CHV rule banning e-bikes on trails was adopted in 2021

Cherry Hills Village has had a longstanding prohibition against motorized vehicles on its trails. In 2021, when e-bikes started to become more popular, the CHV City Council decided that the rule applied to them.

As e-bikes have become increasingly popular, the city asked its Parks, Trails & Recreation Commission to look at the question again and bring its recommendation to city council. That question is on PTR Commission’s agenda for 2027 and many expect it will result in a recommendation to make changes to the current policy, given the popularity of e-bikes.

The speed limit for all bikes on trails in CHV is 15 mph. CHV police have had radar out on its trails, as well as variable speed signs that Scan to Subscribe and Pay

indicate when someone is exceeding the speed limit.

Officers also sometimes patrol the trails but they are there primarily to educate citizens about the rules, not write citations. CHV Communications & Outreach Coordinator Denise White told The Villager that the city receives occasional e-mails from residents both in support of allowing e-bikes on its trails and in support of keeping them off the trails.

Greenwood Village and Cherry Hills Village are both known for their multiple parks and trails. The High Line Canal Trail spans just over five miles in GV and 3.75 miles in CHV. It is extremely popular with residents of both cities and many others in the south metro area.

In 2017, the state of Colorado adopted three classifications systems for e-bikes by statute, which automatically granted Class 1 and Class 2 e-bikes the default

right to operate on bike paths and pedestrian trails across the state, unless banned by specific municipalities.

On March 2, 2026, Greenwood Village adopted rules prohibiting higher speed Class 3 e-bikes, along with low-power e-scooters and e-dirt bikes from all city paths, trails, and sidewalks. Class 1 and Class 2 e-bikes are permitted in GV, under state law, and the city did nothing to change that. GV has been clear that it will strictly enforce its 15-mph speed limit for trails, including the High Line Canal Trail.

On August 11, the City of Centennial unanimously passed an ordinance on first reading that contains rules for e-bikes and other electric vehicles that are very similar to those of Greenwood Village. The ordinance will be on the city council agenda for a public hearing on August 18.

he new Ash and Agave located in the Cherry Creek mall is now open offering Mexican coastal cuisine to the area.

The new space formally occupied by California Pizza Kitchen looks totally different.

The restaurant is beautiful with a very fun vibe, and the menu is incredible!

I was fortunate to meet Chef Cesar Lugado, when I visited. I could tell right away his passion behind the menu items and enthusiasm about the new restaurant. I knew we were in for some unique tastings.

At our lovely curved booth for four, while sipping a few cold cocktails like the prickly pear paloma and Flor de Fuego, we enjoyed several items from the mouth-watering menu starting off with samplings from their raw bar show casing baja fresh oysters, and Veracruz lobster ceviche. Next were shared items including “everything”

roasted carrots, chargrilled octopus, sweet corn fritters (which are a fun cross between French fries and a funnel cake), and the dip duo. We tried a warm spinach salad, then it was on to tacos! We ordered the skirt steak Gaucho, surf and turf w/shrimp, and the tempura fried sea bass Pescado fish tacos all served with verde rice and charro beans.

Their casa birria came out next.

Ours included buttered lobster, queso Oaxaca, cashew lime crema, flour tortilla, and pineapple pico which are called the Quesolangosta. Lastly, we tried a few desserts including the dulce de leche cake with their fresh

homemade coconut ice cream, churros and some cheesecake. Oh, and we also ordered a couple of hot coffee drinks!

All in all, it was a truly delectable experience! It’s hard to narrow down the favorites, but here were some of mine. Veracruz lobster ceviche made with very fresh seafood, shellfish, and clamato. All the shared items are fun.

I really enjoyed the dip duo. I wish I could eat that pimento cheese/chilled chipolte queso every day alongside the guacamole, yum! The pescado taco was also a favorite with its light tempura fried sea bass, salsa limon, dressed cabbage, and corn tortilla. Oh, and a big round of applause goes to

their super flavorful charro beans. So delish!! I also liked the quesolangosta birria and look forward next time to try the quesobirria which is filled with the oh so fabulous braised short rib.

