Ward 1 Coun. Larry Clark resigned from Pelham town council Monday. The first-term councillor handed in his letter of resignation, effective Tuesday, saying he was relocating to British Columbia. The B.C. native said he had the opportunity to move his construction business to Kelowna. Clark grew up in Saanich on Vancouver Island. Council received the letter with regret, Mayor Dave Augustyn said. He called Clark a good councillor who brought forward the concerns of his constituents and pressed until the issues were resolved. “He was a voice of common sense,” the mayor said. Clark said he chose to step down now so anyone who replaced him would have input on the 2014 town budget, which councillors are preparing. It would also clear the way for the 2014 municipal election next fall.
“The last three years have been very interesting for me,” Clark said. “I have a much greater appreciation of politicians now.” He called Pelham town council a strong team. He plans to leave Pelham in February but has sold his house and bought one in Kelowna. The owner of Clark Construction, he will move his company to Kelowna. Clark has lived in Pelham since 1984 and his family grew up in the town. His construction company has built about 100 homes in Niagara including 70 in Pelham. For five years he coached minor hockey teams and served on the Pelham Business Association as president. He said he enjoyed living in Pelham but this was a chance to fulfill a dream. Clark is the second Ward 1 councillor to resign this term of council. Debbie Urbanowicz left in early 2011 for health reasons. She was replaced by Richard Rybiak in a byelection. Town clerk Nancy Bozatto will prepare a report
for the Nov. 18 council meeting outlining options the council has to fill the vacancy. Generally, it can appoint someone or hold a byelection in Ward 1. With less than a year before the next civic election under new ward boundaries, a byelection seems unlikely. During Monday’s town
council meeting councillors took turns praising Clark for his contributions. Along with spectators in the gallery, they gave him a standing ovation. Fellow Ward 1 councillor Richard Rybiak said Clark’s departure will be a loss to the community. “I was always impressed by how many people
said Larry Clark built my home,” Rybiak said. “It was a sign of integrity.” Ward 2 Coun. Catherine King said she will miss Clark’s emotion in expressing his thoughts. “I learned a great deal from you.” Ward 3 Coun. John Durley said they did not See Clark (Page 3)
