Kimorah was adjudged winner of the Talent category and Keisha took the best Evening Wear award. The Miss Congeniality Award went to Patsy Warren-Miss Bold. The other contestant in the pageant was Shaniel Victory-Miss Powerful. This was the 4th year the Miss Owia Pageant was being held as part of carnival activities in that North Windward Miss OSCO 2017 -Ivoleen Williams – sports her crown and her royal sashes in her winning Evening Wear.

THERE ARE OTHER ISSUES of interest as it pertains to the welfare of Parliamentarians which are not being addressed. So said Prime Minister Dr Ralph Gonsalves at Tuesday’s meeting of the parliament, in response to the Speaker of the House, Jomo Thomas, indicating the need for the revival of the local chapter of the Commonwealth Parliamentary Association (CPA), which has been dormant for some time. According to Gonsalves, issues relating to health and salary were among some of the other issues that warranted some

attention. “Very often there are some people in the public, and we ourselves behave in a manner that there is nothing relating to the issue of the welfare of Parliamentarians, but we are real flesh and blood human beings,” Gonsalves said. He suggested that an arrangement needed to be worked out to look at proposals so that Parliamentarians can have a health programme. “The first thing which would come (with) is why members looking out for themselves. Well the first thing is this, there are variations of health

programmes. You can have a contributory health programme, we can get a health insurance company to work with us, because we do get sick,” he continued. Continuing to use the opportunity to address matters relating to the welfare of Parliamentarians, Dr. Gonsalves turned to the issue of salaries, saying that if a request was made for an increase in emoluments, salaries and allowances for Parliamentarians, the opposition would object. “And it is used as an occasion against the government… as a battering ram against

the government which is in office.” The reality, though, according to the Prime Minister, was that there was a reclassification exercise done in 2007 for public servants. In some instances, he said, they received between a 60 to 70 percent increase, but nothing was done for Parliamentarians. “So you have the situation now, where prior to that, the Minister of Health would have been maybe the highest paid person in that Ministry. But you have probably over 50 persons within the Ministry who earning more than the minister,” he said. Returning to the

Search called off: Call for improved capacity THERE HAVE BEEN too many instances where individuals have gone missing at sea, and the state ought to improve its search and rescue capabilities. So said the Leader of the Opposition and Parliamentary Representative for Northern Grenadines, Dr Godwin Friday during a Sitting of Parliament on Tuesday. The comment came following the announcement by Prime Minister Dr Ralph Gonsalves that he had been advised that the search for the six persons who went missing on a small vessel on June 4, was suspended. “I spoke to the father of the captain of the vessel, and it’s unfortunate a scene that repeats itself, because I

recall not very long ago, during the Bequia Easter Regatta, where a boat coming from Canouan with seven persons on board disappeared without a trace,” Dr. Friday said. “There are other individuals from my community who went out fishing, and who were reported lost without a trace,” he continued. “We have to improve our search and rescue capabilities to be able to assist persons in distress, because it is painful,” Dr. Friday asserted. The Leader of the Opposition further noted that he has had personal experiences of family members who have been lost at sea. “So it is something that has scarred my family throughout my

lifetime, so I know the pain and I know that we can do better,” he said. The search, according to Dr. Gonsalves, had involved local police and Coast Guard officials, with the assistance of regional parties. These parties included assistance from the Dutch Antilles, Curacao, who provided C-26 aircraft which, in the latter part of the search, perused along the Eastern portion of the territory where the vessel was expected to be positioned last. Search and possible rescue efforts were also mounted by the Regional Security System (RSS) and local private entities including the Mustique Company and entrepreneur Kelly Glass. Many other

Labour Force Survey to be conducted THE STATISTICAL OFFICE of the Ministry of Economic Planning, Sustainable Development, Industry, Information and Labour, will be conducting a Labour Force Survey in St. Vincent and the Grenadines in June 2017. Enumerators are currently in the field conducting the “Listing” exercise within the areas selected to be in the sample. During this phase, the enumerators will count all the buildings, dwellings, households and persons within their designated area. The households which will form part of the sample will then be randomly selected. The public is being advised that the information collected is highly critical to the Government of St. Vincent and the Grenadines as it is integral in providing urgent information to address the unemployment situation, which is of concern to all. The main purpose of the labour force survey is to measure the size of the economically active population, with the view of providing guidance in the formulation and implementation of labourmarket policies and programs. The success of the Labour Force Survey in accurately capturing employment status depends on the full cooperation of the public. Persons are reminded that the work of the Statistical Office is conducted under the authority of the Census and Statistics Act, No. 24 of 1983. The public is therefore assured that information provided to the Statistical Office is strictly confidential and would only be disseminated at the aggregate level. The Oath of Secrecy which is administered to each interviewer before commencement of duties also guarantees the public that information given would not be revealed. Anyone violating this oath can be prosecuted and upon conviction, these persons can be jailed. The Statistical Office is soliciting the full support and cooperation from the general public, especially the households selected for interviewing. Your positive response to completing the questionnaire accurately and to the best of your knowledge is important to the overall success of the survey. Youth charged in Rose Hall shooting