There’s no doubt I’ll be back soon because I didn’t even get to the lineup of wood fired grill items which included rotisserie chicken, pacific sea bass a la Veracruz, beef short rib Barbacoa, bbq’d shrimp pastor, pork carnitas, Chicago cut filet, lamb rack & gaucho sausage plus the coal roasted sweet potato enchiladas! Lots of support for the communities and local needs.

But there will only be so many Broncos home games each year. Transit will have to serve Colorado every day, not just on football Sundays.

So I see the Broncos stadium and the transportation system as two parts of a much larger Colorado story.

Let’s build the trains. Let’s improve the buses. Let’s make it easier for people to get around Colorado without sitting in traffic.

But let’s also remember that Colorado is still an automobile state.

When the Broncos build their new home, I hope they provide sufficient parking and preserve the wonderful tailgating tradition that has become such an important part of Broncos football. The preliminary plans already recognize parking and tailgating, and I hope those elements remain a high priority as the project gets closer to construction.

The Broncos have an opportunity to build something extraordinary at Burnham Yard. I believe they will.

And as they plan this world-class stadium, let’s remember the people who will fill it.

The fans are the Broncos.

Let’s give them a great stadium, good transportation choices, and a place to park their cars, fire up the grill and enjoy a Sunday afternoon of Colorado football.

Common Sense Institute Announces New Executive Director Common Sense Institute (CSI) announced Melissa Osse as the new Executive Director of CSI Colorado, bringing more than two decades of experience in Colorado public policy, government relations, and organizational leadership to the role. Osse previously served as Government Affairs Liaison for the CSI Colorado team, where she worked to connect the organization’s nonpartisan research with policymakers, business leaders, and stakeholders across the state.

City of Centennial will ask residents to approve 1% sales tax increase At its August 11 meeting, the Centennial City Council voted to ask its residents to approve a 1% city sales and use tax rate increase from 2.5%, to 3.5%, to help address a projected transportation infrastructure funding gap. The question will appear on the November 3, 2026 general election ballot.

If approved, the total sales tax rate in Centennial, including state, RTD, county, and Scientific & Cultural Facilities District taxes, would rise from 6.75% to 7.75%.

The City maintains a Street Fund to track infrastructure costs and directs approximately $15 million it receives each year from the

Highway Users Tax Fund and related state transportation funding streams into that fund. To operate and maintain its transportation infrastructure, the City has been supplementing the Street Fund with about $20 million annually from its general fund, but officials say those supplemental resources will be exhausted by 2028.

The City estimates that the 1.0% increase will generate approximately $27 million annually.

According to the City, “Without additional funding, the City anticipates increasing challenges in maintaining existing infrastructure, completing repairs, and advanc-

ing transportation projects identified in the Transportation Master Plan,” noting, “Much of Centennial’s infrastructure is 25 to 40 years old and is approaching (or past) the end of its useful life.”

Centennial has cited rising costs for infrastructure expenses, saying, “Construction materials, labor, and equipment costs have increased sharply, making every project more expensive than just a few years ago,” while sales and use tax collections have flattened in recent years.

In explaining why it favors a sales tax increase over a property tax increase, the City notes that property

taxes are paid only by city residents, while sales tax is paid by everyone who makes a retail purchase in the city, including visitors and commuters.

The City also points out that raising the city sales tax from 2.5% to 3.5% would keep Centennial below the Front Range average of 3.63%, and that no current exemptions would change.

Centennial was incorporated 25 years ago with 100,000 residents spread across 30 square miles of roads and other infrastructure that had already been in place for years. Today, the city’s population has grown by approximately 10% and

includes 41,282 households, according to the U.S. Census Bureau.

In 2022, Centennial completed a comprehensive Transportation Master Plan that identified more than $100 million in improvements to roads, bridges, sidewalks, traffic signals, street lighting, and bike paths needed over the coming decade.

