McKenzie articulated with a passion.

Her husband shared a profound reason why Jackson Bay should remain as it is, without a jetty. “The beach is used by poor people,” he said.

A petition in opposition to the proposed jetty has already surfaced in Layou. The persons who spearhead this is hopeful that they will get a clear majority of persons to sign on.

Obeah and Witchcraft in Grenada Customs

Persons who work at the Customs Department (Head Office pictured) are being accused of engaging in acts of obeah and witchcraft.

IF ANYONE THOUGHT FOR A MOMENT that obeah and witchcraft were removed from the landscape of societies across the Caribbean, think again.

Fingers were pointed

recently at the Customs Department within the Ministry of Finance of Grenada, accusing persons therein of engaging in such practices.

The New Today newspaper of Grenada, last week, quoted what they said was reliable sources as saying that some Customs offices were allegedly engaged

in “obeah on the job” and that some of them had “dirty hands”.

One source, The New Today continued, that some officers are regarded as “treacherous” and cannot be trusted by their own colleagues.

This source, according to the newspaper, referred to an incident in which a senior member of staff at the Customs discovered something suspicious in his office.

That member of staff is supposed to have said that “…one of the officers tried to do him or

somebody tried to do him and they put it dey.”

There has also been a report of a separate incident at the St. George’s main port, when another senior member of staff of the Customs spoke out openly against some members of staff who he alleged were involved in witchcraft.

According to a source, that senior officer did not mince words when he chided some of his colleagues for turning to Obeah and Witchcraft in order “not to get transferred, just to get

things” and urged them to put “a stop” to these acts.

There was also talk, The New Today reported, that at least one senior member of staff engages in constant prayer supposedly to ward off evil forces at work in the Customs Department.

Dominica: First to commission HIFU machine WITH THE COMMISSIONING of a High-Intensity Focused Ultrasound (HIFU), Dominica has taken the lead in this regard in the Caribbean.

The machine, installed at the Dominica-China Friendship Hospital (DCFH), Dominica’s main hospital, was donated by the Chinese government and is estimated to cost US$2.5 million.

It will be used to treat tumors- both benign tumors and certain malignant tumors, especially prostate cancer.

At the commissioning ceremony last week Thursday, Minister for Health, Wellness and New Health Investment, Dr. Irving McIntyre declared, “Today is another historic moment in the continued development of hospital services in Dominica,” Dr. McIntyre explained that the capacity of the machine will exceed that of the needs of the population, “but citizens must feel a measure of comfort that they can receive treatment right here at home for treatment that otherwise would have been obtained in the US and elsewhere.”

According to him, there are no other HIFU facilities in the OECS or even in the rest of CARICOM. And as the Dominican government continues on its thrust to upgrade the

Our politics, our democracy UNTIL WE CAN BETTER understand how politics works, including our own part in its dysfunction, there’s no chance of fixing it.” Patrick Chalmers.

Journalist What better way to begin delving into how our politics work than to peep in on the word ‘democracy’, the overarching system that should form and frame our politics, governs us and ensure the good for all. Yes, we should peep in on what democracy means for us and how it manifests itself in our milieu.

For most of us democracy is supposed to be about “government of the people, by the people, for the people…,” a la Abraham Lincoln.

Eric Arthur Blair, better known under his pen name George Orwell, would have frowned on this understanding. He was less pragmatic and classified ‘democracy as a meaningless word with several contradictory meanings.’

The extent to which some of our political leaders have embraced this classification is a call for careful scrutiny, since in the long run, it is the people’s salvation that matters, not that of the elite in a true democracy.

Here at home we have accepted in an almost flippant matter-of-fact manner that we live in a democracy which safeguards equal rights and justice for all. One should perhaps qualify this and say, ‘under the law’.

After what would be this year 43 years of independence, and a period of building our own democracy, we have failed to widely discuss what this means for us. We have allowed those who ‘lead’ the freedom to define it and put it to use on our behalf.

Sadly, there is a danger therein of those who lead using democracy as a cover. They twist its essence and set or reset it standards.

In so doing, those who lead reveal their hostile mindsets and intentions, encapsulated by an acceptance that democracy is just a tool to repress anyone who disagrees with them and to contain the development of other countries.

We have seen right here in the Caribbean, some with authority vested in them by the people,

taking democracy as a political tool for selfish gains, and build small blocs to create division and confrontation in the society with the aim of holding on to their power and privileges.

Instead of instigating dialogue on the state of our democracy so as to arrive at promoting right conceptions, we sit back in our armchairs, the elected Opposition inclusive, and accept the reading of those who govern, fearing that we might lose what this democracy, crafted by the elite, have thrown out for our consumption.

Can we say with assurance that our democracy is not the kind that wakes up at the time of voting and goes back dormant afterwards??Does it ensure that the people have the full right to know, to express, and to supervise; that the people participate in every part of democracy - “from the people, to the people”?

Both history and reality have fully proved that China’s model of democracy fits in well with its national conditions. It enjoys the support of the people. It is real, effective, and successful democracy.

If we wish to preserve the Constitution in which we have sought to enshrine the principle of Government of the people, for the people and by the people, let us resolve not to be tardy in the recognition of the evils that lie across our path, and which induce people to prefer Government for the people to Government by the people.

Should we be asking: Is our Democracy in crisis? Are the values it embodies–particularly the right to choose leaders in unencumbered elections, freedom of the press, and the rule of law–under assault and in retreat?

Democratic governments allow people to help set the rules to which all must adhere, and have a say in the direction of their lives and work. This fosters a broader respect for peace, fair play, and compromise. Autocrats impose arbitrary rules on their citizens while ignoring all constraints themselves, spurring a vicious circle of abuse. Nuff said.

