The story reported on the mooring of a yacht in Jackson Bay, Layou, the presence of a Coast Guard Unit, the disembarkation of a couple (male and female) two persons, their traverse in Layou, their questioning by a uniformed police officer, the subsequent departure of the yacht.

At the heart of the issue was the openness of our borders and whether certain places in Layou had been compromised, like the ATM at the BOSVG outlet, as was purportedly used by the couple from the yacht, and whether the police officer who spoke with the couple had been tested for the coronavirus.

News 3 Good Samaritan resigns Owen Baptiste will no longer don the uniform of a Security Officer at the Argyle International Airport.

OWEN BAPTISTE, the man who put himself at risk to rescue passengers from a mangled vehicle after it went over an embankment in Overland, Friday 3rd April, is no longer employed in the Security Service at the Argyle International Airport.

He posted on his Facebook page this week, “… it was not in his best interest to stay in a position where the malice continued all week long.”

He added in the posting, “Through several discussion with my siblings and family …. I thought how it will affect me financially but to be in a place (with someone) where everything is about themself and not about individuals who are under there command ….. my motto is, ‘ I will survive’.”

Baptiste had run afoul of his

superiors when he called during the time he was involved in the ‘rescue mission’, to indicate that he would be late for his shift that day.

He was greeted with the terse response, “… if you don’t show up for duty tonight…don’t expect a job on Monday.”

Last week Wednesday, Baptiste attended a meeting with his superiors, following which he was given clearance to return to work.

Problems with Security Head In an interview with THE VINCENTIAN subsequent to his Facebook posting, Baptiste said he resigned peacefully.

“The way forward for me is to be confident in a multi discipline area

and help my community and country in whatever area that needs my skills,” said Baptiste. “ I have bills yes, but I rather be at peace. He don’t like listening to people … once he wants something to be done and he can’t get it done, he will spite you to the end,” said Baptiste.

ASP Clarke explained that, while all in-person visits have been suspended, prisoners can still interact with their relatives through Zoom and WhatsApp in a supervised manner.

He pointed out that the administrative space allowed for officers has been reorganized so as to limit the number of officers operating at any one time, and masks and gloves have been issued to frontline officers.

Transportation is provided for staff to and from work in order to avoid them having to use public transportation.

“We are encouraging the staff to practise social distancing, as well

as the hygiene and cough protocols.

“Social distancing cannot be practised among the inmates because we are already overcrowded, so it is imperative that we take the necessary measures to mitigate against the virus entering the prisons,” Clarke said.

And as far as equipping staff is concerned, Clarke pointed out that the Ministry of Health has done lectures with the staff at both prisons.

The prison authorities, in turn, have sensitised inmates on the safety guidelines and protocols.

As of April 8, 2020, the overall prison population stood at 486.

Six months to pay ganja fine FORTY-four-year-old Troumaca resident Randolf Sutherland has until October 15 to pay $3,330, for possession of 2,512 grams of marijuana with intent to supply.

In default, he would go to prison for six months.

In handing down the penalty at the Serious Offences Court on Wednesday, Chief Magistrate Rechanne Browne outlined a number of mitigating factors that went to Sutherland’s credit, but said she did not find any factor that would make the offence that aggravating.

Browne noted that Sutherland had no previous convictions, cooperated with the police, showed remorse and had two dependent children, ages 8 and 13.

She also noted that the substance Sutherland had in his possession was plant based, and not a manufactured powder.

She highlighted his guilty plea which was entered at the first available opportunity, earning him a one third reduction in sentence.

Sutherland was arrested at Trois Loups Bay on the North Leeward coast during a joint operation by the local Coast Guard and Rapid Response Unit (RRU), around 4:45 p.m. on April 14.

The facts revealed that Corporal Douglas Caesar, who was among the party of RRU officers, headed by Inspector Nolan Dalaway, spotted Sutherland on the beach.

On noticing the police, he began to walk on the opposite side of a bag, knapsack and water boots. This aroused Caesar’s suspicion and he instructed the officers on the Coast Guard vessel to bring the vessel closer to shore.

Caesar told Sutherland of his observation, and inquired of him as to whom the knapsack belonged.

Sutherland said it was his, and Caesar requested a search to which the defendant consented.

Nothing illegal was found on his person or in the knapsack, but a brown taped package seen next to the knapsack was cut open revealing the marijuana.

When cautioned, Sutherland replied, “Officer, is my weed”.

Sutherland, along with the marijuana, were taken to the Criminal Investigation Department (CID) where the drug was weighed, and the charged was laid.

Sutherland, who was unrepresented, told the Court on Wednesday, that he was a farmer, but was not farming currently. He begged for leniency, stating that he had rent and medical expenses, and was the father of three children, ages — 8, 13 and 20.

When the Magistrate asked whether he played an important part in their lives, especially the two younger ones, he replied, “Every day.”

Zero tolerance for reckless driving THE Police Traffic Department, even as it appeals to motorists to drive with due care and attention, has issued a stern warning that reckless driving will not be tolerated.

The warning came through the Head of the Department, Superintendent Kenneth John, during a conversation with THE VINCENTIAN on Wednesday, after three motorists were charged with reckless driving.

The charges came following the Traffic Department’s response to a video making the rounds on social media this week.

Police carried out investigations, and summons were served on Javon Jardine of Mt. Pleasant, T.J. Deane of Prospect and J-lani Douglas of Prospect, to appear in Court today (Friday) to answer the charge.

It was reported that Jardine, the driver of PV918, Dean - PK471 and Douglas - P4621, drove their vehicles in a seemingly reckless manner from Arnos Vale to Sion Hill and back to Arnos Vale, between 7 and 7:30 p.m. last Saturday.

“On behalf of the SVGCA, I wish to extend deepest condolences to his family, friends, the Dynamites SVG Calypso Tent and the rest of the Calypso Fraternity.”