The city council vote to ask residents to approve the sales and use tax rate increase was 7-2. Voting yes were Mayor Christine Sweetland, Mayor Pro Tem Amy Tharp, and Council Members Cindy Sandhu, Steve Carmine, Ashish Vaidya, Ryan Dwiggins, and Durrell Middleton. Council Members Don Sheehan and Richard Holt voted against the measure.

The next item on the council’s agenda was approval of the annual intergovernmental agreement (IGA) with CCSD for Greenwood Village to provide six school resource officers (SROs) for the five public schools within the city’s boundaries, all of which are part of CCSD: Cherry Creek

sibilities, and procedures to be followed by CCSD and GV SROs in carrying out their duties. It addresses issues ranging from what educational records SROs may access and under what circumstances to their responsibility for using gun safes at CCSD schools and how multiple types of student-related situations are to be handled.

The agreement also

states that CCSD will pay GV 50% of the full cost of the SRO program—including salaries, benefits, training, vehicle usage, administrative overhead, and incidental expenses—for 175 school days and 14 joint training days during the school year. For 2026-27, that amount is $497,574.74.

Explaining the IGA, GV Police Chief Dave Oliver,

who took over from former Police Chief Dustin Varney earlier this year, told the council, “We are looking to renew our annual IGA with CCSD to provide school resource officers to Greenwood Village Cherry Creek Schools campuses…We’ve had these agreements for as long as I can remember…

Council Member Ann Nelson asked, “Why is it that other schools, whether they be Aspen Academy, Littleton High School—if a school came to you and asked for those similar reimbursement ratios—is that something you would consider?” Before the chief could respond, Mayor Lantz pointed out to Nelson that “Aspen Academy is a private institution” and, when Nelson noted that she lived in a non-Cherry Creek Schools area, the mayor said, “Yes, that’s Littleton Public Schools.”

He continued, “But that isn’t the primary reason I voted against this IGA. I voted no because I wanted to foster a discussion about what we are doing to protect all the students in schools within our city, regardless of whether they are public, private, or religious. Why are we making a distinction between

private and public schools when it comes to the safety of our children? If the point of having a police officer in a school setting is because there are credible threats to our students because of school shootings, then that same threat applies to students in private and religious schools, as well as those in public schools.

Is there an emergency plan for the religious and private schools within our borders that includes GVPD? Has it been practiced the way our officers recently practiced for school emergencies at West Middle School? We should be asking these questions.”

On Tuesday, August 11, at approximately 11:30 a.m., a driver attempted to turn left from southbound Franklin Street in Cherry Hills Village to go east on Belleview Avenue.

As the turning driver got ready to pull out, a driver in one of the westbound lanes of Belleview gestured for the turning vehicle to proceed. As it did that, a collision occurred between the turning driver and a vehicle traveling in the adjacent westbound lane.

No serious injuries were sustained, although one of the drivers involved in the accident complained of minor pain.

Many readers will recall that the intersection of Belleview Avenue and Franklin Street, which is in

Cherry Hills Village on the north side and Greenwood Village on the south side, was the location of two fatal car accidents that ended the lives of Andie Goldberg and her husband, Gerry Goldberg.

Andie was killed crossing Belleview on foot at Franklin Street in May 2024 when she was hit by a car pulling into the intersection whose driver did not see her walking across the street.

Gerry was killed in March 2026 while driving his car when he pulled into the intersection from the south side of Franklin and attempted to turn left. His car was hit by a westbound vehicle on Belleview, resulting in him being ejected from his vehicle and land-

They enlisted support from residents of both Greenwood Village and Cherry Hills Village.

After receiving signatures on petitions from hundreds of residents in GV, CHV, and other jurisdictions, they also took the request to Cherry Hills Village.

The debate and discussion between the members

of the two city councils, as well as residents of both GV and CHV, who had multiple different opinions on what should be done to make the intersection safer, was still ongoing in March 2026 when Gerry Goldberg lost his life at the same intersection. Further actions taken by Cherry Hills Village since then have left the question about what should be done to improve safety at Belleview and Franklin at a standoff.