Park Hill man killed POLICE ARE NOW investigating the 12th murder for the year. According to a police report, on Sunday 11th June, at approximately 11:20pm, police received information that Anthony Danzell, better known as Lawah, a 50- yearold labourer from Park Hill, was discovered lying motionless outside a shop in Park Hill. Reports suggest that Danzell received a gunshot wound to the head. He was pronounced dead at the scene. Danzell is said to be the father of one girl. A close friend of Danzell who did not want to be

identified, told THE VINCENTIAN that the deceased was a “cool person” but cursed a lot whenever he consumed alcohol. “He use to love cook plenty meat and when he drunk, he curse plenty, but otherwise he was good,” said the friend. As police continue their investigations, they are urging anyone who might have information related to the dead man or the circumstances surrounding his shooting, to contact the CID/CRO/MCU at 456-1810, the Colonarie Police Station at 458-6250 or any Police Station. 2016 murder of Campden Park resident James Shappeard, 41, after the prosecution withdrew the charge against him. Shappeard was reportedly killed at Twenty Hill in the South Leeward district on the night of May 31. His body, with a bullet wound to the head, was discovered lying at the side of the road, next to a vehicle. Dunbar had also been cleared of a murder charge on December 8, 2015, at the Serious Offences Court, again being withdrawn by the prosecution at the Preliminary Inquiry stage. That matter stemmed from the death of 23-year-old Aljah Douglas of Campden Park, who was shot and killed May 1, 2015, just outside the Campden Park Playing Field, where an entertainment event was taking place. He was shot in the head and stomach.

Calypso in trouble? SOME YEARS AGO, Brother Valentino, an elder among calypsonians in Trinidad and Tobago, declared, “Calypso in trouble.” Even before the semi-finals and finals of another Calypso Monarch Competition here, given what has obtained in this year’s calypso (tent) season, it is an opportune time to consider the relevance of Valentino’s declaration. Reports are that the calypso tents all ‘privately’ managed and operated — have again failed to record any appreciable increase in patronage. Some put this ‘lack of attraction’ down to the lessening airplay that calypso currently enjoys in a situation of a proliferation of radio stations. Others blame DJs who seldom, if ever, spin a genuine calypso at one of the fetes for which they are so handsomely compensated. But is that all to it? Calypsonians have to take a serious look at what they offer. Few seem to have the courage to return the art form to cutting edge commentary. More and more are becoming ‘accommodationists’. Is this because less and less of them pen their own songs, and therefore, are mere mouthpieces? Have calypsonians lost or no longer form convictions of their own? Calypso is different from its derivatives because it comes from the heart, not the feet. It unearths the feelings, the sentiments, the expectations of those who would otherwise be afraid to voice their true sensibilities. The product is important, and how it is ‘dressed’ will interest and attract as much as it says. The issue, though, should not be a struggle to separate the calypso from what we call the soca. At least one tent here has seen the wisdom of marrying both under the same roof. One may now have more pull than the other, but it is that pull on which the calypsonian must captilise. Calypso and soca can survive together if we accept and demonstare that each can be of benefit to the other. But to do that, it is important that the status quo recognize that, and refrain from curry favouring one, as if to push one out and retain the other. And yet, regardless of the product, the calypso on offer ends up in the big yard on Fantastic Friday when, in fact, the offering is far from ‘fantastic’. And worse! They advance to the finals — the pinnacle of calypso

competition which has experienced considerable falloff over a decade and more. Perhaps it has to do with the dichotomy in our society.–the political divide — with one side rushing to attack the other; rushing to apportion political colouration on each other. One can hardly recall the bards of the late 50s, 60s or 70s ever being so divided and/or castigated along political delineation. The onus is on the calypsonians to regain the art form on behalf of the people. We love to speak of calypsonians being the voice of the people. Far from the truth, for calypsonians have ceased listening to the people; they now mirror the postulations of the political elite. Then there is the issue of the judging and judges. It we are to save calypso — to take it out of trouble - we must also take a serious look at the judging. Over the recent past, the so-called ‘trained’ judges have given us a brand of calypso which is alien to real calypso — something which the public doesn’t know and will never love, far less remember. No longer do the semi-finals and finals selections capture the spirit of the people, the spirit of carnival; no more memorable melodies and poetically crafted lyrics. What we get, instead, is a litany of long-winded sermons and boring melodies which even the churches today wouldn’t tolerate. The test of the pudding is in the listening. Ask any calypso lover to hum a winning song from say the last ten Calypso Monarch competitions. Those who know, speak to a situation of judges with conflicts of interests: they write calypsos; they are political activists; they enjoy close relationships with calypsonains. Here’s a radical suggestion: It’s time for calypso to be judged by persons with musical backgrounds and members of the public with great love for and knowledge of calypso. Judges should serve for one year .. no consecutive service so that persons begin to believe they are the sole arbitrators. A mixture of persons with some musical background and members of the public might just get us back to memorable and enjoyable calypsos. Calypso lovers have been turning off for over a decade. Time to ‘turn them on’.

Assessing two years under the ULP (2001-2003)- Pt 1 OVER THE PAST two years, Dr. Gonsalves has confirmed his preeminent position in both Government and Party by rising head and shoulders above all others. Something must be said, however, of the second tier positions of Julian Francis and Rene` Baptiste, who are the arm and heart of the ULP, if Gonsalves is the head. All the rest occupy positions from waist right down to the feet, where second man Straker, according to the other K.J, is comfortably seated. Dr. Gonsalves unrepentantly invades nearly every Ministry, especially when credit is to be shared out. When, for instance, the Arnos Vale Call Centre hit the limelight, he forced Jerrol Thompson into the dark, to emerge only to take flak for the failure. Similarly, Dr. Gonsalves moved straight into a press conference given by Beache, took over, and aborted it. So that the accomplishments and shortfalls over the period faithfully reflect, in large measure, the strength and weaknesses of Dr. Gonsalves himself. To begin with, Dr. Gonsalves is a brilliant political scientist and shrewd practitioner of the art. He is, additionally, an outstanding lawyer with great powers of advocacy. But Gonsalves alone seems to fancy himself as an economist, a field in which he lacks formal training. If, as is believed, these countries once needed

