A

fter the annual 4th of July bash for children and families had to be canceled last year because of the COVID-19 pandemic, it came thundering back for residents of The Preserve at Greenwood Village on Saturday, July 3. Families with young children on bikes, trikes and in strollers came to the recreation center for the neighborhood to get kids’ bikes decorated with ribbons, bows and all things red, white and blue, along with paper police badges from three of Greenwood Village’s finest, who also handed out tootsie-roll pops. Over 100 kids and parents on bikes followed the ladder truck from nearby South

Metro Fire Rescue Station 32 in a parade around the south side of the neighborhood. Afterwards, families enjoyed a hot dog and hamburger lunch from the grill with all the fixings, including chocolate-chip cookies and brownies for dessert. Then kids got to play in a bounce house, try a Ninja Nation obstacle course, and get their favorite balloon animals made to order. A DJ played fun dance music throughout. When things began to quiet down, lots of families made their way to the relaxing neighborhood swimming pool. Institutions and the bonds that unite us

Society is built upon institutions, and when faith and trust in those institutions weakens or wavers, the foundations of society are at risk. Family, church, neighborhoods, schools, civic duty, government, these are the heart of any society. They are glue that binds communities together and the systems which allow them to thrive. And Yuval Levin is worried about the rising mistrust in institutions. Levin, an esteemed scholar at The American Enterprise Institute, recently published A Time to Build: How Recommitting to Our Institutions Can Revive the American Dream. For many years, Levin has worked in government and public policy, and as he witnessed leaders come and go and political parties move in and out of power, he has relied on institutions to preserve continuity and stability. The problem in contemporary society is that because people have become so comfortable living under the stability provided by institutions, they often fail to understand and appreciate their benefits. Levin hopes to restore America’s faith. The fourth estate of journalism is one of the most important institutions for a free society, and also one most at risk. Disparaging the media and journalists has practically become a sport for commentators and the public alike, with a rising number of people claiming to not read or watch the news while simultaneously criticizing and questioning the coverage of issues. Sadly, the talking heads and political leaders actually depend upon the very newspapers and reporters for the news that they then comment on, even as they disparage the source. As interest in the news goes down and media companies struggle financially, the one institution with the reach and resources to hold people accountable begins to fade. In a column for the New York Times entitled “What Life Asks of Us,” David Brooks also emphasized the stabilizing and unifying nature of the institutions. Institutions have rules long established precisely because they work. There is prudence and caution in institutions which believe the old and established can often be trusted in ways that the new and untested can not. As such, institutions are society’s hedge against radical change, disorder, and ultimately chaos. What nineteenth century scholar Edmund Burke called “the little platoons” are the first and most personal institutions in which we place our trust. They are “the first link in the series by which we proceed towards a love to our country, and to mankind.” At times the stability and order offered by institutions can seem to be at odds with

the self-reliance and rugged individualism at the heart of the American spirit. Yet, as individuals in increasingly larger and more diverse communities, we

can’t know everyone personally. And for society to work, we have to be able to trust people we don’t know. Institutions help support and promote that trust. Institutions are what enable us to trust, yea to know, that when we wake up in the morning, the lights are going to turn on, the water in the shower will be hot, the food in the fridge will be

safe to eat, and our fellow commuters will stop at the red lights as we drive to work. The schoolhouse is one of the first institutions outside of our homes in which we place our faith. A free and public education has long been the foundation for growth and mobility in American society, yet Americans have incredibly conflicted attitudes about schools. While the average person will bemoan the state of education, Americans have a surprisingly high faith in and support of their own schools and their own personal education. Thus, the perception of the institution is often disconnected from the personal experience. Writer Michael Lewis is also concerned about the strength of and faith in our institutions, and his recent book The Premonition: a Pandemic Story explores the challenges

facing them and the potential catastrophe that can result when institutions fall short and faith in them is strained. Lewis has always been fascinated by the quiet heroes who go about doing the work without praise. And having explored topics as vast as data metrics changing the game of baseball to the complicated financial instruments that caused the 2008 economic catastrophe, Lewis has become fascinated by the stories of the people who used their institutional knowledge to identify solutions long before the public ever knew there was a problem. Part 2 - Many faces of the Soviet Union

