Three people made presentations to council Monday night regarding the environmental protection bylaw. All three had concerns that their nursery businesses would be negatively impacted by the bylaw, and wanted clarificationn on normal farming practices. Their presentations were so impactful, council took a 35 minute break to move behind closed doors and seek legal advice from the town solicitor. When they returned, councillors asked a series of pointed questions to CAO Darren Ottaway, pointing out the practices carried out by nursery owners would be considered normal farm practices under the bylaw and they would all be exempt.

The questions also clarified concerns about permit requirements and fees to make changes to the land. Ottaway said there are no permits required and no fees charged in any way. In response to a concern from Louis Damn that unannounced inspectors could damage his crops by bringing contaminants into his fields, Ottaway said there will be no unannounced visits by bylaw inspectors as per the town’s new bylaw procedures. DuncanMacFarlane, representing John Langendoen of Willowbrook Nurseries, said a bylaw designed to deal with a fill disaster has now grown to a very bad piece of legislation for farmers. “I implore you, not to pass this bylaw in this form at his time,” See BYLAW/page 5

Planner fired BY SARAH MURRELL VOICE Staff

Planning Director Craig Larmour is no longer an employee of the Town of Pelham. Larmour attended the regular Feb. 19 council meeting and spoke to several issues. Within a few days of that meeting, however, his name was no longer listed in the staff list on the town’s website.

Mayor Dave Augustyn confirmed Larmour was no longer employed by the town, but would not comment further. CAO Darren Ottaway told The Voice the bylaw that appointed Larmour planning director was rescinded by council and he was let go on Feb. 20, stating there was no reason. Larmour would not comment on the issue. He is the fourth senior management level employee to leave in recent years.