Let’s not forget humility THE RECENT EASTER WEEKEND was a humbling experience. Yes, humbling in the sense that it was so ‘deafeningly’ quiet it almost forced you into reflecting on things that you otherwise would have simply put aside.

And yes, out of the humbling experience arose the whole question of humility; and what better time than the test imposed by that coronavirus than to speak of humility, i.e. ‘the quality of having a modest or low view of one’s importance’.

True humility is a rare gem even amongst strong Christian believers; yet it is highly valued by God. And yes, there is no escaping the presence of God or whatever religious tenets to which you might adhere, in any discussion on humility.

Wasn’t it the Christ who described himself thus: “I am meek and lowly in heart,”?

But humility is not the exclusive holding of the believers, Christian or otherwise. It is an essential requirement of all leaders. A humble mind will enable a leader to value his fellow elders and followers, and to respect and appreciate those who are of different mind but share the same goal.

Humility will give unto the leader the critically needed “othersmentality” especially when dealing with those who oppose him/her.

A leader emboldened by humility will realize that he is not leading for his own aggrandizement but for the good of the all — of all the sheep so to speak. That the future is not his will be done, in his words and in the manner in which he prescribes.

But just as the leader needs to be humble, the people need to be humble. In our politics, it is not far-fetched to believe that humility would defy all expectations. That alone could make an impact. Even more, if we could combine humility with moral clarity, it just might change the course of current events and the political culture in the long run.

Moral clarity, in this case, would mean holding our leaders to a high standard of ethics and integrity. But are we too ironclad in the confines of our worship that we fail to demand this of our leaders even if they are abusive of their authority?

It is that misleading sense of loyalty, seemingly ironclad, that has underlying weakness.

How many are there who publicly support a position, a leader, but admit in private that they find the position or the leader’s behavior appalling? Yes, these loyalists remain silent fearing that to be openly critical might cost them their jobs.

If public opinion were honest, the political climate in Kingstown would change - the results of humility would be less immediately dramatic but no less important in the long run.

Yes, in a political culture that rewards rudeness and swagger, humility might look like a loser’s posture. But that is exactly why we need to model it: to turn it into a winner and a requirement for according political success – and to prove that decency, integrity and civility still matter.

We must resist the temptation to compromise our beliefs or lower our ethical standards because we want our political side to win.

Humility should not stop anyone from expressing opinions about public figures or political issues. Humility is not a sign of weakness but a mark of peaceful strength. It asserts that truth-telling and empathy ought to defeat lying and bullying.

Such confidence might prove wrong in any given election. But eventually, we hope, it will be rewarded. The question is, can we afford to wait?

ONCE AGAIN we have to resort to the Van just to take our minds off the crisis we are currently facing with this Coronavirus, even if it is just for a little while.

To hold my fans together, I have decided to split my public output in two parts: some old gems from 1984 to 2000.

Tactfully, our first two presentations following the new format relate to the simple, innocent and non-party topic of “The Vans”, featuring their captivating names that in turn captivated all of us.

Follow this new trend and experience a welcome happening that is sure to explode on us, sooner rather than later. Enjoy

Nearly a year ago, this column received high ratings for a piece on the vans.

“Making a choice amount of the vans is a real tricky business these days. For starters there is “Maxi Taxi” or “Micro Bus” which amounts to the same thing.

However, with “Knowledge” and “Integrity” I will point you out “The Way” and you may “Have a Go” or “Put um Yah”.

So, “Are you Ready”? “Vamos Amigos”.

Let us take it in “Stages”. If you like “Colours” you can take “Yellow Man” or “Ivory” or “Misty Blues”.

But if you travel according to the “Seasons”, the following are open to you: in mid-year, “Summer Star” or “Sun-Splash”, “Goodwill” and “Singing Noel” during the Christmas season; and “Prosperity” for the new year. You may, of course, prefer to ride “Hopey” or “Good-Hope” all year round. The early risers will go for “Morning Star”, returning home by “Sunset”. Late limers will settle for “Moon-Rakers”.

There is also accommodation for those with a religious bent. Let “Gospel Bell” toll its message or listen to “Voices” from “Preacher” and accept “Guidance” to “God is my Refuge”, “He Leadeth Me”, “He Liveth” and “Behold He Cometh”. “Gracias A Dios”, “Jehovah Jirah”.

Country folk have a wide choice- “Fancy Queen”, “Country Queen” or “Country King” if they edge up and want to mix with “Royalty”. The lowly farmer on the other hand, might depend on “Banana”. The good “Explorer” will venture on “Mesopotamia Joy”, “Mesopotamia Gem”, or follow the various stars- “Valley Star”, “Shining Star”.

Up- tight town folk wanting to tour in style will consider it a “Travellers Delight” to commute by “High-Way-Special” or “The Chateau”.

If you are a lover boy, you will be attracted by “Venus” which in cant language is not the same person as “Goddess of Love”, “Heart to Heart”, if a “Fall Guy” wondering “Who to Blame” then Boys and Girls consult “Mystic Man” and gaze into the” Crystal Ball”. There you may come up with I can’t understand how there could be a “Man-Shortage” among the vans. There are “Sweet Love”, “Peace and Love”, “Ebony Love”- “Endless Love”. After that, you can “Joe-Jo”, “Monte”, Nappie”, “Terry-O”, afford to live on “Memories”.

We can do more THERE IS no doubt that much is in place to deal with the COVID-19 in this country. However, we must not fool ourselves into believing that we have done all we could to wage a successful battle against this disease. For, as far as I see it, with 12 cases as I write this, this could be just the beginning of an upsurge, though I do not wish it upon us or anyone else.

In the immediate, we need to ensure support for our nurses, doctors and all the persons involved directly in delivering health care, the persons other countries refer to as the ‘frontline workers’. But we must not forget other ‘frontline workers’ like those at ports of entry, hospitals and in security. All of these dedicated persons need protective equipment and transportation to carry out their duties effectively.