politicians with the gift of gab coupled with the lawyer’s craft to argue constitutional points in the terminal stages of colonialism; today the primary call is on the talents of the economist. In this regard, Barbados with Owen Arthur, and Guyana with President Jagdeo are well served. So, too, would be a St. Vincent and the Grenadines under a Eustace-led Government. The latest report of the IMF, accepted as the world’s auditors, has sent out what amounts to warning signals, if not alarm bells, to the ULP Government to tighten belt and change course. The same IMF once wrote that there was “much to praise, Little to Fault” in an NDP run economy! In particular, local eyebrows have been raised over the Government’s lending at 3% to Dominica money from the NIS which will be strapped for funds in ten years unless we begin now to put our economic house in order. All the major economic indicators are pointing to an uncertain future: bananas which ULP said would bounce back on the removal of Arnhim Eustace, is on a rapid downward slide; Glenroy Browne and his team are having the devil shoring up the arrowroot industry. The ULP was so moved to please the US that they leaned further backwards than was necessary to earn a supposed clean bill of health in the offshore industry, as it were, bringing off success in

the operation that resulted in the death of the patient! Tourism is putting up a brave front in an unequal battle with global conditions. That does not for one moment affect the irrepressible Minister Rene` Baptiste, who has smartly declared victory in a number of areas already prepared but left hanging by the NDP. The Carnival Committee, Heroes’ Day and abolition of Discovery Day spring to mind as cases where one sowed, and the other reaped. On another score, Minister Baptiste moved her headquarters to, and stages exhibitions on, the Cruise Ship Berth, which the NDP built, in the teeth of unrelenting criticism from forces and supporters of the ULP. Similarly, Dr. Gonsalves has already forgotten that the Financial Complex built by the NDP, has been portrayed as an example of profligacy on the part of Mitchell, was leaning, cracking unstable, as he luxuriates in the ambience of the PM office in the said building! The official PM House at Dasent Cottage will prove the biggest “overrun” of all. Against this expenditure, excesses on the school-building programme, Peace Mo, Murray Road and unnecessary Bay Street Bridge would pale into insignificance. To be continued next week.

The media and a culture change I WANT TO THANK YOU, Mr. Editor, for the uplifting front page of last week’s (June 9, 2017) issue of THE VINCENTIAN. I also want to commend your photographer — Mr. Oris Robinson — on a splendid and oh so crisp shot of all the girls together. I am led to believe that this shot is one of the few occasions when we got all the contestants in the Miss SVG Pageant together, surrounding the winner. It was refreshing to pick up THE VINCENTIAN last week. Refreshing because it was one of the few occasions when a weekly newspaper here chose to feature something other than death, murder or mayhem. I know it is asking much — after all, death, murder, mayhem sells — but isn’t it time that the media here make a concerted effort to change the culture? This is in no way a notion that we should take the senseless killings here as just another fact. But we have to begin to make a paradigm shift if we are to get out of a culture that labours on the bad among us, and forgets that the good is uplifting. The news media can begin to do this by leading with news about acts of kindness and community spirit, and lessen the emphasis on wrongdoing. (Notice I said lessen not omit.) Caribbean Primary Exit Assessment 2017

Introduction THE RESULTS of the Caribbean Primary Exit Assessment Examinations, the CPEA, are now public, and the winners and top performers, together with their parents, teachers and friends, are celebrating. On May 6th, 2017, some 1,638 students took the final examinations. Of this figure, 1,398 students were successful, since they met the prescribed standard, a success rate of 85.35 percent. 92.47 percent of the girls who sat the exams, a total of 737, were successful. In terms of the males, 661 or 78.60 percent, met the required standard. This is an increase in the overall performance last year, where 83.87 percent of the students were successful. The CPEA is an assessment of the literary skills of all children leaving the primary school system. They are all students from Grade 6, and the literary skills which are tested include mathematics, science, civics and language. In addition, they will go through a school based assessment which will comprise a project, a writing portfolio and a book report, as well as teacher tests, pupil-made tests and self skills. The students are marked out of 200 marks or 40 percent of the total score, for the school based assessment, and 300 marks or 60 percent of the total for the external assessment. Students must acquire at least 50 percent of the possible 500 marks to attain the required standard. The Caribbean Examinations Council is the administration body for this regional examination which all regional grade 6 students will take, while the Ministry of Education is the executing agent here. The CPEA is based on the learning theories of educators such as Piaget, Bruner and Vygotsky.

The results

Officials from the Ministry of Education along with teachers, parents and principals of primary schools, will be busy conducting evaluations of the CPEA results, since there are many questions to be answered. Many of the primary schools who boast of top performers, will re-examine their best practices, in terms of how their students are prepared, to determine what can be enhanced. Some principals will examine their leadership strategies and techniques in the whole process. Overall, the key question will be, how do we get our male students to improve their results at the CPEA examinations. The answer to this question will not only require work from the principals and teachers, but the parents as well. To be sure, there are reasons already determined by teachers, etc. as to why our male students continue to struggle at the CPEA, and so it is time that the solutions are put into effect. Some of our schools continue to be poor performers at the CPEA level, and there is a need to determine the reasons why this is so. Does this have anything to do with the leadership at the school, the skills of the individual teacher, the overall psyche of the community in which the school is based or the supervisory skills of the parents? Questions and more questions, and we need to find the answers, and from the answers find the solutions. The national CPEA results are getting better, but still, more needs to be done.

