Despite comprehensive submissions, extensive public opposition as evidenced by polls, surveys, attendance at rallies, social media campaigns and media coverage, the State Government continues to push through with the proposal. And there seems little room for compromise, with well thought out alternatives, such as the Joint Regional Authority as proposed by Lane Cove, Hunter’s Hill and Ryde Councils, also being dismissed.

As a last ditch attempt at defending their positions, individual Councils were asked to lodge their final submissions to the State Government last week. With independent delegates now reviewing these submissions, it is a matter of waiting to see the final outcome.

Turn to page 4 to learn more about how forced mergers are likely to impact on Lane Cove and surrounds.

Many customers were saddened to hear about the closure of Thomas Dux. The site will soon have a new tenant, About Life, that will include a wholefood supermarket, café, self-serve food bar and catering service. See page 12 for details.

A project manager has just been appointed to manage one of the biggest projects in Lane Cove’s development history – Rosenthal. It is expected that building work on this site will commence at the beginning of 2017. For more information, turn to page 12.

Despite negative public sentiment and exhaustive submissions detailing the potential detrimental impact of proposed Council mergers, the NSW State Government continues to forge ahead.

Lane Cove Council held an extraordinary meeting about the merger on 22 February with many community groups using the opportunity to highlight their concerns and their lack of support for the merger.

Overwhelmingly, residents and Council are concerned about the proposed merger’s impact on the sense of community unique to Lane Cove.

The groundswell of opposition to the proposed mergers has seen strong support at public rallies and through social media campaigns such as Save Our Councils NSW and Keep Councils Local.

From Council’s perspective, it has been a frustrating process.

Despite extensive work being done to highlight the efficiencies of Lane Cove Council, General Manager Craig Wrightson says that the facts are being ignored.

"What will happen with our local community groups and organisations?"

“Lane Cove has much to lose if the forced merger does proceed. As one of the most financially viable Council’s in NSW, funds would be redistributed across the merged entity.

“It threatens the future of many community groups who currently receive funding from Council, notwithstanding major projects including the Rosenthal development.”

Construction on the Rosenthal development is scheduled to start at the beginning of 2017.

However, if forced amalgamation proceeds, with the timeline saying that it would take effect from July 2016, it is anyone’s guess what would happen with such planned major capital works.

“The biggest risk to Rosenthal is the potential merger process. We have lodged a DA, contracts are in place and it’s in the budget, so it would be hard to unwind, but there is

no commitment from the Government that service levels, existing or upcoming projects are guaranteed. At the end of the day, the new entity could delay the project or pay penalties to cancel it altogether.”

Councils throughout NSW were asked to submit the latest of a series of submissions to defend their positions on 28 February.

Independent delegates appointed by the State Government are now reviewing each submission. Once assessed, reports from the delegates, together with comments from the Boundary Commission, will go to Paul Toole, Minister for Local Government, to make a decision on whether or not to recommend the implementation of each proposal to the Governor of NSW. Councils are expecting to hear the outcome of this process in May, with the potential for mergers to take effect by July this year.

If forced amalgamation does go ahead, the proposed new entity comprising Lane Cove, Hunter’s Hill and Ryde Councils can have a maximum of 15 councillors. Based on head of population, this is likely to mean that Lane Cove may be allocated only 3 councillors to represent its interests (down from the current 9), Hunter’s Hill may have only 1 councillor (down from 7) and Ryde would have the remainder. Local Government elections to vote in the representatives is expected to occur in March 2017.

There has been significant media coverage and commentary highlighting the mistakes, inconsistencies, oversimplifications and errors behind the State Government’s modelling that has supposedly shaped the amalgamation agenda.

Another sticking point has been the fact that the Minister for Local Government, Paul Toole, spoke out against mergers prior to being elected, saying that they should not be formed

by State Government intervention and should only be as a result of mutual agreement.

The lack of transparency around the financial imperatives driving the decision is also being seriously questioned.

A report commissioned by the State Government and prepared by KPMG has analysed the cost benefit of forced mergers.

It has been widely criticised due to concerns about the accuracy of figures and the lack of information as to how projected numbers have been calculated.

Analysis commissioned by Lane Cove Council through Morrison Low shows that the true costs of a merged entity forecast in the KPMG report uses incorrect assumptions, and in some instances, not all costs have been accounted for. As an example, it was discovered that redundancy calculations in establishing the new structure were based on the Federal Fair Work rates rather than the Local Government Award, which provides entitlements up to 309% greater, making KPMG’s projected savings incorrect.

Mayor of Lane Cove, Councillor Deborah Hutchens says that local residents have a lot at stake.

“The disruption and the opportunity cost of amalgamations to our community far outweigh any potential benefits, which have been significantly overstated in the merger proposal and KPMG report. Residents will suffer a dramatic reduction in local representation and the quality and quantity of Council services are at risk. The costs (both direct and indirect) in a merger transition will be felt for many years with significant sums wasted on aligning systems, services, payroll parities and not to mention the impact on our staff, many whose skills, experience and commitment to our communities will be lost to the industry through this unnecessary process.

“Lane Cove Council is in a stronger position financially than the merged entity. In 2014/15 Council’s capital expenditure per head was $871, while Ryde’s was $223 per head and Hunter’s Hill $206 per head. The State’s biggest council Blacktown, spent $505 per head during the same period.

“A merger would place our commitment to infrastructure in jeopardy as capital expenditure would be spread over the merged area, so that Lane Cove would be subsidising the other areas.

"With a merged Council, we face being an outpost – it would be a very sad story for the people of Lane Cove."

“And it won’t just be infrastructure at risk. Services will also be at risk. Lane Cove has more revenue per capita ($1608) compared to Ryde ($1210) and Hunter’s Hill ($1132) which gives it the capacity to deliver a greater range and quality of services. A merger would result in a reduction of services directly for Lane Cove residents, as funds are allocated across the merged area to improve the existing levels in Ryde and Hunter’s Hill.”

Mayor of Hunter’s Hill, Councillor Richard Quinn, is in agreement that the merger proposal should be rejected on the basis of the high risk of failure for it to deliver any of the proposed benefits. He believes that it would be highly detrimental to Hunter’s Hill, with strong opposition from local residents as indicated by the large turnout at their recent public meeting in late February.

“The dynamics of the councils involved indicate that it is likely to mirror the Queensland experience of being costly and not delivering desired outcomes.

The merger proposal is supported by a very poor business case and is a high risk – low return investment by the Government. There are alternate strategies to deliver efficiencies and streamlining that are lower cost and

lower risk than amalgamation, such as a JRA, which would deliver a better investment return.”

At Lane Cove Council’s extraordinary meeting held on 22 February, Councillors were unanimous in their opposition of the proposal.

“I feel frustrated and dismayed to see that the State Government is forcing this merger on us with no good reason being provided for it,” said Councillor Pam Palmer.

“Lane Cove Council has been operating at a surplus for the last 10 years alongside high rates of customer satisfaction.

Forced amalgamation will create a larger bureaucracy to replace a perfectly good small one.

“There is nothing to demonstrate our rates will be less in a merged council. In fact, the evidence is the opposite - post merger in Queensland has seen 30% rate increases. Indeed if we are to maintain current service levels in Lane Cove, then a merger means Lane Cove ratepayers must pay more.

“And what about the takeover of our assets? What compensation will we receive when these assets are transferred to the new entity?”

Councillor Karola Brent said that she has been extremely disheartened by the process.

“It has been a most undemocratic process to witness the unsubstantiated and completely simplistic financial analysis and assumptions. None of us feel listened to - we are unanimous in fighting the fight and seeing where it takes us. In my opinion, Lane Cove is a perfect size and the data is there to prove it.”

Councillor Scott Bennison concurred that there is no supporting evidence to support forced amalgamation.

“We were assured by the Coalition Government that no forced amalgamations would occur. We’re not opposed to some type of reform, however the State Government has failed to provide a business case for it.