Then there is the question of setting a good example. The Parliamentary Opposition has said that we are all in this together. Maybe those members and the members of the government side can, like other leaders and parliamentarians elsewhere, have themselves tested for the coronavirus, and practise what they preach like social distancing, etc.

And while the above will be a show of transparency, there is no doubt that our Parliament has to be of one mind and join together in the national fight. It is a pity, as I understand it, that the opposition, apart for some debate in the House of Assembly, has not been part of the national effort from the outset. If the two major political parties had been working together from the start, there would have been no better example for the rest of the country to follow.

Both parties, as I see it, are guilty of politicising the whole coronavirus affair. They must desist from this practice.

But above all, if it is that we cannot discipline ourselves to conform to the temporary regulations that are in place to help fight this COVID-19, then I support the call to shut down the country and introduce regulations that will force (a pity) people to practise good habits.

This is just my two cents on the COVID-19 period, Mr. Editor.

TWO THINGS get me real vex over this Easter Weekend. I mean, Easter is not a time you should be getting vex, but the good Lord will forgive me.

The first thing is this thing about our Prime Minister inviting the people from Carriacou and Petit Martinique to pop over to Union Island if they need to do some shopping for things like cooking gas, etc. Note that he issued the invitation directly to the people of Carriacou and Petit Martinique.

Now this invitation was made, if what I read is correct, in the face of

the Grenadian Prime Minister and his government putting the country on lockdown and even introducing a curfew.

How in God’s name could our PM be so bold, be so bumptious as to issue this invitation?

How could he issue the invitation directly to the people and not to the Government? The man doesn’t have respect for a fellow OECS/CARICOM Prime Minister or what?

The man doesn’t have any regard for the laws of a sovereign nation or what? Now, all of that does get me vex and

ECTAD playing its part ECTAD is in continuous dialogue and discussions with our key small farmer leaders and coordinators about how COVID19 is affecting their incomes and future plans. As a result, we have drafted an action plan which we will continuously update as necessary.

With the average age of our farmers being 60+, we have to ensure safety and protection as first priority. In the short to medium plan, we are mobilising resources from friends, donors, government and traditional private sectors to support: safety and protective gears for farmers, i.e. masks, gloves, and sanitary equipment facilities; supplies of planting materials, seeds fertilizers, organic manure, tools and equipment, marketing equipment and materials.

In the medium to long term, we seek to support and strengthen implementation of our key projects; strengthen climate-smart production and marketing of healthy nutritious foods for local, regional and overseas markets by small farmers/small farm families We will continue to encourage the general population, and particularly the young people who are now at home, to get involved in backyard production of healthy fruits and vegetables. We aim to organise the distribution of seeds, seedlings, planting

materials, organic manure, and crop production guides to aid in this regard.

If all goes according to plan, in the next few weeks or so, our ECTAD small farmer, adhering to COVID-19 safety measures, would go to resume regional and overseas shipments.

In the time of crises, nonpartisan NGO’s, civil society groups and organisations are well placed to provide leadership for peoplecentred rebuilding and reconstruction. ECTAD groups are already playing their part.

God and only God rules THE LORD rules in the affairs of men. This statement reminds us of what is taking place in our world today.

I know that there are different concepts of who He is and whether He is in charge of the affairs of men.

Regardless of the views we hold, it is clear that the Lord God rules in the affairs of men.

In 2013, floods took lives and Christmas was disrupted. The Lord God showed that He was in charge; the flood was beyond the control of men. The Lord spoke, but we continued on our merry way without recognizing that He was/is in charge.

Now we are facing a very serious and deadly COVID19 pandemic where thousands have died across the globe. No nation is spared.

Once again a Christian tradition, Easter, is affected.

The pandemic has dampened the Easter celebration, so

much so that hardly anyone is thinking about the Easter Celebration. In most cases, churches are closed and there are no services. In 1979, on Good Friday, La Soufriere erupted, disrupting the Easter Celebration.

This pandemic, like the 2013 December flood, is but a reminder that the Lord God rules in the affairs of men. This virus has been allowed by God, and in His own time, He will bring it to an end. The solution and cure are not in the hands of politicians, health workers or any man, but the Lord God. So while we plan and prepare, God has the final say. He is indeed the one who rules in the affairs of men.

We pray that this nation will turn to God and let God be God. More importantly, may we be led into recognizing that the Lord rules in the affairs of men.

The fight against Covid-19 Effective leadership in time of crisis

Introduction IT’S BEEN one month since St. Vincent and the Grenadines recorded its first Covid-19 case, on March 11th, 2020.

That person, an imported case, has since recovered, and in fact has posted an article about the quarantine/isolation experience, which makes good reading.

The Covid-19 pandemic has engulfed the world, and given the interconnectedness of transportation, economic activities, trade and global communications, every country on this earth, including those in the Caribbean, will be touched in some way. We all follow the American media on cable, so we can see the explosion of Covid-19 cases all over the world, and we see the struggles of foreign governments and their health agencies, at this time.

In St.Vincent and the Grenadines, as of April 13th 2020, we have recorded twelve cases among the eighty-seven tests conducted by our hard-working health officials. There are about 164 persons who are still in quarantine, down from 465 earlier in the month. There are no Covid-19 related deaths in the State, and no health worker, be it a doctor, a nurse, or a nursing assistant, has been affected by the Covid-19 virus. This is truly remarkable as compared with the rest of Caricom, and it says something positive about the way the ULP administration has approached this crisis.

The Government’s approach The ULP administration has not been complacent in the way it approached the Covid-19 pandemic.

The government has followed the science, acting prudently on the advice provided by the health professionals in the Ministry of Health and Wellness.

All this is anchored in the advice offered by the World Health Organisation, the Pan American Health Organisation, and the Caribbean Public Health Agency.