The principal roles of the institution are to provide a safety social net for the people of St. Vincent and the Grenadines and the Diaspora; to provide a cushion for members who suffer contingencies involving the loss or reduction of income; and to help secure an improved quality of life for insured members. The NIS is critical to everyone, particularly our pensioners. Therefore, it is important that the NIS maintain actuarial soundness. However, most Vincentians have raised concerns about the manner in which the Unity Labour Party (ULP) regime has been managing the NIS. While the NIS is currently fulfilling its role and pensioners are paid up to fifty percent of their annual insurable earnings, one of the recommendations for consideration in its pension reform by the government, as mentioned by the Prime Minister in his 2016 budget address, has left most Vincentians wondering. The recommendation is to limit participants in the Public Service Pension System to a maximum pension from NIS of 30% of the Annual Insurable Earnings Limit. This has raised a number of questions by the general public as it relates to the financial soundness of the NIS. Over the years, various state agencies, such as National Properties, International Airport Development Company and the National Lotteries, have borrowed hundreds of millions of dollars from the NIS. Add to this, the bad investment by the government of NIS funds of $62 million into the failed British American Insurance and CLICO investment. Then there was the sudden drop in the NIS profit from $27 million in 2008 to $5.5 million in 2010. Moreover, fresh in Vincentians’ minds is the mismangemt of the former National Commercial Bank by the ULP regime, to the extent that it had to be sold. Those situations have certainly made most Vincentians uneasy about the fiscal situation of the NIS. Probably, the most disturbing news as it relates to the NIS was the disclosure by the Honourable Arnhim Eustace that the ULP regime was not paying to the NIS, contribution deducted from its six thousand (6000) employees, for the period April 2013 to August 2014. In addition, the government failed to pay to the NIS its 5.5% which it is obligated to pay as an employer. What a disgrace! Then to make matters worse, the Minister of Finance brought a resolution to parliament in support of government borrowing $15 million from the NIS to pay the NIS. While the government went ahead and borrowed $15 million, we were told by the Honourable Arnhim Eustace that the debt to the NIS was in fact $23 million. In his 2015 budget address, the Honourable Arnhim Eustace made the following statement about the NIS: “It is my understanding that the authorities threatened to qualify the accounts of the institution and therefore, then the government used the instrument of fifteen million Eastern Caribbean dollars (EC$15 million) Treasury Note to make payments to the NIS. I do not regard that amount is sufficient to compensate the NIS and indeed the NIS liquidity was compromised. This decision with respect to the Treasury Note will continue to haunt and hurt; and no government should involve itself in such deception with pension and other benefit prospects of its citizens.”

We continue to call on the ULP regime to be accountable, and for fiscal prudence in the management of the NIS, bearing in mind the significant role of the NIS.

Pension Reform The recent Town Hall meeting organised by the St. Vincent and the Grenadines Teachers Union and the Public Service Union triggered the long awaited debate on pension reform in St. Vincent and the Grenadines. Dr. Gonsalves, in his 2016 budget address, outlined five (5) recommendations which are yet to be adopted. He also gave reasons as to why those recommendations were made to the various stakeholders. The options recommended for the Public Service Pension System (PSPS) are: a reduction of the benefit accrual rate; an increase in normal retirement age in stages to age 65; consistent with the increase for the NIS; introduction of mandatory employee contribution rate of 5.0% of payroll; phase-out of the PSPS to new employees; and limit participants in the PSPS to a maximum pension from NIS of 30% of the Annual Insurable Earnings Limit. For years, Dr. Gonsalves has been hinting at pension reform. Therefore, it is for the government to make its position clear as to how it intends to proceed on pension reform. Public servants have begun to get anxious. It is not for the New Democratic Party (NDP) to state what it will do. In 1992, the NDP government made adjustments to public servants’ pension, but in 2000 the NDP government was forced to revisit its position through pressure by the trade unions during the ‘Road Block Revolution’, undoubtedly aided by the ULP in opposition then. Now, the ULP regime has to fix it. The trade unions have their role to play in educating their members and make strong recommendation on behalf of their workers, so that that they can receive the best package possible. However, what we have observed from the five (5) recommendations put forward by Dr. Gonsalves is that they are all austerity measures. A government which has been accusing the NDP wrongfully about austerity, has once again placed on the table austerity measures to deal with its fiscal situation. Is this a labour government that cares about workers? The NDP will continue to monitor the situation as it relates to pension reform while developing its own position. The fiscal problems that the ULP regime is presently experiencing, where it is forced to review the pension system, are due to the mismanagement of the country’s economy, i.e. failed economic policies and government’s neglect of the productive sectors. The government is unable to stimulate the country’s economy to provide economic growth and development, which will ultimately provide jobs for thousands of young people who graduated colleges and universities. It is for the ULP regime not the NDP to fix the pension situation in St. Vincent and the Grenadines.