A Credit rating of B3 is not Good I WAS EXCITED to see “Moody’s projects accelerated growth for SVG this year, “ reported in another local newspaper. So I immediately dived into the article only to see we were given a B3 rating. When did B3 become a good grade? A B3 rating is terrible news for any finance manager, for the record. If I brought back such a rating as a City Manager, I would have been fired. I can safely say I would never have invited a rating agency to review my finances, knowing of such a likely poor outcome.

What is the true meaning of a B3 rating? According to Moody, B3 is a rating given to “obligations considered speculative and subject to high credit risk.” Some may say these bonds are not suitable for sale to widows and orphans.

To better understand this rating, I must point out that a B3 rating is like placing 16th in a class of 21. I suppose we should be thankful we did not come in last.

But all is not lost; after all, we paid for this report, so they had to find some comforting word for us. I am not casting any aspersion on the report other than to remind readers that the government of SVG paid for this report. Since the 1970s, Moody’s and other rating agencies have required those looking for a “rating” to pay for the review. Now regulations are in place to ensure that rating agencies do not boost the rating at the request of the issuing agency.

Back to the report, the extended narrative stated we were considered stable. Moody’s reaffirmed a bond rating of B3 with a stable outlook. The report noted that SVG remains vulnerable to “climate shocks.” Nothing new there and certainly nothing we can do about our geography.

After our team presentation to the fried analysis and the rating board, I found it interesting that we could not convince them that we have an effective diversification plan for our economy. We were, however, successful in convincing the board that despite our high level of debt, our ability to repay remained

stable. Mainly because of our continued access to grants and bilateral financing.

The stable outlook reflects Moody’s expectations that growth will accelerate this year, following the pandemic shock and volcano eruption last year. They are hoping we will be able to facilitate some debt consolidation in the upcoming years. Another significant contributing factor helping to hold up our B3 rating is the strength of the EC dollar. The fact that our currency is tied to the US dollar at EC$2.70 to US$1 provides a stable environment and a cushion for inflation. Moody’s expects our debt to increase over the next 2-3 years but will stabilize after the current wave of borrowing.

Also included in this document were a few hints as to what we need to improve our bond rating. The Moody’s document discusses a 70% debt to GDP ratio as a desirable target. The report was complimentary of the fact that we were able to show some positive growth in 2021. It also hinted that we need to eliminate or reduce our fiscal deficit to the pre-pandemic era of 2-3%. I would like to see the government commit to a balanced budget annually.

With this rating in hand, the real bad news is that we can expect an interest rate of between 8-12% on the open money market. If we add an early call provision to an issue, this interest rate could increase. An early call option is always a good idea when faced with such high-interest rates. The bottom line is the cost of Money will remain High because of our B3 Bond Rating.

You may this is six of one and half a dozen of the other, but whatever it is, that’s how I feel.

Now take this Quarry Business in North Leeward. It is now clear that many persons in government knew about this project well in advance of the time it broke as “news’ to the people of North Leeward.

Something has got to be wrong with us, especially those in authority, when they feel that the people who put then in those positions of authority, must be the last to learn about plans for them (the people) and their communities.

Something must be wrong with us when a few people feel they can

take advantage of the majority of people.

Worse… something is wrong in this country and something smells fishy, when the prime minister of this country is learning for the first time almost as an aside, that “we” are going to make amendments to the Memorandum of Understanding between the Government and the Company which has been granted the lease on land in Richmond and go ahead to operate a quarry.

Something must be wrong when it is only after we sign the MOU and only after the people in North Leeward lick-up and persons across the country start to bawl about how much of the aggregate we will get and how much the operators will be allowed

to export.

I wonder if the Government of Dr. Ralph Gonsalves would be brave enough to do a poll to find out how Vincentians feel about what the Russians are doing to Ukraine?

Maybe, what he might find out will show that what the government

and his position is, does not reflect what the majority of people think about this war started by Russia. And further, this is about a war and not about what the USA and Russia are playing behind our back. This is simply about people killing people - soldiers and innocent civilians, including children — and this cannot be right any way you spell it.

Animal Farm IT IS APPARENT that some communities including Union Island are nothing but an animal farm. Cows, sheep, goats roam freely causing wanton destruction to the environment. It is often necessary to erect fences to keep them out and even then, they seem ingenious in inventing ways to get in.

Overgrazing is causing soil erosion leading to the washing away of the topsoil into the surrounding sea, where further damage is caused to the coral reefs and marine ecosystem.

Because the animals eat much of

the edible vegetation, there is a proliferation of poisonous plants.

While it may take one acre to support one cow, sufficient food can be produced to feed a family growing crops on a half-acre.

Traditionally, Union Island has successfully grown corn, pigeon peas, cassava, potatoes, okras, peanuts, and vegetables. In recent times, the Pollard farm at Richmond, Union Island grew practically all the local vegetables and supplied the market and the hotels. There is no doubt that Union Island is fertile and can be

very productive. Fruit trees grow sweeter fruits. Production of tropical fruits and vegetables can be unlimited if the animals are kept tethered. No one seem to be in charge and the chaos created by animals on the loose is creating extreme poverty on the Island.

Our democratic rights are being restricted by these stray animals and unless something is done, our very survival is at stake.

Improving the bus system THE BUS SYSTEM continues to be a problem, especially to commuters throughout the island.

Let us take North Leeward for example.

On any given day, at certain times, leaving North Leeward for ‘town’ and/or returning is difficult. In North Leeward there are not many vans that operate, it is mainly taxis. Most of the vans and taxis are available in the early hours up to around 7:30 am. After that there is a long period of waiting.