“As a Council, we haven’t just buried our head in the sand. We engaged the services of professionals who have experience with advising local governments around Australia in instances where State Governments have forced amalgamation in order to achieve their political outcomes. and said forced mergers do not work – Queensland is an example of this and it is now costing tens of millions of dollars for them to de-amalgamate.”

Financial modelling undertaken by Morrison Low also highlighted the gross overstatement of potential financial benefits by the State Government, which suggests a $61 million net benefit over 20 years. The Morrison Low modelling shows only $19.4 million in financial savings over the next 8 years (by 2024).

($19.33 if the Government’s estimate is utilised), which does not justify the risk and effort.”

The Lane Cove community has been active in its support of Council with their submissions to oppose the forced merger. Public sentiment seen in Council meetings, at rallies and through polling has shown opposition from the majority of residents (73% according to the most recent survey undertaken by Council in February 2016).

“The KPMG report uses figures over a 20 year period to inflate the benefits. It isn’t possible to accurately forecast financials over a 20 year period - no government authority in Australia has budget forecasts 20 years into the future,” says Craig Wrightson.

Council’s Craig Wrightson, says that there is still a glimmer of hope that the merger will not take place.

“Regardless of which consultant’s estimates are used, the savings are relatively low. They represent a dividend in dollars per capita/per year of $13.66

The question is whether the State Government has already made up its mind, despite what the independent assessments may otherwise recommend.

As the latest submissions are reviewed before recommendations are handed down, it’s now a waiting game to see the outcome.

Council adopts cultural plan Following a community consultation process, Council has adopted a revised Draft Cultural Plan intended to nurture a strong sense of cultural identity, connection and expression in Lane Cove over the next 5 – 10 years.

With 11 themes and goals, the Create Lane Cove: A Cultural Plan provides the future direction for the arts, cultural and cultural diversity needs of the community.

Formal community consultation occurred from 30 November 2015 - 1 February 2016. During this time Council received submissions from five members of the community, three of whom represented community cultural groups including Lane Cove Theatre Company, Lane Cove Music and Lane Cove Choristers. Each group reiterated their agreement that the provision of a cultural performing arts space is critical.

Council made amendments to actions as a result. The Draft Cultural Plan was presented for consideration at the February

2016 Council meeting and stated that Council will “continue to investigate opportunities for a multipurpose cultural performance space and work alongside community cultural groups to ensure the solutions is viable and sustainable.”

Council said that they continue to explore options within new and existing developments for a multipurpose space, either as a new or repurposed facility. However there is currently no suitable space or feasible funding model. Council said that it is committed to considering options as and when they arise and to help work alongside community cultural groups to address the provision of suitable spaces.

In 2004 Lane Cove was one of the first councils in NSW to produce a Cultural Action Plan. The Plan’s vision is that Lane Cove, its people and its places have a strong sense of cultural identity, connection and expression.

Local author publishes new book at 92 years young Former Riverview local Avril Smith, aged 92, has recently had a compilation of short stories published. Titled ‘Journey into Love’, the collection of stories portrays the human condition.

This book follows Avril’s ‘You and I: A Collection of Poems’ which was published in 2012.

Avril lived in Carranya Road, Riverview, with Master Mariner Captain HD Smith and her family for 30 years from 1950-1980.

To quote her, “even though the roads were not tarred and sewerage was a hope of the future, it was a time of neighbourly friendliness.”

Avril wrote for many magazines, her subject often the ups and downs of bringing up a young family, almost alone, in the 1950's.

Marlene retires after 52 years Lane Cove resident Marlene Black recently retired after 52 years of providing generations of local children with before and after school care.

Marlene has been caring for Lane Cove West Public School students, from Kindergarten to Year 6, for over five decades.

According to Peter Fletcher, Marlene has moulded, nurtured, and set such a great influence upon so many kids of the Lane Cove community.

“My wife and I have been blessed to have had Marlene co-raise our two children. So many kids and so many parents have been so greatly supported by this incredibly generous soul, affectionately known as ‘Aunty Marlene’.”

Now a spritely 81 years of age, Marlene retired at the end of 2015.

“It is the end of an era, an amazing 52 years of care and love to children of Lane Cove,” said Peter. “In such troubled times, we should all applaud a woman who so unselfishly contributed in the best possible way to ‘Our Kids, Our Future’.”

This August a group of intrepid trekkers, including Lane Cove resident Kelly Andersen, will be hiking the Larapinta Trail in central Australia to raise money for The Smith Family’s Learning for Life sponsorship program.

Learning for Life supports disadvantaged Australian children to get the long-term assistance they need to attend school, engage in their learning and complete Year 12.

About Life joins the Village About Life Natural Marketplace has put their roots down in Lane Cove, with doors set to open on Thursday 31 March. Joining five stores across Sydney, it will offer a one-stop shop for natural groceries and wholefood nutrition.

The new business is locating into the building previously occupied by Thomas Dux. After eight years in Lane Cove, Thomas Dux’s loyal staff and customers were shocked and disappointed by Woolworth’s decision to close the store as part of a rationalization strategy, which will also see the closure of its Crows Nest store in April.

The new About Life store in Lane Cove will join existing stores in Bondi Junction, Cammeray, Double Bar, Rozelle and Surry Hills. As a wholefood supermarket, it will also offer a cafe, self-serve food bar and catering service. Its range will extend from fresh fruit and vegetables locally sourced and grown to pantry staples, meats, dairy, bread, deli and household, health and beauty.

Located at 62 Burns Bay Road, the new store will open from 7am – 8pm every day apart from public holidays, which will be 8am – 5pm.

Council to limit development in R2 zones Further to a development application by Longueville Private Hospital last year, Council has approved the preparation and exhibition of a draft DCP clause that limits the unreasonable expansion of non-residential uses within low-density residential zones.

This follows after the hospital’s owners sought approval to expand after acquiring an adjoining residential property on Kenneth Street and lodging a DA to convert the property from a dwelling to an ancillary office and patient support facility. The DA triggered significant community concern and went through to an Independent Hearing and Assessment Panel in October 2015. Consent was granted for the application, subject to a range of conditions.

At February’s Council meeting it was resolved that Council prepare a draft DCP amendment for exhibition that limits the number of beds for a hospital development in the R2 Zone to a maximum of 40 beds.

The hospital currently has 39 beds.

Council said that hospitals in low density residential precincts must have regard to the amenity, wants, needs and character of the neighbourhood precinct and that many of the functions of a modern hospital are in conflict with the predominant reasonable amenity expectations of a residential neighbourhood.

Any intensification of a hospital would only exacerbate these impacts and potentially adversely affect the existing residential amenity of the area.

New mixed-use development on Longueville Road Locals may have noticed the hoarding at 152-154 Longueville Road, formerly the home of Lane Cove Sushi Bar and Gambino Hair.

The existing building has been demolished to make way for a mixed-use development that will comprise a basement carpark, shop or office space on the ground level and residential units above.

The privately owned development will accommodate four shops or offices at street level.

Five residential units will be set above ground on levels 1-3.

The development is expected to be completed by November 2016.

Project Manager selected for Rosenthal development Following a tender review process, Council has appointed an external Project Management consultant to manage the Rosenthal Avenue carpark redevelopment.

The tender was awarded to AECOM Pty Ltd for an amount of $973,000 plus gst.

The Rosenthal redevelopment is planned to include below ground retail (approx 5,400m2); below ground carpark with up to 500 car spaces; and above ground public domain (approx 6,750m2).

The project delivery timetable allows for the staged development of the project, with construction works scheduled to commence in early 2017 and completion in late 2019. It is intended to be constructed in two stages so that some parking will be available throughout the construction process.

Half of the existing surface carpark will remain available for use while the basement carpark and building structure closest to Lane Cove Plaza (the south end) is constructed. The first half of the new basement carpark will then be opened to the public, while the second half of the project is built (north end).