Additionally, the ULP administration has been able to distil from the experiences of other countries, so as to shape appropriate responses to our local situation.

On March 25th 2020, in his address to the nation, Prime Minister Dr. Ralph Gonsalves said “The central fact is that Covid-19 is a serious disease to be addressed seriously and scientifically, not complacently but also not hysterically”. This is very astute.

We have to manage the risks in a cautious but sensible way, avoiding over-reaction and under-reaction. The ULP administration understands that the real threat of Covid-19, has resulted in a huge challenge to all countries, challenges that will affect us in a number of ways.

Prime Minister Dr. Ralph Gonsalves has outlined four dimensions to this crisis, which crisscross each other to some extent. To begin with, there is the health dimension, and the Ministry of Health has already adopted a professional approach in this manner, including the quarantine and isolation of persons from known countries.

There is enhanced surveillance at ports of entry which are open, and relevant laws have been amended to support this process.

The Ministry of Health has also issued several advisories aimed at managing and containing Covid-19 in

the State. These relate to the practice of good and safe hygiene, physical distancing, and serious personal responsibility. The government has also responded by providing more assets for the fight against Covid-19, including the construction of an isolation centre, and the identification of quarantine facilities.

Another dimension of this crisis relates to the economic stimulus that has to be applied, in light of the fact that the local economy will be undermined. The travel and tourism sector will be hard hit, due to the fact that airlines are not flying and cruise ships are not sailing. The trade in goods and services is experiencing a huge down turn and remittances are dwindling.

The ULP administration has designed and obtained parliamentary approval for an economic stimulus package, in excess of EC $70 million dollars. This package will contain targeted measures to support the disadvantaged persons, and those of us who will face temporary difficulties due to the presence of Covid-19. A number of state agencies including the National Insurance Services, the CWSA, VINLEC, and the Bank of St.Vincent and the Grenadines are expected to contribute to this dimension. Details in relation to this stimulus have been provided elsewhere.

The final dimensions relate to the health and learning of our children, and the security of our citizens. This is a challenging time for our children, especially those who are preparing for the various examinations this year. A certain amount of e-learning will be done in relation to CPEA and CXC examinations, but the Ministry of Education may have to make some adjustments.

The ULP administration is very much alive to the fact that a tiny minority of our citizens might use this opportunity to undermine the peacefulness of our lives and living.

This will not be tolerated, and the government is prepared to implement tried and tested modes of policing, to cope with any eventuality.

Conclusion There are those among us, especially supporters and members of the opposition New Democratic Party, who see the Covid-19 pandemic, as “Christmas coming early”, believing that this is the time to obtain political capital for the 2020 General Elections.

Nothing could be further from the truth, and Dr. Friday and the leadership of the NDP, will soon realize that there is no capital, political or otherwise, to be gained from this crisis.

Again, to quote Dr. Ralph Gonsalves, “Throughout this difficult, testing and complex time of Covid-19, I have sought to remain calm, resolute, and focused, in providing leadership without succumbing to panic, hysteria and futile histrionics”.

Covid-19 will bring out the best in our Vincentian people, and we will rise stronger than ever from the feverish ashes of this crisis.

DR. GODWIN FRIDAY, President of the New Democratic Party and Leader of the Opposition, is providing decisive and inspiring leadership during this COVID-19 crisis in St. Vincent and the Grenadines. He has articulated a clear vision and is consistent with the measures that he has put forward to be implemented, to reduce the spread of COVID-19.

In his letter to Prime Minister, Dr. Gonsalves, on 21st March, Dr. Friday outlined a number of measures that the government should have adopted.

These include: * Stricter social distancing controls and guidelines must be advocated publicly and enforced as best we can.

All public gatherings should be discouraged and reduced to only what are necessary to maintain essential public services and promote public health. * Ensure that water is available to all people throughout SVG so that they can comply with the recommended personal hygiene practices * Urgently enable testing for the corona virus in SVG and begin widespread testing. Priority should be given to those who come into contact with persons who have tested positive for the corona virus or are suspected of being infected with it. Waiting for symptoms to show before testing is a risky approach that may create more harm. * Explain to the nation what to expect in a worst-case scenario of the spread of the corona virus in SVG and how government services (especially health services), businesses, transport services and individuals are expected to respond. The participation of seasoned medical, public health and other personnel with related expertise drawn from both civil society and the government service should be enlisted in this effort.

Further, Dr. Friday addressed the nation on the 1st April and while he advocated that the borders be closed for a short period, he made it clear that our nationals should be allowed to return home. He said, “Clearly, we are not out of the woods yet– not by a long shot. This means we must do all we can to protect our people. This requires closing our borders for a while by suspending all arrivals at our airports and seaports, except essential travellers (including nationals) and commerce. We would then review the decision as conditions change. Taking this action now will give us the best chance of avoiding more cases of COVID-19 in SVG, and of reducing the risk of an outbreak that may overburden our fragile healthcare system.”

It would appear that the government does not have a conclusive and effective plan to manage COVID-19. It has adopted a cavalier approach, and continues to send mixed messages to Vincentians.

When we look at the measures the other Caricom countries have implemented, we continue to ask, what is wrong in St. Vincent and the Grenadines? This approach is dangerous and can lure Vincentians into a false sense of security.

In February of 2009, the Honourable Terrance Ollivierre, Parliamentary Representative for the Southern Grenadines, asked of the former Minister of Health and the Environment, Dr. Douglas Slater, the following questions in parliament: What is the result of the study conducted by the Central Water and Sewerage Authority (CWSA) to assess the water situation in the Grenadines?