Coming from town many times commuters have to rush to secure a

seat in either a taxi or a van. There needs to be an organised bus system not only here in North Leeward but throughout the island.

It is unfortunate that the E-Bus Monitor system is like a white elephant; it is hardly used because very few vans have registered in the system. The installation of the EBus system is good; it can provide relevant information to the commuters, since they would be able to monitor van locations, estimated times of arrival, and can eliminate some of the anxiety of commuters.

I would like to

recommend an organised system where the E- Bus monitor is utilized and one that includes a ‘line-up’ system as is done in some Caribbean islands. This can eliminate ‘the- runningagainst-one-another’ mentality and ensure a regular flow of transport. This will also reduce the aggressiveness and harassing of passengers by some conductors, and offer an equal opportunity to van operators.

I know it will be a difficult task to undertake; this method was tried in North Leeward but did not

I am saying here that Dr. Ralph Gonsalves, immediately and without delay, must reinstate with appropriate benefits all our heroes who were unduly sent home from their jobs.

Prosperity and peace for all the Catholics, sing a song that goes like this: Let there be peace on earth let it begin with me. Let there be peace with my brother the peace that was meant to be.

Dr. Ralph Gonsalves must put this song into action and reinstate all contributors who are nation builders.

Dr. Gonsalves says he reads the Holy Scriptures. In Gen. 2 God told Adam and Eve to obey or they will die. They disobeyed, but God found a way to repair it through his love.

“Blessed is he that considereth the poor… great is thy faithfulness morning by morning new mercies I see”.

I SEE THAT British Royalty is back in the region. As I write, Prince William, Queen Elizabeth’s grandson, and his wife Kate (Duchess) are in Belize dancing away a storm.

Interestingly, they spent some time in Hopkins, a community of Garifuna (Garinagu), where I understand, they danced to the rhythms of people whom their ancestors would have wound up, chained and banished to places like Honduras and eventually Belize.

What a thing in this period when we are supposed to be locked in a battle with the regimes of England, France and the likes, for reparation for the evil they and other European countries inflicted on millions of black, African people they enslaved.

Instead of welcoming the likes of British Royalty to our region, we should be demanding an apology from them. To have them in our midst is an insult to our dignity and our independence for which we fought so gallantly.

Yes, the British Royalty must be made to apologise for the sheer cruelty and its lasting effects wrought upon us by their acts of genocide.

And while I would want to believe that the current representatives of British Royalty will never condone a repeat of the genocide of slavery, this does not rid them of the obligation of issuing a simple apology on behalf of their predecessors for their evil ways, so well documented in our history.

THE CURRENT athletic season is turning out to be a very busy one as schools and national athletics clubs engage in their yearly events across Saint Vincent and the Grenadines.

On Friday, March 11, 2022, the Cumberland playing field was the venue of quite the spectacle as the Troumaca Ontario Secondary School, hosted the All Leeward Secondary School Athletics Meet, that included the other schools on the Leeward side of the island: Bethel Secondary, Buccament Bay Secondary, Central Leeward Secondary and Petit Border Secondary. The meet produced some extremely exciting races with photo finishes as athletes gave their all on the field to give their eventual schools bragging rights as champion of athletics in all of Leeward. As we look back on the well-executed athletics event, we pause for a moment and acknowledge that prior to 2015, hosting an event such as this one would have been impossible since North Leeward had no such facility that could accommodate an activity of this type.

This situation holds true for a number of communities across the country where brand new facilities have been constructed and the significant work done on existing facilities. The Comrade Ralph lead Unity Party Lead government has made significant investments in sports and sporting facilities across the country since coming into office in 2001. This significant investment in sporting facilities can be seen from Rose Bank and Rose Hall in North Leeward, to Sandy Bay in North Windward and communities between. The physical improvements in sporting facilities along with the work of the sportsmen/women and their coaches have together been responsible for improved performances in many sporting disciplines in local as well as regional events.

Living With COVID-19 that on his return to SVG after being out for 20 years, he saw no improvements in sporting facilities, smacks of the kind of blatant dishonesty associated with the hapless NDP so desperate for power they would do and say anything. WE WERE CONFRONTED by many challenges in the past year. We have continued to endure the devastating effects of the COVID 19 pandemic. From the outset, I urged that this scourge, unprecedented in our lifetime, would require us to work together as a united front against it if we are to limit the damage and recover as quickly as possible. That remains the approach we must pursue, all of us, and we can here recommit ourselves to do so in the spirit of Chatoyer. We are not out of it yet. So, we must continue to protect ourselves and others around us.

We cannot let it divide us and cause more pain for some who are made to carry a heavier share of the burden than the rest of us. I also cannot stress enough that vaccines are our most powerful tool in the fight against the virus. They have saved Vincentian lives.

Following our brotherhood of free nations and our values however, we believe that COVID-19 vaccination is an individual choice.

As we learn to live with COVID, we must recover from COVID’s other devastating impact — the costly loss of livelihood across our land.

We must rebuild the pillars of our economy, by supporting our tourism sector to recover and by backing our farmers and fisherfolk, among other things.