I vividly remember the 13 American journalists and two State Department/AYCPL veterans on the ride to the Dallas International Airport for a night departure to London and into the mysterious Soviet Union. We were laughing but nervous about the adventure. We arrived in London early in the morning. I read countless booklets during the night from my fellow travelers that proved valuable later. I loved the accent of the “Bobby” policeman who told us how to get a “Lift.” Ernie Stallworth, Bangor Maine columnist and my eventual USSR trip roommate and a female African American reporter from the Baltimore Sun, who became a Soviet hit, and I, rented a taxi-lift and we literally sped around London for the entire day. Seeing Shakespeare’s tavern, Westminster Abby and the crows feeding at the London Tower. The fare for the day was around $80 that we all split. The “cockney” taxi/lift driver’s accent was memorable, along with his many stories. Arriving back at Heathrow airport we were escorted out on the tarmac where there was a Russian jet with two uniformed Soviet soldiers standing guard with the nation’s “Hammer and Sickle” emblazoned on the plane’s tail. We were headed for Moscow. We arrived late at night and the streets were dark and ominous. It was raining hard in October as we rode a bus to the IN-tourist hotel,

a government owned and operated facility. Ernie and I became roommates and we shared a small room with narrow short bunks; both tall, we had our feet extended over the end of our beds. A uniformed lady sat at the floor entrance at a desk supervising the floor. It was pitch black in the room when a Russian voice suddenly came on and woke us up. I thought to myself, “The indoctrination has begun.” What really happened was the last guest left the radio on and the station came on the air very early in the morning. The hotel was well located, with a restaurant, ball room, and bar open at night, all serving us well as our Moscow home base. We would travel by train to Leningrad, today St. Petersburg, on the “The Red Arrow” express, another nighttime trip. The longest journey was to Siberia where a 1,000 volunteer youth labor crew was constructing a hydroelectric dam and power facility. They had a huge party for us and we were the first Americans that many had ever seen or met. We danced, drank vodka and exchanged presents. It was a great night for American diplomacy. We flew in on an older twin-engine plane. The following day, now in November it started to snow. In Siberia that was big trouble, we could have been stranded for days. But, out of the blue came a small sleek jet that whisked us back to Moscow. They kept

Everywhere I go I see the nation coming back to life, highways are jam-packed with traffic, restaurants are full of people laughing once again. Coors field full of baseball fans and the Broncos are able to have fans back at the upcoming football games. It is a time to celebrate that the fear of COVID-19 is fading while not completely gone, the fear has faded. We have all lived through a historic pandemic that we will remember for the rest of our lives. God forbid that we have another. *** My July 4th memories date back to my ranching days where we would finish the ranch work to always attend the “Range Call” rodeo in Meeker. My

father and his five brothers participated in this nearby rodeo; roping and riding bucking horses for decades as young cowboys. By July the cattle were rounded up and put in high country summer pastures. We would give the cowponies a rest and start the haying operations after the rodeo weekend. The rodeo was a family tradition and the brothers and families joined in the weekend. Meeker staged an evening performance of the last Indian battle in Colorado known as the “Meeker Massacre.” Indian agent Nathan Meeker was killed by the Utes after attempting to make them farmers. Elliot Roosevelt narrated the program held at the Rio Blanco fairgrounds during the evening performance. The uprising led to the Utes being removed from the area and placed on a reservation in Utah; never to return to their White River homeland. They are honored today and highly respected as the original

good track of us everywhere. Each day we would all meet for breakfast; coffee was boiled with the grounds, the ham was fatty and it was explained that the pigs in Russia were fattened on garbage, created the poor quality of meat. In America we fatten our pigs/hogs on corn, resulting in fine tasting pork. Meals were interesting because they came in various courses. We never knew when the meals were completed. My best meal was Borsch soup in Siberia. In Moscow at night we would gather in the hotel bar that was crowded with German construction workers building an oil pipeline to Germany. Two blonde female bartenders were hard pressed to attend to the crowded barroom so when we finally got a Heineken beer I tipped the barkeeper well. We were told not to tip but that was faulty information, the Russians loved to get tips. After the tip all I had to do was raise my arm and we had more beer. The Germans apparently didn’t know tipping made for better service, then and now. Each day we would board buses and attend programs, visit schools with indoor firing ranges and MIG cockpits, collective farms and state farms, auto factories and viewed the Russian crown jewels stored within the Kremlin walls. On the entire trip we were always escorted by professional Komsomalia communist interpreters and a KGB suited agent. Over the six week