The Minister replied, “Mr. Speaker, Honourable Members, quite an ambitious expectation to supply adequate amount of water at all time to the citizens of the Grenadines, but it is one that we aspire to do. The National Water Resource Management consultants who have been commissioned to do a study of the Grenadines water supply, have reported that work on the design of water distribution system layouts for Bequia, Union Island and Canouan is now completed. These designs have now been passed on to their economists for inclusion in the draft version of the feasibility studies, which will form part of the draft final report, which, owing to an extension of the project, will now be issued late 2009. Once the feasibility and the affordability are established and accepted, the CWSA and the Government of St. Vincent and the Grenadines will move swiftly to ensure an adequate water supply for residents of the Grenadines.” The people of the Grenadines are still waiting.

MANY CARIBBEAN NATIONS experienced a severe drought in 1984. That was considered a “terrible year” as far as water scarcity was concerned. Throughout St. Vincent and the Grenadines (SVG), citizens explored hillsides and forested areas in search of the “tiniest of trickles”.

It was that bad. The Central Water & Sewerage Authority (CWSA) in SVG recently sent out an advisory asking consumers to conserve water as best they can, noting that this year’s dry season has resulted in the depletion of several of the water catchment areas. Inhabitants in the Grenadines feel especially vulnerable at times like these, since they have no surface water (i.e. rivers and streams), and many are so heavily dependent on the now infrequent rain clouds. It is at times like these that we contemplate and appreciate the wonder of water.

Water is an inorganic chemical matter. It is tasteless, odourless, and transparent. Science has confirmed that it is made up of two parts hydrogen and one part oxygen. It is the main component of our planet’s hydrosphere and is vital for all known forms of life.

In its natural form, it contains no organic nutrients or calories. However, it has that unique ability to dissolve many other substances. Without adequate amounts of clean water, plants and animals will die. And yet, we often take it for granted.

The availability of water on planet Earth enables this planet to sustain life.

This therefore explains why scientists, especially astrologers, constantly scan the universe in search of water. They anticipate that in doing so, they may discover other life forms. The persistent curiosity of scientists at USA’s National Aeronautics and Space Administration (NASA), resulted in the discovery of liquid water occasionally flowing on present-day Mars. This discovery occurred in 2015. During that same year, NASA scientists used data from their Cassini-Huygens space-research mission (launched in October 1997) to reveal that a global ocean lies beneath the icy crust of Saturn’s moon Enceladus. Mankind will forever explore other planets that may be able to sustain life as we know it. It is not a far-fetched fantasy to anticipate that some of our earthly inhabitants may be required to develop settlements on other planets. Access to water will forever be a significant variable in determining whether such a population can survive.

However, we need not travel far into space or time to appreciate the value of this life-sustaining substance. Virtually everything alive has its source in water.

We are advised that an adult man is comprised of 60% water. In adult women, where fat makes up more of the body than men, approximately 55% of their bodies are made up of water.

According to the Journal of Biological Chemistry, the brain and heart are composed of 73% water. The lungs are about 83% water and the skin is made up of 64% water. The muscles and kidneys are 79% water and the bones are said to be 31% water. We are further advised that, in a typical

human, where the average blood plasma volume ranges from 2.8 to 3.2 quarts, 92% of this life-sustaining substance is water, 8% blood plasma proteins, and trace amounts of other minerals. Water is also needed to lubricate and support the operational functions such as digestion, blood flow, metabolism, procreation, and the movement of bones and muscles. Additionally, it is critical in supporting the body’s temperature control mechanisms. The absence of water is basically synonymous with the absence of life. Without it we will die.

Members of the medical profession and health care workers regularly impress upon us the importance of ensuring that we drink sufficient water in order to guarantee that we remain hydrated. The National Academy of Medicine (NAM) recommends that an adult male should consume at least 3.7 litres (15 cups) of water each day. They advocate that the average adult female should drink 2.7 litres (11 cups) daily.

These levels of consumption are considered absolutely essential if the body is to function at its optimal level.

Brierley Wright, in a 2017 blog entitled “6 Benefits of Staying Hydrated”, referred to research findings that confirmed that “staying hydrated keeps your memory sharp, your mood stable, and your motivation intact.” He further notes that water consumption helps to prevent dry mouth; often the cause of bad breath, unpleasant taste, and the promotion of cavities.

Additionally, water supports cardiovascular health; a dehydrated body results in the heart having to work harder to push the reduced volume of blood throughout the body to get oxygen to the cells. Wright advocates that our bodies release heat by expanding the blood vessels that are located close to the skin’s surface; when dehydrated, we tend to stay uncomfortably hotter for a longer period since the body requires a higher temperature to trigger blood vessels to widen. He refers to Dr. Sam Cheuvront, an exercise psychologist, who noted that a well hydrated body enables muscles to function better by enabling the water inside and outside the cells of the contracting muscles to receive nutrients and to efficiently remove waste. He notes that the skin of a hydrated individual tends to be more elastic, and that our kidneys function better when there is adequate amounts of water to aid them in filtering waste from the blood and excrete it in urine.

Protect and preserve our rainforests and watersheds GIVEN THE dry spell we are experiencing presently - no rain for a few weeks – it is even more important that we protect and preserve our rainforests and watersheds.

Aerial photographs taken of the severe flooding in Congo Valley, Morne Garu Mountain and Locust Valley Mountain in 2011, revealed beyond doubt that severe poverty is causing deforestation. This negative impact will destroy the living environment of the people and eventually threaten the lives of people.

Over the past couple of decades, SVG has lost large parts of its rainforest as the forest is chopped down and the cleared area used for farming a variety of crops. This is a real danger to our country, as without rainforests we will face water shortages. Also, when it does rain, if there is no rainforest, water will flow off the mountain more quickly and cause landslides and flooding.

We will get more rain and have more drinking water if we had a more abundant rainforest. It would be shameful, and an avoidable catastrophe, if our country’s level of water and food dropped to such a low level, that we were forced to call upon the United Nations to drop food supplies by parachute for the poor and the indigent in SVG. Access to fresh drinking water for the Vincentians living in the Grenadines is also at risk when we have small amounts of rain. Water capture and storage infrastructure need to be increased and updated.