We must begin to invest in the infrastructure that will support growth long into the future. We must attract sustainable investments that are aligned with our goals of creating jobs and growing our economy. How we recover will determine our trajectory for decades to come. It will determine the job opportunities for our nation, but especially for our young people, who we cannot afford to lose to other countries with greener pastures. Our brighter future depends on keeping them here contributing to our development; giving them real opportunities to be heroes in their own way

La Soufriere Eruption We are also recovering from the eruption of La Soufriere. When the volcano erupted last April, overnight our lives–especially those of our brothers and sister from the communities in the North–were turned upside down. Thousands fled their homes seeking refuge in safer zones. As a people, we showed our true, kind spirit and provided shelter, food, and comfort to those most severely affected. Our brothers and sisters in the region and our diaspora in the USA, Canada and UK also gave generous support that helped our people to cope with the physical and economic disruption in their lives. But the ordeal is not yet over.

The rebuilding of lives, economy and communities will continue for a long time to come. But rebuild we must. And the pace must accelerate so that that life for the affected persons can return to normal, and hopefully better than

before. That is a commitment we must give the people of Sandy Bay and Owia, of Chateaubelair and Fitz Hughes

Everyday Heroes The purpose for designating national heroes is not only to recognize the outstanding contribution of the individuals so named; it is also done so that we can hold those persons up as outstanding examples for others to follow. They must serve as inspiration to our citizens.

As we were tested by the twin disasters of COVID and volcanic eruption, many people performed heroically. Throughout the pandemic, teachers, nurses, police officers and private sector workers continued to provide service and to do so safely and effectively. They deserve praise and our gratitude. The need for their quiet heroism continues and we expect them to deliver as they have done. The same goes for those who were called to respond and did respond in a mighty way when the volcano erupted. They too are in our debt. Because not everyone who have made their mark on our nation gain due recognition for their efforts, I want to celebrate them today.

There are also many everyday heroes. Persons who perform random acts of kindness, expecting nothing in return. Those who reject cynicism and see value in community service and volunteerism. How much poorer life would be without them. So, we must encourage them and even if only on this day, say thanks and urge them on. For those who value public service and give their lives to it, whatever the cost. They who do so because they know it is noble to serve their people and that service is its own reward.

In that spirit, I must recall the service and the passing of one of our greatest nation-builders, former PM Sir James F. Mitchell. He always believed that as a nation, we could do great things. That we can punch above our weight. That we had untapped potential. He devoted his life to seeing this realized. May his example of service inspire us to give of our best during our time. These are all people who are helping to forge our nation in the true Vincy spirit. Today, I salute them all.

Defend Our Patrimony In our pursuits, and as we push forward as a nation, we must never give up the invaluable birth right which God has given to us. Decisions on development should always balance benefits with the costs to our community, and must always involve the people in a meaningful way in that undertaking.

We are a small country. Unlike vast countries like the USA and Canada, every bit of land is precious as it must support not just us and our children, but their children also and generations well into the future. We must guard against so-called developers, their abettors and others who would sell out the future generations of our country by digging up their birthright and shipping it overseas for pennies.

Thus began the Age of Discovery. It was first the wealth extracted from Africa, then the trade in Africans, argues French, ‘that set the creation of an Atlantic world into motion.’

Trade in enslaved Africans soon exceeded the value of gold in driving Europe’s expansion, notably providing the black labour, which created the fantastic wealth of sugar-producing Caribbean islands. Howard French forcefully noted, ‘the Empire was making the British state, not the other way round.’

There was a steep price for European ascendancy. Beyond the 12 million shipped across the Atlantic, the average lifespan of the human chattels who survived that cruel ocean crossing was seven years. The term ‘scramble for Africa’ is commonplace, but the unacknowledged reality is that what created the ‘Atlantic world’ was the scramble for Africans.

The consequence for Africa was colossal: depopulation, weakening local traditions and destabilising authority structures. The drawing by Europeans of arbitrary boundaries took little or no account of geography, nor ethnic and linguistic ties. The cavalier disregard of regional histories allowed Western scholars to sneer that Africa had no history.

This erasure allowed generations of Westerners to flatter themselves that European colonists have bestowed the blessings of modernity on a backward continent.

In contrast, Howard French presents a terse resumé of the ‘benign’ colonial footprint: ‘By the late 1930s, France had a mere 385 colonial administrators commanding the destinies of 15 million African subjects. British Africa, with 43 million people, had a roughly comparable 1,200. By the late 1950s, the dawn of the independence era for the continent, out of a population of 200 million sub-Saharan Africans, European stewardship had produced only 8,000 secondary school graduates. Half of them were from just two colonies, Britain’s Ghana and Nigeria. In France’s territories, only about a third of school-aged children received any primary education.

Instead, starting with the devastation of the slave trade, what Europeans left were called ‘shatter zones’, where there has been a continuing erosion of trust. The aftermath of colonialism has left multiple mental and emotional scars.

The crudity and degradation of slavery led to a pervasive sense of white superiority. A mirror image from the humiliated and demeaned is the absence of persuasive alternative selfdetermination which contributes directly to the contention that Africa remains a ‘guest’ in the modern world.

In many post-colonial countries, black people still feel uneasy, like guests in their own homes, while white tourists or settlers are perfectly at ease.

To reverse this disconnect does not require that we rewrite history. Instead, we need to question the dominant Western narrative of the past 600 or so years, frequently shaped by selfjustifying Europeans. Howard French’s deeply researched book tips much of that standard interpretation on its head.

However, if Africa is not to remain a guest in the modern world, Africa needs to write itself back into history. If we don’t, no one else will.

‘AFRICA,’ COMMENTED the Somali novelist Nuruddin Farah, ‘was a guest in the 20th century.’ In his novel Sardines, Farah noted: ‘In this century, the African is a guest either in Africa or elsewhere… if not a guest, then a slave to a system of thoughts’.

Africa needs to reinstate itself into history and modernity to throw off a lingering unease at being peripheral.

