Sarkis: Halt the Baha Mar sale
Former developer seeks moratorium on CTFE purchase By AVA TURNQUEST Tribune Chief Reporter aturnquest@tribunemedia.net
FORMER Baha Mar developer Sarkis Izmirlian yesterday called for a moratorium on the megaresort’s sale to Chow Tai Fook Enterprises Ltd and a full investigation into the deal struck by the former government citing “unusual, one-sided” concessions and openly accusing the Christie administration of “self-dealing” and “statesponsored discrimination”. Days after members of the new administration said it saw no cause to renegotiate the
OFFICIAL Opposition Leader Philip “Brave” Davis has accused the Minnis administration of a “breathtaking climb down” over its seemingly reversed position on Baha Mar, which he said was part of the Free National Movement’s election campaign of “deceit”. The statement from the Progressive Liberal Party leader came days after Attorney General Carl

terms of the sale, a statement from Mr Izmirlian’s BMD Holdings Ltd explained the demand for the sale process to be halted was motivated by a review of the recently released heads of terms between the Export Import Bank of China (CEXIM), China State Construction and the government. The statement reiterates the former developer’s pledge that he is fully prepared to purchase the beleaguered resort, complete construction and operate it with a full Bahamian workforce and organisation. Bethel told The Tribune there is nothing “unusual” in the documents relating to Baha Mar’s sale to Chow Tai Fook Enterprises. Mr Davis said the FNM acted in “desperation” while in opposition by suggesting there was something illegal or unethical in the documents relating to the mega resort’s sale and remobilisation. He also questioned what the FNM “promised” Baha Mar’s original developer Sarkis Izmirlian for his support. SEE PAGE SIX

GIBSON ORDERED MINISTRY OF WORKS TO BPL BUILDING HALT PAYMENTS FOR HURRICANE CLEAN-UP SHUT DOWN IN By RASHAD ROLLE Tribune Staff Reporter rrolle@tribunemedia.net
FORMER Labour and National Insurance Minister Shane Gibson ordered that payments to contractors hired by the Ministry of Works to clean-up New Providence after Hurricane Matthew be halted last November because he was concerned that their work was not properly accounted for, emails seen by The Tribune show. Mr Gibson, the former hurricane czar under the
previous administration, appeared concerned that payments were made to people who did not have a contract specifying the terms and conditions of their service. He believed the bills that were submitted lacked details of which specific areas contractors had been cleaned up, creating the possibility that duplicate bills were issued by contractors. “Please don’t release or prepare anymore cheques without my express permission, unless it is for payment
as per contracts executed by Permanent Secretary Jack Thompson,” Mr Gibson wrote to senior civil servants in December. “That includes payments for maintenance of dump sites. A stop order was given for all areas except Centreville.” Among the contractors who were supposed to be affected by the stop order was Johnathan Ash, the businessman at the centre of a controversy Prime Minister Dr Hubert Minnis revealed in Parliament last week. PLP TOLD ‘SEEK REDEMPTION, NOT JUSTIFICATION’ By SANCHESKA DORSETT Tribune Staff Reporter sdorsett@tribunemedia.net THE Office of the Prime Minister has urged the Progressive Liberal Party to seek redemption from the Bahamian people, rather than attempt to explain away or justify “years of mismanaging the country”.
In a statement, the OPM responded to former Deputy Prime Minister and current Official Opposition Leader Phillip “Brave” Davis, who denied last week that the former PLP administration abused public funds and accused Prime Minister Dr Hubert Minnis of seeking to portray members of the PLP as “crooks”
in an attempt to cover “his inability to lead”. Mr Davis’ comments came days after Dr Minnis revealed several points of concern over public contracts, including that one vendor received more than $8m to clean up New Providence in the wake of Hurricane Matthew. SEE PAGE 12

THE administration building at Bahamas Power and Light’s Big Pond office was shut down to staff and customers over the weekend, while a forensic audit was being carried out on the utility provider’s finances, The Tribune understands. According to a memo sent to BPL employees, beginning 6pm on Friday and “throughout the weekend” the “administration and Big Pond building will be closed to employees except those working in system control and emergency areas.” “Access to these buildings will resume on Monday, June 26, 2017 at 7am,” the memo continued. According to a source close to the matter, the offices were closed to allow “full access” to Ernst and Young auditors to investigate the millions of dollars SEE PAGE 11