The Doctrine of Largesse

“To forgive and to be forgiven are the two points of holy magnificence and holy modesty; round these two centres the whole doctrine of largesse revolves.” - Charles Walter Stansby Williams (1886-1945) – British poet, novelist, playwright, literary critic, and theologian. THIS WEEK’S TOPIC may have unearthed some curiosity among the reading population. The combination of the four words appearing in the title may have generated some curiosity – especially the very last word in the heading. Some readers may have ventured to search for their dictionaries or to conduct an Internet search before proceeding to read any further. Others may have commenced the reading journey, and would have discovered that the Walter Williams quotation that was used to introduce this week’s essay, provided some insights into the meaning of the word and the doctrine of largesse. The Merriam-Webster dictionary indicates that “largesse” is a noun. It is described as “liberal giving (as of money) to or as if to an inferior.” It conjures up an image of someone extending alms to someone in need. We could therefore appreciate and admire individuals who are ready and willing to assist others in need. And therein lies the power of the thought that Charles Williams shares with us in relation to “The Doctrine of Largesse”. We all have the power to engage and embrace this doctrine to give and receive forgiveness. So many of us burden ourselves down by holding on to and nurturing a spirit (an evil spirit) of un-forgiveness. We resent those who may have hurt us many decades ago: a father who never provided maintenance money while mother struggled to keep food on the table or provide the items needed for school; a friend who disclosed a most intimate secret; a neighbour or woworker who lied and/or gossiped in a manner that tarnished our image or reputation, and so on. We can all find excuses to fuel caustic and destructive resentments and a spirit of unforgiveness. In so many ways, life can often seem like a game of Chinese Checkers. We are reminded that part of the strategy in playing this game is to always remember that the road a player selects to get to the other side of the board can be used by another player to head in the opposite direction. The imagery conjured up here is to remind us that, while we reflect on the fact that others have hurt us, we must be cognizant of the fact that we have also hurt others. Life is a two-way street. Sometimes our exacting physical and/or emotional pain on others may not be intentional. Sometimes we hurt others in our innocence — not intending to do so. Some casual conversation (not spiced with malice or ill-will) could be relayed in a manner to inflict hurt on a dear friend or relative. On other occasions, we may have purposefully engaged in an activity that was intended to “maim” another. Regardless of the motive, there are times when we reflect on our actions and inactions, and realise that we were wrong. In that moment

of reflection (and in our humility, we may desire to be forgiven — to make amends. There is nothing wrong in being big enough to be small enough to apologise; to embrace the doctrine of largesse and be prepared to forgive even as we wish to be forgiven. Our Lord and Saviour Jesus Christ, in teaching his disciples how to pray, recommended that they should ask God to “forgive us our trespasses as we forgive those who trespass against us”. There is wisdom in freeing ourselves from the shackles of unforgiveness. In pursuing the doctrine of largesse, we must be prepared to forgive those who have hurt us — in whichever way they did. Holding on to hurts has a way of hurting us even more. We rob ourselves of the peace that comes from releasing those who may have wronged us. Holding on to a negative memory and wishing for an opportunity to exact some degree of “punishment”, will only cause to hurt us more. We have to learn to exorcise the hurt — get rid of it (for our own sake and for peace sake). Some of this column’s readers may have heard the old story of the young man who was constantly irritated by an associate who would regularly jab him in his chest whenever they conversed. He once became so angry by the way he had been accosted, that he contemplated that he would place an explosive gadget under his shirt so that the next time his colleague jabbed him, the explosive would blow off his hand. While we contemplate the foolishness and self-destructive nature of the solution, we could appreciate that in so many instances, our desire to seek revenge is just as self-mutilating. Forgiveness is the better option. The relationships in many homes, schools, neighbourhoods, workplaces, and churches, can be healed when we embrace the doctrine of largesse. When we are all big enough to be small enough to apologise, to make up, and take proactive steps to build better lives and stronger societies. Life is too short for any of us to hold on to hurts. Life can be so much more fulfilling when we free ourselves of the caustic memories that retard our joy and dampen our spirits. We must break loose and fly free as we advance the doctrine of largesse — forgiving even as we desire to be forgiven. Giving our forgiveness and learning to accept it too. Forgiving others, forgiving self, and accepting the extended hands of those who reach across time and space to build and rebuild bridges of love and friendship. Mahatma Gandhi reminds us that “The weak can never forgive. Forgiveness is the attribute of the strong.” We are strong enough to forgive. Panama cuts ties with Taiwan

New diplomatic ties sealed with a handshake between China’s Foreign Minister Wang Yi and Panama’s Vice President/Foreign Minister Usabel de Saint Malo. IN WHAT IS VIEWED as a diplomatic coup in favour of Beijing, Panama has cut long-standing diplomatic ties with Taiwan in favour of establishing relations with China. The Panamanian government said it recognised there was “only one China” and considered Taiwan part of it. The number of countries recognising Taiwan has dwindled in recent years, as China’s economic importance has grown. The last country before Panama to switch its allegiance was Sao Tome and Principe, in December 2016. Taiwan, meanwhile, continues to benefit considerably from its ties with SVG. It rakes in about EC$2 billion annually from SVG’s High Seas Fish Licence and the use of SVG’s national flag on its fishing vessels in international waters and does not pay its fair share of tax. It is high time that SVG cut ties with Taiwan too. Panama did not give any reason for switching its diplomatic allegiance, but there has been growing economic co-operation with China in recent years. Chinese companies are developing ports in Panama,

and Chinese state firms are said to have expressed interest to invest in Panama. In contrast, Taiwan has failed to invest in SVG. Taiwan has been in SVG for over 30 years, and not built one factory in SVG. Taiwan is technologyadvanced, but has not provided SVG with any technology transfer. Taiwan has not set up any trade deals to help SVG export to Taiwan. In over 30 years, Taiwan has not imported one dollar of goods from SVG companies. Even though it is obvious that our economy is weak and our people are suffering, Taiwan does not set up bi-lateral trade deals with SVG. Taiwan’s presence in SVG is holding back our economy. Instead, it takes and takes. Panama’s minister of foreign affairs, Isabel de Saint Malo de Alvarado, believes the new relationship with China will lead to trade and investment opportunities, and in particular, “exporting more goods from Panama to China”. This is what SVG needs — a partner who will help SVG companies to export. We should cut ties with Taiwan and form ties with China. This would boost our economy and create thousands of new jobs. Can we be faulted if we conclude that Taiwan does not want SVG to be economically strong …. to be able to stand on its own two feet as an equal partner? We get handouts for which we are expected to be eternally grateful.