Haiti has less than 1.5% of its forests remaining. Without trees on the hills, the soil has lost most of its water-holding capacity, leading to flash floods, frequent mudslides, the

loss of fertile farmland soils and desertification.

In Haiti, the deforestation was so critical that Haitians had to “bake” mud cookies out of dirt, salt and vegetable oil. The mortality rate for children under five is more than double the regional average, and life expectancy is severely reduced. We do not want this in SVG. SVG urgently needs a competent Minister of Finance to avoid long-term environmental damage and social unrest in SVG. It is hard to believe that the poor can cope for much longer amidst so much pressure and poverty.

Our rural economy has been devastated under the ULP regime and poverty has significantly increased. As agriculture is now in such a poor state, a reforestation programme would be a good source of jobs and income for people in rural areas.

SVG needs a reforestation programme to substantially increase the number of trees in our rainforest, to protect our water sources and to help our economy. Costa Rica is the example to follow.

Costa Rica used to have one of the worst rates of deforestation in Latin America and, by 1990, only 21% of the country remained forested. However, with ambitious environmental policies and commitment, Costa Rica has become the only tropical country to radically reverse the effects of deforestation, doubling the amount of forest in just two decades.

Costa Rica introduced a ‘Payment for Environmental Services’ (PSA) programme in 1996, as part of an amendment to the forestry law. This system proved fundamental in reversing deforestation and became a

force for poverty alleviation in rural communities, who are the main beneficiaries of the payments. Between 2000 and 2005, indigenous people’s participation in the system rose more than 100%, and female farm ownership grew from 200 to 1600 farms. In 2005, almost $60 million in PSA payments went to rural landowners.

What role did you play?

THE STORY of African American Madam CJ Walker, who was born in 1867 and first carried the name Sarah Breedlove, and who became a heralded hair product pioneer and entrepreneur - is truly remarkable.

And Netflix has packaged that story in a series entitled; ‘Self Made: Inspired by the Life of Madam C.J. Walker’.

Vincentians here and in the diaspora have an added reason to follow the series, for Vincentian Canadian media personality, Nneka Elliott, daughter of Jacinta Elliot and granddaughter of renowned novelist George C. Thomas, makes her mark in the series, playing a sales agent.

Elliott, resident in Canada, is an award winning TV news personality turned actor and beauty influencer.

She has served as president of The Media Huddle, reporter and anchor at News Talk 1010, national weather broadcaster for The Weather Network, weather anchor for CTV news Toronto/ Canada AM, and most notably Reporter/Anchor/Host at CP24 news.

She trained at the Armstrong Acting Studios and Second City Toronto.

Now a beauty specialist on The Marilyn Denis Show, Eliott also writes for CBC Life and Refinery 29 Canada.

She can be recognized in TV/Film roles such as in ‘Shazam’, ‘Designated Survivor’, ‘V-Wars’, ‘Conviction’, ‘Remember’ and now, ‘Self Made: Inspired by the Life of Madam C.J Walker’.

I played one of these women. Towards the end of the series, we were frustrated by news of a big decision that Madam C.J Walker was about to make. Tell us, how was it?

Even though I was only in a few scenes, it was still a magical experience. In this business, you come to learn, so there are really no small roles. I always remind myself that Viola Davis won an Oscar after being in one scene in the movie “Doubt”.

I’m no Viola Davis though LOL...at least not yet. I’ve fortunately been on many sets, but never had I been on one where every department head was a black woman! The directors, director of photography, wardrobe, hair...I could go on and on. To see them all working together, calmly, delegating to men, empowering other women. On top of that, I had never seen so many black actors in one place. It was a beautiful thing to see!

What was your most memorable moment?

There were so many, including what I mentioned above. But a key moment

I suppose I’d tell other up and coming actors to remember that everyone has a different path.

Bequia water supply not respected

“THE IDEA OF PRODUCING SUFFICIENT WATER on Bequia, at the desal plant, for the entire island to be able to run the water as is seen in the COVID-19 ad – nonstop running water from the time you turn the tap on while washing hands to the time you turn it back off – that cannot happen. The plant was not designed for that at all.”

So said Herman Belmar, Northern Grenadines Community Development Inc. (NGCDI) project advisor and Deputy Director of Grenadines Affairs when he spoke with THE VINCENTIAN last Sunday.

Meeting the community’s need The aging desalination plant, located at Paget Farm, was designed to produce up to 20,000 gallons of potable water daily. Wear and tear and maintenance issues have reduced its productivity down to 40% in recent times, and it is further challenged by the lack of a backup system and extra pumps.

“We are running the plant to produce just enough water to keep the community supplied. We currently have about 19 households connected to the system, including the Bequia Seafoods; and when they’re in the peak of their processing, they would need at least 2 — 3 thousand gallons of water per day. So on an average, we have to produce about 8 000, 9 000 gallons of water per day to keep the system sustainable. It’s not that the system can’t do it, but because of its age, we have to cut back on the hours of production. So we run about 8 hours daily…. As far as I know, what we produce is keeping the island sustained,” assured Belmar.

As proof of the plant’s island supply capacity, Deputy Director Belmar pointed to the two-tiered water supply system administered by the NGCDI. “While we have household metered connections, we also have a public distribution system where you can come with your truck and have it filled up with water,” at a cost of $100 per 1000 gallon, he said.

And Belmar is of the view that the cost and quality of the water produced at the plant is undervalued and underappreciated.

Keeping water affordable

A system is in place that allows for the purchase of water from the desalination plant.

Belmar pointed to the use of photovoltaic cells as providing the plant with the cushion to make the water affordable to the community.

These ‘solar panels’ are an essential element in the whole scheme.

However, they currently perform at less than optimal capacity.

“All of our energy is paid directly through VINLEC because all the energy we generate go straight to VINLEC; so we operate on a credit basis,” Belmar explained.