That would represent a corrective both moral and factual, as for several centuries, Africa has been elbowed aside in the story of the development of the modern world. To rise above the status of mere guest, the continent needs to reassert itself back into the centre of this story. Reclaiming its proper role, the author Howard W French argues persuasively, would represent a decisive step in countering centuries of racist ‘diminishment, trivialisation and erasure’ of Africans from history.

In his highly acclaimed work, Born in Blackness: Africa, Africans, and the Making of the Modern World (Norton/Liveright, 2021), French upends the traditional narrative of the Age of Discovery. He details the role that Africa played, with its vast human and mineral capital, in creating European ascendency. Howard French convincingly maintains that ‘more than any other part of the world, Africa has been the lynchpin of the machine of modernity.’

This precept has gradually been written out of the story, though earlier European writers knew differently. In the mid-16th century, the Portuguese historian João de Barros wrote, ‘I do not know in this Kingdom a yoke of land, toll, tithe, excise or any other Royal tax more reliable… than the profits of commerce in Guinea.’ There was gold and ivory, but an omission in his admission of Africa’s contribution to Portuguese wealth was what became known as ‘black gold: slavery.

The conventional narrative is that Portugal was intent on reaching the riches of Asia and that Africa represented a vast continental impediment. ‘The continent is rendered a mere obstacle, and if trade with it is mentioned at all, it is merely as a sideshow, wrote French. The reality was that throughout much of the 15th century, Portugal, a small nation, became rich by devoting its meagre resources to exploring and then exploiting the west coast of Africa.’

But the African ‘sideshow’ narrative, taught as gospel, remains prevalent.

Howard French’s alternative proposition is simple: ‘It is a bedrock feature of how the West has explained its path to modernity by erasing Africa from the picture.’ Instead, Africa represented a treasure trove of gold and enslaved Africans for marginal Portugal.

By the 1480s, French writes, ‘African gold gave such a significant boost to Lisbon that the vaunted search for a route to Asia, long preferred as the standard explanation of Europe’s expansionary motivations during the Age of Discovery, was all but suspended. Portugal was simply too busy in Africa, where the returns remained extraordinarily high.’

In a reversal of modern Western assumptions, tales of fabulous African wealth reached medieval Europe with reports of magnificent royal progress by the Malian emperor, Mansa Musa. He set out on a pilgrimage to Mecca in 1324 with a 60,000 strong entourage.

SVG Government revenue down for

February 2022 ACCORDING TO THE VINCENTIAN newspaper of 18 March 2022, fiscal operations for the Central Government for the period ending February 2022, shows another fall in government revenue.

Collections recorded at the end of February 2022 regarding current revenue amounted to EC$86.8 million, compared to EC$96.9 million in 2021.

The EC$10.1 million shortfall has been described as significant.

It seems that the SVG economy is shrinking and is even more fragile and unstable than previously thought. It looks as if the economy is not far from collapsing, as it was explained in the newspaper article that ‘the economy was saved by property sales, including one major one in Mustique in 2021’.

It seems incredible that if it was not for one property sale in Mustique, the economy may have collapsed. One

Running an economy this badly is putting many thousands of jobs at risk. The ULP regime has been in government since 2001 and still after all this time, they have failed to create sustainable sources of revenue. This is a very incompetent way to run an economy and a country.

The Leader of SVG Green Party, Warrant Officer Ivan Bertie O’Neal BSc (Hons), MSc, MBA, who gained a BSc (hons) in Accounting and Finance and Economics from Oxford Brookes University, England, strongly contends that it is the poor quality of education within the ULP and its government that is the cause of revenue shortfall and a very weak economy for years.

The ULP regime has failed to manage Public Accounts adequately, enough to produce a fiscal surplus for one single year.

It was reported in the article that the ULP regime intends to conduct an interrogation with personnel within the Ministry of Finance to determine if there were any reportage issues. How on earth can these people run an economy and not know where revenue is meant to be coming in from?

The level of financial incompetence within the ULP regime seems to have no limits.

Under the ULP regime, the SVG economy is run under a strategy of high levels of taxation. It is no

wonder that the economy is shrinking and we have reduced government revenue. The high level of taxation is squeezing the ability out of businesses to operate. As more businesses are forced to close under the strain of high taxes, the pool of productive activity decreases. With a reduced amount of productive activity, there is less earnings to be taxed.

This creates a vicious circle of ever decreasing productive activity, resulting in an everdecreasing level of earnings by businesses to be taxed. The ULP regime’s high taxation economy is eating itself and cutting off its own source of revenue. It’s like a stupid hungry snake eating itself from its tail toward its head, enjoying the feeling of a full belly, but too dumb to realise it is slowing killing itself by eating its own body.

According to the Leader of SVG Green Party, Warrant Officer Ivan Bertie O’Neal BSc (Hons), MSc, MBA, the ULP Regime has given away more revenue in Fish tax exemptions to Taiwan, than the ULP Regime puts into the SVG Treasury. Taiwan is not a net benefit to the SVG economy.

The quickest and easiest way to create sustainable revenue for the SVG Treasury is to take back our Atlantic Ocean tuna fishing licence from Taiwan and create our own tuna fishing and canning industry. This will increase revenue for government and strengthen the economy.

Micro-Projects for Buccament

THE SVG RED CROSS COMMUNITY Resilience Building Project commissioned two microprojects in the Buccament community on Thursday 10th March 2022. The two projects are geared towards mitigating the negative impact of Climate Change.

One of the projects introduces students of the Buccament Bay Secondary School to a climate smart microgardening approach to agriculture. This afterschool programme will teach students the dynamics of developing: Grow Boxes and Raised Beds, Green Houses, Hydroponics leafy greens units and the Planting of fruit trees. The students will also launch the

The micro-gardening approach to environmental management is being led by a team of teachers under the guidance of Mr. Ronen Francis who is engaged in soil science research.

