have not caught on. Suggestions included commuter air links to Toronto as well as regularly scheduled commercial and charter services to American airports.

The airport overlooking the Welland River is a valuable local asset. It’s refreshing to see a push

the project or to offer suggestions for improvements or revisions to the project. At the end of the process the group reviews all the approved, rejected and maybe projects to finalize the list within the allocated budget.

Projects not approved have the ability to ask questions about the decision so that they may make improvements for a later submission.

During the last five years, Niagara Region has approved projects that have affected 72,553 individuals. The projects promote several goals.

They guide and direct investments on identified initiatives to alleviate poverty in neighbourhoods across Niagara.

They advocate for change that will reduce and prevent poverty in the community. They develop and enhance collaborative relationships among

stakeholders and they engage people in poverty in meaningful ways to ensure the investments reflect need.

The projects can be categorized in several areas.

These include educational programs for children and youth with 40 projects to date. Community networks development has been approved for 30 projects. Nearly two dozen projects have increased access and availability to food. Life skills and training programs have served over 1,500 adults.

Back to school programs have been allocated more than half a million dollars and community gardens have served over 2,000 people. Personal and household needs have been provided to more than 4,000 individuals and job skills training has been funded with over $250,000. Bus passes with transportation for chil-

Niagara builds on prosperity initiatives

During the last term of Niagara Regional Council, a business plan was created to address poverty in Niagara. This was over and above the plans to improve infrastructure, to promote economic development and to provide incentives for community improvement plans and to stimulate growth.

At the time, the concept of attacking poverty was appropriate but the method was uncertain.

Regional staff devised a plan to measure several determinants of poverty and used that data to map out all the Niagara neighbourhoods as to their position on the road to prosperity.

That mapping then led to an annual investment in projects in specific neighbourhoods to assist

individuals and groups to improve their circumstances and to forge a pathway to prosperity.

These projects are known as the Niagara Prosperity Initiative or NPI. We have just completed another round of submissions for NPI funding and have recently awarded over $360,000 in funding for new projects. Each proposal is given to up to three different assessors who are given a clearly scripted marking scheme to assess the value of the submission. Then the entire group of eight to ten judges meet and each present their assessment of the project’s value.

Should we appoint or hold a byelection?

BY DAVE AUGUSTYN Mayor of Pelham As you know, Larry Clark resigned from town council effective Nov. 5 because he and his family will be moving back to British Columbia in February. He served as councillor since 2010 and will be missed for offering a common-sense approach while representing Ward 1 residents. Council accepted his resignation “with regret” on Nov. 4.

During our Nov.18 council meeting, we will officially declare the seat “vacant.”

Later that evening, during our committee meeting, councillors will discuss a report outlining the options to fill the seat.

Vacancies like this have occurred three

times in Pelham’s history. The first was in 1972 when a councillor died while in office. Since the vacancy occurred within 90 days before the next election, council followed the Municipal Act and did not fill the vacancy.

The second time was in 2008, when Malcolm Allen was elected to the House of Commons. With two-years remaining in the term, council appointed the candidate who placed third in Ward 1 in the 2006 Municipal Election – James Lane.

The third time was in 2011 after Debbie Urbanowicz resigned for personal and health reasons three-months into our current, four-year term. At first, a majority of councillors voted to call for applicants and vet them behind closed doors. However, because of the strong, negative community reaction, council agreed to hold a byelection. That’s how

Councillor Richard Rybiak was elected in June 2011.

Essentially, the Municipal Act provides two options to fill a council vacancy: First, council may hold a byelection.

Eligible candidates must be Canadian citizens who are at least 18 years old and reside in the town. (In March 2011, staff estimated the cost for a byelection at approximately $8,000.)

Second, council may appoint an “eligible” person within 60 days of declaring a seat vacant. An eligible person consents to the appointment and meets the above criteria for election.

Some councils simply appoint the candidate who came next in the previous election; in this case, following his 2008 appointment, James Lane came third in the 2010 general election and second in the 2011 byelection.

Other councils call for applicants and interview candidates in full, public view; the voting also occurs in full, public view. The City of Toronto used this process in October when they appointed Peter Leon to replace Doug Holyday (who was elected to the Ontario Legislature in August).

Outdoor smoking bylaw edges through council Town council just barely approved a regional bylaw restricting smoking in outdoor public spaces.

Mayor Dave Augustyn cast a tie-breaking vote at last week’s town council meeting to pass the town’s acceptance of the bylaw by a 4-3 vote.

Town council was asked to vote on the bylaw as part of a triple majority provision at the region. It requires a majority vote at regional council, a majority approval by the 12 municipalities and of those 12 they must contain a majority of

the region’s population.

Ward 3 Coun. John Durley spoke against the bylaw.

“I have a problem accepting this,” he said.

The sale of tobacco is legal and smokers have become a minority, he said.

He has not heard any complaints about people smoking at such outdoor events as Fonthill Bandshell summer concerts.

Smokers are much more conscious of smoking in public and if there is a ban on smoking it should be national not

regional.

“This smack of Big Brother,” said the non-smoker. He quit 20 years ago.

Augustyn spoke in favour saying it has been altered to exclude prohibitions to smoking on roadways, trails and in parking lots.

He said he has received complaints about smoking at events.

The bylaw is called a regional bylaw to protect children and vulnerable persons from exposure to outdoor second-hand smoke.