An extra reason to Walk Around the World Lane Cove’s Walk Around the World is underway again this March and while many participants are focused on counting their steps and improving their health, little do they know that there is another collective benefit to being involved in the program.

Each year the surplus funds from Walk Around the World are used to purchase new equipment for parks and playgrounds in Lane Cove. More recently this has included investment in playground equipment for children with a disability. As one local family describes, the legacy goes well beyond the month of March.

Janine and Cameron moved from the city into Lane Cove in 2013 with their two boys, Joshua aged 7, and Lachlan aged 3.

“When my husband and I learned that Lane Cove Council’s Walk Around the World campaign invested money back into the community for playground equipment for children with disabilities, we were hooked,” says Janine. “Our son Lachlan is blind and we thought this could be a fantastic opportunity to introduce some musical and tactile pieces into the local parks.

“For Lachlan, navigating the playground is harder and he needs a little

more encouragement to explore his surroundings. By having interesting and easy to manipulate equipment in the park, it gives him the confidence to want to discover more.

“Lane Cove Council’s Community Services team were very open to discussing my son’s needs and we decided on a musical piece and a tactile ‘tic tac toe’. Council then took it a step further and incorporated a Braille trail, an interactive game aimed at locating different letters in print and Braille into the recently opened Hughes Park on Burns Bay Road.”

Love letter to a Bus This is a love letter to a bus. Not any old bus, but the 265 that weaves its way like a meandering Cook’s tour from McMahons Point and Lane Cove and back again. I catch it in Greenwich.

From Greenwich it takes a roundabout route to the Lane Cove shops, circling in and out and around corners, like finding one’s way out of a maze. There are times when I could swear we’ve been down the same street twice.

It has very few passengers compared with other buses - at times I’m the only one on it. But this can be a bonus as it gives an opportunity for a chat with the driver. One driver spent the entire journey explaining the new OPAL system (I give the government in advance some of my money to use, and in return it lets me travel on its buses - I think that’s the way it works).

They must handpick the drivers for this route, as almost without exception they are courteous and patient, especially with older passengers (parking as close as possible to the footpath and lowering the front step). But their patience is sometimes sorely tested when the bus has to crawl at snail’s pace behind oversized trucks (garbage collection days are the worst), or manoeuvre the narrow space between cars parked on both sides of the road. It’s a small miracle of navigation to watch how they manage to slowly move forward without once knocking off a rear vision mirror.

But the times I like best are when there is a new driver on the bus and he/she (I’m not sexist) turns and asks: ‘Anyone know this route?’ That’s the cue to move up into the Elderly Persons seat – the one right at the front in case you don’t know – and call out ‘left’, ‘right’, ‘go straight ahead’. It’s almost as good as telling a Qantas pilot the best way to get to Singapore.

By Valda Marshall Travelling on the 265 is like having one’s own private social club. Regulars smile and greet one another, even if you don’t know their names. Sometimes I share a seat with the Lollipop Lady when she’s finished her morning or afternoon shift shepherding school children across Greenwich Road. That’s the kind of bus it is.

Towards the end of the trip the 265 can be a bit temperamental on the exact route to the Lane Cove shopping centre. It’s almost like a lottery (which way will it go today?), depending on the mood of the driver and what he’s had for breakfast. But it always gets us there.

Sometimes it will sit at the terminus on Longueville Road with a sign that reads ON CHARTER or NOT IN SERVICE. Then just when you’ve given up all hope, the lights in the bus go on, the driver fiddles

with the controls, and there it is: 265 McMahons Point via Greenwich. Hurrah!

I know times are tough and there has to be budget cuts.

But this is a personal plea to whoever replaced Our Gladys as transport minister. Cut the routes that don’t matter.

Find the money you need elsewhere. But please leave my friendly neighbourhood 265 bus alone.

Pool fencing legislation a welcome change come into effect on April 29.

The changes are part of the Swimming Pools Amendment Act 2012 and require all properties in NSW with a swimming pool or spa to have a certificate of compliance or occupation certificate before they can be sold or leased.

Swimart Gladesville owner Peter Kirk has welcomed a change to swimming pool fencing laws that will come into effect in April, saying it will help to save children’s lives.

He said pool owners who did not have appropriate safety fences were increasingly likely to be caught and fined, as councils conduct a compliance blitz ahead of changes to pool fencing legislation that will

“Drowning is a leading cause of preventable death in children under five years of age,” Mr Kirk said. “A pool fence goes a long way to prevent a tragedy.”

Mr Kirk urges anyone with a pool or spa to ensure it meets the certification standards before April 29. “Local councils and accredited certifiers can carry out a swimming pool barrier inspection and issue a certificate of compliance, which is valid for three years.”

Superfood or super myth?

‘Superfood’ is a widely used catch-all phrase, common on the internet and in the marketing of exotic (and normally expensive) fruits and vegetables. But what makes a food ‘super’?

‘Superfood’ has no meaning among nutrition scientists. With no legal definition, anyone can label any food they are promoting as ‘super’.

Superfoods come with a large amount of marketing hype with promises of all sorts of extraordinary health benefits and at a very expensive price premium. Let’s look at a few: 1. Goji Berries and Acai berries The Internet abounds with extraordinary health claims attributed to goji and acai berries, including anti-cancer activity, antiageing properties and anti-inflammatory properties. Few human clinical trials of any quality have been conducted to support these claims, and those that have been done just demonstrate improvements in antioxidant levels in the blood and subjective feelings of ‘wellbeing’. A common claim made about goji berries is that they have the highest level of vitamin C of all plants (some claims put it at up to 500-times that of an orange!) Such

claims can only be described as makebelieve. They offer no real special health benefits over more familiar berries such as strawberries and blueberries.

“Independent analysis of goji berries shows they have the same amount of vitamin C as an orange.”

2. Wheatgrass Wheatgrass is prepared from the seed leaf of common wheat. Claims include its ability to be a blood cleanser and ‘detoxifier’ attributed to the ‘natural plant enzymes’ and the chlorophyll content of the freshly juiced grass.

Exorbitant claims like one 30mL ‘shot’ of wheatgrass is nutritionally equivalent to one kilogram of vegetables exist, however it is complete nonsense. Rather the nutrient composition is similar to that of broccoli or spinach and the supposed high chlorophyll content is no different to that of other green vegetables. “…a single floret of broccoli, or a tablespoon of spinach, will contain more folate and vitamin C than a shot of wheatgrass juice.”

3. Superjuices prove not so super after all Antioxidants are the most common nutrients focussed on in the promotion

of superfoods. These chemicals found in foods, especially fruit and vegetables, help protect the body’s cells from the harmful effects of free radicals.

So how do the turbo-charged antioxidant claims made about the superfoods discussed here stack up? Most super juices contain only about 10 to 30% the amount of antioxidant capacity of a regular apple. Many common fruits such as strawberries and apples contain more antioxidants than heavily marketed ‘superjuices’, and are far cheaper.

The truth is that most ‘superfoods’ are not in fact ‘super’ at all.

Yes, they are nutrient dense with lots of antioxidants/vitamins/minerals/omega 3/fibre/protein etc, but many of them are no more healthy than everyday foods we’ve been eating our whole lives. Some don’t even taste very nice – but people are willing to force them down in the belief that they’re some kind of elixir of health.

My advice is to get back to basics and stick to your usual 5 serves of vegetables per day and 2 serves of fruit.

Property settlement: ‘Stanford’ and beyond A major issue for a person facing a separation or divorce is how much of the assets do I really own? It is often not an easy question to answer.

The key is a good understanding of your legal rights and obligations under the Family Law Act and an appreciation of what the Family Courts would be likely to do if the case ever came to court.

Before 2012, it was pretty clear. The Family Courts followed a four-step process.

Firstly the assets would be valued. The Courts would then determine the relative contributions of each individual to arrive at a percentage allocation for each person.

Then the Courts would make adjustments to take into account the future financial needs of the parties. Finally, the Courts would consider how the result would affect each person. Done and dusted!