Taiwan has been in SVG for about 30 years. That is more than enough time to create a strong economy, if Taiwan had wanted that for SVG. The International Commission for the Conservation of Atlantic Tunas says that fishing vessels should offload their fish catch in the country of the flag the fishing vessel is flying. Taiwan has been using SVG’s national flag for many years and should be offloading their catch in SVG. However, they do not, and our economy and people suffer as a consequence. We must take back our fish licence from Taiwan and set up our own billion dollar tuna-fishing and canning industry with China, to bring in billions of dollars of revenue to the SVG Treasury. With that money, we can create thousands of new jobs, build our own SVG university, improve hospitals and other health facilities in SVG, provide free education from preschool to university, and connect every house to mains water and electricity. In a judgement handed down March 2012, the region’s Court of Appeal had dismissed Lovelace’s appeal against conviction, but then U.Kbased lawyer Shiraz Aziz, who had conducted the appeal, did not appeal sentence, and efforts by Lovelace to get an extension of time from that Court, to appeal sentence, failed.

The Privy Council, however, ruled that the provision the region’s Court of Appeal relied on to refuse the extention of time, was unconstitutional. The former long distance runner of Belmont was sentenced to death February 26, 2010, for the murder of 12-year-old female pannist Lokeisha Nanton of Sion Hill. A 12member jury had found him guilty on July 15, 2009, following a retrial. Nanton’s nude body was found hanging from a mango tree in an area at Sion Hill called London Road, on the morning of July 2, 2002. An autopsy showed that she was strangled. Bacchus-Baptiste was not available for comment at press time, Thursday, June 15, as she was otherwise engaged.

TDC conducts beach clean-up BRIGHT AND EARLY, on the morning of Saturday, 27th May, members of Trinity Dive Club (TDC) set out from the Canash Apartments to engage in a beach clean-up, along the shore of the neighbouring Canash Beach. Each member of the

team, led by TDC’s President, Jesse Schmidt Antonetti and Vice President Alex Hames, was armed with gloves and a garbage bag, and struck a clear note of determination as they set about making a dent in what had become an

unfortunate situation of garbage accumulation. The Canash bay, situated just after the Calliaqua bay, is home to a long standing marina, and provides mooring facilities for visiting yachts. According to Club

President Schmidt Antonetti, recently the aged docks at the marina were dismantled and replaced by more modern facilities. She explained the situation as, “We didn’t know it then, but afterwards we realized that the concrete base of

Chunks of Styrofoam and other debris on the Canash Beach. the former jetties were layered with styrofoam.” She noted that some of this Styrofoam, as it floated on the water during the renovations, escaped collection by the cleaning crews and were taken by the tide to the shore of the beach on the opposite side of the marina. Some of it had also broken into tiny pellets and was scattered over a wide area of the beach. Over time, this, along with other garbage, had created a serious problem. The President was adamant that, “We walk this beach every day and we see this, … we could no longer leave it like this.” Anyone walking from the entrance to the beach towards the end opposite to where the marina is situated, would notice that the entrance to the beach was in pristine condition. That was because Trinity Dive Club had already cleaned that area during a previous activity. The club, however, felt that leaving the lower end (marina end) untouched would have been a job incomplete. When questioned about the importance of taking such a stance against beach pollution, President Schmidt Antonetti proffered her organization’s point of view. She said, “We are happy to do this because it’s our environment and if we don’t clean it up, it will

die basically. Look at these trees here; these are mangroves too and they do not thrive with garbage. We need to do this now or our future will be gone.” She also noted the pellets of styrofoam getting back into the water are likely to be mistaken for food and ingested by fish, turtles and other sea creatures, endangering their lives in the process. Exercises like these fit snugly into the aims and objectives of the Trinity Dive Club. The organization commenced operations in January, 2014. Among its aims were getting students to learn how to scuba dive and snorkel; but it also created an emphasis on learning more of, and working with the environment of the island which they had made their temporary abode. By the same token, even as the environment benefits from the club’s activities, its members themselves also benefit as they enroll for training by affiliate dive shops like Indigo Dive, Serenity Dive, and Dive St. Vincent, and become certified divers of the open water, in the first instance, and then as advanced divers. For its next activity, the Trinity Dive Club plans to do a dive clean-up where garbage deposited under water will be collected during dive sessions.

Questioning a pregnancy Dear George, I HAD A WORKMAN doing some work on my kitchen and bathroom a few months ago. The job took about 3 weeks to complete. My wife and I both work but she works nights, so she was at home during the day to oversee the work. To cut a long story short, my wife got pregnant, but there’s one problem. I don’t think the child is mine, as I had a vasectomy done. My wife is telling me it could still happen that she could be pregnant and that nothing is impossible. What is even more striking is the workman reduced his original price drastically, and is volunteering to do additional jobs around

the house for next to nothing. He said he discovered from talking with my wife that they are related. I don’t believe this child is mine, and neither do I believe this man is related to my wife. What do I do now?