owners of the White River country now part of Routt National Forest. While the white men took the Indian lands, it is interesting to note that no Indians were enslaved into involuntary servitude. Slave traders brought the captured Africans to America. The Pilgrims were among many early settlers in the new world where Indians provided food for the newcomers. Colonists learned to plant corn from the resident Indians. As the French and British stirred up trouble, battles erupted across the frontier over ownership of this vast new land. The Civil War brought an end to slavery with an estimated 700,000 deaths in a war between the states, sometimes brother against brother. The new frontier extended westward rapidly. Gold had been discovered in California in 1849, followed by major gold and silver discoveries in Colorado in Cripple Creek and Central City. Early day fur trappers evolved into early day homesteaders. The vast

period we became friends with the interpreters. They couldn’t figure out why we wanted to visit Russian churches. Most were boarded up and there was little Christianity in the godless nation. I’m told that it has improved. We visited a synagogue where aging, dignified, long bearded rabbis were still allowed to worship. Visiting a hydroponic farm, I was given a large red tomato. I gave it to our bus driver and he was thrilled. At a dairy farm they were feeding the milk cows sugar beets because of a lack of hay. Because of the cold climate most of their food comes from root crops, especially potatoes that could be made into vodka that was in abundance. The Russia don’t sip, they chugalugged the whole glass. I never saw a horse in the entire country and of course there were no fences because the Soviets had done away with private property. The state owned and operated everything and everybody. Everyone had a job rating and pay scale. Highest paid were factory workers and timber jacks, lower paid were doctors and at the bottom were journalists. Top pay was around $600 dollars in equivalent rubles. Riding with my favorite interpreter on the bus, I saw one person walking a dog, the first dog to be seen. I said, “There’s a dog.” He replied, “We don’t need them.” To Be Continued - The Red Arrow Express to Leningrad.

cattle empires extending across eastern Colorado slowly were carved apart by barbwire fences by government homesteaders seeking private land ownership. Homesteaders “proved up” on their 160 acres of land having to live, fence and farm for three years to obtain a deed. In time most of these homesteaders failed for lack of water, grass and the Colorado’s harsh dry climate. Mining was the catalyst for the growth of Denver. The state capital was once considered to be in Leadville and Golden. Today, Colorado citizens have survived the pandemic and it makes us feel good about our state and nation. It’s time to get back to work, fill the classrooms with students, be proud of the accomplishments of “the greatest generation” and push back against those who hate our country, attempt to rewrite history and defame our honored founders. We cannot rewrite history, but we can learn from it.

From sleepless in Seattle to homeless in Denver Movie sequels are rarely as successful as the original. For example, The Godfather and sequel both won best picture Oscar awards. Sleepless in Seattle was a 1993 romantic comedy hit. Two decades later the sequel can be called Homeless in Denver, and may also prove to be a hit. For those who have recently ventured into Denver, homeless camps and individuals are a noticeable part of the landscape. It is not just downtown Denver, but along some of the main roads leading into Denver, dotted with the homeless. From Santa Fe to Monaco and Quebec, the homeless are as common as speed cameras. A recent report by Fox 31 News estimates, “Denver unsheltered homeless counts have almost tripled since 2014.” Sheltered homeless, easier to count and quantify since they are in one place, have remained relatively stable over the past decade. But the unsheltered homeless are the ones living on the street or in sidewalk camps that have noticeably increased, easily observed by driving into Denver. The Denver Post observed much the same, noting that Denver has cleared out more homeless camps in the past 6

months than all of 2020. They say that these clean ups have absolutely nothing to do with the upcoming baseball all-star game coming to Denver in July. Yea right. That’s as credible as claims in 2008 that Denver did not sweep their homeless under the rug ahead of the Democrat National Convention. What city, on the national or international stage, doesn’t want to be wearing a clean new suit, with a fresh haircut and make up? Homeless camps are a stain on that clean shirt, a blight on the spotlighted city. As Denver is making little effort to slow or stop its growing homeless problem, it is much simpler to just move the camps out of camera range for the upcoming all-star game. After the game, the homeless can move back downtown near Coors Field. Even Democratic Socialist Denver City Council member Candi CdeBaca acknowledged the obvious, “It’s the perfect excuse for them to do it,” CdeBaca said of the sweeps. “They have to clean up their image, right? The whole purpose of the sweeps is to improve or erase the aesthetic of poverty to drive commerce.” BY BRIAN C. JOONDEPH