But that was before the case known as Stanford. A couple who had married in their 50s lived together for 37 years in a home which was owned in the husband’s name. The wife then sadly developed dementia and was admitted to a nursing home. Her daughter (from the wife’s first marriage) then brought a claim for sale of 16 I The Village Observer I N0. 249 I MARCH 2016

the house to obtain funds for her mother’s nursing care. She was successful in obtaining an order for the sale of the home and the equal division of the proceeds.

The husband appealed and the matter eventually came before the High Court of Australia in 2012. The High Court judges took the opportunity to make changes in how the Family Courts’ deal with property settlement. They said it was first necessary for the Family Courts to determine the existing legal and equitable interests of the parties in any property they own and then to consider whether it was just and equitable to make any changes.

Unless there was good reason to alter the existing interests, they should not be changed. The High Court dismissed the wife’s application.

But not always. In particular where a person has died or if there has been a long period since separation or perhaps if the parties have come to their own informal agreement, the judges may not make any changes to the property interests.

Each family law case is different. The point being, it is important in each case to make a careful assessment of the facts in coming to an assessment of a party’s entitlements. This is where an experienced family lawyer can be of great assistance in helping parties to an appreciation of their issues and entitlements, and in assisting them to come to their own resolution, quickly and efficiently and then assist them to draw suitable Consent Orders to conclude their settlement.

Now the impact of this decision is still making its way through the system.

The Oral Systemic Connection Many studies over recent years have proven the link between oral health and systemic health. In particular, the link between periodontitis (gum disease) and conditions such as cardiovascular diseases, diabetes, kidney disease and even failure of orthopaedic implants.

There are three main connections between oral health and systemic health: 1. Bacteria from gum infections increases the total number of harmful bacteria in the mouth and saliva. This bacteria can attach itself to airborne water droplets and be breathed into the lungs, increasing the chance of lung infections and even pneumonia, particularly in elderly and immune compromised patients.

2. Bacteria can enter the bloodstream directly through inflamed and infected gums, allowing bacteria to travel to all parts of the body. This can lead to secondary infection elsewhere or exacerbate existing disease processes in

various organs and tissues.

3. The inflammation of periodontal disease may stimulate a secondary response in the body, which can add to or complicate existing diseases of inflammatory origin such as kidney disease and various cardiovascular diseases.

What’s the message?

Avoid oral inflammation at all cost.

Fortunately, this is a simple thing to achieve, although constant effort is required. No bacteria means no inflammation. Accurate brushing and flossing each day, as well as a good diet low in bacteria-fuelling sugar are the cornerstones of gum disease prevention.

Regular visits to the dentist or hygienist for teeth cleaning and gum disease monitoring are also vital to ensure excellent, inflammation-free oral health which will then reduce your chances of poor systemic health.

Do I have periodontitis?

The signs to watch out for are red, swollen gums that bleed easily. If you see blood when spitting after brushing, this is a sure sign of gum inflammation. Other signs which would indicate more advanced gum disease are shifting teeth, loose teeth and chronic bad breath. A family history of gum disease is also worth noting.

Lactose intolerance Lactose intolerance is a common cause of diarrhoea, abdominal cramping, discomfort and bloating. It is caused by an insufficiency of lactase, the enzyme which breaks down the milk sugar lactose.

When lactose is broken down into simpler sugars it can be absorbed into the bloodstream from the small intestine.

Otherwise, it enters the large intestine.

Here it is broken down by bacteria and produces excess gas, which causes the bloating, flatulence and discomfort. It also draws water into the bowel, causing diarrhoea and cramping.

While 20% of Causasians lack the gene that is responsible for the production of the enzyme beyond early childhood, this figure is as high as 90% in people of Asian descent. Lactose intolerance can also be caused by the overgrowth of bacteria in the small intestine, or by a bout of gastroenteritis which can cause a loss of the enzyme for several weeks.

Diagnosis can be confirmed by a lactose

breath hydrogen test which can be requested by your doctor. You can start by having a trial period of avoiding all sources of lactose in your diet. If your symptoms improve dramatically it is possible that you have lactose intolerance.

There are two main ways to treat lactose intolerance. The first is to reduce or eliminate the amount of lactose you eat by avoiding milk and dairy products. The other is to take Lacteeze, an enzyme substitute that we have in the pharmacy.

Of all dairy products, milk and ice cream have the highest concentration of lactose, while cheese and yoghurt have lower amounts. Some processed foods contain lactose and can cause symptoms in very sensitive people.

If you avoid dairy products, it is important

to ensure you are getting enough calcium in your diet. Non-dairy sources include broccoli, kale, almonds, sesame seeds and fish bones (such as in sardines, anchovies and tinned salmon).

ON DEATH

In our society ‘to pass’ is ‘to die’. Passed on or passed over sounds more discreet than ‘he died’. It’s all part of our society’s denial of the inevitable. Pass is a copout word.

Let’s look at death, our absolute reality and final act on earth.

We don’t talk about death much in our society. Like the elephant in the room, most of us just ignore it. But it’s there.

A friend, relative or work colleague may die - but not me, not yet. Yet life is as ‘they’ say, a terminal condition. It’s as inevitable as the sun rising in the East.

and ‘it’s not fair’ underline this phase.

Our bodies, the fabulous mechanisms that they are, do wear out. 70 years says the Good Book, but mostly we do better than that these days with all sorts of replacements and medications. More like 85 or 95 if you’re lucky. I have a few 100 year old patients still going strong and with all their marbles in play!

D is for depression. The above haven’t worked. The person falls into sadness and hopelessness. Self pity, mournfulness and sullenness as the inevitability sinks in mark this phase.

Sad for all to see. Here dying people want to be alone and now often refuse visitors.

B is for bargaining. A deal dealt to avoid death. A reformation of lifestyle in the hope of avoidance of death, or at least for an extension on life. Perhaps it’s asking for a compromise on the outcome of the diagnosis.

So what happens as a person approaches their death, given the knowledge of it coming? Personal and spiritual beliefs play a huge part in the reaction to a person’s upcoming demise.

A is for Acceptance. This is Kubler Ross’s final step in the dying process.

People mostly accept and embrace their future. Calmness comes with saying goodbye to loved ones. The acceptance that you have indeed loved enough.

Sometimes resolution of old differences by forgiveness is needed. Waiting for those last few people to see and say goodbye to before going.

Dr Elizabeth Kubler Ross wrote a seminal book called ‘On Death and Dying.’ Many others have followed her with variations and extensions, but her basic model holds for the most part. Dr Kubler Ross outlines her view of the typical person’s reaction to their coming death. The acronym is DABDA.

Dying is a very private act. People often slip away whilst the relatives have gone out for a coffee break or those waiting have drifted off to sleep.

D is for denial. Denial, the diagnosis is wrong, mistaken. It’s not happening.

The more a person defines themselves by things such as money, possessions, power and control generally means the harder their journey to death. There

A is for anger. When denial fails, anger is projected to others, especially those close to the person. Thoughts such as ‘why me?’

is so much to give up. For those with a spiritual belief system, acceptance seems easier. The more easily a person can look at ‘who am I, what have I done, have I loved enough, what am I holding on to’ and more, the less existential angst.

Pain is a big worry especially with cancer. The expertise of a trained Palliative care physician will ensure little or no pain or other uncomfortable symptoms. In such expert hands pain will be expertly controlled with the minimum of discomfort.

What to do practically. A solicitor I spoke to suggests the following: 1. Make a very specific Will with how much, to whom and why.

2. Appoint a Guardian or two. The trusted Guardian makes medical decisions for you if incapacitated. They guard the turn off plug.

3. Appoint a Power of Attorney or two.

The Power of Attorney deals with all of your financial wishes and matters on your behalf.

What about after death? The great religions all reassure us of something profoundly beautiful and peaceful. To my knowledge none of them say there is no thing, place or state of existence to look forward to.

I’ve had several patients have near death experiences over the years. With one exception, the experience was profoundly peaceful and brought about a change in their present life.