What is clear is that there are only two ways an answer will emerge that will lead to definitive action to make the intersection safer, whether that answer is a traffic signal or something else. Either the two cities must agree on what should be done, including

herry Creek School District spent $504,760 of taxpayer money in the fiscal year ended June 30, 2026, to reimburse 12 of its top executives for their required contributions to PERA, the state’s public pension system, along with the federal and state income taxes associated with the reimbursement, according to the Denver Gazette. While 12 other school districts offer reimbursements for required PERA contributions, they are provided primarily to the superintendent only. The amount of taxpayer money spent for this perk at CCSD is more than double the amount spent by any other school district in the area.

just ended included former Superintendent Chris Smith, his wife Brenda Smith, former Chief Human Resources Officer, and former Assistant Superintendent Tony Poole, all of whom left CCSD under a cloud.

Current acting Superintendent Jennifer Perry is also a recipient of this benefit. She got the highest dollar reimbursement this year of any CCSD employee, current or former, at over $73,175.

For the same fiscal year, Littleton Public Schools reimbursed its top seven executives for their required contribution to PERA but did not include an additional amount to repay them for their income taxes on this benefit. LPS spent a total of $168,852. ________________________

-Bike rebates are back after being suspended due to a lack of funding. Approximately 2,000 e-bike of $1,000 will be awarded to Coloradans who earn 80% or less of their county’s median income. Those whose income is no higher $86,900 can still get a rebate, but it will be $500. Over the past year, I’ve endured eye surgery, a couple of other eye procedures and an assortment of eye medicines for an assortment of eye conditions. And it’s all left me with a pair of shiners worthy of a barroom brawler. Don’t feel sorry for me. Oh, go ahead. Feel sorry for me. I do.

I’m joking. I’m getting better every day—at least my eyes are. And the important thing is I can see. I just don’t want to be seen—or photographed.

And wouldn’t you know it; somewhere in the middle of my ocular nightmare I realized it was time to renew my driver’s license.

My biggest fear was that I’d fail the vision test at the licensing office. I’ve always had an irrational fear of those anyway.

But my doctor assured me I’d be fine. She believed in me—and my new $700 lenses.

I wasn’t convinced. Then when I was downloading the paperwork to apply for my renewal I discovered a vision form that, if it was filled out and signed by my doctor, would allow me to skip the vision test altogether.

She signed it and I smiled all the way to the driver’s license office.

Not really. I was still worried they’d take one look at my eyes and decide they’d better test me just to be sure. When it was my turn I handed my paperwork to the man at the desk and held my breath. He looked through it and then he looked through it again.

Maybe I was imagining it but he seemed to pay extra attention to the vision form.

When he laid my paperwork down I finally relaxed. I knew then that I’d escaped the vision test. All would be well. But then he said four little words that would strike fear into the heart of anyone who’s just been in a bar fight. “Let’s get your picture.”

My picture! I’d been so worried about the vision test that I hadn’t even considered the other

scary part of renewing my license: getting my photo taken. If I’d thought about that, I’d have whitened my teeth and gotten a nose ring to draw attention away from my eyes.

As you know licensing staff don’t do glamour shots. The man at the counter didn’t set up studio lighting or coach me into posing just right. And he didn’t take a variety of photos so I could choose my favorite. He just said, “Take off your glasses and stand in front of the camera under our harsh fluorescent lights that make everyone look like they have severe anemia.”

No, that’s not what he said.

But he did tell me to take off my glasses. I would have preferred to keep them on because they help hide my shiners but I did as I was told. I’d barely stepped in front of the camera when he snapped the photo. And faster than I could say, “I’m a driver not a fighter,” he handed me what will be my main form of identification for the next five years. I took one look and gasped.

I wanted to ask if he’d try again. Or Photoshop my photo.

Or substitute a picture of Sandra Bullock. But he was already calling his next customer who, I happened to notice, had lovely eyes.

I realize our driver’s license photos are supposed to look like we look on a normal day. When we’re pulled over for speeding or standing in a long line at the airport, we’re not going to look our best—or like Sandra Bullock. But we’re probably not going to look like we’ve been in a boxing match either. And anyway, my eyes are healing.