Those lyrics, (seems like from the ‘70s, then again more recently) apply to what is going on in neighborhoods all over America. Neighbors do not want to discuss politics, economics, foreign policy…nothing-- and will turn on their heel and walk away or just go silent. We used to get into animated discussions about these things and still remain friends. If someone was wrong about eighty percent of the time, that means he was correct for twenty percent. I can learn from that twenty percent. But I must first hear it. What I do hear and see now is screaming in the streets, punctuated with angry signs waving in my face…not quite a dialogue, that. Why the big change? Many reasons, but methinks it is partly because politics has become akin to religious beliefs. Therefore, my thoughts on balancing our budget or

proper policing policy seem to the other side as if I were challenging the Holy Trinity or Virgin Birth. Folks react accordingly. Politics has become a very personal religion. A pity, that. Back in the mid-1950s, I was struggling to hold my spot on our high school football team. We proudly featured an old-style single-wing offense, “three yards and a cloud of dust.” I begged the coach to do some more modern split-T stuff, and he listened with interest—though he could have just said, “Meyer, go run ten laps and take a shower.” But we soon ran some of the newer plays, perhaps better suited to our smaller, lighter guys. Fast forward ten years to see a new Second Lt. Meyer stopped by a crowd in front of an air base in Northern Italy. A cheerful Italian approached holding a big “VOTA COMMUNISTA” sign. “Buon giorno, Teniente. Vota Com-

Hiding a problem is one way to deal with it, rather than looking at root causes, such as mental illness, substance abuse, unemployment, and affordable housing. Anyone think all those high rises under construction downtown are for the homeless? Denver is a sanctuary city, home to many illegal migrants, working off the books, driving wages down, aggravating the unemployment problem for the Denver homeless. President Biden’s open borders policy is only making this worse. Open borders means not just people crossing illegally, but drugs too. Those down on their luck often turn to drugs, now more readily available. Instead of moving the homeless from neighborhood to neighborhood, Denver could support substance abuse recovery programs like Step Denver. Think of the Denver commerce lost because people are afraid to go downtown for dinner or a drink. Who wants to be accosted by a crazed homeless person or worry about stepping in pile of feces or on a used hypodermic needle? Denver is becoming San Francisco or Seattle, and simply moving homeless camps around the city, like a game of three-card Monte, won’t solve the problem, instead only perpetuate it. Expect the sequel Homeless in Denver to be a box office hit. munista!” I reply with a smile and a wink, “Si Giorgio, Io vota Communista. Adesso, voi passare?” He helped part the crowd and I inched forward, greeting several friendly faces. Italians, generally, are very nice people who do not take their Communism too seriously. (I would not try the same maneuver in New York, Seattle or Portland these days, however.) What has happened? Perhaps folks have made their political beliefs so personal that any doubt or rejection wounds them more deeply than it should. Perhaps it has become a part of “Persona.” Maybe we should not let slogans enter our psyche. After all, they are largely proposed and promoted by self-serving politicians and operatives that we probably would not hire if we ran a business. Many are only in it for themselves, and are simply not worth the grief we suffer by promoting them. Perhaps we should be more like the Italians. “Ciao”

Transforming the blueprint for housing development in Colorado BY FREDA MIKLIN GOVERNMENTAL REPORTER

The Common Sense Institute (CSI) is a non-partisan issue-driven non-profit organization of local business leaders that brings together experts of varied backgrounds to support Colorado’s economic vitality through sound fiscal and economic research. On June 25, CSI president Kristin Strohm presented CSI’s two 2021 Terry J. Stevinson Fellows, who summarized their research on the topic of what to do about the severe housing shortage in Colorado. Evelyn Lim, director of policy and research at the American Cornerstone Institute and a former U.S. Department of Housing and Urban Development regional administrator, collaborated with Peter LiFari, executive director of Maiker Housing