The plant, in its original design, should have been producing approximately 20% energy more than is required for water production.

However, difficulty in cleaning the panel means a loss of energy.

“So while we should be generating 70 kilowatts of energy per day, right now we’re only able to generate about 40, so we’re nowhere near peak production,” the Deputy Director said.

THIS COUNTRY received 3000 quantity of PCR (Rapid Diagnostic Test) kits and 50 Polymerase Chain Reaction (PCR) kits, on April 10, from the People’s Bolivarian Republic of Venezuela.

The kits are to be used in this country’s ongoing battle against the coronavirus (COVID-19).

The same number of kits were also gifted to Antigua and Barbuda, Dominica and Grenada.

The testing kits arrived in the face of confirmed reports that the United States Customs and Border Protection was working with the Federal Emergency Management

Cuba develops vaccine to combat COVID-19 THE DIRECTOR OF RESEARCH at the Centre for Genetic Engineering and Biotechnology in Cuba, Dr Gerardo Guillen, says a clinical trial is now being held for a vaccine aimed at activating the immune system to combat COVID-19.

Speaking during a recent television interview, Guillen said that the drug, called CIGB 2020, is undergoing trials at the Luis Diaz Hospital in Havana, with volunteer patients suspected of

being carriers of the disease.

He says the drug is nasally and sublingually administered to strengthen these areas, and encouraging results have already been observed regarding the activation of the innate immune system.

He added that CIGB 2020 is a drug that is inserted, along with another Cuban vaccine developed by Finlay Institute, in a field of research that has been much debated in

LIAT offers charter service IT HAS PUT A TEMPORARY HALT (until April 18) to its passenger service, but regional airline LIAT is not sitting idle as far as attempting to recoup losses occasioned by the COVID-19 pandemic.

The airline, in an email response to questions posed by Barbados Today, indicated that it will be offering charter services and flights on requests, while anticipating an improvement in coming weeks.

“With several territories set to re-open their borders and lift their curfews by the end of April, we anticipate a gradual improvement in demand for passenger services by the end of June. This will allow the airline to revert to a relatively normal passenger service from July through to the end of 2020,” the airline said in its email as referenced.

The email also pointed to an expansion in the airline’s cargo service as “a support role in the region.” The airline never ceased its cargo service.

In fact, the airline has not been idle, and among the support it has offered, included: assistance to Dominica and Barbados, bringing in 90 Cuban specialists as far as the latter was

concerned; assisting governments in the repatriation of citizens.

‘While LIAT originally kept a reduced schedule to maintain connectivity, as of March 31, ten destinations within LIAT’s network had closed their borders and others imposed curfews as well as travel restrictions to contain the spread of COVID-19,’ Barbados Today reported.

Commenting on his country’s offer, Premier Alden McLaughin commented after the transfer to Barbados: “We have fortunately been able to purchase many more test kits than we need. It is only fitting that we share the excess with our friends and neighbours, who can use them to help save lives and eradicate this virus, something that is in everyone’s interest.”

UWI partners in fight against COVID-19 CLINICAL CARE SPECIALISTS and medical researchers at The University of the West, Cave Hill Campus, are actively engaged in the fight to curb the spread of COVID-19 in Barbados and across the region.

Some have joined clinicians and other health care responders on the front line offering critical care to the stricken, while others are providing analytical psychosocial and scientific research to aid policy development, some of which have informed the policy directives of authorities in Barbados and elsewhere.

For example, health leaders have been able to utilise the data from public health modeling to predict infection and mortality rates of the global virus.

With Cave Hill staff comprising around half of the

medical personnel on island trained in the use of ventilators, which are used worldwide in the most acute medical conditions, the experts are also providing critical hands-on and bed-side assistance.

Among those giving support, five are from the George Alleyne Chronic Disease Research Centre (GA-CDRC) and nine are from the Faculty of Medical Sciences (FMS).

They include Professor of Biostatistics Ian Hambleton; Senior Lecturer in Qualitative Research Methods, Dr. Madhuvanti Murphy; Senior Lecturer in Immunology, Dr, Kim Quimby; Lecturer in Data Science Dr. Christina Howitt; and Lecturer in Epidemiology Dr. Natasha Sobers, all of the GA-CDRC, as well as Lecturers in Public Health at the FMS, Dr. Heather Harewood and Dr. Natalie Greaves, have partnered on the public health

modeling, surveillance, process planning and accompanying public health intervention recommendations. Drs. Mike Campbell and Maisha Emmanuel are assisting with survey research on behaviour of health care workers.

Ollivierre keeping athletes fit and ready DESPITE THE CHALLENGES thrown up by the COVID-19 pandemic, Michael Ollivierre, founder, coordinator and head coach of IT-DAT Academy, is keeping his athletes in shape, doing so in accordance with regulations set out by the Health Authorities.

“We try to stick within the regulation suggested by the international health organisations and the local health authorities. So that, while we still have training, sessions are but there are segmented and involve two or three athletes at any one time.

We are practising physical distancing,” Ollivierre told THE VINCENTIAN recently.

“We just hoping to keep them fit and as ready as they could be because we don’t know if there is any Competition coming up. And then there is the need to those

prospects for scholarships motivated,” the Head Coach added.

Ollivierre explained that retraining is primarily done on the beach, and also involves hill training, “Definitely not anything crowded… we try to stick to the regulation,” he quipped.

And as far as overseasbased athletes for whom he is responsible, Ollivierre said they were in good hands, saying, “I am in touch with them; they are in a system which is more advanced than we have here, so they are being looked after.”

He took the time to provide updates on some of those athletes. Syneria Miller, he said, is going on to do her Masters in Physiology, while those in St Kitts are to remain in-house.

Looking ahead, Ollivierre

admitted, “It’s hard to predict the future. I just hope at the end of this virus thing, the athletes are still interested in the sport and healthy enough to continue.