Try Google and especially look up a book called ‘Proof of Heaven.’ An absolutely astonishing read. * Please don’t read this article if a discussion about death might upset you.

Envisaged as a major urban infill, there is an admirable balance of active commercial, cultural and community uses, and a fine grain of walkable connections.

Many examples of these mixed-use zones exist in Asian cities like Singapore or Hong Kong following a shophouse tradition, but their often messy character and servicing needs are seen as detrimental to the need for a clean, secure and presentable residential neighbourhood.

The interface between buildings and public open space at ground level is where much of our civic activity occurs, but it is so often treated in isolation or as an afterthought – a tight passage to a foyer or front door, retail frontage to be maximised for commercial return alone, space where services and infrastructure are squeezed. This is where a huge potential exists for shared zones, laneways, arcades and courtyards to provide frontages for commercial, retail, community and educational uses that need public proximity.

As more opportunities and technologies for flexible workplace and communal life emerge, the potential in podiums that are so often treated as 'too hard' and 'not commercially viable' for mixed-use activities is being lost for potential local jobs. The NBN rollout will generate huge opportunities for small business to work in smaller collaborative environments less dependent on physical proximity to larger centres. Growing Feet and Footwear Tips

Children’s feet differ from adults, as they are not yet fully formed.

Did you know?: l A child’s foot will double in size by age 1. l Between the ages of 5 and 12, growth is approximately 9mm per year, with the adult foot size approximated by 12-15 years of age. l Frequent changes in size of socks and shoes are necessary to make room for this growth. Do a size check every 2-4 months up to age 5, then every 6 months from 5 onwards.

It is important that shoes are fitted by a children’s shoe specialist.

Always have both feet measured for length and width, as most feet differ slightly.

The shoe should fit the natural shape of the foot and the toes should move freely and not be squashed by the top or sides of the shoe. Make sure there is 10mm (no more) growing room between the end of the longest toe (not always the big one) and the end of the shoe. It should be comfortable when first tried on with no need to ‘wear them in’.

There's more to explore Sitting, as I do each day, surrounded by extravagant and beautiful brochures designed to seduce even the most reluctant traveller, you might think I would become blasé over time. You know what I mean – the sensory overload that leads one to remark with a sigh of apparent boredom, “just another cathedral/museum/monument” (in Europe) or “just another dik-dik/zebra/elephant” (in Africa). In truth, there is a degree of this in the agency, for often travel patterns at Trendsetter seem to fairly accurately mirror Pareto’s 80/20 hypothesis.

So it’s that other 20% of unusual destinations that really stir the senses. And for me personally, that is Expedition Cruising.

I’m not sure what this term conjures up in your minds. Quite possibly, it is a picture of a sturdy ship with fairly basic facilities breaking through ice somewhere. And yes, those ships still exist, however the range of vessels now spans basic to truly luxurious and you may be surprised where they can go. Expedition these days is often where only small ships can go.

Top of my “I want to go list” are Antarctica, the sub-Antarctic Islands, the Arctic and the Northwest Passage. Why? The genesis is my Christchurch background, which served as the NZ base and jumping off point for the US Antarctica programme. However in the last two decades, it is seeing the excited faces of recently returned modern day adventurers, aka clients, reporting back on their journeys.

Some excerpts from a very recent client experience: “Last evening the ship slowed right down for one hour so we could watch eight large humpback whales feed right around the ship - everyone was too excited to go in for dinner. Today we are sailing through a narrow passage into the crater of an old volcano - Deception Island. Who would have thought that we would be walking on volcanic ash in Antarctica” and “After breakfast we were taken on a long zodiac cruise around the bay to see the Argentinean Research Station, the nesting Cormorants with their large hungry chicks, the calving glacier coming into the bay with its stunning blue ice colours, some Crabeater & Weddell Seals.” (Thank you Pam.) Another client has just returned from a Sub-Antarctic Islands exploration and was similarly effusive: “Once we negotiated around the juvenile sea lions who wanted to play with us, we entered the rata

forests which were just coming into flower, then arrived at a vast heathland which reminded me of Scotland. The megaflora which we had heard about and seen pictures of was just amazing. It was how I imagine Gondwanaland would be and I almost expected to see dinosaurs roaming around.

We were amongst meadows of megaflora as far as the eye could see and it was breathtaking.

It is something you can only appreciate by seeing with your own eyes.” (Thank you Julia.)

Albatrosses. While these more remote lands may look barren, they support vast colonies of fascinating wildlife, a photographer’s dream. And then there is that frisson of danger, of what could happen…

Who doesn’t remember the Akademik Shokalskiy becoming stranded in pack ice in early 2013?

Yet such occurrences are, fortunately, extremely rare.

Cruise companies have lives and reputations too important to risk, hence onboard crew, including those performing the most menial of tasks, are all highly trained. So whether

you go on a luxury expedition ship (think Silversea, Seabourn or Le Ponant), the frontrunner for many clients (Lindblad National Geographic) or a few-frills icebreaker such as the aforementioned Akademik Shokalskiy, you are in very safe hands.

Then where should you go?

When should you go? Which company should you travel with? These questions have no simple answers and require expert help to ensure your objectives are met. Expedition cruising, be it to remote areas such as the North or South Poles, the Galapagos Islands, Greenland, and Russia – or offthe-radar, relatively unexplored regions such as nearby Indonesia, our own Kimberly coast or exotic Madagascar – is expensive. Cardamom the festive spice

As a child, I often fantasized about how I would react if I ever met Santa while he was distributing presents under our tree, before deciding that my type of Santa would come down the chimney in an aromatic whoosh of cardamom, accompanied by the tinkle of sleigh bells.

On his shoulder, he would be carrying a bag stuffed with delicious cardamom-spiced biscuits, marshmallows tossed in sugar, and cinnamon-spiced caramels with specially packed boxes of bitingly sweet pistachio halvas drenched with cardamom and rosewater. It was some fantasy, for I was a little child growing up in tropical Malaysia where there was no need for a fireplace!

Cardamom is the spice most used for sweets and cakes. The cardamom pod is oval, not larger than half a thumbnail, and an army-fatigue-green in colour with a brittle papery skin. Pinch open this thin skin and you will find three seed segments each containing three to four black/brown oily seeds that have a pungently sweet spice.

Always look for the khaki green variety and you will be sure to have a spice that is flavorsome and aromatic - something that gives your cakes and food a lift of pungent spicy warmth.

The cardamom plant is an herbaceous bush with long green leaves native to the west and east coasts of India and parts of Sri Lanka. I had bushes growing in my garden in Sydney for some time but never had the joy of seeing the tiny white flowers.

Later I discovered that it does not flower in Sydney.

As a girl, I remembered that the spice we called Elaichi or buah pelaga was something we had to lovingly grind at festive time using a domestic granite mortar and pestle. The ground cardamom powder would be sieved many times to obtain the finest powder that we added with powdered cloves, nutmeg and cinnamon to cakes. My favourite was the Sri Lankan, Dutchinspired ‘love cake’ recipe that came from my father’s side of the family and which we still proudly present at weddings today.

There are two distinct types of cardamom. One, the oval, khaki coloured pod that is most effective. There is another - a larger, brown, beetle-shaped and wrinkled pod called kali illaichi, or black cardamom, which grows in Southern China and Vietnam.

This is considered a lesser variety, although it has a variety of uses. I have used it to flavour ripe mangoes and to poach peaches and eggs. The lighter flavour and aroma are just as effective when used in a subtle chicken curry.

The green cardamom cooks well into lamb kormas. It may be used in sambals when fried with garlic. But above all, it performs best when it is used to make a great cup of chai tea or 24 I The Village Observer I N0. 249 I MARCH 2016

coffee. To do this, add a green pod to your mortar and pestle to release the perfume. Add a couple of pods to your tea bag, pour boiling water, allow to steep, then enjoy its flavour with a little milk. Add a slice of fresh ginger to the tea for a double dose of spiced tea.