They made it clear that if this problem is not addressed effectively and comprehensively, the state’s economy will not be able to continue growing and will eventually decline. According to the Denver Metro Association of Realtors, Lim shared, “There was

a 29 percent increase in the price of single-family homes in metro Denver last year.” LiFari added that, every year since 2008, an average of 25,682 new homes have been built while almost 78,000 people came to live in Colorado. Today, according to a report from the Federal Home Loan Mortgage Corporation (Freddie Mac), Lim said, “Colorado is the fourth worst place in the country for hous-

ing shortages.” People are still moving here. The result is that we “need 54,190 new housing starts annually for the next five years” to meet the state’s needs. In Arapahoe County alone, CSI’s report shows, the average yearly population increase from 2008 to 2019 was 9,382 new people, while the average annual number of new housing units built was 2,305. In Denver, there were 4,957 new houses built during each of the years from 2008 to 2019 as 12,952 new people arrived every year to live in them. And so on. “Instead of just looking at demand-side solutions, we’re asking our fellow Coloradans to look at the delivery model with us and where we can innovate,” LiFari offered. Dustin Zvonek hopes to bring government experience to Aurora Council BY FREDA MIKLIN GOVERNMENTAL REPORTER

Before serving on the City of Aurora’s Citizens Advisory Budget Committee, Dustin Zvonek ran the Aurora district office for Mayor Mike Coffman when Coffman was a Member of Congress. Before that, he was a policy director at the state legislature for the state senate minority leader. A husband and a father of three school-age children who attend Cherry Creek Schools in Aurora, Zvonek is running for one of two open at-large seats on the Aurora City Council. Zvonek told The Villager that he raised $90,000 for his campaign during the first quarter of this year, the most ever raised by an Aurora City Council candidate in one quarter. Originally from Utah, Zvonek graduated from CSU in Fort Collins and has lived in Colorado ever since. He heads up a consulting firm that performs executive management services for non-profits as well as data analytics that determine target audiences. Zvonek shared with The Villager that the top three issues he plans to address if elected are public safety, bringing jobs to Aurora and transportation.

He believes that “the city council needs to set a tone for staff that Aurora is business friendly.” In the area of transportation, Zvonek said that he would like to see the $22 million in sales and use tax collected on vehicles each year dedicated to the city’s capital projects fund and used for road maintenance. He pointed to the importance of adequate housing in protecting the local economy, adding, “We have to allow developers to build the type of housing the market wants and get control of unnecessary regulations; 25 percent of the cost of a new single-family home is regulatory compliance.”

The candidate told us that, as a member of Aurora City Council, he “will focus on the issues important to the city and bring over a decade of public policy and business experience. The average home prices for: Denver $353,300, Lakewood $339,800, Fort Collins $333,500, Westminster $302,400, Thornton $296,300, Aurora $264,300, Colorado Springs $235,000, Grand Junction $195,400, Pueblo $130,600.” Lim and LiFari recommend starting a supported housing plan with money from the federal American Rescue Act. Their other recommendations include: 1. The state legislature should act to eliminate cities’ ability to adopt no-growth ordinances because they are “the biggest threat to affordable housing in Colorado.” 2. Use available public property to develop mixed-use affordable housing. 3. Prioritize homes over parking spaces and create greater “use by right” zoning overlays. 4. Allow for accessory dwelling units. 5. Implement a uniform statewide building code. 6. Expand pathways to careers in construction. They emphasized, “All the tools in the world won’t make a difference if we don’t first change our entire mindset when it comes to housing development and growth.” Lim and LiFari stressed that one of the biggest impediments to solving the housing crisis is some cities’ NIMBY (Not In My Back Yard) anti-growth attitude. Colorado’s housing needs don’t stop or start at munic-