I can’t really make any long term plan, but will just maintain contact with all the athletes.”

The Trinidad and Tobago-FIFA Fiasco

THE RECENT FIFA take-over of Trinidad and Tobago football is a stew of the history of Trinidad and Tobago’s mismanagement of finances, FIFA politics and a lack of solidarity among CFU (Caribbean Football Union) members. However, with objective scrutiny, one can clearly discern that the dominant ingredient in this cook-up is blatant FIFA politics, and for this reason, I believe that Trinidad and Tobago could present a very strong and winnable case to CAS (Court of Arbitration for Sport).

For those who say Trinidad and Tobago’s challenge to the ‘all powerful’ FIFA is futile, they adopt a defeatist attitude, which sends the wrong message to FIFA and eventually signals an abdication of the ability to control our destiny in the Caribbean; in fact, we will see the converse, whereby our destiny will be at the whim of the world body. The situation has far-reaching implications and must be viewed from an holistic Caribbean football perspective

FIFA moves in FIFA disbanded the five-month-old, democratically elected President William Wallace’s executive body of the Trinidad and Tobago Football Association, and replaced it with a Normalization Committee, charging that the new executive had no proper procedures in place for the TT$50 million debt relief plan, a debt inherited by the Wallace group from the previous David JohnWilliams Executive. FIFA, also was not in favor of an attempt by the Wallace group to partner the UK-based firm, Lavender Consultants Ltd., in the development of a sports complex in Arima as part of the Executive’s debt relief plan. (The TTFA, instead of pursuing the Arima project, should have focused on getting the Home of Football up and running because it was a huge FIFA investment).

The elected executive’s failure to resolve what FIFA and CONCACAF viewed as a conflict of interest because of dual roles among members of the Trinidad and Tobago Referees Committee and the Trinidad and Tobago Referees Association, was another issue of contention. This referees’ situation existed and was addressed by CONCACAF officials, but not resolved, a couple years before the Wallace Executive took office.

A juxtaposition of the aforementioned FIFA charges against the five-month-old democratically elected William Wallace Executive and the mess created by the previous David John-Williams Executive, reveals the making of a solid case for the Wallace Executive group.

The T&T reality Here goes: The David John-Williams Executive created, among its maladies, a four-year period of financial mismanagement of FIFA Funds in the development of the unfinished and inoperable Home of Football and other business. The Home of Football project led to a court order for transparency that revealed the shortcomings of the John-Williams Executive, which was documented and reported to FIFA, but ignored by the governing body; also, the illegal dismissal of a number of contracted coaches and others still owed monies resulted in court-ordered frozen accounts in order to secure millions of dollars in payments to the coaches. (The situation compounded the problems for the new Wallace administration, as it set about executing the daily operations of the TTFA).

Eventually, the David John-Williams four-year tenure resulted in poor performances by all Trinidad and Tobago national teams; there was a clear deterioration of the standard of football in the country; and subsequently, football in Trinidad and Tobago was left with an inoperable Home of Football and a TT$15 million debt that ballooned to TT$50 million.

FIFA’s claim that the democratically-elected William Wallace Executive, with the aforementioned charges, violated articles 8.2 of its Statues, which states in part, “Executive bodies of member associations may under exceptional circumstances be removed from office…..”

An objective view of the situation, though, indicates that the David John-Williams Executive is the group guilty of creating “exceptional circumstances…” I believe CAS will rule in favor of the William Wallace group. Actually, the court result notwithstanding, what really is very important here is the democratically-elected William Wallace Executive’s refusal to capitulate to FIFA.

TWO QUESTIONED IN OTTLEY HALL KILLING AN OTTLEY HALL man became this country’s 9th homicide victim for the year.

Police confirmed that they were investigating the circumstances surrounding the death of Kenny Wesley Boyde-Jackson, better known as ‘Iman’, 49-yearold unemployed of Ottley Hall, and had initially taken up his ex-wife and their son for questioning. They have since been released.

THE VINCENTIAN understands that on Thursday, April 9, 2020 about 7:00 pm, BoydeJackson was entering his yard when a masked man

opened fire, hitting him several times about his body. He was rushed to the Milton Cato Memorial Hospital (MCMH) where he later succumbed to his injuries there.

At the time of the shooting, Jackson was said to be in the company of his girlfriend.

Residents in Ottley Hall told THE VINCENTIAN that Boyde-Jackson was in an argument about two weeks ago with his ex-wife.

According to a female who did not want to be

identified, Kenny and his ex-wife were in a dispute over the property they once shared.

“Dem use to dey and a run business good good in town. Den me na know way happen, dem break up,” said the female, adding that about a month ago someone shot “Kenny, bu dis time dem kill um.”

The police are soliciting information from the general public that will aid with this investigation.

IN OUR EDITION of Friday 3rd April, 2020, on page 12, we carried a story highlighting the work of the SVG Coast Guard.

One of the accompanying photographs (above) was of Coast Guard Commander Brenton Cain, with a caption that said he was appointed to that position in 2017, after acting in that capacity from 2014.

Commander Cain called to correct us, informing us that he was in fact appointed in 2014, after acting from 2006.

We have no qualms admitting to our mistake, and hope that a correction would be made to the posting accredited to a Royal SVG Police Force web page, from which we had originally drawn the erroneous information.

A LETTER was expected to be sent to the government by the Vincentian Transport Association (VINTAS), requesting a meeting to discuss recommendations agreed at a meeting of omnibus operators, drivers and conductors, last Tuesday.

Failure by the government to respond could see a further suspension of the omnibus service beyond April 20, as was originally proclaimed.

Tuesday meeting was held under the auspices of the Vincentian Transport Association (VINTAS) to discuss the effects of COVID19 on the omnibus sector, Government’s stimulus package for the omnibus sector, and decide on actions forward.