Disconnect now!!! Dear George, THIS IS THE umpteenth time I’m telling my boyfriend that I am not and will never be performing oral sex on him. He started telling me about his past girlfriends who had no issues with that, and even implied he would have to leave if I “don’t get with the program”. It would seem, from her silence, that your girlfriend has made her decision about you. That being the case, it would be a good time for you to reassess the relationship and do what your heart tells you. Give her time to do her calculations, but you take the time to make the decision that is in your best interest as well.

Athletes make their mark

SEVERAL ATHLETES were able to leave a mark on Team Athletics SVG’s staging of the National Open Championships, last Saturday and Sunday at the Arnos Vale Playing Field. Shahila Lynch of High Performance won the Females 400m, the Long Jump and the Triple Jump. She ran away winner in the one lap event in 1minute 00.42 seconds. Leaps of 4.90m in the Long Jump, and 11.44m in the Triple Jump, put her ahead of her competitors. Lynch’s High Performance team mate Zita Vincent won the females 800 and 1500m in 2 minutes 28.28 seconds and 5 minutes 11.08 seconds, respectively. Also winning two events were X — Cel’s John Compton and Krystal Foster. Compton flung 12.12m in the Males Shot Putt and 37.65m in the Javelin, while Foster won the Females Shot Putt with a throw of 9.45m and the Discus28.75m. Another double winner Zita Vincent, on her way to winning the Females 1500m last was IT- DAT Academy’s Akani Slater, who copped Saturday at the Arnos Vale the Males 400m in 49.12 Playing Field.

Oliver enjoys first year on scholarship ONE OF THIS COUNTRY’S young male athletes currently on scholarship in the USA, says that he has thoroughly enjoyed his first year “outside his homeland.” And he certainly has much to be proud of since, during his first year of a two-year scholarship, the young man established two National Division Two records, and recorded at least one personal best. His records came in the 600 metres indoor (1 minute 19 seconds) and the 1000 metres (2 minutes 33 seconds). He recorded a personal best in the 800 metres (1 minute 52.05 seconds). Of even more significance was that Oliver was named Athlete of the Year for the Atlantic Region Conference for both indoor and outdoor meets for his Division.

VINCENTIAN since his return, Oliver said he was “happy to be part of such initiative and setup…. The experience was very good.” He was motivated, he said, by a situation in which athletes strive to be the best, adding, “To be the only Vincentian there, it was really tough for me, but I got used to it. I am fighter so I went through the season well.” With respect to the change from the grass track of SVG to the synthetic tracks of the USA, the young man admitted to making the adjustment “quite easily.” He proffered, “At home we came up training on grass, which we all have to be thankful for because here is where it all started. But looking ahead for our future athletes, I believe if the athletes here train on a synthetic track, we will produce better athletes.”

Home but no break Oliver is not sitting on his laurels during his break home. He remains a member of the IT-Dat Athletics Academy and continues his training while home, at the Arnos Vale Sporting Complex, under the watchful supervision of his coach and IT-Dat Director Michael Ollivierre. He identifies Ollivierre as being the one who “was instrumental in getting me off on the scholarship. He is like a father to me; he helps me a lot and guides me well.” The young man is also grateful to “my family and other persons who assisted me.” Of his ambitions, he said he has his eyes set on competing at the Olympics. “I continue to focus on my overall development and improvement, for my main aim is to go to the Olympics and gain a

TABLE TENNIS ENTHUSIASTS here now have their eyes on Michel Creese. Creese, a student of the St. Vincent Grammar School, manfully rose ahead of a field of 14 participants in the second leg of trial matches to select a team to train in preparation for the Caribbean Pre-Cadet Table Tennis Championships in Michel Creese – Jamaica, scheduled for ahead of the pack. August 2017. The second leg of trials was held in Bequia on June 10, at the Bequia Community High School. Officials of the SVG Table Tennis Association said that the leg was held in Bequia in support of a rapidly developing programme on that Grenadine island. The final set of trial matches will take place this Saturday, starting at 9:00am, at the West St. George Secondary School.

SVG chase another OECS U-23 Netball title SINCE THE commencement of the Eastern Caribbean Central Bank (ECCB) OECS Under-23 Netball tournament in 1991, St Vincent and the Grenadines has notched up the most titles- 14. Come this weekend in Grenada, the Vincentian team will be looking to make it number 15. To do so, they will have to overcome the might of current title holders- Grenada, former champions St Lucia and St Kitts. In addition, SVG will face-off against Anguilla and Montserrat. Carrying the hopes for St Vincent and the Grenadines are twelve players, six of whom were part of last year’s team that was runner- up to

Lucia and St Kitts as the teams to give St Vincent and the Grenadines the greatest challenge, as Dominica will not be participating in this year’s edition. Apart from Harry, Pearlina Thomas, travels with the team as manager. The tournament has special meaning for Harry, as the last occasion St Vincent and the Grenadines lifted the subregional Under-23 Netball title in 2013, he was installed as the team’s coach. St Vincent and the Grenadines’ tale of 14 titles began in the first year of the

tournament in 1991, with subsequent consecutive titles in 1992, 1993 and 1994. Other titles fetched by St Vincent and the Grenadines were in 1996, 1998, 1999, 2000, 2001, 2002, 2006, 2007 and 2012. While the Vincentians hunt their 15th title, Grenada will be looking to make it a hattrick, having recorded back to back s in 2015 and 2016. Grenada also won in 2003, 2008 and 2010. Completing the list of winners were St Lucia- 1995, 1997, 2004 and 2005 and St Kitts- 2009 and 2011.