ipal boundaries. It is everyone’s problem and can only be solved if all the residents and our state and local governments take ownership of it as a community challenge. The fellowships that supported Lim’s and LiFari’s work honor Terry J. Stevinson, who was a founding member of CSI. These awards are presently annually “to research a critical public policy issue facing Colorado and present achievable solutions. This year’s fellowship research topic was housing affordability.” The full, outside-the-box, 60-page report is available at www.commonsenseinstituteco.org. One of its fundamental premises is, “Housing is a human right... Housing is infrastructure, Housing is healthcare, Housing is wealth, Housing is opportunity.” The report includes a quote from a recently published study by highly regarded local polling enterprise Magellan Strategies’ which found that, “74 percent of Colorado voters consider affordable housing to be a problem in their community.” The event was held both live and virtually. For me it started slowly, but then it gradually began to accelerate all the way to the end. The setting begins in Monte Carlo. An orphaned lady’s maid falls in love with Maxim de Winter, who recently lost his wife Rebecca. They marry aboard and then go to Cornwall, England and the large country estate of Manderley which Maxim de Winter owns. The second Mrs. de Winter has difficulty living in the shadow of the former Mrs. de Winter. Eighteenth Judicial District Attorney John Kellner is pleased to announce that his jurisdiction is the first in Colorado to unveil an online interactive Data Dashboard. Being open and transparent is one of DA Kellner’s CORE values and this tool will make more information available to the public about his office and its work on an ongoing basis. “I pledged during my campaign to be open and transparent and this tool is one step in fulfilling that promise,” Kellner said. “We are public servants and the public has a right to meaningful information about what we do. These interactive Data Dashboards provide more information about our operations to the public. I believe this increased access to information will shed more light on the criminal justice

process for my constituents.” This first phase of this transparency initiative includes five Data Dashboards: • Dashboard 1 includes general information on the number of cases filed, cases resolved, the number of days to resolution and the average number of court appearances before resolution. Like all of the dashboards, it can be sorted by type of case and county. • Dashboard 2 digs into the cases themselves, including a list of all cases filed in the last 30 days. • Dashboard 3 presents information about how cases are resolved. • Dashboard 4 provides details about sentences in those cases with a guilty verdict or plea agreement. The vast majority of sentences are focused on treatment and rehabilitation. • Dashboard 5 includes limited

demographic information about defendants with a guilty plea or verdict, along with the sentence imposed. All of the Data Dashboards are available on our website: https://www.da18.org/community-dashboards-index/ Some of the features present best on a computer rather a mobile device. The data is updated daily. “It is my intent to expand and refine the Data Dashboards to include more information as we find ways to reliably provide it while respecting privacy rights of defendants and victims and maintaining the integrity of our cases,” Kellner said. “I am incredibly proud of the work we do in my office and I am committed to finding ways to highlight it. I am happy to lead the way in making this data available to citizens.”

The top-of-the-line touring model has a ten-speaker sound system and easy radio control and navigation system along with heated front and rear leather trimmed seats and front passenger 4-way power seats. Rear seats fold down for additional cargo space. The radar cruise control works with “set” and “cancel” steering wheel buttons that allow easy control of speed in heavy traffic. The speed limits and vehicle speed are displayed on the front windshield which are a benefit to the driver. Accords are assembled in Marysville, Ohio with the engine and transmissions made in Japan. The suggested manufacturer’s list price including all options is $37,435. This model is well equipped with the latest safety, technical, navigation, smart phone and charger station this is a complete package with a solid brand name with strong resale value. Best suited for longer drives with great fuel mileage.

his month, finalists were named in the long-running Colorado Authors League (CAL) writing competition. Celebrating their 90th anniversary this year, the organization supports and promotes published writers. CAL recognizes multiple works published across several different genres in fiction and nonfiction. This year more than 120 members took part in the contest of published works. Each year the group honors one member with a Lifetime Achievement Award. Joe Nigg is the winner this year. A former CAL President, Nigg’s books have garnered multiple awards and have been translated into more than twenty languages. Jeff VanderMeer, The New York Review of Science Fiction said of Joe: “Nigg has done for the world of fantastical animals what Joseph Campbell did more generally for the world of myth.” Colorado Authors League celebrates readers. They donate books to Little Libraries and to other organizations to benefit literacy for both children and adults. In 202O, CAL members came together to assist with remote learning in creating Writing Prompts for Young Readers to spark story ideas and creative writing. I am a member of CAL, and I entered the contest for my book Essential Denver, which was selected as a finalist in the category of Non-Fiction: Lifestyle, Health and Fitness, Travel, How-to, Cookbook. Winners will be announced in a virtual