Eventually I won’t look like my driver’s license photo. At least I hope I won’t.

a glass of wine in a rocking chair while overlooking the Straits of Mackinac is one of the hotel’s simple pleasures.

Like several of America’s great nineteenth-century resort hotels—including Colorado’s Broadmoor—the Grand Hotel still maintains a level of formality that has largely disappeared. After 6:30 p.m., gentlemen are expected to wear a jacket and tie in the lobby and dining room, and women are expected to dress with similar elegance.

In an age when few people dress up for dinner, we found the tradition refreshing. Our stay included a sumptuous breakfast and dinner in the magnificent main dining room, which seats roughly 800 guests.

Most of the waitstaff, dressed in white dinner jackets, are seasonal employees from Jamaica, many of whom have returned summer after summer for years.

How does a hotel serve dinner to 800 guests at once?

A tour of the gargantuan kitchens answered that question. Endless rows of stainless-steel equipment, enormous ovens, and a carefully choreographed staff revealed the remarkable logistics required to keep the dining room running smoothly.

Beyond the hotel are beautifully maintained gardens, a large swimming pool, and one of the island’s greatest pleasures: bicycling.

We rented bikes and circled the island, stopping often to admire the shoreline and take photographs. One favorite stop was Arch Rock, one of the island’s most recognizable natural landmarks, offering sweeping views of Lake Huron.

The Grand Hotel is undeniably expensive, but it offers something increasingly rare—a chance to step into another era, where life moves at a slower pace and where the meeting of

called, we enjoyed several memorable meals of fresh walleye, watched the waves roll over the rocks, and were reminded why generations of Midwesterners have cherished summers “up north.”

It was, in every sense, summertime in northern Michigan.

Some places are best discovered. Others are best rediscovered. Northern Michigan, especially in the summertime, is one of them.

Maybe NCAA will learn from AFA-CU example There are lessons to be learned from the collaborative spirit shown by Air Force Academy head football coach Troy Calhoun and the University of Colorado’s Deion Sanders last week.

The National Football League allows joint practices and scrimmages between two of its teams during summer camp— despite the scuffles that mark almost every such meeting.

At the collegiate level, paying players is fine, and so is jumping from school to school year after year. Petitions for extra years of eligibility seem to be favorably received more often than not.

But, in its infinite wisdom, the NCAA forbids college teams from practicing with each other, scrimmaging or—heaven forbid—playing a spring game in-state.

Here’s what happened last week while CU was holding the start of fall practice away from Boulder, at Fountain Fort Carson High School.

First, Calhoun made AFA’s indoor practice facility available to CU in the event afternoon thunderstorms rendered outdoor workouts impractical or unsafe, as often happens around Colorado Springs in August.

Second, the two teams’ practices overlapped enough that each head coach addressed both teams.

Third, the players were able to break into position groups to actually talk football and learn from each other.

“I’m seeing certain things in terms of studying receivers and quarterbacks,” said one Air Force defender. “They taught me a lot.”

For CU’s players, meanwhile, they learned about life at a military academy.

“They talked about the intricate details of attending Air Force and what they must go through to get in,” said Coach Prime “Our kids talked about our disciplines, and they talked about their disciplines. We ain’t like them. They’re unbelievable.”

Said a Buffs senior: “Hanging with those guys was super cool. Just seeing the different things they have to go through, just their basic training and their survival camp. That’s a real grind.”

An Air Force player expressed the differences players from both programs saw firsthand.

“It’s completely different sides of the spectrum,” he said of the two programs. “We may only be an hour and a half away from each other, but this is an academy.

“We don’t get the NIL (mon-

ey). We don’t get maybe the apartments and stuff that they get or the private chefs and the cars and all that.

“It was weird, because you’d expect when that stuff comes up for you to be very different than them, but we really weren’t.”

There doesn’t seem to be a clear reason for the NCAA rule that keeps FBS (Football Bowl Subdivision/Division I) teams from interacting during spring or fall practice.

