Monday, the first day of the Sitting of the House, and Gonsalves and Francis had tested positive overnight on Monday. The surge of COVID19 cases among the government side of the House of Assembly came even as Prime Minister Dr. Ralph Gonslaves had confirmed that all members of the government side were vaccinated. And following the surge, new protocols greeted House members who turned up for Wednesday’s sitting. Among the new protocols was one that required unvaccinated House members who were present when the Finance Minister delivered the Budget
Address, to be barred from the House, and go into quarantine for five days, This affected Opposition Members Terrence Ollivierre — MP for the Southern Grenadines, Fitzgerald Bramble — MP for East Kingstown and Senator Shevorn John. The first hour or so of Wednesday’s Sitting was taken up with varying expressions as to how the Sitting should procced. Prime Minister Gonsalves saw no need for a suspension of the Sitting and with respect to ensuring that all members were involved in the vote on the Appropriation Bill, proposed for the House Speaker’s consideration that Members who were
in quarantine be allowed to vote virtually. Opposition Leader Dr. Godwin Friday objected vehemently to the proposal of a virtual vote but Dr. Gonsalves responded by emphasizing the “urgency” of debating and passing the Budget. Dr. Friday, though, referenced that as recent as 2020 and last year the budgets were passed on Feb.04 and Feb.07.