The second microproject that will be commissioned is the Buccament Bay Community Bus Shelter.

The shelter will allow for aeration, protect from

harsh heat conditions and from heavy precipitation events. In times of evacuation, this is a geographically

higher point in the community than the present muster point for evacuation, which is the community school. This

will allow for persons (especially older and physically incapacitated) to assemble at a much higher, and safer point

should the need for evacuation arise.

Senator Francis, though, is anticipating speedy attention to the matter by the Kingstown Town Board, which has jurisdiction over the facility, and which is presently fine-tuning a list of vendors who will be allocated space in the ‘new’ market facility.

One source told THE VINCENTIAN that priority is being given to vendors who currently operated on sidewalks, along streets and in open spaces in and around Kingstown.

What was speculated as a facility that was being renovated to accommodate about 100 vendors is now described as being able to cater to 300.

It is hoped that this new facility (part of the interior pictured) will reduce the number of vendors currently operating in the open across capital Kingstown.

THE FORMER Emerald Valley Resort and Casino located at Penniston is being rebuilt.

That’s according to Minister of Urban Development, Energy, Airports, Seaports, Grenadines Affairs and Local Government - Senator Julian Francis.

Minister Francis revealed on Tuesday 22nd March on Star FM that the facility, which was owned by several persons and entities including the Canadian Bank Notes CBN, the Da Silva’s of Star Garage, Lawyer Othneil Sylvester (deceased) and other private foreign investors but was

acquired by the National Lotteries Authority.

It has now been fully acquired by National Properties Limited.

PanoGrama, the virtual international steelpan competition which was last staged in 2020, makes its return from May 6 to June 12.

Twenty-seven pannists from eleven countries will comprise this year’s competition.

This marks an increase of two countries with St. Kitts & Nevis and Belize joining Antigua & Barbuda, Canada, France, Grenada, Jamaica, St. Lucia, Trinidad & Tobago, the USA and the US Virgin Islands.

Belizean pannist Alexander Evans is extremely excited to be participating in his first soloist steelpan competition. “It is a privilege and an honor to be the first Belizean to participate in this competition, and I hope to represent my country well and to remind the world that yes, Belize is here; we are strong in our Caribbean identity; and we can stand proudly on any international stage.”

Return frontline workers to their jobs

PRESIDENT of the St. Vincent and the Grenadines Teachers Union (SVGTU), Oswald Robinson is appealing to the government to admit that they were wrong to impose mandatory vaccination on frontline workers, and to give back

Robinson, speaking at a press conference at the SVGTU headquarters on Thursday 17th March, said that decision by the government to give back the sanitation workers their jobs, and the Minister of Health’s admission, were together a step in the right direction.

“I think they should go right ahead and admit that the whole issue was a mistake and reinstate our workers, because what is good for one group of course must be good for all,” Robinson said.

Last November, the government instituted its COVID-19 vaccine mandate, requiring police officers, teachers, nurses and certain other government and state entities employees to take the COVID-19 vaccine, as a standard of qualification for work.

Thursday’s Press Conference came a week after the High Court ruled that the court should hear the case by former government workers, who were dismissed for refusing the COVID-19.

This recent decision by the High Court has renewed optimism among the unions and their legal representative.

Dominican Cara Shillingford, one of the attorneys representing the unions, said that on the 10th of March, leave was granted to six individuals to apply for judicial review of the decision of

the Ministry of Health to issue a certain statutory regulation that, in effect, terminated the employment of some public servants in St. Vincent and the Grenadines.

She said that the unions were very happy with the decision. “We will therefore be filling a fixed date claim form applying for judicial review and also for constitutional relief on behalf of the affected individuals within the next week,” Shillingford assured.

Justice Esco Henry hearing the matter in the High Court, ruled that the court should hear the case by former primary school teachers Shanile Howe and Novita Roberts; Cavet Thomas, a former senior customs officer; Alfonzo Lyttle, a former assistant supervisor employed with the Customs and Excise Department; Brenton Smith, a former station sergeant of police; and Sylvorne Olliver, a former corporal of police. They all have brought a lawsuit against their government.

They were supported by their respective unions whose legal team comprises Jomo Thomas, Shirlan Zeeta Barnwell and Grenadian Joseph Layne and Shillingford.

Oswald Robinson, President of the St. Vincent and the Grenadines Teachers Union (SVGTU), said government took a right step and should continue in the direction.

Meanwhile, President Robinson reassured that the SVGTU is committed to its members and promised that they will not be left on their own. He urged the members to be united since now is not the time to let their guards down. (KH)

Among the debutants is Shonte Matthias, the lone female athlete in the Girls Under-17. Matthias will compete in the 100 and 200m.

The others in the Under-17 age group are: Keo Davis — 200m; Jahieme Harry and Zacri Sobers — 400m; Kodi Grant — long jump; Ajay Delpesche - 4x 400m, who are also getting Uroy Ryan their first taste of Junior Carifta.

The Under-20 contingent includes debutants: Grenisha Thomas - 400m Hurdles; Kyle Lawrence — 100 and 200m; Verrol Sam — High Jump and Pole Vault; Devonric Mack — 200m; Amal Glasgow — 400m; Gailann John — Female Heptathlon; and Kirk Hamblett — Male Octathlon.

Ryan’s best showing came in 2019 when he

placed fifth in the Male Under-17 Long Jump and finished sixth in the High Jump.

Ambriton finished fourth in the Under-17 800m at his lone outing to date.