It would restrict smoking in parks, playgrounds, sports or playing fields, arenas, recreational centres, splash pads, pools and bus shelters.

The region will bear the $30,000 cost for signs and spend $60,000 to tell residents and visitors, such as those coming to Niagara Falls, about the bylaw.

The region, through its tobacco control officers, will handle enforcement.

It will not fall to the town’s bylaw enforcement officers, said Augustyn.

“It’s a good way to start the Christmas season by helping others in need,” said Berkhout repeating a theme he has stressed for 22 years.

“We have some volunteers who have come out every year. We have families who make it a tradition,” he said. “ We even had a food drive baby.”

A granddaughter was born the day after her mother drove during the food drive.

At 9:30 a.m. Dec. 7 crews will spread out from the Fonthill and Fenwick Lions Club halls to collect non-perishable food placed on porches in the built up areas of Fonthill, Fenwick and North Pelham.

Lights competition nominations sought HEAD -- Communities in Bloom switches on Christmas lights competition Pelham Communities in Bloom wants to hear about holiday light displays around town as it launches the first Christmas Lights Competition.

By Dec. 7 it plans to assemble a lights tour.

Deadline for registrations in Friday, Nov. 22.

Whether you’re impressed by a neighbour’s house or plan your own display, the town welcomes nominations for Communities in Bloom’s lights competition.

As part of Christmas in Pelham 2013, the competition will continue from Saturday Dec. 7 through Wednesday Dec. 25. Residents will can take the tour and vote for favourites.

Each evening, participants will turn on displays from 5:30 p.m. to 8 p.m. for the public.

Categories for the competition include: Residential, Commercial, outdoor Tree, and Group or Neighbourhood.

All entrants must be within the Pelham boundary and displays must be visible from the street,

said community co-ordinator Jessica Ruddell.

Communities in Bloom Committee along with sponsor Niagara Peninsula Energy encourage use high efficiency LED lights for displays, she said.

Prizes are provided by the Lazy Loon Restaurant & Ice Cream Bar, My Place Bar & Grill, the Urban Steakhouse and Tim Horton’s of Fonthill.

E.L.Crossley students “strutt” their stuff E.L. Crossley art students will watch their artwork walk the runway of Niagara Artist’s Centre’s wearable art show Strutt for the fifth year on Saturday, Nov. 16.

A group of 12 students led by teacher and visual artist Sherry Wilkinson created an ensemble of three pieces entitled Corporate Collision/Middle Finger Salute.

Two of the art structures imitate large looming corporate towers, while the third piece is a plastic transparent business suit and hand-stenciled bodysuit.

The satirical artwork demonstrates a disillusionment brought on by an everincreasingly corporatized world wherein the element of individuality and human connection is lost.

The students worked on the project for five weeks.

They machine-sewed plastic sheeting.

They cut out 264 window openings and 480 miniature frames with exacto knives from corregated cardboard.

They also hand drew each stencil for tattoo designs.

The students Sam Lea, Jen Lea and Matt Ellis said they got their idea from a number of personal experiences.

Those included navigating through job searches and interviews.

They saw parents, friends and relatives lose jobs.

Tickets for Strutt are available at the Brock Center for the Arts box office. This is the 11th year for the perennial multimedia art show, which attracts about a thousand people. It is being performed at the W.S. Tyler building on Ontario St. in St. Catharines.

Christmas cheer will warm participants at a new Christmas in Pelham event on Friday, Dec.6.

Town council last week approved the sale of spirits of Christmas past, present and future during the Christmas Market under the Arches.

The outdoor market will close the roadway under the arches between 4 p.m. and 10 p.m. for the sale of products by local artisans and seasonal items by

local businesses.

The co-ordination committee proposes the sale of Christmas cheer in co-operation with the local Fonthill Lions Club.

Christmas Market under the Arches is one of three new events in the Christmas in Pelham lineup. The others are a Christmas light competition with Communities in Bloom and a Dec. 16 Nordic Walk with Santa Claus in Pelham Peace Park.

Runners dash to OFSAA St. Alexander Champs E.L. Crossley Secondary School’s cross country team continues to improve every year said coach Maryann Mergl.

This year it sent two teams to the provincial OFSAA championships at Laurentian Univerisity in Sudbury.

Midget boys team placed 12th overall with runners Ryan Kort, Owen Grabell, Lyden Whitley, Jared Carter, and Nick Song.

Senior girls team placed 23rd overall.

Crossley team members were Zoe Abbott Tate, Lisa Gearing, Keagin Collie, and Kennedy Whitlley.

Megan Whitley, who ran as a solo competitor finished 69th of 280 runners.

“This year we had five solid teams out of six compete in all divisions and age categories at Zone,” said Mergl “We won Zone overall for the 12th consecutive year.”

AT SOSSA Crossley hoped for four teams to make it to OFSAA, which they almost did. Junior boys missed by one point and midget girls had one sick runner.

“Having the Senior Girls and Midget boys and one individual advance to OFSAA was fantastic to begin with,” she said.

“Other schools are just happy to get an individual to make it on to OFSAA but Crossley’s tradition is to have one team or more to advance with some individuals.”

In 2012 it had two teams and one individual advance to OFSAA. “The Cross Country tradition lives on and we see future years continuing to build with many athletes going to OFSAA,” Mergl said.