The obvious answer is, “The NCAA doesn’t allow it.”

The most common explanation is “to avoid injury in meaningless play.” (As if no one ever gets hurt in a team’s own practices.)

Another answer to “why?” puts the blame on coaches who don’t want any opponent to get even a sniff of playbooks, personnel and the like. (As if scouting and film study don’t reveal such things.)

Both Sanders and Calhoun favor a rule change that would allow combined practices, scrimmages and even in-state spring games.

“You hope there does come a point in time when you’re able to work against another university,” said Calhoun. “You hope that maybe there can be a breakthrough in that regard down the road.”

Perhaps there are principles from the Air Force-CU “cultural exchange” that can be built into an NCAA rule change.

Why not require position group joint sessions like the ones the Falcons and Buffs participated in?

Why not have presentations on what each program expects of its student-athletes?

Why not specify that teams may not participate in joint practices, scrimmages or spring games within three years of playing each other in a regular-season game?

And why not a goodwill gift exchange of some sort to encourage collegiality?

During CU’s visit last week, Coach Prime received a customized USAF pilot’s helmet featuring AFA branding. It was authentic military equipment complete with a protective shell and drop-down tinted visor.

Maybe Air Force and Colorado can build on their shared experiences this summer and convince the NCAA to relax its prohibition on preseason collaboration.

Toyota C-HR Brings New Life to an Electric Future Toyota has brought back the C-HR, and it has come back in a big way — as a sleek, powerful all-electric automobile.

The 2026 Toyota C-HR XSE all-wheel drive I recently tested is manufactured in Japan and is one of three new Toyota battery-electric vehicles. My test car was finished in an attractive Tandoori exterior with a Midnight Birch interior. It is a beautiful automobile — smart, sleek and very sporty looking.

Under the hood — or more accurately, under the floor — are two electric motors producing a combined 338 horsepower. The front motor produces 167 kilowatts and the rear motor 88 kilowatts. A 74.7kWh lithium-ion

battery provides an EPA-estimated 273 miles of range, and Toyota rates the C-HR at an impressive 112 MPGe combined.

This is one quick little car.

It is nimble, corners beautifully and has a remarkably short turning radius. With all-wheel drive and 338 horsepower, it almost has the feel of a sports car. It simply scoots down the road.

Toyota has packed the

C-HR with safety equipment, including Toyota Safety Sense 3.0, pre-collision warning, blind-spot monitoring, rear cross-traffic alert and eight airbags. My XSE also had 20-inch gunmetal-finished wheels, LED headlights and daytime running lights, a panoramic roof and JBL premium audio.

The suggested retail price of my test vehicle, including its options, was $43,429. The Cold Weather Package is particularly worth considering for Colorado drivers.

My one real observation came while driving into the Colorado mountains on a hot, rainy day.

With the air conditioning, radio and windshield wipers operating, I watched the esti-

mated electric range drop surprisingly fast. Toyota makes no secret of the fact that weather, terrain, speed and use of accessories can affect electric range.

Coming back down the mountain, regenerative braking put some energy back into the battery. The rain had cleared enough that I saw a beautiful, vivid rainbow stretching across the metropolitan area. I would have stopped to take a picture, but I was on E-470. It was one of those little Colorado moments that made an already enjoyable drive even more memorable.

That experience reinforced my belief that electric vehicles are particularly attractive for people who commute around town, charge at home and don’t regularly make long trips. You can drive right past the gasoline station and simply plug in at home.

through the Colorado mountains, however, I still find a hybrid reassuring. Having an internal-combustion engine available when the battery is depleted provides a flexibility that many drivers will appreciate.

But there is no question that electric automobiles have come a long way, and Toyota has made a very impressive entry with the new C-HR. I didn’t find anything I disliked about this car. It is attractive, efficient, powerful, nimble and loaded with safety features. I think Toyota has made a smart move bringing back the C-HR as an electric vehicle, and I expect this new line of Toyota electric automobiles to be very successful.

The C-HR is a fine automobile — and a pretty good indication of where Toyota believes the automobile business is headed.