The three officials to travel with the team are expected to be named

shortly, by Team Athletics SVG. The 2022 Junior Carifta Games is the 49th edition of the annual event, which began in 1972. However, both the 2020 and 2021 Games were cancelled because of the prevailing COVID-19 pandemic,

Jahieme Harry marking the only occasions on which the Games were not hosted since its inception.

Local Track and Field officials for Carifta Games VINCENTIANS — Keith Joseph and Philcol Jeffers, will play major roles at this year’s Junior Carifta Games set for the National Stadium in Jamaica, over the Easter Weekend - 16th to 18th April.

Joseph, President of Team Athletics SVG, has been named as the Organisational Delegate and Jeffers will perform the duty of International Area Technical Official (IATO) .

Joseph is no stranger to The Games, he having performed various duties at previous Junior Carifta Games.

In the case of Jeffers, this is his second outing at the Games. His first was in 2019 in the Cayman Islands, the last hosting of the Carifta Games.

Jeffers joins a team of IATOs that includes John Andalcio and Janelle Edwards of Trinidad and Tobago, Andre Procope of Barbados, and Stephanie Rahming- Taylor of the Bahamas.

Others making up the Technical Team for the Games are Michael Serralta of Puerto Rico as Technical Official; Adrian Lorde of Barbados, the

Doping Control Official; and Ludlow Watts of Jamaica, the International Area Starter.

Completing the team of Technical Officials for the Games are Trinidadian Michael Stoute, who is the International Area PhotoFinish Judge and Kittitian James Kelly, the International Video Referee.

The 2022 Carifta Games is a return following a two—year absence, after the 2020 and 2021 editions were cancelled because of the threats of the coronavirus (Covid-19).

Understandably, as far as

entry requirements for this year’s Games is concerned, each athlete and official will have to present a negative PCRCOVID-19 result within 72 hours of arrival in Jamaica.

Fast Five restarts National Netball

NETBALLERS HERE will soon have some competitive action, beginning with a Fast Five Competition starting in May. The Competition will be held under the aegis of the St. Vincent and the Grenadines Netball Association (SVGNA).

This was the consensus of a meeting attended by representatives of affiliate clubs and teams of the SVGNA, held last Monday at the Kingstown Netball Centre, President of the SVGNA- Doris Mc Intosh said that she was happy that teams/clubs were

ready to have the sport going again.

Reflecting on Monday’s meeting, Mc Intosh stated: “It was a fruitful meeting… It was evident that players are eager to get back on to the court and play Netball”.

She proceeded to confirm, “ We are going to start with a Fast Five Competition, which we are hoping to get going on 14th May, but it will open to only vaccinated players and official.”

She noted, “We understand that we may not get the full participation of teams because of

the vaccination mandate, so we are encouraging teams to join, so that we can have the competition going.”

All matches are set for the Kingstown Netball Centre court.

The Competition will be played in two divisions — one comprised of Division One and Two teams/clubs and the other involving teams/clubs from Divisions Three and Four.

Mc Intosh, acknowledging that the Fast Five format is relatively new to St. Vincent and the Grenadines, disclosed that a development sessions for teams which are not too au fait with the rules of that format, will be conducted parallel to the Fast Five Competition.

All in all, Mc Intosh said, she and her Executive are anxiously looking forward to a swift return of a full-fledged National Club Tournament.

The 2020 BOSVG/FLOW National Club Tournament ended prematurely after one week of action, after the coronavirus was declared a pandemic in March of that year.

However, the SVGNA staged an inaugural Fast Five Competition later as part of the 2020 programme. X-Ceed Sports Club was crowned the first winners.

SVGFF on U-14 and U-17 recruitment drive THE TECHNICAL DEPARTMENT of the St Vincent and the Grenadines Football Federation (SVGFF) is on a recruitment drive to fill the national Under-14 and Under-17 teams.

To be eligible for consideration, players must be born in 2008 and 2005, for the Under-14 and Under-17 teams respectively.

The recruitment, with sessions running from 9am to 11am, began last Saturday at the playing field in Keartons, Campden Park, Golden Grove, Richmond Hill, Diamonds, London and Clive Tannis (Bequia).

Director of Technical MattersTheon Gordon, outlined to the VINCENTIAN the objectives of the recruitment exercise. “ We have not had age group tournaments for about three years now, so we have to go the route of recruiting through the zones, the same we have done with the Senior Men’s team,” Gordon explained.

He added, “We are trying to get all our players to follow the same pathway in development, with the ultimate aim of them adopting the proposed Vincy Brand”.

Prospective Under-17 selectees at last Saturday’s session held at the Richmond Hill Playing Field.

Gordon projects that the recruitment exercise should run for about six weeks.

The venues will be rotated so as to ensure that each zone gets an opportunity.

Gordon revealed that there is an ongoing C Licence course targeting First Division clubs’ coaches, and the recruitment is being used to give the course’s attendees an opportunity to practice their craft.

“It (the recruitment process) is also to give clubs an opportunity

to organize themselves as we want to get into the festivals and tournaments very soon,” Gordon said.

As for regional/hemispheric competitions on the agenda, the Under-14s are expected to be in the Caribbean Football Union’s tournament, while the Under-17s will prepare for the Concacaf tournament.

The SVGFF intends to hold age group competitions and festivals to jump start the process towards full-fledged national competitions.

Pompey was adjudged SVG’s MVP and Best Mid-Court Player of the Series.

With the ECCB/OECS title in their hands, the national senior netball team will now focus on preparing for the CANAC Games in June and the Qualifiers for the 2023 Netball World Cup scheduled for South Africa from July 28 to August 6.