Team Rivals demolish ASCO Highest ranked CARL JOSEPH Law Chambers ASCO continued their hapless season in the NLA Premier Division Cricket Competition when, last weekend, they suffered their latest humiliation, going down by an innings and 119 to Team Rivals. ASCO again failed to get past 100, this time in either innings.

In their first, they managed a mere 87 for 8, having been undone by the bowling of Roniel Jeffery 3 for 7, Orlanzo Jackson 2 for 23, and Obed McCoy 2 for 30. Team Rivals replied with a formidable 278 from 46.1 overs, with Jeffery completing a fine allround performance with a topscore of 65. Rasheed Fredericks hit, and McCoy put bat to ball to register 54. Fast bowler Konard Adams was ASCO’s most successful bowler with figures of 4 for 66. ASCO fared even worse in their second innings, managing only 72 for 8 in the 16.3 overs they faced, with Kelshun DaSilva accounting for 46 of his team’s total. The spin attack of Asif Hooper, 4 for 31, and Orlanzo Jackson, 3 for 29, saw to ASCO’s demise. Caribbean U-19 Squash player VINCENTIAN Mikal Quashie is currently the highest ranked Caribbean Male Under-19 Squash player on the World Standings. The most recent World Squash Federation rankings list Quashie in the 12th position, a jump of 22 places. The resident of Paul’s Avenue was previously ranked 34th in the world. Contributing to his elevation was his pouching a gold medal in the Boys Under17, and silver in the Under-19, at the World Junior Circuit Massy United Insurance Barbados Open, last December. The manner in which Bangladesh achieved their semifinal berth forced observers to take them seriously. That country has faltered at the finish line time and time again. It will be an Asian final in any event, much to the disgust of many other contenders. West Indies had to be satisfied with viewing the ICC Champions Trophy from a distance. The lessons gained would have to be put into practice readily, on the field of play. On their home turf, the WI squad found themselves in the firing line through a passage of indecision. By the time they realised what was happening, Afghanistan had romped to a comprehensive victory in the first ODI. The West Indies had to wake up and save pride. They asserted themselves in the second and managed to share the series after the third was abandoned owing to rain. Hopes were raised that Vincentian Kesrick Williams might have been called in as a replacement for Shannon Gabriel. It turned out that Cummings was given the nod, so Kesrick will have to wait on another opportunity. I have an obligation to keep those who missed the results of the U/20 Fifa World Cup satisfied. Venezuela hit the upright, missed a penalty and in between those of which to be ashamed. The success of that U/20 squad will spill over into an emerging generation and provide the reserve. Their second goal was a boost, but the Trinidadians will find that football in Central America is different from normal. There was no reason why Trinidad and Tobago was denied a penalty kick when one of their players was taken off the ball with a Costa Rican, almost tearing his shirt off. How could that be missed is astounding. All is not lost however, and there may yet be a silver lining behind the dark clouds over the Soca Warriors.

SV United retakes Biabou Football honours SV UNITED BEAT Biabou Stingers 2-1 to lift the Hairoun Biabou Football League title last Sunday at the Biabou Playing Field, returning to a place to which they have become accustomed. An own goal and a strike from Akram Edwards helped SV United to the title. Curlon Joseph netted for Biabou Stingers. For regaining the League crown, SV United collected a $1500 cash prize, medals and the Selwyn ‘Compo’ Cumberbatch Memorial Trophy. The late Cumberbatch is credited with having contributed to the start of the Biabou Football Competition, when he served at the Biabou Police Station, during his tenure with the local constabulary. Biabou Stingers earned themselves $1200, a trophy and medals. TAX PAYERS SADDLED WITH CHARTERS’ BILL TWO CHARTER FLIGHTS arranged by the Government of St. Vincent and the Grenadines to coincide with the February 14, 2017 – Valentine’s Day – opening of the Argyle International Airport, have left taxpayers holding the bill. The much heralded charters — Sunwing from Pearson International Airport, Toronto, Canada, and CAL from JFK Airport, New York, USA, were arranged at a total cost of EC$986,775. The aim, according to Tourism officials here, was to offset this cost through the sale of tickets/seats. However, this effort fell woefully short of the desired target, with takings in this regard amounting to EC$692,954.

As such, therefore, tax payers here, already burdened with increased taxes of one sort or the other, have been left with settling the shortfall of EC$293,803. All of this information was disclosed by Prime Minister and Minister of Finance Dr. Ralph Gonsalves during last Tuesday’s Sitting of Parliament. He was, in fact, responding to questions on the costs of the charters, how much was recovered through sale of tickets, and the source of the monies for the initial outlay, posed by Leader of the Opposition Dr. Godwin Friday. Dr. Friday had directed his question to the Minister of Tourism Cecil Mc Kie, but the

Prime Minister/Minister of Finance rose instead to offer the government’s response. As to the source of the initial outlay, Dr. Gonsalves informed the House that this was accessed from the SVG Tourism Authority’s budget, since the charters were as much a promotional effort. This, Dr. Gonsalves assessed, was in keeping with due process since SVG Tourism Authority has been tasked with the responsibility of promoting St. Vincent and the Grenadines as a tourist destination, and the new international airport facilities now available in the country.