Cardamom is commercially available as a powder, but to make the best use of this spice you should always buy small quantities for freshness.

Once purchased, store your cardamom in a cool spot, tightly covered.

Used in all manner of food from rice to desserts, the cardamom is also a breath freshener. The Scandinavians have traditionally used cardamom and ginger spice in all their biscuits, cakes and fruit dishes. In the Middle East, the cardamom is added to coffee in a unique manner: the pod is pounded slightly to soften and then the whole pod is pushed through the narrow end of a coffee pot spout. Each time the coffee is poured, it filters through the cardamom, adding flavour and aroma to each cup of coffee.

Purely by chance, I discovered one of the most interesting cake shops in the heart of our neighboring suburb, Crows Nest, with the

most adorable cardamomspiced offerings.

Look for this special store on the corner of Atchison Street and Willoughby Road. Wedged in between a hairdresser and a tutorial centre, ‘Honlya Persian Patisserie’ sits surrounded by the sublime aroma of coffee and the scent of cardamom and rosewater.

There are the most divine profiteroles filled with real cream and rosewater, layered cakes dripping with honey and almond pastes, Persian pastries with pistachio, and the piece de resistance golden cardamom cupcakes peppered with chopped nuts and coffee served with or without cardamom while you wait for them to pack up your bounty.

Is your pet overweight?

Obesity in pets is really common and can lead to some major health problems in our dogs and cats as they age.

So what is the cause, consequence and cure of obesity?

Cause If your pet is overweight, this normally means that the calories entering the body are exceeding the calories used up in your pet’s day-to-day life, so the excess calories are stored as fat.

While exercise is important for your pet’s wellbeing and for improving the human-animal bond, unless your pet is going to start a serious training program, increasing the amount of exercise alone will not significantly reduce the pet’s body fat. It is also not good for your overweight dog’s joints to be weight bearing excessively, so take care during exercise.

Occasionally dogs have a thyroid condition called hypothyroidism which can lead to a slow metabolism, lack of energy and weight gain. In other cases, pets may appear to have a large abdomen while the rest of the pet is lean.

This can be a sign of serious disease such as heart problems, liver failure, hyperadrenocorticism or an abdominal tumour. So before you embark on a journey with your pet to shed some weight, it is vital that you organise a veterinary check-up first.

Consequence Pet obesity can lead to multiple problems, some of which are listed below: 1) Osteoarthritis Pets that are overweight have more wear and tear on their joints and the cartilage becomes damaged, leading to arthritis.

This is a very painful and debilitating disease and is particularly common in senior pets. While medications are available to help reduce inflammation and provide pain relief, weight loss is by far the best way to treat this condition.

2) Feline diabetes Overweight cats are more prone to Type II diabetes and these animals will need twice daily insulin injections for life. Weight loss can sometimes reduce the need for insulin and put the cat into diabetic remission, but it is far better to avoid the problem by avoiding obesity in your cat and feeding the right amount.

emergency that occurs when the body overheats and cannot thermoregulate effectively. The risk is higher in overweight dogs, breeds with thick hair coats and brachycephalic dogs (those with squashed faces). If your pet is overweight, avoid exercising on hot days and choose the coolest part of the day.

Remember, dogs need to pant with their tongue out and mouth open to release body heat so NEVER walk your dog with a tight muzzle on – the basket muzzles are the only ones that are acceptable while exercising.

4) Breathing difficulties Overweight animals, particularly those with anatomical airway constriction (brachycephalic syndrome) such as pugs, boxers, cavaliers and Persian cats, can develop breathing problems due to obstruction from excessive fat putting pressure on their ability to breathe properly. These animals will often snore excessively and may even require surgery to widen their nostrils or shorten the length of the soft palate. If your pet is overweight, it is worthwhile getting it to a healthy weight range before resorting to surgery.

Cure It can be very challenging to reduce your pet’s weight to a healthy level. Generally I would only recommend a maximum weight loss of 0.5kg per fortnight for a dog > 20kg and 0.5kg per month for a dog < 20kg until they reach their desired weight. For cats, weight loss should be even more gradual as there is a risk of liver disease if body fat is lost too quickly.

Here are some tips on weight loss in pets: l Have just one person in the family responsible for feeding the pet l Do not offer additional snacks or treats l Don’t feed leftovers to your pet l Try to keep the diet consistent each day l Weigh your pet once every two weeks on the same set of scales and record it l Cut out rice, pasta and potato from your pet’s diet l Feed a good quality dry food (eg Royal Canin, Hills Science Diet, Advance or Eukanuba) l Feed the amount recommended for your pet’s ideal weight (not the current weight) l Feed a small meal twice daily, rather than one large meal daily l Use a measuring cup when preparing the pet’s food l Slow down your pet’s eating by providing a maze bowl or treat ball to deliver them their meal. WHY 18 HOLES? The early golf courses all had different numbers of holes and were not always played in a defined order. Like many developments throughout golf history, the standardisation of 18 holes as the length of a ‘regulation’ golf course did not happen as the result of a momentous decision agreed upon by many, but partly at least as an accident of history.

Prior to the mid 1760s, and right up until the early 1900s, it was common to find golf courses that were comprised of 12 holes, or 19, or 23, or 15, or any other number. Then, around 1764, the links at St Andrews in Scotland converted from 22 holes to 18 holes.

From 1764 onwards, many courses copied this model.

In 1858 the Royal & Ancient Golf Club of St Andrews issued new rules for its members. Rule 1 stated “one round of the Links or 18 holes is reckoned a match unless otherwise stipulated.”

This was slowly adopted throughout Britain and by the 1870s, most courses had 18 holes and a round of golf was being accepted as consisting of 18 holes. It became the default round for a golf match from 1933, but strangely, this was not laid down as a ‘stipulated round’ in the international Rules of Golf until 1950.

In what will no doubt be an important document in the history of our local government area, the submission addressed the key legislative areas outlined in the State government’s proposal.

This included financial sustainability, structural matters, ward boundaries and communities of interest.

Trying to explain the nuances and connections that make Lane Cove the community that it is has been difficult, but I am confident that the submission provided by Council is one we can all be proud of. It speaks volumes about how a small Council can punch way above its weight and shows just how fortunate our community is to have had such a connected relationship between Council and the community. We have fantastic facilities, access to so many artistic, cultural and community pursuits, ongoing relationships with our sporting and community groups as well as a strong financial position. I certainly hope that the State Government reads between the lines of the submission and sees that this is a strong council with a stronger community as a result.

As and when Council receives an update on the next steps of the State Government’s process, we will update the community. We expect this to take place sometime from April onwards.

Walk Around the World It was wonderful to have a sunny morning to help officially kick-start the 2016 Walk Around the World program a few weeks ago. This fabulous Lane Cove initiative is a great way to highlight the health and wellbeing benefits of staying active.

The Rotary Club of Lane Cove continues to inspire commitment to this important event.

They are the backbone of the program with Lane Cove Aquatic Leisure Centre and Council

providing solid support and resources to the program. A number of program sponsors have also joined in the event including principal sponsor Hyecorp as well as Blue Fit; Crayons; Lane Cove Community Chaplaincy; The Foot Group; and Total Surveying Solutions.

Summer Reading Club I had the pleasure of presenting children who successfully completed the Library’s Summer Reading Club with their certificates last month.

The Lane Cove Library continues to be a hub for some of our youngest members of the community who clearly have a love of reading.

Greenwich Baths Congratulations to the BlueFit Foundation for their successful Nippers day held for asylum seeker children and disadvantaged youth held at Greenwich Baths last month. It was a great initiative and one that will no doubt be a fond memory for all who had the opportunity to participate – well done.

International Women’s Day I am thrilled to be hosting Lane Cove’s International Women’s Day forum this month.

This inspiring event celebrates women’s achievements while promoting greater equality and harmony amongst our community.

Council and the Women’s Action and Information Group have arranged a terrific event that will showcase the experiences and lessons learnt from women who have achieved success in their chosen fields.