The workers received their gifts from Lance John - Facility Manager, at a brief ceremony at the NSC compound, Arnos Vale, last week.

When the recipients were called upon to say something, Williams volunteered and told the gathering: “First of all I want to thank GOD for the 29 years at the NSC. It is an inspiration to receive a plaque for my 29 years of service. As a young boy growing up I got my inspiration from Lloyd Lewis when I first started to work on the playing fields, and was a big encouragement in my life, I learned a lot from him about the job that I am doing presently. I hope receiving this plaque will motivate the other grounds staff to strive to reach the number of years that I did or even more. My message to them is first, love what you doing and second. strive always to do better and have an open mind to learn different things.”

Vincy Premier League T10 – 2022 Match report

It’s getting hot ITS EARLY DAYS in the fourth edition of the Vincy Premier League, but the action is heating up. The quest for places in the final intensifies.

The rivalry gets keener, driven by increased prized money.

There are personal landmarks to be attained, as wickets and runs matter. Outstanding catches will also be noted and there are incentives for wicket keepers. The action is streamed worldwide, so good performances can place you in range of a diligent scout.

Former West Indies Under-19 left handed opening batsman Gidron Pope plundered 40, off 15 balls: four sixes, and two fours for his team La Soufriere Hikers who reached 50 for 2 in a game reduced to three overs.

Salt Pond Breakers however were in raging tide, and replied with 57 for 3 in 16 balls. That was owing the onslaught from Kadeem Alleyne 19 not out from five balls with three sixes, Benniton Stapleton 18 from six balls, including three sixes, and Ryan John 10 from four balls.

Last Monday, Salt Pond Breakers beat Botanic Garden Rangers by five runs. That time, Kadir Nedd took the spot light. His 63 came off 31 balls with five sixes, and six fours. Davian Barnum 14 was the only other batsman in double figures as Breakers hit the shore on 104 for 8 off their ten overs.

Then Kensley Joseph 3 for 13, Ryan John 2 for 14 combined to restrict Botanic Garden Rangers to 99 for 9 in their allotment.

Breakers kept Fort Charlotte Strikers at bay to complete a two-run win in another ding dong battle. Captain Miles Bascombe’s 42 from 26 balls was not enough to see his team over the line as they reached 121 for 3 in the chase. That was in response to Breakers’ 123 for 7, built around Benniton Stapleton’s 28 and Kadeem Alleyne’s 22.

Last Wednesday Dillon Douglas hit 52 off 23 balls supported by Gidron Pope 26 off 17 balls as La Soufriere Hikers reached 110 for 4 in ten overs. Then Ryan Williams kicked into action with 4 for 18 as Dark View Explorers lost the compass and fell for 72 led by Shammon Hooper 21.

Salvan Browne made it a one-sided encounter in the tournament’s third game when he hit 41 off 28 balls to lead his team Botanic Garden Rangers to a nine wicket win over La Soufriere Hikers who struggled to 75 for 5 in their ten overs.

But perhaps the highlight so far has been Alick Athanaze’s 88 from 31 balls. He hit six sixes, and nine fours. He shared an opening stand of 59 with last tournament’s leading run scorer Romano Pierre 11. Their team Explorers reached 116 for 5, and restricted Fort Charlotte Strikers to 89 for 8.

Another week of preliminaries will see the contest to its closing stages with Qualifiers and Eliminator leading to the April 4 final.

This year’s showdown comes as a forerunner to the National Cricket competition. And the [players will be warmed with the prospects of more cricket on the horizon as a thawing of the COVID-19 instilling a sense of normalcy. But a reduction in the death toll is not a license for one to drop your guard.

MAN LEFT HOMELESS AFTER FIRE FORTY-two-year-old Andre Woods of Dauphine was left homeless after his dwelling house was completely destroyed by fire.

The report is that the fire completely destroyed Woods’ two-bedroom wooden house and its contents, on March 20, 2022.

The Police said that they are investigating what they described as “suspicious circumstances” surrounding the fire.

According to a police release, their preliminary investigations confirmed that Andre Woods, the owner and occupant of the house, reported that he was cooking on his propane gas stove. He left the cooking and went outside to do some work in the yard.

Woods told police that on his return to the house he saw smoke and fire in the kitchen area. He attempted to put out the fire using a water hose attached to his water mains. This proved unsuccessful.

Officers from the Fire Department, Kingstown, responded to the scene and extinguished the fire.

The case referenced was a matter before the Court in which civil servants and teachers have challenged the legality of the Amendment to the Public Health Act and it attendant SR&O which supposedly legitimised the mandatory COVID19 vaccine.

Industrial Relations and Research Officer at the SVGTU - Andrew John — suggested that the vaccine mandate resulted in a government-created crisis.

“So all those persons that were dismissed would have lost their income, which means that whatever commitments they have in terms of mortgages, in relation to their children…. It has very significant implications for these students who are at secondary school, who are at university; some of those persons were fully supported by

their parents who were dismissed. It also comes down to a matter of food, just being able to eat. We are in a situation where cost of living rising …. the highest it might have ever been for a very long time,” John articulated.

He also highlighted the mental impact that the government’s action has had on teachers.

“You have dismissed persons who were on the verge of building a house or might have started a house, might have bought a vehicle. What we are doing is that we are damming our people, we are bringing them down to the lowest level and it seems to be a pleasure for the authority to have done this willfully and deliberately,” John said.

On a related matter, John suggested that government should make arrangement with the external examination bodies to give some relief to the children who have lost their teachers.

The situation, though, according to John, was one in which the government had created a crisis in our society.