Lane Cove in Harmony Each March Council runs its Autumn Harmony program which aims to celebrate the diverse cultures of people in Lane Cove and beyond.

This year Council is linking its Neighbour Day campaign into the Autumn program and encouraging people to live in harmony. This includes extending welcome to new neighbours or offering to assist those in need. To assist, you can collect a free keyring from Council and pass this onto someone in your neighbourhood as a way of saying hello or thank you.

Thank you to residents who attended the Public Inquiry into the proposed merger of Hunter's Hill, Lane Cove and Ryde Councils. Many residents attended and were able to address the Delegate to make known their views. Once again, a 4:1 majority spoke strongly against the merger proposal. Several speakers commented on the failure of the NSW Government to release full details of the KPMG report fundamental to the Government’s argument for the need to merge councils. It is difficult to consider any possible merits of the proposal without appropriate analysis of this report.

Thank you also to residents who have made written submissions. We now await the outcome of this process.

National Ride2School Day On Friday 4 March we will be celebrating the biggest National Ride2School Day ever. More than 350,000 students across the nation will ride, walk, scoot or skate to school. In the 1970s, 80% of Australian school children rode or walked to school, whereas today it is only 20%. The Ride2School Day is an effort to reverse this trend.

These events provide a wonderful reminder of the rich multiculturalism in our community. I attended the Lane Cove Australia Day ceremony where many chose to call Australia home by accepting Australian citizenship. For me, Australia’s greatest achievement of all has been our creation of the world’s most successful multicultural society. A society in which we recognise that diversity actually makes us stronger and in which all people, no matter what their creed or background, can make their future.

The Lunar New Year celebrations throughout the North Sydney electorate were also a joyous occasion for the Chinese, Korean and Vietnamese communities. I particularly enjoyed the celebrations organised by the Chatswood Chinese Cultural Centre and Willoughby City Council, which included a spectacular traditional Lion Dance.

The parliamentary sitting calendar commenced on 2 February 2016 with a very hectic start, including four out of the first five weeks being parliamentary sitting weeks. I have had to devote my time to getting in the swing of duties required as a Member of Parliament, whilst still mindful of meeting with my local community on the days that I am not required in Canberra.

In this regard, I have recently made contact with all of the schools in the electorate to introduce myself, develop a better understanding of our schools’ priorities in the local area and discuss ways in which I may be in a position to assist.

delivery of meals, making beds, nursing people in their homes, tidying gardens and the list goes on. I also had the opportunity to meet some of the seasoned Bridge players that attend the centre – including Beryl Nicol who turned 100 last September and is still winning at the Bridge table!

Recently I was proud to be at the opening of Australia’s two largest solar plants, located in Nyngan and Broken Hill.

It is a legacy that will last for generations and will greatly benefit the local and wider communities by providing a reliable, clean and cost-effective energy source.

The NSW Government provided almost $65 million towards the Solar Flagship projects at Nyngan and Broken Hill, which have collectively supported more than 450 regional jobs and driven $440 million of investment into the State.

At full capacity, the Nyngan Solar Plant can generate 102 megawatts, which is enough to power 33,000 NSW homes. Along with the 53 megawatt Broken Hill solar plant, the Solar Flagship projects can power more than 50,000 homes.

Energy security and diversity is crucial for NSW and that is why in 2013, the NSW Government released the Renewable Energy Action Plan which positions NSW to increase generation from renewable energy source at the least cost to customers and with maximum benefits to the state.

In fact, the share of generation from wind, solar and bioenergy sources has more than doubled over the last four years.

The NSW Government made clear commitments under the State’s Renewable Energy Action Plan and released the Plan’s second annual report, with 12 of its 24 goals already completed and nine more being well progressed.

The position of Renewable Energy Advocate, the first of its kind in Australia, was established under the Plan. The NSW Renewable Energy Advocate, Ms Amy Kean, will continue to support solar and other renewable energy companies to invest in our great state.

The NSW Government is also a longstanding supporter of the national Renewable Energy Target (RET).

With an abundance of renewable energy resources, world-class research and development and innovative technologies, NSW is well placed to attract a significant share of future investment under the RET. There is about $10 billion worth of renewable energy projects in NSW that either have been approved or are awaiting approval.

Renewable energy is driving billions of dollars of investment, supporting thousands of jobs and diversifying income streams in regional NSW. It is a vital part of this Government’s vision for a secure, reliable, affordable and clean energy future for NSW.

Care for the aging, hope for the hurting St Aidan’s Anglican Church at Longueville has a long history of care; for the vulnerable, distressed, broken and hurting in our community and beyond.

From its now nine year support of a Child Survival Program in Uganda, to its partnership with Anglicare Sydney, the St Aidan’s approach has been a lived out Christian world view of care and compassion for others.

Communion church service, which is frail aged and dementia friendly. As life expectancy rises, so does the need to affirm the human made in the image of God, in spite of frailty, to have an inherent dignity and to provide life affirming activities that engage the whole person; body, mind and spirit.

This service is held, in partnership with Anglicare, on the first Wednesday of every month at 11.30am and is open to anyone who would like to come along.

Have you tried Pastels yet?

Crayons, textas, coloured pencils – these were all fun to use when we were children, and then we discarded them as we grew up.

But if you have an artistic longing and don’t know where to start, then opening up those old boxes of crayons may be a way to begin, or better still, have fun with a few pastels.

Beautiful works can be created with pastels and you can easily get a few words of free advice from pastel expert Greg Hansell.

Greg will be our guest demonstrator at the next meeting of the Lane Cove Art Society on Tuesday 22 March. Greg Hansell’s pastel works are masterful, executed in earth pastels handmade from rocks and clay without commercial pigments, binders or additives. He is a fellow of the Royal Art Society and has taught pastel painting there for more than ten years. Greg has also been a finalist many times in the Archibald and Wynne prizes. He is holding a new exhibition ‘Dust, Rust and Shadows’ at the National Trust Centre, Observatory Hill from 21 February to 31 March, open Tues to Sun, 11am-4pm.

Greg’s presentation will commence following the Art Society’s brief AGM at 8pm. The meeting is free and is held in

the downstairs premises of the Lane Cove Community Centre, 166 Longueville Rd. Entry is free and all who have an interest in art, in any shape or form, are most welcome.

A further treat is in store at our April meeting. Our guest demonstrator will be Hiron Patel and he will be painting a street scene in oils. But more on this in the next issue of The Village Observer.

An exhibition of soft sculpture The Charged Object is an exhibition curated by Felicity Martin with artist Paula do Prado that explores the ‘aesthetics of touch’ and the use of non-traditional and tactile materials in the artworks of contemporary Australian artists.

made with fibres, cloth and plastics with traditional textile techniques of weaving, sewing, wrapping, felting and beading. Historically linked to the feminine, these techniques are being reinterpreted through contemporary installations, sculpture and animations.

Artists represented include those from Yarrenyty Arltere Learning Centre in Alice Springs, Brett Alexander, Anne Graham, Paula do Prado, Margarita Sampson, Nicole Monks, Michelle Cawthorn and John Brooks.

The exhibition aims to explore how the fundamental shift in thinking about sculpture in the 1960’s has informed contemporary works in soft sculpture and anti-form.

The exhibition will run as part of Sydney Art Month, with the official opening on the 9 March from 6pm at Gallery Lane Cove.

Paula do Prado will chair a panel discussion “Soft versus hard – are hard sculptural materials still valued over the soft?“ This will tease out ideas about materiality, the impact of the white cube and other ideas about anti-form and the hierarchies of art.

The changing nature of ‘Business on the Lane Cove River’

Nothing remains the same and the face of the Lane Cove River is no different. With the remarkable growth of Sydney Town to the vibrant and cosmopolitan city of today, the river and its environs have not remained static.

Not only has there been vast change in population and social structure in the 225 years of white settlement, but business has also mirrored the change in economic development and refinement.

Brian Scott, author of the upcoming ‘The Business of the Lane Cove River’, will be speaking about his book at 6.30pm on Monday April 4th and 18th at the Lane Cove Library.

Brian will discuss some interesting local characters including Rupert Kirk, Billy Blue, Didier Jourbert, the Ludowici and Radke families, Father Dalton, Richard Harnett, the ‘billionaires’ and more.

The Lane Cove River is 15 kilometres long and runs from Onions Point in Woolwich, beyond Fiddens Wharf Road in Killara, to near Thornleigh. The riverbank embraces the municipalities of Hunters Hill, Lane Cove, Ryde, Willoughby and Ku-ring-gai and the mouth of the river is less than 5 kilometres from Sydney Cove.

chemical manufacturing to name but a few. It is a clear example of the change from small private businesses, to national and international stakeholders.

Initially, manufacturing was attracted to the Lane Cove River Valley as it was ‘remote and insecure’. It witnessed the development of some toxic and noxious businesses along its shores, businesses that were rejected by the other developing suburbs of Sydney. Tanneries, for example, were to be found here, a business requiring open spaces and free running water coupled with an efficient transport link. Lane Cove River offered uncompromising solutions to difficult questions.

Stringybark Creek has witnessed many stories in this time. Do you have a story to share?

With the passage of time, rowing and sailing boats, lighters and barges, were replaced with steam driven boilers through to the diesel ferries that we ride today. The road network now moves the products, services and people, something not possible in earlier years. Small, private, ‘unregulated’ investors established and operated businesses with little debt, to be replaced by ‘regulated’ private, national and international investors - some controlling vast conglomerates. Land ownership remains the catalyst to enduring success and the Lane Cove River Valley is a testament to this.

Today we are witnessing the completion of a development that has changed the face of the river dramatically. This development includes a 20-storey tower on the stretch of road nearing the bridge between Mowbray Road and Epping Road at Lane Cove North. This bridge was only completed in 1939, emphasising rapid development.

This parcel of land, situated roughly halfway along the river, comprised land grants issued prior to 1870. Records showing the business use of this small area is surprising, including tanneries, dairies, paper and cardboard manufacturing and 38 I The Village Observer I N0. 249 I MARCH 2016

In 1912 the site was part of a large area of 70 acres, initially acquired and developed by a group of businessmen to form a very successful publicly listed company known as Cumberland Paperboard Mills. Development included the damming of 20 million gallons of water sourced from the river’s tributary, Stringybark Creek. This business in 1928 met a catastrophic end but survived in another form.

From 1930 to the late 1970’s it was the home of CSR

Chemicals Limited and Robert Corbett Pty Limited.

Public companies such as Amcor Ltd, which ultimately controlled a vibrant paper manufacturing business and Johnsons Wax, being controlled by a privately owned American international conglomerate, also share part of this history.

Later, a Shell Service Station (known locally as the ‘satellite station’) coloured the banks of the creek and river.

In 2013, Meriton Apartments acquired 31,000 square metres for development at a cost of $39 million. The site was approved to build 440 residential apartments together with commercial and retail properties and a community centre, at a cost of $300 million. This landmark structure can be seen from all directions for many miles.

It may be surprising to learn that the Lane Cove Valley had at least four recent billionaires that have been associated, either directly or indirectly, with the Lane Cove River. Do you know who they were?

The sun was shining for LCWPS’s swimming carnival

School Swimming Carnival We were blessed with perfect weather for our 2016 school swimming carnival held at Lane Cove Aquatic centre. Children were able to choose between swimming in Carnival A, where they swam in the 50m outdoor pool, or Carnival B, where students swam in the 25m indoor pool.

It was lovely to see so many parents supporting the students on the day as well as the sportsmanship demonstrated by our swimmers.

Parent Information Evening Our Parent Information evenings for both K-2 and 3-6 parents at the beginning of term were well attended. Teachers discussed their programs as well as their expectations for the school year. It was also a great opportunity for parents to meet other parents in their child’s new class.

School Grounds We are thrilled with the addition of our new all purpose court outside the school hall, with children already enjoying a variety of games on the newly marked courts. Our new synthetic grass field is also proving to be a big hit – no more muddy puddles and ducks swimming on our field! Our annual Tea and Tissues event was well attended at the beginning of the school year. Hosted by the current Year 1 parents for the new Kindergarten parents on the first day of school, it was held after parents waved their children off as they depart on their ‘big school’ adventure.

This year we welcomed 74 students and their parents to the school. This is a great opportunity for new parents to ask any questions they may still have about their child commencing school.

Kindergarten Welcome Drinks On a recent Friday night, our Year 1 parents hosted the Kindergarten parent welcome drinks at the Diddy. The event was very well attended and enjoyed by all. What a fantastic opportunity to meet other parents in a relaxed, fun atmosphere.

Chess Club Chess Club for our Yr 1-6 students is up and running for 2016 with 60 students.

This program is run by the P&C in conjunction with the Sydney Academy of Chess. This is a great opportunity for our students to learn the rules of the game as well as to improve their skills.

Life Education The Life Education Van and Healthy Harold have arrived back at our school to teach all classes K-6 about healthy eating, avoiding peer pressure and healthy lifestyles. A parent session was also held to explain the program to parents.

Ice Block Day Our Year 6 students have planned three ice block days over February as their first Year 6 fundraiser for the year. Friday Ice Block day has proved very popular with the current hot temperatures.

Students have enjoyed learning about rocks and crystals in the lunchtime Science Club

Clubs Due to the dedication of our teachers, we are offering a number of lunchtime clubs this year that children can nominate to attend. Clubs being offered this term include art, construction, and science.

The art group is working collaboratively to produce a variety of artworks using a range of media. The construction club is using Lego, Knex and Meccano to build a variety of different structures and the science club is looking at earth sciences and learning about rocks, crystals and space.

CONTAINER DEPOSIT SCHEME BECOMING REALITY? The NSW State Government has publicly committed to a container deposit scheme to commence on 1 July 2017.

l Eliminate problematic materials and reduce overall costs from kerbside recycling

What is a container deposit scheme?

l Can work in harmony with other established recycling systems, preferably providing a net financial boost

A container deposit scheme is based on a refundable deposit to be redeemed by the consumer or collectors at convenient locations. In other words, people get cash for recycling their containers. There are over 40 such systems operating around the world including in South Australia and the Northern Territory. In SA, which has a 10 cent deposit, over 85% of containers are recycled.

What would a world’s best container deposit scheme look like?

The Boomerang Alliance* has proposed the following key elements: l Maximum impact on the volume of drink container and overall litter l Convenient for consumers l Cost effective with minimal or zero net costs per container l A focus on automation via reverse vending machine (RVM) and optical reading technology l A sustainable business model not dependent on government funding

l Increase recycling in the commercial and industrial waste stream l Improve the quality of beverage container material recovered and reduce contamination of other MSW l Offers major opportunities for the charity sector to raise funds l Strong penalties to ensure beverage industry performance What are the benefits of a container deposit scheme? l A 10 cent refundable deposit is a proven incentive, which results in 80% recovery of bottles and cans. l The return of the cash is via a voucher redeemable at a linked retail outlet or EFT. l Consumers can obtain their refund from a reverse vending machine; physically donate the container or the deposit via a reverse vending machine to a charity; or give the deposit to their council via kerbside. Charities could earn

up to $65m a year. l Convenient deposit areas: In order to deliver the most convenience, the collection points are best located where people make regular trips, eg. supermarkets.

Figures prove that overwhelmingly, NSW residents support a container deposit scheme. Unfortunately the beverage lobby are not keen on the scheme and would rather the government rely on recycling via kerbside collection with a further education campaign. These suggestions do not provide the same incentive to recycle and have proven to be less effective in the past.

The Lane Cove Sustainability Action Group took to the Plaza on Sunday 7 and 14 February to inform Lane Cove residents of the scheme’s benefits and advantages.
